Gov’t levies new tax on cooking oil, price set to increase The government plans to charge Shs200 on each litre of cooking oil regardless if it is manufactured in Uganda or imported, as part of new tax proposals. According to Nelly Businge the Advocacy Officer for SEATINI Uganda, this move should only affect imported cooking oil with the aim of promoting local industries. She explained that if not reversed, the price of cooking oil will rise; affecting other locally made products since it is a key ingredient.

Government doesn’t think new taxes will burden Ugandans Gov’t believes they must squeeze more money out of Ugandans for service delivery BY OUR REPORTER

gandans are worried about proposed new taxes as government plans to widen the revenue base, but the State Minister for Planning, David Bahati says the new taxes won’t burden them. The proposed taxes include corporation tax on profitable SACCOs, Shs200 levy on a litre of cooking oil and 10% final withholding tax on commissions paid by telecommunication companies to mobile money and airtime agents. The others are the proposed increase of excise duty on diesel and petrol by Shs00 per litre, enforcement of 1% withholding tax on persons engaged in agriculture plus a Shs200 daily levy on social media users on platforms like WhatsApp and Facebook. Government expects to generate Shs951 billion from the new taxes. The tax propositions come about as a result of government’s target to raise Shillings 16.2 trillion in the 2018/2019 financial year with a projected growth of 7.6% compared to a target of Shillings 14.4 trillion in the current financial year.

On Tuesday, Parliament’s Finance Committee tasked Bahati for continuing piling taxes on a few people instead of widening the tax base to focus on other areas. The MPs also cited several incentives given to foreign investors who are in position to pay taxes yet the pressure is piled pressure of local investors. Henry Musasizi, the Finance Committee Chairperson, accused the Finance Ministry of drawing tax policies that are shielding Commercial banks at the expense of stifling mobile money transactions as well as Savings and Credit Cooperatives (SACCOs).

Musasizi, who also doubles as Rubanda East MP, reminded Bahati of the financial inclusion strategy that was launched in the past, which encompasses all players within in the financial sector. He said the government tax proposals seem to side-line other players in the financial industry and constrain other sectors from operating. Musasizi tasked Bahati to appear later before his committee with an illustration showing that the proposed tax on social media
is not double taxation. The Budadiri West MP, Nathan Nandala Mafabi also accused government for trying to tax airtime users twice by levying another tax on internet usage. However, in his response, Bahati dismissed claims that government is over burdening Ugandans with taxes, saying the population needs several services that government needs to provide through revenue collection.W The Agago Woman MP, Judith Akello Franca also questioned if government carried out a cost benefit analysis before proposing the tax amendments. “How is Uganda going to benefit from the ban on importation of vehicles after foregoing Shs182 billion,” she queried. The Luuka County MP, John Bagoole advised government to revise the proposal on levying 1 percent tax on individuals engaged in Agriculture, saying that the tax should instead be levied on commercial Agriculture and not individuals who are practicing subsistence farming. Isaac Mulindwa Ssozi, the Lugazi Municipality Legislators called for the removal of the proposed tax on Agriculture, saying it is the backbone of Uganda, which doesn’t call for any taxes. The Finance Committee Chairperson, Henry Musasizi directed Bahati to return before the Committee on Thursday with answers to the queries raised by MPs. -URN

Witchcraft goes online With a few MBs, you can now intercede with the “gods” via Facebook or Whatsapp. But not every witchdoctor who advertises their services has access to the “gods” some are just after your mobile money

one are the days witchdoctors offered their services in locations like forests, rocks and river banks; locations that were naturally presumed to be closer to the gods. Perhaps with increase in construction, land grabbing and of course modernization, the gods too have swallowed their pride and allowed the witchdoctors to offer their services closer to people. And how closer and personal does it get when the services are online, to be more precise, Facebook! In this case, a person who seeks to see what the eyes of the gods have seen doesn’t have the discomfort of travelling in concealed clothes and driving miles to villages to appease the gods. Also, this means he does not need to visit a shrine, remove their shoes at the entrance and sit in the presence of mysterious objects, tongues and instructions. In today’s Uganda, the shrine is now online. Yes, a Facebook account. All you need is to swipe and send the witchdoctor a message. Perhaps, the gods receive the notification and one’s issue is addressed and payment negotiated without going to a shrine. This means one can be at a posh restaurant while having a conversation with the god’s servant. With the recent ban on witchcraft adverts on radio, online presents a viable option.
How to recognize an online shrine Facebook newsfeed is filled with various distracters; women twerking away their soft gigantic backsides, opposition politicians ranting, slay queen dissing broke men, pseudo prophets instructing followers to type ‘Amen’, someone feeling hungry with 30 others, name it. She was directed to a shrine in Makindye which operates as a traditional herbalist’s shop. The rituals were done and she parted with Shs100,000 and indeed her cash sacrifice paid off after the witchdoctor allegedly ‘remote controlled’ her man’s manhood to only detect her private parts as compat-

Sheeba dubs Bryan White Foundation artistes ‘podium houseboys’ in new song

NS singer Sheeba Karungi is set to release her latest song titled ‘Houseboy’ anytime soon. But after a listen-in to the new song, we can reliably envisage a resurrection of beef between Sheeba and some artistes as well as a possibility of new beef with other artistes. In the song, Sheebah clearly refers to ‘houseboys of the podium!’ The word podium got traction and got attached to moneybags Bryan White after he appeared in a video humiliatingly commanding singer Weasel ‘never to leave the podium when he is still talking!’ Since then, the word podium has been widely used to refer to Bryan White and artistes or celebrities that have made it a job to hang around him. Some of the artistes on the
podium include Weasel, DJ Michael, Pallaso, and now prodigal son to the podium- Jose Chameleone. And by referring to these singers as ‘houseboys of the podium,’ Sheeba should have envisaged she would be opening a can of worms. A few people that listened to the song, have predicted that it’s likely to resurrect of the beef between Sheeba and former ally turned enemy- Pallaso. There’s also a belief that the song is likely to rub other singers on the podium including Chameleone and Weasel the wrong way. But besides the podium artistes, the song will surely not go down so well with the podium head- Bryan White. And out of experience, we foresee Bryan placing a not-very-cool call to Sheebah. Over to you Sheeba and ‘the podium houseboys!’
Manu Dibango jets in this Saturday
I
t’s a public secret that Ugandan jazz maestro Isaiah Katumwa’s annual concert is slated for this coming Monday- April 30. It’s also a public secret that legendary Cameroonian saxophonist Manu Dibango, will be jetting in for Johnnie Walker-sponsored concert that will this year pay tribute to one of Africa’s jazz icons- the departed Hugh Masekela. Well, before going to press, a source within Isaiah’s camp confided in us and said there are only a few tickets for the concert left. The source also confirmed Manu Dibango will be flying into our dusty town this Saturday night. “Manu will land at Entebbe International Airport at 10pm this Saturday. He’ll be flying in from his base in France,” the source told us. The 82-year-old Manu will then have a sound check session with Isaiah on Sunday ahead of the concert on Monday. It is also believed that the two jazz stars might pay a visit to one of the studios in Kampala.
Manu Dibango is an outstanding African musician, song writer and saxophonist best known for his 1972 single ‘Soul Makossa’ which inspired Michael Jackson’s ‘Wanna Be Startin Somethin’. This special edition will also feature famous South African vocalist Siphokazi, best known for her versatile groovy, soulful and Afro-chic style. Tickets to the concert are Shs150k for VIP, while VVIP tickets go for Shs300k and a table goes for Shs3m. Tickets are on sale at the Kampala Serena Hotel and House of Walker at Sheraton Kampala.
Pemba says Kirumira “spoilt” his cars
S
ocialite Jack Pemba has come out to address his issues with businessman Godfrey Kirumira whom he owed $200,000 (about Shs720m) and he says it has nothing to do with not having money to pay him. Court last week issued an arrest warrant for the self-styled tycoon Jack Pemba after Kirumira demanded that he pays back $300,000 (about Shs1 billion). Pemba admits that he borrowed $200,000 from Kirumira and gave him his three prized cars jointly valued at over Shs1.2 billion as security. The cars included a Range Rover with customized license plates ONLY 1 JP, which Pemba says was valued at $140,000 (about Shs513m), a 2017 Landcruiser ZX 2017 model on which Pemba had spent $175,000 (about Shs642m) and a Hummer H3 valued at $35,000 (about Shs128m). Pemba says the cars were supposed to be parked in safe custody but Kirumira unfortunately drove his cars and also gave them to his children to drive. “They depreciated in
value, and that really annoyed me,” Pemba said. It’s on record as tabloids reported late last year that Kirumira was seen driving Pemba’s “ONLY 1 JP” Range Rover to the Pearl of Africa Hotel. When Pemba read the news, he was really cross because Kirumira hadn’t stuck to the agreement. Apparently, he signed a sale agreement meaning that Kirumira had the liberty to sell the cars in case Pemba didn’t pay up. Pemba says since Kirumira had driven the cars and caused their value to depreciate, he had made up his mind to sell them and repay Kirumira, something Kirumira refused. Sources told us Kirumira became angry after he found out Pemba had bought a brand new Lexus valued at over Shs620m and flew in the Congolese star Koffi Olomide to perform at his wife Sheebah Kassami’s birthday party at the Sheraton Hotel where Pemba blew
more than Shs100m. Kirumira run to court to compel Pemba to repay him, but Pemba wonders why his cars that were supposed to be kept as security were driven. Pemba adds that Kirumira also rented out the cars to weddings and crashed the Landcruiser. Since the agreement between Pemba and Kirumira was a sales agreement, Pemba says the option Kirumira had was to sell the cars instead of running to court.

Grace Nakimera promises big comeback after sorting her marriage
A
fter disappearing from the music scene for some years, Grace Nakimera has promised to return with a bang. Grace told one of our snoops she had taken a break to concentrate on building her business empire, and that during the break, she was able to set up a five-acre farm in Mukono where she commercially grows trees and rears livestock. Grace also told us she was able to set up a couple of rentals in Namugongo, Seeta and Mukono. The former star singer also told our snoop that she needed the break to clear her mind and rescue her marriage. Grace’s marriage to Norwegian photographer Andre Ringen had been on the rocks for the better part of the time that she was a star. In 2015, it was reported that Andre had decided to end their almost decade long relationship.
It was around the same time that Grace withdrew from active singing and she has since been off the scene. Grace told our snoop she was able to fix her marriage and they are happy again, and that she will be bouncing back with a few songs this year; “I’m going to release a few songs this year and I know by the end of the year, my fans will be very proud of me,” she said. Manu Dibango – jazzing 84 years later
Manu Dibango from Cameroon is arguably Africa’s best-known jazz saxophonist. Since the 1950s, he has toured the world, living and performing in France, Belgium, Jamaica, Zaire, and Cote d’Ivoire, as well as in Cameroon. Dibango was one of the founding members of the Zairean band African Jazz in the 60s, working for five years with them. Dibango`s release of Soul Makossa in 1972 was a turning point in his career, as it influenced several popular music hits, including Michael Jackson’s “Wanna Be Startin’ Somethin’”, as well as his re-recording of that song with Akon, the Fugees’ “Cowboys”, and Rihanna’s “Don’t Stop the Music”. Dibango has worked with musicians as miscellaneous as Fela Kuti, Sly Dunbar, Robbie Shakespeare, Don Cherry, Herbie Hancock, Worrell, Ladysmith Black Mambazo, King Sunny Adé, Bill Laswell, Bernie and the Fania All-Stars. In addition to being one of the leading jazz saxophonists of his generation, Dibango has also run nightclubs, directed orchestras, and started one of the first African musical journals. He reached new heights with his disco hit called “Big Blow”, originally released in 1976 and re-mixed as a single in 1978 on Island Records. He served as the first chairman of the Cameroon Music Corporation, with a high profile in disputes about artists’ royalties. Dibango was appointed a UNESCO Artist for Peace in 2004. His song, “Reggae Makossa”, is featured on the soundtrack to the 2006 video game Scarface: The World Is Yours. In August 2009, he played the closing concert at the revived Brecon Jazz Festival. In July 2014, he made an 80th anniversary concert at Olympia. The 84-year old will be the main attraction at the International Jazz Day concert.
Isaiah Katumwa – Uganda’s undisputed jazz maestro Isaiah Katumwa is a jazz musician and saxophonist acknowledged for turning many in Uganda into jazz fans. Katumwa taught himself how to play and his exploits have seen him share stages with iconic names like Jonathan Butler, Hugh Masekela, Jimmy Dludlu, Seweto Kinchy, Manu Dibango, Miriam Makeba, Chaka Chaka, Oliver Mtukudzi, Erikah Badu, Phil Driscoll and Alvin Slaughter. He has played the saxophone for over 20 years although he got onto the international professional music scene eight years ago at a time when jazz in Uganda and in East Africa was still growing. His 2006 album titled ‘’Sinza” featured on BBC focus on Africa. This was a breakthrough album with the mega-hit song “Sinza” that earned him wide national and international respect. He has not stopped setting the pace by influencing the industry for quality, skills, creativity and professionalism in not only jazz but also different African music. Along with the traditional folk musical background, he has devised a blend of sound to bring out his identity, smooth jazz influence and spiritual passion. It’s hard to resist being touched by his honest African sense of gratefulness and the joy he pours into his music while performing. He has performed in Europe- London UK, Amsterdam, Brussels, Paris, and in a couple of West and East African countries. He has also performed for heads of states frequently. Katumwa has a passion to see the youth transformed through music and he has dedicated himself to a vision of inspiring untapped talent and potential using his personal life story since he hails from a background of hopelessness as a
child having to work for his school tuition from the tender age of 10 to the man that he now is.
He is the man behind the World Jazz Day concert and this year’s event is dedicated to the memory of his mentor and friend Hugh Masekela.

Siphokazi – a musical goodwill ambassador Born in Lusikisiki in the Eastern Cape, South Africa, Siphokazi Maraqana is an Afro-soul songstress whose songs are rooted in traditional Xhosa rhythms and harmonies. She polished her talent as a backing singer for some of the SA’s top talents such as Tshepo Tsola, Ringo Madlingozi, Pat Matshikiza, Simphiwe Dana, Zama Jobe and Stimela. Her debut album, “Ubuntu Bam”, earned her respect in the music industry and went on to sell close to 100,000 units. She scooped SAMAs for Best Newcomer and Best African Adult Contemporary album in 2007. She also cleaned up at the 2007 Metro FM Awards, winning Best Female, Best Newcomer and Best Produced Album. In 2008 she was nominated for Kora Awards for the Best Southern African Artist. Following
on from the success of her debut, Siphokazi released “Ndinovuyo” in 2008, followed by “Ethemben” in 2010. She has performed at many concerts including the openings of the 2009 FIFA Confederation Cup and 2010 FIFA World Cup in South Africa. f there is anybody that deserves to eat at the table of Kings this year, it ought to be Fefe Busi, not that his “Who is Who” single was anything to write home about, but well, lets face it, he has stirred a storm within Hip-hop circles, to the extent that it could be the biggest musical highlight of 2018. It got tongues wagging right from the legendary acts like Babaluku and Navio, name them. Personally, I had decided to let all the brouhaha go unnoticed until last week, when the modern day Socrates of Ugandan Hip hop GNL Zamba broke his long dead silence, with his Vibranium freestyle! If you watched Black Panther, then you know that vibranium was this ultra powerful mineral resource to which no other could be matched and right from the title, Zamba sends out a message to all the “jokers” that his freestyle and Hip hop legend cannot be matched, like Vibranium itself. Zamba stands out from the crowd, as he does not take on Nas’ “Hate me now” instrumental like all the other acts are doing. He gives the whole “who is who” rivalry a fresh breath of air with a new hardcore instrumental that consists a hollow tempo and a resounding sound of piano keys. His lyrical prowess on this one is nothing but novelty. He is spontaneous like never before with great vernacular poetic word play. His rhyme is nothing but that which will leave you in complete awe. He of course does not forget to tag along his lightside on this one as he drops some hillarious punchlines, my favorite being one on which he compares his heftiness to five elephants and that of the competition to Judith Heard’s. It was much more hillarious when Judith Heard went to his Instagram to welcome him back to the game with lots of love even after the hillarious punch line. The Vibranium free style is one off this chain of the “Who is who” responses that you just want to listen to, over and over again. I know many mediocre “who is who” freestyles that can derive a bit of inspiration from this work of art.

avendish University Uganda last week acquired a new Vice Chancellor – Professor John Francis Mugisha. Mugisha holds a PhD in Health planning and management from Keele University, England, MSc. in Health Services Management from Uganda Martyrs University and Bachelor of Arts in Social Sciences from Makerere University. The installation ceremony was presided over by the University Chancellor H.E. Benjamin Mkapa the former president of Tanzania. Mkapa holds seven honorary doctorate degrees. “Cavendish now offers technology assisted learning where students have both face-to-face learning coupled with technology. This blended learning utilizes free well-researched online study and lectureror professor guidance which is participatory and engaging. Students will no longer be passive recipients of information but active participants in the search for knowledge, eventually developing into life-long learners,” Mugisha said upon installation.

IUIU EXPELLED 10 STUDENTS FOR PREGNANCIES OUTSIDE MARRIAGE

ollowing an exclusive article by Campus Bee that unearthed the expulsion of over 40 students from Islamic University in Uganda (IUIU) main campus in Mbale, the University, through its Public Relations Officer has finally broken silence on the matter. The university revealed that only 23 students were punished of which 10 were expelled for among other things, being pregnant outside marriage. Below is the full statement; “There has been information on social media about the suspension ofstudents from the Islamic University in Uganda (IUIU). Some media have reported eighty eight (88), others eighty
(80) while other media are reporting forty (40)students. We fully understand people’s concern but we would wish to inform the public that the above information is not correct. The fact is that the University handled 23 disciplinary cases at the Disciplinary Committee meeting that sat on 13th April 2018. The cases handled included theft, consumption of alcohol and pregnancy outside marriage, among others; whose punishments range from an apology to discontinuation according to the University policies. Those out of the 10 discontinuation
cases, only two were final year students. It is important to note that several of those students, who were not satisfied with the decision of the Disciplinary Committee appealed against the decision to the Executive Board, the highest decision making body of the University, and those who were meeting the financial requirements were allowed to sit for their examinations. We also wish to inform the public that a formal communication about these disciplinary cases shall be released on Thursday 26th April, 2018 after the Executive Board has handled the appeal cases. No! This guy should have at least made Google his friend. Type a search like “how to eat it till she forgets her name”. In a more traditional Muslim marriage ceremony, the bride’s father or another representative will agree to the marriage contract on her behalf. n The Nikah ceremony is a religious ceremony that is binding under Islamic law and also recognised by the Ugandan laws.

ikah is the Arabic word for marriage and which according to Islamic law refers to the contract between the bride and the groom. Before the Nikah there are usually several stages involved. Hassan Mahmood – a Ugandan – and the gorgeous Barikish Ahmed – who is half Ugandan and Arabian recently got married in a similar tradition and shared their Nikah experience. For Hassan and Barikish it started with the Henna ceremony (Kesha in Arabic) at Wonder World Kansanga. This is an Arabic traditional ceremony where the groom is introduced to the family of the bride. Lots of Arabian and Indian music was played. The groom also gets some henna as everyone comes and puts a little onto him. Henna designs are meant to simultaneously protect and adorn the bride. After the henna ceremony, the next rite performed is called the “Finika” or covering of
the bride. This is done by the bride’s aunties using “ekikooyi”. Once this is done they break a coconut in front of her, after which the bride is kept until Nikah. The Nikah took place at Najjanankumbi and only a few family members were present for the ceremony. They tied the knot at around 10.30am with coffee and dates, which is the Arabic way. This was followed by a classy reception at Pearl of Africa hotel.

axify, a taxi hailing platform that was recently unveiled in Uganda has taken it a notch higher by unveiling the XL feature. “The XL feature is one of the options that Taxify has created for those riding/travelling in big groups. We currently have a standard category that accommodates a maximum of four people and a boda category that can carry one. The XL category will give people the option of travelling in groups of up to six,” said Shivachi Muleji, Taxify’s Regional Manager East Africa. Drivers of the XL category vehicles have to go through the same training as drivers of the standard category. They are also required to have a driving permit and National ID. The vehicles must be manufactured from 2000 onwards and have a third party insurance sticker covering six people. “We will maintain the same level of
service and driver quality to ensure that our customers feel safe and enjoy their experience while using Taxify,” added Shivachi. While the goal is to provide great riding experiences, Taxify also focuses on having well remunerated drivers as they take only 15 percent of the fare. “Happy drivers offer a great experience for riders, therefore Taxify believes in treating its drivers with respect, allowing them to earn more than what they receive on any other platform, and providing a range of features that help them work in the way that suits them best,” Shivachi said. Taxify XL launches at a 10% discount with fares at Shs2,500 base fare, Shs150 per minute, Shs850 per km and a minimum fare of Shs6,000. Taxify will compensate the drivers with bonuses to compensate for the discounted price. “The XL feature will help those who want to travel as a group or family without spending a lot of money,” concluded Shivachi.

I was humbled and inspired, and I am sure other readers were, too. Thank you. Well, there’s more good news happening in Africa. Several weeks ago I asked you to “shout out” your education ventures. You on this platform know by now that millions upon millions of children of school-going age are still not in school, and that we have to “skill up” about 600m young people by the year 2030. And you know this is a huge priority of mine... Our continent’s future depends on it. Did you know that Nelson Mandela started school at age 7, and as I understand it was the first and only of his 12 siblings to do so? His father died when he was about 9 but his

Every one of our children has seeds of greatness. When our continent’s liberation leaders were imprisoned over the decades, did they simply sit around in despair? No. Whilst physically imprisoned, many of them liberated and expanded their minds with education, even in such dire circumstances, studying with diligence and discipline. We owe it to ourselves and our families, and to those who fought for our freedoms with their very lives, to focus on this critical matter of education, right now, right where we are. What happens if we don’t? I won’t even answer that question, because together, we can and we will. Now I want to tell you, some amazing things ARE already happening and have been for some time. When I gave that “shout out”

Shaffic Lubega saved 50% of his salary
for two years to start a hot dog stand of his own
Shaffic Lubega is a resident of Gayaza who always saved half of his salary while working as a chef and a sales rep at the Kamwomya-based Savers supermarket hot dog stand, with a dream to open a similar venture of his own, writes Paul Jjemba
A
fter completing his Bachelor’s in Catering and Hotel Management in 2014, Shaffic Lubega, joined his dad who was operating a small restaurant in Butambala. There he worked as a chef whose main task was cooking fries and snacks for more than a year. “Working with my dad was a great experience I cannot forget, even though I was earning not a lot,” Shaffic told Matooke Republic. “He always directed me on how to cook a few other things especially those I did not have a clue about like the sandwiches and hot dogs among others since he [Shaffic’s dad] was a chef by profession. “I was always working with contentment because I was working while at the same time learning how to do new dishes,” Shaffic told us. After almost a year at his dad’s restaurant, Shaffic landed yet another cooking job with Savers supermarket at its Kamwokya branch. His task was to operate a hot dog stand by making hot dogs, ice creams as well as fries among others. “I remember it was one of the clients at dad’s restaurant who introduced me to the job of my dreams at Savers supermarket. I was so happy since they had even promised to triple my salary. “I discussed with my dad the new
opportunity I had secured and well and good he also supported it” he said. With extreme zeal, Lubega always woke up early every morning to his newly acquired job. “I was working in a Savers supermarket hot dog container near Café Javas Kamwokya and since our main target were day time clients, I would report very early in the morning in order to capture breakfast hour sales.” At Savers I was really blessed I should say because almost every client was giving positive feedback about the things I cooked that after working for five months only, I received a salary increment, something that led me into loving my job even more,” Shaffic revealed. One year down the road, Shaffic developed an idea of starting a similar venture of his own- and that is how he

resolved to keep saving half of his salary every month. That was how he managed to raise the approximately Shs8m capital which was required to purchase fryers, walk-in coolers, a refrigerated food prep table, proper shelving as well as setting up a modern mobile kiosk. “With a little financial support from my dad, in two years, I had accumulated the Shs8m capital I needed and my dream was ready to go. But unlike at my former job, my target was not only daytime clients but also those who needed snacks after enjoying the nightlife,” Shaffic
said. “That is how I started ‘Fik’s Hot Dog stand” next to Casablanca Mukono. My stand works until the wee hours of the night and opens very early in the morning as it doesn’t have a permanent location. Besides I extended my business to events and kids festivals too. In the long run I hope I can make profits of about Shs5m per month. Among the challenges he encounters, Shaffic mentions increasing prices of baking materials and spices, plus the hefty bills because the machines he uses consume a lot of power. That, however, is nothing to put off the 28-year-old budding entrepreneur.

Ugandan athletes left chasing for pledges years BY WILLIAM KASOBA
O
ver the weekend, President Museveni hosted the contingent that returned from the Commonwealth Games in Australia to a luncheon at State House Entebbe. During his address, Museveni confirmed that he would fulfill his pledges to sportsmen who win medals at international competitions saying; “I made a promise that whoever wins a gold medal at an international or continental competition would get a monthly salary of Shs5 million, a silver Shs3 million and Shs1 million for bronze. The five medalists today will get onto the payroll. I have also been told of some arrears to other athletes, they will be cleared.” He went on to promise to build a house for Joshua Cheptegei and Stella Chesang who won gold medals in Australia. However, as Matooke Republic found out, walking the talk on these promises has been a real challenge for the Museveni government over the year. When we looked back at time the president first introduced the token of rewarding top sports performers, Moses Kipsiro was the inspiration and was supposed to be the first beneficiary following his double gold at the 2010 Commonwealth Games in New Delhi, India. But for Kipsiro and the few other winners we interacted with, nearly each one of these athletes had a tale of pure nightmare chasing what was supposed to be rightfully theirs.

Kipsiro is luckier than most, but he is still not entirely happy. He was glad that the government at least managed to build him a mansion and also had a car given to him. Yet, for the Shs5m monthly token, he said; “For sure I get [that] once in a while… like last year
I only received for two months. This year I was paid one month and that was in February. With such random payments, I cannot rely on that money.” According to Kipsiro he tried following up the payments but nothing was being done hence his looking to make his own plans. He advised fellow athletes to do the
same and move on.

When we reached out to him, he calmly said; “I have never got anything of what I was promised. Who will blink first as SC Vipers tackles KCCA FC? On Tuesday this week, Vipers SC ascended to the summit of the Azam Uganda Premier League on goal difference after sealing a late 3-1 win against bottom-placed Masavu FC on home turf in Kitende, the same day defending champions KCCA FC humbled URA FC 7-2 at StarTimes Stadium. he Rugby Cranes could make history by being part of next year`s Rugby World Cup in Japan. It is a feat that would spell
a new era but it has to come at a price. Winning this year`s Gold Cup is the only way and the Rugby Cranes have hit the road running with preparations. Two tests in three days against the South African Barbarians is a near perfect experience for the Rugby Cranes in preparation for the Gold Cup. With most of his players available, Cranes coach Robert Seguya will prefer giving all his players some game time on Saturday and Monday. Seguya wants to use the friendlies to assess
how ready his troops are for the Gold Cup that will see Uganda take on Namibia, Kenya, Zimbabwe, Tunisia and Morocco for the sole World Cup slot. “We want to try out our new game plan and test all the players against good opposition,” he told reporters at Kyadondo after a session this week. Southern Motor Club (SMC), Masaka will this Saturday and Sunday host the third round of the National Rally Championship. Over 40 crews have confirmed their participation in the two day event that will see drivers cover a total competitive distance of 159.70kilometres. Unlike the previous opening two rounds, a new double track circuit has been introduced for this particular round and it covers 2.8 kilometres. Jas Mangat sits atop the standings with a 90-point lead.
