Application to acquit Noble and Azhar dismissed inside Rudi Bowe
The application to acquit Walvis Bay residents, Grant Noble and Dinah Azhar, accused of smuggling about 412 kilograms of cocaine into the country, was rejected by Judge Orben Sibeya, in terms of section 174 of the Criminal Procedure Act, at the High Court in Windhoek on Monday this week.

According to section 174 of the Criminal Procedure Act, Act 51 of 1977, the court can, if the state does not have sufficient evidence against an accused on the basis of the charges against them, find the accused innocent. Mr Sisa Namandje, the legal representative of the accused,in November last year after the state closed their case,submitted an application for dismissal as the state did not provide sufficient evidence against the accused on the basis of the charges against them. The Ministry of Mines and Energy confirms the discovery of light oil in PEL0039 within the Orange Basin offshore Namibia. The Joint Venture announced a successful well result at the Graff-1 prospect 250 km offshore Namibia. The initial drilling of the oil well started in December 2021, and was drilled by Valaris (DS-10 Drillship). The drilling process was safely completed during early February 2022. Hangana crew member lost at sea Piquet Jacobs
Hangana Seafood has found themselves amidst yet another failed search and rescue (SAR) attempt as they announced on Thursday, 10 February, the disappearance of an employee and crewmember on board one of its fishing vessels, Begonia, on Monday, 7 February. It is alleged that the missing crew member, Jonas Heita (35), had reported ill early on Monday morning. When Heita could not be located on board, the captain ordered a search of the vessel, whereafter a 48-hour search and rescue (SAR) mission ensued with no results. The Begonia was located at approximately 96.5 km north of Cape Cross, at the time the crewmember went missing.

Once the vessel was thoroughly searched, a 48-hour aerial search and rescue mission was deployed to locate the missing crewmember. Unfortunately, the search and rescue mission was unsuccessful in that Mr. Heita was not found. A full investigation has been launched to assess the circumstances around this unfortunate incident. The next of kin has been informed and our Captain and crewmembers of the MVF Begonia will be supported with trauma counselling by the O&L Group Wellness department. We deeply regret this unfortunate incident and empathise with the family of Mr Heita.” This heartbreaking incident comes just 11 days short of the two-year anniversary of the disappearance of Hangana employee, Captain Carlo Gordon, who went missing following the sinking of hake trawler, Resplendent, on Tuesday, 18 February 2020.

Namandje has argued during last year's court proceedings, the drugs were never in possession of the accused as the cargo container was never physically handed over to them before it was searched. Police immediately took the cargo container to the Namibian police station at the Port of Walvis Bay after it was unloaded. Defence Lawyer, Namandje further claimed that the state could not provide any evidence regarding the charges of money laundering or those of drug trafficking. However, Judge Sibeya found that there is sufficient evidence on which Walvis Bay residents, Noble and Azhar could be convicted, unless that evidence is contradicted by them in further proceedings during their trial. Judge Sibeya, found that the evidence produced by the state does constitute prima facie evidence, which requires answers from the accused persons and that the evidence not in dispute is that Noble is the sole owner of the entity used to import the copy paper and that Azhar financed his operations. According to Judge Sibeya,the documentation shows 480 boxes of copy paper were imported, but that only 460 contained copy paper while
the other 20 contained what was determined as 87-89% cocaine powder. The judge said that he was satisfied that the chain of custody was not broken as there was a clear paper trail from when the suspected cocaine was brought to the National Police Forensic Institute of Namibia for testing. Noble (40) and Azhar (65) stand accused of importing 412 kilogrammes of cocaine, with an estimated street-market value of N$206 million, into Namibia between February and 15 June 2018 by having it shipped from Brazil to Walvis Bay. Police and customs officers discovered the cocaine in a shipping container, hidden in boxes supposedly containing printing paper, on 15 June 2018, two months after customs and excise officials had received information about the importation of illicit goods from Brazil to Walvis Bay, and a month after the container in question had been identified as possibly suspicious, the state is alleging as well. The two also face a count of money laundering in connection with the transaction through which the consignment in which the cocaine was allegedly found was shipped to Walvis Bay. Noble has been held in custody since his arrest in June 2018 while Azhar was released on bail in September last year. The Ministry of Labour, Industrial Relations and Employment Creation warns against mandatory vaccinations and does not, at this juncture, advise employers to introduce mandatory vaccinations at workplaces. The ministry, as the government's authority on all labour matters, advises that employers address Covid-19 at the workplace with a policy that is consistent with government's official position. Acting Executive Director in the Labour Ministry, Lydia Indombo, said her ministry is in the process of drafting guidelines on steps that should be taken to ensure adherence to labour and employment laws, and the norms of social dialogue and fairness in approaching the issue of mandatory Covid-19 vaccinations in the workplace. Indombo said, “these guidelines will assist employers, trade unions and employees to agree on approaches that can maximise health considerations while respecting the rights of employees and promoting their wellbeing and job security. Employers should rather educate and encourage their employees on the importance of vaccines and to allow employees to make voluntary decisions.” Indombo explained. She added, the up-to-date government position remains that vaccination against Covid-19 should be done on a voluntary basis. Indombo noted, her ministry has developed occupational safety and
health or Covid-19 guidelines, which outline measures employers can adopt in order to minimise the spread of Covid-19 at workplaces. Indombo said, “in instances where an employer intends to introduce measures aimed at imposing mandatory vaccination, such must be done, taking cognisance of the provisions of the Namibian Labour Law, applicable company policies and rules as well as contracts of employment.” According to her, extra care is needed when employers consider a policy of mandatory vaccinations. She said this includes protection against unfair dismissal of employees. “Failure to do so will create a high potential and risk of labour disputes that might otherwise be avoided. Such disputes, especially when involving a large number of employees or sensitive operations could prove to be disastrous, time consuming, and expensive,” Indombo added. Indombo said the negative impact on business operations and staff morale and on the wellbeing of workers and their families is equally high, during and after such actions are taken.

Bus carrying 30 NDF members collides head-on with Toyota pick-up Piquet Jacobs
A case of Reckless and/or Negligent driving was opened after the driver of a Mercedes Benz bus, carrying 30 Namibian Defense Force (NDF) members, crashed head-on into another vehicle on the B2 Highway between Arandis and Usakos on Wednesday this week. According to police in the Erongo region, the driver of the NDF bus tried to avoid rear-ending a truck that was driving in front of the bus, which came to a sudden standstill, by swerving to the right, into the oncoming traffic lane, resulting in a head-on collision with an oncoming Toyota pick-up. The 54-year-old driver and solo occupant of the Toyota Pick-up sustained serious injuries, and was transported to a hospital in Windhoek for further treatment. The 42-year-old driver of the NDF bus sustained moderate to serious injuries. Erongo police confirmed two of the 30 passengers were injured; a 42-year-old NDF member's injuries was described as serious while a fellow passenger, a 33-year-old, was moderately injured. The bus was transporting 30 members of the Namibian Defense Force to Lüderitz from Walvis Bay for rotational duties when the accident happened approximately 30 km from Arandis towards Usakos.

Sporadic rainfall causes considerable damage Rudi Bowe
The sporadic rainfall at the coast last Saturday night has resulted in flash floods in several areas of Walvis Bay and Swakopmund, and caused considerable damage to houses and various roads. Residents voiced their frustration by saying the floods are nothing new and the municipality fails to address the situation. They expressed these sentiments as some of their houses were flooded because the drainage systems in most residential areas could not cope with the large amount of water from the rains that poured down onto the two coastal towns. Flooded streets at the coast should not happen at all, as there should be proper drainage measures put in place for eventualities such as these. Although the showers were refreshing to some residents, others said the showers cost them thousands of dollars in repairs to their homes. Walvis Bay Mayor, Trevino Forbes, said flash floods are a major concern, but the municipality has been doing all they can to assist residents. Forbes said on Sunday, “our water department along with the fire brigade have been pumping the water from homes and streets since it rained on Saturday night. We are really doing the best we can under the current circumstances.” According to Forbes, no planning for a drainage system was done in the earlier years, as no rain was expected for the coast. Water pouring down on Walvis Bay however, unlike other towns, cannot be absorbed fast enough by the soil due to the salt content and underground water. Photos contributed.

Platz am Meer Paddock soaked in wastewater Eileen van der Schyff
Blockages in Swakopmund's sewerage system and a faulty pumpstation in the paddock area next to the Platz am Meer Mall, caused a wastewater overflow (sewage spill) causing much discomfort for home owners in the area this week. Several Swakopmund residents living in the Platz am Meer Paddock area contacted the Namib Times this week complaining of the unbearable stench and wastewater bubbling up through the drains and overflowing as far as the eye can see. Photos from residents in the area reveal not only the overflow of wastewater, but also show how broken the drains are. “This has been going on for years now and nothing constructive has been done to permanently resolve the issue. The drains are not attended to, and are falling apart. I keep the grass short so I can see when the drains start to overflow.” One resident told the newspaper in a telephonic interview. Phone calls from more disgruntled residents kept the newspaper's phones busy earlier this week, after their many complaints to the Municipality of Swakopmund seemed to fall on deaf ears. “The problem is the pump station; it is not working properly, no maintenance is done on the drains and we have to beg the Swakopmund Municipality to come clean up and sanitise the area, another resident said. “The problem is not only the overflowing of the paddock area, but also wastewater pushing up inside some of the houses in this area. The stench coming through the bathroom and kitchen sinks inside our homes is so unbearable, we can't breathe in our own homes.” Residents feel the Municipality can do more while attending to the problem, like warning the public not to walk in the area by putting up signs. “This is a huge health risk. Children play in the water. I'm on the verge to move out until the problem has been solved. We can hardly breathe in this stench,” was yet another complaint the newspaper received. Answers to the Namib Times from the Swakopmund's Municipality's office of the Chief Executive Officer (CEO), Archie Benjamin, on Tuesday, brought on the following answers; “We have received a written complaint from the paddock people, and engineering has been alerted. Reports
show there was a fault at the pump station and all have been rectified in the meantime.” Feedback from the Swakopmund Municipality Engineering and planning services, on the same day confirmed the problem was due to a pumping fault by the contractor who attends to the maintenance of the pumps. “We were informed no flooding happened today [Tuesday], but have instructed the contractor to the clean-up. It was only until Wednesday late afternoon, the municipality came to look at the situation in the rest of the flooded paddock.” a resident told the newspaper yesterday. Clean-up following a wastewater overflow should begin as soon as possible. Always assume that any surface or material touched by wastewater is contaminated. Keep children and pets away from any area affected by a wastewater overflow. In situations where wastewater has overflowed onto grass, concrete or brick surfaces it is advisable to keep children and pets off these areas. The area should be safe to use 24 hours after clean up and disinfection. Cover any cuts, scratches or broken skin with a waterproof dressing or bandage. Wear personal protective equipment when cleaning to avoid skin contact with wastewater. All hard surfaces should be thoroughly cleaned with clean hot water and detergent. This includes wood, concrete, wood mouldings, hard-wood floors and metal furniture.

Status on shortage of housing in Walvis Bay and Swakopmund

The governing body of the Shack Dwellers Federation of Namibia met with the Governor of the Erongo region, Nevelle Andre Itope in Swakopmund to share information on the status of the Shack Dwellers in the region on Friday, 4 February. During the meeting, Itope revealed the two towns have a shortage of 36 000 houses. Swakopmund is experiencing a housing backlog of 16 000, while 20 000 residents are waiting to be housed in Walvis Bay. The meeting also aimed at concretising and strengthening the existing committed partnership between the Office of the Governor and the Shack Dwellers Federation of Namibia in order to prioritise this housing dilemma. Itope said coming up with one model to address the housing challenges is a pipedream, and not feasible, “that is why I think the addition of the model from Shack Dwellers is one that is also helping in addressing the housing problem, and I am also very happy that the government has seen the need in assisting Shack Dwellers with funding every financial year.” Itope said the model of the shack dwellers is faster, and he sees in all towns, houses get to roof level quick once construction commen-
ces. According to Itope, the model of the shack dwellers helps fast-tracking the process of addressing the housing challenges the region is experiencing. Itope said his office is always encouraging local authorities to make land available to the Shack Dwellers Federation of Namibia, and went on by saying in Swakopmund, 15000 m² of land have been allocated for the shack dwellers, “I am informed that the shack dwellers are busy working on those lands allocated to them.” Heinrich Amushila, the Co-Director of the Namibia Housing Action Group, said last year the Shack Dwellers Federation constructed 714 houses for its members in the Erongo region, and they are busy building 72 houses for this current financial year, of which 32 houses were launched by the governor in October, and completed in November of last year. Walvis Bay now has two cash accepting ATMs. Bank Windhoek installed the first one in 2021 at the Bank's Kuisebmond Agency, with the second installed at the Walvis Bay Branch. “The uptake in the use of the cash accepting ATM in Kuisebmond is encouraging,” said Bank Windhoek's National Operations Manager, David Nell. “Our customers can now deposit cash whenever it is convenient for them in a safe and secure space, 24 hours a day.” Nell said that by adding more cash accepting ATMs at Walvis Bay, Swakopmund, and Henties Bay, the Bank has listened to its customers' feedback by providing increasing self-service banking channels. Namibia hosts WorldSkills Africa 2022 Namibia has been bestowed the right by WorldSkills International to host the second edition of WorldSkills Africa, scheduled to take place at the coastal town of Swakopmund from 29 March to 2 April. WorldSkills Namibia was granted the right to host the second edition of the WorldSkills Africa Competition, following the inaugural event staged in Kigali, Rwanda, in 2018. To date, more than 100 competitors from 11 African countries have registered to take part in WorldSkills Africa Swakopmund 2022. The Namib Times spoke to the Acting Chief Executive Officer of the Namibia Training Authority, Mr Muvatera Ndjoze-Siririka to shed more light on this activity and its importance for our country. Q: What is WorldSkills International? And how does Namibia fit into its structures? Wo r l d S k i l l s I n t e r national is a non-political movement founded in the 1940s and which emerged from a desire to create new employment opportunities for young people in some of the economies devastated by World War II. Today, its 85 member organisations reach twothirds of the world's population and create measurable impact at every level. In essence, Wo r l d S k i l l s I n t e r national is a global movement for technical and vocational skills excellence. It also serves as an important capacity building platform through which member countries can benchmark and work towards improving quality in technical and vocational training. From a planning, organisation and staging perspective, the twoyearly international competitions are of enormous magnitude, involving teams from the more than 85 members countries competing in a wide variety of skills areas. Indeed, you need to attend one of these events to really grasp the scale and level thereof. Namibia is a full member and has participated at the two-yearly international competitions in Sao Paulo, Brazil in 2015; Abu Dhabi, United Arab Emirates in 2017; and Kazan, Russia in 2019. Q: WorldSkills Africa Swakopmund 2022 is staged under the auspices of the African Union. Can you elaborate? As a continental conglomeration of the WorldSkills International movement, WorldSkills Africa is positioned within the structures of the African union. The objectives of the Africa conglomeration align with our continent's Agenda 2063 -
Africa's blueprint for sustainable and inclusive economic growth and development, and through which we envision, as African nations, to build an integrated, prosperous and peaceful continent, driven and managed by our own citizens, representing a dynamic force in the global arena. It is a vision predicated on the development of Africa's people as its most important resource and one which recognises the transformation potential of Technical and Vocational Educ a t i o n a n d Tr a i n i n g (TVET), in leveraging Africa's economies. More and more African countries are joining the WorldSkills International fray. It is a no-brainer, really, because those countries who have been actively participating in the WorldSkills International framework have benefitted immensely from this movement's unreserved access for capacity building and benchmarking. They have infused, and continue to infuse, what they are learning from peers, into their own standards, arrangements and systems. Q: Why is hosting this event important for Namibia? A: Hosting this continental showpiece and capacity building platform - staged in partnership with the African Union – aligns with the Namibian Government's national long-term strategic objective to leverage the Technical and Vocational Education and Training (TVET) sector, and by extension, support economic prosperity for future generations. Indeed, TVET plays a critical role in national development, poverty alleviation, and in providing sustainable livelihoods for all; hence the importance of developing and maintaining an efficient TVET system that is able to unlock a skilled, qualified workforce. The Harambee Prosperity Plan specifically advocates for skills competitions as a platform, through which to promote and enhance awareness about TVET careers and support efforts to change the negative societal perception about such options Q: Not many are familiar with the skills competition concept. How would you explain it in layman's terms? The Skills Competition is the flagship component, supported by two other components, namely an aptly-themed international conference with very relevant sub-thematic themes and a careers exhibition component aimed at introducing learners to viable technical and vocational career options. Basically, it follows a similar structure of any
sports code. Let's take athletics for example: Christine Mboma participated at the national championships, she qualified and then proceeded to the Africa championships, where she qualified again and proceeded to the Olympics. The rest we know is history for this young girl that none of us really knew about a few years ago. With the skills competition, it is the exact same approach. An Electrician trainee competes against peers from other training institutions at our twoyearly National Skills Competition and is crowned the winner, or Namibian champion. That trainee then participates against the best peers from other African countries. That same trainee can then compete at the two-yearly WorldSkills International competition, as well. Q: Tell us more about what to expect at the international conference and the careers exhibition components of the event. Our international conference is to include renowned international TVET experts and speakers who are going to engage conference goers in generating knowledge, sharing experiences, benchmarking and innovation. Themes underlying the discussions include the 4th Industrial Revolution, Gender Mainstreaming, Quality and Sustainability, in line with the ethos of Desirability, Feasibility and Viability. The careers exhibition will have a singular focus on introducing viable career options to learners and parents. Local and continental training institutions are to participate. This is not your typical career fair where front desk staff shares brochures on training courses. Our focus is on interactivity, simulation, virtual reality and demonstration. We don't want to tell learners what plumbers or fashion technologists do. On the contrary, we want to show them what they do. Q: How are your preparations going to ensure a successful event? A: Staging an event of this magnitude comes with a huge responsibility placed on the shoulders of the Ministry of Higher Education, Technology and Innovation and the Namibia Training Authority, as the implementation partner. Our work has started in earnest and we have made strong inroads. The official launch of the event on 8 October 2021 by our line Minister, Dr Itah KandjiiMurangi, aided us in giving more impetus to our work. Q: Your organising team has embarked on a partnership and sponsorship drive for this continental event. What has been the response of corporate Namibia in joining this endeavour?
A: Yes, to rise to this mammoth task, we are seeking beneficial partnerships with corporate Namibia. Partnership is so important, because skills development is a shared responsibility, after all. Certainly, we cannot do this work alone and to achieve our goals, we need the provision of partners that share in our vision of a skilled and industrialised society to guarantee the future of generations to come. It is against this back-
ground, that we are busy engaging corporate Namibia to join this pioneering initiative. WorldSkills Africa Swakopmund 2022 is sure to generate optimal brand exposure for partners in growing their reach in the most populated segment, the youth. Partner involvement will also serve as a demonstration of support and commitment to our nation and continent's development goals. To date, we have secured a significant contribution

Fistball season kicks off at the Coast The Bank Windhoek Fistball League will return Saturday, 12 February with an opening tournament in Swakopmund. With ten adult and six youth teams, Fistball players are ready to compete after a long break. Hosted by the Swakopmund Fistball Club (SFC 1), the games will kick off at 8:00. Defending champions Sport Klub Windhoek (SKW 1) and archrivals Cohen Fistball Club (CFC 1) can once again have justified hopes for the Category A title. Last season, CFC 1 lost the title to SKW 1. “The participating teams will play in two halves of 12 minutes each. Only the encounters for third place and the final of the respective categories are best out of five sets up to 11 points,” said the Fistball Association of Namibia's Media Officer, Helmo Minz. Group A will see the hosts SFC 1, meet CFC 1, SKW 2, SFC 3, and SKW 4. In Group B, the defending champion SKW 1 will compete against CFC 2, SFC 2, SKW 3, and CFC 3. In the Category A semi-final, the top team in Group A will play against the second-placed team from Group B and vice versa. Minz added that the same principle applies to the Category B finals qualification for the third and fourth-placed teams. “Three youth teams, each from SFC and the guests SKW, will duel in a round-robin format to determine the winner of the opening tournament. The youth development is in full swing, with 35 youth players registered at SKW alone,” concluded Minz.

Japan recognises Kendo in Namibia Awarding Ceremony of the Ambassador's Commendation by the Japanese Ambassador Harada San: 3 February . The 'Ambassador's Commendation' is awarded by Ambassadors of Japan to individuals or groups who have made a distinguished contribution to the deepening of mutual understanding and friendship between Japan their country of assignment, in this case, Namibia. The awarding ceremony that took place on Thursday, 3 February 2022, was a special and historic occasion for Namibia, as André Pienaar, Sensei received the Ambassador's Commendation for his efforts to promote Kendo, a martial arts activity that embodies the heart of Japanese culture and traditions. Kendo gives Namibians the opportunity to learn about Japanese values and virtues, as practiced already centuries ago by the samurai, and which are still ingrained in today's culture and lifestyle of Japan. This special award to André Pienaar Sensei has been endorsed by Hideaki Harada, Ambassador Extraordinary and Plenipotentiary of Japan in Namibia. André-sensei already started training in 2015, with Shinichi Hamada-San from the Japanese Embassy and established the Windhoek Kendo Club in 2016.With the support of the Embassy, he started to promote this unique martial art and sport through demonstrations at cultural events in Namibia. The Namibia Kendo Federation (NKF) has been registered with the Namibia Sports Commission since 2017 and has approximately 20 active members, comprising men, women, and children. To improve their skills, experience and for grading purposes, senior members of the Namibia Kendo Club also participate
annually in International Seminars, hosted by the South Africa Kendo Federation (SAKF) in Johannesburg, which has created a great like-minded relationship between the two countries. Namibia is also becoming increasingly popular amongst established Kendo teachers with high Dan ranks around the world, gladly offering International Seminars sharing their skills while enjoying our beautiful country. The Musashi Kendo Dojo is situated in Edison square in the Southern Industrial Area of Windhoek where practice sessions (Keiko) take place on Tuesdays and Thursdays from 18:00. The NKF aims to establish more Kendo Dojos in Namibia in the years to come, targeting the Coast and the North of the country as possible areas of growth. About Kendo: Kendo has been part of the Japanese culture for centuries and is a way to discipline the human character through the application of the principles of the katana or sword. Its purpose is to mold the mind and cultivate a vigorous spirit, while living a life of character, developing human courtesy, honour and sincerity. The sport descended from kenjutsu, using bamboo training swords (Shinai) as well as protective armour (Bogu). Kendo is unusual in that it allows all ages to train together. Children from five upwards can enjoy kendo practice, while it is possible to continue Keiko at an age when most other martial artists have retired from the sport or donated their Dogi to the charity shop. Kendokas continue to be formidable opponents still into their 70s and 80s.

The anticipated Erongo region's Governor's Cup is back after the Covid-19 pandemic put it on hold for two years, and is scheduled for 18-22 March in Swakopmund this year. This announcement was made at the launch of the Governor's Cup 2022 edition at the MTC Dome in Swakopmund on Wednesday this week.

Kickboxer hosts seminar to empower youth
The initial aim of the Governor's Cup is, and has always been, to identify and choose the best players. Players full of potential within the region, will form a regional team, which will later represent the region at the annual Namibian Newspaper Cup. The Erongo region comprises of seven constituencies, and each constituency is expected to send a team for each sport code where the constituencies will compete against each other. The Governor's Cup generally welcomes soccer and netball sport codes, but will include volleyball this year. Itope said, “my office increasingly acknowledges that sport touches every aspect of a nation's ethos. Sport is a significant part of any nation's culture, leisure time, health, and education. Sport keep us disciplined, it keeps us
healthy, it brings peace to conflict, it unites people and brings development to the less p r i v i l e g e d . Participation by our various constituency teams in major sporting events such as these take us closer to our strategic objective of nation-building and social cohesion. I strongly believe that the Governor's Cup 2022 provides the stage for our own Soccer, Netball and Volleyball Players to showcase their talent on home soil, here in the Erongo Region and Swakopmund Town in particular, a place that made the impossible, possible.” Itope said the age range for the Governor's Cup is U/20. There is no registration fee for teams to participate in the Governor's Cup, and there will be exciting prizes up for grabs for the winning teams.
Itope communicated his office and the organising team have communicated with the constituency councillors of the seven constituencies in Erongo, and the councillors have started engaging the respective structures in their constituencies. They will then revert-back to the governor's office about the teams they will be sending. Itope urges athletes that would want to participate in the Governor's Cup to approach the different structures in their constituencies, where they will be assisted on how to get to trials to get into the final constituency team. The netball and volleyball games will take place at the Vineta North Sports Stadium, and soccer will take place at the Mondesa a n d Ta m a r i s k i a Sports Grounds.
