Opposition parties are calling on the governing NDP to take immediate action as another patient has failed to return to the East Coast Forensic Hospital. But Justice Minister Ross Landry said late Monday he is waiting for the review of another incident last month at the Burnside facility before making any changes. Landry is referring to the case of Andre Noel Denny, a Cape Breton man who failed to return from an unescorted leave from the hospital on April 16 and is now charged with second-degree murder in the killing of Halifax gay

rights activist Raymond Taavel. In this most recent case, Amy Elizabeth Ogilvie, 21, was given a Amy Ogilvie community contributed leave Friday from 7:30 a.m. to 9:30 p.m., but did not return. Halifax Regional Police have requested the public’s assistance in locating her. “It’s a concern. It’s always a concern when somebody is not getting the health care that they need,” Landry said Monday. “These are adults, they’ve made choices. But public safety is always foremost, while at the same time allowing a patient … to be able to conform with the system and get the help that they can.” Capital Health announced at 4:40 p.m. Monday that police were looking for Ogilvie.

When asked why the public was not informed about the incident immediately, Landry said there’s a 72hour policy before notification is required. That wasn’t enough for his opposition colleagues. “It’s hard to believe that we’re just finding out about this today,” said Liberal Leader Stephen McNeil. “The public has a right to know.” “My concern is both for the safety of the patient who is at large and for the public. We need to be informed,” Tory Leader Jamie Baillie added. Ogilvie was remanded to the hospital on June 22, 2011, after being found not criminally responsible of an unknown offence. She was granted a high level of community access from the Criminal Code Review Board. She was allowed day passes with some overnights and indirect supervision.
