Andrew Peasgood, Framework Manager for the West Midlands Contractors Framework (WMCF) explains...

S

t Katherine’s estate in Ledbury dates back to the 13th Century, and is a rare and well-preserved

form of church-sponsored hospital once common in Britain. The site contains an Almshouse, a Chapel, Hall and several outbuildings, but the Grade II listed Master’s House, which was once the home of the St man. The site itself is unusual in that it has been used almost consistently

recently as a library and customer services centre. In 2011, Herefordshire Council secured and approved funding for a complete restoration of the building to bring it up to date with current building regulations and ensure it could continue as an important and much-loved community facility. A contractor for the project was procured through the West Midlands Contractor Framework (WMCF), a multi-client framework set up in 2010 to help manage construction contracts across the region. The four year, £180 million framework seeks to simplify procurement in order to improve the quality of buildings while reducing costs

and ensuring better value for money for the tax payer. As one of the founding members of the WMCF, Herefordshire Council used the framework for the project to minimise costs and streamline the process of procurement. The framework contains three contractors, Speller Metcalfe, Thomas Vale Construction and Kier Construction Central, who allocated work on a rotational basis subject to continually maintaining agreed standards of collaboration, cost control, and quality. Speller Metcalfe was the contractor appointed to the Master’s House, and they began work on the 2011.


Back to basics Phase one involved a full strip-out of the building, which included the removal of asbestos, plasterboard and exposing damaged brickwork, roof beams and trusses. The team also made preparations for a new modern lift, kitchen and toilets. Given the age of the building, the team installed a concrete lift shaft and service trenches that were independent from the rest of the building in order to avoid making any changes to the building frame. In keeping with modernising the

traditional techniques and materials are used to restore the fabric of the building, including wattle and daub and hempcrete on the walls and roof, and limecrete on the

lighting and other energy saving measures were also installed to reduce running costs.

Meeting standards Perhaps most challenging of all is the need to mix a historical

building standards. By working closely with English Heritage and specialists at Herefordshire Council, the team has ensured that every possible consideration is given to maintaining the building’s characteristics in appearance and structure while improving

Medieval beginnings With the 19th Century wing completed in early 2012, activity switched to the main medieval structure. Having seen several building structure and develop a detailed understanding of the original design. Using thermal imaging cameras, the team original and planned an extensive works programme designed to expose and restore the building’s core structure. To do this, the team worked to remove ageing order to assess the quality of the timber frame. Despite years of use, the medieval structure – including the roof – was found to be in relatively good condition and in April 2013, a canopy was erected to protect the frame from the elements so the team could begin to remove sections of the frame for repair. Working with a local timber specialist, elements of the frame were repaired using a mixture of European oak and steel supports to replace or reinforce the structure. As with the 19th Century wing,

they’re not only traditional, they’re locally sourced, sustainable and help allow the building to breath, stopping damp and the risk of cracks and fractures in the brick and plasterwork. The products also have a high thermal mass, which improves the building’s overall

At the WMCF, we take community involvement seriously and one of our core competencies - against which all our contractors are measured – is the Considerate Constructors Scheme scoring system. This means our contractors need to maximise community involvement – through events or education programmes – and look at how to ensure as much material as possible is sourced locally. At the Master’s House, almost 70 per cent of subcontracts and materials were sourced locally and community engagement was considerable. Aside from adhering to community requests to reduce disruption, the team has worked with local schools, local community groups and local history groups to

BBA gets go ahead for Solid Wall CPS The BBA’s application to operate a competent person selfcertification scheme for the installation of solid wall insulation has been accepted by the Department for Communities and Local Government (DCLG). The scheme covers the installation of internal, external and hybrid insulation systems and is an excellent complement to the BBA’s many Agrément Certificates for solid wall insulation systems. The scheme will mean installers can self-certify that their work complies with Building Regulations without the need for a separate assessment by Building Control. Are You Aware of the Real Gap in the Insulation Market? Cavity insulation is most vulnerable at joints and junctions, so it makes sense to ensure there are no gaps where the insulation abuts reveals, sills and window heads. By discarding the conventionally shaped rectangular closer and substituting one that is L-shaped, these gaps (and importantly the heat-loss paths via them) can be blocked. The Continuity Closer with its L-shaped insulating core is able to wrap and extend across the face of adjoining insulation. said: “We specified the Armstrong products for the quality and look of them. But at the same time it was the nature of their response to our requirements that sealed the deal.”

Armstrong’s MicroLook micro-perforated 600mm x 600mm tiles with a B15 acoustic infill have been suspended from a Microlook Microline grid at Bracton House, a 23,000ft2, six-storey office building in High Holborn.

The Armstrong metal tiles were installed by approved Omega contractor Diamond Interior Solutions on the concrete-framed building which now features a new main entrance and double-height reception area alongside some original large arched windows as part of the six-month refurbishment.

This is one of the first uses in the UK of the Microline grid system which combines an exposed sleeve for a clean and crisp visual with a practical threaded reveal for flexibility in partition fixing and relocation. The system was specified for the £1.5 million refurbishment by architects Stavros Nissiotis Architectural Studio for its quality, aesthetics and functionality but also because of the standard of service the practice received from the manufacturer. Designer Stavros Nissiotis, who had not used Armstrong systems before but was impressed by their use at Deusche Bank,

Stavros Nissiotis added: “Our brief from the client, an investment company, was to modernise the internal spaces and upgrade the M&E alongside the installation of new climate control systems. “The Armstrong systems give a flush aesthetic and that is the look we were after. There are also no extrusions in terms of the grid and they give easy access to the services. Acoustically, we also went for the maximum performance by adding an infill.”

The Armstrong tiles, which give 84% light reflectance and perform to sound absorption 0.60(H) and sound attenuation 41db, as well as comprise 30% recycled content, help give the open-plan spaces in a Conservation Area a light and airy feel. Diamond Interior Solutions’ Steve Pearce said: “We were approached by SNAS following Armstrong’s recommendation of us as an Omega contractor and after some discussions and offering the client various options we were awarded the contract. Armstrong were very helpful and knowledgeable about their product and helped us secure it.” He added: “The project was carried out floor by floor in conjunction with other trades, with integrated lighting and ventilation being installed by others. The main challenge for us was the perimeter detail as the timber batten used had to be formed to an angle as the top floor was set into the eaves and therefore had sloping walls.”

Field Applied UV Curable Coatings for Flooring Resin and coating development addressing the challenges identified The wood coating industry initially embraced UV curing technology as a way to increase both productivity and performance, and more recently as a means to save energy and meet environmental regulations. Initially, all applications were based on 100% solids UV-curable products, coating mainly flat panels by roller coater. The exterior render was suffering with a high degree of cracking. Repairs to the render were carried out using Betofix RM, a fast cure feather edge repair mortar prior to application of the coating system. Remmers Elastoflex system was chosen to accommodate the anticipated movement and give a high degree of finish to the exterior. The Elastoflex system incorporates mesh reinforcement within a highly elastic coating compliant with EN1504 – surface protection coatings. Field applied wood floor coatings, until recently however, have required conventional curing. Today, there are several UV-curable wood floor coatings in varying stages of commercial development, including 100% solids and waterborne coatings. National Trust activity centre is ready for action thanks to Forbo Forbo Flooring Systems prides itself on its ability to supply high quality commercial floor coverings to suit all aesthetic and performance requirements. A project which amply demonstrates the manufacturer’s flexibility has recently been completed at the National Trust’s Stackpole Outdoor Learning Centre in Pembrokeshire. Products from the Flotex, Westbond, Tessera, Floorink, Coral and Surestep floor covering ranges were all specified as part of a major refurbishment and extension programme to create extra facilities to accommodate parties of school children for a week at a time, allowing them to take part in a wide range of exciting outdoor activities. The flooring in the activity centre had to withstand a daily onslaught of pedestrian and wheeled traffic, and in certain areas, where children would be wearing wet and muddy clothes, washable floor coverings were called for. Over 500m2 of Flotex flocked flooring was installed, delivering the toughness, durability and hygienic attributes of a resilient floor covering, coupled with the quietness, warmth and comfort of a textile floor finish. Enabling the National Trust to communicate the heritage of the site in a novel way, a historical map of the site was printed onto vinyl flooring for the visitor information centre via the Floorink service, which digital printing specialists Printed Space offer in partnership with Forbo. To complete the refurbishment of the activity centre a Coral Duo entrance matting system was installed to provide effective soil and moisture removal at the entrance areas to the centre. This attractive and highly effective ‘wipeoff’ entrance matting which captures up to 94% of moisture and walked in dirt, will help to prevent slips and trips and protect all the National Trust’s new floor coverings throughout the building from unnecessary soling, wear and tear. English Heritage At The Engine House, Swindon – Selectaglaze Awarded Return Ticket In 1840 Daniel Gooch, the newly-appointed 21 year old locomotive superintendent of the Great Western Railway wrote to Isambard Kingdom Brunel recommending Swindon as the location for a much needed engine works. In his letter he recommended that the then tiny hilltop town was the perfect location with “the great advantage of being on the side of a canal communicating with the whole of England, and by which we could get coal and coke”. He went on to say that collection of water might be a problem but “we have a great deal of side cutting that might be converted into reservoirs, and should even this fail us we have the canal”. And so, just four years later, the GWR Central Engine Station was a reality. The site was subsequently extended with the provision of a three-storey building in the 1870’s additional storey was added in order to provide an Engine Station this section of the building house the organisation’s extensive archives. Grade II* Listed building Selectaglaze, the UK’s leading designer, manufacture and installer of secondary glazing treated windows on the south elevation in order to improve noise insulation from the railway lines. Recent rationalisation of English Heritage’s an increased number of the organisation’s responsibilities being delivered from The Engine House by over 500 members of staff. This now includes a public access library, dark rooms, photographic conservation laboratories and meeting rooms. To facilitate these extra areas of responsibility the building required further renovation and conversion works which were put out to Public Tender. This included the requirement for “The thermal upgrading of windows by installation of secondary glazing an historic buildings consultancy. The successful applicant for the secondary glazing element was, again, Royal Warrant Holder, Selectaglaze.


A total of 100 sash windows of different sizes system for smaller windows and the heavy sash windows some with curved heads. Low emissivity glass was incorporated throughout to optimise the thermal performance. Each window was individually measured and ensure a good seal. The windows arrived fully fabricated and were installed quickly and with

Back to the Future: Integer House at BRE Watford Environmental ‘Smart Home’ refurbishment utilises Polysolar’s revolutionary transparent solar PV glazing The building and construction industry is at last beginning to wake up to the value of buildingintegrated photovoltaic (BIPV) products. Increasingly, architects, designers and property owners are specifying it as an effective way of including energy micro-generation into the fabric of a building. Hamish Watson, CEO of Polysolar, looks at how the refurbishment of the Integer Millennium House in Watford, which was first developed in 1998, has used an innovative photovoltaic glass product to provide shading, prevent heat loss and generate renewable energy.

Intelligent Buildings The multi-purpose BIPV building material has been used as part of a showcase demonstrating some of the very latest innovations in design, building intelligence, environmental performance and construction processes. Integer House, now renamed The Smart Home, is part of the Building Research Establishment (BRE) Innovation Park in Watford. Polysolar has installed its unique transparent solar PV glass to support the project’s overall aim of demonstrating how sustainable, energy efficient and renewable technologies can be used by the building industry. Over 5,000 people have visited Integer Millennium House since its opening and many of the technologies have been adopted

into mainstream construction. Over the past 15 years though, building regulations and advances in technology have progressed significantly. In 2013, British Gas took on the complex refurbishment to bring the building up to date. If figures that show that over 85% of the UK’s housing stock are more than 15 years old are accurate, then a refurbishment project arguably represents a more potent and relevant proposition than a new build for its overall effect on meeting reduced carbon emissions and improving the quality of UK housing in the future. As in the original Integer concept, there were no contracts or budgets, with suppliers donating their materials and expertise free of charge or at cost. BRE and British Gas identified the latest building and environmental technologies from around the world to incorporate in the house.


BIPV: Multi-functional building product The existing glass conservatory, which covered three floors on the south side of the building, was originally intended to provide passive heat gain to the building. This however, actually resulted in overheating during the day. Also, when Integer House was originally designed, energy costs and CO2 emissions were not key design drivers. Today however, environmental factors such as these, coupled with renewable energy generation needs are primary design tenets stringently captured in assessment tools such as BRE’s own Environmental Assessment Method (BREEAM). Polysolar’s innovatively designed transparent and tinted photovoltaic glass acts as a multi-functional substitute for conventional glazing. It delivers an optimal level of shading; a reduction in solar heat gain and glare from the sun; reduced heat loss from the building; as well as generating clean, renewable electricity to power the home.

Thin film technology – multiple advantages The glass was mounted in a conventional aluminium curtain walling system provided by Polysolar’s partners Nationwide Windows and official MCS certified installers, GJH Facades. When the project is officially opened on October 2nd 2013, the 3.3kW solar PV glass atrium should generate on average 3,500kWh of electricity per year - enough energy to supply the home’s entire daytime electricity needs and save 1.8 tonnes of CO2. The owner will also be eligible for the Government’s Feed-in Tariff, providing an income/saving yield of around £1,130 per year. The savings were made possible due to the product’s unique ability to absorb ambient and reflective light on both sides almost regardless of UK weather conditions. The glass also works for longer during the day and over the whole year when compared with conventional roof-mounted PV

systems, thereby maximising energy generation during sunlight hours. Naturally, with less direct sunlight entering the atrium, the environment will be cooler and the excessive heat gain of Integer House can be avoided. Computer simulations have demonstrated that excessive solar gain is reduced by 50% with Polysolar’s PV glass. Whilst not considered for the refurbished Smart Home, heat loss to the external environment could be greatly reduced by including the glass within well designed double glazing units, where ultra low U values of 1.2, mean exceptional efficiency for heat retention. One final benefit for the owner of Smart Home is the enhanced growing conditions for plants in the atrium. The PV glass lets through red light required for photosynthesis, therefore the atrium will be ideal for plants as well as providing a pleasant environment in which to sit out in. Overall then, BIPV presents so much more than generation of clean energy and is a formidable offering when considering whole-building efficiency assessment methods such as BREEAM. As architects and specifiers become increasingly aware of advancements such as these being made in BIPV technology, we can expect to see continued growth in this market. Applications such as office blocks, retail premises, hospitals and schools are all ideal projects for the use of BIPV glass. Product availability, upfront costings, improved efficiency and output, and developments in building regulations provide a number of opportunities for the construction industry and architects to take advantage of a truly versatile and innovative multi-purpose 21st Century building material.

The findings Some of the key UK trends were as follows: Use by type of contents Most used drawer – refuse container Most used cabinet with hinge – refuse container Most used cabinet with lifting system – crockery This highlights new trends in kitchen design where it is now more common to have a refuse container in a cupboard, rather than a separate bin in the corner of the room – an increasing trend prompted by the need for more space for recycling.

Making U-value calculations for inverted flat roofs: three vital considerations Reviewing or making a U-value calculation for an inverted flat roof? Then you should bear these three vital considerations in mind according to Dr Steve Johnson, Technical Manager for STYROFOAMTM and XENERGYTM insulation manufacturer, Dow Building Solutions: 1. U-values: Location, Location, Location. 2. Design and declared lambda values: know the difference. 3. Roof build up and potential condensation effects. “We are all aware of the importance of U-values when it comes to the long term energy performance of well-constructed buildings. U-values can in general be calculated easily, and there is software available to make such calculations very quickly. Anything that makes the job easier is welcome – but that doesn’t mean we should overlook vital factors which can lead to misleading calculations if not addressed. With the spotlight turning on the actual energy performance of buildings – not just the designed performance – ensuring U-value calculations are robust is a responsibility the industry must take seriously. The inverted flat roof is a building element with many unique aspects, which must be tackled at the outset in order to avoid errors when making U-value calculations. Water vapour movement as well as heat transfer should be calculated, and in addition condensation issues need to be satisfactorily addressed if a robust design solution is going to be achieved. Let’s take each issue in turn.

U-values: Location, Location, Location.

Most people understand that two identical buildings, with identical U-values, would not deliver equal energy efficiency performance if built in different locations, due to differences in local climates. But you wouldn’t expect this to affect a U-value calculation itself - or would you? Inverted flat roof construction is simple in principle; just place the insulation above the waterproofing layer rather than below it, as would occur in traditional, warm roof construction. Interchanging the position of the waterproofing and insulation layers brings numerous advantages, but also introduces an additional mechanism for heat loss: rainwater can flow beneath the insulation boards and remove heat directly from the building fabric, before finally running off the roof and down the rainwater drainage outlet. This effect is known as Rainwater Cooling, and it must be addressed when we do a U-value calculation. So how do we do that? First, calculate the U-value without taking it into account, and then add a correction (known as Delta U) to obtain the final U-value.

Obviously, the more rain which flows under the boards, the more heat is lost. The additional heat loss due to Rainwater Cooling will therefore be dependent upon the average rainfall in the building’s location and the percentage of that rainfall which reaches the waterproofing layer. BS EN ISO 6946:2007 outlines a method which can be used to calculate how much the U-value is affected by rainwater, and by how much we need to correct it. For an edge-profiled, interlocking board, a substantial proportion of rainwater can be expected to flow beneath the boards: European Technical Approval Guideline (ETAG) 031-1 stipulates that 75% can be assumed for calculation purposes. This large percentage can be reduced by placing a water control layer (not to be confused with the waterproofing layer) over the insulation and beneath the ballast layer.

Tests have shown that this can reduce water flow beneath the boards to typically around 5%, making a significant reduction to the Delta U you would otherwise calculate. Whatever the magnitude of the penalty that Rainwater Cooling brings, it needs to be correctly taken into account when making U-value calculations for inverted flat roofs.

Design and declared lambda values: know the difference

When calculating U-values, we need to assess the individual materials which make up the construction element and know their respective thermal resistances, which can be derived from their thermal conductivity and thickness. If proprietary materials are used, a manufacturer should be able to provide relevant and - more importantly - accurate information for the calculation. In other circumstances, it may be acceptable to use generic information for the materials. Whatever the approach, there must be no confusion about the thermal conductivity value to be used for the thermal insulation material, since the overwhelming majority of the total thermal resistance which will contribute to the final U-value is down to the thermal insulation layer. All insulation products have some degree of intrinsic variability in thermal conductivity. European Products Standards therefore take thermal test results and

subject them to statistical analysis to create a level playing field. This improves the robustness of thermal conductivities used in calculations, and helps ensure that a consistent approach is used throughout the entire process. It also takes mechanisms such as aging into account. This analysis delivers a so-called “declared” lambda value in accordance with the relevant European norm for the insulation being considered. For extruded polystyrene (XPS) such as STYROFOAMTM this norm is BS EN 13164. This declared lambda value is sometimes referred to as the 90/90 value, i.e. 90% of production achieves the quoted conductivity value with a 90% confidence level. Building designers have come to accept that declared (90/90) values for thermal insulation can be used as a design value as they represent a performance over a 25 year lifespan. However in inverted flat roof applications this declared (90/90) value needs

to be additionally modified, by applying correction factors based on the unique end use conditions. ETAG 031-1 states that possible moisture absorption over time needs to be determined by examining two particular mechanisms for water absorption: by diffusion and by freeze/thaw, because the efficiency of thermal insulation is impacted by the amount of moisture it contains. Only when the moisture levels have been determined can the relevant correction factor be applied - calculated in accordance with BS EN ISO 10456 - to the declared 90/90 lambda value, in order to derive a relevant application design lambda value. Adding these correction factors will mean an increase in the thickness of insulation required to achieve the same U-value. Ignoring them can lead to a significant underestimate of the amount of insulation required to achieve a target U-value.

Roof build up and potential condensation effects

The possibility of interstitial condensation on an inverted flat roof is further diminished, as the waterproofing layer is on the warm side of the insulation boards and thereby acts as an efficient vapour control layer. Surface condensation will also present a low risk, as the insulation boards maintain the roof’s waterproofing close to the building’s internal temperature. Nevertheless, while condensation risks are low, they are not zero, and we need to consider what other physical mechanisms may contribute. As already outlined, rainwater is able to flow beneath the insulation boards, removing heat from the roof structure. This results in a sudden drop in temperature and can lead to condensation. For concrete decks - which have a significantly large thermal inertia - the duration and extent of deck cooling and therefore the consequent risk of either interstitial or surface condensation can be considered minimal. For lightweight decks, however, rainwater cooling can pose significant risks unless steps are taken to address it. Strictly speaking, the inverted flat roof concept involves placing all the insulation above the waterproofing layer. However, designers from time to time may be faced with

design constraints, and they may want to consider placing some insulation below the deck within the ceiling void. Care must be taken with this approach, as increasing the thermal resistance below the waterproofing layer only increases the risk of condensation forming. This increased risk cannot be offset by any ventilation of the insulation layer inside the building, as this would effectively provide a thermal “short circuit” and render the roof insulation ineffective altogether. There are no hard and fast rules as to how much thermal insulation can be accommodated within a building before problems with condensation effects emerge. However, it is generally recognized that for an inverted flat roof design to perform effectively, the overwhelming majority of the insulation must be placed outside of the building and above the waterproofing layer. In summary, yes, there is more than meets the eye when calculating U-values for inverted flat roof systems and bearing issues such as condensation in mind. However, guidance is available to help ensure we all get it right – and help protect the reputation of the building industry as a whole.” Enq No: 327

Stone & Stonework Hanson sets new sustainability targets towards 2020 Hanson UK’s 2013 Performance and sustainability report shows many on-going positive achievements in the company’s sustainability performance against a backdrop of falling production volumes and a tough operating climate. The report covers the calendar year 2012 and reports on performance against five clear themes – people; carbon; water and biodiversity, waste and raw materials and systems. It was an important year for Hanson in terms of measuring its sustainability performance as many of the targets set when the business became fully integrated in 2008 had December 2012 as the end-point. Paul Lacey, Hanson UK’s head of sustainability, said: “We have been able to review and monitor our performance over the last four years and set new challenging targets to take us towards 2020. “The clear message to emerge is that we have done well, despite having experienced the toughest few years the industry has seen for more than a generation. Inevitably some key targets were missed as our efforts were hampered by the continuing fall in production volumes which meant many of our sites were working below full capacity, reducing their efficiency.

LBS Group Completes London King’s Cross Restoration Project

In September LBS Group completed a restoration project on London King’s Cross station. The aim of this £550 million project was to restore the original facade of this Grade 1 listed building, as designed by Lewis Cubitt in 1852.

Many generator applications face diverse loads - particularly daytime and night time differences.

We had many meetings with both King’s Cross and English Heritage staff regarding the design of the louvers and how we would be able to retain and preserve the existing timber frame work. The awkward location of the new louvers, the two flag towers and main clock tower meant that we had to work using specialised plant. Separate work was planned during engineering hours, we had just a 4 hour window each night to complete the work. FULL STEAM AHEAD AS CONSTRUCTION FIRM STARTS WORK ON £4.6 MILLION HISTORIC RAIL PROJECT

Now that G F Tomlinson is on site we are looking at how skills and training for local people can be provided”

ONSTRUCTION contractor G F Tomlinson has started work on a landmark £4.6 million project to transform an historic railway station.

Over the last year regeneration charity Groundwork has undertaken a huge fundraising exercise in order to be able to transform the station with the support of its key partners.

Work on the scheme is being carried out at Kirkland Railway Station in Wakefield on behalf of regeneration charity, Groundwork.

These partners have now agreed to fund the scheme and include: Network Rail; Wakefield Council; Metro; Railway Heritage Trust; Grand Central Rail; Northern Rail; Groundwork Wakefield; Garfield Weston Foundation; Headley Trust and Eggborough Power Station.

The project will include restoring the Grade II listed building to its former glory as well as creating space for a café, ticketing and retail areas and office space. There will also be meeting rooms for the community to use as well as units for small businesses. Stuart Lawrence, managing director at G F Tomlinson Building Ltd, said: "This is a high profile project, restoring a landmark of historical importance. "We have considerable experience and expertise in delivering projects which have involved work on Grade II Listed Buildings. "Through the next 12 months work will be carried out to transform the site. At the same time, we will be working to ensure minimal disruption so the station can continue to operate while work on the scheme is carried out," Stuart added.

Additional funding has been secured from the Station Commercial Project Facility and National Stations Improvement Programme, which are administered by Network Rail. Funding from the European Union has been secured as a part of their programme to ‘Invest in your Future’, to complete the funding package.
