The Ministry of Environment and Tourism, together with the Protected Resources Unit of the Namibian Police, has increased the offer for a reward of N$30 000 to N$60 000, to any member of the public that will provide information that will lead to the arrest of poachers of wildlife, and more specific, Rhinos and Elephants in Etosha National Park and elsewhere. The Minister of Environment and Tourism, Pohamba Shifeta, made the announcement at a press conference yesterday, and called on “the entire nation” to assist government

This week the Walvis Bay Police are once again cracking down on suspects implicated in the theft and unlawful selling of 14 vehicles, belonging to the cars and sales company, Jan Japan Motors CC. According to Iikuyu the police have recovered another two of the 14 vehicles that disappeared. “We have located two vehicles that are currently in Okalongo and Rundu East”

Iikuyu said. The police have up to date recovered eight of the 14 motor vehicles and four suspects have already been apprehended in connection with the crime. Energy shortage in SADC puts pressure on tariffs The current substantial shortage of energy in Southern Africa is putting pressure on energy tariffs in most countries in the Southern African Development Community (SADC) region. Since 2007, the SADC region has been facing challenges in meeting its energy requirements, forcing most of the SADC member states to implement demand-side management policies such as load shedding that have to some extend succeeded in restraining overall electricity in the region. Reports have it that the SADC plans to commission new energy projects that will add 2 763 megawatts to the regional grid this year as the region targets to meet its energy needs by 2018. The significant contribution to the regional power grid is expected to come from countries such as Zimbabwe, South Africa, and Democratic Republic of Congo (DRC) among

others, the report said. Namibia imports about 80 per cent of its energy from neighbouring countries and mostly from Eskom in South Africa. Earlier, NamPower’s Managing Director Paulinus Shilamba assured Namibians that despite the expiry of power supply agreements with some of the neighbouring countries, Namibia does not foresee an imminent threat to its power supply security - at least not before August 2016. The first agreement, which expired late last year, was with the Zimbabwe Electricity Supply Authority (ZESA), followed by NamPower’s supplementary Eskom agreement, which expired in April 2015. Other agreements nearing their expiry date are with the world’s largest temporary power generation company, Mozambique’s Aggreko, which lapses

Jan Japan crackdown continues

after the new leadership of Jan Japan had done stock-taking of the company’s vehicles and had noticed that 14 vehicles could not be accounted for. //Hoëbeb said after the case had been reported to them, the investigating team found two cars in Lewis’s house and later confiscated another one from a buyer who bought the car at a sub-standard price. According to Commissioner //Hoëbeb the total estimated value of the sto-

len cars is N$1 030 000. Kristiaan and Franciso were arrested in Kuisebmond last Wednesday evening, when the police also recovered three more motor vehicles. The two accused appeared in front of Magistrate Vicky Nicolaidis on Friday. They were denied bail and their case was merged with James Lewis’s case. The Magistrate postponed the matter to 3 June for further investigation. The police have warned that more arrests are iminent.

According to the town’s Municipality, the construction of the wall is to beautify the entrance of

the town. This was part of Council’s Strategic Plan, thus it was approved by Council when the budget for such was approved, says the Municipality. The construction was done by employing local small contractors and eleven walls, each 30 metres long, are being constructed. “The wall will be painted and the sidewalk will be paved in order for the pedestrians to cross or walk safely and that the cleanliness will be maintained.

Last year, 2014, 24 rhinos were poached. This year, already 60 rhinos have been poached in the country. Seventy-eight elephants were poached in 2014, and 23 elephants have been poached so far this year. “We have worked and continue to work with the Namibian Police Force and Namibian Defence Force in putting boots on the ground and intensifying our patrols and we continue to improve on this. Today we have the presence of the members of the Namibian Police Force

on the ground in Etosha National Park, Bwabwata National Park and Palmwag Tourism Concession Area. Aerial patrols are also being conducted by the Namibian Police Force and the Namibia Defence Force.” The Minister says, as many of Namibia’s National Parks are surrounded by Conservancies, they are actively conducting joint patrols with the conservancies in curbing wildlife crime, particularly rhino and elephant poaching. He says the government continues to invest more resources in combating illegal hunting of rhinos and elephants. “The situation can be described as a priority crime and therefore more resources need to be invested

in our efforts to stop these illegal activities. While field patrols remain an essential element of law enforcement operations, if their effectiveness is to be optimized, they need to be complemented by investigations and intelligence-led operations. In this regards, we have an active collaboration with the Namibian Police Force in investigating these cases of poaching. “ He says Investigations continue in all areas where they have had the illegal hunting of our rhinos and elephants. For the Etosha National Park and Palmwag Tourism Concession Area cases, they have suspects that they are following, and it is only a matter of time before they are arrested.

Swapo starts by-election campaign Marshallino Beukes The Swapo Party in Swakopmund officially kicked-off its campaign for the upcoming by-election last weekend and hundreds of supporters showed up in support of the Swapo Party candidate, Councillor and Mayor of the holiday town, Juuso Kambueshe. In her opening speech, the District Coordinator of the Swapo Party in the Swakopmund Constituency, Connie Basson, asked for a minute of silence in honour of the late Councillor Germina Shitaleni. The by-election, which will take place on 29 May is necessitated by the death of the late Shitaleni on 1 March. Four political parties, DTA, Nudo, UDF and Swapo have fielded candidates to take part. Basson said that Swapo Party is the only party that have consolidated peace, stability and prosperity in Namibia. She urged supporters to show up in big numbers on Election Day and practise their democratic right to vote for the Swapo Party candidate. “SWAPO is the only trusted Party and is the only Party that pledg e d f r e e d om a n d independence and has delivered on itspromises,” she added. The campaign was preceded with a Fundraising Braai at Owetu, on Friday evening.

“Erongo has the highest refusals in terms of surveys” Sharlien Tjambari

The Namibia Statistics Agency (NSA) is busy conducting the Namibia Households Income and Expenditure Survey (NHIES) nationwide. The surveys kicked off on 27 April and will run until 1 April 2016. The survey will be conducted in all regions of the country and is expected to provide estimates at regional, urban and rural levels. NSA is interested in knowing where the population’s money goes and for this reason it is conducting a national survey to understand the income and expenditure patterns of the Namibian people. The information from the survey will be used to understand the socioeconomic condition of the people and will be used as indicators for planning purposes. A sample of households will be visited, chosen randomly, and the interviewers will spend two weeks, 14 days in each household, administer-

ing the questionnaire, whilst a daily record book will be handed to the household to record all the daily spending for one week, with the record book the households will also receive a digital food portion scale and a weighing scale. Mr Nelson Ashipala, the Communication Specialist, said “over the years, Erongo region has the highest refusals in terms of surveys”. NSA is pleading to all the households to try and corporate with them on this survey because it is for the benefit of the country. With regards the identify of the people who are conducting the interviews, they will be wearing t-shirts

with NSA printed on the front, left hand side of the t-shirt. The t-shirts are in three different colours, blue, green and black. The ones wearing the blue t-shirts are the Numerators, the ones in green are team supervisors and the ones in black are the regional supervisors. In raising awareness, the NSA team will be standing at street corners handing out pamphlets with details of the survey. So far they have conducted surveys in Vineta and Kramersdorf. Today they will start with the Swakopmund rural surveys, which include Mondesa, Tamariskia, and DRC. Mr Eino Shaanika said

According to the Chief of the holiday town’s fire brigade, Adri Goosen, they are currently six fire fighters, including him and his deputy, and all of them are fully qualified. The Swakopmund fire fighters have completed their Basic Emergency Care courses, as well as

Fire Fighter One (FF1) courses, said Goosen. The majority of the volunteers, currently at the Fire Brigade, completed their FF1 course, he noted. Goosen further commented that the fact that some residents question their qualifications, is a common problem they, and also other Firefight-

Obtaining Fishing

Permits

Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

Container Terminal - 25 Months to Go!

Governor Pays Visit a year after implementation of land reclaim project. Leandrea Louw “We are confident that we shall complete this project on time, and within the budget. We remain committed to this ideal. We fully understand the importance of this project for Namibia and will do everything in our power to ensure that we provide a product of the highest standard to the people of Namibia”. Those were the words of Mr Yan Fei Feng, Acting Project Manager of the Port of Walvis Bay new container terminal on reclaimed land by China Harbour Engineering Company (CHEC) during a site visit by Honourable Cleophas Matjavikua, Governor of the Erongo Region on Friday, 8 May. The site visit commenced at the CHEC offices, where the Governor was briefed on the progress of the project. It was also the first anniversary since the implementation of the land reclaim project. The entire contract was awarded to CHEC in November 2013, and the implementation of reclaimed land project started in May 2014. This project commenced on 19 May 2014 and the first major deadline is 4 February 2016 when the reclamed land is expected to be completed. The completion of the entire project is scheduled for 18 May 2017.

According to Ya Fei Feng, the project requires a substantial amount of concrete and therefore, a cement batching plant has been established. It has a laboratory site to ensure that all materials used in the production of the concrete are of the highest international standards and meet with the requirements of the contract. The two batching plants have a production output of 75 cubic metres per hour and 100 cubic metres per hour respectively. The precast yard is where all concrete elements for the project are produced. called, chinesepode, a unique concrete object, used to break waves and protect the surface of the revetment area. Each one of these weigh three tonnes and 5144 such objects are required for the entire project. The precast yard has a production capacity of 30 such chinesepodes per day and this far, 891 have been concreted. The precast yard is fully operational. As far as the banks of the container terminal are concerned, the armour rock, core rock, mixed filter layer, geotextile, and crushed stone layers are almost complete. “We have achieved a

remarkable feat of reclaiming over 1 250 000 cubic metres of land. This represents a 44% completion rate. Five layers of soil pre-loading, ranging from two to more than eight metres has also been completed,” he said. For the above there is a very important stage that needed to happen, and this stage is the sandbagging and dredging phase. Sandbagging is important as it forms the perimeter of the island. This is done by creating a sandbag cofferdam, which prevents the dredging material and muddy water from overflowing during the process of reclamation. This is a very sensitive

and intricate process and is done with a fully manned construction vessels and is mainly done at night when the wave swells are at their lowest. Dredging is the process of sucking soil from the sea bottom. This is done using two types of dredging vessels with one vessel pumping the sand via a 1 400 meter pipeline to the construction area. The contract requires the construction of 524 piles for the quay. These serve as support for the quay on the sea. Each pile will be 64 metres long and will go into the sea bed for about 60 metres. Construction site of new container terminal Continued from page 6 These can be divided in 70 on the management team, and 140 who work as seamen on the construction vessel, the sand supply vessel, the geotextile laying vessel, the special anchor boat, cutter suction dredger, the grab dredger and hopper barges. The work on these vessels are very highly specialised in marine engineering and due to the stringent timelines/ deadlines of the operations, it was necessary to bring in already trained personnel in this regard. Their work is done in shifts and the vessels operate on a 24 hour system. These workers work and live as a unit on these vessels,” he added. Mr Yan Fei Feng further says in terms of local spending, “he is happy to report that over N$100 million has been spent locally, mainly on procuring cement, stone, fuel, for vessel repairs, design, insurance and customs clearance. The contract requires that 31,8% of the total contract value be spent on local procurement over the 36 month period and they are confident that this target will be met. This essentially means that over N$1 billion will be spent on local procurement. He noted that the relationship with local sub-contractors has been cordial and mutually respectful. The Governor has urged Namibians to focus on two main areas, skills and technology transfer throughout the commencement of the project. “We need to tap into the Chinese, on how they do operations, especially on development. On Friday 8 May, 60 students received their graduation certificates after completing 20 sessions over a two-month period. Samuel Yeboah (Level 1) and Edmund Mudumbi (Level2) were the instructors for this course. Jennifer Lucas, Erongo Regional Officer for Church Alliance for Orphans (Cafo), was the key motivational speaker at the ceremony. In her speech she encouraged the youth to continue enriching themselves through education. “You are the only one that can stop or limit yourself. Always remember true

Education is the greatest equalizer and success does not have any age restriction.” Samuel Yeboah, one of the course facilitators at the WBMPC Trust, noted that they could accommodate more students, but have limited computers. The Shalom Youth Choir from Kuisebmond brought encouragement and more inspiration for the day, through their lively songs. Another surprise for the students was when one of their instructors, Edmund Mudumbi, performed one of his songs.

Die West Coast Sharks het die naweek op hulle tuisveld, die SFC, teen die Jaguars van Windhoek gespeel. Die West Coast Sharks het in hulle nuwe truie gespeel. Albei spanne was ernstig en lus vir rugby toe die beginfluitjie om 14:00 geblaas het. Die wedstryd het egter maar stadig begin, met die West Coast Sharks wat die eerste punte op die bord gesit het met 'n onderskepdrie deur die buitesenter, Jaco-Martin Venter. Hy het ook sy eie drie verdoel om die telling 7 - 0 te maak. Kort voor rustyd het die West Coast Sharks weer deur die Jaguars se verdediging gebreek en 'n drie is aangeteken deur die flank, Martin Barnard. Jaco Martin het die bal suksesvol deur die pale gesit en die rustyd telling was 14 - 0 , in die guns van die West Coast Sharks. Die tweede helfte het vir die West Coast Sharks nie so goed verloop nie. Dit was deels te wyte aan 3 geelkaarte en 1 rooikaart. Baie het die geldigheid van die kaarte bevraagteken. Die West Coast Sharks het egter in weerwil van die terugslae nog twee

drieë gaan druk. Jaco-Martin Venter en die heelagter, Elroy Hammerslacth, het albei agter die doellyn gaan kuier. Die doelskoppe was ook suksesvol. Jaguars het ook 'n drie gedruk in die tweede helfte en dit doelskop oor gesit. Hulle het net voor die eindfluitjie ‘n strafskop gekry, amper voor die pale, en dit oorgeskop. Die eindtelling was 28 -10 in die guns van die West Coast Sharks. Martin Barnard is ook as speler van die wedstryd aangewys vir die Swakopmundspan. Die West Coast Sharks het hulle borge en ondersteuners wat by die wedstryd was, bedank en gesê hulle hoop om almal weer te sien by die volgende tuiswedstryd op 6 Junie. The EBH T20 League kicked off on Saturday where the EBH 1 XI drew 1 first blood by beating LHU !Nara Girls by a huge margin.

EBH 1 made good use of scoring maximum bonus points batting first, with a massive 241 in their allotted 20 overs, bowling out their opponents for an impresive score of 46/all out in 14.2 overs. FNB Namibia Winter Corporate League Bowls 2015 Final Evening On the final evening there were quite a few heavy battles especially in the playoff for 1st and 2nd in shield and plate sections.

In the plate section it all came down to the last end of play when Sparta held on to win bye on 1 shot against FNB 2. Whereas the shield section playoff was even closer as at the end of the 10 plays the score were even and a sudden death had to be played. Woker Freight Service team were holding one shot for the game until Magic Factory came in with a last bowl to win in the end. USA's Kickin' Back donates to NFA Galz & Goals Kickin' Back has sent a shipping container with books and football equipment to Namibia for distribution to children in under-served communities through the Namibia Football Association's Goals & Goals development programme for young girls. This was made possible, by utilising funds raised through hosting tournaments and the donation of time, resources and expertise of volunteers in the USA. Kickin' Back is an organisation working to assist and connect organisations who integrate education, healthy lifestyle components and other interventions, into their programming structure to meet their equipment, coaching,

and funding needs. “This generous gesture from the Kickin' Back organisation is great! It is a testimony of people and organisations globally believing in the work that NFA does for the girl child in football,” said Jackie Gertze, the National Coordinator of NFA Galz & Goals, during the official handover of the donation to the NFA on 5 May 2015. “The Galz & Goals initiative which started in 2009 with the assis-

tance of UNICEF Namibia has reached thousands of young girls and teachers, community coaches and parents, and this donation will be given and shared among the ten communities nationally where the Galz & Goals leagues are run; from Eenhana to Karasburg and Gobabis to Swakopmund,” Ms Gertze stated. Kickin' Back learned about the Galz & Goals programme through Mary-Beth Gallagher,

the director of the Bernhard Nordkamp Centre and the afterschool programme in Katutura, Windhoek. The Centre has over the years produced many young female football players who graduated to the NFA mainstream football. NFAs Secretary General, Barry Rukoro, expressed the NFA's appreciation for the assistance from Ms Gallagher over many years and added that the girl childteams and

Kudus Redeem Themselves against Wanderers Leandrea Louw

The second teams played first, and Wanderers defeated Kudus 25-18. It was a lesser defeat, compared to the one of three weekends ago, when the score was 61-10. John Dippenaar, Wanderer's number 8, open the scoreboard when he scored the first try and fullback JP Jeffery, did a successful conversion, setting the score at 7-0. The Kudus had their first opportunity to score when the referee gave them a penalty, but inside centre, Charlton Brussel unfortunately kicked the ball against the goal post. It was a frustrating game where tempers clearly flared, as both teams knew what was at stake. Shortly thereafter Kudus received two more penalties, whereby Brussel set the score at 7-6.

The score stood at 7-6 at half time. Wanderers’ inside centre, MP Pretorius, scored another try, shortly after the whistle for the second half was blown. Wanderers full-back, JP Jeffery served a successful conversion, and the score stood at 14-6. Wanderers’ Schalk Bergh, loose-head prop, scored another try and Pretorius unfortunately missed the conversion. The score stood at 19-6. Kudus struck back, with Ernesto Bampton, number 8, scoring a brilliant try. Again Brussel, unfortunately missed the conversion. The score changed to 19-11. Wanderers received two penalties, and Pretorius, set the score at 25-11. Everyone thought all was in vain for the Boys in

Blue, but Casio Schoombe, right wing, scored another try for Kudus, followed by a successful conversion by Brussel, and the final score was 25-18, but Kudus definitely gave the Wanderers a run for their money. The first team, however redeemed itself when they beat Wanderers 16 -10, compared to three weekends’ ago when they lost 49-38. Kudus surely showed the Wanderes that they are superior on home turf. It was a tough game, as both teams were determined to walk away as winners. Wanderers’ Wikus Jacobs scored their first and only try, but inside centre, Jacques Nel missed the conversion. They however received a penalty, which Jacques Nel took, setting the score

Arrows beat Waters Leandrea Louw

FNB Eleven Arrows beat LHU Blue Waters with a score of 2-0 on Saturday in the last round of the Namibia MTC/Namibia Premier League on Saturday, at the Kuisebmond Stadium. The coastal derby kicked off on a highnote when Arrows’ Jonas Sakaria, scored their first goal in the 3rd minute. Both teams played an action packed game, and kept everyone spellbound. Blue Waters tried hard to score, but their attempts remained futile, as Arrows defended fiercely.

At halftime the score stood at 1-0. Arrows’ Mapenzi Muwawei found a weak spot in the defense line of Blue Waters, and scored both the second and final goal for Arrows. The FNB Eleven Arrows walked away happily as the winners of this entertaining coastal derby.
