Swakopmunds guinea fowl population around the Lighthouse at the Mole has grown to about 150 individual birds– these are the most recent estimates by some individuals who feed them regularly. The flock of guinea fowl remains a bone of contention since the birds moved into the area some years ago. While tourists and some locals welcome the sight, others wish to move them elsewhere and describe them as a nuisance. Swakopmund has more than one guinea fowl population.

Swakopmund hikes tariff rates Erwin Leuschner
While the basic water charges for Swakopmund residents have already gone up since the beginning of May, all other rate and tariff increases for municipal services now follow. The expected increases of the different tariffs were approved by Town Council during the presentation of the Capital and Operational Budget this week. While all residents have to fork out more money, senior citizens were exempted from these increases. The most significant increase in municipal tariffs will be noticed regarding sewerage services. This tariff has gone up by a staggering 17.5%. The assessment rates and the costs for refuse removal have increased by 10% each. Another significant increase in tariffs the owners of the smallholdings along the Swakop River will once again feel. Council has decided to increase the Special Water tariffs for the smallholdings (agricultural) by up to 20% depending on the usage. While smallholdings that utilise between 9m³ and 30m³ per month will pay 20% more, the other tariffs have gone up by 12.5% (usage between 30m³ and 60m³) and 15% (usage of more than 60m³) respectively. Residents in town will also pay more for water: The water tariffs will increase by 5.5% (usage between 9m³ and 30m³), 6.5% (usage between 30m³ and 60m³) and 7.5% (usage of more than 60m³).

Carnival spirit grips Swakopmund Erwin Leuschner
The Swakopmund Karneval, also known as Küska, has begun: On Saturday a part of the main road was closed for this year's “Narrenwecker”. Narrenwecker in German means Jokers/Jester wake-up-call and marks the start of the carnival season. “It was a very successful event, which we can in part thank the very good weather,” commented Küska spokesperson Joachim von Wietersheim to namib times. The “Narrenwecker” started in the morning and lasted until the late afternoon. This time Bernd Sievertsen was responsible for good music, while ample drinks and food was available. Besides a short and sweet programme, giving the public a sneak preview of what can be expected soon, the “Narrenwecker” also marks the start of the ticket sales for the carnival evenings, which start later in June. Tickets are available at the Swakopmunder Buchhandlung. The carnival will continue with the annual “Prin-
zenball” on 17 June, followed by the children's carnival “Küskika” on 18 June. Thereafter will follow the “Damenabend” (Ladies Night, 20 June), International Evening (21 June), Mixed Evening (22 June) and the German Evening (23 June). All evenings will take place in the “Haus der Jugend”. For the “Maskenball” (Fancy-Dress-Party, 24 June) there is a slight change this year. Entrance will only be allowed to persons 18 years and older. The end of the carnival is marked by the always popular “Umzug” (float procession) on 25 June, which is followed by the “Kehraus” immediately thereafter in the SFC Hall.

Uis abuzz with Fly-In 2016 Contributed by Michelle Mumford The small town of Uis in Damaraland was abuzz with the sound of aircraft engines on Friday and Saturday 27 and 28 May. The second Uis Fly-In was held this past week end where aviation lovers and enthusiasts gathered together in the shadow of the mighty Brand-berg to partake in this fun filled event. The Damaraland sky over Uis was graced with the presence of a collection of 33 varied types of light aircraft, 16 participated in a good spirited competition and others were simply there to enjoy the sights and activities. The participant's creativity and flying skills were put to the test with exercises in navigation and landing accuracy as well as designing survival supply drop parcels of water and rations which had to remain intact on impact with the ground when dropped out of the aircraft at an altitude of 500 feet. These supply packages were then dispatched over a designated position to sustain fictitious anti-poaching units promoting the events theme to foster an awareness of the plight of the regions rhino's. One of the exercises involved each participant having to fly out towards the Ugab River and locate a vehicle, then on returning to the Uis airstrip. They were required to land and with the aircraft engine still running, the copilot or navigator was to exit the aircraft and shoot at two targets with a pellet gun, one target was a rhino poacher and the other a rhino. There were penalties dished out for participants who shot the rhino target. The participants would then take off once again and fly a circuit around the airstrip to execute a supply drop to the fictitious anti-poaching unit, fly another circuit around the airstrip and return for the final spot landing of the competition. Visitors were also entertained with fly pasts by a Chinese Nanchang CJ-6 warbird flown by Jacques Jacobs based in Swakopmund and an RV-8 flown by Mike Böttger from Windhoek. Two air traffic controllers from the Directorate of Civil Aviation in Namibia based at Walvis Bay International Airport, Jacqueline and Micha Stiemert, were responsible for keeping the aircraft safe and orderly in the air and the Fly-In was a great success due to their and the organisers efforts. Approximately 300 air-craft movements were logged by ATC during the event and over 130 spectators were recorded per day. A closing function and prize giving was held on Satur-day evening at the Brandberg Rest Camp where the results of the competition were announced.
Fun activities for visitors also included showing off their shooting skills during target practise
The overall Winner of the two days flying activities was Chris Coetzee with his C172 and Co-pilot André Schoeman, 2nd place: Robin Mumford with his C185A and Co-Pilot Mike Böttger, 3rd place: Kai Rubow with his Tecnam and Co-Pilot Jens Rubow. The Airmanship Award went to André Schoeman, the best spot landing was won by Peter Keil from Westair in Windhoek, the trophy for the best radio procedures by Mike Böttger from Scenic Air in Windhoek

A total of six lives were lost in the head-on collision between a Toyota sedan and a Toyota Hilux bakkie on Sunday afternoon. The two tragic car accidents were both caused by car tyres bursting
Both horrific accidents caused by tyres bursting Erwin Leuschner
Two separate incidents of car tyres bursting were the cause of the two tragic car accidents on Sunday afternoon on the B2 Highway between Arandis and Usakos which claimed the lives of eight people. The police has now revealed the names of some of the victims. “It is vital that the public check their vehicles thoroughly, before driving long distances,” said Deputy Commissioner Ottilie Kashuupulwa, Regional Crime Co-ordinator for the Erongo Region, to namib times. She was referring espe-cially to car tyres after it has now emerged that the two tragic car accidents were caused by tyres bursting suddenly on the stretch of road. According to Kashuupulwa a total of six people have died after the head-on collision between a Toyota Sedan and a Toyota Hilux bakkie on Sunday at about 14:50. Initial reports indicate that the sedan vehicle with five occupants including the driver was travelling towards Arandis, when about 15 kilometres outside of Usakos a tyre on the left side burst, causing the driver to lose control over the vehicle. “It seems that the vehicle left the road on the left side and the driver swerved back onto the road. He ended up on the opposite side smashing head-on into the oncoming bakkie,” Kashuupulwa said. The bakkie was carrying six occupants. Four occupants of the bakkie died on the spot: Olavi Asser (30), Uutoni Petrus (24), Diana Tjazaua (17) and Fillipus Monkala (51). Of the five occupants in the sedan Maria Haoses (55) died at the scene. Another passenger, Taliata Sofia (40), passed away later in hospital. Less than three hours after the first horrific accident only five kilometres on another vehicle was involved in an accident, claiming two more lives. Accor-ding to Kashuupulwa a 7-seater Toyota SUV with six occupants was travelling towards Arandis, when a tyre suddenly burst. The driver lost control and the car left the road and overturned numerous times. Five-yearold Elitia Mtuka died on the spot, while Cornelia Olivier (34) succumbed to her wounds in hospital the next day. “These are very tragic incidents,” Kashuupulwa commented. She called on the public to thoroughly check the vehicles, before attempting longer trips and to drive responsibly, especially on the notorious stretch of road between Karibib and Walvis Bay. “Some people also buy tyres in backyards at cheaper prices and the quality is not so good. People should buy quality tyres,” she said.

US$ 30 billion in aid for Africa was eaten up by Corruption says Koranteng
Matt Napier at Rotary Club
The Commonwealth Secretariat and the Namibia Anti-Corruption Commission (ACC) organised the 6th Commonwealth Africa Regional Meeting for Heads of Anti-Corruption Agencies (ACAs). During the conference the Heads of ACAs will share strategies, best fit solutions and approaches to tackling corruption and promoting good governance on the continent.
Rotary Club of Walvis Bay in conjunction with Australian Poverty Ambassador Matt Napier will be hosting the launch of ‘Walk to a Better World’, a world poverty awareness campaign centred on Matt's walk across the subcontinent, from the port of Walvis Bay through Botswana and South Africa to end in Mozambique's capital city, Maputo.
The high level review meeting offers an experiencesharing opportunity for all Heads of Anti-Corruption Agencies in Commonwealth Africa to share and learn from each other. According to the Adviser Governance and Anti-corruption officer Mr Roger Koranteng, the heads will benefit from specially elected experts to deliver topics to expand the scope of knowledge to be shared, “the conference objectives will be achieved through a combination of presentations, group discussions and networking during and out of sessions,” said Koranteng. Koranteng further said that the Commonwealth Secretariat is keen and committed to assist the Anti-Corruption Agencies to achieve meaningful and long lasting effort to combat corruption and to enhance good governance on the continent. According to Koranteng the meeting is based under the theme “Practitioners Exchanges and Peer-to-Peer Engagement in the Fight against Corruption.” “I am sure heads will discuss and document the type of practitioners' exchanges, experience sharing, peer learning and benchmarking activities that have occurred among the ACAs. In this way, this association can play a truly meaningful role in helping to realise a much needed inter-agency cooperation among the ACAs,” adds Koranteng. Koranteng also said that Africa is not devoid of laws, policies and institutions to fight corruption, the problem is in their implementations, lack of political will, low capacity of officials, oversight mechanisms, and poverty in the midst of abundance. The devastating effects of corruption include capital
Sharlien Tjambari flight, misuse of grants and aid resources earmarked for development purposes and lack of service delivery, thereby severely contributing to the development crisis faced by Africa today, said Koranteng. “Many African countries are thus, trapped in this cycle of corruption, poverty and underdevelopment. Corruption underdetermined the ability to achieve the Millennium Development Goals (MDG's), because resources meant to enhance education, health, rural roads, electricity and water infrastructures were diverted for individual use and personal purposes” emphasised Koranteng. Koranteng further said that the socio-economic and political cost of corruption in Africa is estimated at over US$148 billion per annum. “Moreover, 50% of tax revenue, 25% of the continent's Gross Domestic Product (GDP) and US$ 30 billion in aid for Africa was eaten up by corruption. Illicit financial flows especially by Multinational Corporations (MNC's) mostly through corrupt practices continue to deny African countries the needed financial resources for development, this makes corruption a serious development challenge in Africa. According to the World Bank as much as US$40 billion in aid is estimated to have been stolen from some of the poorest nations in the world over the past seven years. Koranteng also said that recent United Nations estimates have found corruption to add a ten percent surcharge to the cost of doing business in many parts of the world, “estimates from the World Economic Forum, show that the current cost of corruption equals more than 5% of global GDP or the equivalent of 2.6 trillion United States Dollars with over US$1 trillion paid in bribes each year.
Corruption cannot be tolerated under any circumstance as simply put, every dollar lost to corruption is a dollar lost to investing in a child's education, healthcare or much needed infrastructure” adds Koranteng.

Walvis Bay Mayor has high concerns over road accidents Liesl Losper In a council meeting that was held on Tuesday the Mayor of Walvis Bay, Immanuel Wilfred expressed his sympathy to the survivors and bereaved relatives of victims who died in road accidents lately. He said one of the saddest things about these appalling road traffic smash-ups is that we as a nation do not seem to know how to prevent them. “Even worse, it seems that we have become so disheartened about the carnage on our roads that we have come to accept it as something to be expected. The impression that many people have is that the risks associated with embarking on any journey on our roads are becoming greater every day. We need to do some serious introspection as to why many of our road users find it so incredibly difficult to obey the rules by recklessly endangering their own lives and those of others” he said. Month-end he stressed, is particularly dangerous as drunkenness and disorderly behaviour are at the order of the day. He therefore appealed to all the residents, especially the young people, to behave responsibly at all times and to consider the safety of others. He furthermore called on traffic and police officers to increase their visibility on our roads and in our suburbs to curb road violations and other crimes.
Mayor wants Schools to do their best in Erongo “I plead with all our learners to perform at their optimal level in order to make Erongo Region the best in the country again. If you think of it, half the academic year is over, leaving us with very little time to catch up before the final exams are written” were the words of the Walvis Bay Mayor, Immanuel Wilfred in a council meeting held on Tuesday. He further said that he has confidence in the Walvis Bay learners and teachers that they can restore the region's reputation for quality education this year.
The Mayor gives his view on the recent houses that were delivered Much of the focus so far this year has been on the availability of serviced land and housing units. We have just witnessed another delivery of houses built under the Mass Housing programme recently. The handover was done by the Minister of Urban and Rural Development, Honourable Sophia Shaningwa, last Friday. The mayor said that he noted that although many of our citizens have grown impatient as far as the pace is concerned, we need to acknowledge progress when it happens. “What is encouraging is that when we monitor and evaluate the provision of land and housing programmes, we are the first to acknowledge that we can do better. When we learn from our lessons, we become better at executing our task in every respect. I can therefore assure you that this is exactly the attitude that we have embraced, together with our partners, in this process,” he said. The council's view is that the land and housing is a shared responsibility and
Walvis Bay Mayor Immanuel Wilfred they take note of the role played by Government, through the Ministry of Urban and Rural Development, our Regional Government as well as agencies such as the National Housing Enterprise. According to the Mayor, the Municipality of Walvis Bay works together with these partners towards the goal of providing adequate housing for all. “There are also those in the private sector who are always keen to assist where necessary. These stakeholders include the various service providers, financiers, and the main contractors responsible for the end product. There is still room for many more to join the table to address the housing problem. Let us support each other and let us cooperate as leaders, employees, youth and residents in general make sure that Walvis Bay remains one of Africa's gems”
he said. By attending the recent series of public meetings, many residents have shown that they have this town's best interest at heart. He said public meetings feature high on their agenda to inform residents of the latest developments and to engage directly with them. Hopefully, he said the attendance in some areas will also improve in future.

Vilho Nevonga: Thank you very much our People , our mandate is to cater and serve our business Leaders of Walvis bay . Thomas Wolff, your compliment noted and thank you for the mark of confidence. Thierry-Jean Shipatuleni: Well done Toppie. Chify Nepolo: Aweeh Mr Nevonga u diserve That post yes .all the blessings. Morris Boeta Gamat Rodkin: Congrats Vilho Nevonga. We are proud of you. Danny Beukes: Article was manipulated, as it contains very little of the content of the press release. I know for sure it was not written by the Namib Times reporter present at the press release, better article in the Namibian Sun. but I have learned to stay out of battles beyond my pay grade. Petrus Nevonga: Congratulations Mr Nevonga on your election as Vice President of NCCI Walvis bay branch. The same goes to your newly elected President of the branch and fellow members . Leadership is the art of formulating strategic goals and objectives, which are mental pictures of where you are aiming to be and it use tactics, which are techniques of how to achieve your intended goals. Leadership requires focus, unity, teamwork and collective decisions. Only participatory leadership style can enable your leadership to transform others into responsible leaders. The motto should be "we" and not "I". Let the intended objectives of NCCI be fulfilled through your collective leadership. Himeetu Balotelli: Congrats my people, proud of
Unhappy NATIS visitor Dear Sir I've recently had the misfortune to visit NATIS in Walvis Bay. My first impression on entering the building was total chaos. People were standing in bundles, pushing and shoving. The poker faced security statue was of no use and couldn't be bothered by anything or anybody jumping the queue. This caused tempers to flare. The "supposed queue" was two and a half hours of frustration trying to keep my place in the bundle. By the time I eventually got to the front, I had to deal with incompetent unfriendly staff who left nothing to be desired. They excelled in their abusive rudeness, slow work ethics. The staff of NATIS needs be reminded that they are public servants, not the other way around. NATIS IS A ROYAL MESS!!" The Department's failure would most probably be blamed on lack of equipment and funds, etc., etc., however, a friendly face, good manners and mutual respect costs nothing. Only proper training and effective leadership, as well as employing competent, customer friendly people would ensure your success going forward. I know this complaint would be disregarded, however keep in mind that it ads to the list of complaints already on the Internet, broadcasting NATIS's incompetence to the entire world... EsmĂŠ van Wyk you. I want to see Fried Frederick as the next President of NCCI Walvis Bay. Deseline Baba Auchas: Congratulations to you all. We have trust and faith in you all to serve all business people. Let God lead you all in your day to day planning. Julia Nyambali Tautiko Eino: Congratulations to you all hope next time you. Will gender on your team , this not our government want they want 50/50 Liina Muatunga: Congratulations to the new lea-dership. Thomas Wolff: Well done to all especially Vilho Nevonga. Walvis Bay International Airport to handle one million passengers per annum by 2030 Current passenger flows at the Walvis Bay International Airport is an estimated 10 000 passengers monthly (5000 incoming and 5000 outgoing). This estimated annual capacity of 120 000 people is close to what the airport can currently handle, but this capacity is set to increase by 900 % to one million passengers monthly once the new terminal building and state of the art passenger handling facilities are completed later this year, according to the Airport Manager Chrizelda George. In our final part of eight articles where Walvis Bay’s development agenda has been discussed by means of a series of aerial pictures by renowned aerial photographer Volker Pesch of Photo Volker, namib times brings you an update of the Walvis Bay International Airport expansion project and what this air facility would mean for the Walvis Bay and wider coastal and Erongo economies in the near future. George in an interview on Tuesday said future projections indicate the Walvis Bay International Airport would be handling up to one million passengers annually by 2030. The inauguration of the new terminal building is only months away and future business tenants are already in the final stages of occupying shops and offices in the new terminal building.

Much of the old terminal building has been incorporated into the design
Above and Left: The terminal building at the Walvis Bay International Airport is nearing completion. The new design has been incorporated with structures of the former terminal building, allowing for the past and present to fuse into a modern, spacious terminal building blending in with the natural desert surroundings.
Airport terminal building is making provision for a third airline
The check-in counters at the new terminal buildings has ample stations to allow for a third airline to call the Walvis Bay International Airport home. Currently Air Namibia and SA Express. All amenities at the airport has incorporated the necessary capacity to allow for the introduction of a third airline operator, Airport Manager Chrizelda George said on Tuesday.
Walvis Bay International Airport to become one of few health ports in Africa The Namibia Airports Company seeks first to streamline and optimise its passenger handling capacity to international standards before it would continue with the second phase of developing its cargo handling capacity at the Walvis Bay International Airport. Expectations are high for the new terminal building to facilitate smooth and super efficient passenger flows, both on the departure and arrival side. No detail was spared and only the best technology is incorporated into the amenities of the new terminal building, including a health desk at the arrivals where screening and information dissemination on cross border thriving diseases like Ebola and Yellow Fever can be conducted. This will make the Walvis Bay International Airport only one of a handful of airports in Africa to enjoy the status as health port and raise the profile of Walvis Bay as preferred port of entry both by sea and air in Southern Africa. “Walvis Bay International Airport is a giant that is now awakening, Airport Manager Chrizelda George proudly proclaimed on Tuesday during a visit to the new terminal building by namib times.

In
Renshaw Valentine kauft frischen Snoek (Hechtmakrele; Thyrsites atun) und Angelfish (Brachsenmakrele; Brama brama) in einem Fischladen in Walvis Bay, räuchert ihn und verkauft ihn vor Shoprite in Swakopmund. Foto: Susann Kinghorn
Was soll ich sagen?

General Motors South Africa (GMSA) remains a firm favourite amongst South African car buyers, coming in fourth in the May NAAMSA sales results. With three consecutive months of increased market share, at a dealer sales level. GMSA sold a total of 3 290 units at NAAMSA level, recording the second best dealer Market share for Chevrolet, Opel and Isuzu this year. Notable performers for GMSA in May were the Chevrolet Cruze, Chevrolet Spark, Opel Corsa, Isuzu KB, and Chevrolet Utility. The newly launched, European Car of the Year; Opel Astra, in just two months has outsold total Astra hatch sales for the full year of 2015. The total industry volume of 42 907 units sold in May came in below expectations, 10.3 percent down on May 2015 and is unlikely to improve as expected fuel and other consumer goods price increases continue to affect consumer outlook and disposable income. Year to date industry volumes are down 9.8 percent with passenger sales taking the biggest knock with a 12.9 percent decline while commercial vehicles sales remain resilient, 11 percent up on the same period. The decline in sales is due mainly to the pressure felt by private as well as corporate buyers in response to the current economic situation. Looking at the decline rate for new vehicle finance applications in May 2016 versus the same period last year, it's quite clear that car buyers are feeling the crunch. "What is interesting is that we are beginning to see a shift in consumer buying behavior with more traffic heading towards our G2 certified pre-owned dealer network, as consumers look for an affordable alternative to new vehicles. Our new car applications are down 18% versus last year while used applications are up 19%," says Brian Olson, Vice President Vehicle Sales, Service and Marketing for GM Sub-Saharan Africa.

PISC Medal gets new Winner Wynand Breytenbach wins the day The true test of golf, the medal format, was hosted by the club last week and our normal sponsor, PISCS, were on hand to award the prizes to the winners of the day. The winner of the day was Wynand Breytenbach with an overall net of 66 off a 14 handicap, well played Wynand, but watch the handicapper, you might have a shot or two cut for that good score. The prize for the best gross on the day went to Francois Champion who shot a gross 76, well done Faf. The A division best net was won by Koot Potgieter on a 74, B division was won by Anton van Rensburg on a 66 [maybe he will also lose a shot or two] and the C division was won by Pieter Heunis [welkom terug Pieter ou maat] on just an impressive 68. Jonas was on hand to present the prizes and on the photos he is with winner Wynand and all the winners of the day. Thanks to JJ and his team for their continued support each month. Two clubs on the day were scored by Herman, Sergio, Amandio and Johnny G. The jackpot was again not won. This weekend is the Sanlam Cancer Awareness competition where the winners of the day will progress to a regional play off in Windhoek where after the winners will go to Sun City for the national shoot out. Three divisions with three prizes in each division for men and ladies looks like it will be a good day. Please support this initiative as its all for Cancer Awareness. Gert is on duty. Next week will be the PSG day and the format and more details will follow and Jonas will be on duty. On the 18th is the Supatronix day. More details to follow with Kurt being in charge of proceedings. Thanks to Wayne for repairs done on the club green keeper's cart, looks in good shape for another 100 000km. The draw was made for the STANDARD BANK MATCH PLAY LEAGUE and has been sent to all 44 players who entered. It is also displayed on the board at the club. If you have not received all the details please contact Wouter. Each player must play two games during June to determine the log which kicks in on 1 July. Remember that the entry fee is N$100 per player and must be paid on your first game. Also to be remembered is that you can play either 9 or 18 holes, just as long as both players agree. Normal green fees are payable, but remember that Friday afternoons and Sundays green fees are N$30 and N$60 for either 9 or 18 holes. Any queries please contact Wouter. Committee meeting is scheduled for next week Wednesday at 18h30. All must please attend.

Field Hockey, at Private School Swakopmund, grew and developed at PSS during 2015 with dedication, commitment and support from Sumari Jans and Meagan Smith. The players began, with the indoor form of the game, by training at the Swakopmund Indoor Sport Centre. According to Carola Lorck of PSS four of their teams took part in a few tournaments hosted by the Coastal Raiders. “After a generous sponsorship of hockey shirts and a goalie kit, we made use of the SFC fields to train for the NAPSO Private Schools Sports Weekend. PSS entered two U/8 teams, an U10 boys team, as well as, and U/13 team for both boys and girls in the NAPSO event. All of our teams did PSS very proud during this remarkable sporting weekend” said Lorck. Lorck says the U/12 and U/13 girls joined forces with Pro-Ed to enter teams into a Mini World Cup Hockey Tournament hosted in Windhoek. Both teams played very well during this tournament and many spectators started supporting our girls. PSS then entered both their U/14 teams into the Coastal Field Hockey League. During this time they also attended a training camp with a South African coach. Not only have they developed their hockey skills but they have grown in strength as a team and truly represented their school in an exceptional manner. “To end off the year on a high and fun note, we have entered six teams into the Coastal Raiders Beach Hockey Tournament. We are sure that this will prove to be an exciting event for players and spectators alike. We wish to thank all the sponsors and parents for their support of PSS hockey throughout the year and look forward to a very successful 2016” concludes Lorck.
