The City's new trash cart program is now fully in operation. This summer, residents received roughly 9,000 new trash carts for the first time in the First City of Kansas. Those who wished to continue using trash bags have been allowed to opt out. This entire program was paid using a federal grant program at no additional fee increase and no tax increases for Leavenworth residents. The goal of the program was to help clean up neighborhoods, respond to years of requests from residents, and to streamline work for our refuse collection team.

We are now several months into the new transportation program, RideLV, providing $2 rides to anywhere in the City. This project is operated by the Guidance Center and runs 8 a.m. to 5 p.m. weekdays. Ridership has been steadily growing with an average of about 300 rides weekly. Top locations include grocery stores, medical offices, the Leavenworth Public Library and many other places of work.

I’m happy to announce Leavenworth's Big Brothers and Big Sisters Mentoring Program is up and running. Our first match took place on August 7, 2023.
The Hawthorn Park Splash Pad officially opened in May and has provided a nocost option for children and families to cool off during one of the hottest summers on record.

As we write this article, the City Commission is finalizing adoption of the annual budget for the year 2024, scheduled to be approved after a public hearing August 22. The proposed budget includes a 2.689 drop in the local mill levy while maintaining service levels. It also includes the 5-Year Capital Improvements Project funding for
Work for the City of Leavenworth’s pavement management program is scheduled to begin in August. The 2023 budget invests $1.8 million into major repairs of city streets.
Work includes three phases:
1) Mill and overlay, in which 2” of driving surface is scraped away or “milled” from the road and replaced with a 2-inch asphalt overlay.
2) Crack sealing and microsurfacing, in which thin surface material is added to the top of the driving surface.
3) Replacement of one City-owned parking lot is done each year. In 2022, the City replaced and repaired the Leavenworth Public Library parking lot. In 2023, the lot scheduled for replacement is on the east side of City Hall. Work will include tearing out concrete and adding new storm drainage, landscaping and repaving lot.

City trash pickup services fully switched to trash cart pickup with the new trash rules July 31. Use of trash carts remains optional.
In July, vendors delivered more than 9,100 trash carts to Leavenworth households. Residents have the option of choosing not to use the trash carts, even if they have been delivered a trash cart.
To use the trash cart, please place trash in a trash bag and put it in the cart. Place the cart with the handle facing toward the street. (see photo) Regular trash collection begins at 6:30 a.m. during summer months.

Some of the new rules for trash pickup include:
All items, except bundles of sticks and tires, must be contained within trash bags, brown lawn bags or a Cityprovided trash cart. No loose items will be collected outside of the trash cart. The only hard-sided container permitted are the trash carts provided by the City of Leavenworth. The City will pick up trash bags weighing 60 pounds or
less. Bags over 60 pounds will not be collected. Please ensure bags can support the items placed inside. Miscellaneous bags like plastic grocery or dog food bags will not be picked up. Do not put items in the bag that will rip, tear, cut or puncture the bag. Any messes will be the resident's responsibility.
Cardboard boxes: Cardboard should be broken down and placed into bags, trash cart, or taken to the Recycling Center. Boxes not contained within bags or trash carts will not be collected. City trash service is set up to handle regular weekly household trash. We are not set up to handle large cleanout piles on trash day. Large clean-out piles are not considered regular household trash and therefore will not be collected.
The Leavenworth Recycling Center, 1720 Lawrence Avenue, is open 8:30 a.m. to 12:30 p.m. Tuesday through Saturday. The Recycling Center accepts cardboard boxes, certain types of plastic, tin and aluminum cans, car batteries, electronics and many other items to help reduce the amount of trash in your new trash cart.
The City of Leavenworth is an entitlement city which receives Community Development Block Grant (CDBG) funds from U.S. Department of Housing and Urban Development (HUD). CDBG funds must meet a national objective and stay within the corporate bounds of the City. CDBG funded programs are subject to HUD guidelines. Community Development staff operate and administer the City's CDBG funded programs.
The City of Leavenworth Home Ownership Program can provide up to $8,000 in CDBG funding for qualified applicants to purchase a home within Leavenworth city limits. Applicants must be within the HUD income limits to qualify.
Leavenworth is comprised of more than 50 percent rental properties. The Home Ownership Program benefits the community by encouraging a long-term investment in Leavenworth and helps low to moderate income families lower their housing costs when purchasing a home. At closing, a lien must be signed stating the buyer will reside in the home and not change title for five years. At the end of the five years, the lien is released and no funds are owed. Throughout the process, the City’s Community Development Coordinator works closely with the purchasing realtor, the lender, and the applicant. Qualifying for the program begins with completing the Home Ownership Program application and calling the Community Development Coordinator to make an appointment for submission. The Home Repair Program benefits low to moderate income homeowners with safe, healthy, and sustainable housing. Qualifying minor repairs or replacement may include, but are not limited to, HVAC, roofing, plumbing, electrical and water heater. This program does not replace windows.

City staff joined Leavenworth Main Street and business owners this summer for a tour of downtown with Kansas Main Street Design Specialist Robert McLaughlin in the summer of 2023. Business owners learned preservation tips on downtown buildings including positioning of windows, removing paint from bricks and safe types of paint to use on murals.
• If you have a monitored alarm system in your home or business you are required to purchase an alarm permit. The fee is $15 per year. Should you have a false alarm and your system is not registered a false alarm fee will be assessed to you. If you selfmonitor, no alarm permit is needed.
• All establishments serving food and alcoholic drinks are required to have a Health Permit at a cost of $100 annual fee.
• All Employees working at any Food Establishment and/or Drinking Establishment must obtain a Food Handler Permit. Online classes are available at www.statefoodsafety.com. The fee is $20.
• Massage Establishments - New Business $300 and Renewals $150.
• Distribution of flyers door to door requires a permit.
• Door to door solicitors are required to obtain a permit. If you have a solicitor at your door, ask to see their city permit. They are required to wear the permit in such a way to be conspicuous at all times. The permit is a badge with the individuals picture, name and approved days to solicit. Political, religious and certain other groups are exempt from requiring a permit for solicitation and distribution of door to door flyers. The fourth annual Camp Leavenworth is a free twoday festival which invites everyone to discover the wonders of Leavenworth. Several local and regional musical acts will perform. Camp Leavenworth will feature Friday night fireworks, family activities, 5K run/walk, craft fair including local vendors and unique experiences around our historic downtown — people will see how much fun it is to break out from the ordinary and live life free. Leave it to Kansas to throw a shindig as adventurous as this.

Legacy Trees - The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. Through this program, old trees are replaced and new areas rejuvenated. All contributions to this program are placed in a Park Special Gift Fund and are only used for the planting of Legacy trees. Memorial Benches - Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in Ray Miller Park, Landing Park, or Waggin’ Tails Dog Park. Adopt-A-Park – Looking for a way to make a difference in our community? Consider adopting a Leavenworth city park or other landscaped public area. Riverfront Park Campground – Open April 1 through October 31 - This cozy park beside the Missouri River is the perfect place to relax. The campground offers campsites, a bath house with four private units, a boat ramp, a picnic shelter, and a dump station. Please note that this park is adjacent to active train tracks. Leavenworth Landing Park - This scenic park on the Missouri River by the Riverfront Community Center is available to rent for special occasions. Haymarket Square - An event venue located at 649 Cherokee. The open-air pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this historic depot was restored and remodeled in 1988 as a multifunctional facility. This classic facility provides an ideal atmosphere for all types of special events with picturesque views in Leavenworth Landing Park, located right behind the center.
The Riverview Room - Aptly named for its beautiful views of the majestic Missouri River. It is an elegant room that can host banquets, receptions, weddings, or other special events. It also has an adjoining outdoor patio that overlooks the river.
The Women’s Waiting Room - Adjacent to the Riverview Room, this cozy room has a working fireplace, woodpaneled ceilings, and versatile side doors that can
be opened to access the Riverview Room. The doors may be closed to offer a smaller space with a view of Leavenworth’s historic downtown.
The Men’s Waiting Room - Impressive 30-foot woodpaneled ceilings soar above the original woodwork and fireplace. This lovely room also boasts a river view to the east and historic downtown Leavenworth to the west.
The Activity Room - This small room downstairs by the basketball gym is perfect for kids’ birthday parties, fitness classes, study sessions, and other smaller events.
Room Fees and Deposits – A 4-hour minimum rental, a security deposit, and a $25 service charge are required to reserve a room. Step back into the late 1800s when Fred Harvey was helping tame the west with his train depot restaurants and the Harvey Girls. A lovely lunch is served at the Riverfront Community Center by the Harvey Girls, followed by a brief history of Fred Harvey and the girls. Midwest Autoharp Academy – Our only class for 2023 is October 17-20. $200/full workshop or $50/ day - Intermediate and Advanced Autoharp workshops are offered by instructors Charles Whitmer and Tom Schroeder. Dog Manners and Obedience - $100/dog - Dog trainer Kim Downing will teach you and your four-legged friend the basic commands. Geared for dogs ages 4 months or older. Must be current on vaccinations. This is a 7 week program. The first week is without your dog. For more information visit www.yourbestdog.com. Class is held on Saturdays. Summer session is Aug. 19 – Sept. 30; Fall session is Oct. 7 – Nov. 18.
Glass Fusing for Beginners - $40/person - Join us for a beginner level class and learn all the basics of what glass fusing is. In this class, you will learn multiple techniques, terms, styles of art and more, all while creating a project that is yours to keep. Class is held one Saturday morning each month. General Use – It is the responsibility of the patrons to ensure they have been properly trained before using the fitness equipment. Improper use may cause serious injuries. The City of Leavenworth is not responsible for injuries or gross negligence. All visitors age 16 and older must present ID at check-in at the front desk.
Age Restrictions – 10 and under must be accompanied by a parent/ guardian age 18 or older to enter the community center; 11 and under are not allowed in the
weight room or cardio room or on any fitness equipment; ages 12–14 must be supervised by an adult at all times in the fitness rooms; ages 15-17 must have a signed permission form from the parent; ages 60 and over are advised to consult their physician before beginning any type of fitness regimen.
Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort
Basic Ballroom Dance - $40/single or $60/coupleLearn to Merengue, waltz, country two step, Arizona two step, salsa, and cha-cha dance steps and turns that you can do to almost any type of music. PiYo Live - $5/class or $50/12-punch pass - Join certified instructor Rachel Smith as she combines the musclesculpting, core-firming benefits of Pilates with the strength and flexibility of flowing yoga movements. This class is suitable for all fitness levels. Bring your own mat and plenty of water for this fun class. For teens and adults. Class is held Wednesday evenings at 5:45 p.m. and Saturday mornings at 9 a.m.
Yoga for Women - $5/class – This class will incorporate topics such as Pelvic Floor Health and Yoga for Menopause, as well as including some chair yoga experiences. Classes are Tuesdays and Thursdays at 9 a.m.
Revelation Fitness - Cost is $5 to drop-in. Punch passes are available for purchase. Join certified instructor, Brooke Ross for Revelation Fitness. A faith-based workout that will train your body, mind, and spirit. The format for this class will include a variety of movement styles including choreographed cardio, kickboxing, strength, and flexibility. The use of drumsticks, hand weights and mats will also be incorporated at different times throughout the class. Modifications are shown and encouraged, enabling you to customize your movements to the best benefit of your body. Riverfront Tae Kwon Do - Cost is $55/month for the first family member and $35/month for each additional family member - This popular martial art combines combat techniques, self-defense, sport and exercise. Toddler Tyme - $2/child or $30/20-punch pass - Children ages 5 and under are invited to the gym for open play time. Basketballs, tricycles and other fun toys are provided. Adult supervision required. Offered Mondays, Wednesdays and Fridays from 10 a.m. to noon.
Women and Girls Self Defense – Free - Learn how to protect yourself with instructor Master Peter Rouse. This free program is offered quarterly. Pre-registration is required. Minimum age is 13. Please check our website for dates as they become available.
Stroller Strong Moms - Their mission is to “Sweat Like a Mother” known as SLAM, providing moms a unique, fun, challenging total-body workout. To bring women together, not only as moms, but as athletes who show their children that your body is the greatest instrument you will ever own. Led by Wanda Aviles, each class will include a warm-up, running or walking with fitness stops, core strengthening and stretching to close. Check our website for times or call 913-651-2132. Aquacise - Aquacise tones and sculpts your body with no impact to your joints. This popular water aerobics workout is a swimming blend of cardio and resistance training, and may incorporate resistance tools such as buoyant water weights and noodles. One Aquacise pass is valid for all Aquacise classes. Passes may be purchased at the Riverfront Community Center’s front desk and do not expire. Classes are offered Monday, Wednesday, and Friday mornings at 9 a.m. and afternoons at 1 p.m. Also on Monday and Wednesday evenings at 6 p.m. Cost is $5 per class. Punch passes are also available.
Water Walking - Join Lori Mathews as you discover the benefits of water walking. The water provides resistance, making your muscles work harder to move forward and provides buoyancy, helping reduce strain to your joints. Class is offered Monday, Wednesday, and Friday mornings at 10:05 a.m. Cost is $4 per class or $40 for a 10-punch pass.
American Red Cross Lifeguard Training ClassStudents will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards nonstop using front crawl and breast stroke and retrieve a 10 pound brick from 9 feet of water. Minimum age is 15. American Red Cross Learn-to-Swim Group Lessons
- Certified instructors will teach children, teens and adults in a supportive environment in which to learn and obtain skills. Students must be registered for Tuesday/ Thursday sessions by noon the Friday before the session is scheduled to begin, and by noon on Wednesdays for the Saturday sessions. Cost is $40 per child for residents or $45 per child for non-residents. Families with 3 or more children will pay half-price for the third and subsequent children in the same household. Lap Swim Rules - No one under the age of 14 admitted into the pool during Lap Swim unless authorized by the Aquatic Supervisor. Lap swimmers must be able to swim the length of the pool, unassisted, using the front crawl. Available on a first-come, first-served basis.

Recreation Activity Scholarship Program for City
Residents - Qualifying citizens who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department programs. Applications must be renewed each year by completing a new form and scheduling another appointment for verification and approval.

Labor Day Tennis Tournament - The Annual Leavenworth Parks and Recreation Labor Day Tennis Tournament will be held the Saturday, Sunday, and Monday of Labor Day each year. This tournament is open to all. Entry fees for singles ($25/event) and doubles ($35/ event). Registration starts July 1, online or in person.
Men’s Basketball League - $345/team - Open to men age 18 and over, or whose high school class has graduated. Current active college players are not eligible to play. Requires a minimum of 4 teams. Season begins in January. Registration is November 15 – December 15 as a team at the Riverfront Community Center.

Mayor’s Holiday Lighted Parade and Tree Lighting: Friday, November 17 – You are cordially invited to attend the annual Mayor’s Holiday Tree Lighting at Haymarket Square. Food and gift vendors will be available starting at 4 p.m. The Holiday Parade will begin at approximately 5:30 p.m. and the official Tree Lighting will be held immediately following the parade.
