On the Cover... Bruce Whittle, DVM, Trenton, Mo. was honored at the Missouri Veterinary Medical Association’s 130th Annual Convention on January 29th as the recipient of the coveted Veterinarian of the Year Award. He was recognized for his lifelong dedication and service to his community, his clients and to the veterinary profession, and as a mentor to future veterinarians. Dr. Whittle has served as MVMA vice president, president-elect, president, and board chair. He has also been a member and chair of the MVMA equine committee, and a member of the legislative committee. He and his wife, Gayla, operate Honey Creek Veterinary Hospital in Trenton, Mo.

From the President Hello MVMA Members, We have just returned from a great meeting. I think everyone would agree that it was Edward Migneco, DVM so wonderful to be meeting in person, renewing friendships, and building new alliances. Overall the feedback from the meeting was very positive, and the few hiccups we had were dealt with great poise and efficiency by the MVMA staff.
As your president I was able to sit in on almost every committee meeting over the course of the weekend in January, and I am proud to say that your committees are working very hard on your behalf. A lot of volunteer hours go on behind the scenes, keeping abreast of legislative issues that may affect our profession, trying to ensure the wellbeing of our members and our practice staff members, and brainstorming ideas about how to deal with our workplace shortages and staff utilization. Overall it is very impressive to see how much our committee members do on behalf of the entire association.
I am just starting my year as your president, but I am hitting the ground running and looking forward to a great year ahead. It is because of all of you that I am so excited to be your president and lead the association into the coming year. Ed Migneco, DVM
From the Vice President Hello friends and Colleagues: I am very excited to have been given this opportunity to serve our profession and the MVMA in a new Kacie Ulhorn, DVM capacity. It is quite an honor to have been elected among an outstanding group of peers. I would be lying if I said I accepted the opportunity to serve because I am bored or have loads of free time and certainly not because it will be easy. I accepted this nomination because it’s important and worthwhile. I plan to work very hard to serve you all. As a practice owner, veterinarian, wife, and mom of four, I quite literally plan my day out in 15-minute blocks. I know so many of you can relate to this level of busy. Make sure you are devoting some time to protect and nourish our profession. I am very proud of our profession for the way we have assessed the situation, adjusted the plan and adjusted again and again during the pandemic. These changes were evident in our clinics, 3
our families, and even our annual convention. A completely virtual convention last year was quite a challenge, and its success is something to be proud of. Convention 2022 being held like the good ole’ days was a breath of fresh air. Technology simply can’t replicate the interactions that happen at convention. You can’t beat getting a chance to visit with old friends, see the sort of scared but so excited look in the eyes of students, and being in the room when honoring a fellow colleague brings the room to tears. There is certainly no shortage of challenges surrounding the work we do. The primary goal of the MVMA is to serve our members and support us through our ever-evolving career challenges. The MVMA is only as good as its membership and the work we put into our organization. I believe the most effective solutions come from the folks experiencing those challenges: us. A solution to a problem or challenge is simply an idea, paired with a plan, presented to a group of people willing to work through the plan. The meat and
potatoes of our organization comes from work done in committees and at district levels. Please don’t sit back and see what happens, wait for AVMA to fix our problems, or hope the problems just disappear. I challenge each of you to find a committee that means something to you, attend the meetings, and speak up. Attend your district meetings, meet the neighboring vet, shake their hand and have a chat. As veterinarians, we come up with innovative ways to solve problems every day. Don’t leave this skillset sitting on your desk or the dash of your truck, put it to use. Our challenges will change, but they will never go away and who better to solve them than you. Really, if not you then who? Are there challenges? Sure. Is being a veterinarian a respected, fulfilling and dare I say fun career? I think so, at least most days. I have never been prouder to be a veterinarian and I look forward to serving all of you through the MVMA. I wish each of you a fulfilling and healthy spring. Kacie Ulhorn, DVM

early 500 veterinarians, veterinary students, veterinary technicians, and their families attended the Missouri Veterinary Medical Association’s 130th Annual Convention on January 27-30 at the Holiday Inn Executive Center, Columbia, Mo. The convention offered over 60 continuing education lectures to participants. The convention was sponsored by numerous companies with major support from the MVMA Partners For Progress members: Addison Biological Laboratory, Inc., Boehringer Ingelheim, Hill’s Pet Nutrition, J Hooker Construction Services, MWI Animal Health, ProPartners Wealth/ AVMA-LIFE, Bank of America Private Bank, Trupanion, Stopp & VanHoy CPAs, and Zoetis Animal Health. Also thanks to our Affinity Program, Nxgen. After two days of continuing education lectures, attendees enjoyed a fun Friday evening with hors d’oeuvres, Missouri wine, a silent auction, and friendly conversation while prize winners were drawn in the annual Missouri Veterinary Medical Foundation Drawing. Congratulations to Dr. Shelia Taylor and Dr. George Fischer, who decided to split the $10,000 prize, and to all of the other winners at this year’s drawing! The Saturday afternoon General Membership meeting saw the installation of officers for 2022. experiences. The highlight at Saturday evening’s Awards Ceremony, was the presentation of the 2022 MVMA Veterinarian of the Year award to Dr. Bruce Whittle, Trenton, Mo.. Dr. Richard Meadows presented the award to Dr. Whittle. Others who received honors during the evening included: Dr. Carol Ryan, Wentzville, Mo. was presented the MVMA’s 2022 President’s Award by Dr. Marcy Hammerle, 2021 MVMA president. Dr. Sarah Meineka, Concordia, Mo., received the MVMA’s Ortu Stella Award. The award for early career leadership was presented to Dr. Meineka by Dr. Jessica Stroupe The award is presented to graduates up to 10 years out who are illuminating the path of veterinary medicine to those around them. Dr. John Fortman, Pilot Grove, Mo. was the MVMA’s 2022 William A. Wolff Volunteerism Award for his many years of emergency management and response in Missouri. The award was accepted by Dr. Cathy Vogelweid from Dr. Bill Jones, Wildwood, Mo.

Dr. Bruce Whittle Awarded 2022 Veterinarian of the Year Bruce Whittle, DVM, owner/practitioner at Honey Creek Veterinary Hospital, Trenton, Mo was honored as the recipient of the coveted 2022 Veterinarian of the Year Award. Dr. Richard Meadows presented the award to Dr. Whittle at the ceremony. Dr. Whittle grew up in the Joplin, Missouri area and attended Northeast Missouri State University in Kirksville for three years before being accepted at the CVM. Both he and his wife, Gayla, earned a Doctor of Veterinary Medicine in 1994. Two weeks after graduation, they moved to Trenton, Missouri, where they established Honey Creek Veterinary Hospital, a mixed animal veterinary practice. In 2018, Dr. Whittle received the MU-College of Veterinary Medicine’s Faculty-Alumni Award. He previously received both the CVM Alumnus of the Year Award and the Dean’s Impact Award, which is presented for sustained and significant positive impact on CVM programs. He has served as MVMA vice president, president-elect, president, and board chair. He has also been a member and chair of the MVMA equine committee, member of the legislative committee and has served many volunteer hours to the association.

The Missouri Veterinary Medical Association’s Veterinarian of the Year award is the premiere recognition bestowed by the association. The award winner is determined annually by the MVMA Board members, who represent nearly 1,700 veterinary members of the MVMA in Missouri. The recipient of this highest honor is chosen based on their impeccable reputation as a skilled and knowledgeable veterinarian, their dedication and service to their patients and clients, their service as an integral participant in their community, the engagement and leadership in organized veterinary medicine, their mentorship to our future veterinarians, the admiration and respect held for them among their peers, and the positive impact they have had on the lives they have touched.

The Missouri Veterinary Medical Association, and it’s Foundation, announced a new award at the MVMA Convention awards ceremony on January 29, 2022. The Richard D. Antweiler Servant Leadership Award was named for the inaugural recipient, Senior Execu- Richard Antweiler (left) with the award’s tive Director Richard presenter, Dr. Ron Cott. Antweiler, who will be retiring from that role in April, after 22 years.
Dr. Ryan is a 1992 graduate of the University of Missouri-College of Veterinary Medicine. She is a mixed animal practitioner at the Troy & Wentzville Veterinarian Clinics since graduation. She was raised on a registered Angus and swine farm and is still involved in the production of beef at the family’s Centralia farm. Carol and her husband, Dr. Bruce Rhodes, own the Elsberry Animal Hospital.
The award was presented by Dr. Ron Cott. In accepting the award, Antweiler expressed deep appreciation for the friendship, trust and support that has been extended to him over the years. “I feel very good about leaving MVMA in the hands of this staff, this leadership, and this active and involved membership,” said Antweiler. “MVMA has a bright future, and I wish you well.”

Dr. Kacie Ulhorn Installed as 2022 MVMA Vice President Dr. Kacie Ulhorn, Hermann, Mo. was installed as vice-president during the Missouri Veterinary Medical Association’s (MVMA) Annual Convention held January 27-30. As vice-president, Dr. Ulhorn will co-chair the MVMA’s Statewide Membership Committee, serve as a member of the Budget Committee, and fulfill the responsibilities of the president and president-elect in their absence. Dr. Ulhorn grew up in Macon, Missouri. Kacie Ulhorn, DVM She attended college at Southwest Missouri State University, and graduated with a Bachelor of Science in Animal Science. She graduated in 2010 from the University of Missouri College of Veterinary Medicine. She joined the Hermann Veterinary Clinic immediately after graduation and is now a co-owner of that multi-doctor practice. She enjoys the variety of a mixed animal practice and is happy to work with livestock and pets alike. Dr. Ulhorn lives near Hermann with her husband Tim and their four children. They share their farm with 3 dogs, an awesome orange cat, a small beef herd, and a few goats. She previously served as East Central VMA treasurer and president, followed by two 3-year terms as the East Central VMA Delegate to the Board of the Missouri Veterinary Medical Association. Additionally, Dr. Ulhorn is a graduate of the inaugural class of the MVMA Power of 10 program. She also led the task force that established the Ortu Stella young veterinarian award. 6

He is a 2000 graduate of the University of Missouri - College of Veterinary Medicine. After practicing in Kansas City, he opened Green Hills Veterinary Clinic, a mixed animal practice in Moberly in 2003. He is a member of the AVMA, MVMA, AABP, and AETA. MVMA Academy Distinguished Service Award recipients are individuals who have rendered meritorious service to promoting and advancing continuing education in the veterinary profession.

Wolff Volunteerism Award for his many years of emergency management and response in Missouri. Dr. Fortman was unable to attend the convention. Dr. Sarah Meineka Receives Ortu Stella Award for Leadership Dr. Sarah Meineka, Concordia, Mo., received the MVMA’s Ortu Stella Award. The award for early career leadership was presented to Dr. Meineka by Dr. Jessica Stroupe. Dr. Meineka graduated from the University of Missouri College of Veterinary Medicine in 2014. She is an associate veterinarian at Concordia Veterinary Clinic, Concordia, Mo. She is an active member of the MVMA’s West Central District and chair of the Early Career Task Force for several years. The Ortu Stella recipient must in some way shine brightly, aid comrades in navigating the veterinary profession, assist in illuminating the path for those around them, and/or demonstrate that they habitually strive to rise to the occasion.
Julie Braun Honored With 10-Year Special Service Award Julie Braun, Jefferson City, Mo., MVMA Executive Director, was honored with a plaque for her 10 years of dedication and planning of the multiple-day Equine Dentistry Lecture and Wet Lab. Missouri Veterinary Medical Association Executive VIRTUAL Board Meeting JANUARY 27, 2022 COLUMBIA, MO
• The MVMA Executive Board reviewed and approved the minutes and financial reports of the association. • Reviewed the Strategic Plan • Heard statements from AVMA President candidates Grace Bransford, DVM and Rena Carlson, DVM. • AVMA President-elect, Lori Teller, DVM, AVMA District VII Delegate Chuck Lemme, DVM and MVMA Delegates to AVMA Chuck Barry, DVM and Carol Ryan, DVM reported to the board. You can read Dr. Barry’s AVMA Delegate on page 26. • Dr. Sean Nicholson President, Iowa VMA gave a state report • A motion was made to add the MVMA Legislative Chair as an Ex-Officio (nonvoting) member to the MVMA board. • MVMA Legislative Chair, Dr. Cliff Miller reported on legislation and policy currently active in the Legislative Committee. • A report on the AVMA Leadership Conference and Heartland meeting was given
by Drs. Ed Migneco and Chuck Barry. MVMA will be planning the 2023 Heartland event. • The MVMB (licensing board) reported on state CE audits and was available for questions and discussion. • MVMA’s Digital Communications & Program Coordinator position has been filled. Mrs. Lizzie Benke began January 3, 2022. • Dr. Migneco gave a status report on the 2022 convention events and activities. • Hotel proposals were reviewed and discussed and a motion to hold the 131st MVMA Convention on January 26-29, 2023 in Columbia, Mo was approved. • Heard a report of the MU College of Veterinary Medicine by Dean Carolyn Henry, including an updates on CVM accreditation; VMDL’s construction status; artificial intelligence for student applicant screening; Wentzville and Kansas City practice; BSVT Program; and Dr. Leah Cohn as interim Associate Dean of Academic Affairs. • Review of sunsetting task forces and opportunity for reappointment of the Early Career Task Force. • Discussed Membership Committee protocol. A motion was made to change the policy manual and Bylaws to have the MVMA Board Chair and Vice President serve as Membership Committee co-chairs. • Much discussion ensued on increasing the number of large animal students admitted to CVM each year and ideas would be further discussed within the Rural Veterinary Task Force. • Dr. Hammerle reported that the benchmarking survey results were being compiled into a tool kit and would be available to the membership soon. • Dr. Miller and Dr. Hammerle reported on the Quality Life Survey prepared by the Rural Veterinary Task Force and the collaboration with the Wellbeing Task Force and how the data will be utilized. • The 2022 MVMA election outcome and candidates were reviewed, and new board members were welcomed. • MVMA Leadership Conference & Strategic Planning agenda was discussed and all current leadership and those interested in leadership were invited to attend the conference on April 2, 2022 at Margaritaville, Osage Beach, Mo. • Financial reports were reviewed for the MVMA, LLC; PAC and Foundation.

Veterinary clinics across America have hosted everything from fun runs, dog washes and most unusual pet contests during the first full week of May since National Pet Week launched in 1981. National Pet Week is a week of education, fun, and a focal point for celebration in the community. National Pet Week is scheduled for May 1-7, 2022, with the theme “Love is a 4-Legged Word.” Missouri veterinarians, their hospitals and clinics, and communities are encouraged to celebrate National Pet Week.

The Veterinarian’s Role in Animal Abuse and Neglect By Jean Schmidt, DVM Assistant State Veterinarian, Missouri Department of Agriculture Veterinarians may, on occasion, be involved in some manner with a potential animal abuse or neglect case. Some ways you may be involved in potential cases of animal abuse or neglect include the following: 1. You may have a client who comes to you with concerns of potential abuse or neglect. 2. You may discover firsthand knowledge of a suspected abuse or neglect case. 3. You may be called upon by local law enforcement to assess an animal during development of their investigation. 4. You may be called upon by the prosecution or defense to serve as an expert witness in a suspected abuse or neglect case. In whatever manner you become involved, it is important for you to know your responsibility and steps you can take to ensure animal welfare. Currently, Missouri veterinarians are not mandated to report animal abuse or neglect. However, most veterinarians will feel a responsibility to report suspected abuse or neglect. Knowing your role and to whom to report will simplify the process. In Missouri, animal abuse and neglect laws are under the jurisdiction of local law enforcement. This means that only local law enforcement has authority to take action regarding an abused or neglected animal. There may be other agencies that investigate complaints regarding animal abuse and/or neglect, but those agencies do not have authority to enter someone’s property without permission or seize animals from harm’s way. They must work with local law enforcement when action is needed. If you have not already done so, it would be a good idea to get to know your local law enforcement officials and determine which official is tasked with animal complaints. Clients who come to you with concerns of neglect or abuse should be made aware that there are a number of exemptions to the law, including practices which are considered normal and accepted among various professions, industries, and the public. The exemptions can be found in 578.007, RSMo and include such things as veterinary care under the provisions of the Missouri Veterinary Medical Board; scientific experiments under the auspice of IACUC; hunting, fishing or trapping under the provisions of the Missouri Department of Conservation; rodeo practices accepted by the PRCA; normal or accepted farm animal husbandry practices; and others. If the concerns of neglect or abuse seem valid, your client should be encouraged to make a report with the local police or sheriff. Complainants should be willing to provide their identity and contact information, specific allegations, documents or photos which might substantiate their claims, and also names and contact 12
information for any potential witnesses. It is unlikely that law enforcement will take action on complaints that are not of firsthand knowledge or that are given anonymously. There also may be instances in which you suspect abuse or neglect. In those instances, you should yourself make a report to the local police or sheriff. Be prepared to provide any and all documentation showing evidence of the suspected abuse or neglect upon request from law enforcement. You should not present any records or other privileged documents until and unless they are requested by law enforcement. As a basis for reference, a person commits the offense of animal neglect if he or she: (1) Has custody or ownership of an animal and fails to provide adequate care; or (2) Knowingly abandons an animal in any place without making provisions for its adequate care. A person commits the offense of animal abuse if he or she: (1) Intentionally or purposely kills an animal in any manner not allowed by or expressly exempted from the provisions of sections 578.005 to 578.023 and 273.030; (2) Purposely or intentionally causes injury or suffering to an animal; or (3) Having ownership or custody of an animal knowingly fails to provide adequate care which results in substantial harm to the animal. It’s important to note that law enforcement officials are tasked with investigations, but there may be those instances in which they would rely upon a veterinarian to assist during case development. If you are sought out by law enforcement for this role, it is important that you be ready to leave written recommendations for adequate care as defined under law. Adequate care is defined as, “normal and prudent attention to the needs of an animal, including wholesome food, clean water, shelter, and health care as necessary to maintain good health in a specific species of animal.” It is important to provide your recommendations in writing so that if conditions aren’t improved, there is

documented evidence that the owner was made aware of the issues and what could be done to correct them. If the issues remain ongoing, and no attempts have been made by the owner to correct them, this helps to build a case in instances when a warrant may be sought to remove the animal(s) from the situation. In some circumstances, it may be warranted to seek removal of the animal(s) in a timely fashion. In this instance, law enforcement will rely on your opinion as an animal welfare expert of the animal’s condition for probable cause in seeking a warrant for seizure of the animal(s). If this is the case, it is extremely important to document in great detail what you saw that led to your opinion that the animal(s) was/were suffering and needed to be removed. The better and more detailed your report, the less likely you will be called upon to provide testimony should the case go to trial. You may rely upon photos for documentation and recollection. If you do, every photo (or a copy) taken from the scene must be provided to law enforcement. If you are called upon as an expert witness, preparation is key because you may be asked to make a determination based upon the facts presented at trial. It is important that you ask to review all documents in advance of any legal proceedings. When being examined, be honest, factual, and to the point.
Only answer the question that is asked and pause before answering to gather your thoughts. Try not to offer more information than is requested. As an expert, it is your role to bring clarity to any controversy, so stick solely to the facts of the case at hand. Legal counsel should offer you the opportunity for practice before trial to prepare you for the stand. And again, the better your documentation, the better your case.
Veterinarians take an oath to protect animal health and welfare and prevent animal suffering. Veterinarians can play an important role in animal abuse or neglect cases while at the same time adhering to the oath by maintaining a familiarity with the laws and having a plan in place if presented with a potential case of animal abuse or neglect. Keep a list of important contacts and resources readily available. Reach out to local law enforcement officials to develop relationships which may prove to be valuable in a time of need. Above all, trust your training and understand the responsibilities of animal owners, law enforcement, and the veterinary community.

I. Minutes of Last Meeting Dr. Shelia Taylor, Secretary-Treasurer, presented minutes from the January 23, 2021 MVMA General Membership Meeting held virtually. It was moved and seconded to approve the minutes as prepared and presented. Motion carried. II. Financial Reports Dr. Sheila, Secretary-Treasurer, presented the 2021 financial statement. As of December 31, 2021, the MVMA reported $420,048.75 in bank accounts and Certificates of Deposit, plus $183,809.91 in receivables, fixed and other assets for total assets of $603,858.66. It was moved and seconded to approve the financial statement as prepared and presented. Motion carried. III. Dues Increase Dr. Hammerle reported that the MVMA Executive Board, after careful deliberation and consideration proposed a $9 increase to regular active dues, with a prorated increase to the dues of other member types as recommended. It was moved and seconded to approve the dues increase as presented. Motion carried. IV. Executive Board Report Executive Board Chairman, Dr. David Gourley presented the Executive Board Report from the Thursday, January 27, 2022 board meeting. (see board minutes) It was moved and seconded to approve the actions of the Executive Board since the last Membership meeting. Motion carried. V. Old Business There was no old business to bring before the membership. VI. New Business MVMA Legislative Chair, Dr. Cliff Miller presented on the current legislative session and Veterinary Day at the Capitol. Dr. Abby Whiting Presided over the Power of 10 Class Graduation. Dr. Sadie Scott gave a class response for the MVMA Power of 10 class of 2022. Dr. Hammerle invited all leadership and those interested to attend the MVMA Veterinary Leadership Conference April 2, 2022 at Margaritaville Resort, Osage Beach, Mo. VII. Announcement of the Election of 2022 MVMA Officers and New Board Members Dr. David Gourley presented the results of the 2022 Officer Election. Early Career Task Force
Meeting held January 28, 2022 at MVMA Convention The name of our task force changed from Recent Graduate and Collegiate Task Force to Early Career Task Force in order to better reflect our focus on colleagues in the first 10 years of their veterinary career. The Early Career Task Force held its annual meeting Saturday night of convention. The evening event welcomed early career veterinarians and Dr. Blackwell for a discussion on mentorship, early career challenges and the future of our profession. Following that, we had our annual student mixer with the CVM students and a panel of early career veterinarians. The students expressed appreciation for the opportunity to talk with veterinarians who were “out in the real world” and they felt comfortable raising questions, discussing career challenges and networking with future colleagues. Going forward we plan to continue to support early career veterinarians and provide opportunities for them to be more involved in the MVMA. In particular, we plan to continue to host our events at conference. Additionally, we hope to continue to build relationships with the Power of Ten-ers as they look to spread their “ripple effect” into the MVMA and into our workforce. Lastly, after 6 years of service Dr. Sarah Meineka is passing on the torch as the chair of the Task Force. Thank you Dr. Meineka for everything you have done for the task force through the years! Dr. Brittany Kennedy and Dr. Natalie Branson are the new co-chairs of the Early Career Task 23
Equine Committee
The Equine Committee met at the MVMA Convention on January 27, 2022. We plan to have an MVMA Summer Equine Meeting this year after a few years off. Because the Allen family has decided to discontinue the memorial lecture we usually hold on Saturday, we are having discussions whether to have a one or two day seminar. The speakers for Sunday, June 26 will be Drs. Elizabeth Giuliano and Lynn Martin on the topic of Equine Ophthalmology. Further details will be announced as plans are finalized. After a another successful MVMA Fall Equine Dentistry Seminar and Wet Lab in September 2021, we have decided to hold another seminar on September 30 – October 2, 2022. As of the committee meeting, before the dates were announced, the seminar was full if everyone on the wait list is able to attend those dates. The format will be the same as the previous seminars and will be again held at the Longmeadow Rescue Ranch near Union, Missouri. The committee discussed scope of practice issues affecting equine veterinarians, particularly in the realm of equine dentistry and chiropractic. We also discussed a potential threat to the carriage horse industry in St. Louis by individuals who wish to eliminate it. Emergency Management & Public Health Committee
The MVMA membership committee met on Saturday, January 27, at the 2022 MVMA Convention. Submitted by: Catherine M. Vogelweid, DVM PhD The Emergency Management & Public Health Committee met in person on January 27, 2022 during the MVMA convention. During the meeting, a summary of the July 10, 2021 training for the Missouri Volunteer Vet Corps, “Livestock Trailer Accident Response” was presented. This workshop was attended by approximately 20 veterinarians and first-responders from the Cole County Fire Protection District. The January meeting included an update from the Missouri Department of Health and Senior Services was presented by Dr. Vogelweid, as Molly Baker could not attend in-person due to Covid-19 restrictions. This update summarized Missouri’s annual cases of rabies, cases of tick-borne diseases and the current status of Covid-19 transmission in animals. The AVMA’s Veterinary FirstResponder Certificate Program was summarized for attendees, and contact information about the program was provided. Legislative Committee
At our January convention and meeting, the Legislative committee discussed multiple pre-filed bills for the 2022 Legislative session as well as several topics that we suspected a bill to surface given the recent political climate and trends. We were able to relish in the success of our efforts to exclude veterinarians from the cumbersome burden of reporting use of controlled drugs to a centralized (continued next page)

database (which was signed into law last year). For the 2022 session, our main focus are bills that we “actively” support or oppose. The first area of emphasis is a bill that centers on the regulation of veterinary medicine by local municipalities. The MVMA has worked with our legislative consultants and some friendly legislators to introduce a bill in the House and the Senate that specifies that no local municipality can define the scope of veterinary practice differently from what statewide laws regulate and control (as defined in Missouri Chapter 340). A recurrent topic that we are actively opposing is a bill that would allow for the creation of an “Animal Chiropractic Practitioner” wherein a human chiropractor could work on animals without any veterinary oversight assuming they attended a few week course at one of a few schools. The MVMA is working to educate our legislature about the dangers to both human and animal health without veterinary oversight if this bill would be accepted. Several of the bills that are making progress this year are repeat topics that we continue to hold the same position on such as supporting a bill that would prohibit breed specific bans, another that would protect veterinarians if involved in suspected animal neglect cases, and many others that are too numerous to list in this short correspondence. March 1st, we had a successful “Veterinary Day at the Capitol” with good attendance and the ability to meet some key legislators to discuss some of the above topics face to face. The legislative session has proven to be a very unique one and is set for a whirlwind of action the last few weeks of the session given the apparent lack of progress in the first half, and thus it was very important for us to speak our minds and get in front of some of these folks. Membership Committee
The membership committee met at the MVMA Annual Convention in Columbia, Mo. to review past actions and discuss plans for the future. Our committee has evolved from the task Force created in 2016 into a standing committee for membership since 2019. We have concentrated our efforts primarily as defined in the MVMA Strategic Plan under Goal 3, action step 7,which reads: “To encourage and engage broad-based membership by identifying the needs of various types of members and create membership value to meet those needs.” In the last year-and-a-half we have created a university membership through the efforts of Dean Henry, the executive board and the membership committee. For the first time ever, all veterinarians who are employed at the college are now members of the MVMA! Primarily through the efforts of the MVMA office staff, we have expanded the data-base to better identify where our members work, their specialty, number of vets in the practice that are members, and other demographics of our members. We have learned from this information this last year that we now have more female members than male in our association for the first time! The fastest growing segment of practice ownership is the Corporate Veterinary Consolidators. (NVA,VCA.Vetcor, etc.) We now have committee members assigned to the seven different types of membership we have identified ( Private practice, Corporate start-up, corporate vet consolidators, university, specialty/referral, industry, and non-profit), to call members to identify the needs of each type practice so we can create value in being a member of MVMA. The membership committee plans to meet on Zoom in April after the close of the business and membership year to evaluate the number and discuss results of needs assessment. We will also meet again at the annual convention in January. Six of the nine districts participate in the MVMA District Meeting Service Program. KCVMA and GSLVMA continue to plan their own district meetings and dues collection. WCVMA plans their meetings as well.

Missouri Stocker-Feeder Quality Assurance Program The Missouri Stocker Feeder Quality Assurance Program (MSFQAP) Committee met at the 2022 MVMA Convention. The MSFQAP program had intended to implement a new requirement for all participants in the program (veterinarians and producers) to have current Beef Quality Assurance (BQA) training. However, some changes in the BQA program recently have eliminated the option for in person training, and at least for the time being this training will only be available online. This creates some logistical challenges in requiring the training of all participants including some of our participants who are Amish. We intend to open a dialogue with the Missouri Beef Industry Council who oversees the BQA program to have a plan for addressing these issues before we roll out this new requirement. Rural Veterinary Task Force
The Rural Veterinary Task force met at the the 2022 MVMA Convention to continue its work to address the shortage of rural veterinarians. One of the issues previously identified by the committee is there is a perception the quality of life of a rural veterinarian is lower than their urban/suburban small animal counterparts, and this is dissuading new graduates from pursuing this area of practice. To delve into this issue the committee launched a Quality-of-Life survey across all MVMA Veterinarians and the results of this survey were reviewed at our meeting. Our survey showed, although rural veterinarians where slightly less satisfied with their income, the satisfaction with their job and career choice were statistically the same as their urban/suburban counterparts and in fact slightly higher numerically. This trend held up similarly when the survey’s 105 participants were divided by practice type (companion, equine, food animal exclusive, and mixed). In fact, 89% of food animal exclusive and mixed animal veterinarians report they are either satisfied or very satisfied with their career choice. Our next steps will be working with the College of Veterinary medicine to try and make students aware of these findings with the hope more students will consider rural practice. One of the main points the committee made from its onset is in order to recruit veterinarians to rural practice, we need to help rural practices be successful so they are appealing places for veterinarians to go. Many veterinarians are familiar with the “Vital Statistics” series of books compiled by the American Animal Hospital Association which provide a number of economic indicators and references on compensation, benefits, and pricing. Unfortunately, this information only covers companion animal practices. Our committee felt strongly that this type of information would be extremely beneficial if available for mixed/large animal practices as well. The MVMA has untaken compiling several of these metrics which will include mixed/large animal practices. In addition this data should provide additional metrics for companion animal practices which are more specific to practices in the state of Missouri. Greetings to all! Hopefully in 2022 Covid will become a conversation of the past. It has impacted the way our profession has practiced and our daily interactions have changed dramatically. Our AVMA has worked diligently to keep our colleagues abreast of the ever changing; volatile information of the Covid pandemic barrage. The information provided by the AVMA has proven beneficial to protect and serve our patients, clients, and team members. Your Missouri AVMA delegates, Chuck Barry, and Carol Ryan, have worked as MVMA liaisons between our state and national association. Your AVMA House of Delegates (HOD), includes representatives from state and allied veterinary medical associations, veterinarians from across the profession, veterinary students, and AVMA staff members and volunteers. Your HOD gathers twice a year to conduct association business and consider and review AVMA policies. It is during these meetings that the interests of AVMA members like you drive the conversation, deliberation, and plan of action for the AVMA.
AVMA Annual Summer HOD Meeting
In July 2021, both Dr. Barry and Dr. Ryan participated in the virtual AVMA Summer HOD meeting. During this meeting the House of Delegates focused on Covid 19, telemedicine, student debt, the issue of diversity/equity/inclusion, improving veterinary access to FDA approved drugs and many more pressing issues.
AVMA Veterinary Leadership Conference
The HOD winter meeting was held earlier this month, January 6 - 9, in conjunction with the AVMA Veterinary Leadership Conference in Chicago. The Hybrid virtual/in person VLC attracted more than 600 attendees who gathered to expand and hone their leadership skills with a mix of continuing education sessions, AVMA governance meetings, featured speakers, and networking over the course of three days. If you’re interested in seeing what this year’s VLC had to offer, you may register and view all education sessions on demand through March. Veterinary Information Forum A highlight of the twice yearly HOD’s meeting is the AVMA’s Veterinary Information Forum (VIF), where delegates address issues of concern in the profession. The topics for this meeting were discussions involving concepts of license portability and AVMA membership expansion to allied groups and practice staff. The AVMA thanks the hundreds of members who answered our call for input on the topics addressed during this year’s forum. In response to these discussions the HOD voted to ask the AVMA Board of Directors to examine license portability and consider what actions could help, including modifying or creating new AVMA policies. Delegates also recommended that the Board collaborate with state VMAs and other AVMA-allied associations to understand their issues and how potential AVMA membership expansion might affect their own membership.
Policies and Resolutions
The HOD took the following actions on AVMA resolutions and policies: Resolution # 1 Regarding the Revised Policy on Rabies: The policy wording reinforces the importance of rabies vaccination as the primary method of prevention and endorses the 2016 Compendium of Animal Rabies Prevention and Control as the recommended guiding authority document. This resolution was approved. 26 26
Resolution # 2 Regarding the Revised Policy on Rabies Vaccination Waiver: This policy explains the circumstances where an animal might be granted a rabies vaccination waiver in a political subdivision and how that animal should be restricted to protect the public. This resolution was approved. Resolution # 3 Regarding New Policy on Food Safety: This resolution streamlines some language concerns and emphasizes the unique skills and critical role of veterinarians in food safety. Resolution # 4 Regarding a New Policy on Support for the Collection of Antimicrobial Use Data for Antimicrobial Stewardship: This resolution encourages key stakeholders to collaborate and describes best practices for collecting the data and how the data might be used to inform and advance veterinary clinical decision making. This resolution was approved. Resolution # 5 Revised policy on Guidelines for Classifying Veterinary Facilities: This policy is used by other organizations when referring to definitions of how veterinary facilities are named. This resolution was referred to the Board of Directors for further study.
AVMA PAC Reports Success The AVMA PAC makes the collective voice of AVMA members heard in Washington by opening doors and starting conversations. Contributions to the PAC allow us to build relationships that ensure veterinarians’ voices are heard on legislation that impacts the lives of AVMA members and our patients. The AVMA PAC is strictly non-partisan and supports candidates on both sides of the aisle to promote issues that matter to all veterinarians. Regulated by the Federal Elections Commission, the AVMA PAC is a transparent and legal way for AVMA members to participate in the political process and ensure that veterinary medicine speaks with a strong, unified voice. PAC dollars help open the door to provide a chance for the AVMA to have a seat at the table and speak for its members as they share scientific knowledge and real world perspectives with the political decision makers who impact animal welfare and the legal practice of our profession. Dr. Ryan and I want to encourage each AVMA member to consider making an AVMA PAC donation each year.

The American Veterinary Medical Foundation is the AVMA charitable arm. It continues to serve and support the profession by administering disaster aid, specific Covid 19 disaster aid, student scholarships, the Veterinary Care Charitable Fund with grants helping animals and clients in need, and support for research crucial to the future of veterinary medicine. The following are highlights: All formal actions were moved and seconded by board members, and all motions carried unless otherwise noted. Reviewed and approved the agenda for the January 27, 2022 meeting. Reviewed and approved the minutes of the August 28, 2021 meeting. Reviewed and approved the treasurer’s report. 2022 April Honor Roll nominations: Dr. Bruce Whittle – nominated by the MVMF board for 2022 Veterinarian of the Year. Dr. Richard Meadows – nominated by Dr. Ed Migneco Dr. Dwayne Garrett – nominated by Dr. Carol Ryan Dr. George Fischer donated a horse hair coat from 1917 to the museum. Dr. Chad McNeal will sit on the foundation board for a one year term as a per annum member. Reappointed Board Members: Dr. Phil Brown, Dr. Scott Fray, and Dr. Marcy Hammerle were all approved by the MVMA board to be reappointed to their positions on the Foundation Board. Dr. James Montgomery was approved by the MVMF to be reappointed to his position on the Foundation Board. Dr. G.W. Buckaloo, Dr. Scott Fray, Dr. Greg Popp and Dr. Phil Brown were reappointed the the LLC Board for 2022. Dr. Phil Brown will remain Chairman, Dr. Scott Fray will remain Vice Chairman, and Dr. G.W. MVMA’s Quality Assurance Program What Is the Missouri Stocker/Feeder Quality Assurance Program? The Missouri Stocker Feeder Quality Assurance Program is designed to meet the quality improvement and pre-conditioning needs of producers, feeders, and consumers. This program educates participants in immunology, animal well-being and the economics of disease. Participation in the program increases producer accountability for quality and safety of the product they sell.
How Does the Program Work? Veterinarians and producers must be certified. Veterinarians are certified by MVMA MSFQAP Committee members. Producers are certified by their veterinarian. Veterinarians and producers learn how they can influence carcass quality and consumer confidence by monitoring where and when injections are administered. Once certified, the producer may participate in the program at one of three levels (white, red or blue tag). The three-level approach allows all producers the opportunity to match their level of management and facilities to the level of participation.
Level 1: Show-Me Select (White Tag) • Participating veterinarians and producers must be certified. • Calves must be properly identified with an approved ear tag. Tag numbers will be listed on an approved certificate. • External and internal parasite control is adminis- tered. • Calves will be dehorned and healed. Calves will also be castrated with a knife and healed or verified to be steers. • Vaccinations: 7-way clostridial, IBR, BVD, PI3,
BRSV, Mannheimia haemolytica with leukotoxoid, (Histophilus is optional.) • Cattle must be born on the producer’s farm. A range of birthdates or the birthdate of the oldest calf in the group must be recorded. • Bull in and out dates will be provided. • Individual calf treatments will be recorded to include date, product, dosage, route of administra- tion and injection site. • Vaccinations must be given no younger than four months of age and at least 21 days before sale.
Level 2: Show-Me Superior (Red Tag) • Weaned 45 days before offering for sale. • Meet Level 1 requirements - NOTE: Initial vac- cinations may be given at an age determined by an attending veterinarian. • In addition, a second round of vaccinations must be given using the following guidelines: • A 7-way clostridial as well as a modified live vaccine containing IBR, PI3, BVD and BRSV must be administered; • Histophilus somni is optional; • Only one dose of Manheimia heamolytica is required if that dose is administered to calves 5 months of age or older; • The time frame between initial and second vaccinations must be a minimum of 21 days and all vaccinations must be completed at least seven days prior to sale; • If a veterinarian determines initial vaccinations should be given to calves less than 4 months of age then second vaccinations must not occur until calves are 5 months of age or older.
Level 3: Show-Me Supreme (Blue Tag) • Meet Level 1 and Level 2 requirements. • All cattle must be tested and be negative for persistent BVD infection. • Genetic information is optional.
