Once the Ministry of Environment and Tourism approves, Swakopmund will be home to the first hydrogen power plant in Namibia. The project, named Renewstable Swakopmund (RSWK), is expected to be commissioned during the last quarter of 2024 and will be located immediately east of the DRC Informal Settlement and about 4km from the Tamariskia Sub-Station. Renewstable® Swakopmund will be Africa's first integrated solar-hydrogen power project with the objective of supplying Swakopmund, and the surrounding areaswith renewable energy. To inform their development, HDF Energy Namibia (PTY) Ltd has appointed SLR Environmental Consulting (Namibia) Pty (Ltd) (SLR) to undertake an Environmental Impact Assessment (EIA) to identify and assess the environmental and social aspects and potential impacts associated with the proposed project and to inform their application for an Environmental Clearance Certificate (ECC). The Namibian government is set to lose millions of dollars in revenue during last year's governmental objective quota auction as successful bidders, due to time constraints, in their organising, logistic coordination and legal compliance documents to catch and land their purchased quotas, failed to catch their quota. This was also impacted by last year's late auction and bad catches in the last months of the season. Accordingly, Cabinet directed the fisheries ministry to re-allocate an exgratia governmental objective quota of horse mackerel to 12 companies including the Democratic Republic of Congo last Tuesday, 1 March 2022, who bought the quota from the government at an auction on 18 June 2021. A total of 51 317,91 metric tons will be allocated to various companies and entities, equal to the amount of quota not caught during last year's fishing season, and that the awarded quota be caught and landed during 2022 fishing season. This quota will be allocated to the affected companies and entities in the next few days. The Minister Fisheries and Marine Resources, Hon. Derek Klazen on Friday, 4 March 2022, explained that a total of 87,500 metric tons was auctioned, of which the local companies bought 60,200 metric tons and the Government of the Republic of Congo directly purchased the remaining quota of 27,300 metric tons. Bakersville Township Development Municipality of Walvis Bay would like to clarify its position regarding recent media reports on the establishment of a new township called Bakersville: The Bakersville Township Development Project is not located within the municipal jurisdiction of Walvis Bay. The above development is a private housing initiative located on Farm 308, on the outskirts of Walvis Bay. Residents are advised that although Council is aware of the proposed Bakersville Township, the municipality has no association with it in anyway and anyone giving money to representatives of the organisation is doing so at own risk. Council will not be held liable for any activities undertaken by the said private housing initiative. Municipal housing initiatives are implemented within the boundaries of Walvis Bay and announcements are made only through our formal channels of communication. Residents are urged to conduct due diligence and act accordingly.

As such, and in view of the need to act fairly and reasonably, Cabinet took note of the plea and commitment by the bidders to meet the government half-way by partaking and spending funds on the auction in the interest of job creation, trade and value addition to award new horse mackerel fishing quota to all the bidders whose quota was not caught during the fishing season of 2021.” Klazen added that this allocation is purely from this year's newly allocated government objective quota and not the commercial quota, which has already been allocated. “I need to stress that this is not a roll-over – one cannot roll over quota from one year to the other year. This allocation is done from the 330 000 metric tons of horse mackerel total allowable catch allocated for the 2022 season,” Klazen echoed. The minister explained that during last year's auction, not all the government quota was bought by local companies and this was when the DRC seized the opportunity to buy the remaining quota 27 300 metric tons and bid at the same average price paid for by Namibian companies. He said that the decision would have a “serious impact” on the government quota allocated this year as only about 7 000 metric tons is available for auction during this year's fishing season. Klazen said the offer from the DRC came while there were only two months left before the end of the fishing season. According to him, the DRC requested to catch their quota in 2022. Klazen explained “After their offer was considered, the DRC government had to forge agreements with local companies to catch the fish for them. These agreements only materialised in December, right at the end of the fishing season, this did not give the DRC an opportunity to realise the quota they paid for. They, therefore, request the ministry to assist them in a way that they can get a quota in 2022, as they paid a lot of money for the quota,” Klazen said, “The Democratic Republic of Congo bought 27 000 metric tons for N$85 million last year but could only catch about 1 000 metric tons”. Klazen specified that about 8 000 metric tons of horse mackerel might only be available for auction in 2022 and that it will indeed have a negative impact government's revenue. “This has a serious impact on our revenue, but as a caring government, we took it in cognisance that people have invested money during the auction. The lateness of the auction as well as other factors beyond our control were a major factor in the government's decision to award the quotas from this year's governmental objective quota,” Klazen added and said, “This is a once-off decision. It will not happen again as long as I am a minister. I will not allow it to happen again.”

HDF Energy (Pty) Ltd is a global market leader in the development and operation of hydrogen-to-energy technology. Having established HDF Energy Namibia (Pty) Ltd, the company is proposing to benefit from Namibia's considerable renewable energy capacity to create the Renewstable® Swakopmund project. According to reports by HDF Energy and SLR, the development of the HDF Energy Renewstable® Swakopmund Project will allow Namibia to commence decarbonizing its electrical power supply, reducee its reliance on imported electricity, providee strong security supply of electricity, meet electricity peak demands, localize baseload capacity, maximise on countries renewable resources, diversify the country's energy mix while contributing towards Namibia's efforts to combat climate change. The project will also result in considerable economic investment during the design and construction phases (estimated investment of N$ 3 billion). Furthermore, the operation of the facility will reduce the overall cost of electricity providing further economic stimulus. The Renewstable® Swakopmund project, will generate consistent, reliable, and clean renewable power from an intermittent source of energy. The sizing of each equipment of this hybrid power plant is optimised to deliver 30 MW during the day and 6 MW during the night and evening with a capacity factor of ~85% at the best cost. The project proposes the production of green hydrogen using demineralized water produced from a desalination plant located immediately north of Swakopmund town. The desalination plant, with an estimated abstraction of 600 m3, will produce approximately 200m3 of demineralized water which will be piped via a ~ 6 km pipeline to the hydrogen plant. The hydrogen chain consists of several electrolysers which separate the hydrogen and oxygen molecules. The oxygen molecules are released, and the hydrogen molecules directed for storage in a series of storage vessels. Stored hydrogen is then used to fuel a hydrogen fuel

Walvis Bay Municipality In his opening remarks, Mayor, Trevino Forbes commended councilors for the recommendations brought forward to address long standing matters, and spoke with confidence about the application of these resolutions. “I said that this is the year of action and I know that some people were skeptical about what I said. But as you will see from tonight's resolutions, we meant what we said, and a lot will still be done this year. I have no doubt that our administration will execute all these resolutions as required,” Forbes said. Among the resolved matters comes a motion tabled by Councillor Olivia Andrews on 16 December 2021, to offer financial relief to residential and business rate payers in Walvis Bay. The motion, which was approved at the recent meeting, proposes to write off outstanding interest, write off pensioner debt, write off deceased persons debt up to the date of passing, non-levying of interest on outstanding accounts for one year, reduction in current interest rate and writing off all debt owed on municipal owned properties and rental properties. In order to assist customers in reducing their outstanding debts, the existing interest amnesty period has been extended to 21 December. This extension will however only be applicable to non-residential accounts. A motion tabled by Deputy Mayor, Saara Mutondoka, will see full scale rehabilitation and rebuilding of roads in Walvis Bay by a fully-fledged road repairs team over the next three to five years. “There is currently a backlog in all road maintenance. The backlog in routine maintenance and pothole repairs should be partly addressed with the imminent appointment two new external contractors to attend to urgent repairs. In addition to the 11,5 km of re-sealing done in 2021, contractors will soon be appointed for the next phase of this intervention. Increased volumes of reactive maintenance will be experienced until Council embarks on a deliberate intervention and commitment to rehabilitate the older roads,

Solar and hydrogen generated power is then evacuated from the site via a new above ground transmission line which will tie into the existing Tamariskia substation. HDF Energy is also in the process of applying for clearance to develop a hydrogen refuelling station. The facility will include pressurized storage of 100 m3 of liquified hydrogen. Reports further indicate that the main components of Renewstable® Swakopmund project are: Solar Photovoltaic (PV) plant which consists of 85 MW solar PV power plant with tracker configuration, Demineralized water supply - ~ 600 m3 /day reverse osmosis desalination plant which will generate ~ 200 m3 of demineralized water; Brine discharge; Onsite renewable power supply from solar PV cells;a ~ 6 km long bulk pumping main pipeline. The project also has a Hydrogen chain Twenty-four MW of electrolysers that will be containerized, contained in 40 ft (12.2m) containers. Thirty-nine hydrogen storage vessels each with a storage capacity of 115 m3. Total storage is 4 485 m3. Six MW of hydrogen fuel cells using Proton Exchange Membrane (PEM) technology to transform the stored hydrogen and the oxygen available in the surrounding air into electricity and water. The fuel cells will be in four independent containerised modules. Battery Energy Storage System (BESS) with a 90 MWh short-term BESS: the battery will be in a maximum of eighteen 40 ft (12.2 m) containers. Energy Management System (EMS), the EMS is the software that will compute the solar irradiance forecast in advance and optimize the use of both the hydrogen and battery storages to deliver the maximum amount of power to the grid and minimize the energy losses. In case of low sun resources, it can maximize the energy supply and adapt the generation profile to comply best with the contractual obligations. Hydrogen refuelling station- Capacity to install a hydrogen refuelling station. The facility will include pressurized storage of 100 m3 of liquified hydrogen. Once approved and it kicks-off, the project will allegedly employ 1650 people and 250 once operational. HDF Energy Nambia has acquired 400 hectares of land from the Swakopmund Municipality for this project.

The motion further encouraged the private sector to look into building homes for their employees in this area, whereby further approvals were granted to reserve erf 8635 in Kuisebmond for Tunacor Fisheries Limited who intends to use the land to build at least 1 000 houses for their employees, as well as erf 5757 in Kuisebmond for a housing project by Seawork Fish Processors (Pty) Ltd to develop 500 houses for employees. Approval was also granted for erf 294, 295 and a portion of erf 328 in Narraville be reserved for the envisioned Narraville Elderly Home. During the meeting it was announced that the municipality, with aid of the European Union (EU), intend to upgrade the Independence Beach promenade by constructing an urban green infrastructure as part of the Erongo Sustainable Governance Lab. The project has been selected for awards to the tune of N$23 143 324 for an implementation period of 36 months. The funds will be used for the facility development as well as capacity building of Walvis Bay Municipality officials and representatives of other Local Authorities in Erongo Region. Mayor Trevino Forbes added, “Thanks to our administration, however, motivated by a motion by the Deputy Mayor, the Municipality will soon have its own in-house pothole repair team. Your Worship, Councillor Saara Mutondoka, thank you for thinking outside the box and bringing about this much needed change. Councillor Olivia, your motion, if accepted here tonight, will bring much needed relief to our residents in these hard times. I would also like to thank all councillors for showing that you truly have the best interests of the residents of Walvis Bay at heart.”

Namibia's first water baby turns 21 Sharlien Tjambari Twenty-one years ago, on 14 March, Namibia's first water baby, Aquilla Mochelle /Uises was born at the special water birth facility at Welwitschia Mediclinic in Walvis Bay. Aquilla is currently a third year IT Honors degree at the University of Namibia. According to Aquilla's parents, Pastor Zebedeus /Uiseb and Constancia /Uises, in March 2001 Welwitschia Hospital was looking for the first baby to be born in the underwater bath faci-

lity in Namibia. In reading that invitation, Constancia, strengthened by faith in God, announced that she will be the very first mother in Namibia to give birth in the said facility in Walvis Bay. She was in

her last term of pregnancy and resided in Henties Bay at that time. Aquilla is the last born of her parents, both pastors. They reside in Uis, Daures Constituency in the Erongo region. Aquilla has two

sisters and two halfbrothers. Her parents describe her as an extra ordinary child, a blessing, and a gift from God. During a telephonic conversation with Namib Times, Aquilla said she was informed of her birth story at a very

young age, she could not remember at which age her parents told her, but remembers how she felt when she heard the news about her birth. Aquilla said, “when my parents told me, I was shocked. I did not know such a thing existed in life, but in the end, as I came to

understand it, I felt honoured and blessed to have been born underwater.” In a letter to Namib Times, Aquilla's father Zebedeus /Uiseb said on 14 March 2001, their dream came true when his wife was the first mother in Namibia to officially inaugurate the Welwitschia underwater bath facility in Walvis Bay. /Uiseb further said: “It was not easy to give a

name to this little celebrity in her own right, so Welwitschia hospital named her Aqua Aquilla.” Aquilla started school in 2008 at Brandberg Primary School in Uis. Aquilla was selected and enrolled at Rukonga Vision School by the Ministry of Education in Erongo region in 2015 and that is where she matriculated in 2019.

Walvis Bay residents are increasingly concerned over an illegal dumping area that is growing by the day on an open space on the corner of Moses Garoeb Street behind the police station. The area is used to dump household waste and building rubble. Just opposite the rubble, a large area is under water. The source of this stagnant water is unclear. “The water in this area is not only unsightly, it is a breeding ground for mosquitos. Who is responsible for the cleaning up of this rubbish?” A resident asked the newspaper.

A donation of 300 tons of rice to the value of N$38.4 million to Namibia from the Government of Japan was received by the Prime Minister of the Japanese Ambassador this week. The rice, in an effort to bring some relief to Namibia's northwestern regions that have been affected by drought since 2019, will be distributed to the three drought affected regions the Kunene, Omusati and Erongo for the next three months, complementing the government's relief program towards food insecure Namibians. Prime Minister Saara Kuugongelwa Amadhila said, “apart from this, the government is also providing relief assistance to communities in the Otjozondjupa and Omaheke regions, affected by hail and windstorms in December 2021 and January 2022, causing damages to 72 houses.” In the period between May 2019 and March 2020, Namibia has experienced devastating floods and drought, which led to a declaration of a State of Emergency due to the negative impact it posed on human and animal livelihood. “As a result of the current drought experienced in parts of the country, government had extended the drought relief intervention programme to the affected communities until June 2022. The support provided under the drought relief program include provision of food to the most needy, the provision water to communities through water tanker services, rehabilitation, installation and drilling of boreholes and extension or installation of water pipes, provision of free fodder to identified farmers and payment of different subsidies such as marketing incentives, subsidies for the purchase of animal feeds, transportation of animals to grazing areas and for leasing of grazing. We are most grateful to the Japanese Government through its Food Assistance Program for this timely donation which will be distributed to targeted food insecure households affected by drought and other climatic shocks.” Minister Amadhila thanked the Government of Japan, through His Excellency H.E. FAO donates poultry farming implements The Food and Agriculture Organisation of the United Nations (FAO) donated poultry farming implements and chicken layers to two beneficiaries in the Topnaar communities of Utuseb and Natab-2 in the Erongo region.

The (FAO) Representation in Namibia delivered the two functional poultry structures, poultry feedstuff, vaccines and 35 of the 100 Lohmann Brown chicken layers pledged to two beneficiaries on 1 March 2022 Elly Cloete (42) who resides in Utuseb and Senador Anamab (38) who resides in Natab-2, located just a few kilometres from the Gobabeb Research Station in the Namib Desert. The donations formed part of FAO's pledge made during last year's World Food Day (WFD) commemoration hosted in the Erongo region in the rural settlement of Utuseb in the Walvis Bay Rural Constituency. The Ministry of Agriculture, Water and Land Reform (MAWLR) along with FAO and numerous other stakeholders hosted the WFD event. FAO, in recognising the importance of poultry as a tool for poverty alleviation, food security, and income generation, has so far availed poultry schemes at the cost of USD 5 600 (approx. N$85 000*) to mainly women and youth led agricultural initiatives in three rural areas in Namibia namely: Tsumkwe (Otjozondjupa), Utuseb (Erongo), and Stampriet (Omaheke). The poultry scheme is intended to help beneficiaries earn a secure income through the establishment of a sustainable egg production enterprise designed to stimulate or supplement the growing need for eggs in small rural communities such as Utuseb. Eggs are a rich source of nutritious food for less fortunate individuals and households, which is one of the main reasons why FAO was motivated to introduce the poultry scheme in the selected communities. Speaking to FAO staff, whom MAWLR staff accompanied from the Agricultural Development Center (ADC) in Utuseb, Anamab, a father of four from Natab-2, who earns his income from herding small stock belonging to residents in his area, expressed his joy in receiving the donation: “I am very grateful for the assistance I received from FAO because I can now supplement my meagre income from herding other people's goats with the money, I will receive from selling eggs,” Anamab told the FAO and MAWLR staff that he plans to sell his eggs to staff and visitors at the Gobabeb Research Station, neighbours and nearby villages and in the urban settlement of Walvis Bay. Meanwhile, the second beneficiary, Elly Cloete, who earns her income from selling broilers and fresh produce from her small garden, highlighted the fact that the chicken coop constructed for her will complement her existing chicken coop that she was struggling to expand. "I am so happy to receive such support, because for a long time now my chicken coop was too small to house all my chickens but now, they can move much more freely." Furthermore, Cloete added that the eggs derived from the poultry scheme will not only supplement her income but also supplement her family's diet. “The eggs will add more nutrients to our diets in addition to the fresh produce that we already derive from our garden,” she said. Thekla Mutero, one of the Agricultural Extension Officers at the local ADC, stated that she and her colleagues would assist the two beneficiaries with ensuring that their poultry schemes are economically viable. “Using our resources at the ADC, we will go out of our way in providing support to the two beneficiaries such as providing them with transportation to sell their eggs in nearby areas such as Walvis Bay,” “We will also ensure to train them on best practices to manage their poultry schemes and provide them with medication (i.e., Vaccines) to ensure that their chickens remain healthy and productive,” said Mutero. The poultry scheme aligns with FAO's new strategic framework and contributes to the achievement of several Sustainable Development Goals, particularly SDG 1 (No Poverty), SDG 2 (Zero Hunger), and SDG 3 (Good Health and Well-Being).

Waste dumping is illegal The Municipality of Swakopmund is very concerned about the illegal dumping of waste on undeveloped private owned properties and public open spaces. The municipality intends to notify as many property owners as possible in an effort to reduce the number of materials illegally dumped in open spaces in Swakopmund. Construction materials and other unwanted waste are not to be disposed of on any property. Household waste and recycling can be disposed of in the provided bins: orange refuse bins for recycling materials and black refuse bin for kitchen and other household waste. A fine of N$500 for illegal dumping will be charged on any property where waste materials are dumped. The public is urged to report a person or persons dumping waste illegally. Record the date, time and location when the incident occurred. Document an accurate description of the transgressor(s) and description of the vehicle that was used along with the vehicle registration number. Second Africa Genesis Archery WBGC hosts ANNA’s INN Individual Better Ball The ANNA's INN individual Better Ball competition played over the past weekend at the Walvis Bay Golf Club saw a bigger than normal field of 35 players tee off in good weather conditions.

Second Africa Genesis Archery (AGA) Ranking shoot for 2022 with the motto “Changing lives one arrow at a time" were held at the St George's Field in Windhoek last Saturday 5 March. The day saw 113 archers from 14 different schools/ clubs competed in the different divisions. A special thank to St George's the parents who get up very early and travel far to have the archers at the venue by 7:00 and spend the entire day in the sun encouraging and supporting. Thank you to all the Archery Instructors who run the range and make sure everyone is safe, pick up arrows and help were they are needed. Also thanks to the Afro Pumps team for building the range on Friday afternoon and taking it down on Saturday after the shoot. It is really appreciated Some were happy with their results and others motivated to try harder next time, at the Indongo Toyota Desert Festival on Saturday 26 March. A strange but interesting format whereby each player played the better score between each of the 9 holes. Making best use of this format was old stalwart Wayne Hart, who shot the lights out on the second nine to end on a good score of 25 points, with Jonas Niilenge close on his heels on 24 points. Third place went to M Sevelus winning the count out on 23 points, Boel Grobelaar was fourth losing the count out. There were only two 2 clubs on the day, Jonas Niilenge and Armandio Sardinha. The weekend at the WBGC ended with the club Monthly Sages and again a big field of 20 turned out to play. Three of the top four prizes went to the ladies who obviously showed that the ladies of WBGC do indeed have talent to beat the men. Its maybe time to have a battle of the sexes to sort this out so watch this space. Winning the day was Justine Grobler on 39 points with Estelle Bothma winning the count out from Pieter Heunis and Wilma de Wet all on 37 points. Bothma also won nearest to the pin while not to be out done Chris Bothma won the lucky draw. Only one two club and this was by Johnny Borges. The next Sages will be on 3rd April This coming weekend is the second Multisave Medal competitions, and it will piggyback the Windhoek International Pairs – the first of a possible 4 to be played as qualifiers. PEOBC 1 Coastal 40 overs chamRudi Bowe pions Pro-Ed Old Boys Cricket Club (PEOBCC) I from Swakopmund clinched the 2021/2022 coastal 40 overs league after they beat Sparta 2 by six wickets in the final last Sunday, 6 March at the Pro-Ed Academy Sports Field in Swakopmund. Sparta 2 bat first and set a target of 220 all out in 39.4 overs. PEOBCC 1 reaches the winning target of 221 in 35.1 overs. PEOBCC 1 beat Blue Water 2 with 10 wickets in the first semi-final played at the Pro-Ed Academy Sports Field in Swakopmund and Sparta 2 won their semi-final against Blue Waters 1 with 27 runs at the oval in Walvis Bay. Both semi-finals were played on Saturday 5 March. PEOBCC 1 is also the T20 champions for the 2021/2022 cricket season and Sparta the T10 champions.
