Namibian residents who plan on travelling to South Africa for the coming easter weekend are urged to have PCR tests done 72 hours regardless to being fully vaccinated before travelling, as the entry ports to South Africa no longer accepts vaccination cards (passports). Travelers to South Africa are required to present Digital COVID-19 Vaccination Certificates for entry into the country. A press release issued by the Namibian Ministry of Health and Social Services, indicated the process of issuance are still being fine-tuned, and the remaining work may take another 2 weeks. “The Ministry is engaging South African authorities on possible interim measures to facilitate entry for travelers from Namibia into South Africa until such time that the Trusted Vaccines System (TVS) is rolled out. In the meantime, those who wish to travel to South Africa are advised to obtain negative PCR COVID-19 test results, as required by South Africa.”

The ongoing crisis at Swakop Uranium Mine after the previous three-year exemption agreement on continuous operations shift arrangement expired/lapsed on 21 March this year, has led the workers to feel they are being exploited by the company. Negotiations on the exemption agreement started in November last year, when the Mine Workers Union and the mine could not reach an agreement. The negotiations, to this date remain unresolved. According to a trusted source who spoke to the Namib Times based on anonymity, the issue escalated, and the two parties had to meet with the Executive Director (ED) of the Ministry of Labour, Industrial Relations, and Employment Creation in Continues on page 2

main transmission supply to the existing NamPower Swakopmund and Tamariskia substations, the NamWater South bulk water supply scheme, feeding Husab Uranium, and the ErongoRed 33kV medium voltage reticulation. The design of the building will allow for all the high voltage equipment to be housed indoors in order to protect against the highly corrosive coastal and desert environment. This equipment includes compact gas insulated mixed technology switchgear (MTS) for the 132kV and 66kV switching systems, as well as gas insulated metal-enclosed switchgear (MES) for the 33kV switching system. Additionally, the substation will be supplied with two parallel 132kV overhead power lines from the existing Kuiseb Substation; upon completion of the substation building, the construction of these lines will commence with a target completion date of February 2024. Speaking at the briefing, Chief Operating

Officer of NamPower, Fritz Jacobs said, “What you see here today is one of the many investments that are continuously being made by NamPower, to build, strengthen and maintain the national grid in a superior condition so as to ensure an efficient, reliable and effective national transmission network. NamPower has put in place a Transmission Master Plan that makes provision for large transmission backbone developments across the country. This plan ensures the construction of new transmission lines, new substations and the upgrading of existing transmission infrastructure. The Transmission Master Plan is updated on an annual basis to ensure that the company maintains pace with the evolving electricity needs of the country to provide for the current and future national load requirements, as the demand of an expanding Namibian population will require, including the needs of an economy that is expected to recover and grow.”

The company is tyring to avoid paying overtime. Workers need to be paid normal overtime as per section 72 of the Labour Act that allow the exceeded 45 hours to be regarded as normal overtime and it should be payable through remuneration.” said the source. The source said, “the company is requesting some workers to volunteer to work over the weekend and giving the workers a voucher of N$200 for meals to lure workers to work on weekends, where in the Labour Act does it say the employer can recruit volunteers. The situation has become abnormal. Even from the mining side to operations, they are using a subcontractor to feed the crusher for them to receive the material to run through the mill.” This weekend will be the fourth weekend for the workers at Swakop Uranium to lose their Sundays, which they normally used to work. The source said working on weekends was the workers' initial benefit. The source further said, “ever since the eruption of this agreement, it has resulted workers to lose their usual benifits, they are just off over the weekend.” Despite all this, according to the source, there is another declaration that will only be expiring in October this year, which requires operations to run 24/7, and this is why the workers are still reporting on dayshift, afternoon shift and night shift. “Workers normally used to get paid for 33 hours per month. Currently the company is only paying for 13 hours.” In a letter from the Ministry of Labour Relations and Employment Creation to the mines management, the ministry acknowledged receipt of the exemption request by the mine's management. Attempts to get hold of the mine's management were not fruitful at the time of going to print.

Driver flees after striking another vehicle from behind Eileen van der Schyff

The driver of a Mercedes-Benz fled after striking a Volkswagen Golf from behind, causing the vehicle to veer off the road and overturn on the B2 highway between Swakopmund and Langstrand on Saturday evening, 9 April, a report from the police states. The three occupants of the Golf were treated for moderate injuries, before they were transported to hospital in a stable condition. The owner of the Mercedes-Benz reported to the Walvis Bay police station later that same evening with his son, claiming his son was driving the vehicle at the time of the accident. Rising food prices pose a serious threat to food security, health and education to already poor and struggling Namibians, making a basic sustaining life even more difficult, as Namibians will further be pushed into poverty with the price increases of basic foods - wheat flour, pasta, bread, rice, maize meal, instant porridge and sugar as of 25 April 2022. Namib Mills, Namibia's largest grain-processing company has confirmed the increase. Commercial Manager of Namib Mills, Pieter van Niekerk, confirmed maize meal will increase by 3%, pasta and bread (3%), wheat flower (6%), rice (3%), and sugar (3%). To make matters worse, this increment in food prices happens alongside a tripling of cooking oil prices and large increases in petrol prices, which will result in further food price increases. In van Niekerk's opinion, the Ukraine/Russia war is the cause to the increase of food products and global fuel price hikes. “The ongoing war between Russia and Ukraine has amplified the already increasing global food and energy costs. The world has seen large jumps in the cost of food over the last two months, van Niekerk explained. The price of global wheat has increased by 43% in only the last month according to van Niekerk who believes the main problem is trading too much and producing too little. An excerpt of a statement by the Basic Income Grant (BIG) Coalition of Namibia, reads: “The increase in food prices is attributed to the current war between Ukraine and Russia which led to shortages of wheat and sunflower products and an increase in global fuel prices. During the past five years, Namibia has been importing most of its wheat requirements from Russia. Overall, Namibia imports 60% of the total domestic consumption needs with most of the imports originating from South Africa. This leaves Namibia exposed to a high risk of food insecurity, especially the unemployed and those that live below poverty line. Therefore, serious efforts must be made to improve food security in Namibia by localising food production to reduce the dependence on other countries. Increased localised food production around existing dams and rivers has to be a key focus as it will also increase agricultural employment, for example in the form of agricultural cooperatives. The current food price increments are accompanied by the rising utility bills such as electricity, water and other municipal services which will lead to Namibians not being able to pay their utility bills. This will lead to people losing their homes due to repossession by the municipality therefor forcing them into squatter camps which prisent6s hazardous to their safety and health. This will lead to more land related conflicts whereby land grabbing out of desperation will increase. The situation of increasing costs of living will push more people into extreme poverty. This in turn will lead to more crimes, homicides, GBV and suicides, which have already been rising over the last 5 years. Namibia's suicide rate is estimated to be double that of the global average and is mainly driven by financial stress. These are ingredients which can lead to widespread discontent and civil unrest.

The quake, registering a local magnitude of 5.2 on the Richter scale, was recorded by ten seismic stations of the Namibian Seismological Network. These stations include Katima, Karibib, Ariamsvlei, Gobabis, Windhoek, Kamanjab, Opuwu, Rundu and Aus. The hypocentral depth of the quake occur-red at a shallow depth of 15km beneath the epicentre. Four aftershocks were recorded with magnitutes of between 2.2 to 3.7 on the Richter scale. More aftershocks are expected. The quake was felt in Otjiwarongo, Outjo, Henties Bay and Swakopmund. The ministry reported, a team of geoscientists will be dispatched to the field to

conduct an intensity survey of the earthquake. A dense seismic network was deployed in November 2021 to continuously monitor even more smaller earth-quakes around Kamanjab, Khorixas, Anker and Erwee, usually not detected by the Namibian Sesimological Network. The ministry further advices the public to take precaution measures when an earthquake occurs. When you are indoors, try going outside safely, if possible, otherwise find refuge under a table. If you are outdoors, find a clear spot well clear of buildings, trees and power lines. Stay and face away from windows. Watch out for falling objects.

Namibia's first major underground gold mine Contractor Byrnecut Offshore mobilises for B2Gold's Wolfshag, Namibia's first major underground gold mine. Mobilisation of Byrnecut's newest offshore contract for Canadian-owned Corp B2Gold recently commenced. The contract is located at the Otjikoto operation and specifically covers the new high grade Wolfshag Underground Mine, approximately 320 km north of the capital city Windhoek, Namibia. Wolfshag is Byrnecut's first mining contract in Namibia and the team includes 34 experienced expatriate miners from Australia, Indonesia and parts of Africa working jointly with 58 appointed local Namibians and B2Gold Otjikoto staff to ensure the success of what is the first underground gold mine in Namibia. Byrnecut said the client is currently upgrading the camp to accommodate all Byrnecut employees and ensure that it is a first-class facility. The contract for Wolfs-

hag is valued at US$112 million and consists of both development and production, including a total of 10 km of development and a total material movement of 3.2 Mt. The underground fleet is main from Sandvik Mining & Rock Solutions and currently consists of one DD422i DC jumbo, one DD422i jumbo, two LH517i loaders, three TH551 trucks and a DL432i production drill rig. In its full year 2021 results, B2Gold stated: “Development of the Wolfshag underground mine continues to progress with ore production expected to begin in the first half of 2022. The initial underground Mineral Reserve estimate for the down-plunge extension of the Wolfshag deposit includes 210,000 oz of gold in 1.2 Mt of ore at 5.57 g/t gold.

ERC to secure food security with World Food Programme Sharlien Tjambari

The Erongo Regional Council signed a five-year Memorandum of Understanding with the World Food Programme (WFP) on the implementation of the Sustainable Food Systems Programme (SFSP) on Tuesday this week [12 April]. SFSP is aimed at addressing key drivers of food and nutrition insecurity; stunting; the long-term trends of rising hunger; emergency preparedness and market access; distribution and consumption. SFSP is further aimed at creating livelihood opportunities and building resilience through implementation of new solutions and strate-gies to transform food systems. The Chief Regional Officer of the Erongo Regional Council, Ludmilla Doëses said, “this engage-ment has started last year with the World Food Programme initiating a memorandum of understanding to be signed between different regional councils. The time have now come for ERC to give meaning to that envisage MOU. So, our purpose of meeting today is to give that meaning, and to see that the MOU is coming into fruition.” The Namibia Country Director for the World Food Programme, George Fedha said, “we are here for collaborative engagements, we have worked in Erongo communities and councils even before the MOU. The reason why we are going further into food systems approach is that growing food alone is not enough, is growing healthy foods and not so going be-yond the growing, into processing and bring-ing value that makes the cost at the end of it lower at community level.” The objectives of WFP's support are to enable the regional councils to design and implement the SFSP in a transparent, effective, and efficient manner; prepare for and respond to emergencies swiftly and in a way that ensures continued food security and healthy nutrition to its population; coordinate and lead the management of the programmes under this collaboration; and to co-finance some of the identified projects 'components, subject to availability of funds. The MOU states that the WFP shall contribute financial resources or in-kind contribution towards food system, resilience and livelihood activities that directly and indirectly benefit the region, to aid implementation of technical assis-

tance in the following broad areas; policy and strategic guidance, system development and strengthening, capacity building and programme support, and knowledge generation and management. WFP shall also provide special training on nutrition package and on effective and efficient management of the projects, transfer of skills to the regional council employees and/or regional and constituency development coordination committees on the management of projects. The Regional Council shall be responsible for the facilitation and implementation of activities of WFP Country Strategic Plan to which it has direct and indirect benefits, identify land, with the consideration of other factors such as water, where sustainable food systems will be imple-mented, mobilise communities and identify beneficiaries in a transparent manner. The UN Food and Agriculture Organisations (FAO) defines food systems as the entire range of actors and their interlinked valuer-adding activities involved in the production, aggregation,

processing, distribution, con-sumption, and disposal of food products, comprising all food products that originate from crop and livestock production, forestry, fisheries, and agriculture, as well as the broader economic, societal, and natural environments in which these diverse production systems are embedded. The delegation also visited the Walvis Bay Correctional Facility after the signing of the MOU.

Meersig Park upgrade done and dusted Eileen van der Schyff

A park upgrade initiative by Walvis Bay residents, Nadja and husband, Sergio Figueiredo, has now left three of the town's playparks in a much better condition. With the help of the Walvis Bay Municipality and sponsors, the Meersig Playpark is also now transformed. “Give it a few months for the grass and plants to grow,” an excited Nadja told the newspaper in a telephonic interview. The park also boasts a small bicycle track for the children. Over the last few weeks Nadja has made it her mission to upgrade the Meersig Playpark, making it the third park that has been upgraded through a private initiative. “ Volunteers spent the day painting tires and helping with the finishing touches,” Nadja said. The aim was to make this an inclusive fun and beautiful park for every individual to enjoy as public spaces play such a vital role in the social and economic life of communities. Nadja said, “we are grateful that we have been able to upgrade yet another one of our parks for the community to enjoy. A big thank you goes to the Municipality and the sponsors for assisting us where possible to ensure the park is not left half-done as the costs escalated. Thank you to Baard Transport for all the pavers of the new main entrance; Seanam Fishing and Namops Logistics for the labour, transport, paint and hardware. Walvis Bay Lions Day/Night Golf fundraiser Eileen van der Schyff

The Walvis Bay Lion Club extends their gratitude to all who participated, including the sponsors and the Walvis Bay Lions, in their very well attended Walvis Bay Lions Day/Night Golf fundraiser event at the Walvis Bay Golf Club on Friday, 1 April. Twenty-two teams of three players each entered the competition, and all teams were awarded a prize. There was a prize for “nearest to pin”, and a Venter trailer was up for grabs for a hole in one on the 18th hole. Shotokan Karate Academy International (SKAI), held an illustrious Black Belt Grading ceremony on Saturday, 9 April, at the Plaza Hotel in Swakopmund. The grading ceremony was to honour the SKAI karateka who were successful in obtaining their black belts during a strenuous grading. SKAI karateka were tested for Black belt, and had a minimum of five-year experience, with some of them having as much as nine years training, in karate. The syllabus which they had to comply with is very stringent, resulting in all of them training and preparing since the beginning of 2021 for the grading. What followed was a display of karate in the highest standard. These world-class athletes prepared well, and notwithstanding the challenging regime that they had to perform, the karate was of exemplarily standard. Chief instructor of SKAI, Sensei Willem Burger, said before an attempt could be made to grade, all karatekas had to pass a theoretical test on karate related matters, and undergo a “gruelling” pregrading, where their level of skills displayed on all technical aspects were finely scrutinized by four senior instructors. Sensei Burger said, “the karateka were graded on aspects like, proficiency in basic techniques, proficiency in forms, proficiency in combat, fitness, etiquette and procedure, neatness and attitude, eye position, concentration and selfcontrol.” “To be successful, karateka had to demonstrate that they have the required skills, values and character traits required for the Shodan rank (1st degree Black Belt). Throughout the grading the candidates were also subjected to testing of mental toughness, perseverance, character and respect,” Sensei Burger said. Sensei Burger added, SKAI is humbled and privileged to honour so many black belts. Sensei Willem Burger reminded the candidates, as black belts, they now also fulfil the role of the modernday Samurai.

Sensei Willem explained that wearing a black belt does not mean you are invincible, it does mean that you never give up, you are prepared to work past pain and disappointment and do not cave into your doubts and above all you are prepared to face your fears. The grading panel, consisting of the three highest graded Shotokan Karate Academy International karateka, were very impressed with the standard displayed by the karateka. SKAI is extremely proud of the achievement of the following karateka and gladly welcomes these warriors to the Shotokan Black Belt scroll of honour. SKAI Swakopmund hosts open Rudi Bowe karate tournament The Shotokan Karate Academy International (SKAI) Swakopmund hosted and open karate tournament last Saturday 9 April at the MTC Dome in Swakopmund. A total number of 127 entries from the age as 4 and older in categories that consist of kiddies, juniors, and senior belt groups from dojo's in Swakopmund, Walvis Bay, Windhoek and Tsumeb competed in the tournament that was the first with both kata and kumite categories since 2019. SKAI Swakopmund hosted a kata tournament for the SKAI dojos in October 2020, therefore the athletes have been longing for a tournament to fully exercise their sport and to compete against each other. The main purpose of our tournament is development of athletes and officials and to promote karate as a sport that can be enjoyed on both levels of traditional and sport karate. It is also partly in preparation for our SKAI selected Namibian Karate Training squad athletes to participate at the upcoming AUSC Region 5 championships in Durban during May 2022. Sport karate events (WKF based rules) are 17 and traditional events (JSKA based) are 50 which are 67 events for the day. Winning or losing was not really the aim, but to award all participants with their rightful ranking, all participants were also spoilt with a little gift to take home as a reminder that sport can be both challenging and rewarding. SKAI Swakopmund endeavours to host a tournament every year since 2012. Only during 2021 it was not possible due to the pandemic, but the next SKAI Swakopmund tournament shall be hosted again in 2023. During the month of July, the Windhoek dojo aim to host the SKAI Nationals in Windhoek and during October 2022 the Walvis Bay Dojo usually aims to host a development tournament in their town.

Easter Spin at Swakopmund Spin City Team Kyle presents the Easter Spin on Saturday, 16 April, at the Swakopmund Spin City. As it has been a tradition for the past three years, this event is a fun filled day for motor sports enthusiast, to come out and enjoy the day. The event does not only include burning rubber, but we will have a live DJ as well. DJ Valen is known for his ability to keep crowds both young and old entertained. We have the pleasure of having a South African spinner in our midst, Zarn Wichman, with his M20 stunts a pure bliss to see. Team Kyle renowned spinner Kyle will entertain crowds with two V8's and his M20. Kyle is popular for his 360's, kitchen to kitchen stunts. The line-up includes legendary guys, Cellos, Christo, Gert, Damo1000, Oom Chris, Karel, Mark, Logan, Markie, and youngster Champ Enzo. As usual the only girl currently in spinning, Ayanda will also grace us with her performance, and we must admit the girl has power under her foot. We are planning a ''convoy drive through'' in Walvis Bay for Friday, 15 and Saturday, 16 April, at Swakopmund respectively, as we want the fans to meet the spinners and interact. Bring along your family, camping chairs and come enjoy this day with Team Kyle. Beverages and food will be on sale at the venue.

Rudi Bowe Kudus went to the top of the Rugby Premier League log, after recording their second win against the defending champions, FNB UNAM Rugby Club's premier league side on Saturday, 9 April,at the Tamariskia Sports Fields in Swakopmund. Kudus pulled off a surprise 20-5 victory against students from Windhoek inthe Namibian Rugby Union (NRU) premier league. The harbour town boys took the lead in the first half through a try and a penalty kick by left wing Aston Mukwiilongo for a score of 8-0 at half time. Kudus scored three tries through left wing Aston Mukwiilongo, flanker Te r t i u s A r a n g i e s a n d substitute back, Rayton Paulse, while Mukwiilongo added a penalty, and fullback Lloyd Jacobs a conversion. Left wing Shareave Titus scored a solitary try for UNAM. With the start of the second half, Kudus stretched their lead with a try by second row Tertuis Arangies before UNAM left wing, Shareave Titus scored a solitary try for the students. Late in the second half, replacement scrumhalf, Rayton Paulse dived over for the third and final try for the home side. Full back Loyd Jacobs was successful with the conversion for a 20-5 victory over UNAM. Defending NRU Reserve League Champions, Kudus II, lost their second league game against UNAM II at the Tamariskia Sports Fields in Swakopmund.

Hat-trick for Revivals at Doc Tournament

The students defeated the coastal side with a score of 283,with tries by Keanan Januarie, Tonderai Nduzo and Vomembo Shipepo with UNAM fly-half Rudi Pretorius successful with three penalties and two conversions. Kudus's fly-half Giovanni Izaaks converted a solitary penalty for Kudus. In the women's league game, the UNAM Springbokkies beat the home team Kudu Bokkies 19-10at the Tamariskia Sports Fields in Swakopmund. Two early tries by Faisal-lee Tjivava and Erenstine GomKhaises put the home team in the lead with a score of 10-0. Two tries by Kaurirongua Munganda and Yashmine Abdulkarim and two conversions by Veripamue Kamburona give the visitors a 14-10 halftime lead. A solitary try by Munganda in the second half gave the UNAM Springbokkies a 1910 victory over the Kudu Bokkies. Mercahndry Hendricks and Bianca Manuelle scored the only two tries for the coastal women and for the Huskies, Roberta Fabio (3),Chevonney De Klerk,Roberta Fabio, Mbitjita Matuzee,Natalie Wilhelim and Charlise Basson was the try scorers whilst Chevonney De Klerk was successful with five conversions. On 23 April, FNB Kudu Rugby Club I and II and well as the Kudu Bokkies will travel to Windhoek for the next games in the deferent NRU leagues against Trustco United and Sparta United will host Northern Force at the harbour town.

Revivals Volleyball Club Windhoek, retained the Bank Windhoek NVF Open Doc Tournament Cup as they beat arche rivals Namibian Defence Force (NDF) ladies' team 3:2 in the women's final on Sunday, 10 April at the MTC Dome in Swakopmund. The men's final was won by Active Performance Academy who beat last year's runner ups, KUDOS with 3-1. The 2022 Bank Windhoek Doc Tournament attracted a record number of teams and players. Twenty-two men's and 16 women's teams resulted in 38 teams with about 532 players from Katima Mulilo, Oranjemund, Rundu, Ondangwa, Oshakati, Otjiwarongo, Swakopmund, Walvis Bay, Grootfontein, Mariental and Windhoek. During the tournament, the defending champion in the women's category, Revivals Volleyball Club, successfully defended their title as they won all their group games before beating Oshana Nampol 2-0 (25-15 and 25-23) in the semi-final. The final was tight, Revivals won the first set 25-16, but in the second set NDF hit back and won the set 25-23. The score on the scoreboard 29-27 was in favour of the defending champions. NDF ladies secured the fourth set 25-21 to keep the race open for the cup. In the deciding set the defending champions kept their composure and won the set 15-7 for a hat-trick. NDF beat KUDOS 2-0 (25-20 and 25-22) in their semifinal. Kudos defeated Oshona Namcol 2-0 (25-23; 25-18) in the third-place playoffs. Revivals won the women's category followed by NDF, KUDOS Sports Club, and Oshana NamPol. The men's final was between Kudos and Active Performer Academy (APA), in which APA won by a 3:1 (25-23: 2426: 25-10 and 25-15). Active Performers Academy beat Windhoek Nampol 2-1 (23-25;25-15 and 20-18) in their semi-final and Kudos defeated Namibian Correctional Service 2-0 (25-23;2624) in their semi-final. Namibia Correctional Service clinched the third place with a 2-1 (25-22;18-25 and 13-15) victory over Windhoek Nampol. Active Performer Academy won the men's category, followed by Kudos Sports Club, Namibia Correctional Service, and Khomas NamPol. The winning men's and women's teams each scooped N$8000, gold medals and floating trophies, while the runners-up got N$6000 and silver medals each, N$4000 and bronze medals for each of the third place teams and N$2 000 for the fourth-place teams each.

Joel Mathews, Chairperson of the Namibian Sports Commission, opened the Tournament. Freddy Mwiya, the Chief Administrator of the Sports Commission, also attended the event to assess the growth of sports. In their remarks, the duo commended the NVF for the excellent work in taking volleyball to nearly all corners of the country. Hillary Imbuwa, President of Namibia Volleyball Federation (NVF), said the Federation would work hard to create more volleyball opportunities for the youth. “The Federation hosted yet another successful Bank Windhoek Doc Tournament”. "We still want to grow the Tournament bigger and better to host it over four days. The exciting part is that the youth representation among the players stood at 80 percent," concluded Imbuwa thanked all the teams, players, officials'and spectators for making the event a huge success. “Without you this tournament would not be possible. We are all winners.”
