inside Sale of unoccupied MULSP houses commenced Namibia could Rudi Bowe
The Municipality of Walvis Bay has commenced the process of selling the remaining unoccupied 70 houses as per the directive from the Ministry of Urban and Rural Development (MURD). The houses, constructed through the Massive Urban Land Servicing Programme several years ago will be allocated and sold on a first-come, first-serve basis, to beneficiaries selected from a combined waiting lists of the Walvis Bay Municipality and National Housing Enterprise from 2016. Walvis Bay mayor, Trevino Forbes last Friday at a media briefing explained that council first had to amend the land sale policy to specifically give opportunities to first time property owners and residents of Walvis Bay.Forbes said, “the houses reserved for council employees may only be allocated if they are on the aforementioned waiting lists, qualifying and may be allocated an erf and/or house constructed thereon under the MULSP initiative when it is their legitimate turn in the order of the waiting list.”

A pair of sisters who were separated have now reunited, 70 years since they last saw each other. Although the sisters kept in touch, yesterday was the first time they saw each other in all these years. With an age gap of 11 years, the two sisters, Bettie Ettwein (85), and Sarie van Wyk (74) were separated after their parents moved from Walvis Bay, with Sarie, who was four years old at the time, back to South Africa, Cape Town in 1954. Bettie decided to stay behind at the tender age of 16. Sarie got on a plane from Cape Town to Walvis Bay yesterday to surprise her long lost older sister for her birthday next week, 13 June. Back in Walvis Bay, an unsuspecting Bettie was put under the impression by her eldest son, Tony Ettwein (67), that she was going on an outing with him, when in fact she was taken to the airport for the reunion. Sarie's daughter, Thea van Wyk from Cape town and Bettie's son, Tony, throughout the day, kept Namib Times informed about the day's affairs. In this very heart-warming story, the plane with Sarie on board, touched down at the Walvis Bay airport at 17:00 on Thursday afternoon, and the two sisters were finally reunited.

“Housing has been one of the major issues we have been tackling since coming into office and we had to amend the land sale policy to specifically give opportunities to fist time property owners and residents of Walvis Bay,” Forbes said. According to the mayor, 21 applicants have been approved and waiting to receive completion certificates, 15 are still pending as they are currently busy with interviews, while 32 have been declined as per instruction from their financial institutions whilst two were duplicates. The mayor noted that the committee will have to re-allocate the remaining 34 houses to the next qualifying clients on the waiting list. He added the first selection of names on the lists was already forwarded to financial institutions to see if they qualify and subsequently give pre-approvals. “Some banks have started to refer the clients back to council with approvals for signed already contracts and issuing of completion certificates and compliance certificates from their files are currently in progress for the approved applicants,” Forbes said. According to Forbes there is a directive that states the beneficiaries must be selected from the combined Walvis Bay Municipality and National Housing Enterprise waiting list as reconciled during 2016 and only Walvis Bay municipal employees who are on the aforementioned waiting lists, qualifying may be allocated an erf and/or house constructed thereon under the MULSP initiative when it is their legitimate turn in the order of the waiting list.”

Facebook for quite some time. According to reports, a local dental therapist had gotten word of Gabriel through a mutual friend and made an appointment to investigate whether the claims were true. He was left in shock about the conditions in which the supposed 'dentist' was performing his services without the proper qualifications or credentials. This led to further investigation, that led to the arrest of the two imposters. The suspects were charged with fraud, and will appear in court again on 3 August.
Lagoon used for dumping sewerage? Eileen van der Schyff
A concerned Walvis Bay resident sent the Namib Times photos of toilet paper and sewerage piled on the dried beach of the lagoon on Thursday. The resident told the newspaper it is not the first time he has witnessed this. “At times, the pollution is worse than today. It is a mystery as to how the sewerage gets there, but my guess is it is being dumped,” the resident told the newspaper.

Namibia could clinch strong economic growth in the wake of key Hydrocarbon discoveries Eileen van der Schyff
Shell Graff 1 and TotalEnergies Venus discoveries are expected to kickstart Namibia's oil and gas boom as well as a new era for the country's increased exploration, production and monetization of hydrocarbons. African Energy Week (AEW), in a statement said the Shell Graff-1, 2 billion barrels of oil equivalent discovery, and the Venus discovery by TotalEnergies will have a profound impact on Namibia's socio-economic development and turn the country into a regional energy hub when unlocking the utilisation of the country's 11 billion barrels of oil and 2.2 trillion cubic feet of natural gas reserves. According to the report, the two discoveries have the potential to change the Namibian economy, howbeit a further accelerated governmental rollout of the projects by further reforming its fiscal, tax and regulatory structures is needed. The statement reads: “Firstly, the projects will likely double the projected gross domestic product (GDP) growth of 3.5% year on year from 2022 through 2050, resulting in an increase in government revenue and spending, employment creation and infrastructure development, as well as investments in other sectors of the local economy. Initial estimates show a combined share of over $40 billion accruing to the Namibian government from these discoveries, a gamechanger for the country's economy. Secondly, with Namibia struggling with energy security issues, the Graff and Venus discoveries have the potential to help the country ensure energy independence, affordability, reliability and improved access, while at the same time enabling economic diversification. However, serious planning and reforms from a regulatory, fiscal and economic point of view will need to be implemented to ensure the discoveries accelerate Namibia's economic goals. In this regard, Namibia needs to develop a detailed roadmap of how to fast track the rollout of the projects while putting in place an investor-friendly regulatory, fiscal and business environment. The National Petroleum Corporation of Namibia (Namcor) will need to be modernized so that its operations and structure meet international standards whilst the evolution of the country's energy supply chain is accelerated and local content development prioritized. Namibia must learn from other African energy
projects including Ghana's Jubilee fields, Eni and ExxonMobil's Rovuma Deepwater gas projects in Mozambique, Kenya's onshore and offshore projects and Tanzania's gas projects, which have been discovered, delayed and or developed across Africa over the past 20 years. Lessons can be taken from these projects, particularly regarding the development of investor-friendly fiscal regimes. The African Energy Chamber (AEC), as the voice of the African energy sector, is strongly advocating for the Namibian government through the Ministry of Mines and Hydrocarbons and both private and public sector parastatals such as Namcor, to introduce fiscal reforms, tax incentives and other regulatory reforms to further strengthen the regime and attract investments that will fast-forward the development of oil and gas discoveries. The AEC is committed to assisting Namibia connect with leading hydrocarbon producing countries such as Equatorial Guinea, Nigeria, Niger and Angola and emerging energy hubs such as Mauritania, Gabon and the Republic of Congo to learn best practices and how these leaders have developed or are evolving their hydrocarbons markets. The AEC's premier event for the oil and gas sector, African Energy Week (AEW), which will take place from 18 – 21 October, 2022 in Cape Town provides a perfect platform for Namibia to connect with other African producing countries and international investors and oil and gas companies to discuss opportunities within the country's energy market and the reforms which the southern African country can implement to accelerate the development of the Graff and Venus discoveries. Under the theme, 'Exploring and Investing in Africa's Energy Future while Driving an Enabling Environment,' AEW 2022 provides a platform for leading market intelligence firms such as IHS Markit, Rystad Energy and Frost & Sullivan to meet with Namibia and other African producers to present and co-develop roadmaps that will enable the full exploitation of Africa's hydrocarbons resources to make energy poverty history across the continent by 2030.” Source: African Energy Week (AEW).”

The Namibian Ports Authority continues to make positive strides toward its vision of becoming the best performing seaports in Africa. The parastatal experienced challenges such as the COVID-19 pandemic, global container shortage and blank sailings. Despite these ongoing challenges, the Authority recorded positive growth during its financial year 2021/2022. Namport CEO, Andrew Kanime confirmed the total year on year cargo handled amounted to 6.5 million tons, indicating an increase of 6%. Vessel visits also increased by 289 vessels or 22%. The increase in vessel calls was predominantly due to an increase in petroleum vessels, Namibian and foreign fishing vessels, foreign tugs as well as research vessels. The Ports Authority also announced that Twentyfoot Equivalent Unit's (TEUs) handled amounted to 168,278 of which, 61,106 TEUs or 36% were exported. A further 69,467 TEUs or 41% were imports and 37,705 TEUs or 22% were transshipments. TEUs increased by 12,298 or 8%, year on year. This increase was mainly due to increased containerized commodities such as copper, charcoal, frozen fish, marble, frozen poultry, sugar, chemicals, scrap steel and wooden products. Namport further indicated that bulk and breakbulk (BBB) volumes handled amounted to 4.4 million, of which, 1.8 million tonnes or 40% were exports, 2.6 million tonnes or 59% imported, and 34,709 tonnes or 1% were transshipped. Overall, the BBB volumes increased year on year by 360,189 tonnes or 9%. This increase came as a result of increased commodities such as petroleum, steel, frozen fish, ammonium nitrate, iron ore, marble, ship spares, manganese ore, and flat cartons.
The volume performance is certainly commendable given the tough operating environment that characterized the financial year that was. Cross border volumes statistics also show that crossborder volumes increased by 10% from 1,464,000 gross tonnages during the 2020/2021 financial year to 1,606,984 gross tonnages during the 2021/2022 financial year. At least 48% of the volumes are from South Africa, 23% from Zambia, 15% from the Democratic Republic of Congo (DRC), Zimbabwe and Botswana 6% each, 2% from Angola and 1% from Malawi. According to the statistics, major commodities exported from SADC countries through Namibia are currently copper, manganese ore, and wooden products (Timber). Major commodities imported to Namibia destined to SADC Countries are frozen poultry, vehicles, machinery, spare parts, tyres, chemicals for mining use, electrical goods and electrical equipment. The Namibian Ports also handle an assortment of cross-border cargo imports and exports via 4 main trade corridors; Trans-Kalahari Corridor, Walvis Bay-Ndola-Lubumbashi Corridor, Trans- Cunene Corridor and Trans-Oranje Corridor. These corridors connect the Ports to the respective SADC markets namely Zambia, DRC, Botswana, South Africa, Zimbabwe and Angola. This performance is a testimony of an aggressive approach to developing the ports as the preferred SADC gateways.

Now, after a break of a few years, MYO was finally able to organise a singing competition again. In 2022 the learners of the marimba classes started to sing against their fellow class mates. We then decided to take it back to the big stage. Now, with most restricting measurements lifted for the first time in more than 2 years, the end of the first semester seemed the per-
fect time to host an event like this. It would give us the opportunity to end the first half of 2022 with a big celebration, a celebration of MYO, a showcase of our learners' talent and also a huge thank you to all our supporters. Although it was a competition, our main aim was for our learners to enjoy the moment, to share the love of music and to create a special memory with their fellow learners, their parents and our friends and sponsors as well as to celebrate each other. And it was a fantastic event.
We had 19 learners competing against each other in two categories: 9 in the junior category covering grades 4 to 6 and 10 in the senior category covering grades 7 and 8. After the first round only six learners participated in the finals. They sang beautifully and the atmosphere was most pleasant. The following students were selected as winners by our three judges – Enid Jane Bock, Nickie Tute and Petrus “Pepi” Paterson: In the Junior Category Cataleya Vries (Grade 4) won the competition, Elvi Uiras
became the runner up (Grade 4) and Victoria Bikeur (Grade 6) was awarded third place. In the Senior Category Jubilee Izaaks, (Grade 7) won, followed by Rauha Pefinde (Grade 7) and Mareldia Haimbodi (Grade 8) on third place. It was beautiful to witness the love and support our learners have for one another. All of this could not have been done without the immense support we received from individuals and local businesses. Thank you for supporting MYO.

Walvis Bay Boytjie set to make history Emerging rugby star, Patrick Schickerling, is set to make history as he became the first rugby player from Namibia, Walvis Bay to get a first title throughout the England teaching squad. Patrick Schickerling was selected in to England's Rugby Coaching Squad, as the England lead coach, Eddie Jones named him in his preparation squad on Monday, June 6, 2022. The 23-year-old prop joined Exeter Chiefs in November 2018. Since then, he obtained experience throughout the “A-League” and throughout the Premiership Cup.He also had a spell on loan to Chinnor when on his National League One debut in February 2019. He was a try-scorer in their 48-35 win against Rotherham Titans. He has featured 18 times for the Chiefs, scoring five tries in the process has impressed many this season since returning from a loan spell with the Cornish Pirates. Schickerling, met up with the 35
men squad at Lensbury to continue preparations for next weekend's match against the Barbarians and July's tour of Australia. After Patrick first played rugby in his hometown of Walvis Bay at the age of seven, he later matriculated at Walvis Bay Private High School and joined Naka Bulls Rugby Club and Puma Currie Cup U/20 before receiving the call to represent Namibia in the world Rugby U/20 tournament in Romania at the end of August 2018. Throughout Patrick's rugby career, his parents Adrian and Waldi have provided appreciated continuous support. His dad, who represented South Africa at junior level, has been an especially big influence, inspiring Patrick to follow in his footsteps.

Namibia sits 22nd in the world rankings, Zimbabwe is ranked highest of the trio at 7th, while Malawi ranks 12th. The under U-19 team will use the tri-nations to prepare for the Region 5 Youth Games scheduled for December 2022 in Malawi.
