Police investigates alleged attack on Hon. Winnie Kiiza
After Hon. Winnie Kiiza raised an alarm on social media about an alleged armed attack on her home in Kiburara, Kasese District, the Police has opened a General Enquiry File (GEF) to investigate the matter. The former Leader of Opposition on Sunday evening posted on Facebook to claim an armed attack on their home which she suspected was targeting her husband Mr. Yokasi Bihande. Mugisha Muntu quits FDC
Members of Parliament have cried out after the Parliamentary Service Commission’s failure to pay their allowances for two months. According to one of the MPs Matooke Republic spoke to, only basic salaries (Shs11m) have been paid. “We did not get allowances for August. Now I have checked but we also don’t have allowances for September. This is not good. Some of us have loans to clear,” he said. Parliament’s Communications Director Chris Obore however assured the MPs that their allowances would be paid.
Newly opened Mulago Specialised Women and Neonatal Hospital opened its doors with wide range of services but with high rates, leading to a public uproar. Responding to the outcry, Mr. Enock Kusasira, the Mulago Referral Hospital PRO has defended the charges saying the Ministry of Health carried out sufficient research before coming up with the figures. “By the time we come out with procedures of this nature we have carried out research. When coming up with the prices, we were looking at Ugandans generally and the patients we’ve been receiving at Mulago,” Kusasira explained.

In a press statement, Mugisha Muntu said he will be addressing the country on Thursday, October 27 about their next step. Mugisha fell out with FDC leadership accusing them of stifling his efforts while serving as president. He lost the party presidency to Patrick Amuriat in November last year.

Muntu’s FDC legacy: a soft democrat or NRM mole?
Immediately, he embarked on activities of building party structures from the grassroots up. However, this did not yield results as FDC’s seats in Parliament in the 2016 general election reduced from 38 to 27 - even less than the number of independent MPs in the House. This backslide was blamed on Muntu’s lack of aggression and his backroom leadership philosophy that allows structures to function with little individual influence and as thus, he was denied a second term at the party’s helm.

orum for Democratic Change (FDC) founding member and former army commander, Gen. Mugisha Muntu on Tuesday left the party after 13 years. In a detailed statement, Muntu blamed his exit on the party’s defiance strategy and the narrowing space within the party for those who hold divergent views. His critics however accuse the former president of being a ‘sore loser’ who since November 2017 when he lost the presidency to Patrick Amuriat Oboi at Namboole stadium. Opposition Chief Whip, Ibrahim Semujju Nganda who doubles as the FDC spokesperson told Matooke Republic that some senior FDC members had “bad blood” for Muntu since the start. According to Nganda, this is why most of them never supported his bid when he run against Dr Kizza Besigye twice and last year against Amuriat. “The first time he offered himself to contest against Dr Kizza Besigye, some members doubted his judgement. I remember my sister Salaamu Musumba telling me “I don’t know what is wrong with these Banyankore.” Besigye being the most charismatic and selfless leader of FDC, many members from the top executive committee members to
national delegates did not phantom an idea of anyone running against him but Muntu dared – and lost. As Hon. Abdu Katuntu notes, “Contesting against him [Besigye] is almost criminal, punishable by isolation and other social boycotts.”

An NRM mole? Although Muntu argued that his contest against Besigye was to test the party’s democratic structures, members took it otherwise and branded Muntu a mole planted into the party by President Museveni and the National Resistance Movement (NRM) to disrupt their activities. This opinion came out when more strongly on Tuesday when Muntu announced his exit from the party. Several Besigye-inclined supported went into overdrive saying the party will now be more formidable without Muntu. However, as the criticism increased against Muntu, the harder he worked and eventually took over the office from Besigye in 2012 after beating Budadiri East MP, Nathan Nandala Mafabi.
Legacy Muntu’s work with FDC started out when the party was born in 2005. He was immediately appointed as the secretary for mobilisation and is credited for opening up the party’s regional offices. The creation of regional offices and nationwide committees gave FDC quick diffusion effect and in the 2006 general election, the party gave NRM a run for their money giving Kizza Besigye 37% of the vote up from 27% he had attained under Reform Agenda in 2001. Despite his opponents portraying him as an armchair leader whose leadership style is best suited for developed democracies where politics is played by the rules, Muntu’s impeccable record precedes him. At just 23 years, Muntu descended into the jungles of Luweero to fight the Obote II regime despite his father, Enoch Muntuyera having been a senior Uganda People’s Congress (UPC) member. In 2015, Muntu gave FDC a new policy agenda at the time when critiques accused the party of having alternative policies except seeing Museveni out of power and also made a passionate case for politics of non violence rather than defiance. As FDC historicals such as Betty Kamya, Amanya Mushega, Prof. George Kanyeihamba, and Maj. John Kazoora continued to take the back seat citing Besigye’s individual growth at the expense of the party, Muntu tried to keep the party together despite constant provocation. Muntu’s biggest failure however is not holding the party together. In his tenure, Betty Kamya eventually left to form the Uganda Federal Alliance, Maj Rubaramira Ruranga crossed back to the NRM party, Beatrice Anywar followed suit and eventually Muntu ejected himself. It is thought that Muntu left FDC with about 22 other members to form their own party. As to whether this will weaken FDC or not waits to be seen.

n Tuesday, former Forum for Democratic Change (FDC) president, Gen Mugisha Muntu announced his exit from the party following a closed door meeting with the incumbent FDC president, Patrick Amuriat Oboi. The meeting that happened at Fairway Hotel marked the end of Muntu’s decade over stay in the party. According to highly placed sources, the former army commander left in the company of 22 Members of Parliament who include Bugweri’s Abdu Katuntu, former Leader of Opposition and Kasese Woman MP, Winnie Kiiza, Arua Municipality MP(he was sworn in so he isn’t MP-elect anymore) Kassiano Wadri among other notable figures. People Power – Muntu alliance? According to highly placed sources, Gen Muntu has been working out a plan to
forge a political alliance with Kyadondo East MP Robert Kyagulanyi’s popular outfit –People Power. Muntu and Kyagulanyi allegedly met on Tuesday in the presence of lawyer and Bugiri Municipality MP, Asuman Basalirwa at an undisclosed location. In a telephone interview with Matooke

But according to the FDC president, Patrick Amuriat, Muntu did not make mention of his departure at the Tuesday meeting. Apparently, Muntu only presented findings of his consultations – an activity he insists the

However, Muntu’s competitor in the November 24, 2017 party presidential election, Moses Byamugisha does not think much of this alliance that he calls a “third force.” “One thing I know is that Ugandans will always vote for only two people at presidential level. On who those two people will be can only be decided not by process like TDA or IPC but the people,” Byamugisha said. Why we left During his tenure at the helm of Uganda’s biggest opposition party, Muntu battled internal struggles emanating from alleged intrigue orchestrated by the fourtime presidential candidate, Dr Kiiza Besigye. In his statement, Muntu argued that the party’s insistence to use the defiance approach to cause regime change rather than a multi-pronged strategy. This, he argued, alienated several members who felt that the space within which to operate had narrowed and as thus, needed to start over. “Not towing the ‘correct line’ meant being branded a mole. After the elections, many of us sincerely wondered whether there was still a place in the party for our views or if we were simply expected to keep quiet and follow whatever others believe. This is not a sustainable way to live or lead,” Muntu argued. He further noted that his consultations revealed a power vacuum of neither FDC nor the ruling National Resistance Movement (NRM) that needed to be cashed in as thus, the decision to form a new formation to satisfy this vacuum arose. “Our reading of the current political situation in the
party did not sanction – and his recommended action points of all which he [Amuriat] agreed to take into consideration. “From our candid and honest discussion of their findings, he [Muntu] stated that they were not opposed to my leadership of FDC, that the election that brought me into office was free and fair, and fidelity to the values, principles, mission and strategies of FDC,” POA told Matooke Republic.

ward winning standup comedian Patrick Salvador Idringi says that he will be doing a lot more than just cracking reveller’s ribs at the forthcoming Africa Laughs comedy show slated for October 8. The comedian says he has always had a heart for charity and hence, part of the proceeds from his show will be directed towards children with special needs in the West Nile region. “I fell in love with children with special needs especially children with Autism and Down syndrome and I started helping out and doing charity,” Salvador said. “So this year, the proceeds from the show will be going to the West Nile Education Trust fund directed at supporting brilliant but less
privileged West Nilers to pursue an education so that they in turn better our region,” he added. gandan-born Sharline Nabulime is the new Waltham city clerk after beating her opponent in a tight election. Nabulime who moved to the US in the early 90s won the seat left by Robert Waddick by 384 votes compared to her opponent’s 299. She will become the first African-American to sit on the Waltham City Council. Nabulime raked in the most votes during the primary. But Durkee who came in second place was endorsed by third-place finisher Chuck Smerlas, so the race was predicted to be close. Robert Waddick held that council seat for a decade before stepping down in May.

MunG tags a long his usual spontaneity, witty lines and catchy punch lines and is complimented by the enormously talented Nutty Neithan whose delivery on any track cannot be missed. Andre is behind the beat and he plays along with the song’s simplicity with a consistent stereo tempo that cuts across the entire track. The video is plain and its lighting is influenced by the multiple hues of blue that are signature of the entire song. Leaning in for a kiss on a first date is a dangerous game at the best of times, but it seems that it shouldn’t be attempted if you have had a cigarette beforehand. According to results from a survey by DenTek, a US-based oral health product company, 52 percent of people they asked would back out of a kiss with someone who had cigarette breath. The smell of cigarettes polled worse even than famous mood killer garlic, which would apparently deter just 27 percent from

Try not to sleep longer than 45 minutes but less than 90 minutes; then you will wake up in the middle of a slow-wave cycle, and be groggy. Plus, find a nice dark place where you can lie down. It takes about twice longer to fall asleep sitting up, and make sure you are not too warm, because this can lead to oversleeping.

he Kampala University main campus based in Kansanga has reportedly increased retake and special exam fees starting effective this semester. Information reaching Campus Bee indicates that students will now be required to pay a whooping Shs200,000 for retakes up from Shs50,000 the university has been charging for retakes over the past years. Other fees affect students who require re-sitting an exam that they were unable to attend known as ‘special exams’. he Law Development Centre (LDC) started the week’s long orientation program of the new Bar Course Students for the academic year 2018/2019 on Tuesday. Most of activities are taking place in the Kampala branch auditorium for both Kampala and Mbarara campus students. The orientation will run until September 28th, 2018 with activities ranging from addresses from the Director of the LDC, Frank Nigel Othembi, Annette Karungi Mutabingwa (head bar course) and department heads. The different sessions are interactive with students making inquiries and lobbying for clarifications about the bar course about different speculations. Only a few students with genuine reasons for campus transfer were accepted. The administration made a commitment to give the same treatment to each campus and emphasized that Mbarara was not a separate institution but an extension of a teaching and learning center. The students, Othembi, said would have the same timetables, do the same exams at the same time save for a change in the staff that will be conducting the classes. The director also mentioned that he personally asked that all his class allocations be transferred to be “fortunate” Mbarara campus which he says is a pilot study before campuses are open in Lira and Mbale.

TN Uganda and Mastercard are set to diversify Mobile Money services in Uganda after unveiling a virtual card for payments on or offline. The innovation has been created by MTN Uganda in partnership with Mastercard and United Bank for Africa (UBA), who announced the service will enable quicker, safer and more convenient online payments globally. Through this partnership, MTN MoMo customers will use a virtual card to shop or make payments at the vast network of global outlets accepting Mastercard payments. The launch of the virtual card that is known as MTN MoMocard will ensure MTN’s ability to provide its customers access to products and services previously a preserve of physical credit card holders while diversifying its mobile money portfolio, the telecom firm said. Additionally, the partnership will result in a wide range of cutting-edge digital payment solutions being introduced in Uganda. “MTN MoMo is helping to connect more Ugandans to new forms of commerce,” said Wim Vanhelleputte, Chief Executive Officer, MTN Uganda. “Our affordable mobile financial services are positively impacting communities and lifestyles in Uganda. This is evidenced by the phenomenal growth in both the number of customers and volume of transactions over the years,” he added. Like a debit card that is linked to a bank account, the MTN MoMocard is linked to a customer’s MTN MoMo account but is accessible on any type of mobile phone. All a customer has to do is dial 165*70# and follow the instructions. ost people in Africa live in rural areas. We will never truly develop Africa until we can take entrepreneurship to these areas! Today I want to look at “small big ideas” that can transform rural communities or are already doing so. I want to hear from entrepreneurs doing “small big things” in rural areas, either for-profit or as social investors. “Small big ideas” are impacting communities all around the world, even through “entrepreneurially-minded” policymakers. Write to me about anything you are doing, or have seen, that constitutes a “small big idea” that is changing people’s lives. As an entrepreneur, you should always challenge yourself to find solutions to improve the lives of rural people and empower them to generate higher incomes. Let me start with something I have been
working on with my wife and daughter with the help of some family friends in South Africa:
“An egg a day for under-fives.”
During my last board meeting at the Rockefeller Foundation a few months ago, someone shared with me an expert study about the impact of eggs... a “small big idea”! For those who are interested, I will share the link in the Afterthought below. Now I am sure everyone on this platform knows that malnutrition is one of the greatest challenges affecting poor rural children in some parts of Africa, as well as other parts of the world. “Stunting” is a condition resulting from poor nutrition and affects children’s’ size and height, as well as their learning potential in school. Children who suffer from stunting may have difficulty concentrating, and thus fall behind their peers in the classroom. This tragedy not only affects the individual children, but also robs a nation of its future
workforce, ultimately contributing to low economic development for the whole nation. Nutritionists, policymakers, economists and philanthropists have battled to deal with stunting for decades. In some African and South Asian rural communities, stunting affects as many as 40% of the kids!
What can we do?
While there are many solutions being developed, one study which caught my attention found that if you feed an infant one egg a day up to age five, you can cut incidents of stunting by 47%... When I showed the study to one of my daughters she asked, “Why don’t we feed the kids eggs?” “Okay. Let’s put together a project team where we locate regions with a high concentration of stunting, supply them with eggs and see what happens,” suggested her mom. We then consulted a friend of ours who runs a KFC on how we can secure enough
eggs to supply schools in rural areas. “You can train smallholder farmers to rear “layers” and buy their produce. Any young entrepreneur can be trained to raise chickens. They key is to give them a guaranteed market for their eggs...”

The second edition of Universities Floodlights Basketball League tips off today with Nkumba University hosting Ndejje University. Ten universities are already confirmed to compete in the league and they are divided into two groups of five with the top two progressing to the semifinals.
