A sulphur eruption is suspected to be the cause of scores of deadBlackSeaHares(Aplysiavaccaria),alsoknownasCalifornia Black Sea Hare, washing ashore along the Namibian coastthisweek.

Accordingtodocumentsonhand,theformercouncilchairedamediation hearingmeetingwherebythechurchandprivatedeveloperreachedconsensus during January 2017 where it was decided that the private developer would continue to purchase two of the three erven created and the thirdshouldremainthepropertyoftheCouncilandthatthechurchcould, atalaterstage,purchasethethirdpieceadjacenttothechurchland.
TothesurpriseoftheChurchthecurrentmunicipalcouncilcontinuedto grantapprovaltotheprivatedeveloperfortheplotindisputeirrespective of theconsensusreachedbythetwopartiesyearsbeforeandcontinued withtherezoningandsaleoftheportioninquestion.
Accordingtoelderlyparishionersduringtheearly1990'sthechurchalso appliedtopurchasetheportionofland,butunfortunately,theapplication wasrejected,andcouncilmadeitclearthattheportionisservitudeland. Unfortunately,nodocumentsareavailabletothateffectfrombothparties.
Theparishleadersofthechurchexpressedtheirdisappointmentwiththe factthatthecouncildidnotnotifythechurchwhenitoriginallyadvertised thesaleoftheportionwhichresultedinitmissingthewindowperiodto apply for or to oppose the sale of the land to a private developer. The churchfurtherstatedtheirdisappointmentthatthecurrentCouncildidnot evenconsiderthehistoryofthesaleandconsensusreachedyearsagobetweenallparties.
According to the municipal representative, the land in question lies outside the churchyard.Therefore, council saw it fit to sell the land to a developerwhoappliedforit.
Accordingtothemunicipalrepresentative,beforethedecisiontosellthe portionoflandwasmade,themunicipalityadvertisedthesaleofitinthe newspapers,allowingforawindowperiodinwhichanyonecouldapplyor opposethesaleofaportion.Oncethewindowperiodhasclosed,nooneis abletoopposethesale,andrezoningofland.

The council decision resulted in protests whereby employees of the municipality backed by their union, the Namibia PublicWorkers Union (NAPWU),demandedthatthecouncilreviewSimasiku'sappointment.In a petition written by NAPWU to council last year, NAPWU said: “We wrotealettertoyouandrequestedyoutoreviewyourdecisiontoappoint asecondcandidatefortheGM:CorporateServicesandHCinsteadofthe firstandpanelrecommendedcandidate.”
ThehighcourtwasthenapproachedandruledinfavourofHaingurawho isexpectedtostarton1March.
When contacted Haingura said the municipality has yet to reach out to him."Ididnotreceiveanycommunicationregardingmyappointmentas from 1 March. Hence, I cannot comment on an issue that I am not unawareof,"Haingurasaid.
Responding to queries send to them, spokesperson Linda Mupupa said council respects the outcome of the High Court and Haingura will be appointed.
"Haingura who is the “right” candidate will commence duty on the 1 March2023.“Wehavenofurthercommentonthematter,"Mupupasaid. Court documents further indicated that no written contract of employment existed between Simasiku and the council of the municipality of Swakopmund as required by the local authorities act 23 of 1992. The matter was finalized and removed from the court roll on 7 December 2022.

Wasserfall murder accused plead not guilty
ThemurdertrialcaseofWalvisBayresident,ShannonWasserfall,whowasmurderedin WalvisBaynearlytwoyearsago,commencedintheWindhoekHighCourtonMonday,6 February.
Thetrialcomesafterlawyers,AlbertTitusand Tanya Klazen from the LegalAid Directorate, who are representing the murder accused persons, Azaan Madiza and Junior Mulundu, told court last year August that the matter is readytogototrial.TheWasserfallmurdercase was transferred to the High Court earlier last yearforpre-trialhearing,aftertheypreviously madenumerousappearancesintheWalvisBay Magistratescourt.
Siblings Azaan Madizia (30) and Steven Mulundu(24),whostandaccusedofthebrutal murder of twenty-one-year-old at the time, Wasserfall,inApril2020,onMondaypleaded not guilty on charges of murder and robbery, butpleadedguiltyonachargeofperjurybefore Judge Christie Liebenberg in the Windhoek HighCourt.Madiziaalsopleadedguiltyontwo countsoffraud. Madisiaaloneisalsocharged withtwocountsoffraud,alternativelytheft,in connectionwithtwofalseinsuranceclaimsshe is alleged to have lodged with an insurance companybetweenFebruaryandApril2020and duringSeptembertoOctober2020.
In written plea explanations delivered in the WindhoekHighCourtonMonday6February, MulunduandMadiziaclaimedthatWasserfall diedasaresultofatragicaccidentandthatthey merely disposed of the body. Mulundu and Madizia denied the State's allegation that they planned to kill Wasserfall and that they acted for a common purpose. Both however denied theyrobbedWasserfall.
WalvisBayresidentAzaanMadiziasaidinher plea explanation that was read into the record by her Legal Aid lawyer Albert Titus, “I kept thinking about the terrible thing we had just done.”Madiziasaid,“Ifeltextremelysorryin particularforWasserfall'sparents,whohadnot gotten any closure and did not know what happened to their daughter.” Madizia said Wasserfall, who was romantically involved withamanshehadpreviouslydatedvisitedher atherflatatWalvisBayon10April2020where they had a normal, fun-filled time, spending hours chatting, listening to music, drinking wineandpreparingfood. She later left her flat for some time and when she returned, Wasserfall appeared to be upset andaskedheraboutherfriendshipwiththeman with whom Wasserfall was in a romantic relationship.“Ithoughtwemighthavehadtoo much to drink.” The accused further said that she suggested that she should take Wasserfall and her baby son back to their home, but Wasserfallrefusedandwantedtocontinuewith thediscussionthatescalatedquicklyfromthat point. “I wanted to take a wine bottle from Wasserfall, but she resisted, and an argument started.” Madizia said the argument became physical and when Wasserfall pushed her she was pushing her [Wasserfall] back.Wasserfall thenbitherfinger,shethenpushedWasserfall againandshethentumbledoverherbed,fellto the floor, and did not get up again. She was unresponsiveandmotionlessanddidnotseem
tobreatheorhaveapulse.
“This caused me to go into a state of extreme shock and thereafter, in a state of panic. I was pacingupanddowninmyflat–veryworriedand afraid. I kept thinking to myself that if someone comes in here now, it will look terrible. I then phoned my brother, to come over to my house urgently because something terrible had happened.Afterhesawthebodyofthedeceased, mybrothersaidwemustcallthepolice.Isaidyes, but what if they arrest me? I told him that we shoulddosomething,andwedecidedtogetridof the body.” She further said they loaded the body onto the back of her work bakkie and drove into the dunes, where they buried her in a shallow grave. Madizia admitted she did commit the fraud,claimingsheneededtopaytwohugedebts andfraudulentlyclaimedmoneyfromherinsurer for a laptop and cell phone that were allegedly stolenfromher
The late Shannon Wasserfall's boyfriend, Petrus Shoopala said during his testimony in court on Tuesdaymorning,they[ShoopalaandWasserfall] haveknowntheaccusedsincetheywerechildren and that she had become a family friend whom theyattendedchurchwith.Shoopalatestifiedthat theyhadagreedtosendtheirsontogoandspend the weekend with the accused, and added there was no specific reason as to why they chose Madiziatostaywiththeirchild,butmerelyadded thatMadiziaisafamilyfriendandthatsheloved theirsonandthattheirsongotusedtostayingwith otherpeopleapartfromthem,astheythoughthe wasgrowingolderandthatheneededtolearnto livewithoutthematsomepoint.
Shoopala further said Madizia picked up Wasserfall and Junior between 12:00 and 13:00, andthatthatwasthelasttimehesawheralive.
Chief Inspector Jacobus Viljoen, who took a statementfromMadiziaafterherarrest,yesterday testifiedhewasinstatedbyDeputyCommissioner Erastus Iikwiyu to go to the Narraville Police Station as Madizia wanted to give a statement. Chief Inspector Viljoen said on his arrival at the policestationhefoundtheaccusedMadiziawith herlawyeratthattime,GilbertKasper According toChiefInspectorViljoen,Madiziatoldhimthat she and the late Wasserfall were involved in a physicalfightandthatshepushedthevictiminthe direction of the garage, which she later changed thatitwastothedoorofherbedroom.
Shefurthertoldhimthatthevictimtrippedovera ledgenearthegaragedoorandhitherheadonthe corner of a wooden table and fell on the cement floor “Madizia later changed the version to that she pushed Wasserfall, and that the victim fell over her bed and did not get up again,” Chief Inspector Viljoen said and further testified that Madizia told him that after she and Mulundu disposedofWasserfall'sbody,shereturnedhome andcleanedherflat.
State Prosecutor, Henry Muhongo said he does not accept the plea of guilty on the charge of defeating or attempting to defeat the course of justice.MulunduandMadiziaarerepresentedby LegalAidlawyersTanyaKlazenandAlbertTitus respectively
The trial is still ongoing, and the siblings are remandedincustodyinWindhoek.

During the recently held meeting with government offices, ministries, and agencies (OMAs), the Governor of the Erongo region Neville André Itope announced the Erongo Regional Council (ERC) is the best among the regional councilsintermsofcustomerservice.
InameetingheldwithOMAsinSwakopmundlastFriday,Itopesaid,“I ampleasedtoinformandcongratulateeachoneofyoufortheexcellent work done during last year The Erongo Regional Council has gained excellent reviews from the recent Audit Report of the Office of the Prime Minister on Customer Service.” This audit, according to Itope, wasundertakenamongstalltheRegionalCouncils.Itopefurthersaid, theErongoRegionalCouncilscored71%,thebestamongsttheRegionalCouncils.Furthermore,thereportstatedtheErongoRegionalCouncil was one of the Regional Councils whose charters were accessible, available,andvisibleonvariousplatforms.WelldoneErongoRegional Council,staff,andCouncillorsforthisexcellentachievement.Wecall onyoutoperformevenbetterthisyearandensureweprovideexcellent customerservicetoourpeople.”
Inaddressingthestaff,Itopecalleduponstaffmembersinthisnewyear to redouble their efforts, plan properly, and implement government programstothebenefitofthecommunity “Gonearethedayswhenwe cometoourofficesandsimplycollectapayChequeandvanishuntilthe nextpayday Wehavenowprogressandputinplaceperformancemanagement systems that monitors the performance against the approved plans.” Itope emphasized, “our people need housing, our people need water,ourpeopleneedadequateinfrastructuredevelopmentandeconomic upliftment projects in the rural areas, our people need support in equipment to undertake their projects, our children need adequate recreational and sporting facilities, whether they are in Okombahe, Tubusis, Spitzkoppe, Ovihitua, Ozondati, Uis, Otjohorongo, Omatjete,Otjimbingwe, Otweya, Wagdaar, Ozondje, or Utuseb, our people need proper support and excellent customer services from public servants.Whenpeoplevisitgovernmentofficesintheregions,theyneedto seehappyfaceshelpingthemwiththepleasureandlovetheydeserve.
AccordingtoItope,plannersandextensionofficers,needtobeseenin thefield,onthegroundsittingwithcommunitiestoplandevelopment initiatives in their respective areas”. Itope said the issue of calling peoplewhenthereportingtimeisnearshouldcometoanend,“weneed tobeonthegroundandfightpovertyandotherchallengesfacedbyour people.Therefore,weneedanewapproachtoserviceourpeopleinline with the existing public service charters.We need to make the region, theregionofexcellenceinthetruesenseoftheword.”
In conclusion, Itope said, “yes, we are challenged with resources, but weneedtocooperatetoseehowwecandowiththelimitedresources. Wehavetherighthumanresourcesinplace,coupledwiththenecessary political support, so we can win in providing timely and efficient servicestoourpeople.ErongoCanSucceed.”

According to the Public Relations Officer of the Swakopmund Municipality,LindaMupupa,themunicipalitygreatlyconcernsitself with the security and betterment of its residents, thus, Council has implementedseveralactivitiesinitseffortstoaddressthesocialchallenges faced by its community members. Mupupa further said,” as Council, we hope to maintain the relationship and continue with the initiativeinthecreationandpromotionofthesocialwell-beingofthe Swakopmundinhabitants.”

It is against this background, that the Office of the Mayor requested donations for necessities such as toilet paper, bath soap, lotion, sanitarytowels,toothpaste/toothbrushes,andwashingpowder
Fortunately, one of the stakeholders, Super Spar Swakopmund, heeded their call and donated toilet paper and bath soap. According to Namubes,thecalltodonatetoiletpaperandtoiletriescamefromconcerned community members and visitors and as a council, it is their duty to react and respond accordingly to the needs of the Namibian people.
MissWorldNamibia,LeonévanJaarsveld,gracedtheoccasionofthe handover of the items with her presence. Van Jaarsveld said she believes that each community member has the right to proper medical care and the essentials required. She commended the Swakopmund municipality for identifying the shortcomings within the community andtakingcharge.VanJaarsveldsaid,“nottoonlyspeakaboutchange but physically implement change with our beloved sponsors and donationswithinSwakopmundcommunity.”

Ministry of Agriculture signs MOU with the Environmental Investment Fund

TheMinistryofAgriculture,WaterandLandReform(MAWLR) andtheEnvironmentalInvestmentFund(EIF)ofNamibiasigned a Memorandum of Agreement (MOU) for “funds transfer” betweenthetwopartiesfortheimplementationofHardwater-SofteningProjectsatSwakopmundonWednesdaythisweek.
According to MAWLR's Executive Director, Ndiyakupi Nghituwamata, the MAWLRandEIFwitnessedthehandoveroftheReverseOsmosisUnitsinstalledat thethreecommunitywaterpoints,namelycommunalfarmsVrede,GoeiegelukPos andSantamabPos1intheSpitzkoppeareainSeptemberlastyear Nghituwamata said,foryearsthegovernment,throughMAWLRhasinvestedconsiderableresourcesinthedrillingofboreholesacrossthecountry Regrettably,manyoftheseboreholeshavebeenunsuitableforhumanconsumptionandinsomeinstancesnoteven suitable for livestock, “the ministry and EIF have collaborated on many projects throughout the country This signing ceremony is therefore a culmination of this collaboration.”
AccordingtoNghituwamata,theMinistryofAgriculture,WaterandLandReform soughtlegaladvicefromtheOfficeoftheAttorneyGeneral,fromwhichclearance was granted to enter into the Memorandum ofAgreement. “As per the Memorandum of Agreement, we are transferring N$15 million to the Environmental Investment Fund of Namibia for purposes of the water-softening systems (mini desalinationplants)project.”Thefundwillbeusedforthepurchasingofthematerialsandequipmentthatwillbeutilizedinthefieldduringthecourseoftheproject. The funding is for the proposed pilot projects in the ten regions in collaboration with the decentralised function of the RuralWater Supply and Sanitation Coordination.Theten regions are Erongo, Hardap, //Karas, Oshikoto, Kunene, Kavango East,KavangoWest,Ohangwena,Omusati,andZambezirespectively Theagreementbetweenthetwopartiesshallcommenceontheeffectivedate,andshallcontinuethereafteruntil31December2024unlessotherwiseterminatedorextendedbya party in accordance with the provision of the agreement signed between the two parties.

Namibia Revenue Agency (NamRA) launched the Time ReleaseStudy(TRS)on7FebruaryinWalvisBay.
The Time Release Study, is an a first of its kind for Namibia, internationally recognized tool to measure the actual time required for the release and/orclearance of goods, from the time of arrival until the physicalreleaseoftheconsignmentwithaviewtofindingbottlenecksin thetradeflowprocessandtakingthecorrespondingnecessarymeasures toimprovetheeffectivenessandefficiencyofborderprocedures. ThestudywhichisdoneinconjunctionwiththeWorldCustomsOrganisation (WCO)willseeaPilotTRSbeingconductedinFebruarythisyear,atthePort ofWalvisBayandwillalsobeconductedatotherentryandexitborderposts acrossthecountryinduecourse.
TheTRSisbeingconductedontheWCO,TRSMethodologyandWCOTRS Software basedwith capacity building and technical assistance from the WCOMercatorProgrammesupportedbytheUnitedNationsConferenceon Trade and Development (UNCTAD) and Her Majesty's Revenue and Customs(HMRC)AccelerateTradeFacilitationProgramme.NamRACommissioner Sam Shivute said that Namibia ratified theTrade FacilitationAgreement(TFA)oftheWorldTradeOrganization(WTO)on9February2018.
Shivute explained that it is under Article 7:6 of the TFA to measure and publishanaveragereleasetimeofgoodsperiodicallyusingtoolssuchasthe TRS software of the WCO, and to share experiences in measuring average releasetimes,includingmethodologiesused,bottlenecksidentified,andany resulting effects on efficiency According to Shivute, the TRS will enable Customsauthoritiestoestablishabaselineofthecurrentperformanceofborder clearance procedures. "TRS will provide Customs authorities, other government agencies and the private sector the opportunity to identify the bottlenecksinborderclearanceprocedures.
“TRSwillalsoenableCustomsauthorities,otherborderagenciesandtheprivate sector to identify opportunities to explore synergies to enhance trade facilitation measures in order to improve border procedures and the movementandclearanceofgoods"Shivutesaid.
Shivute explained that theTRS provides a holistic diagnosis for improving the efficiency and effectiveness of Customs administrations and other governmentagenciesinvolvedintheclearanceprocessofimport,exportor transit or any other customs regime related to the release or clearance of cargo.
"The TRS promotes better working relations between Customs and other stakeholders. It creates better conditions for accelerating the international movementofcargo,whichreducestransactionalcostsfortradersandencouragesdomesticandinternationalinvestment.
Italsosupportsthegovernment'smacroeconomicinitiativesthroughgrowth anddevelopmentbystrengtheningtheefficiencyandeffectivenessofcrossborder agencies." Shivute further said that the TRS also benefits the communitybyenablingthebusinesscommunitytopartnerwithCustomsand othergovernmentagenciestoassessperformanceattheborderswithaview toimprovingthetradeflowprocessofcargo.
"Itreducesthepotentiallyavoidablecoststhatthebusinesscommunitymay incur because of possible inefficiency from one or more government agencies, and most importantly, it promotes transparency and provides predictability for the business community regarding the release or clearance process, leading to better inventory management and just-in-time deliveries" Shivutesaid.WCO'sheadoftheAcceleratedTradeFacilitationProgramme DoniaHammami,saidthattheTRSisnotaone-time-offexercise."Theidea istomeasuretheimpactofreformsovertime,forinstance,WalvisBaywill havetodotheTRSagainaftertwoyears,inordertomeasuretheprogressof thereformsundertaken.”

Namport Social Investment Fund kicks off 2023 on a giving note
The importance of school furniture is undeniably one of the factorsthatcontributetoconducivelearningintheclassroom.
Withtheacademicyearthatrecentlykickedofffor2023,theNamibianPorts Authority, through its Social Investment Fund (NSIF), recently donated 150 chairs and 100 desks to the Oshikunde Combined School in the Ohangwena region. The donation is aimed at ensuring that learners receive quality and dignified education. The Oshikunde Combined School accommodates 855 learnersfromPre-primarytoGrade11andhasthisyearaddedontheAdvanced Subsidiary(AS)leveltoitsschoolcurriculum.ThedonationvaluedatN$86 500 will ensure that each learner has a desk and chair of their own. This donationwillinturnaidthelearnerstocomfortablyparticipateinthelessons offeredattheschool.
TheFundalsodonated1003mattressestotheIKTjimuhivaCombinedSchool in the Omusati region. Mysterious sail drone not property of US government
ThesaildronethatwasfoundinNamibia'sterritorialwaters near Lüderitz last week and removed by the Namibian DefenceForce(NDF)isnotthepropertyoftheUnitedStates (US)ofAmerica'sGovernment.
It is alleged that the sail drone (a sailboatlike unscrewed craft designed to gather data) is operated by Sail Drone, a private US company, a Swedish institution. The UniversityofGothenburg contracted the drone for marine researchpurposes.
Namibian Defence Force (NDF) spokesperson, Colonel Petrus Shilumbu, confirmed the incident, but was not willing to share details yet. “We are preparing a comprehensivemedia
briefing in this regard,” hesaid.Itisalsoalleged that the sailing drone have been active at the coast in the vicinity of Lüderitz for half a year
The US Government, via its embassy in Namibia stated that the US Government is not involvedwiththerecent confiscatedsaildrone.
The Public Affairs and Spokesperson at the US Embassy in Namibia, Tiffany Miller said in a statement, the US Government strongly refutedanyclaimsofitsin0volvement with, or interferencewiththecon-
fiscated drone, and that any reports, articles, or social media postings that say otherwise are incorrect and based on groundless accusations.
Miller said, “we call on all actors to stop the spread of misinformationandtoseekthefacts before sharing incorrect information ” Miller said this in response to theallegationsaboutthe confiscation, asserting that as the research is being conducted by a third-partyprivateinstitution, the US Embassy has no details on the research it was conducting.“TheUniversityof Gothenburg's website shows it has an extensive marine research programme and has collaborated with other international research partnersfromasearlyas 2019 to conduct research in the Southern Ocean,oftenusingcosteffective sail drones for data collection, “Miller stated.

Better ball is always a sorry partner story and thiswasindeedthecase with a few of the hands yesterday none more so than the sponsor Andre BurgerandpartnerKurt Britswholeadthefirst9 on 25 points, but alas a few bad shots saw them fall out the running coming in with an average44points.
Winner on the day were an unlikely paring of Pedro Fernandes and JohnnyBorgesonawell -played 48 points Second place went to father and son paring of Marion and Jivino Polsteron47points.Jacode Witt and Herman Smidt took the third place winning a count out on 45points.
