Celebrating the Families Building Canberra

One of the defining features of our local building and construction industry is that it is comprised of many, in fact thousands, of small and family businesses. In this edition of Canberra Builder, we are showcasing the MBA Members who have multiple generations in their businesses.

On the cover we have the Leemhuis family who now have four generations working at A+P Leemhuis, with Brodie (the youngest generation) starting his carpentry apprentice training with MBA Group Training this year. The Leemhuis’ are a great example of a quality local builder. You can read more about their family on page 8.

Bink Cement Pavers has been in operation since 1961 and they have also had four generations work in the business over the years. On page 72, we find out more about the company’s history and where David and John Bink will be leading the business over the next few years.

One of the more recent trends in our local businesses are the increasing number of women who are at the forefront of the day-to-day business operations. The Pod Canberra is a business created by Jacqueline and her father Rob, where innovation and respect for experience come together to produce outstanding homes. You can read more about their business on page 28. We also feature former MBA ACT President and National Board Member, Graciete Ferreira, and the successful businesses she has created with her husband Fernando. Her sons have followed in her footsteps and taken over the family businesses, which you can find out more about on page 32.

The substantial number of multi-generational businesses in the industry tells a story of children who saw their parents lead with passion and intelligence and wanted to follow in their footsteps. Meike Pichelmann from Pichelmann Custom Building Services is a great example of this. Meike’s parents ran a successful plumbing business, which led Meike to becoming a Master Plumber. You can read more about this on page 48.

My brother and I are proud to be second-generation builders; my father was a bricklayer who then became a builder. He founded Benchmark Projects with my mother back in 1991 and now my brother Nick and I proudly continue their legacy by building beautiful homes for Canberrans.

We are also sadly farewelling MBA Life Member, John Hailey, in this edition. John founded Manteena with his wife, Jill, in 1979, and he created a company culture of upskilling and investing in the development of staff members. John was passionate about the construction industry, volunteering his time to judge the Excellence Awards and being a proud member of the MBA Alumni Committee. John will be greatly missed but we will continue to be thankful for his valuable contribution to our industry.

When I hear stories about our members’ history in Canberra and I think back to my own father’s work, I remember that we are truly standing on the shoulders of giants. I am proud to lead our organisation into the future, with a deep respect for what we have already achieved over our 98 years of operation.

Aligning our Advocacy Priorities to Support Industry

We’re off to a very busy start with advocacy this year, as the affects of the COVID-19 pandemic are still rippling through the industry. The pandemic created a strong desire for people to want to build/renovate, but it also created a delay of materials and a shortage of workers to meet the growing demand. Now, updated population statistics from the ACT Government reveal Canberra’s population will boom to nearly 800,000 people by 2060, which will require another massive boost in housing construction.

This year we have formed a housing coalition, Missing Middle Canberra, with key community organisations to call for incorporating medium-density housing solutions into future planning by the ACT government. The ‘Missing Middle’ refers to medium-density houses including townhouses, duplexes, terrace houses, and small apartment buildings. While we have a number of key priorities, the overarching goal is to create more affordable, achievable and sustainable housing solutions in Canberra. The strong predicated growth for Canberra means we also need a long-term infrastructure plan, which is funded, and agreed on by both levels of government. Recent population projections show the ACT is growing faster than initially anticipated, with our population growing by 21,000 additional people over the past five years. This means 100,000 new dwellings are needed 13 years sooner than first expected. This underscores the need for a coherent, integrated, and long-term infrastructure plan to support this level of growth. We will continue discussions with the ACT Government on the need for a long-term infrastructure plan.

The ACT Government has recently released a discussion paper on Developer Regulation, with the purpose of reviewing developers roles in building and construction and providing regulatory system for developers. This system will look at holding developers accountable for building quality over which they have influence or control. Our position is that it is important that the ACT Government follow the recommendations of the 2018 Building Confidence Report and ensure that all building practitioners, including property developers, are held accountable for their role in the development and construction process. As the largest property developer in Canberra, these reforms are an opportunity for the ACT Government to demonstrate best practice behaviour and lead through example. When the ACT is suffering from housing shortages it is important these reforms lift the standards for all developers rather than discourage property companies from investing in the ACT and limiting competition further. We will update members as this discussion progresses.

Another key priority for our organisation will be to support all members as we move through volatile economic and trading conditions. MBA Australia forecasts predict a 54% decline in dwelling commencements from last year to the current year. This decline, combined with persist supply chain disruptions and high inflation will continue the pressure on our industry. A+P Leemhuis Builders was established in 1956 by Alex Leemhuis. Alex arrived in Australia in 1951 from Holland, met his wife (Urselina) and settled in Canberra. Since then they have built a multi-generational family business that’s now advancing into the 4th generation.

When Alex’s son, Peter, joined the business in 1976, they expanded into the commercial building sector. Success followed and they have produced an extensive portfolio including commercial retail and warehouse builds, fit outs, renovations and extensions. In 2000, Darrell Leemhuis (3rd Generation builder) joined the partnership after amassing his personal portfolio of commercial projects in and around Canberra and Sydney. This year (2023) marks the beginning of the 4th generation with Brody commencing his carpentry apprenticeship at MBA.

Each generation has shaped the business with their own individuality, direction, and style that has led the business into the great success that it is today.

Starting as a home extension building company, the Leemhuis enterprise now encompasses divisions within the commercial building industry, commercial property management and leasing, construction hire and trucking/ transport sectors.

The Leemhuis group expanded into the hire industry in 2010 with the establishment of Asset Construction Hire (ACH), which now hires out a large range of construction equipment for the 4000+ builders in the ACT construction industry.

The Leemhuis family are passionate about giving back to the Canberra Community, last year delivering their inaugural Gears for Giving Gala Dinner. Peter and Darrell’s vision is to set an example for the next generation and show them how we can all make a positive change in the world. Their vision is to encourage individual and corporate generosity towards ACT charities and build strong connections between the Canberra construction industry and our community organisations.

This event combined a ‘passion for cars’ with the theme of ‘give where you live’ and raised over $200,000 for Canberra-based charities. Their partnership with Hands Across Canberra was strengthened as ACH became the first Naming Rights sponsor of Hands Across Canberra’s Canberra Day Appeal.

The success of the Leemhuis family is largely contributed to by the continual strong support of the Canberra Construction Industry. Without these integral relationships the business wouldn’t be the strength it is today.

Their vision is to encourage individual and corporate generosity towards ACT charities and build strong connections between the Canberra Construction Industry and our community organisations.

LOOKING AHEAD AT THE POSITIONING OF THE ACT

CONSTRUCTION INDUSTRY

An Economic Update by MBA Australia Chief Economist, Shane Garrett

Like the rest of Australia, the ACT has been grappling with an unfavourable change in fortunes over the past year. In a little under a year, the RBA’s cash rate has increased by a total of 3.50 percentage points – the largest and quickest interest rate hike we’ve seen since the 1990s. Because of recent stresses in global financial markets, it is now possible that only one more interest rate increase could be in the tank. In fact, current financial markets pricing indicates that by this time next year, interest rates will be lower than they are at the moment. However, we know the industry is resilient and Master Builders is working closely with governments to reduce any pinch points, particularly around supply constraints.

Against this backdrop, Master Builders Australia has recently released its forecasts for building and construction activity in the ACT for the period out to 2026-27. During 2021-22, work began on a total of 5,865 new homes across the ACT – an increase of 12.9 per cent on the previous year. Unlike most parts of Australia, detached houses account for only a minority of the new homes built every year. Of the new homes started in the ACT during 2021-22, less than one-third were detached houses.

We are enduring a pretty painful reversal in new home building across the ACT: we expect that new home building starts in the ACT will plummet by 55 per cent during 2022-23, equivalent to just 2,660 commencements. However, the pace of reverse is twice as fast on the higher-density side of the market. As a result, we anticipate that detached houses will end up accounting for almost half (43.2 per cent) of all new home commencements during 2022-23 overall. Our industry’s increased dependence on detached houses over the next few years makes it even more important that the supply of fresh land lots is kept coming at a brisk pace.

In addition to higher interest rates, the significant fall in Canberra house prices over the past year (-9.8%) is making it more difficult to get new projects rolling. As we move into the second half of the decade, it is likely that higher-density home building in the ACT will again find momentum. There are a few reasons for this. Once interest rates have peaked, the conversation will then turn to when they are likely to start dropping again – and by how much. We may be only a few months away from reaching this point. Whenever it happens, this will be a good thing for market confidence. In addition, overseas migration to Australia is starting to recover to pre-COVID levels and Canberra can look forward to welcoming our share of the new arrivals. The immediate effect of this will be to boost demand on rental accommodation locally – with higher density home building projects reaping the benefits. The growing demand for rental accommodation is already becoming apparent – over the year to December 2022, rental prices grew by 6.0% across Canberra, the fastest increase in over a decade.

There is some evidence that the strengthening rental market is tempting housing investors: during the three months to February 2023, housing investors accounted for over one third (35.1%) of loans used to buy existing homes in the ACT. Over time, greater housing investor participation in the market will be favourable for higherdensity home building demand. However, the typical size of owner occupier loans ($621,200) is larger than for housing investors ($609,300) when it comes to the purchase of existing homes. Tellingly, the average loan size for residential land purchase in the ACT ($451,400) is larger than in every other state and territory.

The improvement in our economic foundations over the medium term will drive a fairly sustained recovery in new home building. We project that the annual volume of new home starts will reach 6,000 in 2026-27, with higher-density homes accounting for almost three quarters of this output. It is important to point out that things could end up less favourable than this, given that expectations around interest rate increases and economic growth have become more glum since the start of the year.

It also seems that housing investors are outspending owner-occupiers: over the same period, the average housing investor loan in the ACT was $646,500 compared with $627,700 for owner-occupiers.

Vale John Hailey

A Pillar of Patience, Passion and Wisdom in Construction

Co-Founder of Manteena and former Master Builders ACT Treasurer, John Hailey, passed away on 13 December 2022, aged 81 years old.

John excelled in his role as Master Builders ACT Treasurer for over 15 years and was awarded the well-earned honour of MBA ACT Life Member in 2002.

John was a dedicated family man, who enjoyed spending time with his wife, Jill, and raising his young family. Together, John and Jill established Manteena in 1979. John built a reputation for quality and community mindedness.

John’s project highlights include:

> McKay Gardens Professional Centre in Turner—John’s first major commercial project

> Australian Service Nurses National Memorial on Anzac Parade—John was particularly proud to be associated with this project because his three aunts served on the Hospital Ships during World War I

> Pathology Building at Woden Valley Hospital—John enjoyed the technically-challenging aspects of this important health project

> Condamine Court Redevelopment—John was proud to pioneer prioritised-sustainability in ACT Housing redevelopments with this project.

John dedicated the majority of his working hours to managing Manteena where he passionately advocated for his clients, while at the same time promoting fairness for consultants, suppliers and subcontractors alike. He was tremendously supportive of the local building industry. John served on many industry committees and boards, including the Long Service Leave Board and the MBA Training Council.

John was passionate about upskilling and helping others learn more about his industry. John’s extensive list of qualifications include:

Master Builders ACT CEO, Michael Hopkins, thinking of John’s legacy in construction said, ‘It’s one thing to be skilled at your trade and it’s another to be able to share that talent with up-and-coming members of our industry. John was a man who was generous with his time and knowledge because he saw the value in community and the personal fulfilment that comes from investing in people.’

The skills and knowledge John earned and shared with others were incredible assets to the industry. John was truly passionate about industry training and providing opportunities for the next generation of builders. The current CEO of Manteena Group, Mark Bauer, and General Manager of Manteena Security, Andrew Kemp, both began as cadets under John’s leadership. It is no surprise that Manteena has grown from humble beginnings to the organisation that it is today through John’s vision and passion.

When thinking of John’s contribution to the construction industry the Greek proverb comes to mind, ‘A society grows great when old men plant trees in whose shade they know they shall never sit.’ The impact of John’s generosity, patience and ability to empower others to reach their full potential, will likely continue for many years to come. While John won’t be here to see the impact of his life’s work, the lessons we can take away from a true gentleman and family man like John, will endeavour.

The Howarth Family’s Contribution to Canberra

In 1981, brothers, David and Stephen Howarth, along with Marilyn Howarth, founded Blackett Property Group. For 43 years the company has operated with the values of family, community, safety and high-quality at the forefront of all projects. In that time, Blackett Property Group has delivered over 2,500 residential and commercial projects for Canberrans and won over 50 major building awards.

The values driving their success have only been enriched by the involvement of David and Marilyn’s four children, Kim, Matt, Geoff and Adam. Matt and Geoff are Directors of Blackett Property Group, along with their partner Caine Barlin who heads up Blackett Commercial, which encompasses the residential and commercial arms of the business. Kim also works as a Project Manager in Blackett Homes. David and Marilyn’s youngest son Adam runs a property development company named HTI Group with Jon Tanchevski (whose family runs Classic Constructions).

In addition to the large-scale projects completed with their development business, Blackett Property Group encompasses Blackett Homes and Blackett Commercial. Blackett Homes specialises in bespoke residential homes, custom-designed houses and land packages and Blackett Commercial specialises in quality commercial fit-out projects across government, corporate, retail and hospitality sectors.

Although he has been an active member in both the commercial and residential sectors, many know David for his invaluable contributions to the residential construction industry sector. David served as the MBA Residential Sector Chair and on The MBA Executive Committee for many years, regularly advocating for safer practices in construction. One of David’s most rewarding achievements with the Master Builders Association (MBA) was visiting MBA Queensland for a National Housing Council Meeting where David was invited to the QLD MBA’s Building Awards evening along with fellow Member, Don Beaumont. They came back to Canberra and suggested MBA ACT have our own awards event, which ended up happening the very next year. Looking back at Blackett Property Group’s 40 years of MBA membership David says, ‘The MBA is a place where ideas are talked about and connections are made. Some of my long-term friends were made through the MBA.’

Much like their father, Matt and Geoff advocate for positive industry changes by attending the residential sector meetings. This is one of many valuable lessons that David and Marilyn have passed down to their children about creating a positive impact in the construction industry and the Canberra community in general. David named Blackett Property Group after the address of his childhood home at Blackett Street in Downer, and it’s a name his sons have kept to honour the family’s close connection to the region.

Another value the Howarth Family maintains in business is the importance of building and maintaining long-term relationships with local suppliers and subcontractors. To this day they have strong working relationships with suppliers and subcontractors, some of which span over 25 years. Blackett Property Group also highly values the great importance of having a dedicated team of staff, over the last 43 years they’ve trained and nurtured many young staff members who have become industry professionals. They are also proud to be part of the Canberra Community, including sponsoring their local rugby union team, the Gungahlin Eagles and many other charities and community organisations.

David’s valuable advocacy work and overall contribution to the Canberra construction industry has left big shoes for the next generation to fill, but there’s no doubt that Kim, Matt, Geoff and Adam are well and truly up to the challenge. With a new team of brothers at the helm of Blackett Property Group, it will be great to see what they will achieve over the next 40 years.

THE STRATHNAIRN CHARITY HOUSE: A Groundbreaking Female-Led Community Project

The Strathnairn Charity House has seen talented women and men across all sectors of the construction industry come together to deliver a project designed to help the local community while encouraging women to join the construction industry. This collaboration between Master Builders ACT, Ginninderry Joint Venture, Kane Constructions and Hands Across Canberra, has showcased the incredible women who are already working in the construction industry and will hopefully inspire many other women to join in the future.

On 25 March 2023, after a 1.5-hour auction in the pouring rain coupled with lighting and thunder, the house sold for $1,596,600. Proceeds from the sale of the home will go to Hands Across Canberra for distribution to Pegasus Riding for the Disabled, Karinya House and Canberra City Care Charnwood.

Master Builders ACT CEO, Michael Hopkins said of this project, ‘This is the fourth Charity House we’ve built in collaboration with Hands Across Canberra and I’m proud that our organisation can raise funds for the valuable charities they support.’

Mr Hopkins continued, ‘The generosity and dedication from MBA Members, in particular Jo Farrell from Kane Constructions, has been nothing short of extraordinary. This has been possibly the most turbulent time our industry has seen in decades, and still our members made time to support the local community.’

Hands Across Canberra CEO Peter Gordon remarked about the result, ‘I have been humbled to see the support provided by a wide cross-section of the construction industry together with the absolute commitment of all project partners to deliver a highcaliber home. These are organisations that are making a genuine difference in our community, and I can’t wait to see the ripple effect that will now flow from the Strathnairn Charity House.’

To raise additional funds for Hands Across Canberra, MBA ACT and Cricket ACT ran the inaugural Strathnairn Charity House Cricket Fundraiser on 3 March 2023. The cricket match saw the ACT Meteors face-off against the MBA Allstars. The MBA Allstars team was made of individuals from: Kane Constructions, Martin Donnelly, Intravision, Riverview Projects, Empowered Electrical, Construction Control Australia, Sunny Homes ACT and OzHelp. An additional $23,000 was raised for Hands Across Canberra in the lead-up to the auction.

The MBA ACT team looks forward to delivering another Charity Cricket Match in 2024 and continuing community fundraising activities throughout 2023.

CLASSIC CONSTRUCTIONS: A Classic Approach to Business

Brothers Michael and George Tanchevski established Classic Constructions in 1987. Michael and George grew up in Wollongong, where Michael completed his carpentry and cabinetmaking apprenticeship, and George refined his operational skills as a Bank Manager. Like any great team, the duo played to each other’s strengths, founding a company in which Michael led a team of skilled tradies and George ran the company’s financial operations.

After a decade of operation, Classic Constructions had already earned a reputation for exceptional quality in the residential sector through recommendations from industry partners, satisfied homeowners, and return clients. Surrounded by such passion for the industry, it was only natural that Michael and George’s sons followed in their footsteps.

Michael’s son, Jason, joined the company in 1999, after completing a degree in Construction Management at the University of Canberra. George’s son, Jonathan, joined the business in 2011, bringing his experience as an accountant. Jonathan’s introduction brought with it the happy consensus that Classic Constructions would remain a family-run business for many years to come.

The Master Builders Fidelity Fund was established in 2002 to protect the interests of builders and home owners in the ACT.

Income received by the Master Builders Fidelity Fund remains in the ACT, and is securely invested, and used for the betterment of the ACT building and construction industry.

The Fund issues Fidelity Certificates which provide protection for new homes or those making substantial changes, if the builder dies, disappears or becomes insolvent. The Certificates protect the owner during construction and for up to five years from the date a Certificate of Occupancy is issued.

go Together Like Two Peas in a Pod

Father–daughter team, Jacqueline (Jacki) and Robert (Rob) Valk, co-founded The Pod in 2018. With occasional support from Jacqueline’s mother and graphic design assistance from her sister, the family works together to create high-end secondary residences.

The transition into a family business was natural for The Valk’s, who simply wanted to realise Rob’s idea for Pods and were rewarded with an abundance of interest in their passion project.

Prior to The Pod, Rob was in architectural drafting for 40 years. Rob discovered his passion for construction after project managing the design process of a couple of commercial projects. Truly impassioned by his work, Rob would work on his own projects at home: it was only after building the first

Pod in his backyard that he fell in love with the idea. Now, Rob builds all the Pods for the company and gets to enjoy the one thing he missed out on while drafting—the clients’ reactions. Thinking about the best career advice he’s received Rob said, ‘I remember when I was working at McDonalds when I was a kid, and they taught me to always respect the customer.’ It’s advice that has stayed with Rob, with The Pod being all about creating homes for customers at their different stages of life.

From a young age, Jacki remembers reading plans and chalking out footings for their family homes. Rob supported her love for practical work by teaching her about the industry and how to ask the right questions. At this stage Jacki didn’t know the success that would come from her early passion and enthusiasm for construction, but it was all on the horizon.

Before joining her father to help create his vision, Jacqueline worked as an Executive Assistant in finance and marketing in Sydney for many years. She found her joy for working on construction sites while she worked for a developer during a break in Canberra. She was tasked with fitting out hotels,

picking inclusions and helping the Chief Executive Officer (CEO). Seeing the inner workings of the commercial side of the business revealed how her experience could help turn Rob’s idea into reality. ‘Take educated risks and dream big,’ Jacki believes is the best career advice she’s received, and this was never truer than when she helped realise her father’s visions for The Pod.

Together, Jacki and Rob worked on a packaged solution to offer the Pods to the Canberra market and received a fantastic response at the launch.

With demand at an all-time high, Jacki and Rob put together a team, coached by Rob who shared his decades of experience in the industry with the team. Rob’s understanding of how projects should be built directed the team towards holistic thinking that considers both design and construction. Now, they endeavour to create the best solutions by approaching projects as if they were living there themselves.

Today, Rob and Jacki have achieved wonderful success. Jacki recalled the Chifley Pod as one of their proudest achievements. The two-bedroom, L-shaped Pod, was a finalist in the Master Builders and Asset Construction Hire Excellence Awards. The merbau decking and unique feature wall quickly popularised the design and now it is a favourite amongst their clients.

The duo also recalled their first rural project, the Wamboin Pod, very fondly. Jacqueline remarked, ‘We were working around the kangaroos and different weather conditions which made it a different and enjoyable experience.’

Together, with Rob’s experience and Jacqueline’s drive, The Pod is sure to continue providing high-quality, liveable housing solutions for many years to come.

Hi-Quality Runs in the Family

Hi-Quality Concrete was established by Mark Dawes in 2019 as a joint venture with Hi-Quality Group, a Sydney-based company owned and run by the Hallinan family. After noticing the old Rocla Brickworks in Fyshwick sitting closed for more than 20 years, Mark completed a full refurbishment of the site and transformed it into the modern plant we see today. It is the first plant in Australia to embed recycled carbon into its mixes, with the Canadian product, CarbonCure, installed in late 2022.

For Mark, construction runs in his blood with his father, David Dawes, being a former CEO of Master Builders ACT. David is a Director of Hi-Quality Concrete and he also works as a consultant to industry. He moved into a career in the construction industry after working as a realtor during the 70s and 80s. Working in both the public and private sectors, David’s long list of achievements includes spending nearly a decade as MBA ACT CEO and running a suite of portfolios for the ACT Government. Mark’s wife, Wendy, assists with Hi-Quality Concrete’s marketing and administration and his brother, Damian Dawes, also sits on the company’s board of directors. Damian joined the industry through a carpentry apprenticeship when he was 18 years old and now also runs Canberra Commercial Contractors with his business partner, Mark Crawford. Rounding out the crew is the multi-talented Johno Warren, married to Mark’s sister Monique. Johno also completed a carpentry apprenticeship in his mid-20s following an apprenticeship as a locksmith and now runs Joinery Direct, located in Hume.

As the fleet of 16 trucks and the customer base both continue to grow, so does the family’s involvement in the industry. Following in her father’s footsteps, Damian’s eldest daughter, Jessica Dawes, has worked as a casual labourer at Canberra Commercial Contractors in addition to her school studies for the last two years. Jessica finished Year 12 last year and has now accepted an offer to study a Building and Construction Management degree at the University of Canberra. Jessica took advantage of the UC Fast Forward Program, completing a Business Extension Program while at Merici College.

Pacific Formwork and Precast Projects Family Business in its Perfect Form

Pacific Formwork was established in 1998 by former MBA ACT President, Graciete Ferreira, her husband Fernando, her sister Sandra and her father Albino. They founded the company on Fernando’s strong existing relationships in construction and the even stronger bonds between the family. Albino worked in the company for nine months before retiring overseas.

Now, 25 years on, there are new Ferreira’s at the helm, ‘At present, our family team consists of my husband, myself, our two sons and my sister. We also have additional family members who are part of our workforce,’ Graciete explained. Her sons Rui and Andre run Pacific Formwork and Precast Projects and have recently started another business called Formcast which supplies prefab concrete detention tanks, safe rooms and wine cellars.

Even with Graciete and Fernando’s impressive list of achievements in their careers, the values they live by have had the biggest impact on Rui and Andre as professionals.

Andre says of his decision to join the family business, ‘I took the job with the goal of recovering the wages from my earlier days when I worked for free. But on a more serious note, I had already been spending my weekends and after-school hours at the yard or office—I felt like it was part of my DNA. Recognising how my skills could potentially benefit the business, I made the decision to give it a shot.’

With Rui it was an instinctive decision, ‘For as long as I can remember Pacific Formwork has always been a big part of my life. I spent a lot of time after school playing in the Formwork yard, growing up with the staff and got to know everyone really well. Once I got a bit older, I decided to give labouring a go during the school holidays,’ Rui explained.

One blessing and curse for Rui was stepping in as the third generation in Pacific Formwork saying, ‘My biggest concern was always being the “bosses’ son” and ensuring I didn’t take advantage of it. For better or for worse, I haven’t been able to leave since!’

Graciete has carved out a rich legacy in the Australian construction industry after arriving from Portugal many years ago with no experience in construction. She was the first female President of Master Builders ACT, the first female National Board Member and she is currently on the board of the Building and Construction Industry Training Levy. Graciete is also determined to give back to the community she now calls home, completing the CEO Sleepout on multiple occasions to raise money for the St Vincent de Paul Society and last year participating in the MS Walk Run + Roll with the Pacific Formwork team to raise money for services and support for people living with multiple sclerosis. Last year the Pacific Formwork team also completed the Oxfam Trailwalker challenge to help combat poverty.

Even with Graciete and Fernando’s impressive list of achievements in their careers, the values they live by have had the biggest impact on Rui and Andre as professionals, ‘My parents taught me that we should be ethical in the way that we work and the way we deal with people. Compromise is also a big part of working in the industry, and learning to try not to take everything personally,’ Andre said. Thinking of the lessons he has learned from his parents, Rui said, ‘They taught me honesty and to value what is really important—it’s not about doing the most work or taking on the biggest projects. I also learnt from my parents, not to stress over the smaller things, especially those that are beyond your influence.’

As Rui and Andre lead with passion and innovation at the forefront of the businesses, it will be fantastic to see how they continue to create their own legacy in the Canberra construction industry.

Complex Projects but a Simple Approach to Business

The foundation for Complex Co was set by recently passed MBA Life Member, John Haskins, in 1958 when he formed his civil construction business, John Haskins & Staff.

John was President of MBA ACT 1993–1998 and for two interim periods in 1999 and 2013–2014. John was recognised with the Member of the Order of Australia medal (AM) in 2009. The medal was awarded for his service to the

building and construction sector through executive roles with industry organisations, and to the community.

Following John’s passing last year, Master Builders ACT introduced the John Haskins AM Award which will be bestowed annually to a deserving member of the ACT construction industry who has shown exceptional leadership qualities and provided a substaintial contribution to the industry.

John’s son Mark went on to start his own company with business partner Peter Hawkins. While the company name may be different from John’s, both businesses shared the same passion for civil construction and an emphasis on comradrie and community.

In 2019, Mark’s sons, Lachlan and Matthew Haskins, took over Complex Co. Since then, Lachlan and Matthew have led the company to deliver many award-winning projects.

A BRAVE NEW WORLD for Industrial Relations

The introduction and passing of amendments to the Fair Work Act 2009 (Cth) at the end of 2022 saw a seismic shift in the industrial relations landscape, ending over 30 years of bipartisan support for core elements of Australia’s industrial relations system. The ‘Secure Jobs, Better Pay’ legislation was sold to the general public as being necessary to get wages moving, but was unfortunately, from our perspective, rushed through the Federal Parliament with a lack of scrutiny and poor consultation. The legislative changes that impact the building and construction sector are outlined in detail in this article, noting there are various commencement dates. There are further industrial relations legislative changes expected throughout 2023; members will be kept updated with those developments as and when they occur.

ALREADY UNDERWAY

When the legislation passed, some key elements commenced immediately. They are:

> Contract terms that prevent employees from disclosing their pay are now prohibited (the ‘pay secrecy’ laws).

> Breastfeeding, gender identity and intersex status have become protected attributes.

> Zombie agreements are now sunsetted.

> The process for initiating bargaining has changed.

> The Fair Work Commission (FWC) can now address errors in enterprise agreements.

Abolishing the Australian Building and Construction Commission (ABCC) was an election promise of the Albanese Labor Government, and this officially occurred on 6 February 2023. This means that for the first time in almost 25 years, there is no construction specific industrial relations laws, nor is there a dedicated construction ‘watchdog’. It ultimately means that there is no-one regulating right of entry in the manner the ABCC did. It also means that the security of payment obligations and reporting that you were obliged to complete for the ABCC is no longer required. The Fair Work Ombudsman (FWO) is now the main workplace regulator for all industries and workplaces.

In March 2023, sexual harassment became explicitly prohibited in the Fair Work Act 2009 (Cth), and additional powers were given to the Fair Work Commission to deal with matters concerning sexual harassment. Employers can now be held vicariously liable for sexual harassment that occurs ‘in connection with work’ – a very broad definition. Members are encouraged to review their policies and procedures on preventing and managing sexual harassment in the workplace.

MORE TO COME

The next tranche of amendments will take effect in June 2023. This is when significant changes to multi-employer bargaining will come into effect, the Better Off Overall Test (BOOT) will change to be applied more flexibly and on a ‘global’ basis, and the Fair Work Commission will be able to deal with disputes relating to requests for flexible work and requests for unpaid parental leave.

From 1 Feburary 2023, employees of non-small business employers, will have access to 10 days paid family and domestic violence leave per year, as part of the National Employment Standards. These days are available in full (i.e. they don’t accrue), and they don’t carry over from year to year. Employees of small business employers will have access to this from 1 August 2023.

United Leadership Across the Manteena Group

Lou Agnello joined Manteena as a Site Supervisor in 1981, only two years after the company was founded. Now, 42 years on, Lou is a Director and Senior Construction Manager with Manteena Security.

Lou not only carries out executive management duties for the company, but also provides construction management support to both project managers and site supervisors. Lou has gathered a wealth of experience in construction, and he is proactive about sharing his knowledge with the next generation of builders, including his two sons, Simon and Danny.

Simon joined Manteena in 1997, starting out as a labourer before working his way up the building site ranks—from administration roles to project management positions then into senior management appointments.

In 2007, Simon was promoted to Manager of the Minor Works Division, where he led the activities of the core business unit—a role that later evolved to include larger commercial building projects. Now as a director of Manteena and the Operations Manager of Manteena Commercial, Simon is an astute technical builder who leads by example, imparting buildability and construction ingenuity knowledge for the betterment of his clients’ projects. As a leader, he openly shares his experience through the mentoring of junior staff and as a collaborative partner with his clients. Simon was instrumental in the implementation of the Draft72 program for Building Construction Wellness for Manteena employees—a wholistic program of physical, mental, emotional, social and spiritual health.

Danny joined Manteena in 2001 and, like Simon, he began his career as a labourer before taking up the role of Project Administrator, working in both the security and commercial divisions. Progressing through to Project Manager, Danny worked on some significant projects such as the National Gallery of Australia New Look and the James Turrell Skyspace Within without. Danny is now a Director and Operations Manager of Manteena Residential. In this role, he led the company to win House of the Year at the 2021 Master Builders and Asset Construction Hire Excellence Awards. Manteena Residential was also awarded National Residential Master Builder of the Year at the 2021 National Excellence in Building

& Construction Awards. Danny also employs the 2022 MBA Group Training Apprentice of the Year, Mitchell Gatenby, who you can read more about on page 42.

The Manteena team are passionate about people: mentoring team members, supporting health and wellbeing, promoting from within and giving back to the Canberra community. This year the Manteena team raised money for Soldier On by completing the March On Challenge, which involved walking/ running 96 kilometres across the month of March. Manteena is a Platinum Pledge Partner of Soldier On because of their passion for helping veterans in the community.

Manteena also works with Roundabout Canberra who provide safe, high quality and essential baby and children’s items to families in need. The team collects donations at their office, as well as occasionally assisting with cleaning and sorting donations.

Manteena is continuing to grow and earn well-deserved recognition in the industry, including recently being awarded 2022 National Large Construction Business of the Year at the Master Builders Australia Excellence in Building Awards. With Lou, Simon, and Danny united with the other Directors at Manteena, their collective leadership will drive the success of the entire Manteena Group for years to come.

Meet the 2022 Apprentice of the Year

In February this year, Mitchell Gatenby from Manteena Residential was awarded the title of 2022 Apprentice of the Year, presented by the Training Fund Authority. The MBA Carpentry Training team commended Mitchell’s, ‘unwavering dedication to becoming a great Carpenter.’

The Trainers also noted, ‘Mitchell’s passion is apparent in his natural curiosity about all facets of carpentry and his willingness to find further information beyond the initial scope of work to achieve the best possible outcome every time he undertakes a project. He has impressed all the trainers here at MBA with his knowledge and understanding of carpentry, building and construction.’

We chatted with Mitchell to find out more about MBA Group Training’s 2022 Apprentice of the Year.

Q. HOW DID YOU FEEL WHEN YOU WON 2022 APPRENTICE OF THE YEAR?

MG: I felt very honoured and grateful: You dont go into an apprenticeship hoping to win Apprentice of the Year, so its great to know that the effort put in over the last few years, by myself and all the other finalists, was noticed. All the nominees are very deserving, especially Frazer Burns, who I work with at Manteena.

Q. WHAT MADE YOU DECIDE TO GET INTO THE CONSTRUCTION INDUSTRY?

MG: I wanted to learn new skills and understand the building and construction industry. I’ve always enjoyed making and creating things and being busy in general. I also like the physicality of the job and getting to work outdoors.

I prefer the finer detailed work of carpentry, crafting feature pieces, and the unique things most tradespeople don’t get to do very often.

I worked on a job in Deakin where I was installing a chevron pattern engineered timber floor. It was very detailed work that carried through from the front door, down the main hallway, down a set of stairs and into the sunken lounge. I was so proud of working on that project and it’s that kind of detailed craftmanship that attracted me to the trade.

Q. WHAT ARE SOME OF THE HIGHLIGHTS FROM YOUR APPRENTICESHIP?

MG: One of the highlights from my training was the advanced roof project. I loved the complexity of the maths behind it and how it wasn’t a straightforward project. But once you understood where each part fit in, it was a very satisfying little project.

Q. ASIDE FROM THE REQUIRED COURSE MATERIAL, WHAT’S THE MOST IMPORTANT THING YOU’VE LEARNT FROM THE MBA TRAINERS?

MG: Being on time is a big thing. It’s crucial in this industry, and shows that you’re keen and willing to work.

Also, ask questions! I remember my trainer Ben saying to the class in first year, ‘we’re in the building game, not the guessing game’.

It’s okay to admit you don’t know and to ask for help. Asking questions also helps you to get a better understanding of what someone is asking you to do and can help you problem solve before things go too far, or pick something up they may have left out.

Q. WHAT’S THE BEST CAREER ADVICE YOU’VE EVER RECEIVED?

MG: I’ve received a lot of great advice because I work with really knowledgeable tradespeople, including the quote about asking questions. But a good piece of advice I got given recently was ‘Always carry a tape measure, because someone will always ask you to measure something when you’re walking around onsite’ and it’s true!

Events Wrap-Up: 2022 MBA Group Training Apprentice Awards

Daniel McCaullife received the award for Outstanding Certificate IV student for his work in the Certificate IV in Building and Construction course. Daniel was commended for his excellent course work, his enthusiasm for learning and his insightful contributions to class discussions.

The MBA GT Trainers highlighted that, at every stage, an apprenticeship is no easy task. Apprentices frequently work in unfamiliar territory, balance a tight and often chaotic schedule and are working on developing their skills. They are constantly shifting from learning new theory and completing assessments to prioritising work, health and safety, and completing tasks for paying clients under the mentorship of their supervisor.

MBA Group Training (GT) hosted the 2022 Apprentice Awards on Friday 10 February 2023. Over 120 apprentices, guests and sponsors gathered at the Master Builders ACT Workshop in Fyshwick to celebrate the up-and-coming talent in carpentry. Three finalists and one winner were chosen from each Certificate III in Carpentry class for their notable dedication to training. The Class Winners included Grant Paxton, William Clode, Ben Burnell, Michael Cole, Joshua Jenkins, Mackenzie Carman, Aemon Mesman and Joshua Allen.

Kam Yeung Yip (Sako) was the overall winner of the Stage 1 Award, Jack McCallion was for the Stage 2 Award and Mitchell Gatenby was the overall winner of Stage 3 and he was given the honour of 2022 MBA Apprentice of the Year.

Mitchell was chosen as the Apprentice of the Year because of his genuine passion for carpentry, great work ethic and willingness to consider multiple solutions when problemsolving. You can read more about Mitchell on page 42.

All attendees were able to appreciate the positive mentality and solid work ethic of the apprentices in attendance, as well as the strong support network of colleagues, industry professionals and loved ones needed to support them through these years of growth.

Several sponsors also attended to give their support. Thanks to Bosch, Makita and Total Tools Fyshwick, twelve apprentices walked away with lucky door prizes, including a range of tools, tool bags, a heated jacket, a site box and other great equipment.

The evening was a welcome chance for everyone to relax and appreciate the fruits of their labour while enjoying a delicious dinner from Meraki Eats, Mr. Papa and Alex the Pizza Guy, as well as music from the talented Bill Olson.

Congratulations to the winners and finalists who were celebrated on the night; the future of the construction industry is looking very bright.

HERE COMES THE SONS with Porreca Constructions

Mark Porreca established the residential building company, Porreca Constructions, in the 1990s, shortly after beginning his career in the ACT residential building sector. Porreca Constructions deliver new homes, knockdown rebuilds and other speciality residential projects. Considering Mark’s obvious passion for the construction industry, it may come as a surprise to learn that carpentry was the second trade Mark mastered.

Mark left school at an early age to complete a butchery apprenticeship in his hometown of Narooma. Though he loved the butchery trade and appreciated the great work ethic it instilled in him, Mark was drawn to construction.

In the late 80s, Mark left butchery to begin working with his uncle, Silvio Porreca, who affectionately nicknamed him the ‘wood butcher’. Silvio was a Canberra-based bricklayer and a jack of all trades who mentored Mark through building projects and throughout his carpentry apprenticeship.

Mark’s hard work paid off and his exceptional skills and attitude were recognised when he became MBA Group Training’s Apprentice of the Year in 1990.

Mark established himself as a reputable builder and, as his family grew, he shared his passion for construction with his sons, Aaron, Andrew and Justin.

Mark’s sons shadowed him at work from a young age and Mark took care to show the boys what was involved in various projects. Mark had a knack for mentorship and consistently endeavoured to support tradesmen at the start of their careers. He afforded many young tradies the opportunity to enter the industry and grow at Porreca Constructions. Most of the tradies that started with Mark at that time have now been working successfully in the industry for many years. The network of support, dedication and skill that Mark gave to others in the industry had a large impact on all involved, especially his sons.

In 2015, Aaron, Andrew and Justin re-opened Porreca Constructions after the company paused operations. Prior to deciding to continue their father’s legacy, Aaron completed a bachelor’s degree in Building and Construction Management at the University of Canberra, and Andrew and Justin earned their Certificate III in Carpentry through MBA Group Training.

Mark commented, ‘I am very proud of my boys following in my footsteps. After the early years of them shadowing me and taking the time to learn about the industry, it’s great to see their hard work paying off.’

Aaron, Andrew and Justin recognised that the opportunity to run a family business and manage their own work was incredibly valuable, especially with the strong reputation that their father built in the industry. Mark taught them that the ACT construction industry can provide a very rewarding career if you are willing to take calculated risks, back yourself and work hard.

Under Aaron, Andrew and Justin’s ownership, Porreca Constructions has recently expanded to include terrace and townhouse projects. Like their father, the three men prioritise providing quality, affordable housing to Canberrans. With that goal in mind, the Porreca family are particularly proud of their work in Ginninderry and South Jerrabomberra. With a family mindset at the heart of operations, Porreca Constructions will continue to build beautiful homes for Canberrans for many more decades to come.

There’s No Place Like Home WITH PICHELMANN CUSTOM BUILDING SERVICES

Parry and Meike Pichelmann started Pichelmann Custom Building Services in 2005 after many years working in the residential sector, including working together for over ten years as a bathroom renovation team. Together, they have created a company founded on high-quality craftmanship, outstanding service and strong family values.

Parry discovered his enthusiasm for construction while completing a plumbing apprenticeship that started in the Australian Army and finished locally in Canberra. In contrast, Meike was destined to run a successful construction business after growing up watching her parents run their own plumbing company in Germany, where Meike earned her qualification as a Master Plumber.

In a twist of fate, Parry who was chosen to represent Australia at the International Vocational Skill Olympics in Osaka, Japan in 1985, met Meike, who was competing on behalf of Germany. At this stage, Pichelmann Custom Building Services was still two decades away, but the foundation of an unwavering passion for quality in construction was well and truly evident.

In 2017, the Pichelmann’s leadership team was expanded when Eugene Haigh and Tom Argaet became company directors.

For Eugene, this position was like returning home. He completed his apprenticeship and early years in the industry with Pichelmann Custom Building Services from 2006 until he started his own company in 2015.

Similarly, Tom started his apprenticeship with Pichelmann Custom Building Services in 2010 before deciding to venture off and start his own company. Like Meike, Tom is the second generation in his family to go into construction. Tom’s father worked as a stonemason, so Tom caught the construction bug at an early age. Even with his own company, Tom continued to complete the occasional project for Pichelmann’s until he was drawn back full-time in 2017.

Eugene and Tom were drawn back to Pichelmann Custom Building Services because of a mutual passion for quality carpentry as well as a deep respect for the company culture created by Parry and Meike.

Now, Parry and Meike’s daughter Lilly has also completed her apprenticeship in carpentry with the team, making her the third generation in Meike’s family to work in the construction industry. In 2020 Pichelmann added a maintenance & minor works arm to the business. Third generation carpenter and long time employee Steve Swift came on board as a director. Steve’s values and experience fit perfectly with the team, and he leads the maintenance and minor works crew with passion for unwavering customer service.

Despite the many awards under their belt and being featured in Open Homes Australia, the Pichelmann team are still more at home volunteering for BlazeAid, helping communities rebuild after bushfires, than they are in the spotlight. Their passion for training apprentices, and their great company culture will keep this team in good stead for even more generations to come.

The four generations of the Leemhuis family have all experienced being an apprentice over the years, which is a great example of the value of training. A great appreciation for high-quality training is a shared value between the Leemhuis family and the Training Fund Authority.

Brodie Leemhuis is the fourth generation in his family to go into the construction industry. Brodie commenced his Certificate III in Carpentry training with MBA Group Training this year. The Training Fund Authority have an important role in this process, through providing employer incentives for eligible apprentices in the 1st year of their apprenticeship.

The Training Fund Authority aims to create a more skilled workforce by increasing training opportunities through a number of valuable incentives including for the employers of apprentices. Training Fund Authority Liaison Officer, Mick Doyle, explains, ‘One of the great parts of my role is getting out onsite and talking to employers about the incentives available to them. I’m here to help industry members understand how to access these incentives and the ones that are applicable to them.’

Funding that the Authority receives is put back into the building and construction industry to strengthen local skills and training, ensuring workers have the skills to take advantage of the jobs available in the construction sectors.

O’Neill and Brown Group’s DEEP ROOTS IN CANBERRA’S HISTORY

O’Neill and Brown Group is a family-owned business that has been operating in the Canberra Region for 54 years. The company began in Queanbeyan in 1960 as a partnership between plumbers Pat O’Neill and Tom Brown, specialising in residential projects.

In 1963, Pat and Tom took on their first apprentice, Tony Pantano, who went on to become the Managing Director of the company. On 8 May, 1969 the partnership created by Pat and Tom was incorporated into O’Neill and Brown Plumbing Company Pty Ltd. Sadly, Tom Brown unexpectedly passed away shortly thereafter, but Pat and Tony were determined to continue the vision the team had in the company’s early days.

O’Neill and Brown Plumbing Company’s first major project was a block of flats near the Lyneham Shops in Belconnen, resulting in work all over the ACT region, including early homes in Downer and on some of the early buildings at the Australian National University.

In 1977, O’Neill and Brown Plumbing Company won their first major commercial contract with Civil and Civic (now Lendlease Construction Pty Ltd) for the plumbing and drainage of Stage 2 of Woden Plaza. The contract was awarded personally by Mr. Dick Dusseldorp, the founder of Lendlease.

Upon successful completion of the Woden Plaza, O’Neill and Brown Plumbing Company began to establish itself as a major commercial plumbing and drainage contractor, with its reputation growing with each project. O’Neill and Brown Plumbing Company were then awarded six sections (over half) of the New Parliament House Project, a project which to this day remains the largest in the ACT region.

Now the next generation is leading the way with Tony’s son, Robert Pantano, now Managing Director along with Jeff Gare. Today, the plumbing company specialises primarily in commercial plumbing and drainage, but O’Neill & Brown have also expanded to add O’Neill & Brown Fire Service and O’Neill

Much of the company’s success over the years has been due to extensive employee training, a hands-on management approach with and a high degree of staff loyalty. Tony Pantano once attributed the company’s success to staff input saying, ‘Every successful business is built on good employer-employee relationships. Our business is a team effort. Most of our crew have been with us for over 10 years. We have had three generations of one family working here.’

The sense of family, camaraderie and community has stayed with the company throughout its five decades of operation. O’Neill & Brown Plumbing Company co-founded the Menslink/GEOCON Stairclimb, which raises funds for the valuable services offered by Menslink. Thinking about how the event came about, Ray Burke (O’Neill & Brown Plumbing Company’s Construction Manager) says, ‘While construction was underway for High Society (currently the tallest building in Canberra) the plumbers would run the stairs and record their times in the site office. This fostered a positive site culture and some healthy competition. GEOCON became aware of our plumbers running the stairs and supported the activity hence the Menslink/GEOCON Annual Stairclimb was born.’

O’Neill & Brown Group (Plumbing, Fire & Electrical) are also partnering up with the Federal Golf Club and Vinnies Australia to deliver the inaugural O’Neill & Brown Sleepin’ Rough Invitational this year. This event was created to raise awareness and much-needed funds to help fight the ongoing issue of homelessness in the

Canberra region. Robert Pantano says of the event: “This new golf event is about bringing this issue to the front of people’s minds and asking for their support to help these families that are struggling in our very own backyard.”

Champions in the Industry THE KEREC FAMILY

In 1996, Ludvig (Lud) Kerec and his son, Andrew, started Renaissance Homes: a residential building company with the purpose of delivering high-quality homes for Canberra residents. For the father and son team, building was in their DNA, Andrew explained, ‘My grandfather (also Ludvig Kerec) immigrated to Australia in the late 1940’s as a stone mason with my grandma and very infant dad. They had to stay in the Cowra Camps while my grandfather worked to pay his government debt (the fare over).’

There was a special connection for Andrew and his father from the start of their business, Andrew said, ‘Renaissance Homes’ first ever contract and project win in 1996 was for an extension to a beautiful rural property out on Mountain Creek Road. It had a wing completed in natural stone walls. About halfway through the build, the clients showed me a photo of the stone mason building that section of the home – it was my grandfather. Unbelievable and a very emotional start to my building career.’

In early 2010, Lud was in a terrible accident during which he was knocked off his bike by another cyclist. The resulting damage to his spinal cord rendered Lud a complete C5 quadriplegic. Andrew explains, ‘My great mate, business partner and Dad was hit by another cyclist travelling at speed around a blind corner on the wrong side of a Canberra bike path - with both of them coming off their bikes. There were no apparent physical injuries to either of them apart from a few scratches. The other cyclist got up. Dad didn’t.’ Lud’s helmet strap caught on something in the collision and caused a dislocation of his spine around the C5/C6 vertebrae.

Andrews says of that difficult time, ‘With magnificent and cherished staff, the company got through the very tough years that followed, with dad being transferred to Sydney for surgery, treatment and rehabilitation.’

Before the accident Lud was an athletic 61-year-old who had recently completed the Canberra Half Ironman (1.9km swim, 90km bike ride, 21.1km run) and was training for the full Ironman until his accident occurred a week prior to the event.

But Andrew explains that his father hasn’t let the accident get in the way of his athletic pursuits. Living with a quadriplegic has become my family’s new “normal”. Dad has been fishing in the Northern Territory multiple times. Boating, cycling, camping, four-wheel driving.’

During 2010, while modifying their own home to create a safe, comfortable space for Lud to recuperate in, Andrew and his wife, Jodie, discovered Canberra’s need for a company that specialised in creating accessible housing. Andrew says of the process, ‘We were lucky. Most aren’t so fortunate. This experience opened our eyes to just how many members of our community are stuck in hospitals, care facilities or makedo accommodation while they wait for new housing or home modifications—years in many cases. This is often accompanied by astronomical costs and disputes with insurance companies.’

Andrew has dedicated his life to delivering outstanding residences and raising funds for valuable community organisations. Andrew explains, ‘I gave my dad a pep talk during a particularly tough time shortly after his accident and I promised him that if he got himself out of hospital, made it back to the Northern Territory on a fishing trip, caught a fish and shared a beer with the Whatley’s on Pococks Beach in Kakadu.. that I would ride my mountain bike from Canberra to Darwin. He kept up his end of the deal, so I had to do the same—and the idea of the Canberra to Humpty Doo 5551km Spine Tingling Ride was born and then achieved in 2017.’ Andrew has raised approximately $130,000 for Hartley Lifecare, Spinal Cure Australia and Livable Housing Australia. This money will go towards spinal cord injury research and high physical disability support, care and respite services.

Andrew will be completing the 6820km Spine Tingling Ride in 2023, with all the money raised going straight to charity as the ride costs are again covered by the Kerec family.

Andrew and Lud are examples of the true champions in our industry who are using their skills and experience to create change in the community.

EVENTS WRAP-UP:

Professionals from across the industry gathered to celebrate the launch of the 2023 Master Builders and Asset Construction Hire Excellence Awards on Thursday 2 February 2023. More than sixty sponsors and MBA members enjoyed the launch, which was also the first event held at Asset Construction Hire’s impressive new depot on Cessnock Street.

After a warm welcome from MBA President, Frank Porreca, MBA ACT CEO, Michael Hopkins, took to the stage with Asset Construction Hire Director, Darrell Leemhuis. Michael and Darrell presented an informed discussion on the opportunities for growth currently available in the construction industry. Standing in the polished new warehouse, amid a huge range of neatly organised tools and equipment, it was easy to believe Darrell’s advice that there are bright opportunities available in the construction industry for those who are willing to work hard. The focus of the discussion then turned to the contributions that the Excellence Awards have provided to the construction industry. It was noted that the awards are an invaluable asset because they allow professionals from all sectors to showcase their achievements. Commitment to quality workmanship in all forms is rewarded, with categories dedicated to residential, commercial, civil and subcontractor projects, as well as individual, work health and safety, and sustainable construction achievements.

Not only does the application process give entrants the opportunity to step back and take the time to appreciate the results of their planning, skill and effort, but it also prompts them to investigate and acknowledge the contributions of their colleagues, which improves internal and external relationships. It was also pointed out that the media coverage of the finalists’ projects allows industry professionals to draw inspiration from sector leaders. This pushes the growth of the industry in directions with proven success and advertises the high standard of quality that should be expected in all projects. Consumers are also exposed to this coverage, giving them access to nuance techniques, unique ideas and refined skills that would not normally be identified or translated for those outside of the industry. Consumer exposure encourages an appropriate level of appreciation for the skills required in each role and can lead to more interest in building and construction related careers.

The interesting discussion and friendly atmosphere left attendees feeling optimistic towards the prospects for upcoming construction projects and curious about the projects that would be submitted for judging. By the end of the evening, the venue was filled with anticipation for the announcement of the Excellence Awards winners at the ceremony on Friday 1 September 2023.

EVENTS WRAP-UP: MBA International Women’s Day Luncheon

The MBA Women in Construction group hosted the International Women’s Day Luncheon at Gandel Hall in the National Gallery of Australia on Thursday 9 March 2023. Over 250 attendees enjoyed the empowering presentation from Guest Speaker, Erin Molan, during the elegant two-course luncheon.

One of the 2023 themes for International Women’s Day is Embrace Equity—meaning having fair treatment, opportunities, and access for everyone. Erin is a television sports presenter, online safety advocate, broadcaster and journalist but, despite her success, Erin revealed that she has faced more than her fair share of challenges during her career.

The Event MC and MBA ACT Member Services Director, Ashlee Berry, stated that it is vital to acknowledge the existence of advantages and barriers in the workplace, industry and community if we want to achieve equity. To forge positive change we must recognise the gender bias, stereotyping, harassment and other barriers that women face when trying to progress their careers. We must then be committed to

responding appropriately to those barriers. Ashlee advised that working collectively, as men and women, will be the key to ensuring we are not overwhelmed by this goal.

Erin Molan, echoed this sentiment when speaking about her experiences as a female journalist and mother in the very public and male-dominated field of sports reporting. Erin described the many obstacles she has faced, including appalling harassment online and in person. Looking back on her career, Erin advised that the pattern of facing rejection, being persistent, backing herself and receiving the payoff was formative for her current resilience. She said, ‘Be the tenth choice and show them why you should have been the first choice.’

She acknowledged that her support network of family, friends and colleagues have been incredibly important to overcoming her obstacles, especially her sisters and her late father. It is this level of support that the MBA Women in Construction program aims to provide by offering women with an avenue to engage with women and men who actively support the development of their careers.

In keeping with this spirit, all attendees were delighted when CEO of Hands Across Canberra, Peter Gordon, awarded Jo Farrell and Kane Constructions the MBA ACT Building the Community Award. Jo gracefully accepted the surprise award for going above and beyond for the Canberra Community during her work with the Strathnairn Charity House.

SUCCESSION PLANNING

Succession planning should never be an afterthought. The best time to decide your exit plan is when you start the business. If you are already trading, then it is never too early to put plans in place. We see that early succession planning gives business owners the most options for the future.

For family businesses, a good succession plan can be even more important. Do you want the family business to be passed down to the next generation? It is never too early to discuss those plans in detail with everyone involved. If the younger generation does not want to join or stay in the business or industry, what choices would you make differently?

What does a good succession plan look like?

> Early – the earlier you start planning, the more options you have for exit. There may also be training needed for the younger generation to take over the business – exit should be something worked towards as a team over years.

> Realistic – the first step of succession planning is working out what you have now, where you want to be at retirement, and how you are going to get there.

> Inclusive – there is no point planning for your kids to take over the business if they are not involved in that conversation.

> Flexible – succession planning, both personal and business, is working towards a goal but also planning for the unexpected. A good plan should be able to adapt to unexpected events.

> In writing – have the key milestones documented or in a diagram that everyone has seen and can refer back to when things change.

EXAMPLE

Parents Jack and Jill Hill own JJH Building Co. They also own multiple commercial properties, one which is leased to the business. Their 3 kids Anne, Bob and Calum all work in the business. Jack and Jill have always assumed that the 3 kids would take over the business when they are ready to retire. Unfortunately, due to some unexpected ill health, they need to leave the business about 5 years earlier than originally planned.

The scenarios for Jack and Jill look very different when they have good succession plans in place, compared to if they don’t.

Good succession and estate planning

> Jack and Jill got financial and legal advice before buying their properties. They have in place structures to maximise the tax effectiveness of their investments.

> About 10 years before their planned retirement, Jack and Jill started discussions with their 3 kids about taking over the business.

> From those discussions, they discover that Anne and Calum are keen to keep working at JJH but don’t feel they have the skills to run the business. Bob is planning to leave the industry to become a chef.

> Jack and Jill put in place some training plans for Anne and Calum, and by the time they are ready to retire they make a gradual transition out of the business and Anne and Calum take over.

> Bob will receive a small share in the business so he can receive a share of profits or be bought out by his siblings.

> Jack and Jill have enough resources to support them in retirement and old age.

> Jack and Jill can equally split their assets between the kids when they have both died, because the business was effectively transferred while Jack and Jill are still active.

No estate planning or formal succession plan

> Jack and Jill own the business and all their properties in their own names.

> They both intend to keep getting around to getting wills and powers of attorney done, but are both so busy in the business.

> Both Jack and Jill assume that the 3 kids will take over. They have never had that discussion with them though.

> When Jill gets sick, they look to the kids to step up and take over the business. They are surprised when Bob leaves shortly afterwards, leaving them to fill a key position at short notice.

> Anne and Calum start managing the business, but they both find it stressful and it impacts on their relationship. Neither has financial management experience or training, and this leads to the business dropping in profitability.

> Jill did the books and was the only signatory on some of the accounts. Anne and Calum can’t pay wages one fortnight when Jill is having surgery.

> When both Jack and Jill pass away, the 3 kids have a very expensive dispute about how to divide their parents’ assets. Anne and Calum feel they should get more than Bob, because of all the stress they had in trying to keep the business going.

Like Daughter, Like Father WITH TEMPERLEY HOMES

Carly Dewey established Temperley Homes in 2011, after spending several years working for subcontractors whilst studying for her builder’s licence. Today, Carly has a team working with her to deliver residential projects. The team includes her dad, Joe Tominac, and her grandfather, Joe Senior. Carly was exposed to the building and construction industry from a young age, with her Dad Joe an electrician and all-round handyman. “Dad said to me we need a licence

in the family”, said Carly. “So I went and got it. It felt like a natural career path for me after being in and around the industry for as long as I could remember.”

The name, Temperley Homes, was inspired by the street that Carly lived on when she was younger. Temperley Homes has created beautiful and functional spaces for many years and have recently started offering custom contract homes. Carly said, “Offering contract homes meant

I could branch out and work on different projects. When I first started trading, Dad and I would work closely together, selecting sites and developing them ourselves. His passion is the outside work, so he would take control of the site preparation and excavation. Once the formal decisions need to be made for the design and construction of the interior of the house, that’s my role.”

Joe is still intimately involved with Temperley Homes, with Carly describing their working relationship as a mixture of love and hate, with a lot of yelling and swearing at times. “I have three sons and they often ask why I was fighting with Pop all the time. I’d have to tell them that we’re both so excited and passionate, we’re not fighting, just making decisions.” That is, unless there was a decision or discussion around selections, with Carly suggesting her Dad’s taste in interiors was pretty terrible. At the heart of their fiery discussions, Carly and Joe are figuring out how to harness their passion and differing opinions to deliver the best results for their clients on each project.

Despite often being the only female on a residential construction site, and too frequently being asked where the builder is, Carly’s business and Temperley Homes is thriving. This year, Carly contributed to the Strathnairn Charity House, a partnership between Master Builders ACT and Ginninderry, where vital funds have been raised for Hands Across Canberra and other local charities. The project also aimed to encourage more women to join the construction industry by showcasing the talented women already working in construction. Carly is a perfect example to women that if you have passion and perseverance, you can create your own opportunities in the building and construction industry.

Carly is also kept incredibly busy with her three young children, and her husband just launching his own physiotherapy business.

With no sign of slowing down anytime soon, it will be fantastic to see how Carly’s success will influence generations of talented women to come.

Pouring Their Heart and Soul into the Family Business

Bink Cement Pavers is an integral part of Canberra’s history; having been in operations for 62 years, they are now one of Canberra’s longest running businesses. Jacob Bink founded Bink Cement Pavers in 1961, after the Bink family immigrated from Europe in the early 1950’s.

Soon after the company began, Jacob’s father came onboard with a wealth of construction experience and his brothers helped out along the way. Across six decades of operation, four generations of the Bink family have worked in the company. Now, Jacob’s sons, David and John, run the business. David says of the early days of the business ‘Our first products were storm water pipes and pre-cast steps and pavers supplying products into the growing Weston Creek and Woden areas.’

David looks back at the rich history his family has in the Canberra region and comments on being one of the key businesses to develop Canberra, ‘Someone had to do it, but it’s an honour to have my family be such an integral part of Canberra’s establishment.’ One of the most recent iconic Canberra projects the team was involved in was the Canberra Light Rail, having delivered the outstanding paving for the project. Over the years they have also supplied the paving for the Belconnen, Gungahlin and Tuggeranong town centres.

CIVIL CONTRACTORS FEDERATION UPDATE:

The Key Priority Areas for the Next 12 Months

The Civil Contractors Federation (CCF) National Board met in Canberra in late February to map out CCF’s key activities and priorities for the next 12 months.

The meeting reinforced CCF National’s six policy pillars and the ongoing advocacy efforts of the national office in executing the policy agenda with the federal government, industry, the media and the community.

The six policy pillars are:

> Infrastructure Investment

> Industry Sustainability

> Industrial Relations

> Environmental Sustainability

> Workforce

> Procurement

As a part of the CCF National Board meeting, a joint breakfast meeting between the CCF National and the CCF ACT Boards was organised. The meeting highlighted that many of the challenges being experienced by contractors in the ACT are also being felt right across the nation, including industrial relations issues, skill shortages and procurement reform.

CCF has used its 2023/2024 pre-budget submission to call for a sustained growth in infrastructure investment, and for Government to bring to market more small to mid-size contracts to better utilise additional capacity among tier 2 and tier 3 contractors and encourage ongoing procurement reform to maximise the economic and social benefits of governments’ infrastructure spend.

The 2023-2024 Federal Budget will be handed down on Tuesday 9 May 2023.

Recently, CCF ACT has been very busy connecting with Government and Authority representative’s actively advocating on several issues on behalf of the local Civil Construction Industry.

At its first Executive meeting the CCF ACT Board hosted Stan Robb from Icon Water to discuss delays with Icon Water approvals.

CCF ACT has reinvigorated the Safety and Tender reform committees with Major Projects Canberra (MPC). Both meeting in February for the first time in years.

At the Members meeting, we hosted Jacqueline Agius, WHS Commissioner of WorkSafe ACT who generously provided her time in presenting and talking about the recently formed Civil Construction arm of WorkSafe ACT, allowing members to bring up issues directly with the Commissioner. It was a

positive, open, frank and informative discussion. An outcome of the meeting was the Commissioner taking the issue of Notice reporting in Tenders and their interpretation up with MPC.

Advocacy, then continued with the first MPC roundtable meeting for the year, discussions centered around the pipeline of work and the current lack of opportunities for most of our members. It was encouraging to have MPC raise the use of WorkSafe notices in tender reviews, obviously the Commissioner had followed through on her commitment. CCF raised the issue of what appears to be a non-collaborative culture being prominent in administering contracts, this view has been taken up by MPC and is now being discussed.

The 2023 SPARK Women in Civil program is underway, with two additional contractors taking advantage of this great initiative for the first time this year. The companies involved are Huon Contractors, Wodens, Guideline ACT, Complex Co, Cord Civil, Canberra Contractors, BMD Group and Chincivil.

The next members meeting is 17th May 2023; attend and catch up on what your association is doing and help influence the advocacy that industry needs.

Finally, the ACT’s Civil Construction Industry’s night of nights, the 2023 CCF ACT Earth Awards are on the 2nd June. Book a table, this is our opportunity to catch up and celebrate the achievements of a great local industry. Look forward to seeing you there.
