Budget in final days municipal matters

Metro | Winnipeg Mayor Brian Bowman and his top policy committee have unanimously passed “a balanced budget” and “disciplined approach for building Winnipeg for the future.” With the executive policy committee’s stamp of approval Wednesday, the city’s budget now must get final approval from council next week before it becomes official. This week, council heard from a number of public interest groups, ultimately making few changes to its operating and capital books as proposed by the budget working group. “Some (suggestions) were not accepted, some were and will
be moving forward in the amendments we made (Tuesday), and some will be referred to the 2017 budget for consideration,” Bowman said. Operating items moving forward to 2017 include Siloam Mission’s grant request of $3 million and the establishment of a new policy to assist in delivering grant agreements that are “user friendly and customer-service oriented.” One major capital budget item deferred for a year is an allocation of $2.4 million for Seven Oaks Indoor Pool’s renewal plan. The only significant change the committee made was dropping a proposed $250 fine for not showing up to appeal hearings. Finance chairman Marty Morantz said the fee was initiated from because “in some cases, the appeals process was … overwhelming.” People file appeals after hearings for variance requests and, according to Morantz, choose to “not show up at the appeals hearing.”
