Blue bags are going to plump up by the fall. That’s because yesterday Halifax regional council approved the extra costs involved in recycling more plastics. Previously only Class 1 and Class 2 plastics were recycled, but council has voted — over the strong opposition of a few councillors — to include all plastics save Styrofoam. The new classes will have to be negotiated in a contract with Miller Waste Systems, and take effect by September. Coun. Fourth person charged in Spryfield shooting

Joseph Emile (Luc) Potvin, 53, was arrested on May 13 and is facing six charges, including luring a child, sexual assault, production of child pornography and distribution of child pornography. was granted bail under several conditions, including a curfew of 7 p.m. to 7 a.m., and no contact with
anyone under the age of 18 unless an adult is present. He is also banned from using a cellphone. Police investigated Potvin, a volunteer girls’ volleyball coach last fall at Prince Andrew High School and a longtime local youth team coach, after they received a complaint regarding his conduct with a 17-year-old girl. A fourth person is facing charges in the death of a man who was shot in Spryfield last year. Halifax Regional Police say a 41-year-old man will appear in court today on a charge of accessory after the fact. Officers say the man, whose name was not released, will also face charges of possession of a weapon and a breach of a
weapon prohibition. Twenty-year-old Brandon Hatcher was gunned down on Dec. 3 in the 100 block of Lavender Walk. Three other people also face charges in connection with the killing. They are 21-year-old Cody Muise, 24year-old Sarah Oakley and a 17-year-old youth who can’t be named under legislation. THE CANADIAN PRESS

HRM’s latest homicide victim is described as a devoted family man who was a “brother, father and son.” “He did not deserve this fate,” Ashley Julien wrote about James Gregory Wareham on a Facebook group. She started the page the day after 37-yearold Wareham was stabbed to death at the Majestic Manor apartment complex in Dartmouth on Sunday night. “We will miss him and think of him every day.” Wareham is from New Waterford in Cape Breton and, according to his uncle John Wilson, was living in Sackville for the past three months at an apartment building he was renovating. Police say they had no fixed address for Wareham

when he died, but that his last-known fixed address was in Sackville. Wilson believes his nephew was likely trying to help a friend when he was killed. “The guy pulled a knife on his friend and Jimmy jumped in to stop it,” Wilson said. “That is all we know — that is all we have heard at this time.” Police had few new details about the homicide yesterday, other than nam-
ing the victim. “We are still in the information-gathering stage,” Halifax Regional Police spokesman Const. Brian Palmeter said. “There are people we’re looking to speak with, but whether or not they are involved, or whatever information they may be able to provide, we don’t know.” At around 11:15 p.m. on Sunday night, a man called police and reported his friend was stabbed while inside an apartment at 65 Primrose St. Wareham was rushed to the hospital but died there at around 1 a.m. Monday morning. A government report posted on the finance department’s website last month backs up one of the opposition’s favourite talking points: That Nova Scotians pay the highest taxes in the country. The report, titled Overview of Nova Scotia Tax System, puts the province at the top of the list of total taxes paid as a percentage of GDP — more than 30 per cent. That includes federal, provincial and municipal portions. While the federal portion of taxes paid by Nova Scotia residents is equal to the national average, the provincial portion is marginally higher than

One vote tipped council into rejecting a herbicide already approved by the province. Staff had recommended that council put FeHEDTA on the approved list for HRM residents, but that it should rule against workers applying it on municipal property. However, in a close vote (11-10) yesterday, council rejected FeHEDTA altogether. Coun. Peter Lund said he was worried about adding iron, sodium nitrates and acidity to the soil and groundwater.

Halifax police say they are behind the province’s plan to reduce speed limits in school zones by 20 km/h. Transportation and Infrastructure Management Minister Bill Estabrooks announced yesterday he plans to bring forward legislation in the fall that would move speed limits in school zones down to 30 km/h from 50 km/h. “We support any actions or changes that help protect children as they go to school,” Halifax Regional Police spokesman Const. Brian Palmeter said. “The faster you go, the less time you have to react.” The department said in a release yesterday Alberta, British Columbia and New Brunswick already have the 30 km/h speed limit in place, along with some

Registered nurses vote in favour of strike ACTION. Members of a
union representing more than 2,300 nurses in Nova Scotia’s Capital District Health Authority have voted in favour of strike action to back contract demands. The Nova Scotia Government and General Employees Union says 71 per cent of the membership voted and 89 per cent supported a possible strike. The union said the outstanding issues include wages, job security, time between shifts and vacation entitlement. The union said it is asking a conciliator to file a report and, once filed, it would trigger a 14-day

Halifax will host political and military leaders in November for a black tie tribute dinner aimed at raising money for charities supporting veterans and their families in Atlantic Canada. The Atlantic Maple Leaf 2011 Nova Scotia Tribute Dinner, announced yesterday, already boasts some big-name organizers, including retired general Rick Hillier, Premier Darrell Dexter, former lieutenantgovernor Myra Freeman, and a slew of MLAs, MPs, senators and business leaders. Proceeds from the tribute dinner will go to the True Patriot Love Foundation, headed by Hillier, and will be distributed to the Military Family Resource

Canada has imposed economic sanctions against Syria in response to the Mideast country’s violent suppression of anti-government protesters. Foreign Affairs Minister John Baird called the Syrian regime’s actions a grave breach of international peace yesterday. He said the measures — effective immediately — are intended to target Syrian rulers, not the people. The sanctions prevent Syrian leaders from travelling to Canada and essentially ban trade between the two countries. Canada exports only about $60

Chrysler Group has paid off most of the government bailout money it owed to the Canadian, Ontario and U.S. governments after they rescued the struggling automaker from the brink of financial ruin two years ago. Chrysler returned $7.6 billion, including $1.8 billion in high-cost interest, yesterday, a major step forward for the auto giant that filed for bankruptcy at the height of the recession. Chrysler said it has retired its original loans six years ahead of schedule. The loan repayment came after the company sold bonds last week and took out a bank loan at a lower interest rate.
Car comeback In total, Chrysler has paid the U.S. $6.5 billion and the EDC $2 billion. Another $2.6 billion from the original loans was not drawn and has been cancelled. The high interest has added up. The company still owes the governments billions and all three governments continue to hold an equity stake in the automaker. The Canadian government still owns 1.5 per cent of the company.

Coco is an endangered hyacinth macaw, known in Paraguayan Spanish as a “papagayo azul.” Scientists estimated several years ago that only 6,500 were left in the wild, mostly in an area of neighbouring Brazil that is quickly losing natural habitat for the birds. Capturing and exporting the Macaws is illegal and Coco was sent to the zoo eight years ago after authorities broke up a gang of animal traffickers. Only recently did a DNA test show he is male, zoo veterinarian Cristiane Rainner said. To avoid mixing species, the zoo has had to keep him apart from other Macaws, which has left him lonely and a bit bored, Rainner said. “He’s quite sociable, although he’s only learned to say ‘hello.’ But when he hears the cumbia he dances,” Rainner said. “The hyacinth macaw is a beauty, but if it doesn’t reproduce, that’ll be it. Coco is a male and his life expectancy is 80 years.”

Our job is to tell the stories in an emotionally connected way,” he said, adding that much of great literature
and its characters are rooted in the book. For a new generation, The Bible provides a way to visit the work “in a visual and entertaining way” that may encourage viewers to seek more information, said Dubuc. There is no conflict between the new series and the channel’s brand, she adds. “Regardless of your beliefs — and we’re not drawing on any feelings about the importance of faith — this is the most-studied book of all time.”
Docudrama The Bible also has global appeal, of value to the History Channel and its 150-country reach, Dubuc said. The Bible is among the channel’s biggest ventures, she said, declining to detail the budget. A committee of theologians and scholars is being assembled to consult on the series, adds Dubuc.

Two recent cases define the current state of workplace law in Canada above all others. Both cases have made a drastic impact, and unfortunately both are often misunderstood. When the Supreme Court mostly erased the substantial damages a lower court awarded to Kevin Keays, an assembly line worker at Honda’s manufacturing plant in Alliston, Ont., employers in Canada collectively sighed in relief. According to the court, employers would no longer be responsible for “bad faith” damages based on how they treat their employees. Instead, it declared that employees could sue for mistreatment only if they could prove they actually suffered from harm. Most corporate lawyers leapt on the bandwagon and pronounced bad faith damages all but dead. An employee could be mistreated, they routinely argued, but without evidence of a medical illness, damages would be much more difficult to achieve. That is wrong. In the three years since the Supreme Court released its decision in Keays, low-

er courts have not applied it consistently and sometimes not at all. In one recent appellate case, the court upheld a bad faith damage award, as if the Supreme Court’s decision had never been rendered at all. While the law may have changed, it is possibly only in the name. Similarly, when the Supreme Court ordered Donald Evans to return to work after his employer had already fired him, employers in this country felt they had gone from strength to strength. Employees have a duty to “mitigate” their losses following dismissal and, according to the Supreme Court, this duty includes taking a job with the company that has just fired them. Cognizant of the problems this finding could cause, the court thankfully made several exceptions. If returning to work was humiliating, for example, employees could refuse to return. Since then, companies have routinely relied on this decision in an effort to deny wrongful dismissal claims. Often employees are “invited” back to work, but ironically only after first threatening to sue. Very few judges agree that these invitations are legitimate or that returning to work is a reasonable demand to make. Despite the Supreme Court’s decision, not much has changed. As I usually find with workplace law, the game may be different but the decisions are often the same.

I attended Humber College’s Film and Television Production program and graduated with honours. We were warned repeatedly that we were going to be working for free for at least two or three years. I was absolutely prepared to be underemployed. What I was not prepared for was the treatment I would receive. I interned at several companies that absolutely guaranteed I would get a job after six months, only to later discover that they had no intention of hiring me. Once I inquired about this “job offer,” they would let me go and look for a new, unpaid intern. When I did manage to get a paying job, which was

rare, it was usually an “honorarium,” so I was paid significantly under minimum wage to work full-time. Without going into detail, I will say that there are a lot of shady people out there, particularly in the film industry, and in some circumstances the “casting couch” story is absolutely true, even for people working behind the camera. The main recommendation I would give to employers would be to be completely and totally up front. Just be honest with us. If this unpaid internship will not lead to a job, tell us.

One of the National Basketball League of Canada’s top franchise candidates is at risk of missing the boat on the new circuit’s inaugural season. Two weeks after NBL Canada launched, Moncton — one of five prospective franchises pegged to join Halifax, Saint John, N.B., and Quebec City — has no formal ownership group and thus has not submitted the letter of intent required to join the league. Letters of intent and accompanying deposits are due by June 15. “We can’t wait for anyone,” said Andre Levingston, Halifax Rainmen owner and interim league president. “If we don’t have the things we need from any city, when we reach our deadline date, they will be excluded from participating (in 2011-12). We’re not going to draw things out.” At a press conference announcing the league’s formation on May 12, officials said a Moncton-based ownership group had submitted a letter of intent. Levingston said yesterday that was incorrect and “may have been a slip.” But he said he is laying

He is bothered by pain in his left knee, left Achilles tendon, tightening in his calf, and has a sore lower back. Woods says doctors have not mentioned leg surgery. But he doubts he’ll play the Memorial next week in Dublin, Ohio. How Woods’ leg responds when he starts training next week will determine when he can start hitting balls again — all but ruling out the Memorial. That means Woods would go to the U.S. Open with little competition, although this is nothing new for him. In 2008, he had arthroscopic surgery after the Masters and didn’t play again until the U.S. Open.

The fuel-economy issue is crucial since all other Land Rover/Range Rover models are inherently thirsty beasts. For example, the best that either the V8-powered Range Rover or its Range Rover Sport relation can muster is 17.3 l/100 km in the city and 11.2 on the highway. Although the Evoque’s actual numbers have yet to be published, its 240horsepower 2.0-litre turbocharged four-cylinder, sourced from Ford, will be a relative gas miser.
When ogling the attractive two- and fourdoor body styles, it’s difficult to believe that the Evoque is the real deal when tackling the kind of off-road terrain that made its iconic ancestors so desirable. With its short front and rear overhang and ample ground clearance, the odds of becoming hung up on uneven terrain or stuck in some muddy bog would seem remote.
Traction is supplied by a full-time allwheel-drive system with an electronically controlled centre differential that varies torque between the front and rear wheels depending on where the grip is greatest. “Sleek” and “sporty” are terms that don’t usually describe any Land Rover product, but the upcoming Range Rover Evoque constitutes a major change of course for Britain’s storied off-road brand. Its lack of formality and boxy practicality runs counter to a marque that cut its teeth tearing through the jungles of Botswana and Borneo, roaming the plains of the Serengeti and traversing the blistering Sahara sands. But that’s exactly the point. Many of Land Rover’s steeds spend their lives in urban settings and are rarely, if ever, tested anywhere near the limits of their considerable en-
durance. Although the Evoque arrives this fall in multi-terrain-capable condition, high style at a good price is where this Range Rover really shines. The Evoque appears more like a sport wagon derivative of a compact passenger car, especially in two-door livery. It’s slightly shorter than a Hyundai Tucson, Ford Escape, or Jeep Patriot and about 45 centimetres shorter than a Range Rover Sport. As well, with its steeply raked windshield and tapered roofline, it can also lay claim to being one of the slinkiest, wind-cheating-est rigs around. With a starting price in the $50,000 range, the Evoque should provoke fresh patrons to consider a Range Rover to carry them down a decidedly different path.

There is a bewildering array of wheel designs out there. While the big brands, (American Racing, Foose, O.Z., etc.) continue to set the fashion pace, many smaller brands have entered the market, offering cheaper takes on hit designs and cool designs of their own. Many websites have 3-D configurators, so you can visualize your ride with all the possibilities. Johl noted that matte, anodized and painted finishes are currently popular. But he adds that the king

Batteries are a lot like people: they don’t function as efficiently if they’re too cold or too hot. With an all-electric vehicle, keeping the battery at its optimum temperature helps to improve charging and increase the vehicle’s range. For its upcoming Focus Electric, scheduled to launch in Canada next year, Ford uses thermal management technology, a liquid heating and cooling system that works when the car’s lithium-ion battery is plugged in and charging at a wall socket. “Batteries like to stay around 20 to 30C,” says Sherif Marakby, director of electrification programs and engineering for Ford. “The performance of a cold battery is worse than a warm one.” Ford’s system uses a mixture of water and an-
tifreeze that circulates across the cells inside the battery pack. It’s sealed, so owners don’t have to check it or top it up. It’s also engineered for safety. The water flows through separate channels across the battery surface, and goes nowhere near the terminals or any electrical components. Depending on the outside temperature, the system uses either a heating element to warm the fluid, or a heat exchanger to cool it, along with a pump to circulate it. Once the vehicle is plugged in to charge it, the system determines if the battery needs to be heated or cooled. If so, it then activates, getting its power strictly from the wall outlet. “It only happens while it’s charging,” Marakby says. “We manage that automatically, so the customer doesn’t have to do anything. You can put more charge into the battery in extremely cold temperatures, and therefore more range.” Marakby says that liquid cooling is more effective for regulating lithium-ion battery temperatures than an air-cooling system on the larger, more complex battery packs used in electric cars. The sealed battery retains the temperature for some time, he says, and will stay within its ideal range on the daily drive.

The Ford Ranger and Mazda B-Series pickups might be the longest-lived models on the Canadian market. With a lifespan from 1998 to 2010, these small, cross-branded pickups lived from 1998 to 2010 with minimal changes. Cheap, capable and reliable, they offered plenty of selection to shoppers after anything from a simple two-wheel drive work truck to a nicely loaded 4x4. Low used prices and good overall reliability make these trucks worthy contenders for your used
pickup dollars. Selection is tremendous. Depending on the year and model selected, used shoppers can look for numerous engine, transmission, drivetrain and body configurations. Also depending on the year and model in question, feature content included such goodies as tire pressure monitoring, tip-up rear seats, ABS brakes, fog lamps, chrome accents and power accessories. Engine options included a 2.5-litre four-cylinder with 120 horsepower, and

Check your potential used Ranger or B-Series for rust at the rear cab corners, lower portions of the doors, driver’s floor board, around the wheelwells, on the bottom of the tailgate, and on the corners of the roof. Owner’s forums also suggest checking for cracks or leaks from the differentials and transfer case. Ensure the transfer case
switches between its various drive modes as outlined in the owner’s manual, and note that any unwelcomed vibrations or sounds from beneath the vehicle could be the result of a worn out or damaged suspension component or driveshaft. Finally, note the quality of the gear shift between second and third on models with the automatic transmission. If the transmission feels like its slipping or “flaring” during said shift, there’s likely a problem with a gearshift solenoid in the transmission. The Verdict
Search for as new a used model as possible, and note that a Ford or Mazda mechanic will be familiar with how to search for any potential issues. The low price of a used Ranger or B-Series, as well as its overall value and looks will be its biggest draw.
