The waters are running high on Toronto Island. Widespread flooding means visitor ferry traffic has been halted. All park permits through June 30 have been cancelled. There’s talk that the island will remain closed to the public well into the summer. As a result, idyllic weddings have been cancelled. The school is closed. More than half the buildings on the island are at risk of damage. Carp are literally swimming atop the Gibraltar Point baseball diamond. Meanwhile, back on the mainland, the response at city hall has been a little, well, fishy. Because — don’t kid yourself — this is no aberration.
The kind of extreme rainfall that led to this flooding was ably predicted by those familiar with climate change. Look no further than a city hall report titled “Toronto’s Future Weather and Climate Driver Study” from way back in 2011. “Extreme rainstorm events will become more extreme,” the report declared, using data to project weather patterns through 2050. Their numbers suggested Toronto’s daily rainfall will increase threefold over the coming decades. With the island underwater and storms that flood the Don Valley becoming a perennial summer event, those projections are looking pretty solid right now. But despite ample warning, Toronto politicians have been slow to react to the city’s increasingly weird and destructive weather. Last Tuesday, while island waters were still rising, Mayor John Tory pushed his executive committee to shelve a

report on stormwater management. The report would have led to recommendations on a fee charged to owners of parking lots and other large impermeable surfaces, with the rationale that they significantly increase the odds of flooding. A small shift, but an important one in the context of
extreme rainfall. But Tory’s committee nixed it, citing the complexity of implementing the fee. A similar thing happened back in February during the city’s budget debate, when council voted against a motion by Coun. Gord Perks to fund climate-change mitigation programs through Toronto’s
TransformTO initiative. You wouldn’t think it would be so hard to get elected officials to do something about a threat to the homes and lives of their constituents. For the most part, the city’s climate-change strategies are simple. In the short term, they’re about building infrastructure to adapt to new con-
ditions, so floodwaters aren’t so destructive and energy use is more efficient. In the long term, Toronto adapting to climate change means pursuing things that the city should be pursuing, even absent an apocalyptic threat. The latest TransformTO report lays out a vision for a low-emission Toronto, with cars banished from large swaths of downtown, a sprawling transit system and efficient housing that enables people to live close to work — close enough to walk or bike. It’s a worthy vision, but achieving it means Toronto must take steps today to show that addressing climate change is a top priority. To date, despite volumes of study, accurate weather projections and those carp on the baseball diamond, that hasn’t happened. Which leaves me wondering: exactly how deep underwater does Toronto need to be before our leaders get serious?

As the mother of a 16-month-old boy, Michelle Usprech is looking to leave the Financial District where it’s just “suits and suits and suits,” for a more family friendly vibe, and she’s got her eye on Leslieville. But one of Toronto’s most family-friendly neighbourhoods may be a victim of its own success as signs from the Toronto District School Board have cropped up, warning parents in Leslieville their children may not be able to attend their local school because of possible overcrowding, school board spokesman Ryan Bird confirmed. Those signs warn that “due to residential growth, sufficient accommodation may not be available for all students,” despite the school board making “every effort to accommodate students at local schools.” Considered one of Toronto’s most family-friendly communities Leslieville continues to increase in density with new condo developments. “It has a young family vibe to it,” Usprech said, a big difference from her current neighbourhood. Having grown up in the suburbs, she wants to give her son the same environment to grow up in, she added. It’s a concern for some par-

ents, including Kerry Sharpe, who lives in Leslieville and has a four-month-old daughter named Eisla. “It’s still early days for me,” she said, but, “it is a concern. Even daycare, that’s hard to get into, so I don’t see it getting any better.” But the signs are nothing new in Toronto, said Bird. The school board’s been putting them up for more than 15 years, anywhere where the “local school is close to or over capacity and may not be able to accept any additional students.” For Ariel Litteljohn, a mother of two, the oldest of whom is attending junior kindergarten
at Morse Street Junior Public School, the signs raise fears of more overcrowding in classrooms. Usprech, though, said she isn’t worried about her son having to maybe take a bus to school. “I know he will get an education either way,” she said. Should classrooms start overflowing with students, Bird said the TDSB would make adjustments. “Children in these new developments still have a home school assigned to their address although it will be outside of the local area,” he said. Jennifer Story, a school board trustee whose ward includes Leslieville, said the neighbourhood is nowhere near that point yet. The worst-case scenario when schools reach their capacity, she said, is adding portables, which are often the precursor to expanding schools outright to create space. torstar news service

Ombudswoman criticizes city’s decision to end sports program
Toronto’s ombudswoman is criticizing a knee-jerk decision by city staff to turf a toddler sports program from a Beach parkette last summer. In a report released Friday, Susan Opler says city parks staff, acting “too quickly and without fair process,” ejected Sportball classes from Lynndale Parkette after some neighbours complained about noise and traffic. “Toronto has more than 1,500 parks, many of them jewels of city neighbourhoods,” she said in a news release accompanying her report that will
go to city council next week. “They provide green space and recreational opportunities for families, groups and individuals. The city should clearly spell out the process it uses to handle park permits, which must be fair to all.” The media reported in July that Sportball staff, who had been granted a permit to teach young kids elementary sports skills in the parkette, were told two weeks later it was revoked and they risked fines if they returned. and some neighbours who said at the time the noise did not
bother them. Some didn’t hear the kids at all.
Matthew Cutler, public relations manager with Toronto’s Parks, Forestry and Recreation division, said at the time residents objected to noise and increased traffic. He acknowledged there was no assessment of validity of the complaints, and quickly moving Sportball to another park was an attempt to “find a solution that works for everybody.” Opler, who investigates potentially unfair interactions between city staff and residents, launched a probe in response to the media stories. She looked more broadly at
how the city approves permits for new uses of parks, handles complaints and decides to cancel or alter permits. She made eight recommendations, including creating rules around cancelling or altering park permits, giving affected parties a chance to respond and better training staff on policies, including the need to keep records. Parks, forestry and recreation has agreed to make the changes, Opler said, and her department will monitor their implementation. torstar news service

Mary Fragedakis said she was “disappointed” the Board of Health decided against recommending a bylaw that would require landlords to keep units to a maximum of 26 C. “There are so many Torontonians sweltering away in their apartments, and the risk is a very serious one,” she said. “To let this issue slide on to the backburner means it’s only
going to get worse.” Heat is particularly a problem in older apartments. A recent Board of Health survey found 61 per cent of respondents reported losing sleep due to high temperatures indoors. Medical Officer of Health Eileen de Villa told Metro that individual window air-conditioning units are a big drain on energy and are often ineffective in older buildings. Jessie Ma of Ryerson’s Cen-
tre for Urban Energy said the solution lies in using electricity more efficiently so that everyone can live in a comfortable environment. She said smart grid technology that can automatically adapt to optimize electricity prices against consumer needs might help, as well as designing buildings so they stay cool naturally. “The challenge is to strike a balance between reasonable electricity costs and also ensuring
that everyone’s basic needs are met,” Ma said. Not everyone believes a maximum temperature bylaw is the right solution. “The mayor is concerned about the unintended consequences that could result from this bylaw, such as landlords passing on the costs to tenants through higher rents and the strain on our electricity system,” reads a statement from John Tory’s office.

But the architects for Cityscape, the developer on two of the projects, say the development is needed to continue revitalizing and preserving some of the city’s most important heritage resources. As Brewer points out, one of the big draws to the Distillery District is the sunlight the area’s squares and laneways get in the summer. Adding a 49-storey tower at 31a Parliament will drastically reduce that sunlight, Brewer said. “It would shade Trinity Square which is the main feature at this national historic site,” he said.

At least 19 dead in Manchester as explosion rocks concert An explosion struck an Ariana Grande concert in northern England late Monday, killing at least 19 people and injuring dozens in what police say they are treating as a terrorist attack. Greater Manchester Police said 19 people were confirmed dead and roughly 50 were injured by the explosion at Manchester Arena. Emergency vehicles were helping the injured and bomb disposal units were later seen outside the venue. There was mass panic after the explosion at the end of the concert, which was part of Grande’s The Dangerous Woman Tour. The singer was not injured, according to a representative. Britain’s terrorist threat level has been set at “severe” in recent years indicating an attack is highly likely. Police said the explosion is being judged a terrorist attack unless new information proves otherwise.

Witnesses reported hearing two loud bangs coming from near the arena’s bars at about 10:35 p.m. but there were few further details. “A huge bomb-like bang went off that hugely panicked everyone and we were all trying to flee the arena,” concertgoer Majid Khan, 22, told Britain’s Press Association. “It was one bang and essentially everyone from the other side of the arena

Yet Trump’s feuds with American judges who have halted his planned travel bans from predominantly Muslim countries, the ongoing fallout from his firing of former FBI director James Comey, and his populist policies ran through Abella’s keynote address at a graduation ceremony. Abella told the graduating class at Brandeis University, west of Boston, Mass., that she has become deeply worried about the state of justice in the world seven decades after the Second World War. The Toronto region’s shockingly high house prices haven’t stopped the city from achieving one of the highest home ownership rates in the developed world, up 23 per cent over the past 35 years. Toronto’s ownership rate, at 68 per cent, is behind only Oslo, Norway (69 per cent), and Calgary (74 per cent) among 38 western cities. But ownership doesn’t equal affordability, says a sweeping study on the Toronto region’s housing crunch to be published Tuesday. It suggests the Toronto area will need up to $150 billion in new home construction in the coming decade and most of that should be rental units to make housing more affordable. Craft beer goes old school with heritage crop Owen Roberts
Urban Cowboy Ontario craft beer is taking a huge step forward, by taking a 100-year step backward. Here, a storied, centuryold Canadian heritage barley variety called OAC 21 is being reintroduced, especially for the craft beer market. OAC stands for Ontario Agricultural College. The number 21 refers to this barley’s row number in the research plot cultivated in 1903 at Guelph by Canadian crop breeding icon Dr. Charles Zavitz. OAC 21 is ideal for small, specialized batches of craft beer, and for Ontario’s particularly humid climate that roughs up cereal crops like barley. “This is the first step toward revitalizing and reestablishing a viable malting barley production and processing industry in Ontario and Eastern Canada,” says University of Guelph plant breeder Duane Falk, who has been pivotal to OAC 21’s reintroduction. Here’s what’s happening: as competition heats up, craft beer breweries are working harder to distinguish themselves and their products. Beer names have become clever and hip (see poll). And truly local ingredients — water, yeast, hops, and malted barley — are in high demand. Brewers get even more excited about ingredients from heritage varieties. These are heirloom cultivars that faded

into the sunset, usually because plant breeders like Falk developed better varieties (Falk himself has developed 51 different varieties). But back in the day, these varieties had something unique that made them stand out. For example, as plant breeder Zavitz discovered in the early 1900s, OAC 21 was more resistant than other barleys to nasty leaf and root diseases like powdery mildew, leaf rust, net blotch, spot blotch, and root rot. These qualities allowed it to produce better-quality grain than other barleys in its day. So, Zavitz selected it for
further development. And after considerable testing, OAC 21 was made available to farmers in 1910. It turns out Zavitz picked a winner. Within two years, 98 per cent of Ontario farmers were growing it. For the next 40 years, OAC 21 became the industry standard across Canada for barley used for beer production, called malting barley. Eventually, time caught up with it, like it does with many plant varieties (they typically have a lifespan of about 10 years). The country’s population and beer intake was growing, and more productive varieties were needed to satisfy beer giants’ increasing need for volume. Now, fast-forward to 2017. Today’s craft beer brewers aren’t giants, and don’t have the same needs for volume. Their relatively small batches use only a fraction of the barley used by big companies.
