Good Governance date irks NBCC Urges Centre to review date

DIMAPUR, DEC 3 (NPN): Nagaland Baptist Church Council (NBCC) has asked, what was “good” in “Good Gover nance Day” when it was set for December 25, on the day Christians were to celebrate the birth of Jesus with worship and remembrance? In a press communiqué, NBCC said the controversy over Narendra Modi government’s decision to observe national Good Governance day, has returned to hurt the sentiments of Christian minority in India and majority in Nagaland. NBCC said the decision was an attempt to dilute the importance of the day and unless rectified, will go down in history as a “discriminatory move against religious minorities.” NBCC said it could not agree more with Modi’s stand that Good Governance was the key to a nation’s progress and lauded his commitment for a transparent and accountable administration for the betterment of the common citizens. However, it said ob-

serving it on an auspicious occasion was “thoughtless and insensitive” particularly to the Christian minority in India. F u r t h e r, N B C C slammed the motive to hold Good Governance on December 25 as nothing short of following the Sangh’s policies to suppress religious minorities in secular India. NBCC said it honoured former prime minister Atal Behari Vajpayee and had nothing against him though Good Governance Day was set on December 25 (Vajpayee’s birthday). However it said prime minister Narendra Modi was well aware that December 25 was a sacred day and known as Christmas the birth of Jesus Christ, celebrated for the last 2000 years by Christians worldwide. NBCC said the government was today playing with the sentiments of 2.4 crore plus Christians in India and asked what would be next? It reiterated that the utmost priority of any progressive government ought to be peace and harmony but such instance as above, that disturbed people’s minds and under-

mined the nation’s secular fabric would only lead to the establishment of tyranny of the majority. If such tendency was not restrained, then democracy would be one that ruled on behalf of the majority community and not on the basis of “rightness and excellence,” it said. NBCC therefore urged upon the Central government to “stay away” from causing divisions and keep away from instigating communal feelings and insecurity but instead go ahead with programmes without infringing on religious rights, whether it be majority or minority so that India could be known the world over, as a secular country with tolerance. Meanwhile, states in the North East and others having majority Christian population have also expressed total opposition to holding the Good Governance Day on Christmas day. Mizoram: Sur prisingly in Mizoram, it was the State BJP who had demanded the Congress chief minister Lal Thanhawla “to announce that the Good Governance Day will not be observed on Christmas Day”. State BJP president,

Dr JV Hluna reassured the people that ‘Good Governance Day’ will never be observed on Christmas Day in the Christian-dominated state of Mizoram. The Mizoram Kohhran Hruaitu Committee (MKHC), a committee of church leaders in the State, also urged the president Pranab Mukherjee to repeal the Central government’s decision to Good Governance Day on Christmas Day. MKHC also wrote to Prime Minister Narendra Modi. Meghalaya: KHNAM State Youth Wing a political party of Meghalaya, has opposed the proposal of the BJP government at the centre to observe Good Governance Day, as it coincided with the Christmas Day. KHNAM youth wing president Thomas Passah accused the BJP of having no respect to the religious minority adding, it showed a close relationship between BJP and Rashtriya Swayamsevak Sangh (RSS). Arunachal: Arunachal Civil Society (ACS) has requested prime minister Narendra Modi to withdraw the decision to observe December 25 as National Good Governance Day.

State forest and environment minister I Hemochnadra who presided over the inaugural function said that Manipur is taking a lead in the country to meet the challenge of climate change. Manipur is among the few states in the country to have formulated action plan on climate change and to have initiated action to implement the same, he added. Dr Shirish Sinha, deputy director of SDC observed that the Indian Himalayan region is one of the most vulnerable mountain systems in the world. If effective measures were taken timely, experts believed it may be possible to prevent further degradation of the ecosystem, he added.

India, Qatar review bilateral ties

NEW DELHI, DEC 3 (IANS): India and Qatar on Saturday reviewed bilateral relations with both sides seeking investments from each other across multiple sectors besides signing agreements, including on visas and cyber security. During delegation-level talks here led by Prime Minister Narendra Modi and his visiting Qatari counterpart Sheikh Abdullah bin Nasser bin Khalifa Al Thani, the two sides reviewed bilateral relations in depth, in particular on the follow-up of the important decisions taken during Modi’s visit to Qatar in June this year. Sources here said the two leaders discussed cooperation in various sectors and acknowledged that the current level of trade and investment was much below potential. “Prime Minister Modi highlighted the tremendous opportunities available for Qatari investment in India’s infrastructure and energy sectors,” a source said. “He outlined the various measures taken by his government to open up the Indian economy and welcome FDI.” Modi and Al Thani also identified civil aviation as a priority sector for enhancing cooperation. According to the sources, Modi mentioned that India imported eight million tonnes of urea per year and said that a long term arrangement with Qatar for

the supply of urea would be welcome. India could also meet Qatari needs in the area of food security, he said. On his part, the Qatari Prime Minister invited India’s participation in infrastructure and investment opportunities coming up ahead of the FIFA World Cup in that Gulf nation in 2022. He also welcomed Indian investment in the port sector of Qatar. “On energy cooperation, Prime Minister Modi said that we should go beyond the buyer-seller relationship to include joint ventures, joint research and development and joint exploration,” the source said. Qatar is the largest supplier of LNG to India, accounting for 66 percent of the total imports in 201516. Modi, it is learnt, said

that Indian companies were ready to invest in both upstream and downstream projects in Qatar in the hydrocarbon sector. The two leaders discussed enhancing cooperation in defence and security, in cyber security in particular, and agreed on joint action to tackle money laundering and terrorist financing. The security situation in Iraq, Syria and Yemen also came up for discussion. According to a statement issued by the Ministry of External Affairs, both sides agreed to increase the level of participation in infrastructure development projects on either side and undertook to exchange information on available investment opportunities in a regular and timely manner. “It was agreed to ex-

Nagrota attack as shameful as 26/11: Chidambaram NEW DELHI, DEC 3 (PTI): Former Home Minister P Chidambaram has said the recent Nagrota attack is as “shameful” as the 2008 Mumbai carnage and has “disproved” the belief that surgical strikes can end cross-border terrorism. Speaking at the launch of former National Security Advisor Shivshankar Menon’s book, titled “Choices: Inside the making of India’s foreign policy’, Chidambaram said there was no “unified command” at the level of the Ministry of Home Affairs (MHA). “What happened at Nagrota is just as shameful as what happened in Mumbai. The cross-border, cross-LoC action will not prevent Pakistan-based terrorist groups from attacking

Indian installations and camps,” he said last night. “The strikes restore balance at the border. It sends a signal to Pakistan that if you can do it we can do it. But to imagine that surgical strike will put an end to cross-border action, that has been disproved by what has happened in Nagrota,” he said. He claimed that there was “no coherence” at the level of MHA and attributed it to discontinuation of a “good practice”. “I think the practice of having a Home Minister, home secretary, the special secretary, the DIB, the director RAW and NSA meet every day was a good practice. The practice has stopped. That is why there is no coherence, no coordination, no unified command

at the level of home affairs,” he said. Noting that engaging Pakistan is the “only answer” that India has, Chidambaram said the present government started at one extreme and has now swung to another extreme. “The first extreme was over-enthusiasm and the second is their own making. Eventually you have to live with your neighbours. The only answer is to engage Pakistan through trade, cultural exchanges or people to people exchanges,” he said. About surgical strikes, Chidambaram said the ownership should have been left to the army. “First, the ownership should have been left to the army like we have in the past”.

pedite steps to put in place the necessary framework so that economic actors on both sides can take full advantage of the opportunities available, particularly in the area of infrastructure, special economic zones, civil aviation, energy, petrochemicals, health and pharmaceuticals, information technology, education, tourism and agriculture,” the statement said. “The two leaders also emphasised the need to take practical steps to build on the framework provided by the agreement on defence cooperation signed in November 2008 by enhancing cooperation in the fields of specialised training, exchange of information and joint production of defence equipment.” Thr e e a g r e e m e nts were signed, including an agreement for exemption of visa requirement for holders of diplomatic, special and official passports, and memorandums of agreement (MoUs) on technical cooperation in cyber space and combating cyber crime; and between the Supreme Committee for Delivery and Legacy of Qatar and the Confederation of Indian Industry (CII) in addition to a letter of intent for e-visas for tourists and businessmen. Separately, an MoU between Qatar Ports Management Company and Indian Ports Global Private Limited was concluded.

BSF guns down intruder from Pak CHANDIGARH, DEC 3 (IANS): Foiling an infiltration bid, Border Security Force troopers gunned down an intruder from Pakistan in north Punjab early on Saturday, BSF sources said. The incident took place near the Dinda border out post (BoP) in Bamiyal sector of forward areas of Pathankot district. The incident took place on a day when the two-day “Heart of Asia” conference got underway in Amritsar city in Punjab, about 100 km from the infiltration incident spot. Amritsar is under a tight security umbrella with a number of international leaders converging here for the conference. The intruder was killed after he came close to the border fencing on the Indian side and did not heed to warnings. The National Investigating Agency, which had investigated the terror attack on the Pathankot air base on January 2 this year by Pakistani terrorists, had pointed out that the terrorists had entered India near the Dinda BoP. The BSF troopers in the border belt remain on high alert following the two terror attacks in Dinanagar (July 27, 2015) and Pathankot (January 2, 2016) in Punjab. The “Heart of Asia” international conference is for peace and stability in the war-ravaged Afghanistan. Modi and Ghani are expected to reach Amritsar in the evening.

Election Commission working on reviewing election laws NEW DELHI, DEC 3 (PTI): The Election Commission (EC) is working towards a “comprehensive review” of the election laws as it is “eagerly awaiting” government’s response on its slew of proposals to rid politics of crime and cleanse political funding, CEC Nasim Zaidi said here today. The poll watchdog, he said, is also seeking to empower itself to countermand elections in cases of money power abuse, drawing from the recent experience of Tamil Nadu elections where candidates in countermanded polls contested again with impunity. Zaidi, while delivering inaugural address at the ‘National Interactive Conference on Electoral Laws’, said the legal researchers of the poll body, in collaboration with legal

luminaries and institutions, are working to address the need for a comprehensive review of the Representation of People (RP) Act. “Electoral reforms is another important area which needs to be addressed in a very systematic manner. We are happy to release a compilation of 47 proposals of electoral reforms sent by the Commission from time to time for law making. “These have also been examined by Law Commission and many proposals of EC have been endorsed for legislation,” he said. Zaidi said while he understands that the recommendations made by the EC and Law Commission in this regard are being “scrutinised” by a task force in the Law Ministry, their “outcome is eagerly awaited”.

Good Governance date...

(From p-1) ACS said the decision to hold the official programme on Christmas Day was against the spirit of secularism as enshrined in the constitution of India besides hurting the sentiments of Christians who celebrate December 25 as Christmas across the world. Goa: BJP chief minister of Goa, Laxmikant Parsekar last month said that the state had no plans to celebrate Good Governance Day on December 25, adding that all government offices would remain shut on December 24 and December 25. “December 25 is Christmas and, out of respect for our Christian brethren, there is no such decision taken to have the Good Governance Day. I do not see the need to have a specific day to celebrate good governance because Goa already has it,” Parsekar said.

State Finance Ministers rue note ban at GST meet NEW DELHI, DEC 3 (IANS): The issue of demonetisation seemed to dominate the Goods and Services Tax (GST) Council meeting on Saturday as the state Finance Ministers complained of falling revenues and Union Finance Minister Arun Jaitley, who chaired the meet, having to allow a discussion on it. “The state finance ministers (FMs) wanted a discussion on the fiscal situation of states after demonetisation. But it does not come under the purview of GST council, because it covers only indirect tax,” Jaitley told media persons after the fifth Council meet here. “After the GST council meet, the FMs discussed the situation of demonetisation. Political stand of parties was reflected more in the discussions,” he added. West Bengal Finance Minister Amit Mitra told media persons that the issue was raised by all states at the Council meet as their revenues have been hit hard. ‘All the states raised voice on discussion on demonetisation. It has to do something on states’ revenues. All states asked for a discussion and the Finance Minister did grant the discussion. “Tax collections of states and centre will be low (because of demonetization). States are deeply concerned about their falling revenues”.

West Bengal Gov disapproves Modi no ‘fakir’, ‘bahut bade maldar’: Mayawati DEC 3 (PTI): BJP-ruled states are being Mamata’s remarks; CM hits back LUCKNOW, Hours after Narendra Modi discriminated against in

KOLKATA, DEC 3 (PTI): West Bengal Governor K N Tripathi today virtually disapproved of Mamata Banerjee’s remarks on the deployment of army at toll plazas, prompting a sharp retaliation from the Chief Minister who said his comments were unfortunate and that he was speaking in Centre’s voice. After Banerjee took on the Ar my and the Centre over the past two days that triggered a spat, Tripathi said one should be careful while making allegations against a responsible organisation like the army. “Every person should take care in making allegations against a responsible organisation like Army. “Don’t let down the Army. Don’t defame the Army”, Tripathi told re-

porters here when asked about the charge that Army personnel were collecting money from trucks. Describing Tripathi’s statement as “unfortunate”, Banerjee said, “The Governor is speaking in the voice of the Central Government! He was not in the city for about 8 days”. “Before making statements, all details should have been checked. It is very unfortunate,” she said in a statement. The presence of Army personnel at toll plazas had triggered a row with Banerjee questioning if it was an “army coup”, drawing a stinging condemnation from the Centre which said the remark showed her “political frustration”.

claimed he is a “fakir, BSP supremo Mayawati reacted saying the Prime Minister is “bahut bade maldar” (very wealthy) and wondered how a “well-wisher of the affluent” can be a hermit. “Woh dhannasetho ko sanrakshan dene wale hain, woh fakir nahi, bahut bade maldar hain (He protects affluents people. He is not a hermit. He is very wealthy),” she told newspersons here. Earlier in the day, at BJP’s Parivartan Rally in Moradabad, Modi had said, “What can my opponents do to me? I am a fakir (hermit)...jhola ley kar chaley jayenge (I will exit with my little belongings).” The BSP chief also attacked Modi for claiming demonetisation was aimed

at ending corruption and said “90 per cent commoners” have been subjected to immense hardships because of the “dictatorial attitude” of the PM. “BSP will oppose tooth and nail all wrong decisions of the Modi government both inside and outside Parliament,” Mayawati said. She also alleged non-

supply of new notes. Mayawati said had the BJP government been so earnest in its desire to fight corruption, it would have appointed Lokpal in the two-and-a-half years of its power. She alleged the Gujarat Lokayukta, when Modi was the chief minister of the state, was “rendered ineffective”. Intentions of BJP and Prime Minister Narendra Modi appear to be very “non-serious”, she said, adding their claims on rooting out corruption appear to be “mere eyewash”. On the central government amending the I-T rules, she alleged the Modi government is “tinkering with IT Act to facilitate conversion of black money into white”.

opinion/EDITORIAL

Nagaland Post Vol. XXVII NO. 2 Dimapur, Sunday, December 4, 2016

To be clear and bold

W

ith so much having been written about and against the kind of election practised in Nagaland since the past few decades; it was a belated but welcome response when the Nagaland Baptist Church Council(NBCC) gave a clarion call for “Clean Election” sometime in 2012 on the eve of the 2013 general election. The belated response few months ahead of the election was also very ill-timed since there was hardly time even to get the message across, leave aside being able to mobilise volunteers needed to implement/enforce the guidelines. After the 2013 election, nothing more was heard about clean election probably as it was to be resurrected in time for the next election. Of course, it may be said that the NBCC has not given up on the campaign nor kept it in abeyance. The next assembly election is due in 2018 but the possibility of the civic polls by February 2017 means that there is no time left to launch a massive campaign. It is important that the evils or malpractices or offences practised during elections in Nagaland are identified. Elections in Nagaland are perhaps among the most expensive in the country in terms of size and population ratio where each candidate spends even to the extent of Rs.30 crore in some assembly constituencies and an average Rs.5 to Rs.10 crore per candidate in most constituencies. Elections are fought on the strength of money, muscle(guns/gangs) and liquor and not on the basis of the integrity and past track record of the candidate. Uses of these have become part and parcel of our elections including the diktat issued by a village, to vote for a particular candidate or face consequences etc. Booth capturing is also another very regular part of elections which goes along with voting by bogus voters(voter impersonation) including those underage voters. It may be noted that Nagaland Post has been reporting on these practices since 1993 including the use of gunmen to scare away voters so that booths could be captured and a few persons stamp ballot papers in total freedom after depriving or hijacking the freedom of genuine voters. The newspaper had also published specific reports where some voters were seen accepting money after voting for a particular candidate. In addition, photographs of children standing in queue across polling booths, to cast their votes, were also boldly published. However, no action was taken either by the authorities or the election department or the election observers who seem to be more keen in not being seen nor heard. Voters of Nagaland are among the most enthusiastic lot since everyone votes not once but even more than twice. That is why the voting percentage in Nagaland has always been abnormally as high as 90%. In some villages, the voters even outnumber the population. This can only happen in Nagaland. The Mizoram experiment with elections, needs to be replicated in Nagaland if clean election is to have any meaning at all. To begin with the electoral roll should be cleansed off names that are dubious, double entry or names of deceased even if it meant a drastic fall in the figure. The flawed electoral roll has been the ammunition that is used to perpetrate an electoral fraud. The sooner the cleansing is done the better for a clean election.

My speech and my preaching were not with persuasive words of human wisdom, but in demonstration of the Spirit and of power… —1 Corinthians 2:4 If in preaching the gospel you substitute your knowledge of the way of salvation for confidence in the power of the gospel, you hinder people from getting to reality. Take care to see while you proclaim your knowledge of the way of salvation, that you yourself are rooted and grounded by faith in God. Never rely on the clearness of your presentation, but as you give your explanation make sure that you are relying on the Holy Spirit. Rely on the certainty of God’s redemptive power, and He will create His own life in people. Once you are rooted in reality, nothing can shake you. If your faith is in experiences, anything that happens is likely to upset that faith. But nothing can ever change God or the reality of redemption. Base your faith on that, and you are as eternally secure as God Himself. Once you have a personal relationship with Jesus Christ, you will never be moved again. That is the meaning of sanctification. God disapproves of our human efforts to cling to the concept that sanctification is merely an experience, while forgetting that even our sanctification must also be sanctified (see John 17:19). I must deliberately give my sanctified life to God for His service, so that He can use me as His hands and His feet.

Post-mortem

Nagaland Governor’s message SC verdict on national anthem bad in law on the occasion of Statehood Day I

My Dear brothers and sisters, Good Morning, Namaskar On this auspicious occasion on 1st December 2016, I would like to extend my warmest greetings and sincere congratulations to the people of Nagaland, on the 53rd Statehood Day. Hornbill festival, which showcases the rich traditions and culture of the Naga tribes is held on 1st to 10th of December to mark our unity by coming together of the different tribes in Nagaland and 1st December also coincides with our Statehood Day. On this occasion, we introspect our achievements during the last 52 years and especially during the last year 20152016. Let us all unite to take Nagaland to greater heights and progress and prosperity. Focus should be on every sector so that it can have the desired impact in addressing the needs and aspirations of every citizen. On this historic day, I remember the pioneers of our State and value the contributions of our great people, as well as the role they had played through their courage and good spirits to make Nagaland a beautiful state. We may be numerically small but in terms of our potential, we are second to none and there is an enormous amount of energy of young people, natural resources that we can and we should contribute for the welfare of the State. During my two and a half years in this highest constitutional office in the State-as the Head of State, I have received much warmth and affection from all sections of society which I feel is precious and priceless. During my recent visit to International Border Area ENPO districts, I felt the urgent necessity of involvement in the general rapid well being of all people of the State. Apart from our 5(five) Universities in the State, thousands of our young men and women who have a hunger for employment with the best education have fanned out all over the country. Nagaland has nearly 20 lakhs population and we are proud that nearly 300 thousand i.e. 3 lakhs of our youths are highly empowered educated youths. They are our assets but many of them are in search of opportunity to strengthen our development activities. They are yet to find opportunities. Nagaland has hardworking Kisans, who produce organic food which should get the right market and price for the produce. Our women are successful in

T

every field of life. I heartily congratulate our State Government for implementing constitutional mandatory provision of 33% reservation for women in Local Self-Government of District and Town Councils. We have to address our society’s dangerous health hazards like cancer & HIV, efficiently. Our Central Government under the dynamic leadership of Hon’ble Shri Narendra Modiji has announced the bold decision to demonetize old Rs 500 and Rs 1,000 notes. This is one of the major steps to eradicate corruption and black money. We have to make our state corruptionfree. We have to march towards cashless economy and transparent system. There are numerous challenges before us. Our work should have a larger vision for the good of society and the people. There is a great desire among people for development- for a good standard of living. Development means good physical infrastructure-roads, electricity, water and telecom connectivity, good human resource infrastructure-healthcare services and educational services. We are the architects of our own happiness. I have profound admiration and faith in our young people. There is tremendous potential for a developed rich economy in Nagaland and the youth have unlimited vibrant and creative energy. My appeal to the youth of our state is to have dreams for your brighter and prosperous future. And this dream can be realized through hard work and perseverance. Before I conclude, let me speak of peace. I am sure the Framework Agreement signed between NSCN-IM and Government of India will end in respectful peace in our state. I take this opportunity to appeal to all groups to join for permanent peace. Peace and stability are of high importance in promoting economic development of individuals and society at large. I wish peace and prosperity to the people of Nagaland and hope that our State would scale new heights in over all development. Let us make Nagaland, Golden Nagaland. On this happy occasion of the Statehood Day, I once again convey my greetings to all of you and appeal to work for peace, happiness, growth and development. Thank You, Kuknalim, Bharat Mata Ki Jai

he article titled ‘Land and its Resources of the Republic of Nagaland’ which appeared in local dailies, Nagaland on 2nd December, 2016 bore a mistake due to mistyping. Hence the No. 1 of the said article will be read such as: Nagaland is an Independent, sovereign Nation. Hence, no Indian puppet state government has the authority to barter away the rights of the Naga people. I therefore sincerely request to all readers to kindly add the word ‘NO’ in the point 1. Acüyi Vadeo, joint secretary, Naga National Council (NNC)

t may not be entirely coincidental that on the day Donald Trump decreed that those who burn the Star and Stripes in the US will face “consequences”, the Indian Supreme Court laid down that the national anthem must be played at the beginning of every show in cinema halls. Not only that, the doors must be shut during this display of loyalty to the nation. The diktat is not without reason. If it is played at the end, then there is the possibility of people leaving their seats and crowding near the closed doors. A similar order was passed at the time of the Chinese invasion in 1962 to instill love for the motherland. Since the anthem was played at the end of the show and the doors remained open, the government noted after a few weeks that the cinemagoers were walking out. So the practice of playing the anthem was stopped to ensure that no overt, though inadvertent, disrespect could be shown. It is not known whether there will be a similar realisation this time about the folly of inducing compulsive patriotism. But the judicial initiative is not unusual at a time of uber-nationalism. Mercifully, India hasn’t yet seen the kind of ugly racism which currently threatens perceived outsiders in Europe and the US even if they are citizens. The immigrants are, of course, in greater danger from the white bigots. But there have also been signs of intolerance of dissent in India with the charge of sedition being readily levied against suspects which induced a number of writers, filmmakers, historians, scientists and others returning their Sahitya Akademi and other awards. Not long ago, the Bharatiya Janata Party (BJP) stalwarts argued that those who did not chant, Bharat Mata ki Jai, had no right to live in the country. Now, unsurpris-

ut of 7 billion people around the world, over 1 billion people have some form of disability, that’s 1 in 7. There are more than 100 million disabled persons are children and children with disabilities are almost four times more likely to experience violence than non-disabled children. It is interesting to know that 80% of all people with disabilities live in a developing country and 50% of disabled persons cannot afford health care. So far 153 countries signed the Convention on the Rights of Persons with Disabilities. These facts tells us how important is to take up the issue and work for solution. I have been discussing an issue which is related to disability in all my youth programmes. Whenever I talk of education as career then I mention about special education and its importance. We must make a society inclusive of all where every human being could get their rights. A disability is a condition or function judged to be significantly impaired relative to the usual standard of an individual of their group. The term is often used to refer to individual functioning, including physical impairment, sensory impairment, cognitive impairment, intellectual impairment, mental illness, and various types of chronic disease. This usage has been described by some disabled people as being associated with

a medical model of disability. Persons with disabilities, “the world’s largest minority”, have generally poorer health, lower education achievements, fewer economic opportunities and higher rates of poverty than people without disabilities. This is largely due to the lack of services available to them (like information and communications technology (ICT), justice or transportation) and the many obstacles they face in their everyday lives. These obstacles can take a variety of forms, including those relating to the physical environment, or those resulting from legislation or policy, or from societal attitudes or discrimination. Every year 3rd December is observed as International Day of Persons with Disabilities (IDPD). The theme for this year’s International Day is “Achieving 17 Goals for the Future We Want”. This theme notes the recent adoption of the 17 Sustainable Development Goals (SDGs) and the role of these goals in building a more inclusive and equitable world for persons with disabilities. On this day message SecretaryGeneral of United Nations Ban Ki-moon has said that “Let us work together for the full and equal participation of persons with disabilities in an inclusive and sustainable world that embraces humanity in all its diversity.” What is important is to

have barrier free environment. Evidence and experience shows that when barriers to their inclusion are removed and persons with disabilities are empowered to participate fully in societal life, their entire community benefits. The Convention on the Rights of Persons with Disabilities (CRPD) recognizes that the existence of barriers constitutes a central component of disability. Under the Convention, disability is an evolving concept that “results from the interaction between persons with impairments and attitudinal and environmental barriers that hinder their full and effective participation in society on an equal basis with others.” Accessibility and inclusion of persons with disabilities are fundamental rights recognized by the Convention on the Rights of Persons with Disabilities and are not only objectives, but also pre-requisites for the enjoyment of other rights. It is also responsibility of each and every one of us to be a voice and speak for the rights of the people with special needs. Let us work together for the full and equal participation of persons with disabilities in an inclusive and sustainable future that embraces humanity in all its diversity. ingly, the party has been first to get off the block to support the Supreme Court’s verdict. The idea of wearing patriotism on one’s sleeves to avoid being labelled disloyal is unsuitable in a democracy. It demeans the individual by designating the person as a suspect. It is also opens the gateway to vigilantism under which self-appointed xenophobes take it upon themselves to impose what they regard as the law on hapless targets. Till now, there have been instances of parochial elements at the state-level attacking the people from other provinces. Now, the issue of the national anthem will be yet another grist to the mill of the chauvinists. It is for this reason that an egregious display of nationalism is associated with fascism and is shunned by mature democracies. Any upping of the ante in this respect with the promulgation of orders, whether by the government or by the judiciary, tends to divide the nation between nationalists and anti-nationalists, thereby creating bad blood between citizens. Besides, it is obvious that the judicial directive will not be easy to implement. What if someone refuses to stand up although he or she is “duty-bound” to do so, as the order says? Who will enforce this “duty”? And what will be the punishment for the offender? In addition, what if, in their eagerness to leave as soon as possible, many of the viewers gather near the exit signs, creating the possibility of a melee when the doors are opened. Moreover, the very idea of shutting the doors is objectionable and unsafe. There are clearly far too many flaws in the judgement, which is why it has been called bad in law. As is already apparent, the issue has taken a political turn with the BJP, which has always been ready to flaunt its nationalist credentials,

losing no time to jump into the fray. This is typical of politicians who are eager to exploit any divisive issue to advance their partisan agendas. There is little doubt that those who oppose the judgement will be placed in the category of the so-called deracinated, English-speaking LeftLiberals who have been selected for vilification by the saffron camp ever since the BJP gover nment assumed office at the Centre. Unsurprisingly, it was the BJP’s former Human Resource Development Minister, Smriti Irani, who conceived of the idea of flying an oversized national flag in university campuses to evoke devotion among the students and teachers towards the country. To many, however, such endeavours have a touch of banality which is susceptible to mockery and defiance, especially by irreverent students who are generally reluctant to conform to any peremptory commands from the powers-that-be. However, the difference between the world’s oldest and the largest democracy can be seen in the US Supreme Court’s approval of the act of burning the national flag in accordance with the First Amendment of the US constitution, which allows, inter alia, the people to “peaceably assemble and to petition the government for a redress of grievances”. The judiciary has interpreted flag-burning as a means of expressing grievance. In Britain, the use of the colours of the Union Jack on underpants and socks is not uncommon, showing that squeamishness is not necessarily an attribute of loyalty. Just as an accused is deemed innocent till proven guilty, a citizen’s devotion to the nation has to be taken for granted and not tested behind closed doors at every cinema show. turnover or installations,” Gopalan added. It is such restrictive conditions that made Vortex unable to participate in tenders for bigger or conventional ATMs, officials said. “Our machines consume just around 60w power which turn means the investments on battery back-up and solar panels are very low. Further the machine can run without any air conditioner. The software is based on Linux and hence needs no costly updates,” R. Narayanakumar, Chief Technology Officer, Vortex Engineering Pvt Ltd, told IANS. Speaking about the Indian ATM industry Gopalan said the annual demand for new machines (new installations and replacement) ranges between 25,000-35,000 units. “The re placement market is small now and is expected to grow in the coming years as the average life of an ATM is around seven years,” Gopalan said.

the two interest rates (in the US and India) will fall. The only issue, he said, for the RBI is to keep the Indian currency rate in check. “As the gap keeps falling, it will put some pressure on the currency. So that is something the RBI may want to watch out for, because if the currency weakens a lot then that puts inflationary pressure on the economy... particularly in the context of the fact that all prices have started going up,” he added. Talking about the demonestisation drive of Rs 500 and Rs 1,000 bank notes that started on November 8, he said it would be difficult to gauge how much currency would be deposited by the end of December. “We don’t know how much money is likely to come in. It is all conjecture at the moment. If people say some Rs 11 lakh crore has come in, we have to see. The official figure, I understand, is Rs 8.4 lakh crore,” he said.

he added. Vortex has already won an order for 135 Ecotellers from United Bank of India (UBI) and is confident of winning another tender for around 400 machines. Meanwhile the company is offering some of its mini-ATMs to a couple of banks for dispensing cash in rural areas, mounting the machines on a van. Last year during rain in Chennai, UCO Bank took Vortex’s mini-ATM on a van to dispense cash in flood-hit areas. He said Vortex is the first company in India to have developed a small ATM called Ecoteller. With only one more company having a small machine, Vortex does not expect much problem in bagging orders. “Having one more player is better for us as Indian public sector banks are reluctant to source products from a single vendor. Further Vortex cannot be precluded from participating in tenders based on restrictive criteria like minimum

New Delhi, Dec 3 (IANS): At a time when the country is undergoing a demonetisation drive, the Reserve Bank of India (RBI), in its next policy meeting on December 7, may cut the main interest rate by 50 basis points, feels Keki Mistry, Vice Chairman and CEO of HDFC. In an inter view to BTVi, Mistry said: “My sense is that in the RBI policy, I would expect to see an interest rate reduction. I would have said 25 basis points cut is normally what is warranted. However, to give a further impetus to growth and the economy and taking into account relatively low inflation that we are seeing, it could be possible that RBI could look at a 50 basis points cut.” “One point is that the US rates are rising. We are expecting that the US Fed will increase rates in December. So in a situation where US is increasing rates, we will be reducing rates and, therefore, the gap between

He said the company is focussing on the African, Middle East and neighbouring markets for its regular and through the wall ATMs and planning to raise $3-$5 million for business and product development. “In the next one year around 10-15 per cent of the overall ATM demand in India will be for small machines that can be mounted on a wall or on a mobile van,” Sathyan Gopalan, Chief Executive Officer, told IANS. “In three/four months time around 7/8 government owned banks are expected to come out with tenders for small ATMs. We also expect many white label ATM operators (non-bank private ATM operators) to opt for smaller machines,”

New Delhi, Dec 3 (IANS): Notwithstanding economists’ prediction that demonetisation would hit the country’s Gross Domestic Product (GDP) growth, Union Minister Piyush Goyal on Saturday said when informal economy goes into the formal mode with the banning of high-value currency, this will add to the GDP. He also said the cancellation Rs 500 and Rs 1,000 notes as the legal tender was part of the series of decisions the central

following demonetisation announced by Prime Minister Narendra Modi on November 8. Following the currency scrap, the total balance in these accounts had crossed Rs. 65,000 crore to Rs. 66,636 crore. As of November 9, the balance in about 25.5 crore such accounts was Rs. 45,636.61 crore. With a view to increasing banking penetration and promoting financial inclusion and with the main objective of covering all households with at least one bank account per household across the country, Pradhan Mantri Jan Dhan Yojna (PMJDY) was launched on August 28, 2014. Finance Minister Arun Jaitley had earlier said that the government is looking into sudden ‘popping up’ of money into these zerobalance accounts.

The CBDT added that the “undisclosed income so detected will be brought to tax as per the provisions of the Income Tax Act, 1961 apart from other actions depending upon the outcome of investigations.” As per updated data till November 23, the Jan Dhan accounts have seen a huge surge in deposits, with Rs. 21,000 crore being parked in such accounts

government took in the last two-and-a-half years to curb the black money and bring down corruption. “I think demonetisation has so far played out to the plan...” said Goyal who holds the Power, Coal and New and Renewable Energy portfolios. “I don’t understand the logic of some eminent economists who have been mentioning that GDP would take a hit by the demonetisation,” he said. “If you are moving the informal economy into the formal economy and if the transactions which for years were never reported as part of GDP are now transacted through banking channels, it will only add to the GDP, not reduce the GDP,” he added. He also said the downturn in economy could last for a month or two or for a quarter. “Some postponed their consumption plan and it will make up in a quarter, he added.

New Delhi, Dec 3 (PTI): The Income Tax department has detected undisclosed monies of Rs. 1.64 crore and other “inconsistencies” in its countrywide investigations into the sudden popping up of suspicious amounts in Jan Dhan accounts. The department has detected the suspicious activity in these accounts in banks in Kolkata, Midnapore, Ara (Bihar), Kochi and Varanasi even as officials said some other accounts in over half-a-dozen cities are under the scanner of the taxman. The Central Board of Direct Taxes (CBDT), policy-making body for the I-T department, said, “Rs. 40 lakh has been seized from one such account in Bihar.” Such accounts have a deposit limit of Rs. 50,000. “Investigation being conducted by the I-T depart-

Ugly Austrian election campaign draws to a close VIENNA, Dec 3 (AFP): Austria’s long and ugly presidential campaign drew to a close Saturday, with a confident far-right aiming to emulate Donald Trump and Brexit campaigners by dealing a hammer-blow to Vienna’s centrist establishment. A victory on Sunday for Norbert Hofer from the anti-immigration and EU-critical Freedom Party (FPOe) would make him Europe’s first far-right elected president since 1945. The Austrian presidency is largely ceremonial but it would be another triumph for populist politics a month since Donald Trump’s US election victory and five months after the British chose to leave the European Union. The election comes on the same day as a closelywatched referendum in Italy and ahead of elections next year in France, Germany and the Netherlands where anti-mainstream and anti-immigration forces are forecast to do well too. “That a far-right candidate for a party founded partly by Nazis and with a history of anti-Semitism could be so close to power at the heart of Europe is self-evidently troubling,” a Financial Times editorial said this week. “But it should be

a wake-up call to mainstream politicians rather than a cause for despair.” One voter, Helwig Leibinger, told AFP at Hofer’s final rally in Vienna on Friday that “we hope that Hofer can ensure that our borders remain closed, that we have controls, that we have security”. “We want a commander-in-chief of the armed forces who can give the right orders,” he said. “There are new parties representing different points of view on the rise... We want to be part of the EU but not to lose our identity.” The FPOe is the “xenophobic face of Austria,” Vienna’s centre-left Mayor Michael Haeupl. The country doesn’t need someone who will “bring shame on Austria”.

8 injured after bus crashes in Texas BIG SPRING, Dec 3 (AP): Texas - Officials say eight people were injured when a bus carrying high school cheerleaders crashed with a tractor-trailer rig in Texas. Multiple news media report the IraanSheffield bus carrying the cheerleaders crashed in Howard County after a football game late Friday night. Amanda Duforat with Scenic Mountain Medical Center in Big Spring told KWES-TV that eight people were brought in from the crash. She said two were in critical condition, two others were in serious condition and four were being transferred to another hospital for further treatment.

A coffin carrying the remains of the victim’s of Monday’s plane crash in Colombia arrives back in Chapeco, Brazil on Saturday. (Photograph)

Chapeco, Dec 3 (AP): Brazil’s president on Saturday bestowed honours on the victims of an air crash as Air Force troops unloaded 50 coffins flown in overnight from Colombia, site of the disaster this week that killed 71 people and wiped out a rural soccer team. The Brazilian town of Chapeco, its streets wet with rain and buildings draped in the green of its devastated club, turned out to receive the bodies and attend a wake at a local stadium for members of the team, which ascended from minor leagues in recent years to reach the championship of a South American tournament. Monday’s disaster shocked soccer fans the world over and plunged Brazil, South America’s biggest nation, into mourning. The BAe146 regional airliner operated by Bolivian charter company LAMIA had radioed that it was running out of fuel before smashing into a hillside outside the Colombian city of Medellin. Only six people survived, including just three members of the soccer side Chapecoense en route to the Copa Sudamericana final, the biggest game in its history.

Reports in Brazilian media that the plane, which circled outside Medellin for 16 minutes while another aircraft made an emergency landing, had barely enough fuel for the flight from Bolivia have outraged relatives of the victims. Bolivian president Evo Morales pledged to take “drastic measures” to determine what caused the crash. Bolivia has suspended LAMIA’s operating license and replaced the national aviation authority’s management. In Chapeco, a small agricultural town in southern Brazil, dozens of fans kept vigil overnight in a drizzle at Chapecoense’s stadium, where the wake will be held after the caskets are transported from a nearby airfield. By dawn fans were lined up around the block and began streaming into the stadium, draped with banners and the team‘s green and white, when doors opened shor tly thereafter. An impromptu shrine swelled with fresh flowers and handmade posters and fans from other parts of Brazil joined the locals, waving flags of other teams in solidarity. Some supporters, even as

organizers piped somber classical music over loudspeakers, sang raucous soccer chants. Fans said the wake would provide closure for a town whose excitement at Wednesday night’s cup final had turned to anguish. “I will only really believe it when we see the coffins and the families,“ said Pamela Lopes (29) who arrived for the vigil at 10 pm local time Friday night. “At first there was commotion, but now a great sadness has set in.” Some 100,000 fans, about half the city’s population, were expected to attend, as was Gianni Infantino, president of world soccer governing body FIFA. Brazilian president Michel Temer presided over a brief ceremony at the airport, where he posthumously decorated the victims and offered condolences to their families. It was unclear whether Temer, wary of possible political protests, would attend the wake. In response to outpourings of support from soccer fans and clubs around the globe, Chapecoense hung a huge black banner from the outer wall of its stadium. “We looked for one word to thank all the kindness and we found many,” it read, followed by the words “thank you” in more than a dozen languages. Workers laid out giant banners on the field, decorated with white flowers, carrying the logos of Chapecoense and Atletico Nacional, the Colombian team that held a memorial ceremony on Wednesday instead of hosting the Cup final.

Beirut, Dec 3 (Zee Media Bureau): The Syrian army continued to advance seizing Tariq al-Bab neighbourhood of Aleppo from rebels as they press an offensive to recapture all of the city, a monitor said on Saturday. The capture of the neighbourhood means the government has now retaken around 60 per cent of the east of the city, which the rebels overran in mid-2012, the Syrian Observatory for Human Rights said. The advance also re-

Polls suggest that the contest between gun enthusiast and former aircraft engineer Hofer, 45, and independent Alexander Van der Bellen, 72, a former head of the Greens and economics professor, is too close to call. Hofer won the first round in April, knocking out candidates from the centre-right and centre-left that have dominated national politics since World War II. Van der Bellen won a May runoff by just 31,000 votes but the FPOe got the result annulled due to irregularities. This time there are 20 percent fewer postal votes, which might benefit Hofer, experts say. The campaign, which has lasted 11 months including the first round in April, has become increas-

ingly bitter. A final TV debate on Thursday saw Hofer call Van der Bellen a liar 24 times, vice versa three times. Hofer posters have been defaced with Hitler moustaches, Van der Bellen’s with dog excrement. Hofer has called his challenger a “communist” and a “fascist green dictator”, while Van der Bellen has labelled Hofer a “demagogue”. The Die Presse daily dubbed the final debate a “key scene in the screenplay of the slow decline of Austria’s political culture”. The Oesterreich tabloid’s front page headline on Saturday was “Hass-Wahl” (“Election of Hate”). Populist groups across Europe, on the right and the left, have benefitted from a growing sense of unease about globalisation, multiculturalism, growing inequality and austerity cuts. “There is huge frustration,” political analyst Thomas Hofer (no relation) told AFP. Voters are “flocking to populist movements and the easy answers that are offered by those parties.” What a Hofer victory might mean is unclear. He says he wants more referendums, including on continued EU membership if Turkey joins or if the bloc becomes more centralised.

air strikes, smugglers and militant groups. Islamic State fighters last year dynamited several monuments including the Baal Shamin temple in the ancient Syrian city of Palmyra, an act the U.N. cultural agency UNESCO called a war crime. “This fanaticism is an attack on civilizations and thus on the unity of the human species,” Hollande told the UNESCO conference, referring to Islamic State in Iraq and Syria. Hollande also rebuked Syrian authorities for destroying Syria’s diverse cultural heritage. “In Aleppo, those who have chosen to unleash violence kill the Syrian people twice over – in the flesh with the bombing raids and the massacres which are taking place and in memory by (destroying) the most prestigious objects of humanity,” he said.

Kher has cemented his stance more strongly as an artiste to be reckoned with by performing at the concert which was part of the Hornbill Music Festival, Bollywood Dhamaka, which actually was a first of its kind ever since the festival took off. Players of Mumbai City FC (blue jersey) and Delhi Dynamos FC (white jersey) clash during their ISL match. (PTI)

Mumbai, Dec 3 (Agencies): Mumbai City finished with the top spot in the 2016 edition of the Indian Super League, courtesy of a 0-0 draw at the Andheri Sports Complex in Mumbai on Saturday. Far from the thrilling 3-3 draw between the teams at Delhi, there was very little adventure from both sides. There was attacking

intent in the final quarter of the game, though. Mumbai struck the bar through Cafu’s powerful left-foot shot and a minute later, Bruno Pelissari struck the post with a deflected effort. Cafu and Pelissari had decent tries in the first-half too but those were mere half-chances. Diego Forlan was subdued during the first 45 and sprang to life with a

couple of neat touches and a wicked free-kick in the second. The ball was bogged down in midfield for large spells and there were too many passes going sideways and backwards, especially from the Dynamos. Delhi’s keeper Toni Doblas had a nervy moment less than 10 minutes to go for the end of the game as he spilled a regulation take. Luckily for him, the referee blew the whistle against Mumbai for a foul. Florent Malouda, who also had a quiet game by his standards, made a powerful run in the final minute of stoppage time, but was calmly stopped in his tracks by the Mumbai defence. Seconds later, the referee blew the whistle to bring an end to a largely uneventful game of football. With 23 points, Mumbai City FC top the table, followed by Delhi Dynamos with 21. Atletico de Kolkata currently hold the third spot with 20 points, but they will drop to fourth in the table if Kerala Blasters (19 points) or NorthEast United (18 points) win the final roundrobin game of the season.

India to train ON THE TENTH DEATH ANNIVERSARY OF Qatari police for MR PERATANBO CHEWANG 2022 FIFA WC A decade has passed, yet, every single day reminds us of you afresh, and it will remain as long as we live. New Delhi, Dec 3 (PTI): India will train Qatar’s police for the FIFA World Cup 2022. This was agreed upon during a meeting between Qatari Prime Minister Sheikh Abdullah Bin Nasser Bin Khalifa Al Thani and Home Minister Rajnath Singh here today. The Prime Minister, who holds the Interior Ministry portfolio, invited Singh to Qatar to strengthen bilateral security cooperation as the country prepares to host the FIFA World Cup 2022. “Singh offered training of police personnel to the Qatari side which was accepted in the meeting,” an official statement said. The Qatari Prime Minister suggested sending a delegation from the Interior Ministry to study different aspects of security cooperation. The Qatar side agreed to send a team of officers for exchange of information between the two countries and asked for a suitable date. Singh assured them that it will be conveyed at the earliest.

LA unveils $5.3 billion budget for 2024 Olympics LOS ANGELES, Dec 3 (Agencies): Organisers of Los Angeles’ bid for the 2024 Olympics on Friday unveiled an updated budget, vowing to deliver the Games within a $5.3 billion price tag. Bid chiefs said the LA 2024 plan would require “no surprises” and would benefit from more than 30 competition and non-competition venues which were already built or planned by private investors. The plan revised an initial budget announced in August 2015 which projected a $161 million surplus. No surplus was projected in the new budget but organisers said a contingency fund of $491.9 million would be available. “The people of Los Angeles and the Olympic family can be assured that the budget we release today reflects accurately the cost of delivering LA 2024’s plan for a fiscally responsible Games that provides only

upsides -- economic, social and sporting -- for our city and for the Olympic movement,” Los Angeles Mayor Eric Garcetti said in a statement. “Instead of mortgaging our futures on unknowable construction costs, our Games will capitalize responsibly on investments that are already transforming our city for the future.” The budget announcement comes amid concerns within the Olympic movement about the cost of staging the four-yearly sports spectacular. Tokyo’s preparations for the 2020 Games have been dogged by rows over the budget, with some warnings suggesting the final bill could hit a staggering $30 billion -- four times the initial estimate. The total cost for this year’s Rio de Janeiro Olympics also went over budget, with a final price tag of around $12 billion.

Griezmann, Messi and Ronaldo vie for FIFA player award

Cristiano Ronaldo

Zurich, Dec 3 (IANS): World football’s governing body Fifa on Friday named Antoine Griezmann along with perennial rivals Cristiano Ronaldo and Lionel Messi as the final three nominees for the ‘Best Men’s Player’ award. Fifa pruned a list of 23 names down to the elite trio after voting by captains and coaches of national teams, select members of the media and fans on fifa.com. The winner will be crowned on 9 January. Ronaldo had an outstanding year in continental competitions, securing his third Champions League

title, his second for Real Madrid, finishing as the top scorer with 16 goals on the way to the final, in which the Portuguese scored the winning penalty in the shootout against Atletico Madrid. A t l e t i c o M a d r i d ’s Griezmann announced himself as one of the world’s outstanding players this year thanks, in part, to his performances at Euro 2016, on home soil. The forward was the top scorer in the

tournament as he helped his country reach the final, only to be defeated by Ronaldo’s Portugal. Argentina and FC Barcelona’s talisman Messi also had a phenomenal year, guiding his side to a league and cup double. He scored 26 goals in an incredibly tight La Liga title race, and captained his country to the final of the Copa America Centenario, in which Argentina lost to Chile.

Classy Chelsea see off Man City

John Stones fights to keep hold of possession inside the area under pressure from Chelsea forward Diego Costa

Lo n d o n, D e c 3 (Agencies): Chelsea produced a stunning second half performance to come from behind and beat Manchester City 3-1 at the Etihad Stadium. Gary Cahill’s own goal gave Pep Guardiola’s side a deserved lead just before the break as Chelsea failed to hit their recent high notes in the opening

period. The hosts could have put the game to bed not long after the restart but Kevin de Bruyne somehow contrived to hit the bar from a couple of yards out with the goal empty. They were left to rue their missed opportunities soon after when Diego Costa took the game by the scruff of the neck and

Paralympian Aditya gets Human Spirit Award

Aditya Mehta

Mumbai, Dec 3 ( I A NS ) : Pa r a - a t h l e t e Aditya Mehta was conferred the M.G. Mehta Human Spirit Award of the Ratna Nidhi Charitable Trust (RNCT) here. The award was given away by veteran social worker and crusader Anna Hazare on Friday night in memory of renowned philanthropist Mahendra Mehta, to mark the World Disability Day today (Saturday), said trustee Rajiv Mehta. In his acceptance speech, Mehta said that he had filed a 12-point (Right to Information) RTI to the CISF under human rights violations and finally got a scanner installed at Delhi Airport. Now, he is planning to get this implemented at other airports in

the country. He recalled, how as a businessman, he cared only about money till his accident in 2006 which left him handicapped. “I am a completely different person now and want to bring about change,” said Mehta, who bagged two silvers at the 2014 Para-Asian Cycling Championship, entered the Limca Book of Records in 2013 for riding fastest 100 kms with an artificial limb. Later, he founded the Aditya Mehta Foundation in 2014 to help para-athletes rebuild their shattered lives and was in the news recently for being humiliated at Bengaluru Airport. In his address, Hazare pointed out how he had received crores of rupees as cash awards all this life. “But, I live in a temple and have only six sets of clothes. All the money awards is in a trust, and the interest from it goes towards helping the underprivileged people,” Hazare said. The RNCT, which empowers disabled people, was selected by Google for its Impact Challenge for Disabilities Award this year.

turned it completely in the west Londoners’ favour. The forward showed a great touch in taking Cesc Fabregas’ sumptuous pass before turning Nicolas Otamendi and firing past Claudio Bravo. On 70 minutes Costa turned provider, playing in substitute Willian who rifled home a powerful effort to finish a rapid coun-

ter-attack. Yaya Toure and Kelei Iheanacho were introduced for the home side as they looked for a way back into the game. However, it was the visitors who remained the most threatening with Eden Hazard sealing the win with another goal on the break, taking Marcos Alonso’s pass in his stride before drilling the third past Bravo. It was a brilliant turnaround from Antonio Conte’s side, taking full advantage of City’s uncertainty at the break; while Chelsea’s own defence was far from solid, it was their opponents who really struggled with a three-atthe-back system. City’s bad day was compounded in injury time when Sergio Aguero - who had failed to take a number of decent chances throughout the game which he would normally expect to do better with - allowed his frustrations to get the better of him when he scythed down David Luiz, making no attempt to play

The 30-year-old dominated the 100m in 9.81sec and came back four days later with a 19.78sec victory in the 200m to secure a third straight Olympic title over both distances, a first. Ko lkat a , D e c 3 (IANS): Neroca FC have become the fourth football team this season to pick up bid documents for direct entry into the upcoming I-League, starting from January 7. The Imphal based side, who had the highest spectator count last time in the second division, have now joined the race with FC Bardez Goa, Minerva Academy FC and Chennai City to be part of the country’s top-tier club competition. The All India Football Federation (AIFF) bid evaluation committee will again meet in the second week of December after the last date of submission of bids ends on December 8. Bolt ended his season unbeaten in six individual finals, having made history as the first athlete to win three consecutive Olympic triples. “It’s definitely a big deal,” Bolt said of the award. “When you get to be athlete of the year it means that all the hard work has paid off, so if I can win it for a sixth year means as much as the first one.” He had been up against Briton Mo Farah, who claimed a historic Olympic double-double in the 5000m and 10,000m, and South African Wayde van Niekerk, whose Olympic gold medal-winning run in the 400m also eclipsed the world record set by Michael Johnson. 17 more footballers report abuse London, Dec 3 (Agencies): At least 17 more former footballers have come forward with allegations of sexual abuse within the game, according to the PFA. More than 20 players had already contacted the union to report historical sex abuse. Some 18 police forces are now examining claims from more than 350 people, across 55 clubs. “I’ve had 17 individuals who don’t want to go public but want to put weight behind the guys who have gone public, and I think that number is going to continue to grow,” Michael Bennett, head of player welfare at the PFA, told Sky News. There are another 27 potential victims the PFA is keen to contact, he added. “I think we are looking at things from previous decades that are finally surfacing. I think the support that is [now] in place wasn’t there,” said Bennett. “I think that’s why these players are coming forward now. I think we have a more robust process in place right now.”

the ball at all and could have caused his fellow South American a serious injury. In the resulting melee, Fernandinho was also shown a straight red card for pushing Fabregas over a hoarding and the loss of two key players for at least three games could hurt City even as much as this defeat to one of their title rivals. T h e i r c o n t i nu i n g defensive uncertainty is something which will cause Guardiola many sleepless nights and John Stones isn’t playing with the assurance of a £50m defender, nor is £30m Otamendi beside him while Aleksandr Kolarov looks like the attacking left-back trying to play centre-half that he is. Chelsea won’t care though as they registered an eighth consecutive victory to open up a fourpoint gap at the top of the Premier League, as well as sending a warning to everyone else that they will take some shifting from top spot.

where she left off in 2015 as the world 5000m champion, 25-year-old Almaz proceeded to rewrite the all-time lists in the 5000m. After a 14:16.31 performance in Rabat, she threatened the world record with a 14:12.59 run in Rome, the second-fastest performance of all time. That momentum continued in late June at the Ethiopian Olympic trials for 10,000m where she triumphed in 30:07.00, the fastest ever debut over the distance. In Rio she went faster still, opening the Olympic athletics programme with a stunning 10,000m world record of 29:17.45 that knocked more than 14 seconds from a record set 23 years earlier. At 5000m, Almaz took Olympic bronze and won the Diamond Race. She beat off competition from Jamaican Elaine Thompson, who won golds in the 100 and 200m in Rio before helping Jamaica to a silver medal in the 4x100m relay, and also Polish Olympic hammer champion and world record holder Anita Wlodarczyk.
