TWO JEWELS & TWENTY MEN OF ALPHA OUR CHAPTER Mu Lambda is Alpha's eleventh alumni chapter, chartered October 1, 1923, in Washington D.C. The chapter was established, in part, in response to the desire of graduate brothers, many whom were initiated into Beta Chapter at Howard University, to give aid to the undergraduate brothers and continue the work of Alpha. Chartered by 22 distingushed men of Alpha which included Jewel Nathaniel Allison Murray and Jewel Robert Harold Ogle.

CHAPTER LEGACY There has been six members who served as the General President of Alpha Phi Alpha Fraternity, Inc. and two whom served as the Eastern Region Vice President. Mu Lambda is equally proud of our current brothers making their mark in the Washington D.C. community and beyond. Our chapter has many entrepreneurs, activists, political leaders, philanthropists, academicians, ministers and so much more. Our diverse brotherhood age range is between the ages of 25 and 98. We all work together to maximize the brotherhood of Alpha by following the Objective, Mission and AIMS of our Fraternity.

FIRST OFFICERS The officers elected at the first meeting were Brother Harold Stratton-President, Brother John Lowery-Vice President, Brother Victor Daly-Secretary, Brother Daniel W. Edmonds-Treasurer, and Brother Nathaniel Allison Murray (Jewel)-Chaplain. Mu Lambda was thus established and was on its way into history!

The President’s Message Greetings Brothers,

I wish you all a Happy New Year. As individuals the start of a new year is a time for reflection on the year that has passed and anticipation for a better and more productive year ahead. This is applicable for us as a Chapter and you as a member of this august and historic chapter of Alpha Phi Alpha Fraternity, Inc. What about 2020 should we reflect upon? Do we focus on the litany of challenges and losses? Wipe our brows and be thankful we made it? Of course not, that is not what Alpha Men do! We will respectfully mourn the loss of our Brothers who have gone on to Omega Chapter. What we will also do during this time of reflection is look at what we did right, wrong and what can we do to improve and implement opportunities to do better and more in 2021. It is in our nature to do so. Brother John “Tony” Wilson, President Alpha Phi Alpha Fraternity, Inc. Mu Lambda Chapter

The Vice President’s Message To you, My brothers, family members and well wishers, December 2020 has now come to a certain end, and I am extremely thankful that you are here in good health and sound spirit. I want to take this time to thank you all for continuing to support the mission, vision and aims of our organization, and allow us to continue to steer our chapter in the right direction. Mu Lambda has navigated successfully through an unprecedented year. We have been weathering the storms of a pandemic, pushed bravely through the storm of a lengthy election season, we have lost a few great brothers, but have managed to manifest a profound comradery of our brotherhood through the “NEW NORMALS” of Zoom chapter meetings, online events, intake, and other important business of the Mighty Mu Lambda. This ship is flying the flag of Alpha HIGH. I am forever thankful for all of the brothers who continue to do the amazing work of the fraternity and our chapter in the communities we serve. 2021 I speak continued growth of all of the work and efforts we have achieved over the last 3 years. I want to wish you all a happy and prosperous new year. You continue to lead in ways that are shaping the future of our work and worth in Washington D.C. From the efforts in South East Washington D.C. in Voter Awareness and Registration, Plans to assist the young men we serve through our H.A.Callis Academy through our Education Chair, Our Health and Wellness Zoom Calls, Indepth weekly History Book conversations, Monthly meals for women of the House of Ruth, Our plans for improving our Brother’s Keeper initiatives, Packing and Unloading Toys for underprivileged and so much more, I am proud to be a part of this amazing mechanism. I continue to extend myself as a resource to all of you, be it a moment of encouragement, or something specific within the logistics of our chapter in the year of changes, I am readily available to facilitate or to create a better cohesion between any idea and executable action , I want to continue to be available for the development of Mu Lambda now and for the foreseeable future. My message leading into 2021 is simple and brief, let us keep STEERING MU LAMBDA ONWARD & UPWARD..... Happy New year, Continue to be safe! Looking forward to a bright year ahead. No federal charges for officers in 2014 fatal shooting of Tamir Rice, DOJ says Video from the shooting of the 12-year-old in Cleveland was too poor for prosecutors to conclusively establish what happened, the Justice Department announced. Dec. 29, 2020, 5:40 PM EST / Source: Associated Press

Family and friends at a memorial ceremony for Tamir Rice at the Mt. Sinai Baptist Church in Cleveland on Dec. 3, 2014. Ty Wright / for NBC News file WASHINGTON — The Justice Department announced Tuesday that it would not bring federal criminal charges against two Cleveland police officers in the 2014 killing of 12-year-old Tamir Rice, saying video of the shooting was of too poor a quality for prosecutors to conclusively establish what had happened. In closing the case, the department brought to an end a long-running investigation into a high-profile shooting that helped galvanize the Black Lives Matter movement and that became part of the national dialogue about police use of force against minorities, including children.

The decision, revealed in a lengthy statement, does not condone the officers' actions but rather says the cumulative evidence was not enough to support a federal criminal civil rights prosecution. Tamir was playing with a pellet gun outside a recreation center in Cleveland on Nov. 22, 2014, when he was shot and killed by Officer Timothy Loehmann, who is white, seconds after Loehmann and his partner, Officer Frank Garmback, arrived at the scene. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------------lapse video, which has no audio, “does not show detail or perspective” and the camera’s view is obstructed by a police patrol car, prosecutors said. In addition, they said, though the positioning of the boy’s arms suggests they were in the vicinity of his waist, “his hands are not visible in the video and it cannot be determined from the video what he was doing.” The Justice Department says seven use-of-force experts — three retained by the family, four by local authorities — reviewed the recording, but the poor quality of the video on which they relied and their “conflicting opinions added little to the case.” The experts used by the family said the shooting was unreasonable while the four others said that it was reasonable. The New York Times reported in October that the department had effectively shut down the investigation, but Tuesday’s announcement makes it official. Inconsistent witness statements also complicated any prosecution, and neither person said they saw exactly what Rice was doing just before the shooting, according to the Justice Department. The officers were called to the recreation center after a man drinking beer and waiting for a bus had called 911 to report that a “guy” was pointing a gun at people. The caller told a 911 dispatcher that it was probably a juvenile and the gun might be “fake,” though that information was never relayed to the officers. To bring federal civil rights charges in cases like these, the Justice Department must prove that an officer’s actions willfully broke the law rather than being the result of a mistake, negligence or bad judgment. It has been a consistently tough burden for federal prosecutors to meet across both Democratic and Republican administrations, with the Justice Department declining criminal charges against police officers in other high-profile cases in recent years, including in the deaths of Eric Garner in New York City and Michael Brown in Ferguson, Missouri. In this case, the Justice Department said poor-quality surveillance video recorded in the area where the shooting took place prevented prosecutors from being able to conclusively determine whether Rice was or was not reaching for his toy gun just prior to being shot. The two officers who were investigated told authorities soon after the shooting that Rice was reaching for his toy weapon prior to being shot and was given multiple commands to show his hands. But the video reviewed by federal prosecutors makes the sequence of events less clear. The grainy time-

In a statement at the scene to three other law enforcement officers, Loehmann “repeatedly and consistently stated” that Tamir was reaching for a gun before he shot him, prosecutors said. Both Loehmann and Garmback also said in statements after the shooting that Loehmann had given Tamir “multiple commands to show his hands before shooting” and both officers saw him reaching for the weapon. Prosecutors said Loehmann and Garmback were the only two witnesses in the “near vicinity of the shooting.” A state grand jury had declined to indict Loehmann, though he was later fired after it was discovered he was previously deemed “unfit for duty.” The Justice Department also investigated whether the officers obstructed justice in statements they made to other investigators soon after the shooting. Prosecutors concluded that though the statements included some different language, they were generally consistent. And since there was not enough evidence to prove the statements were untrue, there was also not enough evidence to prove that the officers sought to misled investigators or to obstruct a probe into their actions. Ohio Officer's Bodycam Shows He Shot Unarmed Black Man Within 10 Seconds Of Encounter PAIGE PFLEGER, GABRIEL ROSENBERG DECEMBER 23, 2020

This image from a Columbus police body camera shows the moments before Officer Adam Coy fatally shoots Andre Maurice Hill early Tuesday. (Columbus Division of Police/WOSU) Body camera footage shows a Columbus police officer fatally shooting 47-year-old Andre Maurice Hill less than 10 seconds after finding him in a garage early Tuesday. The officer who shot him is Adam Coy, a 19year veteran of the department who has since been placed on paid administrative leave.

shot him. Because Coy did not activate his camera until after the shooting, there is no audio for the first minute of the footage – Columbus police body cameras feature a “look back” function that records video but no audio of the 60 seconds before activation. “Put your f***ing hands out to the side.

Coy is white; Hill was Black. Police say no weapon was found at the scene. Thursday, Columbus Police Chief Tom Quinlan recommended that Coy be dismissed from the force.Police officials say officers were dispatched to the city's Cranbrook neighborhood around 1:30 a.m. Tuesday, responding to a nonemergency call about a man sitting inside a car repeatedly turning it on and off.

Hands out to the side now,” Coy shouts in the video, breathing heavily. “Roll to your stomach now.” Coy asks another officer if medics are coming, walks up to Hill and rolls him over onto his back. The official Columbus police report of the shooting, also released Wednesday, is brief and absent of most details:

Footage from Coy’s body camera shows officers walking up to an open garage and shining their flashlights on Hill, who turned around and held up his cellphone. Hill took several steps toward Coy, who raised his gun and

“Officer discharged his firearm upon confronting Mr. Hill. Mr. Hill did not survive his injuries.” Police say there is no dashcam footage because officers were responding to a nonemergency call. Continue on the next page MU LAMBDA TORCH 2021

---------------------------------------------------------------------------------------------------------------------------------------------------------------------------At a press conference Wednesday, Columbus Mayor Andrew Ginther called for the immediate termination of Coy, saying he was “outraged” by the shooting. “I am also very disturbed about what I don’t see next in the body-worn camera footage,” Ginther said. “From what we can see, none of the officers initially at the scene provide medical assistance to Mr. Hill. No compression on the wounds to stop the bleeding. No attempts at CPR. Not even a hand on the shoulder and an encouraging word that medics were en route.” Ginther said that Hill was known to the residents of the house where he was shot and an “expected guest.” The Ohio Bureau of Criminal Investigation is leading the inquiry. U.S. Attorney David DeVillers said his office also will review if any federal civil rights laws were violated. “The mayor requested that the U.S. Attorney’s Office review the investigation for possible federal civil rights violations, and after consulting with Ohio Attorney General [Dave] Yost, I agreed that my office will review the case as requested once BCI’s investigation is complete,” DeVillers said in a statement Wednesday. “This office will then consult with the Franklin County Prosecutor’s Office on how to proceed at the conclusion of our review.” A month of shootings Hill’s death came just three weeks after a separate law enforcement shooting of a Black man in Columbus, which sparked a federal civil rights investigation of its own. DeVillers is currently heading a joint criminal-civil rights probe into the Dec. 4 killing of Casey Goodson Jr. by Franklin County Sheriff’s Deputy Jason Meade, who is white. Authorities say Meade encountered Goodson while conducting a search for an unrelated suspect in the Northland neighborhood, and went to confront Goodson – who was neither the person officers were looking for nor the subject of any investigation. Meade then fatally shot Goodson at his home, with a preliminary report from the county coroner finding that the man likely died from multiple gunshot wounds to the torso. Still, there are many uncertainties surrounding Goodson’s shooting, which prompted days of protests in downtown Columbus. Similar to Tuesday’s shooting, a lack of recorded evidence presents a challenge to investigators. Unlike Columbus police officers, Franklin County sheriff’s deputies don’t wear body cameras, so there is no audio or video of the encounter between Meade and Goodson. Authorities have not located any witnesses to the shooting. An attorney for Meade said that Goodson pointed a gun at the deputy and refused commands to stand down, but that claim cannot be verified due to the absence of recordings or witnesses. Goodson’s family disputes the account given by authorities, including whether Goodson had a gun on him at all, and called for Meade to be fired and charged with murder. Authorities haven’t announced state or federal charges against Meade, who remains on administrative leave.

Reform in motion The two shootings occurred during a critical juncture for police reforms in Columbus. “You know, every time we think we have an open window where we can begin to have healing and change in the community and begin to build trust, and now we’re back to ground zero again because of two back-to-back shootings of Black men,” Stephanie Hightower, president of the Columbus Urban League, told NPR member station WOSU on Wednesday. “All of the actions that you have seen this year basically illuminates what Black folks have always been dealing with, and what we have always thought, is that law enforcement, they’re not here to protect and serve our community, they’re here to police us, and we’ve got to change that narrative,” Hightower said. Starting next month, prosecutions of police misconduct in Columbus will fall to a new person: incoming Franklin County Prosecutor Gary Tyack, a Democrat who ousted longtime Republican Ron O’Brien in November. For decades, O’Brien was a target of criticism from racial justice advocates in Columbus. Over the summer, following weeks of racial justice protests, the mayor issued an executive order requiring all cases of fatal-use-of-force by police to be referred to the Ohio Bureau of Criminal Investigation. That agency declined to take up the Goodson shooting, however, because city officials waited three days after the shooting to request its involvement. Columbus voters in November also approved a city charter amendment to create a Civilian Review Board and inspector general, which will conduct independent investigations into police misconduct and policies. The city is currently accepting applications for the review board, which it hopes to seat early next year. Even then, however, the board will be limited in its scope: Neither it nor the inspector general will have jurisdiction over the Franklin County Sheriff’s Office, and significant details about its powers still must be decided with the local police union, whose contract expired this year. orn in 1890, Bill Graves grew up in Oberlin. He attended Saint Augustine’s Normal School and Collegiate Institute for high school, as did his siblings and many other Oberlin residents. Until 1924, Raleigh had no high school for African-American students. To comply with the “separate but equal” doctrine of Plessy vs. Ferguson, the city paid for black students to attend Saint Augustine’s. Bill received his undergraduate degree from Shaw University and a law degree from Howard University School of Law in 1919. He moved to Detroit for the opportunities of a growing black population, but he quickly discovered

the city’s racially based problems in housing. He and his law partner, Francis Dent, became the point men in the fight against racially restrictive covenants in Detroit. As counsel for the Detroit NAACP, Bill Graves worked with some of the nation’s most renowned civil rights attorneys, such as Clarence Darrow (best known for his role in the Tennessee “Scopes Monkey Trial”) and Thurgood Marshall (the first African American to serve on the US Supreme Court). Bill participated with a group of prominent attorneys at gatherings in New York and Washington to develop a national strategy for civil rights litigation. From trial court to the Michigan Supreme Court, Graves and Dent defended an African-American couple, Orsell and Minnie McGhee, who had been sued by a white neighbor for buying a home that was subject to racially restrictive covenants. The case was joined with a similar case from Missouri and taken to the US Supreme Court with Thurgood Marshall as the lead defense attorney. Three justices recused themselves from the case, presumably because they owned homes subject to such covenants. The resulting

decision in Shelley vs. Kramer made such covenants unenforceable and is regarded as a landmark civil rights victory. After the case, people of color could legally “live anywhere.”

Bill Graves and his wife Irene, who had no children, were both well known in Detroit’s African-American community, serving as leaders on numerous boards and charities.

emuel Graves was born in 1885 or 1887 in Oberlin. Like his younger brother, he attended Saint Augustine’s Normal School and Shaw University. In 1906 he entered Cornell University, where he received a B.S. in Agriculture in 1910. While at Cornell, Lemuel was the first student to be initiated into Alpha Phi Alpha Fraternity, the first Greek Letter fraternity for African-American men, during its First Annual Banquet. He was a speaker at the second annual banquet, discussing “What Does College Mean?” The next year he was elected to the fraternity’s first Board

of Trustees. One can’t help but marvel at this son of former slaves taking a leadership role at an Ivy League school. After Cornell, Lemuel did graduate work at Columbia University. For five years, he taught as a Professor of Botany and Agricultural Chemistry at Florida A&M University. By 1920, he was married to Louise Martin and resided with her and their three children in Raleigh. For the next decade, he worked in real estate and insurance, having started his own company. He held leadership positions in several organizations, including the Negro Business League, Negro Welfare Chest, and Raleigh Emancipation Society, and served on the board of Saint Augustine’s. After the depression hit, Lemuel and his family moved to Harlem, taking his widowed father with them. Lemuel continued to work in real estate. There, at the height of the Harlem Renaissance, the family lived in a luxury apartment across from Morningside Park, and attended St. Phillips Episcopal Church. Parishioners at St. Phillips included Langston Hughes, Thurgood Marshall, and W.E.B. DuBois. In 1941, Lemuel was listed in Who’s Who in Colored America. He loved to travel, was a sharp dresser and fond of cigars, and wrote poetry. He died in 1957.

He first worked for local African-American newspapers in Raleigh and Norfolk, where he rose through the ranks to editor. In 1940, he married Theora Weaver of Winton, a teacher. In 1943-44, Gene saw action as an accredited war correspondent in the Italian, North African, and European theaters of World War II. In early 1945, he was sent again by his paper to the Italian war zone until the end of the war. After the war, he became the Washington correspondent for the Pittsburgh Courier, the nation’s largest black American weekly with a circulation of 250,000. There he wrote about legislation, court cases, and executive actions related to African Americans, especially black soldiers who returned from military service to face continued segregation. Lem Graves, Jr., Noted Journalist appointed deputy chief of the news and writing section of the Economic Cooperation Administration, which oversaw the Marshall Plan for rebuilding Europe. In an interview for the Courier from his office off the Champs Elysees, he recalled how friends had to talk him into taking a job with the labor information division of ECA. “Now I know I’m part of a historical experiment in economic diplomacy.” Graves enjoyed life in Paris, especially the freedom which was accorded him as a black man: “People have a right to like or dislike whom they choose. It’s when prejudice is institutionalized by law and custom to deprive a group of us rights that I get mad. In Paris there’s little like that to get mad at.” The Courier interview ended with: “When Sir. Graves finishes his work In Europe and returns to the Courier staff, his main object will be, he says, to write stories, which will bring to the Negro in America every opportunity, responsibility, right and privilege which goes with American citizenship.” Indicative of his national stature, in 1953 Jet Magazine wrote: “Lemuel Graves’ very talented daughter, Theora (everyone calls her Bunny), is studying ballet in Paris with a Russian princess.” Eight years later, Jet announced the engagement of Bunny to Horace Webb. After spending a decade in Paris, Gene left journalism to work for the United States Information Agency, and in the early 1960s he was appointed by President Kennedy to head Voice of America in Latin America. He died unexpectedly in Uruguay where he was stationed. 

Prostate Cancer a Family Affair Many of you are aware that I am a prostate cancer survivor. I know some of you have also traveled the journey. I was diagnosed and treated in 2016 and remain cancerfree. Thankfully my doctors caught it early before it had the opportunity to spread. I was vigilant well before my diagnosis with regular checkups mainly because my dad and uncle had previously been diagnosed. As men, and as black men in particular, we tend to wait much longer than we should to see the doctor. We all know brothers who have health challenges but put off making a call to the doctor. But cancer doesn’t wait.

My dad and I share our journey in our new book, Survivors’ Stories, Prostate Cancer, A Family Affair. Get more information on our journey and purchase the book at www.derrickbutts.com and then let’s talk. Speaking Engagements – I would be more than happy to schedule time to talk with your church, Men’s/Health group, and/or organization about being proactive with your prostate health and to share my journey. Alpha

is a life long commitment

An Alpha Phi Alpha man’s attitude should not be “how much can I derive from the Fraternity” but “how much can I do for the Fraternity?” In proportion to what he does for his Chapter and for Alpha Phi Alpha will a member receive lasting benefits from the Fraternity to himself in the way of self-development by duty well done, and the respect of the Brothers well served. A member’s duties should be: 1. Prompt payment of all financial obligations, the prime requisite for successful fraternal life. 2. The doing of good scholastic work in his chosen vocation, thereby accomplishing the real end of a college course. 3. The reasonable endeavor to participate in general college activities and social service and to excel therein. 4. The proper consideration of all things with appropriate attention to the high moral standard of Alpha Phi Alpha.

Rest if you must, but don’t you quit.
