Pope’s apology ‘would help with the healing’ RECONCILIATION

Elder speaks out after PM’s Vatican visit Omar Mosleh

THE DEBATE IS ON metroNEWS

Metro | Edmonton An apology from Pope Francis to residential school survivors would go a long way toward reconciliation, says a local Indigenous elder. Prime Minister Justin Trudeau asked the pontiff Monday to apologize for the Catholic Church’s role in establishing and maintaining residential schools. Trudeau told reporters later he seemed open to the idea in a private conversation. Fernie Marty, an elder living in Edmonton with roots in the Elizabeth Métis Settlement, attended St. Dominic Elementary School in Cold Lake, which he

says wasn’t a residential school but replicated many of their protocols. He describes how he couldn’t speak his language, was strapped if he did and was referred to as “la sauvage.” “I finally learned that carrying that hatred around wasn’t doing me any good. I learned to let go of that,” he said. “For the Pope to make an apology to the Indigenous people of this land, it would help with the healing so much, knowing that it’s coming directly from the top of the church.” Miranda Jimmy’s father attended a residential school, and she says his upbringing affected her childhood, too. It’s the reason Jimmy, who is also running for city council, co-founded Reconciliation in Solidarity Edmonton, or RISE. “There was abuse in the process of just taking you away from your family, culture and language, and that needs to be acknowledged,” she said.

City approves new infill rules development

Driveways issue to be discussed by planners in the summer Jeremy Simes

Metro | Edmonton City council approved a slate of new rules Monday that will have a big impact on future infill developments in the city’s mature neighbourhoods — making new builds slightly taller, and cutting some of the red tape for developers. Councillors voted unanimously to approve almost all of the changes to Edmonton’s Mature Neighbourhood Overlay, the document that sets out rules on the shape and design of infill

development in about 100 older communities. “This is a positive step forward overall,” said Coun. Andrew Knack during the debate, noting the city’s extensive public engagement. “I think this will allow us to better achieve our infill targets.” For the sake of density, the city wants to make sure 25 per cent of new builds are infill, meaning new development in older neighbourhoods. However, the current rules governing infill have raised concerns among both developers and community members, concerns which the new rules were created to address. Changes approved Monday that will make things easier for builders include increasing height requirements to accommodate two-and-a-half storey homes, and reducing the number of people who need to be notified about minor changes

to new developments. Community members with the Edmonton Federation of Community Leagues told councillors they supported the majority of the changes, except for the one dealing with driveways. City planners suggested that new homes should have a front driveway leading into a garage, at least in non-treelined neighbourhoods where the majority of the other homes do. But community groups, developers and city councillors were all caught off guard. “Streets must be pedestrian friendly. They should not be assaulted with a row of front-yard parking lots,” said Irene Blain, civics director of the West Jasper Place community league. After approving all the other changes, councillors sent administration back to have another look at front driveways.

New Limit 8.9 Metres

The new rules approved Monday mean new development in Edmonton’s older communities can be built as high as 8.9 metres, a 0.3 metre increase from the former 8.6 metre requirement.

Old Limit 8.6 Metres “We have to remember that all of this legislating is a work in progress,” said Mayor Don Iveson. Council will meet again on Aug. 28 to discuss the front driveway situation. All of the changes will take effect in September.

Is it time to bring back our city slogan? Council decides Tuesday whether Edmonton should revive the old City of Champions slogan, splashed on wooden signs welcoming visitors for decades, then axed in 2014. Coun. Tony Caterina pitched the idea earlier this month, so Metro asked residents — and a few politicians — for their thoughts. jeremy simes/metro Ive always felt that cities grow beyond slogans and tag lines. Very few cities have their ‘just do it’ slogan equivalent and even Nike has outgrown that. It’s just a swoosh now.

Everyone has their own kind of memory of what it ties to, whether it’s the tornado, the fire in Fort McMurray or the floods in Calgary … or something as simple as the Oilers or Eskimos.

I can live with not having it, but it just feels wrong without it. Coming into Alberta, it reminds me of Gretzky. I would always look for it whenever I would come in.

It is about every single person in the City of Edmonton, not hockey players, not football players, certainly not politicians. It applies to everyone doing the good work to move our city forward.

I’m really neutral about it. I’m not a big sports person so the relevance doesn’t hit home for me. I get why it’s important, but just personally it doesn’t impact me.

It makes sense to bring it back because of how well we did at the playoffs this year. We might even do better next year.

City falls behind digitally Kevin Maimann

Metro | Edmonton Alberta is missing out on the “fourth industrial revolution,” according to the Business Development Bank of Canada. Their new report, released Monday, shows Albertan businesses slower than those in other provinces when it comes to implementing digital technologies in manufacturing (eg. sensors and robotics). “We’re not sure exactly why, because Alberta is usually the champion in technology,” said BDC Chief Economist Pierre Cleroux. In Canada, 45 per cent of Quebec businesses have implemented digital technologies, compared to 35 per cent of Alberta businesses, which falls below the national average of 39 per cent. Digital software being used in manufacturing can spot changes in the production process at every step to correct defects.

Over 160 killed, thousands displaced

A group of Sri Lankan soldiers carried a body wrapped in a tarpaulin to police for identification, while others dug Monday through piles of mud, unearthing a motorbike, pieces of furniture and clothes, the only signs of 15 homes that stood on Kiribathgala Hill just a few days ago. Helicopters searched elsewhere for people still marooned after rain-triggered floods and mudslides inundated villages last Thursday, killing at least 169 people and leaving 102 others

missing, officials say. The rains caused part of Kiribathgala Hill to come crashing down, burying the 15 homes and their 26 inhabitants under huge rocks, mud and fallen coconut trees, village officer Udari Erabedda said. Soldiers have recovered 12 bodies, including those of two women and a child dug out on Monday. The others remain missing. The hill in Sri Lanka’s Ratnapura district, known for gems and precious stones, is 120 kilometres southeast of the capital,

Colombo. Most residents make their living by tending small plots of tea or spices, or by working in nearby gem mines. K.W. Robo Singo, 72, lost his daughter, granddaughter and four great-grandchildren. “I heard a huge sound and saw large rocks and trees crashing down,” Singo said. “Within five minutes everything was over, the whole area was a heap of mud.” Terrified villagers huddled in a nearby school, having left their homes for fear of more mudslides.

Feds announce intent to match donations to alleviate famine Gilbert Ngabo

Metro | Toronto The Canadian government is stepping up its efforts to counter the threat of famine. International Development minister Marie-Claude Bibeau announced Monday the launch of the Famine Relief Fund, an effort that will match donations made to registered Canadian charities for the same cause between March 17 and June 30 this year. The new commitment comes two months after Metro launched the Focus On Famine series, highlighting the growing hunger and famine in East Africa and the Middle East, and chronicling efforts of local immigrants to bring relief to desperate families. The United Nations has already declared famine in some parts of South Sudan, while warning that millions of people in Somalia, Yemen and Nigeria are suffering from hunger and severe malnutrition. About 20 million people in the four countries are at risk of famine, while drought and instability in surrounding countries such as Kenya and Ethiopia add weight to the crisis. Canada has already com-

mitted nearly $120 million towards the US$4.4 billion required to avert the ongoing catastrophe, according to the UN. “This relief fund is needed now more than ever,” wrote UNICEF Canada chief program officer Meg French in a statement to Metro, noting the spread of the crisis on the ground is outpacing the response so far. Jamie McIntosh, World Vision Canada’s VP of programs and policy, said there’s still an alarming funding gap but government efforts such as the new relief fund bring muchneeded hope. “There’s still an opportunity to pull millions of people back from the brink of starvation,” he said.

With more rain expected later Monday, rescuers raced to evacuate villagers from the most vulnerable areas around the country. Already, more than 75,000 people have taken shelter in 337 relief camps set up in the south and west. An air force helicopter on a relief mission crash-landed near Baddegama town in the south on Monday. All 11 people onboard escaped unhurt. Metro | Halifax Police in Nova Scotia have laid a “unique” set of charges against a man accused of killing a pedestrian while texting and driving. On March 11, RCMP say a 54-year-old man died after being struck by a car in Cape Breton, as he was flagging passing motorists for help. The suspect vehicle failed to stop, a release said, and the victim was taken to hospital and later pronounced dead. “That’s the first time I’ve seen that,” Cpl. Jennifer Clarke, Nova Scotia RCMP spokeswoman said on Monday. “It doesn’t mean it’s never been laid before, but let’s just say it’s unique.” RCMP’s Cape Breton Traffic Services announced on Monday they had charged a Sydney man in the case. Thomas Joseph Smith, 26, faces these charges: failure to stop at the scene of a fatal collision, dangerous operation of a motor vehicle causing death, criminal negligence causing death (text messaging while operating motor vehicle), and operating a motor vehicle while disqualified.

Election

B.C.’s NDP, Green Party to form government Matt Kieltyka

Metro | Vancouver Green Party leader Andrew Weaver said he saw a different side of NDP leader John Horgan during negotiations since the province’s historic election on May 9. Both intend to see a different side of the Legislature soon, swapping their opposition seats for the other side of the floor to form a minority government. The two parties have announced they’ve struck a fouryear “confidence and supply

agreement” to form B.C.’s next government, one that will end the Liberals’ 16-year reign over the province. The NDP’s 41 seats and the Greens’ three would represent a majority of votes in the Legislature, more than the Liberals’ 43. Weaver has been in negotiations with both parties since election night and said he was willing to work with both as long as they met certain Green conditions: such as banning union and corporate donations in politics and moving toward a proportional representation electoral system. The terms of agreement be-

tween the NDP and Greens won’t be released until Tuesday (the NDP caucus still needs to ratify the deal), but Weaver said it will focus on commonalities between the party platforms. The NDP supported both campaign financing and electoral reform during the campaign. “We were very, very close with both parties,” said Weaver, cryptically. “And there were some things that we felt were important where some values were a little more common than others.” One big hint the Green leader did drop, however, was on opposition to Kinder Morgan’s Trans-

Mountain pipeline expansion. “Obviously there are some things that are near and dear to my heart, to the heart of my caucus colleagues, as well as to the hearts of the BC NDP and their caucus,” he said. “One of the things I can say, the issue of Kinder Morgan is one that I have been heavily invested into. The issue of Kinder Morgan was one that was critical to (the Greens) and I think you’ll see that reflected in tomorrow’s announcement.” Horgan, meanwhile, admitted the idea of being premier gave him an extra spring in his step Monday.

PUBLIC WORKS The week in urbanism

Digging in downtown

Urban food forests are popping up in cities — places where people often don’t live close to affordable, healthy food shops, let alone farmland. The situation is even worse in poorer neighbourhoods, a phenomenon known as food deserts. It’s an international trend many are trying to reverse by planting gardens in empty lots, former landfills, even on barges to give urban dwellers a taste of the homegrown. Here are some ways cities are putting down roots.

1 Making an agrihood: In Detroit, The Michigan Urban Farming Initiative is turning derelict buildings into an urban “agrihood,” an alternative growth model that puts local food at the middle of development. The food forest is spread over vacant land, occupied and abandoned homes, and provides free produce to about 2,000 households. FACEBOOK/THE MICHIGAN URBAN FARMING INITIATIVE

2 Guerilla gardening: In South Central L.A., gardener Ron Finley came out victorious in a showdown with a developer who wanted to seize the land he uses as a community garden. Big names like Bette Midler helped fund the $550,000 the developer demanded, especially after Finley’s rousing TED Talk on guerilla gardening in empty lots. His pitch: “Growing your own food is like printing your own money.” GETTY IMAGES

4 Trees from trash: The CERES Community Environment Park in Melbourne, Australia is built on a decommissioned landfill that was once a bluestone quarry. They now use solar energy to power a cafe and workshop space, while the farm yields hundreds of pounds of vegetables a year, plus a bush food nursery. FACEBOOK/CERES 3 A floating forest: The Swale project is a forest open to foragers atop an old barge that travels to piers around New York City promoting public food. Visitors can harvest herbs, fruits and vegetables for free. The artist behind the project hopes more of the city’s parkland can be converted into usable food-growing territory. INSTAGRAM/

GIRL GROWERS B.C. has the highest proportion of female farmers in the country, according to census of agriculture data released earlier this month. Although the total number of farmers is declining, urban farms are credited by some with balancing out a gender gap in the, ahem, field. CHOO-CHOO RE-DO What to do with an old railway facility? In Tillburg, The Netherlands, a former hangar and maintenance facility will be transformed into a mixeduse library. It will include a music hall, galleries, work space and a restaurant.

Canadian duo eyes $1M prize After many late nights spent flipping and twirling in a Toronto studio, two dancers have landed a shot to make it big. The team of Jenalyn SarazaPacheco, 16, and Luka MilacicPerusina, 20, is the sole Canadian contender among 47 acts with eyes set on a $1-million prize awarded to whoever wins World of Dance, a 10-episode competition premiering Tuesday on CTV and NBC at 10 p.m. The hopefuls were picked from thousands who auditioned from around the U.S. and internationally. Earlier this year, the locally based cabaret ballroom duo had to quietly slip out of town for show tapings, initially not allowed to tell anyone (not even their teachers) where they were going or what they were doing. “It is awkward because you can’t give out to much information,” Milacic-Perusina said. “I had to be like ‘listen, I’m not

going to Cuba — I’m actually going to do something, I just can’t tell you what it is.’” Now that posters hyping the series — which bills itself as “the biggest dance competi-

tion in the world” — have appeared on Toronto bus shelters, the news is beginning to sink in for the dancers and their friends at home. “We were in some of the promos on TV, and some people noticed us and were like “Hey! That’s you guys!” said SarazaPacheco, who is in Grade 11. “It’s pretty cool.” The specialty of Luka & Jenalyn, as they call themselves on stage, is their spin on cabaret ballroom: a variety of extremely acrobatic styles forged into a routine featuring lots of throws and lifts that, understandably, make their parents gasp. The duo’s efforts will be judged by a panel including American pro ballroom dancer Derek Hough, R&B musician NeYo, and show producer Jennifer Lopez herself. American dancer and actress Jenna Dewan Tatum is the host. TORSTAR NEWS SERVICE

For the last few years, energy, forestry and pipeline industries have collaborated to restore habitat for Alberta’s boreal woodland caribou populations—a federally-listed species-at-risk. With other industry players, Devon Canada has spearheaded the RICC (Regional Industry Caribou Collaboration) to coordinate habitat restoration across lease boundaries, and to monitor response of wolves (the leading cause of declining caribou populations) Project manager Amit Saxena, of Devon Canada, says the RICC has been recognized by government as a model for other similar potential projects in Alberta. Besides the beneficial impact on the environment that comes from returning caribou populations to a healthy level, there’s also value in the collaboration of business, says Saxena. “It’s a whole new way to do business. Companies traditionally focus on their own leases, but here we’re working together to do the research on effective treatments to deter wolf movement, and to restore large patches of land in the caribou ranges of northeast Alberta,” he says. To date, project accomplishments include habitat restoration treatments on over 1,000 linear kilometers of industrial footprint, an interactive mapping portal of data, and extensive wildlife monitoring, which includes remote technologies and manual collaring of wolves. “We’re already seeing success of the restoration work, and are hoping to see beneficial impacts of caribou populations within a couple of years,” he says. The project is an Emerald Awards finalist for the Shared Footprints category, categor and is a joint effort of Devon Canada, Canadian Natural Resources Ltd., as Energy, Cenovas Ener Imperial Oil, Statoil Canada, Alberta Pacific Forestry Industries, and MEG Energy. For

AlbertA ConservAtion AssoCiAtion In addition to celebrating 20 years of of conserving fish and wildlife populations, Alberta Conservation Association (ACA) is pleased to have their work recognized as a finalist for an Emerald Award. Conserve, protect and enhance has been a part of their DNA since the group formed in 1997, and, as Todd Zimmerling, ACA President explains, the organization has since been conserving fish, wildlife and habitat for Albertans to enjoy, value and use. “We have taken on a phenomenal number of conservation projects over the last two decades and developed partnerships with a wide range of individuals, groups and corporations,” says Zimmerling. With its partners, the organization has directed about $220 million over 20 years toward conservation projects that preserve fish, wildlife and habitat for future generations. Zimmerling says this type of conservation is important to ACA because it’s important to Albertans. “Rural or urban, people in this province love to get outside and enjoy the outdoors, whether it’s to hunt or fish, birdwatch or pick berries. People want wild spaces and species conserved – it’s important to Albertans and it’s what we do at ACA,” he says. While the core of ACA’s work in fisheries, wildlife and land has remained consistent, how they do their work has changed over the years – from adopting drones and solar-powered off-site watering technologies to building positive long-term partnerships with landowners, municipalities and industry. The ACA is excited to be named an Emerald Award Finalist in the Community Group or Not-for-Profit: Large Organization category, calling it an honour for the entire organization to be recognized by peers for their accomplishments.

Emerald Awards recognize and celebrate outstanding environmental achievements across all sectors in Alberta. The finalists of the 26th Annual Emerald Awards were selected by a panel of knowledgeable third-party judges. The 26th Annual Emerald Awards will be presented in Edmonton on JunE 6, 2017. This is one initiative that truly started from the roots up. Root for Trees is an enhanced tree-planting program that works to preserve and expand Edmonton’s urban forest through partnerships with corporations, community groups, and individual residents, according to City of Edmonton Community Greening Supervisor, Katelynne Webb. Together with 4,100 volunteers, the Root for Trees initiative saw more than 36,400 native, ornamental and fruit bearing trees and shrubs planted in 2016. “Going forward, we have an annual goal of planting 45,000 trees in hopes to achieve the overall goal of doubling Edmonton’s urban forest within 10 years,” Webb adds. The initiative is so successful that it has recognized as an Emerald Awards Finalist in the Government Institution category. Trees provide many environmental benefits, such as improved water quality, healthy ecosystems, carbon dioxide reduction and native species conservation. “By becoming an Emerald Awards Finalist, we hope to reach a wider audience and continue towards our goal of building a sustainable urban forest. As more volunteers become involved with the initiative, we can continue to positively impact Edmonton’s urban landscape and create stewards of Edmonton’s urban forest,” Webb says. Another focus for the organization is to expand the sponsorship program to further engage corporations in stewardship of the urban forest while providing them with an opportunity to meet their sustainability goals. Edmontonians are invited to sign up and participate in tree planting events, in which they are provided with all the materials required for an exciting and educational day in nature. This includes shovels, gloves, and native trees, ees, shrubs, and wildflowers.

More than 10 years ago, a group of companies and government agencies came together under the umbrella of fRI Research with the goal of developing a better system to inventory, manage and repair stream crossings. They succeeded – and the results have garnered recognition from the Alberta Emerald Awards in the Sharing Footprints category for The Foothills Stream Crossing Partnership (FSCP). “Since 2006, 8,400 stream crossings have been inspected at least once, for a total of 16,000 inspections,” explains FSCP spokesperson Ngaio Baril. Since 2011, FSCP members have mitigated fish barriers at over 200 stream crossings and have scheduled the repair of fish barriers in 55 priority watersheds looking forward to 2020. “The scale of the problem is vast: there are over 50,000 road and stream crossings in the province and many of these crossings were installed before the impacts of barriers on fish movement and sedimentation were identified,” Baril says. “Many different industries, government agencies and private citizens own these crossings.” “Many amazing environmental initiatives and groups have been recognized by the Alberta Emerald Foundation and it is incredibly fulfilling to be among them,” Baril says, adding that the organization is committed to improving ving fish passage and habitat. “This recognition is amazing and will provide vide the motivation required to keep improving ving fish habitat, one crossing at a time.” The FSCP is a multi-industryy partnership with the objective of improving the condition and performance mance of stream crossings by inventorying, prioritizing, prioritizing repairing barriers to fish passage, and maintaining watershed health.

Jake Guentzel helped the Pittsburgh Penguins avoid a humiliating defeat in Game 1 of the Stanley Cup final. Guentzel broke a 3-3 tie with just over three minutes left in regulation as the Penguins hung on to beat the Nashville Predators 5-3 on Monday night. Pittsburgh had a 3-0 first-period lead completely unravel and failed to generate a single shot for about 37 minutes, including zero in the second period. Sidney Crosby had two assists, Nick Bonino scored a pair and Evgeni Malkin found the back of the net as the Pens grabbed a 1-0 series lead. Conor Sheary also landed his first goal of the playoffs and Matt Murray made 23 saves. Pekka Rinne was shaky in yielding four goals on only 11 shots for the Predators. Ryan Ellis, Colton Sissons and

Tiger says meds led to DUI charge Tiger Woods attributed an “unexpected reaction” to prescription medicine for his arrest on a DUI charge that landed him in a Florida jail Monday for nearly four hours. Woods, the 14-time major champion who had back surgery five weeks ago, was arrested on suspicion of DUI at about 3 a.m. Monday and taken to Palm Beach County jail. He was released on his own recognizance. Jupiter Police spokeswoman Kristin Rightler said she did not

The former Canadiens defenceman broke into an exuberant celebration after the apparent goal, but his excitement was dulled when Penguins head coach Mike Sullivan challenged the play as offside. After a lengthy review, which saw officials huddled over an iPad at centre-ice, the goal was called back with Filip Forsberg deemed to have entered the zone early. Zesty Apple Cheese and Bacon Frittata photo: Maya Visnyei

Ceri Marsh & Laura Keogh

For Metro Canada You could make this easy, healthy egg dish for dinner and still have some leftovers to take to work tomorrow. Ready in 35 minutes Prep time: 15 minutes Cook time: 20 minutes Serves 6 Ingredients • 4 strips of bacon • 8 eggs • 1 cup grated cheddar cheese • 1/3 cup grated Parmesan cheese • 1 Tbsp butter • 1 apple, peeled, cored and thinly sliced Directions 1. Preheat oven to 450 F. 2. In large, oven-safe skillet, sauté

the bacon until crisp. Turn off heat. Place bacon on paper towel to drain and wipe skillet with another piece of paper towel. 3. Meanwhile, in a large bowl, whisk eggs. Add half of both cheeses to eggs and whisk again. 4. Place skillet back over medium heat and add butter. Swirl that around the pan. Pour in eggs. Cook until edges begin to set. Crumble bacon and sprinkle on eggs. Lay down slices of apple in a circular pattern. Sprinkle remaining cheese on top. 5. Place in oven 15 to 20 minutes, until top is puffy and just lightly set. Remove carefully and allow to cool for a couple of minutes before slicing.
