Gulu High Court has temporarily granted bail to Edward Ssebuwufu alias Eddie Mutwe, the bodyguard of Kyadondo East MP Robert Kyagulanyi. n a phone conversation with Chobe Safari Lodge on Friday, they broke the news to us that they were closed to the public until October 19. They did not say how much the American multi-million rapper was paying for his week-long stay though. Well, renting Chobe Safari Lodge, a 5-star internationally recognised facility does not come cheap. Strategically located on the plush greenery of the banks of River Nile as it snakes its way northwards in Murchison Falls National Park, Chobe Safari Lodge is a gem with scenic views and heavy population of several wild animals in their natural habitat living in perfect harmony with the luxurious facility. So, how much did it cost Kanye West? Here are the numbers. Chobe Safari Lodge has 36 guest rooms (Standards at $397 a day [Shs1.5m] and deluxe at $450 [Shs1.7m]), 21 luxury tents with the most expensive tent at nearly $600[Shs2.2m] a night. It has four suites with the most expensive

hether it is raining heavily or the sun is scorching unbearably, there will be an avalanche of street children on different streets of Kampala City. The children mostly between the ages of four and 11 spend their days begging, some sell retail merchandise whereas the others engage in petty theft of phones, car side mirrors among others. According to Ayivu Constituenct MP, Benard Atiku, the Chairperson of the Parliamentary Children’s Forum, over 15,000 children live on the streets in Uganda .
His committee’s May 2018 report however did not explain where these children come from or how they end up on the streets but another investigation by the Christian NGO, Dwelling Places sheds light on the flourishing illegal market in North Eastern Uganda that breeds street children. The NGO’s reports reveals that there is a market in Napak district – Karamoja region – in which children are sold at Shs20,000 and brought to urban areas. Damon Wamara, the country director, Dwelling Places, noted that out of eight districts assessed, Napak leads in sending street children to urban centres, most of whom are forced by gangs to
raise money through begging. “There is a market at Arapai, where the children are auctioned. All you need to go is to give them the type, colour and stature and someone will bring you that child for Shs20,000. That money is the cost of our children,” Wamara said. This, Wamara reveals is regardless of whether the children have both parents who are aware of the trade because they are often too poor and are promised handsome returns when the children settle in well in the towns. Although the police have promised to crackdown on the seemingly flourishing market, the number of

In some of the homes, the researchers found out that sexual violence such as sodomy by older boys, inappropriate touching and sexual abuse of girls by some male caretakers exists without knowledge of the authorities. As a result, government ordered the closure of over 500 illegal street children homes across the country. It is now that Karamoja Minister, Eng. John Byabagambi outlined plans to resettle street children to the facilities in Wakiso district and Moroto districts that have been refurbished and equipped to handle the children before they are repatriated to their home areas.

The commissioned new Jinja Bridge is an architectural and engineering marvel

A
pproximately 525 metres long, the new Source of the Nile Jinja Bridge which was commissioned by President Yoweri Museveni is the second longest bridge in East Africa after Kigamboni in Dar es Salaam, Tanzania. The bridge has a two-way, single span of 290m and end spans of 135m and 100m on the east and west banks respectively. It comprises a dual carriageway, Single-Plane Cable Stay Bridge, with an Inverted Y shape approximately 70-80m pylon. This means that the new bridge is a four-lane affair, with a cable stay - the first in the country. It also has a new asphalt surfaced approach roads of 2.1 km length to the north and south. It cost US$132 million (Uganda shillings 350 billion) to put the architectural marvel and the contract is majorly funded by a concessional loan from the Japanese Government through the Japanese International Cooperation Agency (JICA) and was built by Zenitaka Corporation Company of Japan. According to Eng. Morris Odoch, the resident project engineer, the new bridge has a lifespan of 120 years and is the longest across a river in East Africa. “The new bridge had a modern monitoring system including surveillance cameras on the bridge deck, which will also capture number for plates to help intercept overloaded cars,” he added. The bridge is fitted with “sinus plates” to the joint’s surface. This enables noise from over-rolling traffic to be reduced by up to 80 % and will be used by only pedestrians and cars. “The new bridge is only for vehicles and pedestrians and we encourage motorcycle and boda-boda cyclists to use the old bridge,” Museveni said. As compared to the old bridge whose speed limit is 20km/ hr, the new bridge is restricted to a maximum speed of 80km/h and is furnished with weigh in motion system on both sides that shall automatically take the weight of the vehicle while on the move. One more thing; the bridge can show colours of a national flag of any country once programmed.

The production is smooth. A consistent bass tempo fused with subtle piano keys that spells out a love ballad from the word go. Letting your children game is good for them and helps them be better at building healthy relationships, research has revealed. The study challenges the commonly held view that sitting in front of a computer creates anti-social, aggressive and lazy behaviour among teenagers. “We are seeing clear evidence of improvements in mood, stress reduction, increased feeling of competence and autonomy and really strong feelings of being connected with the people they are playing with,” director of QUT’s games research and interaction design lab Daniel Johnson said. “Games that kids are playing require lots of strategy, require teamwork and while they’re playing they’re chatting about things going on in their life - so it’s a social experience at the same time.” A recent survey showed about 94 per cent of children aged 6-15 play video games regularly. Dr Johnson said parental involvement was the key, combined with playing age-appropriate games (for 8 to 10 hours a week). “But how you play is more important than how much or what you play - so if kids are playing with friends or family and playing cooperatively, then that’s really going to help them build relationships,” he said. Evidence suggests children who don’t play at all can be socially disadvantaged because they cannot engage with their peers in discussions about popular culture and Dr Johnson recommended a “balanced media diet”. Good for boyfriends too? The study didn’t say anything about it, but we really want to believe gaming is good for boyfriends too.

obody likes to feel they’ve been lied to, much less that it is a partner who isn’t being entirely honest. It could be that they are loading you with affection in a way that seems odd. Well, whatever the case may be, if you notice that your partner is acting different, that could be an important sign that something is up. Status updates say something different So your partner told you she would be staying in on Friday, but she somehow
showed up on Insta looking like she was enjoying herself out in the club, or his plans appear to have changed way too fast? Well, that happens sometimes, but if you think it happens a bit too frequently, it could mean your partner isn’t honest about their plans in the first place. UCU LAW STUDENTS WIN MOOT COMPETITION IN KENYA
T
he moot court culture has greatly escalated and has seen various Ugandan university teams partake in these prestigious competitions to achieve not only victory but also the amazing experience to do with it. Moot court competitions are basically early preparations that shape law students for the court practice in the actual legal field. As early as year one, students are encouraged to engage in them to have the “court feeling.” Various international moots have seen gallant law students from MUK,UCU, IUIU and others represent the country say, the CEHURD moot, IHL(international humanitarian law) moots, All Africa moots, not forgetting the JESSUP moot which is every mooter‘s dream moot lifetime achievement. For the past consecutive years, Uganda Christian University has surpassed them all and represented well enough to make it for the JESSUP moot that occurs in Washington DC. UCU won the recent 3rd biennial Strathmore Moot Court 2018 held from the 11-12 October, at the Strathmore University in Kenya.

Over 300 Makerere University students in marks fraud
A
lfred Masikye Namoah has raised his concerns following the irregular circumstances under which several students received free marks after failing some examinations. In a letter dated October 8, 2018 to the first Deputy Vice Chancellor, Dr. Okello Ogwang, the Academic Registrar notes that there was generally poor performance of students in the course EHR 3102 Critical Thinking, a course unit under Bachelor of Ethics and Human Rights for semester one in the 2017/18 academic year. According to Masikye, only 159 out of the 325 students offering the course passed the paper and 155 failed while some missed the paper over undisclosed reasons.
Masikye added that 206 students were added 10 marks each, 44 added between 6-9marks, 30 added between 1-5 marks, 18 students added between 11 and 15 marks while four students didn’t receive any additional marks. More details in Masikye’s letter indicate that the highest increment of marks was 28 awarded to a student with registration number 14/U/7602/PS while another student Registration Number 15/U/21417 had his/her marks reduced by six. Masikye asserted that circumstances under which the marks increment was done are unclear and wants the university to investigate the matter. “The minutes of the Department of Phi-
losophy where the students’ marks were considered were not availed. Based on this, it can be concluded that there was no systematic increment in the marks to students. The marks were allegedly arbitrarily awarded by the former Head of Department,” Masikye states It should be noted that Makerere University fired four staff members for forging marks and smuggling unqualified students onto the 2017 graduation list. The fired staff include; Dr. Isaac Okullo, the Deputy Principal of the College of Health Sciences, Dr. Rose Chalo Nabirye, the Dean of the School of Health Sciences, Fatuma Nakatudde, the Deputy College Registrar and Paul Apunyo, a senior Administrative Assistant among others.

aving traded in Uganda as Phoenix Assurance since its incorporation in November 2003, the insurance company will now be simply known as MUA. And MUA, the seventh biggest firm in the local insurance industry announced the goal is to grow business by more than half following its change of name. “Our board of directors has set some ambitious targets for MUA, Uganda and indeed for our entire group because we strongly believe in the potential for growth and further development across East Africa and the Indian Ocean,” said Bertrand Casteres, MUA Group CEO and chairman of MUA Uganda. Uganda and East Africa have recently become attractive destinations for anyone searching for oil and gas, infrastructure and agriculture opportunities; areas which the MUA Group said it will actively explore to grow its market share and business by acquisition across the region. “We are currently looking at synergistic businesses that meet our requirements and will allow us to achieve one of our major strategic goals – to grow Eat Africa’s contribution to the Group’s profits to more than 50% within five years,” said Mr Casteres. In 2014 Mauritius Union Assurance Company Ltd (MUA) bought Phoenix Assurance Group, taking over all the latter’s subsidiaries in Uganda, Rwanda, Tanzania, Kenya and Rwanda. Three years later, in September 2017, the insurance Group launched a three-year strategic plan codenamed Ambition2020 that is supposed to guarantee 57% growth by September 2020. Following the buy in, Mauritius Union Assurance Company, started an integration process with its East African acquisitions that has now been completed with this rebranding. “By operating as one entity across all the six countries, MUA will now be able to offer its Uganda clientele a longer list of products, with

It also means a Uganda client can seamlessly transact with MUA in any subsidiary in other jurisdictions and vice-versa,” said Latimer Mukasa, the MUA Uganda Managing Director. With insurance penetration in Uganda standing at below 1%, Mr Mukasa was positive that these Group ambitions could be met especially with the emergence of opportunities in oil and gas, infrastructure and agriculture, coupled with increased
awareness campaigns countrywide and positive law amendments where for instance, marine insurance will only be underwritten locally. “Insurance is a factor of the economy. You cannot have a tiny economy and expect to have a huge insurance industry. In Africa, Kenya at 2.8% plus South Africa and Egypt, have stronger insurance industries because they have pretty much enjoyed good, stable political environments and are much larger economies than Uganda,” said Mr Mukasa.

s some of you know, I just returned from the World Bank/IMF annual meeting in Bali, Indonesia where I spoke on a panel about emerging technologies and how they will impact peoples’ lives in every way, especially in poorer countries around the world. You all already know: Jobs will be lost. Lots of them. But, jobs will also be created... How many? That is up to our own planning and vision -- as businesses, governments and civil society, as well as researchers, inventors, and you... Yes, there will be winners and also some losers (especially those who don’t plan ahead). One reason I still have this FB platform is because I want all of you, and all of Africa, to emerge as winners in the digital age they now call the Fourth Industrial Revolution. ”What is in your hand?” You know you will
never stop hearing me ask this. A few days ago, I published an op-ed [an article expressing an editorial opinion] about something I deeply believe in: Africa’s great entrepreneurial talent. If we can truly unleash Africa’s entrepreneurial spirit, we can lead the world in pioneering technology-fueled inclusive growth, and more. As most of you know, I am co-chairing the Pathways for Prosperity: Commission for Technology and Inclusive Development, with Melinda Gates and Indonesia’s Finance Minister Sri Mulyani Indrawati. Both of them participated in the panel on “harnessing technology for inclusive growth” earlier this week, alongside me and several others. At the Commission we’re working to provide developing countries, in particular, with positive ideas and practical tools to prepare
and plan ahead for the revolutionary changes that new technologies are already unleashing throughout the world. We want to hear from you, too. pend on agriculture for their very survival. I started the current #Re-ImagineRural series with that thought in mind and also because I passionately believe its huge potential. I am not alone in believing that agriculture is one of the key frontiers for African entrepreneurs. We’re seeing, for instance, an exciting range of “precision agriculture” apps being pioneered in places like South Africa, Kenya, Ghana and Nigeria. Are there any such innovations in your countries? If we seize the day, the possibilities opening up right now through digital communications, artificial intelligence, enhanced data management and other technologies are limitless. T
here was a time people cared so much about price before opting for a particular service. Not so now, at least according to Umar Ssenoga, a manicurist who has discovered from experience that the more one perfects his or her skills, the more likely they are to get clients who respect their pricing. It is something Umar describes as “honing your craft”. After his Senior Six in 2014 at Masaka SSS, Umar visited his uncle, who worked as a manicurist then, for his vacation. It was at this point that Umar began his nail art design career which has birthed him all his success despite starting as a lowly nail cutter! “During my vacation I did not go to my uncle just to rest. My brother trained me how to cut nails, filing them and how to apply polish. This was something I was happy doing,” Umar told Matooke Republic. After a period of one year, he had acquired enough experience to work on clients without his brother’s supervision. He then began doing mobile manicuring along busy arcades, city streets, malls and at other times worked on orders that came along through a phone call. “I did not shy out moving along the streets with my plastic box which
contained the nail working tools like the file, nail polish, and glue among others. “I did not mind much about not going to campus because there wasn’t enough money to carry on with further studies. However, my early successes in the field made me believe that I will get to the university one day. On a good day I could make about Shs25,000 and I was tasked to report with only Shs5,000 to my brother since he owned the tools I was using,” Umar revealed.

It took Umar eight months to save Shs1m. This was one thing that persuaded his brother to top up with a Shs3m loan to help him to open a unisex salon, known as Trendyz Unisex Salon, off Salaama road. In the salon, Umar works as a nail pro, working with a team of nine. He told us he makes Shs200,000 on a good day. Umar attributed his success to a number of factors with the major one being the continued research on what is trending and what his clients like. “The worst thing is a manicurist thinking that low prices alone can make clients happy and loyal,” Umar added. Among the success Umar has attained, is that not only is he his own boss but he is now a second year Bachelor’s of Business Administration student at Kyambogo University. This is not to say he does not encounter challenges. He mentioned an increase in the prices of materials and tools used for making innovative nail art designs, as well as the stiff competition as a result of the salons sprouting in every corner every other day. The 27-year-old nail pro is not about to give up on his nail game. For that reason, he opted for an evening study program to give himself time to make money at his salon.

he writing was on the wall. Going into this year’s Tusker Lite National Basketball League final, the City Oilers, champions in five of the last five seasons, were the team tipped to stand tall at the climax of the best of seven playoffs. On Wednesday evening, the inevitable occurred. City Oilers. Champions again. If anyone had been silly enough to bet against them, they could have been forgiven for believing that this one time, maybe, just maybe, BetWay Power would rise to the occasion. They did not, as the mettle of the defending champions proved too firm, their consistent winning culture posing too much power for their Betway-sponsored opponents. Yesterday as game five of the playoff at the MTN Arena drew to a close, it was no shock that it was the Oilers yet again who had the scoreboard reading in their favour. They had finished off the job in another authoritative style to win the series 4-1. The feat marked City Oilers’ sixth straight local title, which now puts them level with previous record winners’ Falcons. For Power, who like Oilers were on five titles before the final, the tale yet again is of another false dawn, promising so much by leading the series 1-0 but ultimately getting reminded that there is a lot of work still to do if they want to dethrone Oilers. What will hurt even more, is that this was Power’s fourth loss against City Oilers in five years at this stage. In the women’s category, the best of seven playoffs final tipped off yesterday with record-chasing UCU Lady Canons playing JKL Lady Dolphins. UCU who are featuring in their ninth final in succession have a bit of history to match; that is winning an eighth title to draw level with record winners Lady Bucks.

ollowing a week of international football, clubs return to action this weekend for the StarTimes Uganda Premier League. Five fixtures are lined up for Friday and Saturday, and it is the tie between giants KCCA FC and ‘aspiring power house’ Onduparaka FC that will headline the weekend’s action. Onduparaka who have so far gathered maximum points in their opening two games host KCCA who fired blanks in their second game of this campaign. Onduparaka lie third on the log with six points while KCCA on four is positioned seventh. The long trip to Arua has not been easy for Mike Mutebi’s Kasasiro boys in the past and they have never picked maximum points at the Green Light stadium. Their two previous encounters at the ground have seen Onduparaka register a win and a draw. Onduparaka also have the advantage of having retained all their players during the international break while KCCA has had five players on Cranbes duty, including; Saddam Juma, Timothy Awany, Patrick Kaddu, Allan Kyambadde and goalkeeper Charles Lukwago.
