Mayor Nancy Bauder Greetings! It is my honor to serve as your Mayor this year. I’m proud to represent the City and the citizens of Leavenworth. With our commissioners, City Manager Paul Kramer and staff, we work to ensure that Leavenworth continues to be a great place to live, work and grow a family. This past year has been tough with the pandemic affecting every aspect of our lives. However, City staff and departments have kept us within budget; and, Leavenworth has some exciting developments planned for 2021. After the success of CAMP Leavenworth two years ago, and socially-distant events for the Lovingworth campaign last year, we will get together again for some fun this fall - bigger and better than ever! We have been receiving input for our 10-year (2030) Comprehensive Plan which is being “rolled out” and implemented this year. As part of that, one of my long-time goals is to provide public transportation for our city and county. The City has applied for a grant to implement a pilot general transportation “micro-transit” system in the City of Leavenworth, connecting people to jobs, shopping, medical appointments — whatever their needs may be. Hopefully this program will begin in the fall, under the management of the Guidance Center, and in partnership with the Kansas City Area Transit Authority, the Kansas Department of Transportation and the Mid-America Regional Council. projects include: Police Department: Self-Serve Kiosks will be installed at the Justice Center, allowing citizens to file minor police reports at the electronic kiosk without bringing an officer off the street. Infrastructure and Streets: • This will be the second year of a $2 million Pavement Management Program. • More than $3.14 million in badly needed storm water projects will be accomplished throughout the city. • Eisenhower Road will be expanded from Storage Box to County Road 5.This is a County project, but will represent a dramatic change to the ever-growing southwest part of the City. Parks, Recreation and Community: • Dougherty Park Playground equipment will be replaced. • The parking lot at Buffalo Bill Cody Park’s main entrance will be resurfaced. • Riverfront Community Center main entrance sidewalk and brick will be replaced. Last but not least, finally we will see a ground breaking on the new $365 million federal prison this year. The construction is slated to last three years, resulting in a high number of jobs and capital investment in the community throughout the construction process. We are always looking for ideas to improve our city, if you have any suggestions, please do not hesitate to contact city offices or me with your ideas. COVID funds provide opportunity for City to help local organizations The City of Leavenworth was able to award Community Support Grants for the purpose of meeting public needs. Because the City received Coronavirus AID, Relief, Economic and Security Act funding, staff were able to use offset expenses to fund the Community Support Grants for temporary relief to agencies in Leavenworth. HIRE Loans NetWork KS administered the HIRE fund on behalf of the Kansas Department of Commerce which was released in late March. City staff assisted in their review of businesses which resulted in 7 loans approved (4 businesses in Leavenworth - and 3 in Leavenworth County). The $5 million HIRE loan program offered loans up to $20,000 at 0% interest for a term of 3 years with deferred payment of 4 months.

City continues federally-funded program to help low-income home owners Moderate and low income home owners who qualify maybe eligible to receive a Community Development Block Grant to provide funds for home repair to help with home weatherization, minor exterior repair, safety and sanitary upgrades or emergency assistance. The purpose of this program is to assist low and moderate income homeowners, within the corporate bounds of the City of Leavenworth, to make safety or sanitary repairs or handicap accessibility improvements to their residents. The program is funded by the Community Development Block Grant program, a federal program administered through the Department of Housing and Urban Development (HUD) and is subject to federal guidelines and rules. Our application is online under “Home Repair Grant” under the Community Development division.

This homeowner used a CDGB Home Repair grant to help pay for an entrance ramp for a family member in a wheel chair. The ramp prevents family members and health care providers from having to carry the wheel chair up and down the stairs.

COVID-support funds retain 3,106 jobs, help small businesses survive Staff has also kept up-to-date throughout the pandemic on the U.S. Small Business Administration’s Economic Injury Disaster Loan (EIDL), Paycheck Protection Program (PPP), AltCap loan programs, various private and state grant opportunities and continues to assist businesses in need of funding. The Assistant City Manager has continued to assist startups and businesses expanding utilizing the NetWork Kansas suite of low-interest gap financing options including the E-Community loan program, StartUp KS loan, and the Women & Minority Business Capital Multiplier loan. n In Leavenworth County, 591 entities, mostly small businesses but also some non-profits, applied for and were awarded PPP low interest – 1% – loans amounting to roughly $18.2 million. Of that figure, $8.87 million went to companies in the City of Leavenworth. Figures show 3,106 jobs were retained through these loans in Leavenworth County, with 1,465 jobs retained in the City of Leavenworth. n CDBG Forgivable Loan Program: Loans were provided in August by the City through the federal Community Development Block Grant, and were administered according to federal guidelines determined by the U.S. Department of Housing and Urban Development. A business owner was able to qualify if they met federally-set income guidelines, or if 51% of their employees’ household met the guidelines. Businesses also were required to have a physical brick-and-mortar location within the Leavenworth city limits. Maximum loan amounts

between $5,000 to $10,000 were awarded based on the number of employees. Loans approved ($57,500 in total) included local restaurants, hair salons, downtown retail businesses, and auto repair shops. n Small Business Grant Program: Several businesses decided to take advantage of the City’s Small Business Grant program, which is always available to for-profit businesses to make nonmaintenance related improvements to their business. Several of these grants performed work while their business was closed or had limited hours. The grant program allows for up to $5,000 in matching funds (or $15,000 for multi-tenant properties.) Those approved since March amounted to $42,707.50. The program continues to be available. n COVID Relief Small Business Grant: Just before Thanksgiving, the City was able to release funds for the COVID-19 Relief Small Business Grant. The COVID-19 Relief Small Business Grant Program is designed to help address the economic hardships that small businesses are experiencing because of the COVID-19 pandemic. The COVID-19 Relief Small Business Grant Program offers Leavenworth small businesses up to a $5,000 for long-time businesses and $2,500 for businesses in operation for less than two years. This is one-time grant to help offset business expenses and/or revenue loss. The Leavenworth City Commission allocated $250,000 for these grants. Applications will be awarded based on demonstrated need.

Reinventing Leavenworth: IMAC school re-purposed for boutique hotel Construction at the former Immaculata Catholic High School is on track for completion of a $6 million redevelopment in spring of 2021. The private property “Leavenworth Local” will be managed as a Trademark Collection-brand business by Wyndham (Wyndham’s newer boutique brand.) The facility will boast 60 rooms including 15 suites, 2,789 square feet of meeting space, laundry and recreation facilities, as well as a commercial salon space facing Shawnee Street. The new facility will focus on short hotel stays and group stays -- such as sports teams and church groups -- in unique group-living quarters with private bedrooms constructed in part of the former gymnasium.

New construction at the former Immaculata will keep some of the historic features while adding amenities to make it usable for the community. The old gym remains. The unique stained glass windows on the south side have been refurbished with new colored glass.

Alarm Permits If you have an alarm system in your home or business in the City of Leavenworth, you are required to purchase an alarm permit. You are required to obtain a permit within 30 days of activating a new alarm. The alarm permit fee is $15 and expires June 30 of each year. New alarm permits not obtained within 30 days -and existing permits not renewed by June 30 each year -- will be assessed a $20.00 late fee. Leavenworth VA: Pandemic won’t stop veterans from being “whole” in quest for better health These such things: living with purpose, connecting with others, gratitude … these are all key pieces to maintaining resiliency in the face of uncertainty. There are more than 20 parks, 15 shelters, a campground, multiple playgrounds, tennis and pickleball courts, ball fields, flower beds, a 9-hole disc golf course, batting cages, a skate park, a dog park and several miles of walking trails. Park Programs n Legacy Trees - The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. Through this program, old trees are replaced and new areas rejuvenated. All contributions to this program are placed in a Park Special Gift Fund and are only used for the planting of Legacy trees. Supporters will be able to see their contributions live on through each tree that is planted. This program is available for online registration and payment through our website. n Memorial Benches - Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in Ray Miller Park, Landing Park, or Waggin’ Tails Dog Park. Placement in another park must be approved by the Park Superintendent. The Parks and Recreation Department will install the bench. Cost varies. Email parksandrec@firstcity.org for more information, or find the application form online. n Adopt-A-Park – Consider adopting a Leavenworth city park or other landscaped public area to make a difference in our community. Participants can choose from a variety of tasks to include establishing a presence in the parks and reporting vandalism and maintenance problems, picking up litter, painting, weeding, or gardening. Donations also may be made for park improvements. City staff will provide guidance and some materials for projects. A sign will be erected in the park with your group’s name and logo. Alcoholic Beverage Permit By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth County residents with a park reservation permit. Leavenworth Landing Park This scenic park on the Missouri River located by the Riverfront Community Center is available to rent for special occasions. Permit fees are $15/hour ($20/hour for non-residents) with a $100 refundable damage deposit. Fees are due when a permit is requested. Choose the Paddlewheel Plaza and add the Bridge Tender’s Building for $20, or choose the Railroad Roundhouse close to the front entrance of the park. Haymarket Square An event venue located at 649 Cherokee Street. The open-air pavilion is available for rental when not occupied by the Farmer’s Market or the City Market. City residents or businesses pay $25 per 8-hour session, and non-residents pay $50. Sessions available are 6 a.m. – 2 p.m. or 3 p.m. – 11 p.m. Contact the City Clerk’s office at 913-682-9201 for availability and more information. If planning a special event open to the public, other requirements must be met to reserve the square.

Recreational Sports Recreation Activity Scholarship Program for City Scholarships Qualifying individuals or families who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department activities, such as fitness facility passes, swim programs and youth sports. For information email Tabor Medill at tmedill@firstcity.org or call him at (913) 758-6648. You must set an appointment with Tabor Medill before dropping off your application. Application forms are available online at www. leavenworthks.org/parksrec. Applications must be renewed each year by completing a new form and scheduling another appointment.

Registration is March 1 – 31. Eligible for scholarship use. Scholarship does not cover late fee. Annual City Tennis Tournament – This tournament is held the Friday, Saturday, and Sunday before Memorial Day. Participants must live or work in the Leavenworth County area or be a former champion. Entry fees for singles ($15/event) and doubles ($25/ event). Registration starts April 2, online or in person.

The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this historic depot was restored and remodeled in 1988 as a multi-functional facility. This classic facility provides an ideal atmosphere for all types of

Fitness at the Riverfront Community Center As we all adjust to the new “normal” and attempt to resume living in a safe and healthy manner, the Parks and Recreation department is adjusting with you. We continue to monitor temperatures for guests at the Riverfront Community Center. We maintain daily cleaning of all of our facilities. Masks are required in the general use areas of the center. We are practicing social distancing. We continue to assess each class, each event, and each service on a regular basis and make changes as needed. All events and sports listed may be changed or canceled, if the need arises.

In accordance with City Ordinance 8154, all persons entering the community center must wear a mask unless exempt as outlined in Sec. 22-205 (c). In paragraph 8 of this section, persons do not need to wear a mask while engaged in various workout and aerobic activity (to include in the pool), but must wear a mask when going to or from these areas and all other general use areas of the center. This ordinance will remain in effect until January 31, 2021, unless otherwise amended by the City Commission.

Admission fee includes use of the weight room, cardio room, indoor track, pool during lap swim times, open pickleball gym, and racquetball courts. Women’s Fitness Kickboxing - Fitness Kickboxing with Chantel Coates offers a high energy workout that keeps you moving from start to finish. This class has combined the best aspects of striking and selfdefense with high energy cardiovascular workouts. No prior experience is required. Quickly build lean muscle, speed, power and agility, sustainable fat burn and total body tuning. Class is held Mondays and Wednesdays at 6:15 p.m. Cost is $50 per month or $5 per class. Tae Kwon Do - This popular martial art combines combat techniques, self-defense, sport and exercise. Masks are required during class. Contact Master Frank Hannon at 913-682-3677 for information. Women and Girls Self Defense – FREE - Learn how to protect yourself with martial arts instructor Master Frank Hannon. This free program is offered quarterly. Pre-registration is required. Minimum age is 8. before beginning any type of fitness regimen. Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort are allowed in the center. No food or soft drinks are allowed in the fitness rooms or the gym. Equipment - Wipe down equipment before and after use. Our staff disinfects all the equipment once each day. Do not drop or slam weights. Place items back where you found them. Attire - No cleats or spike shoes of any type (including bike shoes); athletic shoes covering the entire foot must be worn at all times (except in the pool); proper swim-wear or workout attire is required.

Aquatics Check our website for specific dates and times or call 913-651-2132. **Because of the pandemic, aqua-fitness classes are currently limited to no more than 28 participants to allow for physical distancing in the shallow end of the pool. All equipment is disinfected after each class and put away.** Aquacise - This class will tone and sculpt your body with no impact to your joints. The workout is a swimming blend of cardio and resistance training and may incorporate resistance tools such as buoyant water weights and noodles. One Aquacise pass is valid for all classes. Passes may be purchased at the Riverfront Community Center front desk and do not expire. Classes are offered Monday, Wednesday, and Friday mornings at 8:30 a.m. and afternoons at 1 p.m. Also on Monday and Wednesday evenings at 6 p.m. Cost is $5 per class. Punch passes are also available. American Red Cross Learn-to-Swim Group Lessons - Certified instructors will teach children, teens and adults in a supportive environment in which to learn and obtain skills. Because of the pandemic, classes will be taught with proper social distancing in place. Each child from Parent/Child level up through Level 3 will require an adult “helper” in the water with them. Instructors will teach from the deck. Students must be registered for Tuesday-Thursday sessions by noon the Friday before the session is scheduled to begin, and by noon on Wednesdays for the Saturday sessions. Cost is $40 per child for residents or $45 per child for non-residents. Families with 3 or more children will pay half-price for the third and subsequent children in the same household. Currently, there is a maximum of 3 children per class. Water Walking - Join Lori Mathews as you discover the benefits of water walking. The water provides resistance, making your muscles work harder to move forward. At the same time, it provides buoyancy, helping reduce strain to your joints. Changing your water walking routine keeps it interesting while allowing you to work different muscles as part of the exercise. Class is offered Monday, Wednesday and Friday mornings at 10 a.m. Cost is $4 per class or $40 for a 10-punch pass. American Red Cross Lifeguard Training Class Students will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards non-stop using front crawl and breast stroke and retrieve a 10 lb. brick from 9 feet of water. Student must complete the online portion and attend both classes. Minimum class size is 3. Minimum age is 15.
