Jayalalithaa continued to be kept under wraps by the authorities; there was considerable speculation that “Amma” died hours after the massive cardiac arrest suffered on Sunday night. As speculated, Apollo Hospital authorities finally released a statement informing about the demise of Jayalalitha at around 11.30 p.m. Monday. Panneerselvam is one of the most reliable men of Jayalalithaa and has served as the CM before also when she was not able to hold her position due to various legal issues. Sources say senior leader Edappadi Ramamoorthy and Lok Sabha deputy speaker Thambi Durai are also in the running but the trump card could be with Sasikala, Jayalalathia’s close aide and a power centre on her own right.

DIMAPUR, DEC 5 (NPN): In an unprecedented move, the state BJP unit has relieved three party functionaries from their respective posts/assignments in the party setup with immediate effect. The “office order”, signed by BJP unit general secretary (adm) Eduzu Theluo, which was made available to the media, stated that the State unit “as directed by the central leaders” has relieved BJP unit vice president K. James Vizo, v/p Mghato Achumi and spokesman Yanghose Sangtam. Though no BJP party functionary wished to comment on the issue, the sacking of three senior leaders have been seen as a clear indication that all was not well within the state BJP unit. There has been growing differences within the party whether to stay or not in the present NPFled DAN alliance government. The issue started off after Mmhonlumo Kikon was unceremoniously sacked as parliamentary secretary, followed by state BJP’s memorandum to Governor, attacking its long time ally on charges of rampant corruption. The step taken by BJP to attack its ally, wherein BJP also has three of its MLAs in the council of ministers, has not been taken too well by the NPF leadership. Of late, few senior NPF ministers had openly come out against the BJP on various issues.

NEW DELHI, DEC 5 (PTI): To ensure better telephony coverage in northeastern states, the Centre has asked Bharat Sanchar Nigam Limited (BSNL) to create communication infrastructure in these areas. In an inter-departmental communiqué, the Home Ministry cited usage of signals from neighbouring Myanmar by people living in certain areas of the north-east and has agreed to provide all necessary help in terms of coordination with state governments to facilitate creation of infrastructure. “Lack of adequate cellular coverage in the region has brought a sense of discontentment amongst the youth and general public who despite having means are deprived of benefits of modern means of communication. “It has also been observed that certain sections of society utilise the spillover signals from Myanmar Telephone Service Providers in the border areas. As reach of these signals is limited, the communication in the region remains inadequate,” it said.

Mobile tele phony coverage in the north eastern region of the country has been deficient due to limited presence of Indian telephone service providers. An analysis of region reveals that there are communication voids in the areas along Indo-Myanmar international border, especially in the southern Arunachal Pradesh, southeastern Nagaland, west and southern Manipur and southern Mizoram. “It is suggested that BSNL may be asked to create communication infrastructure in the form of towers in the border areas and the funds available under Universal Service Obligation Fund (USOF) can be utilised for creation of infrastructure in this region,” the communiqué said. There are eight north easter n states--Assam, Arunachal Pradesh, Manipur, Mizoram, Tripura, Nagaland, Meghalaya and Sikkim. The MHA said similar communication network was initiated by Ministry of Communication in the areas affected by Left wing extremism.

KOHIMA, DEC 5 (NPN): Nagaland chief minister T.R. Zeliang Monday launched a year-long road safety campaign in Kohima, in a bid to increase awareness amongst motorists and promote road safety. According to chief minister, most of the road accidents take place due to carelessness or rash driving and in certain cases lack of awareness on road safety guidelines among the motorists and pedestrians.

In India around 80,000 people were killed every year in road accidents, which accounts for around 13% of the total fatality all over the world, he said. In this regard, he suggested that Road Safety Awareness campaigns should be conducted more frequently with seriousness. Taking serious note on this, state government has also set up Road Safety Council and Committee at the state and district level. However, according to Zeliang, more funds needed to implement road safety

measures in the state. Minister transport, IT and Civil Aviation and chairman Nagaland Road Safety Authority P.Paiwang Konyak said, statistics indicated that about 1.5 lakh people were killed in the country in road accidents in 2015. On the average, according to Paiwang one road related death takes place every four minutes across the country and during 201015, there been an alarming increase in fatalities caused by run-overs, traffic accidents and serious injuries. Paiwang also informed that accident rate in Nagaland was not high and alarming as compared with the rest of the country. However, with the steep terrain of the land, they were more fatal in nature. Quoting national data, he said Nagaland has the least road

crash fatality with 30 deaths in 54 accidents reported in 2015, mostly due to rash driving, drinking and driving and poor quality of roads. Further, Paiwang informed that road safety has been constituted in 2013 under Nagaland road safety act 2013. Technical consultant road safety and enforcement Veerender Singh Rathore in his presentation disclosed that in 2015, 146133 people killed in 500279 accidents and since 2006 India stand top on accidental case. According to Rathore, Nagaland witnessed 305 accidents in 2014, with 81 fatalities and 74 injured and in 2015, and 30 fatalities and 74 injured in 54 accidents. He explained that States have been given a target to bring down fatality rate by the end of 2020 to 15%.

‘World Soil Day’ observed in various districts of Nagaland

DIMAPUR: World Soil Day was commemorated on December 5 at Kohima with District Agriculture Office along with its officials, staff and farmers’ friends. The programme was chaired by deputy PD, ATMA, Rokoshuno Angela. According to DIPR report, DAO & PD, ATMA, Vizonyii Liezie in his keynote address briefed about the agricultural status of Kohima. Everything began with soil regardless of flora and fauna hence soil management and conservation was the key to soil productivity, he said. The work done and on-going work by the office regarding Soil Health Cards was also highlighted by Liezie. Kethoneilhou Vimera, AO-II, DAO Kohima shared about the history of World Soil Day and importance of soil. Government of India

launched the Soil Health Cards scheme in February 2015 under which Kohima district was also working, covering various villages reaching out to the farmers. The benefit of Soil Health Cards was shared and later Soil Health Cards were distributed by the DAO. MTGBU appeals to F&CS deptt Team Metamorphosis clarifies on ICDS survey

DIMAPUR: Drawing the attention of Food and Civil Supplies department, the Medziphema Town GB Union (MTGBU) has highlighted the grievances faced by the poor people. It also reminded the department to ensure that poor people were not deprived of their genuine rights. A press note by MTGBU general secretary, Rokovitso Kuotsu stated three-points to the department, wherein it pointed out that Priority Household (PHH) card holders were entitled to 5 kgs of rice per head per month, however only 4 kgs of rice per head has been distributed to general public. Furthermore,

MTGBU pointed out that some PHH card holders were not able to get their due share as the quantity sanctioned by the concern department was not sufficient. It also stated that PHH holders should get sugar through PDS but till date no sugar has been distributed. In this regard, MTGBU has questioned the department concerned as to why it was not able to distribute sugar to the common public and why the sanctioned quantity of rice was not being distributed. In this regard, MTGBU has urged upon the department to take up the matter on priority.

DIMAPUR: Men’s Department of Jakhama Baptist Church (JBC) conducted an awareness programme on National Food Security Act 2013 (NFSA) at Jakhama Baptist Church for all churches in the village on December 4 with president of Nagaland Voluntary Consumers’ Organisation (NVCO), Kezhokhoto Savi as the speaker. Savi in his speech said NFSA was the Act that the people have waited for long and, when implemented properly, would hugely uplift the general mass specially the weaker section. He was hopeful that the state government would not fail to fully implement the Act. Savi highlighted the various provisions and transparency/ accountability mechanisms incorporated in the Act. Savi pointed out various highlights of the Act which he termed as “beauty of the Act.” The highlights were: Almost doubling the people covered under Public Distribution System(PDS) scheme 36% to 67% of the population, strengthening and expansion of the PDS, from a situation of it

Ibobi demands restoration of NEIIPP and components

IMPHAL, Dec 5: Manipur chief minister O Ibobi Singh Monday insisted that Centre must revive the North East Investment and Industrial Promotion Policy (NEIIPP) and its main component – Transport Subsidy Scheme. “It will be next to impossible task to establish any industry in the region without such a policy,” the chief minister asserted during the inauguration of Food Processing Park in Imphal’s Nilakuthi. No industry can run successfully if the Central gover nment does not revive the NEIIPP and its main component, Transport Subsidy Scheme (TSS), since the hill state use to receive maximum benefit compared to any other state, he said. NEIPP was approved in 2007 to promote industries in the landlocked Northeast region which

were not accessible because of rough terrain and hostile climate with TSS as a major component. All the eight Northeastern states combined received Rs.1251.96 crores from 2011 till 2014 under the policy. But the same was not renewed late last year. Under the scheme, administered by the industry ministry, 90% of the expenditure on transportation of raw materials and finished goods from the designated railheads or ports to industrial units and vice-versa is reimbursed. It was suspended by the Centre with effect from December 1, 2014 citing resource crunch. Singh said, the policy must continue if the BJP led NDA government was sincere enough toward development of the region. The chief minister further stressed on the role of private participation in

giving employment to the unemployed youths in the state. He also advised the youths of the state to adopt work culture, saying that economy of the state would be improved if there was the habit of working without wasting time. “The government is seriously putting its efforts to provide employment to the unemployed youths of the state. To this end, the state government has already taken policy decision to introduce Manipur Start Up Policy which will benefit both skilled and unskilled unemployed youths in the State,” he continued. Only some states of India like Kerala, Karnataka, Gujarat and West Bengal have introduced such policy and the government is examining which model would be most appropriate for Manipur, Singh added. Train services disrupted by tribal protest Bokajan, Dec 5: Train services along the Northeastern Frontier Railway (NFR) were severely affected following a rail blockade at Bokajan in Upper Assam’ Karbi Anglong district and at Kokrajhar in Lower Assam. The ‘Rail Roko’ programme was carried out under the banner of Adivasi National Convention Committee (ANCC), a conglomeration organisation of five Adivasi militant outfit including Adivasi National Liberation Army (ANLA), Birsa Commando Force (BCF), Adivasi Cobra Military of Assam (ACMA), Santhali Tiger Force (STF) and Adivasi People’s Army (APA). Hunderds of Adivasi protesters thronged the Bokajan Railway track with banner and placards demanding early granting of Scheduled Tribe (ST) status and early settlement of ceasefire with militant outfits representing the community. The protesters also expressed resentment over the snail pace of the peace talks.

Reports said that some security personnel who came to United Bank of India (UBI) MG Avenue, Imphal allegedly defied the customers of the bank in queue for depositing and withdrawing money. The security personnel who were by-passing the customers in queue manhandled the reporter for taking pictures of some security personnel breaking the queue through his camera this forenoon, around 11 am. Staffs of the bank were also alleged of encouraging the security personnel in assaulting the reporter on duty by hurling abusive words against the reporter. Rakesh was allegedly called in inside the bank by the security personnel and manhandled by punching on his face. Noting the incident seriously, All Manipur Wo r k i n g Jo u r n a l i s t s ’ Union (AMWJU) convened an emergency meeting and decided to take up the matter with the police. The meeting further resolved to condemn the staff of the UBI for allowing such irregularities in their bank when people were facing extreme hardship in the backdrop of the demonetization. Beijing, Dec 5 (Agencies): China has said it hoped India would not take actions to “complicate” the boundar y dispute after the Tibetan spiritual leader, the 17th Karmapa, made his first visit to Arunachal Pradesh last week. Beijing said on Monday it hoped India can “refrain from any action that might complicate the boundary question”, responding to the Karmapa’s visit to address a large gathering in the Mon region of the state, which China has territorial claims on. The visit by the Karmapa, who is after the Dalai Lama perhaps the most important leader in Tibetan Buddhism as the head of the Karma Kagyu school, was significant as it was backed by the Indian government, signalling a greater role for the 31-yearold Tibetan leader. He was accompanied by Minister of State for Home Affairs Kiren Rijiju, who tweeted this was the first visit by a Karmapa since that of the 3rd Karmapa some 900 years ago. NEW DELHI, DEC 5 (IANS): Both houses of Parliament witnessed disruptions for the 13th consecutive day on Monday over the issues of people facing problems over cash crunch, alleged non-payment of salaries to central government staff and discussion on demonetisation. In the Lok Sabha, the government and opposition failed to break the deadlock over the discussion on demonetisation, which the latter earlier wanted under a rule entailing voting. Speaker Sumitra Mahajan suggested that the debate can take place without sparring over rules. Although the opposition climbed down from its earlier demand to hold the discussion under Rule 56 (which entails voting and is seen as a bid to censure the government) and demanded a debate under Rule 184, the government did not yield. Rule 184 also entails voting, but is not seen as censuring of the government. The Speaker allowed notices by the Biju Janata Dal and Telangana Rashtra Samithi to debate demonetisation under Rule 193, which is meant for conducting a short-duration discussion on an issue. However, most opposition parties, including the Congress, Trinamool Congress, the Left parties, Rashtriya Janata Dal, Samajwadi Party and others, said the debate can take

place under Rule 184. The first adjournment of the house came in the Question Hour, as opposition members put forward their demand for debate under Rule 184 and started sloganeering. NEW DELHI, DEC 5 (IANS): The crowds queuing up outside banks and at ATM kiosks showed no signs of easing even on Monday, as cash-crunch woes continued to haunt them even 27 days after the Rs 500 and Rs 1,000 currency notes were demonetised in the country. As the crowds returned on Monday after the banks’ weekly holiday on Sunday, they ran into queues wherever they hoped to get cash from. The Axis Bank at Noida Sector 16 saw at least 100-persons strong queue outside it, while the scene was no different at functioning ATM kiosks. KOLKATA, DEC 5 (PTI): West Bengal Chief Minister Mamata Banerjee today demanded a probe by a Supreme Court judge into the assets bought by the BJP just months before demonetisation was announced. She said there were “reports and proof � of how the BJP purchased huge tracts of land and deposited large amounts of money in accounts held by it before ban on old high-value bills was announced on November 8. “Why did they buy such huge tracts of land just ahead of demonetisation? We demand an investigation by a Supreme Court judge,� Banerjee said participating in a discussion on demonetisation in the state assembly. She said, “I don’t support black money. We all are against black money. But this decision of demonetisation is without any proper planning. It is a man-made disaster.� Taking a jibe at Prime Minister Narendra Modi’s comment that he is a fakir and will exit with whatever little belongings he has, Mamata said, “He may have come to power as a ‘chaiwala’ but will leave as a ‘fakirwala’ after looting the entire nation.� “Modi is not qualified to be a prime minister, he should immediately resign,� she demanded. She accused the PM of trying to break the federal structure and said demonetsation had badly affected the state’s revenue collection.

KLF leader’s police custody extended NEW DELHI, DEC 5 (IANS): A court here on Monday extended, for seven days, the police custody of Khalistan Liberation Force (KLF) chief Harminder Singh Mintoo, who had escaped from high security Nabha Jail in Punjab. Additional Sessions Judge Reetesh Singh, extending Mintoo’s police custody till December 12, also allowed police to keep him in handcuff as and when required. Mintoo was arrested at the Nizamuddin railway station in Delhi on November 28, less than 24 hours after he and five others, escaped from the high-security jail as it was attacked by 10-12 armed men. After arrest, Mintoo was produced before the court here and sent to police remand for interrogation till December 5. Delhi Police had earlier informed the court that Mintoo had gone to Pakistan and attended a training programme conducted by the ISI.

Mamata forms panel against child trafficking

West Bengal Chief Minister Mamata Banerjee today announced in the Assembly that a committee under the chairmanship of Parliamentary Affairs Minister Partha Chatterjee would be formed to prevent child trafficking in the state. Besides Chatterjee, the committee would consist of Chief Secretary, Home Secretary, DGP, other officers and members of Congress and CPI(M). Flagging the issue for the first time since the racket was unearthed on November 21, Banerjee told the House that the incident was unfortunate and worrisome. She said the moment the matter came to the government’s notice, strong action had been taken with the arrest of 20 persons, including doctors, quacks and traffickers and suspension of licenses of three nursing

homes and two NGOs. The Chief Minister said the matter had also come to light earlier in 1982 and then in 2010 as reported in the media. A total of 15 children had been rescued on November 21, out of which two died. One of the children had been returned to his biological parent, Banerjee said, adding that a strict monitoring was required to curb the menace. Initially the Chief Minister said that the panel would be headed by the Chief secretary, but later changed it when CPI(M) member Sujan Chakraborty assked whether it was possible for Chatterjee to stay in the panel headed by a bureaucrat. The Chief Secretary was then made the convenor of the panel. Reacting on reports of the racket having political affiliation, the TMC supremo urged her colleagues not to give any political protection to those indulged in crime.

NHRC notice to govt over conditions at day care centres NEW DELHI, DEC 5 (PTI): National Human Rights Commission has issued a notice to the Centre over alleged improper conditions at various creches across the country, asserting it was time to bring standardisation and certification for day care centres based on stringent norms. The NHRC has taken suo motu cognisance of the condition of creches and day care centres following a media report about the alleged inhuman and barbaric treatment meted out to a 10-month-old baby by the caretaker of a creche, where she was being dropped by her parents in Kharghar area of Navi Mumbai, Maharashtra. In this context, the Commission has also taken note of an editorial comment an English daily, wherein, quoting experts, it was remarked that “children left at day care centres are at risk because the government does not have any regulation

over this sector�. The NHRC today said it has asked the Union Ministry of Women and Child Development through its Secretary to share with it, the exiting guidelines or regulations, if any, governing this area of child protection, and has been given six weeks to respond. “It is probably about time that standardisation along with a certification process for day care centres based on stringent norms are put in place,� it said in a statement. “What is worse, even teachers and attendants do not have to be qualified for the work. In countries like Britain and the United Arab Emirates, day care staffers need to be qualified in baby-sitting courses,� the NHRC said. As more and more families become nuclear and women go out to work, there will be a spurt in demand for such day care centres, it observed.

An overused ploy

or decades on end, politicians have been raising the issue of black money or untaxed and unaccounted money as bribe or commissions, stashed away by Indians in foreign banks; as an issue so as to fool public and voters by hoping to appear as paragons of virtue. Politicians from various parties have been making a lot of noise in demanding that all that money, estimated at around Rs.30 lakh crore be brought back to India and those violating tax and other rules be booked and imprisoned for a long time. This was also the number one promise made by Narendra Modi during the 2014 election campaign. He went further in promising that when his party comes to power, his will bring back black money within 100 days in office and transfer Rs.15 lakh to the accounts of all citizens of India. That has not happened even after more than two and half years of over 900 days. Black money is the fuel for politicians , business tycoons, middlemen and corporate honchos. No doubt the issue of black money is important since it is considered to be much higher(Rs.70 lakh crore) than the entire income(Rs.50 lakh crore) of the government of India. Despite the government of India attempting to lure black money holders to disclose the amount and get around 45% of the amount taxed; the offer has not been as successful as expected. As per the condition, those account holders have to prove that the money is for and from legitimate business and not from commissions or bribes. While announcing demonetisation, the government had claimed that it was aimed at curbing black money. However, the recent calculation is raising doubts over the purpose and efficacy of the entire exercise. Despite promises to reveal the names of those tax evaders and also bring back the money to the country, nothing really moved much. India is the world`s most corrupt country where corruption has become a major factor of the government. Due to international pressure, Swiss government agreed to disclose the names of the account holders only if the respective government formally asked for it. India has more money in Swiss bank than all the other countries combined. The black money belongs to dishonest persons, scandalous politicians and corrupt IAS, IPS officers who have deposited their ill gotten money in foreign personal accounts. It is also reported that a whopping sum of around Rs.1,50,000 lakh crore which is misappropriated money, is kept in Swiss banks. According to reports appearing in the media, the among of black money stashed in foreign banks is said to be 13 times larger than India’s foreign debt. With this amount 45 crore poor people can get Rs 1,00,000 each. Countries like the USA have settled their Swiss bank accounts where billionaires have had to pay at least 50% of the money as tax. Big names of American business like Gates and Bloomberg had to do that. In the same way, Italy got back 6.4 billion dollars from Swiss Bank while Germany got 5.7 billion and France got 1.7 billion dollars. The UPA government then and now the NDA, had vowed to get back the money and prosecute the offenders but hardly even a rupee was brought back. The way political parties shout about black money like their bark being worse their bite.

To “work out [my] own salvation” (Philippians 2:12) means that I am responsible for using what He has given me. It also means that I must exhibit in my own body the life of the Lord Jesus, not mysteriously or secretly, but openly and boldly. “I discipline my body and bring it into subjection . . .” (1 Corinthians 9:27). Every Christian can have his body under absolute control for God. God has given us the responsibility to rule over all “the temple of the Holy Spirit,” including our thoughts and desires (1 Corinthians 6:19). We are responsible for these, and we must never give way to improper ones. But most of us are much more severe in our judgment of others than we are in judging ourselves. We make excuses for things in ourselves, while we condemn things in the lives of others simply because we are not naturally inclined to do them. Paul said, “I beseech you…that you present your bodies a living sacrifice…” (Romans 12:1). What I must decide is whether or not I will agree with my Lord and Master that my body will indeed be His temple. Once I agree, all the rules, regulations, and requirements of the law concerning the body are summed up for me in this revealed truth-my body is “the temple of the Holy Spirit.”

he Inter national Association for the Study of Pain defines pain as “an unpleasant sensory and emotional experience associated with actual or potential tissue damage. The inability to communicate verbally does not negate the possibility that an individual is experiencing pain.” It seems extraordinary that it has taken us so long to ask the question - do fish feel pain. Accepting that an animal has the ability to suffer pain, changes the way we choose to interact with it. It should influence the moral and ethical judgements we make. Victoria Braithwaite, in her book “Do Fish Feel Pain”, presents scientific evidence that fish are smart and cognitively competent beings. This coincides with hundreds of studies showing that fish are intelligent and have both accurate and long lasting memories, which in some cases, such as migrating salmon, can span years. Fish don’t audibly scream when they’re impaled on hooks, or grimace when the hooks are ripped from their mouths, but their behaviour offers evidence of their suffering—if we’re willing to look. Fish have all our senses and more. A thin lateral line runs along the flank, with special sensory receptors, which allow the fish to detect nearby objects. Blind-cave fish, living in underground caverns in Mexico, use this for ‘seeing’. The electric eel, with a specialised organ located towards the end of the tail, can generate enough electricity to stun prey.

Knife-fish, or elephantnose fish, generate weaker electric signals used for communication. Are fish so different from humans? Conspicuous parallels emerge. Apart from the backbone, their ‘stress response’ is strikingly similar to that of mammals. The fish brain also has a forebrain, midbrain and hindbrain. However, fish do not have a neocortex. This plays a central role in the fish pain debate – even those who argue fish cannot feel pain consider the neocortex essential for an animal to experience feelings. MRIs show us that the neocortex isn’t the only part of the brain that is active during painful events. Many other parts of the brain overlap and take on functions. Dr. Ian Duncan reminds us that we “have to look at behaviour and physiology,” not just anatomy. “It’s possible for a brain to evolve in different ways. That’s what is happening in the fish line. It’s evolved in some other ways in other parts of the brain to receive pain.” Fish, like “higher vertebrates,” have neurotransmitters, such as endorphins, that relieve suffering. Researchers have created a detailed map of pain receptors—which includes those very areas where an angler’s barbed hook penetrates. As Dr. Stephanie Yue writes, “Pain is an evolutionary adaptation that helps individuals survive. A trait, like pain perception, is not likely to suddenly disappear for one particular taxonomic class.” A nociceptor is a sensory nerve cell that

Fish feel pain responds to damaging, or potentially damaging, stimuli by sending signals to the spinal cord and brain. It initiates the sensation of pain (noci is Latin for “hurt”) Nociceptors in fish are strikingly similar to those found in mammals, and they respond to heat, pressure and noxious chemicals such as acid and bee venom. In 2004, physiologist Lynne Sneddon published a study saying that fish can detect and feel pain. Sneddon discovered 58 pain receptors, called nociceptors, along the trout’s lips resembling those in amphibians, birds and mammals including humans. She did so by injecting bee venom and acetic acid into the mouth area. The affected fish exhibited behaviour that clearly showed extreme stress, such as rubbing their noses into gravel and shaking their bodies. Fish demonstrated a ‘rocking’ motion, strikingly similar to the kind of motion seen in stressed higher vertebrates like mammals. Since morphine appeared to ease the discomfort, Sneddon concluded that the trout’s reactions weren’t simply reflexive but genuine displays of pain response. The fish injected with venom and acid also took almost three times longer

to resume feeding than the control groups. Trout are “neophobic,” - they actively avoid new objects. But those injected with acetic acid showed no reaction to a brightly coloured Lego tower placed in their tank, suggesting that their attention was focused instead on the pain. In contrast, trout injected with saline — as well as those who were given painkillers following acid injection — displayed the usual degree of caution regarding the new object. Similar results have been demonstrated in human patients suffering from painful medical conditions. We all know that pain interferes with our normal thinking abilities. Researchers at Purdue University in Norway reported that goldfish experience pain consciously. Goldfish injected with saline solution, and exposed to a painful level of heat in a test tank, “hovered” in one spot when placed back in their home tank. Fearful, avoidance behaviour is rational — not involuntary. Other fish, after receiving a morphine injection, showed no such fearful behaviour. A study by scientists, at Queen’s University Belfast, proved that fish learn to avoid pain, like other animals. “They avoid areas where they have been hurt,

they will not repeat a previous action that has caused pain. This avoidance is learned, remembered and is changed according to different circumstances.” In a 2014 report, the Farm Animal Welfare Committee (FAWC), an advisory body to the British government, stated, “Fish are able to detect and respond to noxious stimuli, and FAWC supports the increasing scientific consensus that they experience pain.” Fishing is nothing more than a cruel blood sport. When fish are impaled on an angler’s hook and yanked out of the water, it’s not a game to them. They are scared, in pain, and fighting for their lives. Michael Stoskopf, professor of aquatics, wildlife, and zoologic medicine at North Carolina University, said, “It would be an unjustified error to assume that fish do not perceive pain in these situations.” Researcher, Dr. Culum Brown, concludes that “it would be impossible for fish to survive as the cognitively and behaviorally complex animals they are without a capacity to feel pain” and “the potential amount of cruelty” that we humans inflict on fish “is mind-boggling.” An experiment involved electrically shocking toadfish in order to observe their responses to stimuli that would be painful for humans and other mammals. It was found that the toadfish would “grunt” whenever they were shocked. After some time, the toadfish began to grunt at the sight of an electrode, without yet being shocked. This

shows that fish exhibit pain-response and painassociation behaviour seen in us and other animals. Peter Singer writes, “There is no humane slaughter requirement for wild fish caught and killed at sea, nor, in most places, for farmed fish.” Fish caught in nets by trawlers are dumped on board the ship and allowed to suffocate. Impairing live baits on hooks is a common commercial practice: long line fishing, for example, uses hundred or even thousands of hooks on a single line that may be 50-100 km long. When fish take the bait they are likely to remain caught for many hours before the line is hauled in. Likewise, commercial fishing frequently depends on gill nets - walls of fine netting in which fish become snared, often by the gills. They may suffocate in the net, because with their gills constricted, they cannot breathe. The first ever systematic estimate of the size of the yearly global capture of wild fish is about 1 trillion - 2.7 trillion; about 150 times the number of mammals and birds killed for consumption. Can a planet survive after so much pain has been generated? There is so much violence in the air that we breathe it. Can we be happy if every being around us is unhappy? NPF-BJP’s relationship obsession Counter rejoinder of NSCN

O

f late, the quarrelsome NPF-BJP DAN alliance has been dominating the local papers with friendship stories ever since the Governor of Nagaland Sri. B.P. Acharya has become vocal on his frontal and unbridled attack on DAN Govt. on charges of corruption. The Nagaland BJP unit submitted a representation to the Governor of Nagaland and the contents of which were published in local dailies on November 11, 2016. Submitting a representation to the head of the State on charges of corruption of a Govt. is one thing and the intentional leakage of the same to the press is another. Who does not know how corrupt is the DAN Alliance ruling Nagaland today? Yet, the political imbroglio between the sworn friends in DAN has its share of ramifications. Some of the quotable points in the said representation to Governor are “corruption in the DAN government had crossed all limits” and “most of the departments like Rural Development, School Education, Medical, Social Welfare, Power, Food and Civil Supply and most sector(s) are deeply mired in unprecedented corruption...” The first quote speaks volumes of how brazen and rampant are the lootings of public money by the present DAN Govt. as the partner BJP unit has proved the magnitude of corruption in such superlative degree of language. An Opposition party criticizing a Govt. is considered natural and normal. Such criticism is taken to be as usual and even tend to doubt its credibility. Whereas, when such severe criticism erupts from within the alliance, it is considered serious by common man and therefore such attack from within is more harmful than from outside. Yes, the DAN partner BJP unit’s exposures in the media has indeed severely dented the image of its own ministry irreparably. The points of attack will be the ammunition of anti-incumbency factors in 2018. The Christian ethos is to confess one’s sins openly before God and fellow man if one wants forgiveness from God. Similarly, the Nagaland BJP’s

representation to Governor was intended to get the State unit cleansed from DAN’s corrupt stigma and go to face 2018 with born-again image. Nevertheless, passing the buck to NPF by BJP at the fake end of the term after having committed all the same measure of corruptions together all through these years of alliance has miserably failed to make the latter absolved from blame. What NPF has asserted that ‘both achievements and failures of DAN Government should be jointly owned by all the DAN partners’ which includes BJP as seen in local papers on 2.12.2016 is practically correct. For what BJP has eaten, NPF cannot be held accountable. From moral and accountable point of view, what accusations BJP has levelled against its partner NPF are indeed in the interest of the common man. And I do not think those accusations can be refuted. Whereas, from ethical point of view, and for the fact that despite of heaping fiercest accusation on the head of NPF, BJP brazenly remains in the DAN is nothing but lack of political culture and bereft of determination and gut. A nephew of mine used to boast that he does not eat fish but he enjoys its soup. BJP seems to have become tired of the alliance with NPF but not fed up in joint governance is similar to my nephew’s choice. I also saw the colour of opportunism in this blame game. Nagaland Post carried the story where the opening sentence runs as “that signalled the near-breaking point of strained alliance” between NPF and BJP as assessed by the writer(correspondent) basing on the seriousness of the language so used by BJP. Having branded NPF DAN alliance as most corrupt in highest tone as ‘crossing all limits’, it is politically unthinkable for BJP to remain clung to DAN alliance thereafter. What strategy of BJP is this that the DAN is accused to the hilt and yet remains to be part of it and rather there is no indication of BJP leaving DAN is indeed perplexing. Meanwhile, the NPF has counter accused its partner BJP

to have ‘suddenly become arrogant’ with its party having power at the Centre. Yes, what more challenges and provocations NPF should expect from a partner than what BJP has thrown at the major partner. What BJP has done is like whatever credits accrued during the past years of association be credited to BJP, but whatever discredits so far detected be transferred to NPF’s account. NPF is being bullied, undermined and discredited by its partner BJP at will. The representation to Governor and its spillage in the media are prima facie for BJP to be dislodged from DAN. Yet, what NPF can do to BJP State unit since its party having power at the Centre is intimidating enough. BJP unit knows the helplessness of NPF for the mere reason that its survival depends on the mercies of BJP. Severing ties with BJP unit here will obstruct State Ministers and Parliamentary Secretaries from giving Naga waist coats as gifts to Union Ministers. For fear of repercussion, NPF cannot dump BJP nor can BJP leave DAN for lack of confidence to have solitary fight in 2018. Perhaps, these reasons have placed both the parties in a win-win situation. The friendship of NPF and BJP can be compared to a marriage of drunkards. When both husband and wife are drunkards, they tend to have frequent fights. The only peaceful period for such a family is only when there is no drink. Perhaps, the only quiet time for NPF and BJP is on the floor of the house where none attacks the other. The alcoholic family has no sense of shame to pick up quarrel at home, in the neighbourhood and in the street when spirited. Despite of shouting at each other during fights, none can leave the other as they are so interdependent knowing that none will ever get a better partner of similar habit if divorced. Also, both lacked gut to become widow or widower and therefore the quarrelsome family remains. In the case of NPF and BJP, alcohol is not the cause of quarrel but corruption is. IP Hebron made lofty claims that frame work agreement of August 3rd 2015 clearly recognised “Sovereignty and Integration as legitimate rights of the Nagas”. Supposedly, if the sovereignty and integration is not recognised at the final stage of the talk, with what face NSCN (IM) leadership are going to face the Naga people. Look before you leap. Secondly, if it is so why Friday September 16th, Amit Shah, president BJP in his maiden visit to Imphal had to say, “BJP will not allow Manipur’s territorial integrity to be compromised. Not a single inch would be given to any other States.” It also brings to your recapitulation Nagaland Post interview with interlocutor R.N Ravi categorily replied, “People are sovereign, is the universal principle of democracy. There is no question of Nagas giving up sovereignty. Sovereign power is abstract noun. In reality it is a spectrum of powers. Sharing sovereign power means sharing the spectrum powers between the government of India and Nagas.” His statement is truly rhetoric and no guarantee can be warranted. What he meant is only futuristic conception. Any peace meal settlement with the government of India does

not necessarily meant that Nagas will not give up their demand for sovereignty. IM’s philosophy is to demean and degrade the intellectuals who reveal the truth. But you shall know the truth at the final stage. I do agree that late Isak Chishi Swu signed on the framework accord, because his beloved wife Euster Chishi has testified that her husband signed the framework. But the question is when he signed, whether he read the content of the framework, secondly, when powers of God manifest upon a person, his sickness is healed for life no momentarily. I doubt if drugs did some miraculous thing and under the influence of drugs late Isak Chishi Swu signed on the framework. I hope you are aware that Lance Armstrong 7 times cycling champion in Tour De France was stripped of all his medals because he entered the competition under the influence of drugs. I do appreciate the IM leadership have agreed that late Isak chishi was in ICU at Forte Hospital on 3rd argument that late Isak Chishi signed in sound health and consciously cannot be justifiable. Those attended the camp were immensely benefited for being treated well with different latest diagnostic techniques followed by interactions with different symptoms faced by the patients. NEW DELHI, DEC 5 (IANS): Prime Minister Narendra Modi on Monday promised to reduce the disparity in the energy access by the rich and poor in India. Inaugurating at the Vigyan Bhawan here the Petrotech 2016 oil and gas exhibition, the Prime Minister said that his vision for the future of energy sector was to focus on access, efficiency, sustainability and security. “In India while on one hand rich are buying hybrid cars, poor buy firewood, bringing health hazard to the rural women. Our focus is to reduce that disparity,” Modi said. He said India needs energy which was accessible to the poor. Stressing on the need to increase domestic production and reduce oil imports by 20 per cent by

2022, the Prime Minster urged the youth to venture into the oil and gas sector. “We need to find out an affordable and reliable source of energy... youth should venture into this sector and find innovative ways for India’s oil security,” Modi said. He also called for Indian oil and gas companies to go multinational, stating that government would give all possible support. “We are committed to replacing red tape by the red carpet,” he said. Stressing on energy accessibility and energy security in India, Modi said that his government was working to ensure that every village in India got electricity by March 2018. NEW DELHI, DEC 5 (PTI): A PIL was today filed in the Supreme Court challenging the appointment of Rakesh Asthana as the interim director of the CBI. The plea, filed by NGO Common Cause, has alleged that the Centre took a series of steps in a “completely mala fide, arbitrary and illegal manner to ensure that Asthana was given the charge of CBI director”. It claimed that the government did not convene a meeting of the selection committee comprising the Prime Minister, the Leader of the largest Opposition Party and the Chief Justice of India, even though it was fully aware that Anil Sinha was going to demit the office of CBI director on December 2. Asthana, a Gujarat-cadre officer of 1984-batch, was elevated as the Additional Director in the agency on December 2 when CBI Special Director R K Dutta, who was reportedly among the frontrunners for the top post, was shifted to the Ministry of Home Affairs (MHA) as a Special Secretary.

PATNA, DEC 5 (IANS): Bihar Chief Minister Nitish Kumar on Monday termed Union Minister Giriraj Singh’s remark calling for a sterilisation drive in the country as nonsensical. “It is nothing but nonsense. Sterlisation is not a tool to control population. The state governments have been doing their best to control the country’s population,” he said. Giriraj Singh, Minister of State for Micro, Small and Medium Enterprises and senior Bharatiya Janata Party leadder, said a day back that after ‘notebandi’ (demonetisation), there is a need for ‘nasbandi’ (sterilisations) in the country. Nitish Kumar also said that people were facing difficulties after demonetisation but were not angry since they liked this “right decision”. “Demonetisation is the right decision; it is liked by people who are facing difficulties or inconvenience but are not angry,” he told the media after his weekly ‘Lok Samvad’ here.

Nitish Kumar said Prime Minister Narendra Modi should also act against people with ‘benami’ (held by proxy) properties. “After demonetisation, the central government should start action against holders of such properties.” The Bihar Chief Minister reiterated his support to demonetisation should not be seen as his increasing closeness to the Bharatiya Janata Party. “There is no chance of it,” he said. Ali Anwar, a senior leader of the Janata Dal-United headed by Nitish Kumar, has reacted strongly to the sterilisation comment of the Union Minister. The apex court could not take up the matter today, as scheduled earlier, since Chief Justice T S Thakur, who had to head the bench, did not hold the court. The top court had on December 2 asked the Centre to spell out the measures taken to ease suffering and

While hearing a batch of pleas challenging various aspects of demonetisation, the court had said that all the parties should sit together and prepare a list of categories of cases which could be referred to high courts and those that could be heard by the apex court. Attorney General Mukul Rohatgi, appearing for the Centre, had said that the government was aware of the situation in cooperative banks which lack proper infrastructure and mechanism as compared to scheduled banks.

MUMBAI/NEW DELHI, DEC 5 (IANS): Two persons were killed and at least 14 others injured on Monday when Indian Navy’s guided missile frigate INS Betwa slipped while undocking at the Naval Dockyard in Mumbai where it was undergoing a refit, an official spokesperson said. While one victim was reportedly inside the ship as it fell on its side, the other was in the waters below it. Naval divers continued to search for them. Another 14 personnel were rescued from the site and their condition is reported to be stable. The incident occurred around 1.50 p.m. when the 126-metre-long, 3,800tonne ship fell on its side, with the mast hitting the dockyard floor. “There has been an incident in the Cruiser Graving Dock, Naval Dockyard Mumbai involving INS Betwa today (Monday).

New Delhi, Dec 5 (PTI): Hit hard by cash shortage, services sector contracted in November -- that too at sharpest rate in three years -- as new orders fell for the first time since June 2015 though subdued inflationary pressure opened up room for RBI to lower rates, a monthly survey showed on Monday. The Nikkei India Services Purchasing Managers’ Index (PMI), which tracks services sector companies on a monthly basis, stood at 46.7 in November, down from 54.5 in October. A reading above 50 means the sector is expanding while a score below this mark signals contraction. The index has registered a contraction for the first time since June 2015 and marked the sharpest reduction in output in almost three years. “The latest set of

Overall forex market sentiment remained cautious ahead of the central bank’s policy review on Wednesday and a steep crash in euro. The Euro plunged to 20-month low in Asia following Italian Prime Minister Matteo Renzi’s decision to resign in the wake of a referendum defeat, though later it bounced back to retrace most of the losses. At the Interbank Foreign Exchange (forex) market, the home currency resumed marginally higher 68.18 against last weekend’s close of 68.20, but immediately reversed the upbeat momentum to touch a low of 68.27. However, bouts of dollar selling by exporters and banks led the domestic unit to recover in late afternoon deals to hit a two-week intra-day high of 68.12 before ending at 68.21, a loss of one paisa.

India’s services sector contracts on cash shortage; worst in 3 years

NEW DELHI, Dec 5 (PTI): India’s economic growth rate is likely to fall to 6.5 per cent in the ongoing quarter and remain subdued at around 7 per cent in the January-March period as cash shortage is expected to last at least until next month, says a report. According to Japanese financial services major Nomura, demonetisation of high value notes last month is affecting the growth numbers and once the cash shortage eases, the country is expected to see a gradual recovery. “We expect GDP growth to slow from 7.3 per cent year-on- year in the third quarter to around 6.5 per cent in the fourth quarter and to remain subdued at around 7 per cent in the first quarter of 2017, as we expect the cash shortage to last at least until January,” Nomura said in a research note. Once the cash shortage eases, a gradual recovery is likely to take hold in the second half of 2017 on boost to government fiscal finances and improved banking system liquidity, it said.

Mumbai, Dec 5 (PTI): The demand for gold in the remainder of this year is likely to influence India’s current account deficit (CAD) in the second half (H2) of the current fiscal, ICRA said in a report here. “With the gold import bill in October-November 2016 estimated to be nearly as high as the previous 6 months, the current account deficit in H2 FY2017, would significantly exceed the level for H1 FY2017. Moreover, the demand for gold in the remainder of this year would influence the size of the deficit in H2 FY2017,” ICRA said in a report here. ICRA expects India’s CAD to be curtailed under USD 20 billion in FY17, lower than the USD 22 billion in FY16. “If the recent amendments to the Income Tax Act dispel demand for holding of gold as well as jewellery, the gold import volumes may decline significantly in the coming months,” ICRA Principal Economist Aditi Nayar

An index reading of above-50 indicates an overall increase in economic activity, and below-50 an overall decrease. The contraction in the key macro-economic data was witnessed after services sector and new business across the private sector as a whole decreased. The report on the Composite PMI Output Index observed that though the scarcity of rupee notes weighed on manufacturing performance, new order growth was sustained.

he 9 competing choirs from different parts of the state created magic on Monday evening as their voices reverberated in the Hockey Ground, IG Stadium Kohima. After two rounds of choral competition, Elevation Men’s Choir was adjudged as the winner of the 4th edition of the Hornbill Choral Competition 2016 and walked away with a cash prize of Rs. 1.5 lakhs. The first runner up was bagged by The Canticle Singers Choir, Dimapur, they received a cash prize of Rs. 1 lakh while the Coronation Choir of Golden Crown Theological College Dimapur was adjudged 2nd runner-up, they were awarded with a cash prize of Rs. 50,000. Special prizes were also given to the Best Choir Uniform, which went to Bel Canto Choir and the Best Choir Conductor which was

bagged by Gideon Mesen of Canticle Singers Choir. Other Choirs that participated in the competition were Secheku Children’s Choir, Bel Canto Choir, Symphony Choir, Delhi Public School Dimapur, Lotha Baptist Church, Diphupar, Zeme and Baptist Church Kohima. Speaking on the occasion as the guest of honour, OBE Minister for Cultural Affairs and Head of British Council India, Alan Gemmell, termed Nagaland as the best music making state in the country and went on to say that Nagaland is making world class musicians. Substantiating to this, he also said, each year, almost 600 musicians from Nagaland present themselves for the Trinity Exam and further informed that the highest graded in Piano in the current year is from Nagaland, which, he said was “incredible.”

He went on to say that Music changes people’s loves and pointed out that his job was to use culture and education to strengthen connection between UK and India. He expressed hope to make even deeper and stronger connections through Nagaland. Impressed with the show, he stated happiness at “watching world class musicians making world class music”. It may be noted that the Hornbill International Music Festival was initiated by the Music Task Force and the 2016 Hornbill Choral Competition was presented by Symphony Production in collaboration with NBCC. The judges for the competition were Asin Shurhozelie, Khyochano Ngully and Akhrou Koza. Dancers United Kohima and Power Faith band also gave special performances.

SC hearing on Lodha panel deferred New Delhi, Dec 5 (IANS): The Supreme Court on Monday deferred till December 9 the hearing on a plea by the Justice Lodha panel for the ouster of all office-bearers of the Board of Control for Cricket in India (BCCI) and its state associations while also suggesting the appointment of former Home Secretary G.K. Pillai as an observer in the apex cricket body. The bench of Justice A.M. Khanwilkar and Justice D.Y. Chandrachud deferred the hearing on the

third status report filed by Justice Lodha panel as it adjourned the hearing because Chief Justice T.S.Thakur, who heads the bench was on leave. In the status report that was filed to the court on November 21, the panel sought that Pillai be appointed as observer with power to appoint an auditor, and guide the BCCI administration, particularly on the award of contracts and transparency. The Lodha panel has pointed to “continued noncompliance by the office-

bearers of the BCCI”. “Direct and declare that all office-bearers of the BCCI and the state associations who are disqualified by virtue of the norms at Para 4 (above 70, Minister or government servant, holding a post in any other sports body, has been a BCCI office-bearer for a cumulative period of nine years or has been charged by a court for criminal offence) above cease to hold office forthwith,” the Lodha panel has said in its report that was to be considered by the apex court.
