KCCA Deputy Executive Director resigns Dr Judith Tukahirwa this week stepped down from her position as Kampala Capital City Authority (KCCA) Deputy executive director. In the letter that was copied to President Museveni, Ministry of Kampala Affairs, Chairman of Public Service Commission and KCCA Executive Director, Tukahirwa based her resignation on security interference at her work place. Tukahirwa has served KCCA for four years, having been appointed by President Museveni in December 2012.

Museveni closes Makerere University President Yoweri Museveni ordered for the closure of Makerere University following strikes that involved both lecturers and students. Museveni said he came to this decision in order to guarantee safety of persons and property in and near the university. Students were ordered to vacate university halls and hostels. Earlier this week, the lecturers failed to agree with the University Council on their pending allowances. On Tuesday students joined the strike demanding lectures which turned violent and spilled into neighbouring areas as students fled teargas at the campus, following running battles with the Police.

He vowed to fight police in order to liberate his home as also the struggle to liberate the country continues. On Monday, Besigye was violently arrested after throwing away police barricades which were blocking the road leading to his home.

Two inmates from Mbale prison were shot by prison officers when they tried to escape from Mbale High Court as they were being led to the prison vehicle. These two inmates were charged with capital offences, prompting them to escape after hearing the court ruling, where the judge passed lengthy sentences for them. Prisons officers had to shoot them in order to arrest them again.

President Yoweri Museveni this week amused Ugandans when photos of him fetching water on a bicycle in Kawumu village, Luweero District surfaced on social media. Museveni said he did this to mobilise and demonstrate how residents can apply drip irrigation farming on their crops. He camped in the district for three days to witness the progress of his Operation Wealth Creation programme.

in UBC bosses power struggle A

lot of news these days breaks on social media. Our business is to sieve the facts from the rumours on your behalf. On Wednesday, word made rounds that Uganda Broadcasting Corporation staff are planning to strike on Friday over unpaid salary arrears. UBC Managing Director Winston Agaba sent out a memo to staff to calm the situation. “Management is cognizant of the fact that we have delayed remittance of salaries for October 2016 and partial payments for that of September 2016. Much obliged for your understanding and patience, we are looking at various avenues of raising finances to make good on all outstanding balances,” Agaba said. Insiders we talked to said the situation was much more than just salary arrears claiming they stem from a power struggle that began with the appointment of new Acting Board Chairman Simon Kaheru in late July this year. Apparently, Kaheru overstepped his mandate and usurped the MD’s powers. This power struggle has led to an impasse at the national broadcaster with many staff saying their troubles begin with Kaheru who they say is the one who directed that staff be paid half their salaries last September as he “diverted money” to other issues like extravagant re-branding of the station’s outlook and news bulletin. When we reached out to Kaheru, he said those were “claims that should be backed by evidence.” “Those are childish comments from desperate people. If that were the case, then the Board Chair would also presumably be making other payment decisions. Some of the lies being told by anonymous characters are very simplistic,” Kaheru said. His explanation was the staff had arrears with NSSF and URA (Pay As You Earn), so the 50 per cent deducted off the September salaries was to take care of the statutory deductions. “By the time this Board was appointed to UBC staff were going six months with salary arrears! UBC owes URA and NSSF money in arrears going back to 2006 and this money is deducted by Agency Notice every time UBC accumulates substantial amount of funds, so until this is sorted out operations will suffer,” Kaheru told us. “The good news is that the government has taken a decisive step to resolve the issue, as it arose from insufficient funding from the time UBC was established by the merger between Radio Uganda and Uganda Television,” he told us. On the threat of staff to strike on Friday, Kaheru told us no such a thing has been planned. “An anonymous WhatsApp message should be allowed to just be that - an anonymous WhatsApp message. HELPING TEENAGE MOTHERS ONE DODGE BALL AT A TIME BY IRENE M. NAMARAH Several young ladies last Saturday relived their childhood days as they took part in a dodge ball game locally known as Kwepana. The event was for a good cause to help raise funds for Remnant Generation, a local charity that takes care of teenage mothers. Musician Bobi Wine’s wife and Matooke Republic parenting columnist Barbie Kyagulanyi displayed her kwepana skills. Many were surprised that she was still agile and elusive four children later. Miss Uganda Leah Kalunguka also participated in the event that the charity organisation held in conjunction with Cheza, the guys who have modernised the Kwepena game and Sandra Sekamwa Foundation, the brainchild of Matooke Republic columnist Mama Sandy. The Remnant Generation run by Ms Annabel Nakagiri Ssebakigye takes care of teenage mothers, many of whom are victims of rape and others who are abandoned by their parents after they realise they are pregnant. The organisation takes care of the teenage girls at their centre in Nateete Busega. “Our girls are between the ages of 13, and 19. Some of them are in primary school when they conceive, so we help take care of them when they are abandoned, because their situations are delicate and they need special care to ensure their safety and that of their unborn children,” Nakagiri says. She adds that during this time, they empower girls with skills like baking so that they can be able to earn a livelihood for themselves and their babies when they are resettled in their communities. The organisation also helps these children go back to school. Saturday’s Kwepena challenge was won by Building Tomorrow, with Kalasa CBS and Team Nupra taking second and third places respectively.

Where is the God that talks to Janet when Makerere needs him?

D

ear Mango People at the beloved Ivory Tower, I feel you. I feel you because I was there 10 years ago when we were literally herded out of Nkrumah Hall by men in red tops. We had to go home. Those who had no transport scampered around to borrow. Some pawned their property to get money here and there. At the end of it all, the university was reopened but the cost would spill over for private students in hostels whose landlords insisted they pay afresh as the semester that had been botched up by the Leo and his cubs had ended in December. This was January, the landlords said. And such things await the current victims of the failures to administer Makerere. For crying out loud, why would a government that has failed to manage the apex of the country’s education continue to pretend that it is delivering? Makerere is supposed to mirror our intellectual height, but the problems that dog that institution suggest the reverse. Makerere’s problems are the same. They just recur. They are very predictable. What does this suggest? That a lasting solution cannot be a soul-searching affair. The Leo has proven to be that farmer who knows what exactly he goes through every rainy season, the losses from erosion and all… see, this farmer has a lot of resources at his disposal, so much that he is willing to drop some little Shs200 billion for his side dish’s saloon hairdo, but he isn’t ready to fix the mess that dogs her every so often. And then this farmer will go about telling whoever cares to listen that he will make his entire village more developed than Beijing in the next three years. Just the other day, the farmer’s wife convinced him that she sees apparitions or something like that. That God tells her what to do here and there. For that claim, the farmer promptly appointed her in charge of silo that is used for propagating knowledge after it is smartly stored (read imparted) into the brains of the village folks. Faced with the same problem that the farmer hubby has been facing for three decades without ever fixing it, Mrs Farmer has just gone quiet. No one knows what she is up to but it is rumoured she doesn’t understand the villagers and whatever they are making noise for. She has seen quite some number of the erosion with water gushing downhill in the farm and the silo leaking but has done nothing thus far. According to some folks, the farmer has twice met the leadership of the silo to iron out their differences but with no tangible results. Yes, that is right. For 30 years, the farmer cannot understand how to plug the darn hole in the silo but says he is delivering for the folks he has literally taken hostage. Or perhaps we are trudging the biblical calendar where ‘soon’ means eons and thirty years is just the beginning. The Mango People at the Ivory Tower and all those who were earning a living from activities at that institution must be wondering what just hit them. For some time, they have to stomach the bile as losses are incurred because the institution is out of bounds to anything not in police or military uniform. I heard they were even swatting flies away just in case some musoga morphed into one to beat security and hang around the university. That is how serious the Leo’s cubs can be. And with that, the now nimble weather-beaten Mango People at the famous hill must be wondering where the God that talks to Janet is when they need Him so much. Shouldn’t this God be giving her a permanent solution to Makerere’s woes, after all the God should be considered to be in wish for the minister to shine in her docket? -jeyseaman@gmail.com

Sheebah also announced that she will not be performing anywhere else until the day for her Nkwatako concert slated for December 2.

SEVO CLOSES MAKERERE AFTER TUESDAY STRIKE A fter the Makerere University teaching staff deciding to strike in demand for their salary arrears, students of the university on Tuesday also striked, demanding for lessons. Spearheaded by a delegation from Lumumba, the Makerere students were seen moving around campus collecting their colleagues from different faculties and halls of residence to join them in their campaign of demanding for lecturers. The strike spilled over to neighbouring areas like Kikoni. Heavy police including the anti-riot and red top military were deployed to quell the strike. Despite a meeting between the Makerere University Council and the student representatives, which sat earlier on Tuesday, lecturers maintained their stance not to step into lecture rooms until their arrears were paid. President Museveni decided to intervene in the matter by ordering the closure of the uni until further notice.

Kyambogo hit by water scarcity

yambogo University students living in halls we on Tuesday crying out loud to the administration to come to their rescue after a weeklong outage of water supply. Halls; Nanziri, Kulubya and Mandela have reportedly not had water for a week and the students are getting fed up of the situation in halls. The hygiene has been compromised and for one to use a toilet, they have to move as far as the main building to utilise. the staff toilets as theirs are in a mess. “For me to have a proper bath, I now have to go to a friend’s hostel out of campus,” one Apio a hall resident lamented. “We have not had water for a week and the administration seems unbothered,” a resident of Nanziri said. Kyambogo University Dean of Students Mrs Mildred Tibananuka said the issue was minor and went on to note that it was a one day mishap.

“There was a mild problem with the water pump in some sections of the halls that caused the water outage however, a new pump has been installed and the problem has been rectified. The students should be having water back on very soon.”

It’s not new that there has been a water shortage at Kyambogo University. However, the administration continues to assure students that major upgrades are being done at the university to replace the old systems with new systems but this shall take time.

“The friends I have today, I made at church when I was younger...”

aking them up on Sundays for the 8am church service is not really hard because on a normal school day, my children wake up and set off for Kabojja Junior School at 6am. So, last Sunday I was the only one being dragged out of bed because I thought I should skip church. I later realised that my little ones never miss the end of month service, which they seem to have as their favourite. Lazy me picked one of those dresses that don’t need ironing and off we drove to children’s church. The rule at church is that children must be put into different age groups. So my children have to be split into different classes. I was keen this Sunday and interested in attending at least one of the classes, I randomly chose to briefly attend the 5 to 6 age group church. What caught my attention was the skit. I realised after the act that they were teaching about a good Samaritan. We may teach our children about life and all that society expects of them. We may teach about giving to the needy, refraining from theft, avoiding lies and all the necessary life lessons. We parents can only talk about life differently at different times at every given chance but this kind of talk needs extra enforcement otherwise kids get bored of the same disciplinary talk from us. As a result, they stop taking us seriously, so they listen selectively. At places of worship though, our children have a big chance of getting life lessons backed up by success stories of characters in the holy books.

Reflecting on how God blessed these characters because of their faithfulness towards him, our children will want to live purely in order to be blessed as well. The friends I have today, I made at church when I was younger. Most popular musicians and instrumentalists learnt music from church choirs.

All the above are benefits of continuously involving children with activities happening in worship places. The fear of God is the beginning of wisdom so if we taught our children about God and if we gave them a chance to learn more every worship day, a lot of positive change could occur in their lives and in our society.

s a government-owned national carrier always doomed to fail? The short answer to that is—most times, yes. While national airlines often start as national dreams, they often conclude as national disasters and that should largely explain the concern by Ugandans who would have heard President Yoweri Museveni announce plans by the government to revive Uganda Airlines. The national carrier collapsed in 2001 but with the eternal suggestions it could be revived sprang the eternal question if it would be commercially viable. It appears until the idea crashes, this is a question Ugandans will find themselves unable to avoid. Those in support of reviving the national carrier argue it can become a key driver for economic growth and say it will help promote tourism. On the other hand, those opposed to the experiment point to the circumstances of Uganda’s (and Africa’s) failed airline projects and suggest that the poor management and inadequate finances are challenges that still persist and will doom a new Uganda Airlines to failure. Examining the facts by comparing performance of various government-owned national airlines across the African continent suggests that while most national airlines report year after year of losses, there are profitmaking flag carriers on the continent. Profits are hard to realise in the airline industry owing to the significant capital investment starting an airline entails—the average industry figures for starting an airline are $200 million and upwards, while profits normally start to come

after at least 10 years, even in the best case scenario. A review of available figures for 32 national carriers on the African continent by Matooke Republic confirmed that African national carriers often quickly become national nightmares but also revealed a story that is seldom told—that there are flag carriers that are making money on the African continent.

How national airlines performed Of the 32 airlines for which recent performance figures were available two in every ten are profitable. Of these, Ethiopian Airlines, Air Seychelles and Royal Air Maroc (Morocco’s national carrier) were the only three government-owned airlines on the continent that had returned a profit for at least three years in a row. Others, such as Egypt Air, recorded positive performance until this was interrupted by external factors—particularly the effects of the Arab Spring that led to instability in much of North Africa from 2011. Meanwhile Air Mauritius reported profits of EUR8.5m in 2014, slipped in 2015 to make EUR22.9m losses before returning to profitability in 2016. That is as far as the beautiful story goes. At least 26 of the 32 carriers reviewed were in dire straits, with a host of big names consistently posting losses, including South African Airways, Kenya Airways and Rwandair. The government is reportedly hoping to sign a management contract with Ethiopian Airlines to take charge of a revived Uganda Airlines. If it does, it won’t be the only one to follow that path. Ethiopian already has a similar arrangement in place with Malawian Airlines—the flag carrier of Malawi that, like Uganda Airlines collapsed only to be resurrected.

When partners break the Golden Rule

W

hen partners break the Golden Rule. Looking back at the times I have sold businesses or stakes in businesses, there’s one reason I’m almost guaranteed to sell. Do you know what it is? Wrong partners! When I was younger, I would tough it out and fight, but these days, on the rare occasion that my due diligence fails to spot that I have the wrong partners, I sell immediately! I was once involved in an amazing tech business with two able partners. We had equal shares and one of the partners was managing it. One day whilst going through the financials, I

noticed something which suggested he was enjoying all the benefits. I asked one of them to explain how they did the calculations, but I did not get a straight answer. I listened quietly as he tried to bamboozle me with the maths. I did not say anything. The following day, I called and asked him to buy us out for very little, even though it was worth millions. He gleefully accepted my offer. Within a few months the business collapsed. Let’s just say they did not understand the full value of my contributions to our business. As an entrepreneur who’s planning to build a big, big business, you need to understand that you can rarely do it on your own; you’ll likely need partners. It’s my job to find the right partners. It’s also one of the hardest

jobs that I do. And now, even after more than 30 years in business, I’m still mastering this important skill. The first question you have to ask about partners is: Why do we need partners in business? There are many different kinds of partners: # Partners who can provide capital; # Partners who can provide technical expertise (or specialized knowledge) that you don’t have; # Partners who can provide access to markets and opportunities; # Partners who can provide services to your business. You’ll need partners to undertake things you cannot do alone, and partners to share risk. It can be very good to have partners. Even Bill Gates has partners, and continues to start new ventures and investments with partners. You

just have to learn to find the right ones, and how to manage relationships with them. Here’s one key law of partnership of any kind: __ “Do unto others as you would want them to do unto you.” Most of you know this as the “Golden Rule.” As a partner, you do not want to be mistreated or cheated by your partners. So don’t enter relationships with an ulterior motive. Don’t do anything that creates mistrust between you and your partners. The spirit of an agreement is more important than the letter; never break either. Don’t act in bad faith towards your partners. There are many excellent reasons to work in partnership, and also many bad ones that will lead to heartbreak. We’ll discuss some of those later on.

For a start: # Do we share core values? # Do we trust and respect each other? # Do we agree on the goals and vision to take the business forward? # Do we agree on how we’ll use the money raised and how the profits will be distributed? You must want to see your partners prosper because of what you’re doing together. I know this sounds obvious, but there are people who don’t want to see their partners also prospering and getting rich! If my partners are happy and prospering, I feel really good. # Choosing the right partners is critical. In my next series, I’ll talk about the hardest thing in business - building an organization.

Madenge started his animal farm WITH FIVE GOATS Solomon Madenge was more fortunate than most; he went through school without so much as a struggle and once he was done, had a ‘job’ waiting for him, writes William Kasoba.

S

olomon Madenge did not job hunt or ‘hustle’ as is usually the case for many fresh graduates in the country. After he exited from Kyambogo University with a Bachelor Degree in Social Work and Social Administration in 2006, he found a soft landing via the NRM party which handed him the post of party treasurer for Wakiso district. While serving in this position, the president’s brother and one of NRM’s key people Gen. Salim Saleh initiated a new project for the youth which he named Wakiso Small Scale Industries. Madenge was made treasurer of this project as well. “The main theme of the project was to encourage and empower the youth invest in agriculture,” Madenge explained. It was during the early days of his involvement with the project that Madenge began to pick interest in farming as a business owing to his encounters with youth he said had attained wealth from the programme. “Gen. Saleh inspired me to invest in farming and he also gave me a grant

of Shs500,000,” Madenge said. It helped that he already had a piece of land in Kakiri, so it did not cost him a penny to get that vital resource where he could kick-start his farm-

ing adventure. So it was that in 2008 he decided to try his hand at rearing goats. “I bought five goats, three she goats and two he goats and all together they cost me Shs420,000. Madenge employed one worker to take care of the goats—handling things like taking them to the fields to feed and vaccinating them. From those humble beginnings his goat farm has grown steadily, his number of goats multiplying more than ten-fold. “I have a good breed of goats; they produce thrice a year with each at least producing two kids,” he said. Right now he has a total of 70 goats despite him selling some every after a year and his major market is the Kampala abattoir located in Industrial Area. He told Matooke Republic he also uses a Facebook platform called G5 Agriculture to market his products. Eight years into the farming business now, Madenge has also ventured into

other farming projects like banana plantations, growing oranges and fish farming. Madenge’s advice to the youth like him is never to sit back, no matter how much capital one has. “Just start on your dream,” he said, emphasising that it was high time youth embraced agriculture.

How did you come to this job? I got this position [Legal Officer in charge of Advocacy at Human Rights Awareness and Promotion Forum] in January 2016. It is cliché, but the trick really is hard work, being committed and reliability. It makes you stand out.

What are the greatest challenges you have encountered in your career? Work politics and having to conform to a particular chain of authority. I have epic problems with authority and I hate that there is something called work politics that you kind of need to get used to.

Who do you look up to in the career world? My current boss- Adrian Jjuuko. I have not met anyone more brilliant,

more honest, kinder, and more passionate about his work. He wants the best for and from everybody.

What motivates you in your work? I am really motivated by making a change. Earning money is very mainstream and anyone can earn money. But what you do while earning that money is what counts for me. When I retire, I want some people to breathe and say, wow, she did this.

What books do you read? I absolutely love anything by Dan Brown and Jackie Collins. If I were to become a writer, I would write what they write, and write it the way they do. I hate self-help books.

Before you

PURCHASE A GATE….

W

hen purchasing a gate, you must also keep in mind the overall purpose of the gate which should enhance the intended security of your home whilst complementing the fence, wall or pillars to which it will be attached. Before you go on shopping for a gate however, it is important that you have a good idea of your measurements. Most welders will need to know your gap size rather than the size of gate you need. The average size gate is about 6 meters. Always think about your gate as if you were viewing it from the roadside and not from the inside. Sliding or opening gate? There are basically two types of gates; the trending type is the sliding gate which is widely used because of its ability to save space. They are however a bit more expensive than opening gates. The alternative is the opening gates, which are commonly used by home owners with vast space. They are slowly being wiped out by sliding gates though.

Getting the design right Most gate makers will only produce on order which gives you the option to decide which gate design best suits your home. If you have no idea, the dealer will provide you with a series of live and picture samples from which to choose. There is also an option of fibre glass gates commonly known as malidadi gates which are easily designable than whole steel gates. Painting All gates are originally painted with black copper paint and you are then given the option to decide which colour you would like to use as coating. It is advisable that your gate colour contrasts with that of your house.

here’s no doubt about it: A welldesigned border along a walkway or path livens up an otherwise dull space. Depending on the location of your path, my ideal choice would be low growing plants. Whereas some plants may stay put along the walk, others (e.g. the creeping lantana) will tend to creep onto the pavers, this may create a softer look but if not desired, you can chose to trim the plants often. Flax lilies would also be a good choice as they are low plants however they need constant care to ensure that

they stay within the demarcated area. The Mondo grass (It is similar to grass but grows to a slightly taller height) is also popular nowadays its dark foliage will give a beautiful contrast against the grass. My other choice would be Lavender; It will make the path look very vibrant… the purple is awesome, however I would recommend that it is grown along a relatively wide path as it tends to make the path look narrow. Grow lavenders near the garden path so that when you walk, it will brush up your feet and leave its aroma. Enjoy gardening. And remember all the plants mentioned in this article are available at your local flower shop.

xpress FC is the latest local football club to find themselves a sponsor of note and there really can be no argument that the Uganda Premier League is starting to draw the attention of fans and sponsors once again. Express’ Shs300m deal with DStv last week came closely on the heels of Vipers SC’s Shs600m deal with Hima Cement and Onduparaka’s pact with Betway. While these are positive developments, to tell the truth the colossal figures paint a rosier picture than the reality, when you consider for example that Express will get only Shs50m in cash, which means it is not yet time for players to celebrate that the days of going unpaid for months are behind them. What we should definitely celebrate

however, is the effect that corporate sponsorship could have on our game in the near future. Corporate dealings of any kind often come with terms and conditions, so you can be sure that these sponsorship deals are no different. The most important of these terms and conditions for our game will be the requirement that local football clubs learn to behave. With these big deals comes responsibility. There might or might not be any explicitly stated requirement in those agreements for beneficiary clubs to act appropriately, but if teams previously did not feel any obligation to rein in violent fans, now they must. If club officials of questionable

integrity were the rule rather than the exception in the past, now is the time for them to take the back seat. These things will not happen overnight, of course, but they will eventually happen. Certainly Express FC administrators will have been embarrassed that their first game (against SC Villa) after signing up with DStv had doses of inappropriate behaviour by Express fans but if you only have an initial one year deal—pretty much some kind of probation—then surely your fans should not be too difficult to encourage to behave themselves. The Red Army will have to learn to behave themselves. If order is to be established and an example set, who is to say the other clubs (especially those without sponsors), won’t follow? And if there is some sanity in the stands, we can be sure more fans will come in and the sponsors will come running. It is the most healthy cycle Ugandan football can hope for. If that happens, we will thank the sponsors for bringing cute jerseys and a bit of cash, but more importantly we will remember them for sparking a cultural revolution that promotes virtue over vice—both in the stands as well as in the boardroom.

ganda Cranes head coach Micho Sredojevic on Wednesday named his squad for the national team’s upcoming fixtures which include Cranes against a Kampala region select side on Saturday  November at Wankulukuku, an International friendly against Zambia on  November at Namboole and finally a  FIFA World Cup qualifier against Congo Brazzaville on  November at Namboole. Micho said  foreign-based players are confirmed for the final squad but these will be joined by  Ugandan-based players (from the regional tour squad) to make a total of  who will prepare for the two encounters main encounters next week. The Cranes will be aiming to build on their impressive start to World Cup qualifying by beating Congo at home.
