This little Samoyed is all dressed up for a cold winter romp in the snow, but the MVMA is offering a little virtual warmth in the month of January. 2020 has been a rough year for all of us so we’ve taken an old saying “When life gives you lemons, make lemonade”, and this year you’ll be able to make it at home. After much debate and with many regrets this year’s convention will be held online in the comfort and safety of your home or office. The Membership Meeting, award presentations and Foundation event will continue (live online) along with excellent online continuing education. We highly value your membership and want you to stay healthy. So, be safe, take care and join your convention online!

From the President-Elect It has been quite an adventure being your President-Elect for 2020. This year has brought a lot of changes and new ways of doing things for all of us. Marcy Hammerle DVM The Executive Board of your MVMA has been working hard to support you throughout 2020. As the President-Elect, one of my major jobs is to plan the upcoming MVMA convention. As you can imagine, we have gone through many different changes to these plans over the past months. We thought long and hard about all of our options, and due to the recent increase of Covid-19 numbers in Missouri, we have decided to move to a virtual on-demand conference for 2021. Our main goal is to provide a high quality of CE for our members while keeping everyone safe and healthy. We have spent a lot of time as a board talking about this decision and decided to focus on the health of our members, along with the impact on our

practices and patients if members had to quarantine after the conference. The theme for the 2021 convention is “Making Lemonade”, a skill that many of us have gotten good at while dealing with all of the lemons that 2020 has thrown at us. This year’s virtual conference will have “on-demand” lectures. We expect to have greater than 70 hours of education on all types of topics. The on-demand format means that you can watch them on your own schedule. You have the opportunity to watch all 70 hours, which is a lot more educational content than you can attend in person at a typical conference. We do plan on having some live events also, such as our General Membership message, Awards Ceremony, MVMF silent auction $10,000 ticket contest and 50/50 raffle. We are also hoping to have live Q&A with some of our most popular speakers. Things this year may look a little bit different than we are used to, but we are sure that we will all make the best of things at this year’s conference, just like we have dealt with everything else that has come

our way. We are excited to share this conference with all of you. This year’s keynote speaker is Sarah Wooten, DVM. She brings a sense of humor that we can all relate to and helps us see the humor in our profession. We have a fantastic group of speakers this year that will be speaking on a wide variety of topics. They will provide education that will give us information that we can take home and apply to our practices. The MVMA and the convention planning committee have worked hard to put together a great event and we hope that everyone will attend.

In the Midst of the Winter Chill, Find a Little Warmth...

MVMA Plans for a 2021 Virtual Annual Convention Even though the leadership and staff of MVMA had worked hard to offer members an in-person MVMA Convention in 2021, circumstances have dictated otherwise. Health ramifications of our members were top of mind, but beyond that, the government mandated quarantine requirements could severely impact attendees financially who might have been exposed to the virus at our convention and would not be able to return to their clinic. The MVMA leadership did not want attendees’ allegiance to MVMA to result in these kinds of potential outcomes. But fear not, we are taking that lemon and Making Lemonade! All the great CE, as well as the live events you’ve come to expect from an MVMA annual convention, will be available online for a greatly reduced price that reflects cost-recovery for MVMA. And new this year: in addition to the low individual registration price, a full practice registration will be offered that includes access to all aspects of the convention for all DVMs, RVTs and Practice Staff in the practice for one price. The CE will be available on-demand, so it can be viewed, and CE earned, at any time of the day, not only over the course of the convention dates, but for months afterward. We anticipate there will be at least 50 hours of continuing education offered; more than we could ever fit in an in-person program. This will be almost all fresh, new CE, available on a new state-of-art platform that is user friendly and impressively presented. 2021 Convention CE will not be available on MVMA’s traditional education portal. Highlighting the CE is our featured speaker. MVMA welcomes Sarah Wooten, DVM. Dr. Wooten is a noted client communications expert, and has spoken nationally on client communications, leadership, personal development, and of course, pets and the people who love them. Her presentation style engages viewers, whether they are pet lovers, industry leaders, practice owners, veterinarians, or veterinary technicians. We also anticipate possible live Q&A forums with various presenters where, after attendees have had a chance to view certain presentations on demand at their convenience, they can pose questions and have interactive discussions among the speakers and fellow attendees. Other live virtual events will include the traditional Foundation Reception with drawing and silent auction. Follow the excitement online with your favorite beverage in the comfort of your home as the drawing unravels and you find out if you are possibly a $100, $150, $200, $1,000, or $10,000 winner! The live virtual Membership Meeting will include installation of the 2021 MVMA Board, MVMA business and state of the profession presentations. We are excited to bring the traditional Annual Awards ceremony live, complete with surprises and all! 4

All committee and other meetings will be held virtually in the evenings or other convenient times on a pre-determined schedule. The Early Career Task Force will be hosting a virtual forum for recent graduates to network and share experiences with each other. Dr. Sarah Wooten will join in as the guest speaker and facilitator. You can also join the Dean and other MU-CVM representatives for a live virtual update on the college. All live virtual events will be recorded, so attendees can view them afterward in the on-demand format at their leisure. As usual, the continuing education will be presented in multiple tracks covering companion animal, food animal, equine, soft skills, special interest, and practice management. And of course, those popular MiniTopics, will be part of the mix. Best of all, in an on-demand environment, attendees are not forced to make choices between different presentations at the same time. All of the convention presentations are accessible to all attendees, anytime. You can see the list of continuing education programs in the convention registration booklet. Again this year, the registration booklet is inside this winter issue of the Missouri Veterinary Quarterly Magazine. William Fales, PhD Named E.B. Pope Award Recipient by American Association of Veterinary Laboratory Diagnosticians University of Missouri College of Veterinary Medicine Professor Emeritus William Fales, PhD and longtime MVMA member has received the 2020 American Association of Veterinary Laboratory Diagnosticians E.P. Pope Award. The award is the highest recognition for significant contributions to the organization and the field of veterinary diagnostic laboratory medicine. Fales began serving the CVM in 1974 as a research associate in the Department of Veterinary Microbiology. From 1975 to 1981 he was an assistant professor in the Department of Microbiology and served as a clinical microbiologist for the Veterinary Medical Diagnostic Laboratory and what was then the Veterinary Medical Teaching Hospital. In 1981 he became a tenured associate professor, and in 1986 was named a full professor. He was elected as an honorary diplomate of the American College of Veterinary Microbiologists in 1992. In August of 2015 he retired from MU and accepted an adjunct appointment and was named professor emeritus.

This award is the latest of many honors bestowed on Fales. He previously received the Missouri Veterinary Medical Association President’s Award, as well as induction into the Missouri Veterinary Medical Foundation’s Veterinary Honor Roll. At the time of induction to the Honor Roll, Fales was the only non-DVM to be admitted. William Fales, PhD

In his E.P. Pope Award acceptance speech, Fales said, “Prior recipients of the E.B. Pope Award were giants that allowed me to stand on their shoulders and gain insight into the future. This award is truly the capstone of my career and I am delighted to accept the E.B. Pope Award. It is truly an honor to be recognized for work that I thoroughly enjoyed doing.”

On September 30, 2020, MVMA members elected Matthew Silvius, DVM, Riverside Mo., as vice-president of the Missouri Veterinary Medical Association. Dr. Silvius will be officially installed during the association’s annual convention on January 23, 2021. Additional 2021 members of the Board of Governors include: Marcy Hammerle, DVM, president; Edward Migneco, DVM, president-elect; Shelia Taylor, DVM, secretary/ treasurer; and David Gourley, DVM, board chair. Highlights and Actions of the MVMA Executive Board Meeting September 27, 2020 Jefferson City, Mo. The Missouri Veterinary Medical Association met September 22, 2019 at the MVMA offices in Jefferson City, Missouri and virtually. The following are highlights. All formal actions were moved and seconded by board members, and all motions carried, unless noted otherwise:

Missouri Veterinary Medical Association Executive Board Meeting SEPTEMBER 27, 2020 JEFFERSON CITY, MO

• The MVMA Executive Board reviewed and approved the minutes and financial reports of the association. • Discussed activities in response to the COVID-19 pandemic. • Discussed a request for endorsement of a medical procedure. Consensus was that endorsement of a medical procedure is not in the interest of the membership, and that information on certain medical procedures can be shared on the MVMA website as a resource, and in general leave review of medical procedures to national organizations. • Dr. Chuck Lemme, Dr. Carol Ryan, and Dr. Chuck Barry reported on AVMA Issues & Plans including a 42-page document on Cannabis and AVMA Health Insurance being tested in 10 states. • Approved moving forward with investigating development of an Urgent Relief Veterinarian Project that would

coordinate volunteer assistance to members in need. • Heard about the Animal Welfare Committee’s Narcan Project • Dr. Carolyn Henry, MU CVM Dean, gave an update on the MU College of Veterinary Medicine regarding COVID-19 and classes, as well as funding for the diagnostic lab. • Accountant’s Report Approval – Mr. Antweiler presented the findings of the annual audit report. • Reviewed upcoming legislative issues. • MSFQAP Survey was reviewed and will be sent out within the month. • Approved a name change for the Recent Graduate & Collegiate Task Force to the Early Career Task Force. • MVMA Power of 10 class will begin in June of 2021 with 9 planned participants. • Licensing Board Vacancies – MVMA continues to appeal for a fully up to date board. • District Program – MVMA has hosted several very successful virtual meetings. • Heard a report of the 2020 and 2021 Annual Convention planning committees. • Reviewed the election results for MVMA officers and at-large delegates. (See page 5 for results). • Conducted the anonymous ballot for Veterinarian of the Year and the new young veterinarian award, the Ortu Stella award. Results are revealed on Saturday of the MVMA convention, January 23rd. • Appointed Mr. Bruce Addison, Dr. George Buckaloo, and Dr. Caitlin DeWilde to the Foundation Board. • Wolff Volunteerism Award criteria was reviewed, and the nomination was discussed and approved. • Dr. Marcy Hammerle reported on her appointments to her committees starting in January. • Appointed to the MVMA LLC representing the association were Dr. Roger Dozier, Dr. David Gourley, Dr. Marcy Hammerle, and Dr. Ed Migneco.

MVMA Providing Educational Resources/ Opportunities for DHSS Narcan Project

T

he Missouri Veterinary Medical Association Animal Welfare Committee recognizes the strong bond between law enforcement officers and their canine partners. Missouri veterinarians play an important role in keeping these dogs healthy and responding to any emergency. Rarely, police canines may experience an opioid overdose in the field and require emergency treatment. The MVMA has investigated how we can best assist law enforcement officers with proper training to respond to an opioid emergency with their K9 with their local veterinarian. We also looked into how police officers are supplied with Narcan Kits and if there is a need for more of these kits. After polling Missouri Police Chiefs Association members and speaking with those in law enforcement we learned about a grant program through Missouri Department of Health and Senior Services (DHSS) called M.O.R.E. (Missouri Overdose Rescue and Education Project) that will provide any first responder with free Narcan after they complete training modules. https://health.mo.gov/safety/ems/more/ is the website for more information. All the training modules can be completed online. To participate in the MORE project all officers must complete the required training and the agency must enter into a memorandum of understanding with the Missouri Department of Health and Senior Services. They typically provide 1 unit (1 unit – 1 box containing 2 doses) for each officer trained. MORE will also resupply as the Narcan get administered in the field.

Veterinarians and Friends Gather for Annual MVTRA Trail Ride The Missouri Veterinary Trail Riders Association (MVTRA) hosted their annual continuing education and trail ride on September 25-27, 2020 at Panther Creek Campground, Tuscumbia, Mo. The Missouri Veterinary Trail Riders Association (MVTRA) is a special interest group of the MVMA membership. The group has met annually since 2012 during the last weekend of September. Thanks to generous sponsorships from Merck, and MWI-Amerisource Bergen, the event met an all-time high in attendance. Over 40 veterinarians, practice staff and guests enjoyed the weekend of trail riding, camping, campfire suppers and continuing education. Continuing education topics included: “New Insights to Help Address Practical Challenges Associated With EPM”, Dr. Craig Barnett, Merck Animal Health; “Keeping Veterinary Practice Interesting”, Dr. Marc Markway, Markway Veterinary Service; and “The Do’s and Don’t of Standing Equine Dental Extractions”, Dr. Allison LaCarrubba. Three hours of continuing education was approved for attendees by the MVMA Academy. The MVTRA officers include, Dr. Laura Moon, Moberly, Mo. president; Dr. Chelsey Bell, New Bloomfield Mo., vice president; Dr. Mary Lamar, Rocheport, Mo., treasurer and Mrs. Julie Braun, Jefferson City, Mo., secretary. They currently have over 500 hundred first responder agencies that are participating in the project. Unfortunately, veterinarians do not qualify for this program.

There may be a need in rural areas to educate first responders about the MORE program that will supply training and free Narcan Kits.

IMPORTANT LEGISLATIVE UPDATE FOR MEMBERS

Missouri Bill Aims to Protect Individuals and Businesses in Response to COVID-19 Thanks to the MVMA’s team at Lathrop GPM for permisson to reprint this article. On Monday, November 16, 2020, the Missouri Senate introduced Senate Bill 1 (“SB 1”)[1], which modifies provisions relating to civil actions arising during a declared state of emergency. Due to COVID-19, Missouri first declared a state of emergency on March 13, 2020.[2] As of now, the state of emergency is extended through December 30, 2020.[3] If you or your business has shifted gears to respond to COVID-19 by making a product that was not in your normal line of business, using a product in a different way, or adapting to the guidelines to limit exposure, SB 1, if enacted in its entirety, may protect you from administrative sanctions or civil liability. SB 1 may change as it moves through the Missouri Legislature. As it stands now, SB 1 applies to all claims arising from acts or omissions occurring during the declared state of emergency and all civil actions filed on or after the effective date of this act. SB 1 currently addresses three main areas:

Liability of Health Care Providers Who is covered? Health care providers who are deployed by the state to provide care necessitated by COVID-19. How does SB 1 protect you? You will not be liable for any civil damages or administrative sanctions for any failure to exercise the skill and learning of an ordinarily careful health care provider in similar circumstances in the delivery or non-delivery of such care. In addition, a health care provider will not be liable for injuries resulting from negligent conduct. How can you be held liable? To hold a health care provider liable, a plaintiff bringing a personal injury action must prove by clear and convincing evidence they sustained a serious injury as a result of the health care provider’s malicious conduct or conduct that intentionally caused damage to the plaintiff.

Liability of Products Developed in Response to COVID-19 Who is covered? Any person who designs, manufactures, labels, sells, distributes, or donates a product used in response to the COVID-19 emergency. How does SB 1 protect you? You are not liable in a civil action arising out of your manufacture, design, importation, distribution, packaging, labeling, lease, or sale of the product if you do not make the product in your ordinary course of business. If you do make the product in your ordinary course of business, you are protected if, due to COVID-19, you manufactured the product in a process that is outside your ordinary course of business or used the product in a way that is different than its recommend purpose in response to COVID-19. How can you be held liable? To sustain a claim of use or misuse of a covered product, the plaintiff must prove by clear and convincing evidence that the person either 1) had actual knowledge the product was defective, there was a substantial likelihood the defect would cause the injury, and the person acted with a deliberate and flagrant disregard for the safety of others; or 2) intentionally harmed the plaintiff.

Liability of Premises Used in Emergencies Who is covered? Premise owners subject to exposure claims related to COVID-19. How does SB 1 protect you? A premise owner is not liable for exposure claims when their premises are used outside their ordinary purpose to assist in the direct response to COVID-19. Further, a premises owner is not liable for claims related to conduct intended to reduce exposure to COVID-19 if the owner operates in substantial compliance with, or is reasonably consistent with, any applicable laws, rules, regulations, or orders at the time the conduct or risk allegedly caused harm. How can you be held liable? A premise owner whose premises are used for its ordinary purpose in an emergency will be liable only if the plaintiff can prove by clear and convincing evidence the owner intentionally harmed the plaintiff without just cause or acted with deliberate and flagrant disregard for the safety of others. In general, if you changed your ordinary business activities to respond to the COVID-19 emergency and you follow the applicable state and local COVID-19 guidelines, a plaintiff alleging injury arising from health care services, products, or exposure must overcome a high standard in order to hold you liable. As with any bill, however, SB 1 is subject to change as it moves through the Missouri legislature. It was moved and seconded to support that relief. • Dr. Peggy Callow gave a report to the board on a NARCAN Project. It was moved and seconded that the board would support the NARCAN Project. • It was moved and seconded that Dr. George Buckaloo, Dr. Phil Brown, Dr. Greg Popp and Dr. Scott Fray serve on the LLC Board in 2021. • It was moved and seconded that it will be recommended to the MVMA Board that Mr. Bruce Addison, Dr. George Buckaloo and Dr. Caitlin DeWilde’s terms be extended another three years. The Museum has over 3,500 artifacts dating from the 16th century to the present, including: • manuscripts instructing Missouri’s first settlers how to care for their horses; • a steamer trunk filled with instruments used by a late 19th century horse doctor; • an 1870s wooden operating table for small animals • 19th century instruments, such as a wooden balling gun, a hog catcher, a Swiss trocar and farrier tools • a variety of strange and curious objects (horse pills, huge hairballs, kidney stones) Visitors touch and explore bones, animal skins, hairballs, veterinarian tools, etc., and view specimens showing the stages of a calf embryo and animal diseases. MVMA’s Quality Assurance Program What Is the Missouri Stocker/Feeder Quality Assurance Program? The Missouri Stocker Feeder Quality Assurance Program is designed to meet the quality improvement and pre-conditioning needs of producers, feeders, and consumers. This program educates participants in immunology, animal well-being and the economics of disease. Participation in the program increases producer accountability for quality and safety of the product they sell.

How Does the Program Work? Veterinarians and producers must be certified. Veterinarians are certified by MVMA MSFQAP Committee members. Producers are certified by their veterinarian. Veterinarians and producers learn how they can influence carcass quality and consumer confidence by monitoring where and when injections are administered. Once certified, the producer may participate in the program at one of three levels (white, red or blue tag). The three-level approach allows all producers the opportunity to match their level of management and facilities to the level of participation.

Level 1: Show-Me Select (White Tag) • Participating veterinarians and producers must be certified. • Calves must be properly identified with an approved ear tag. Tag numbers will be listed on an approved certificate. • External and internal parasite control is adminis- tered. • Calves will be dehorned and healed. Calves will also be castrated with a knife and healed or verified to be steers. • Vaccinations: 7-way clostridial, IBR, BVD, PI3,

BRSV, Mannheimia haemolytica with leukotoxoid, (Histophilus is optional.) • Cattle must be born on the producer’s farm. A range of birthdates or the birthdate of the oldest calf in the group must be recorded. • Bull in and out dates will be provided. • Individual calf treatments will be recorded to include date, product, dosage, route of administra- tion and injection site. • Vaccinations must be given no younger than four months of age and at least 21 days before sale.

Level 2: Show-Me Superior (Red Tag) • Weaned 45 days before offering for sale. • Meet Level 1 requirements - NOTE: Initial vac- cinations may be given at an age determined by an attending veterinarian. • In addition, a second round of vaccinations must be given using the following guidelines: • A 7-way clostridial as well as a modified live vaccine containing IBR, PI3, BVD and BRSV must be administer- ed; • Histophilus somni is optional; • Only one dose of Manheimia heamolytica is required if that dose is administered to calves 5 months of age or older; • The time frame between initial and second vaccinations must be a minimum of 21 days and all vaccinations must be completed at least seven days prior to sale; • If a veterinarian determines initial vaccinations should be given to calves less than 4 months of age then second vaccinations must not occur until calves are 5 months of age or older.

Level 3: Show-Me Supreme (Blue Tag) • Meet Level 1 and Level 2 requirements. • All cattle must be tested and be negative for persistent BVD infection. • Genetic information is optional.
