MVMA QUARTERLY - SPRING 2021

From the President I am so excited to be starting my Presidential year with the association. Thank you to all of you for trusting me to lead the MVMA. This year is off to a great start. I was Marcy Hammerle, DVM so excited to see the success of our first-ever virtual conference. As you can imagine, there were many new stresses in planning the 2021 convention and the MVMA team did such a great job pulling it all together for us. We had an unexpectedly large number of attendees and we are all so proud that it turned out so well. I definitely missed the friendship and camaraderie that is my very favorite part of the convention and I hope that we will be able to have something more recognizable and in-person for next year. I do believe we learned some things in doing a virtual conference that we will continue, such as having all of the speakers send us recordings of the talks so they can be viewed later in an online format. It was

great to be able to see more hours of CE and to learn about topics I would not usually have been able to attend. I am grateful to the leaders that came before me and to the Board of Governor members that worked together throughout 2020 and into 2021 to try to do what was best for all of us in the association. I feel like I have learned a lot about how to be a successful leader and I hope to make them proud. We have some great things planned for the upcoming year. Our MVMA committees and task forces were all able to meet in a virtual way and to continue planning for the association’s goals. We continue to look at ways that we can serve our members and all of the committees took a look at our strategic plan for the next few years. We can always use new ideas and we encourage members to find a committee or task force that interests you and join in on discussions. We need young members to start now as committee members so they can be ready to shape the future of the organization in the coming years.

From the Vice President Colleagues, Serving as this year’s MVMA Vice President is a distinct honor. I pledge you my best efforts to serve the profession we all have chosen and our Matt Silvius, DVM mutual commitments to improve the health of animals and the expectations of their owners. The MVMA is an association that prides itself on the ability to serve all its members. One of my personal goals is to make sure everyone of our colleagues feels welcome to participate and take active roles in advancing animal health. One highlight of this past year has been the ability of our Association staff to produce a successful virtual convention in response to the constraints that have disturbed our personal lives and professional livelihood. Congratulations to those who work daily on our behalf. 3

I believe it’s important for those of us who have been veterinary practitioners for a while to extend a special invitation to our newest members to become involved in Association activities and roles. I speak from my own experience to acknowledge how rewarding it is to join with others in common tasks to advance the interest of veterinary care. Sometimes newer colleagues can be a bit intimidated to engage in policy and treatment discussions with more senior or specialized colleagues. When I look back on my first years after graduating as a Missouri veterinarian, I realize working with more experienced practitioners in common professional pursuits was infinitely rewarding. As we move forward in an evolving world, changes are happening all around us in our homes, our practices and with our clients and patients. As veterinarians, we deal with zoonotic challenges daily and our knowledge and learning can perhaps extend into helping medical researchers improve these challenges to human health.

As a fellow practice owner, I hope to work on projects that can help all of us to have more successful practices. We are looking at distributing surveys to look at our member’s satisfaction in practice and quality of life issues. We also hope to work on projects to provide some practice management guidance and fee references to help make practices more financially healthy. We will continue to work with our industry partners to find ways they can support our membership. In everything we do, we are always mindful of being inclusive and supportive to all member veterinarians in Missouri. We have all learned this year how successful and resilient our profession really is. We should all be proud we have been able to continue to support each other and to celebrate the human-animal bond. We learned we are considered “essential” to the members of our communities and we take care of our nation’s pets, helpers and food supply. I can’t wait to see what the next year brings. Marcy Hammerle, DVM

Our own practices have been changed by the pandemic in many ways. Our own personal wellbeing and the safety and health of our associates and staff have become new challenges on a daily basis. We have also had to accommodate these changes in the way we see patients and alter our approach to diagnosis and treatment from parking lots and curbside services. The emergence of virtual veterinary telehealth, following the rapid adoption of telemedicine for humans, is something we must continue to examine and assess how it can be both compliant and effective in the state of Missouri. I look forward to working with each of you individually and together as we continue to meet the challenges of our profession in the future and to soon seeing everyone in person. Matt Silvius, DVM

Veterinary Community Eligible for COVID Vaccine March 15 Members of the veterinary community will become eligible for the COVID vaccine starting on March 15. This is the date Phase 1B Tier 3 will begin. This Tier includes agriculture, which has been verified to include all veterinarians and veterinary staff in Missouri. We urge all veterinarians and veterinary staff who wish to receive the vaccine to register now on the state’s COVID site: MOStopsCOVID.com and click the Register Now link. Make sure you indicate that your employment falls under Agriculture. The Missouri Department of Health and Senior Services Director Dr. William Randall has confirmed that all veterinarians and veterinary staff in Missouri are included under the Agriculture category. We are told that registering on the state’s COVID site: MOStopsCOVID.com is the most efficient avenue for getting on the schedule to be vaccinated, however, there are additional avenues for those who wish to investigate them. These include contacting your healthcare provider, your local hospital system, your local health department, or your local CVS, Walgreen, or HyVee pharmacies. Availability through these avenues varies greatly on the local level. Pursuing them in addition to registering on the state site may or may not expedite your being scheduled for the vaccination. The MVMA wants to thank you for your dedication to your clients and your patients. We wish you the best in health and safety.

Delegate Report AVMA Annual Summer HOD Meeting

In July 2020 Dr. Carol Ryan (AVMA Delegate) and myself, Dr. Chuck Barry (Alternate Delegate) participated in the virutal AVMA Summer HOD meeting. During this meeting the House of Delegates focused on issues regarding Covid 19, telemedicine, cannabis use in pets, student debt, the issue of diversity / equity / inclusion, improving veterinary access to FDA approved drugs and many more pressing issues.

AVMA Veterinary Leadership Conference

Dr. Ryan and I recently participated in the joint virtual format Veterinary Leadership Conference / HOD meeting in Chicago on January 7th - 9th, 2021. Members of the AVMA House of Delegates met to discuss many of the ongoing pertinent issues in our profession and our Association. By all accounts, the AVMA’s first-ever virtual Veterinary Leadership Conference was a big success. Held virtually due to the ongoing COVID-19 pandemic, the 2021 VLC attracted more than 600 attendees who gathered to expand and hone their leadership skills with a mix of continuing education sessions, AVMA governance meetings, featured speakers, and networking over the course of three days. If you’re interested in seeing what this year’s VLC had to offer, you can still register and view all education sessions on demand through March.

Veterinary Information Forum

A highlight of the HOD’s leadership conference meeting is the AVMA’s Veterinary Information Forum (VIF), where delegates address issues of concern in the profession. The AVMA thanks the hundreds of members who answered our call for input on the topics addressed during this year’s forum: veterinary medicine during the COVID-19 pandemic and the timing of canine spay/neuter. Delegates held constructive discussions on both topics during the full HOD meeting and smaller committee meetings. While no formal action was taken on either topic, delegates were able to share a wide variety of experiences and opinions, which helps the AVMA’s ongoing efforts to ensure that the Association is providing the resources, education, and guidance that AVMA’s more than 97,000 members need and expect.

Policies and Resolutions

The HOD took the following actions on AVMA resolutions and policies: • Resolution 1—Rules for officer election campaigns: The HOD referred the resolution to the House Advisory Committee for clarification of provisions relating to campaigning and endorsements. 12

• Resolution 2—Expansion of dues reduction for newer graduates: The HOD referred the resolution to the Board of Directors for consideration by the Strategy Management Committee and the Budget and Financial Review Committee. • Resolution 3—AVMA policy on advocating for necessary veterinary medical therapy: The HOD approved this new policy. • Resolution 4—AVMA revised policy on exempt biologics: The HOD approved the revised policy. • Resolution 5—AVMA revised policy on guidelines for use of autogenous biologics: The HOD approved the revised policy. • Resolution 6—AVMA revised policy on veterinary dentistry: The HOD approved the revised policy. • Resolution 7—AVMA revised Model Veterinary Practice Act: The HOD approved the revised model practice act.

Sharing Progress and Good News

HOD members also heard updates on many of the AVMA’s member-focused initiatives in 2020. These included the popular digital education platformAVMA Axon; the success of veterinary economics initiatives, including recordsetting attendance for the 2020 Economic Summit; and new products and services launched this year by the AVMA Trust (AVMA LIFE and AVMA PLIT). Representatives from the Student AVMA also provided 2020 updates and a look ahead at 2021

Heartland Veterinary Conference New Format

The Heartland Veterinary Conference is an informal gathering of 13 Midwestern states that make up AVMA Districts 5,6 and 7. Missouri is part of District 7. The Heartland Districts get together to discuss current topics, trends and concerns regarding their state associations and the profession. Due to the virtual format of this meeting the Heartland gathering did not take place, only separate district caucus meetings were held.

Membership News

As part of the HOD’s Plenary Session, delegates heard good news about AVMA membership and other developments that will benefit members. Your AVMA membership is stronger than ever, with the association’s official membership setting a record at more than 97000 individuals. The AVMA advocacy and support literally seems to grow each year spanning every age bracket and facet of a veterinarian’s career. You can check this out for yourself by logging in as a member on the AVMA website, AVMA.org.

that ensure veterinarians’ voices are heard on legislation that impacts the lives of AVMA members and our patients. On issues from student debt to small business, the PAC strengthens the AVMA’s ability to shape the public policy decisions that affect veterinarians’ business and lives.

by administering disaster aid, specific Covid 19 disaster aid and information, student scholarships, the Veterinary Care Charitable Fund with grants helping animals and clients in need, and support for research crucial to the future of veterinary medicine.

The AVMA PAC is strictly non-partisan and supports candidates on both sides of the aisle to promote issues that matter to all veterinarians. Regulated by the Federal Elections Commission, the AVMA PAC is a transparent and legal way for AVMA members to participate in the political process and ensure that veterinary medicine speaks with a strong, unified voice.

The AVMA Trust announced it is continuing efforts to expand the association health plan program to provide affordable, competitive health insurance to AVMA members and their employees. 12 State They are hopeful that the plan will be offered in Texas soon.

AVMA PAC reported their new monthly giving program has been a big success with members. Just like with out own state Association efforts, AVMA PAC dollars help open the door to provide a chance for the AVMA to have a seat at the table and speak for its members as they share scientific knowledge and real world perspectives with the political decision makers who impact animal welfare and the legal practice of our profession. It encourages each member to consider making some kind of AVMA PAC donation each year.

AVMA Health Insurance Expands

Dr. Ryan and I will meet at the AVMA 2021 convention in Minneapolis MN, this summer. I’m sure we will continue to focus on these and other issues. Remember we are representing you. If you have thoughts or opinions on these or other pertinent topics we would love to hear from you. This truly is “Our Profession... Our Passion!”

Sincerely, Dr. Chuck Barry AVMA Alternate Delegate

News Briefs

Veterinary and Animal care facilities require greater in-depth knowledge of construction materials than average commercial projects because they are constantly filled with furry residents. Plumbing, electrical, heating, ventilation and HVAC systems are several examples of their differences. Sound and odor control are of vital concerns to the practitioners, clients and their neighbors. Our expertise and experience gained over the years makes JHOOKER the right partner for any veterinary facility. For more information, go to: https://jhookerconstruction.com/ veterinary/ Boehringer Ingelheim is pleased to announce a multi-year partnership with PetMedix to develop novel and transformative companion animal antibody therapeutics using PetMedix’s proprietary Ky9™ platform. As part of the collaboration, PetMedix will undertake discovery activities against a number of key targets, and Boehringer Ingelheim will work to develop and bring these therapies to market. While there are many technologies that have been used to develop human therapeutic antibodies, PetMedix’s breakthrough approach is equivalent to one that has resulted in a number of successful, novel therapies for humans. “Boehringer Ingelheim is pleased to be working with PetMedix on this cutting edge technology as a means to bring innovative new therapies to improve the health of animals globally” shared James Allan, Global Head of Transaction, Business Development & Licensing, Boehringer Ingelheim Animal Health. For the past few years, Hill’s Pet Nutrition, a global leader in biology-based pet nutrition, has opened the doors to all pet lovers for a virtual reality tour of their Global Pet Nutrition Center in Topeka, KS. More than 900 dog and cat pet partners live in Hill’s Global Pet Nutrition Center. The main responsibility for many of them is to participate in taste preference evaluations. Dogs and cats are offered different choices of food and can select whichever one they prefer. When they are not ‘working,’ the pets can play with their caregiver or roommates, or relax at will. “Our housing areas are designed to allow our pet partners choices in how they spend their day; they can play in an outdoor bark park with their caregiver and roommates, nap in the sunshine or rest indoors in their den. We believe that the ability to choose and have flexibility in how they spend their free time is important to their overall health and wellbeing,” Baloga said. The virtual tour includes visits to the dining and housing areas. It also explains how the pets help Hill’s scientists create food that delivers proven health and wellness benefits in a taste and form that the pets love to eat. To access the virtual tour for cats, go to www.youtube.com/ watch?v=GSVCX-10WWY or for dogs go to: www.youtube.com/ watch?v=RqM8ivj4TdE

MVMA QUARTERLY - SPRING 2021

QUICK TIP

How would you like to save 50% on your taxes when you sell your hospital? We all know the presidential election has had its fair share of excitement and uncertainties. I want to alert you about a couple of Joe Bidenʼs tax policy proposals that could have a significant effect on your pocketbook, should you sell your hospital. Joe Bidenʼs current proposal is to raise the top ordinary income tax level to 39.6% from its current level of 37%. This slight increase is tolerable for most people. The bigger issue is that he is also proposing to increase the capital gains tax rate to 39.6% when it is currently 20% for most veterinary hospital sellers. This is nearly doubling the rate!!! Ouch!!! Let me show you a realistic example: Letʼs say that you sell your hospital for $3,150,000. You have $150,000 in tangible assets (inventory & equipment) and the remaining $3,000,000 you are being paid for intangible assets (Goodwill & non-compete agreement). Capital Gains Tax:

Current Tax Law $3,000,000 X 20% $600,000

Proposed Tax Law $3,000,000 X 39.6% $1,188,000

This is nearly $600,000 more that goes to the government in taxes versus into your investment accounts!!! Many of you will be in the top ordinary income tax bracket. When you add 2.6% tax increase for the gain on your tangible assets, you will likely end up paying double the taxes than you would if you sold now. For a hospital selling with Goodwill of $5,000,000, this will equate to swing about $1,000,000 going to the government versus you. If you are thinking of selling in the next few years, you should be considering these taxes. You may be better off selling now, prior to any tax law changes. We have sellers who have come to us ready to sell because they are aware of the potential future tax effects. If youʼd like to discuss your selling options, give us a call!

MVMA’s Quality Assurance Program What Is the Missouri Stocker/Feeder Quality Assurance Program? The Missouri Stocker Feeder Quality Assurance Program is designed to meet the quality improvement and pre-conditioning needs of producers, feeders, and consumers. This program educates participants in immunology, animal well-being and the economics of disease. Participation in the program increases producer accountability for quality and safety of the product they sell.

How Does the Program Work? Veterinarians and producers must be certified. Veterinarians are certified by MVMA MSFQAP Committee members. Producers are certified by their veterinarian. Veterinarians and producers learn how they can influence carcass quality and consumer confidence by monitoring where and when injections are administered. Once certified, the producer may participate in the program at one of three levels (white, red or blue tag). The three-level approach allows all producers the opportunity to match their level of management and facilities to the level of participation.

Level 1: Show-Me Select (White Tag) • Participating veterinarians and producers must be certified. • Calves must be properly identified with an approved ear tag. Tag numbers will be listed on an approved certificate. • External and internal parasite control is adminis- tered. • Calves will be dehorned and healed. Calves will also be castrated with a knife and healed or verified to be steers. • Vaccinations: 7-way clostridial, IBR, BVD, PI3,

BRSV, Mannheimia haemolytica with leukotoxoid, (Histophilus is optional.) • Cattle must be born on the producer’s farm. A range of birthdates or the birthdate of the oldest calf in the group must be recorded. • Bull in and out dates will be provided. • Individual calf treatments will be recorded to include date, product, dosage, route of administra- tion and injection site. • Vaccinations must be given no younger than four months of age and at least 21 days before sale.

Level 2: Show-Me Superior (Red Tag) • Weaned 45 days before offering for sale. • Meet Level 1 requirements - NOTE: Initial vac- cinations may be given at an age determined by an attending veterinarian. • In addition, a second round of vaccinations must be given using the following guidelines: • A 7-way clostridial as well as a modified live vaccine containing IBR, PI3, BVD and BRSV must be administer- ed; • Histophilus somni is optional; • Only one dose of Manheimia heamolytica is required if that dose is administered to calves 5 months of age or older; • The time frame between initial and second vaccinations must be a minimum of 21 days and all vaccinations must be completed at least seven days prior to sale; • If a veterinarian determines initial vaccinations should be given to calves less than 4 months of age then second vaccinations must not occur until calves are 5 months of age or older.

Level 3: Show-Me Supreme (Blue Tag) • Meet Level 1 and Level 2 requirements. • All cattle must be tested and be negative for persistent BVD infection. • Genetic information is optional.

For more information, visit the MVMA website at www.movma.org. An online MSFQAP Producer Manual, online veterinarian certification, online tag submission Part-1 and 2 Forms, and other materials are available.
