A Class 34 acid tank freight train with a consignment of sulphuric acid destined for Rössing Uranium Mine, derailed late yesterday after it departed from Walvis Bay. The train carrying around 11 acid tankers derailed on the route behind the dune belt. Some of the sulphuric acid from a single tanker that capsized when the locomotives derailed, spilled, but the hazardous fluid was contained swiftly by the TransNamib Acid Re-

sponse Unit, to safeguard the direct environment from contamination. The sulphuric acid is used for extraction processes at the mine. The Executive spokesperson of TransNa-

mib, Mr Struggle Ihuhua, told namib times later last night that the recovery unit was on site. According to Mr Ihuhua the two train drivers sustained no injuries. He said

the train had derailed due to sand on the tracks, and bad weather conditions. He said no rail services leaving from Walvis Bay would be available until further notice, and train

services would only be available from Swakopmund, the nearest train station. He said they were working around the clock to restore services as soon as possi-

ble. Investigations were ongoing, and the extent of the damage was unknown when going to press.

per cent by significantly investing in various sectors such as energy, road, rail and telecommunications. “Without these supporting infrastructures our firms cannot be competitive,” he said. The president stressed that the country need significant financing in order to develop the critical infrastructure as a step towards taking Namibia to the next level of development. He noted that Namibia has significant natural resources, however, people do not eat natural resources, adding that people want food and access to basic services, quality health and quality education. The head of state said the country needs to unlock the wealth in Namibia for the

President Hage Geingob (pictured) has called for new partnership agreements between developed and developing countries, where all parties are considered equal. Geingob said this on Monday in a statement prepared for delivery at the Third International Conference on Financing for Development underway in Addis Ababa, Ethiopia. He called for a partnership based on equality, transparency and mutual trust. the European Union. Geingob said development financing and the mechanisms that govern it should also change and become relevant to the realities of the time. He noted that inequality is one of the greatest challenges developing nations are facing at present, and it has the potential to undermine the efforts to promote sustainable development, not only on the domestic front but also in the world in general. “It is possible that if we pull together as humanity, under the umbrella of the UN, we will be able to arrest the increase of poverty in developing countries and open the doors towards a future of shared prosperity and global prosperity,

“Let us relegate to the dustbin of history, those partnerships where people sitting in boardrooms in the developed world dictate terms that are forced upon us such as what transpired during the Economic Partnership Agreement (EPA) negotiations (with the European Union),” he said. Namibia agreed to sign the EPA in July 2014, and negotiations on the EPA successfully ended last year; the parties are waiting to sign the documents this year. Geingob will also use the opportunity at the 3rd United Nations (UN) Conference on Financing for Development to call upon the international community to do away with the classification of Namibia as an upper middle-income country. Geingob says due to the unfair classification of Namibia as an upper middleincome country that narrowly focuses at Gross Domestic Product (GDP) at the cost of its distribution, Namibia is unfairly deprived of much-needed concessional development

finance. The President is of the opinion that the classification does not take into account the uneven distribution of wealth in Namibia. “In Namibia, we have abundant natural resources, however, due to lack of development some of these resources remain dead capital,” he said. Over 400 youth attended the AR meeting held in Kuisebmond on Saturday

“We shall occupy the land” - George Da Silva Hishitelwa, AR Mavourlene Gaes The Affirmative Repositioning (AR) group in Walvis Bay invited the youth in the harbour town to a gathering on Saturday in front of the Kuisebmond stadium. The meeting was called to give feedback to the community about the outcome of the AR legal consultative forum that was held in Windhoek on 4 July, and also to plan action around their threat to occupy municipal land in Walvis Bay, on 31 July. This second meeting of AR was spearheaded by Affirmative Repositioning Coordinator, George Da Silva Hishitelwa, who explained they would occupy land for residential purposes should no viable solution be reached before the set deadline. “We are tired of so-called procedures that only work for politicians, their families and their girlfriends. We’ll occupy the land, we are organising and will occupy until the end of time”. At the meeting Mr Hishitelwa informed the group that they had been in negotiations with the Walvis Bay Municipality but were left with the impression that they were not being taken seriously. “We have given them approximately eight to nine months to come negotiate with us and recently one of our people told us that the land applications went to the dustbin”. He urged the youth to stand together and prepare themselves because, come 31 July, they were “going to occupy land in Kuisebmond, Narraville and in Meersig.” “Do not be afraid of getting evicted as there is no law to stop us. If an unfortunate incident happens and one of you get apprehended we have a donation of N$100

000 to bail you out. If they want to arrest one of us then they should arrest all of us”, he threatened. Hishitelwa added that they had no intention of grabbing occupied land but were going after unoccupied municipal land. Maria Shilongo, a member of AR, told the newspaper that she had applied for NHE housing back in 2004, but up to this moment nothing had happened. Affirmative Repositioning was initially started by Job Amupanda, Dimbulukweni Nauyoma, and George Kambala in November last year. They occupied erven in Windhoek’s Kleine Kuppe suburb and the idea of landownership through affirmative repositioning has since spread like wildfire amongst the youth all over the Country. The deadline for their demands is around the corner. Against this background and amidst news of chaos over the past weekend, due to attempts by reportedly hundreds of young Namibians in the Goreangab area on the outskirts of Windhoek, who wanted to grab unoccupied public land, thousands of Walvis Bay youth are gearing up to “take possession of municipal land by means of affirmative repositioning”.

The Erongo Regional Science Fair of Primary and Secondary schools took place last week Wednesday and Thursday at the Walvis Bay Civic Centre. At this juncture, the National Team that will represent the Erongo Region in Windhoek, at the National Science Fair, was also selected. Over 100 projects were at display at the Regional Science Fair. In her keynote address, the Mayor of Walvis Bay, Ms Uillika Nambahu said ‘science has an important role in improving society and what we dream about today can change tomorrow. The future depends on the vision of young and inspired people like you.” The learners from primary schools who were chosen to represent the Erongo Region are Selma Kalimbo, Priscilla Shangolo, Paulus Kashimbode, all from Flamingo Primary School, Nicolai van der Riet from Namib Primary School, Corban Le Fleur from Narraville Primary School, Alzano Cloete and Amar Brandt from Swakopmund Primary School and Vialli Visagie, Ane Nel, Ronan Oliver from Walvis Bay

The Best Primary School was the Flamingo Primary School and the best secondary school was Kuisebmond Secondary School. The award of Dux participant was also awarded to Omar Van Reenen.

At this occasion, as a formality, the Mayor handed over the scholarships received from Oswego State University of New York, to three learners who represented Namibia in the States, recently. The three learners were, Chris Gude, Omar Van Reenen and Gaironeeza McClobo. In her remarks the Mayor had also said, “the primary objective of holding these and other motivational events is to assist in creating a need for learning and facilitate a competitive spirit amongst our learners and through that ensure that our country has the necessary hunger for the provision of science and innovative solutions. While facilitating this competitive spirit, we are hoping that all our learners keep their eyes on being awarded the best in a given

subject such as Mathematics, Engineering, Science and Communication and through that encourage them to perform at their very best.” “It is through such initiatives that we as the parents are showing our children the seriousness and the need for the attainments of excellent results. The century we live in today has a great appetite for people with innovative ideas aimed at solving challenges faced by the health and other sectors in order to improve the quality of life of our people.” She also actively encouraged parents and guardians to create a suitable environment for children to learn and study at home or to come up with innovative projects.

Money laundering, crime, drugs, financing of terrorism being addressed

Senior Judges and Magistrates from 13 out of 17 Eastern and Southern African Anti-Money Laundering Group Member States is gathering in Swakopmund, this week, for a Judicial Retreat. The main purpose of the Retreat will be to deliberate on issues pertaining the effective and timely civil and criminal adjudication of matters involving Money Laundering, Terrorist Financing and Proliferation Financing, inclusive of asset identification, freezing and forfeiture of property obtained with proceeds of crime. The Retreat will be addressed by an expert Senior Judge, Mr Justice Hopmeier, Senior Circuit Justice at Kingston, England, United Kingdom who is also an expert on Predicate Offences to Money Laundering, Money Laundering, Terrorism Financing and Proliferation matters. Attending Judiciary will be availed with the opportunity to share experiences and challenges faced in effective and timely adjudication of civil and criminal matters involving Money Laundering, Terrorism Financing and Proliferation Financing and the development of regional best prac-

tice to overcome identified challenges. A major outcome of the Retreat will be a compilation of an electronic compendium of leading and persuasive case law across the globe. This compendium will be availed to the Judiciary to assist them in the adjudication of matters involving Money Laundering, Terrorism Financing and Proliferation. In 2012 an assessment was done by the Anti-Money laundering and Combating the Financing of Terrorism and Proliferation Council (AMLTC). Weaknesses and vulnera-

bilities were identified including a lack of capacity and skill to effectively and timely investigate, prosecute, identify, seize and freeze proceeds of crime. This Retreat is therefore part of the intervention to build capacity and address these weaknesses and vulnerabilities as it is required of the Judiciary to actively, effectively and timely play a vital part in this global fight; Be vigilant in preventing tainted property from being diminished or placed out of reach of Law Enforcement, before justice has taken its course; Strike a fine balance between the interest

and moral fibre of society and the rights of criminals; and Prevent the respective jurisdictions National Financial Systems from being abused for Money Laundering, Terrorism Financing and Proliferation purposes. The Retreat, being the first of its kind to be held in Sub-Saharan Africa, is generously sponsored by the United Nations Office on Drugs and Crime’s Global Anti-Money Laundering Programme, the Namibian Government and the Eastern and Southern African Anti-Money Laundering Group.

point by just grabbing land. Ethiopia has made significant progress in housing delivery and rural poverty reduction, and Namibia hopes to learn from the East African country. In addition to the conference and the special outreach on housing and poverty, Geingob will also be engaging in a number of bilateral side events, aimed at cementing Namibia’s relations with its international partners.

Some confirmed events include meetings with the prime ministers of Sweden and Italy, as well as a meeting with the director general of the UN Population Fund (UNFPA). The President is also expected to solicit meetings with additional strategic partners that could assist Namibia in financing its developmental objectives at favourable terms. Geingob is accompanied by Deputy Prime Minister

Public Service celebrated in Swakopmund

The Ministry of Health, in collaboration with the Erongo Regional Council, have organised an African Public Service Day (APSD) in Swakopmund, last Friday. Senior officials from all 14 Regions' health fraternity attended the celebration.

In his speech, presented to attendees by Swakopmund Regional Councillor, Juuso Kambueshe, Erongo Governor, Cleophas Mutjavikua, noted that this day provides an opportunity to reward good initiatives and achievements in the public sector. This day also provides a platform where public servants promote values, such as professionalism, accountability, responsiveness, ethics and improved performance in the public service. The 2015 Africa Public Service Day was celebrated under the theme, “The role

of public service in women empowerment, innovation and accessible service delivery.” Mutjavikua further noted that Namibia's public service does not promote discrimination on the basis of origin, race, gender, disability, ethnicity, political affiliation, or any other considerations. “It is therefore important that our public service policies do not discriminate against any segment of society,” Governor Mutjavikua's speech reads. He urged Government institutions to strive towards bringing about innovative ways of delivering

achieving the vision and mission of your institutions, and promote a culture of continuous improvement of performance,” was his message to the public

service employees. A mobile clinic for blood pressure testing was available at the premises for voluntary testing, and the Governor advised the public servants to

make use of it, as shocking statistics from a recent Health Survey (2013) indicated that 45% of adults in Namibia suffers from high blood pressure.

Africa Public Service Day is commemorated annually in Africa, and the main event for 2015 took place in the Ohangwena Region in Eenhana.

Topnaars to celebrate history Leandrea Louw The Topnaar Community will host their yearly festival at Utuseb, from 29 July, with a grand opening ceremony, to 2 August.

Chief Seth Kooitjie, leader of the Topnaar Community, gave a bit of background to what the festival entails. “On the very first day of the Festival we celebrate our very own 'heroes' day', where we visit the graves of the previous leaders and their families of the community at Sout Rivier. Here a 'holy fire' is also set alight; this is done by the oldest man and woman of the community. From this fire, another fire is set alight at Utuseb, which will burn throughout the festival.” Chief Kooitjie, also explained the importance of this festival. “Culture and tradition

plays a big role in who we are, where we come from and where we are going. This festival is all about celebrating culture and history to rekindle a sense of pride into our people, especially the younger generation, to let them see who they are, where they come from and where they are going. We, the Topnaars have such a rich history. The very first Topnaars we can date back to as far as the 14th century. We can honestly say that we are the founding fathers of this town. We have copies of books and journals proving that the Topnaars were the first to occupy the land along the coast. We also have

proof that we were the very first traders with the Europeans, with all sorts of goods, and even the fresh water holes, which was located in the Walvis Bay area. Some of these water holes are still here today. We have a rich historic background as Topnaars and we can say with confidence that we were the first occupants of Walvis Bay”. He says it is the duty of each tribe, to exercise their traditional rights, and their fundamental rights of their very own tradition and culture. “Another aspect of this festival will be - we forged an agreement with the Namibian

Conservationists to hunt a few animals, to give everyone the experience of hunting and killing an animal, and slaughtering it, like it was done in previous years. Throughout the festival, there will be a series of programmes for the young people to give them a small insight to their ancestors and their history”. “The whole focus of this festival is to bring everyone to together and to rekindle that sense of pride and love. Another purpose this festival will serve is as a call to Government to give the Topnaars Communal land rights. We want the public and the Government to recognise us as a tribe, as a community. We were the very first to develop this town, we all are living in now”.

“We are also not here to force Government or anyone else to give us back what is rightfully ours, we just want the recognition. In the numerous documents we have, one can see, how far back our history stretches. In the one document, is a petition of Chief Piet Haibeb, to Sir Hercules Robinson, Governor of the Cape Colony in 1883, to declare the 'Walfisch Bay area as part of his territory', so that he and his people could live in a safe and secure environment.” Anyone who is interested to see the Topnaars in their full historic glory, or who wish to participate in the festival, whether it be schools or institutions, can contact the Chief's office at 064 207103.

A second suspect was arrested in connection with the robbery and murder of a tourist at the Lianshulu Village in the Zambezi Region. The two suspects are currently in custody at the Katima Mulilo Police Station. Both face charges of theft and murder of Andre Christian Meier, 42, whom they allegedly robbed before stabbing him to death on Friday morning at the Kongola Constituency. The suspects’ identities are withheld pending their first court appearance. Yesterday, Warrant Officer Lungowe Mapenzi of the Katima Mulilo Police Community Affairs and Public Relations Office told Nampa both suspects hail from the Lianshulu village, where they are known for their criminal activities, such as rape, housebreaking, poaching, robbery and assault. One of the suspects was on bail at the time he allegedly robbed and killed Meier. The suspects will appear together in court this week, said Mapenzi. On Sunday, the first suspect to be arrested

was found with items and an undisclosed amount of cash, which he and his accomplice allegedly stole from Meier’s vehicle. That suspect was also found with bloodsoaked clothes and one pair of shoes matching shoe tracks at the crime scene. Narrating details about the incident, the warrant officer said preliminary information indicates that Meier and his 29year-old female companion were attacked while camping in the area. As a matter of fact, the woman is from Switzerland and not Swaziland as reported by Nampa earlier. Mapenzi said the couple was apparently asleep when two men wearing balaclavas and armed with knives, tore open and gained entry to the tent they were sleeping in and kidnapped them between 01:30 and 02:00. The robbers tied the couple up and ordered them to get into the

tourists’ vehicle, which one of the suspects then drove. The vehicle got stuck in the thick bush, upon which the suspects started searching the vehicle and found N$10 000 and 300 Botswana Pula. However, before escaping on foot, one of the robbers pulled the woman from the vehicle in an attempt to rape her but Meier managed to free himself and defended her and in the process a fight ensued between the men. During the fight, Meier was stabbed five times in the stomach, chest and back and when the robbers saw he was getting weak, they ran off. The woman only managed to find help shortly after 06:00, when she unknowingly walked into the camp of the Namibian Special Field Force in the area. 'Struggle kids' are violent people by nature: Police Inspector

The police officers were preventing the group from reaching the Swapo Party head office along Leonard Auala and Hans-Dietrich Genscher streets in Katutura that fateful day. Muyambango said the struggle kids are troublemakers and disrespectful people, who showed no kind of respect to anyone, including the country’s leaders and senior citizens. “The struggle kids are violent people by nature. The struggle kids are ‘normally born violent’ people. They were not willing to listen to any person during the incident at the Swapo Party head office on 27 August 2014. The struggle kids were armed with sticks, steel pipes and knobkieries and because they were vio-

lent that day we called in the members of NamPol’s Reserve Unit to come and handle the situation,” he told High Court Judge Christie Liebenberg who presides over the inquest. According to Muyambango, a member of the struggle kids was allegedly armed with a firearm and was the one who fired a single shot in the air when the group was walking passed the Hakahana Service Station in Katutura in the morning hours on 27 August 2014 while on their way to the Swapo head office. “The identity of the person (struggle kid) who fired a shot in the air at the Hakahana Service Station is still unknown until today,” he said. Another police officer, Constable Jerome Basson

told the inquest that he had not seen any of the struggle kids carrying a firearm that fateful day. Basson said the situation became violent and chaotic at the entrance of the Swapo head office shortly after the law-enforcement officers were given instructions to conduct strip searches on all the struggle kids for possible dangerous weapons. “During the body searches (strip searches), we (police officers) we did not find any firearm or firearms on the struggle kids, apart from sticks, a spear, pipes and knobkieries,” said Basson. He further said that during the incident, the law-enforcement officers were armed with firearms, pepper-spray equipment and rubber batons.

The constable said he heard a shot fired from the direction of the struggle kids and the rest of the shots were fired by the law-enforcement officers. Meanwhile, the bullet that claimed the life of Ndatipo has not yet been found. Neither Namibian Police Force (NamPol) investigating officers nor forensic investigators from the Office of the Ombudsman could find any spent bullet at the scene of the crime. This was said by retired Chief Public Prosecutor, Danie Small in his evidence-in-chief at the start of the inquest on 09 July 2015. Small, who is now an investigator in the Office of the Ombudsman, said a total of 25 spent cartridges were found at the scene of the crime, and the majority

A senior member of the Namibian Police Force (NamPol) said the ‘Children of the Liberation Struggle’ are violent people by nature. Inspector Bernard Muyambango said this in Windhoek yesterday, in his evidence-in-chief on Monday during the hearing of an inquest into the death of the late ‘struggle kid’ Frieda Ndatipo, who was shot dead allegedly by members of NamPol on 27 August 2014 during a scuffle between a group of struggle kids and law-enforcement officers.

Swakopmund Matters

It was revealed this week that the Ministry of Fisheries and Marine Resources are in possession of a scoping study that was done specifically to determine the impact of marine phosphate mining on the seabed environment, and on fisheries. At a press conference earlier this week, the Minister of Fisheries and Marine Resources, Hon. Bernard Esau called for an inter-ministerial committee comprising the Ministry of Mines and Energy; and the Ministry of Environment and Tourism to jointly address the contentious issue of marine phosphate mining following the lapse of the 18month long cabinet moratorium earlier this year. He made the proposal in response to a query posed by the Economist when asked what was going to happen following the lapse of the moratorium. He said “We need an interministerial committee especially on the study concerned.” A scoping study pertaining to the issue of marine phosphate mining, according to Esau, had been completed. Newly appointed Permanent Secretary in the fisheries ministry, Dr. Moses

Maurihungirire was also on call to respond to phosphate mining queries. “Particular issues pertaining to the scoping report are done. We are currently at the level of examining the scoping report. I have received the report but I do not want to disclose [it]” he said. Added Esau “presently Cabinet has not expressed itself on the moratorium.” To the chagrin of prospective marine phosphate mining operators, he said “the world is not going to end today, that is why we need to take our time” and added that he was awaiting a legal opinion on the moratorium itself. The Minister of Mines and Energy, Hon Obeth Kandjoze was quoted in May this year as saying “I appeal to relevant agencies of Government to find an amicable solution to the way forward without jeopardising the interests of any stakeholders. The morato-

rium on phosphate mining is raising eyebrows. Phosphate right holders cannot be stopped by law after licences were already awarded and the Government won't be held hostage to legal actions. This situation presents us with a legal conundrum.” Speaking in May 2015, former president of the Chamber of Mines of Namibia Werner Duvenhage said worryingly, “the Chamber remains concerned that the 18-month period of the Cabinet Moratorium on marine phosphate mining which was declared on 17 September 2013 has lapsed in March 2015 without much progress on the desired scientific studies to address concerns by the fishing industry”. According to this report mining and drilling companies are making plans to

extract natural resources from previously untapped deep sea beds, yet protections for the ocean floor remain limited. This point is central to what is concluded: As is so often the case, business interests are outpacing regulatory protections -this time in the realm of deep-sea mining. "Our purpose is to point out that the ISA has an important opportunity to create networks of no-mining Marine Protected Areas (MPAs) as part of the regulatory framework they are considering at their July meeting," Lisa Wedding, a scientist with the group and lead author of the new report, explained in a recent press release (2). "The establishment of regional MPA networks in the deep sea could potentially benefit both mining and biodiversity interests by providing more economic certainty and ecosystem pro-

tection." The ISA is a U.N.-backed intergovernmental organisation tasked with regulating mining activities in the seabed outside national jurisdiction. The body, which has already granted more than two dozen exploratory permits to national and private mining interests, is currently meeting in Kingston, Jamaica. Conservation groups are calling on the body to cease is suing permits until stronger regulatory protections are established. "Deep-sea areas targeted by mining claims frequently harbor high biodiversity and fragile habitats, and may have very slow rates of recovery from physical disturbance," said Craig Smith, co-author of the report and professor of oceanography at the University of Hawaii at Manoa. OPINION ON ALLGEMEINE ZEITUNG PUBLICATION ON SWAKOPMUND KARNEVAL

1. I have been requested by the Editors Forum of Namibia to provide an opinion on the publication of certain photos of the Swakopmund Karneval by the Allgemeine Zeitung newspaper on 29 June 2015.

2. Namibia

Media Holdings (NMH), the owners of the Allgemeine Zeitung newspaper, issued an unequivocal public apology to all Namibians for the insensitive and offensive photos published and indicated that it “deeply regrets the error of judgment and bad journalism”.

3. The offensive photos referred to are two photos. In one photo three members of the

public participating in the Karneval wear Ku Klux Klan (KKK) outfits and in the second photo three members of the public wear Blackfaces. The Karneval was held under the theme “30 years Küska with the Swakopmund Mafia”.

4. The following caption appeared under the photo with the KKK outfits: An imaginative/resourceful costume that requires little description: Armin Schommarz, Erik Kolb and Tommy Kittel (from left to right) were dressed as KKK.

5. The following caption appeared under the photo with the Blackfaces outfits: Put much effort into their Make-Up: Tanya Uys (disguised as a ghost), and the “staff” of Salz-Gossow: Aubrey Brooks, Lee and Zander Coetzee (from left to right).

6. The following short article (translated from German language) appeared on the page with several photos including the two “offensive photos”. Colourful and vibrant costumes at Küska Maskenball Once again, many visitors attending the Masked ball of the Swakopmund Carnival “Küska” made a lot of effort with their costumes. It was unfortunate though that the number of visitors has declined once again like is has over the past few years – this is a nationwide trend. Still, it was hard for the jury to choose the best costumes, the winners were awarded with a money prize. As expected many people dressed up according to this year’s motto “30 years Küska with the Swakopmund Mafia” and subsequently wore suits. Others were in many other ways very resourceful.

7. The KKK is a self-declared white supremist organisation based in the United States of

American Scholarships for Erongo Students Students from Duneside Private High School in Walvis Bay, were selected to represent Namibia at the Genius Olympiad International High School Science, Technology, Engineering and Environmental Fair at the State University of New York in Oswego, USA. Eusebio Omar van Reenen (Grade 12), Christon Gude (Grade 11) and Gaironeeza Maclobo (Grade 11) spent 2 weeks in the United States and performed excellently at the Science Fair.

America (USA) that is responsible for the killing of many black Americans and their socalled white “supporters” or “sympathisers”. Many sources classify the KKK as a “subversive or terrorist organization”. Recently, on 17 June 2015 a member or sympathiser of this organisation shot nine black people during a church service in a historical “black” church in Charleston, South Carolina, USA. Currently there is an ongoing campaign of arson attacks against “black churches” in the USA.

8. “Blackface”

is the term used for the characterisation of black plantation slaves and freed slaves by white actors and performers to ridicule black people and originated in the USA in the 1800’s. This type of caricatures took a firm hold on the American imagination that audiences expected any person with dark skin, no matter what their background, to conform to one or more of the blackface stereotypes1. To quote from the Blackface webpage (http://black-face.com/blackface-clowns-history.htm):

Every immigrant group was stereotyped on the music hall stage during the 19th Century, but the history of prejudice, hostility, and ignorance towards black people has insured a unique longevity to the stereotypes. White America’s conceptions of Black entertainers were shaped by minstrelsy’s mocking caricatures and for over one hundred years the belief that Blacks were racially and socially inferior was fostered by legions of both white and black performers in blackface.

Blackface characters could be regarded as very insensitive and offensive to the majority of Namibians who suffered under racial prejudice, discrimination and apartheid not so long ago. In my view it would be the same as dressing up as Nazi SS or Gestapo members on the one hand and Jewish concentration camp prisoners on the other hand. The NMH was therefore correct to describe these images as “insensitive” and “offensive” in the Namibian context.

10. Whether or not the action of the Karneval participants could be regarded as their freedom of expression under the Namibian Constitution is for the courts to decide, but what is very clear is that it could be offensive to the vast majority of Namibians.

11. The question to be addressed in this opinion is whether or not the action of the Allgemeine Zeitung newspaper in publishing these pictures and the accompanying captions are against the Namibian Media Code of Ethics. In my view the publishing of the photos in itself is not offensive because it was a public event, factual and possibly in the public interest to show the ignorance of certain members of the Namibian society. What is however of concern is the captions and the accompanying “story” that is quoted above. In the accompanying story and captions the newspaper is oblivious to the potential harm and offensive nature of these images. It would even appear that the newspaper supports this offensive behaviour, because there is no reference to the fact that the majority of Namibians might find this offensive. 12.I am therefore of the view that the newspaper failed to present a fair and objective view of the offensive behaviour and did not act in the best interest of the public by indirectly supporting such behaviour. 13.The owner of the newspaper has issued an unequivocal apology for its error of judgment, but is this enough in the circumstances? I would expect the owners to take some form of disciplinary action against the journalist and editor, conduct some racial sensitivity (anti-racism) training for its staff and publish a series of anti-racism articles to educate its readers on the dangers of such offensive conduct. 14.I trust that this clarifies my opinion on this unfortunate matter. The delayed announcement by Government that an imminent rent control and property regulation is in the pipe-line, is a cause for celebration – albeit belated.

To herald I will complement the powers that be for the foresight, but I will be quick to castigate them that since we have as a collective identified the problem some 15 years ago. We failed to act in 2003 when the housing market started behaving sporadically. The real works now lies in the spanner. Sooner than later the envisaged committee responsible to dig the radical changes and amend the laws in my opinion should have started as earlier as yesterday. As a young professional, between 2005 until 2014, I have paid rentals to the amount of N$736, 000 in a space of 9 years as a displaced rental citizen. Steep as it may sound, I know of other young professionals and mostly black

July 11 at 10:27am Went to feed a friends dog this morning in the vicinity of SSS highschool in Swakopmund. at that time of morning the streets are quiet and everything looks so clean and fresh. As I was leaving the premises it struck me that the outside of the school and hostels were strewn with all kinds of rubble, papers, tins, milk cartons etc. There are numerous places where the vibocrete walls have been broken and the broken pieces are left lying on the side of the road where they were thrown. At the back of the boys’ hostel by the teachers’ garages it looks as if someone has demolished a building, there is so much rubble. The old students centre at the rear of the school yard looks like a squatter camp. I could continue to rant about the despicable state of this once clean and proud school, however that is not my aim. What I really would like to Know is this: Who is responsible for the state of this institute of learning and it’s grounds. If the teachers and especially the principle does not seem to care, what example are we setting for the children frequenting this institute? Are we telling them that it is ok to be surrounded by dirt and have no pride in our schools and surroundings. Are we saying it is ok to break down the walls and litter?

And who knows it will not even take ten years to pay it off – considering that we are already overpaying in consideration of the real values of the inflated housing market. Seen from this, it is not a matter of unaffordability, but rather land availability and my plea is that Government speeds up all relevant mechanism to work on the delivery of the land. Caveat What I am saying - the point is not free land, quite the contrary – the point is fair pricing on land because the youth can afford the land. De- monetize the tight control of land by land barons as wealth making assets of a few to the detriment of 100 000 youth who are homeless. It is not fair that few individuals are allowed to own or utilise vast land at the expense of the poor. That is against the spirit of economic reconciliation–as we say Namibia the land of the wide open space belongs to all of us.

• Re – modification land acquisition policy, encouraged private treaty with Municipalities – especially in Part one municipality for youth to buy land on longterm purchase from the Municipality directly as opposed to middlemen and banking structure whose – logic is high profit. • Classification of land acquisition systems, prevent land barons from owning or buying land in suburbs/area deemed for poor and low income earners, areas such as Goreangab and recently Havana land barons are erecting unsightly flats – clearly this will be detriment to high prices drivability resulting in high land cost in areas meant for low income earners. • Mass housing should have been in fact become a mass land servicing program. The N$4 billion should be diverted via the Cabinet Committee towards servicing lands as part of municipal objectives and municipalities sell the land directly by private treaty • Implement rent regulation and scheduling by enacting a law that curbs/and punish unreasonable rental prices as a matter of urgency. Prices must have a mimimum and maximum amount set for each district/town/suburb/area/small holding/. If it had cost you N$200 000 to build a unit as part of your financial income planning for rent, the pricing on the rental should be subjected to nominal cost value plus a inflation based increase yearly and not speculative as prescribed by the market now. • Giving 100 000 youth land is solving the housing crisis by halving the housing backlog which stands at 100 000. Giving 100 000 youth land means giving 100 000 young people assets with economic value. One hundred thousand plots represent serious social progress towards building social harmony. Solving the housing crisis – characterized by capitalist accumulations, unregulated rental environment, artificial housing market, astronomical house prices and the anarchic property industry – means averting the potential crisis ahead.

I really like the peace and stability in our country, Land is not that expensive if you work hard to get it, they say where there is a will there is a way. Namibia we import almost everything e.g a pen. Namibians need free tertiary education not land you want land, to do what on it, you want to build a house where you will not even be able to pay water or electricity .Namibia we can do better. All we need to do is seat with the government and talk because what some people have started Is going to disturb the peace we have. Please lets respect our government because we are the once that voted , We got a new hardworking President in place give him time to do what needs to be done and help him build the Namibian House that he is building. Nadine talks about Digital Eye Strain Upon further investigation of patients complaining of visual related symptoms on a computer I found that most of my adult patients spend between six and nine hours per day on a near digital display.

Symptoms can range from headaches, blurred vision, physical fatigue and decreased productivity, to minor annoy-

ances like dry irritated eyes and eye twitching. Human eyes were not designed to sustain these lengthy periods staring at a screen

50cm away from you. The symptoms can be divided into two categories: Physical-related symptoms which include head-

aches, fatigue, neck and back pain and carpal tunnel syndrome (where a nerve gets pinched in your wrist). Ocular-related symptoms which include dry eyes, eye strain, eye fatigue, blurry vision and eye twitching. Symptoms of dry, burning and irritated eyes often get aggrevated with the use of an air conditioner at your workstation. Most people go into a 'stare mode', forgetting to blink their eyes when working on a computer. Research have proven that people can blink up to 5 times less when working on a computer. Blinking is essential to spread the tears over the surface of your eye. Blinking less than you should means that the eye do not get lubricated properly, leaving you with an excessively dry eye as the tears on your eye evaporates. Here are a few handy guidelines for healthier digital screen use: 1. Computer ergonomics: · Your eyes should be at least 60cm away from your computer screen. · Adjust your work-station so that your screen is 10 to 15 degrees below your eyes.

· Sit up straight, our ears, shoulders and hips should be aligned. · Adjust your chair, your feet should be flat on the floor (or foot rest) and your knees bent at 90 degrees. The chair should support your upper and lower back. · Place your keyboard so that your wrists are straight and your forearms are parallel to the floor. 2. Computer screen and display · Use LCD screens rather than CRT screens, as LCD screens don't tend to flicker and usually have an antireflective surface. · Adjust the brightness of the screen so that it matches the brightness of the surroundings of your workstation. 3. Lighting and glare · Reduce bright light coming from excessive sunlight or from interior lighting. · Arrange your workstation so that windows are to the side of the screen instead of in front or behind it. · Reduce interior lighting by using fewer light bulbs or fluorescent tubes, or use lower intensity bulbs and tubes. · Reduce or eliminate any glare and reflections

coming off other surfaces in and around the workstation by using matt finishes. · If you wear spectacles speak to your optometrist about an anti-reflex coating. 4. Blinking · Remind yourself to blink frequently · Artificial tears can also be used to lubricate your eyes (but let's treat the cause and not the symptom) 5. Eye exercises · There is a condition referred to as spasm of accommodation (where your focusing muscle goes into a spasm or locks due to excessive near work) which can cause your distant vision to blur. This can cause a false need for distant spectacles while glasses for near vision are actually necessary. To reduce the risk of your focusing muscles going into a spasm do the following exercises: · Look at an object in the distance (about 6 meters away) for 10-15 seconds, and then gaze at something near (about 40cm) for 1015 se-conds. Then look back at the distant object. Do this for about a minute, at least 3 times a day.

6. Rest breaks · Reduce the risk of eyestrain by looking away from your screen at least every 20 minutes, gazing at something in the distance (at least 6 m away from you) for at least 20 seconds. · After an hour's screen work close your eyes for at least one minute. · Take two 15-minute breaks from your computer throughout the day, take a stroll through the office or use the time to do some stretches. · Don't spend your lunch hour behind your computer, rather try and spend it outdoors where you can get some fresh air. If you have to talk on the phone while working on the computer, use a handsfree method instead of cradling the phone between your neck and your shoulders. Try to sit away from an air conditioner, fan or window so that there is no direct breeze on your face - which can aggravate dry eyes. A routine comprehensive eye exam is still the best way to prevent or eliminate digital eye strain as there may be a refractive error, eye alignment, focusing problem or convergence issue present.

Asser “Usher’’ Magongo and Natangwe “Magees” Kakonya from a local Walvis Bay brand label, recording studio and clothing line, Woosh Records are pushing to the top, despite the hardships they have encountered and in spite of how tough the Namibian entertainment industry is. They are currently busy working on their third album, “History”, based on Namibian history, which they are planning to launch in December. One of the group members, Usher, explains that Woosh Records, which was formed in 2008, is in actual fact a group of four with additional members, TYD and Focus. “We formed the studio around February in 2008 and it was a common dream I and my fellow

group members shared”, Usher explains. The group released their first 12-track kwaito and hip-hop album titled “Tukwateni nawa iinima,” which means “take care of valuable things” in the Oshiwambo language. Woosh Records gives credit to their fans that have always been very supportive with regard to their music. He says they are the main motivating factor that encourages them to keep

album is especially popular with businessmen and women. The group of talented artists have two music videos “Lonely” and Nghinafiku ndikakane”, meaning I will never be lost also in the Oshiwambo language that will soon feature on

the National Broadcaster. Woosh Record also has its own self-titled clothing brand line producing t-shirts, trousers, shoes, hats and underwear and will soon be a force to be reckoned with.

After 'The Bachelor”, which was hosted in support of testicular and prostate cancer to encourage young men between the ages of 18 and 30 to act as ambassadors for topics such as these, another event was hosted recently, themed 'Moulin Rouge, for the ladies, in support of prostate cancer. The organisers were the Cancer Association of Namibia in association with the Erongo Health Care Clinic under the leadership of Shamaine Garcia, along with her co-organisers Zaskia Webber, Zeta Van Wyk and Hildegard Böttcher. They hosted this fundraising event in the support of prostate cancer, and handed a donation worth N$50 000 to the Cancer Association of Namibia. This event attracted over 200 people, and they were entertained by local artists, Vernice Plaaitjie and Salvador Mouers. Another treat for the crowd was the performance of the Pulse dancers and dancers of the School of Dance. At this occasion a painting by a local artist was also auctioned. Dina van der Meer was the highest bidder. Ms Garcia said that she was extremely grateful towards the sponsors and everyone who participated in the event to make it such a huge success. Moulin Rouge is defined by Oxford Dictories.com as a “cabaret in Mont-martre, Paris,” a favourite resort of poets and artists around the end of the 19th century. Toulouse-Lautrec immortalised its dancers in his posters. The origin of this term is French, which literally means 'red windmill.'

De Duine shows who is boss The De Duine Secondary School under 15 netball team rose victorious as the Regional Winners and the under 17 team are off to the National finals that will be played in Windhoek on 25 August, after defeating S I Gobs with a mighty score of 67-3.

Inline Hockey Players Keep Namibia's Name High In The USA

During June 2015, a group of Namibian Inline Hockey Players travelled to America to participate in the North American Inline Hockey Championships (NARCh). This is one of the biggest Inline Hockey events internationally, with teams participating from all over America, and from numerous other countries. NARCh 2015 was held in Huntington Beach, California, USA from 17-28 June. The Namib Sidewinders entered 5 teams in different age divisions, with players combined from three Namibian clubs. This was the third time that the Namib Sidewinders have participated in NARCh, with some of the players having played in Florida in 2011 and in Toronto, Canada in 2013. The Namib Sidewinders is a group of young Namibian players brought together by some parents and Namibian coaches who want kids to gain early exposure to international competition. Our official national team can only accept players from the age of 14. The competition was extremely strong, and the U14 and U10 teams initially struggled to keep up with the speed and intensity of the opposition. Both our teams consisted of some very young players (who usually play in U12 and U8 respectively). But it was a great preparation ground for the U12 and U8 games that were played later on in the competition. The U12 team started their competition with a big bang. Having lost the NARCh U10 final in 2013 in Toronto, these kids were on a mission to try to bring home the gold medals in the U12 Silver division in 2015. The most impressive part of this team was the fact that each and every player gave their best and played together as a team. You could not single out one player individually, but could credit each and every game to complete team work. Hats off to the coach, Brian Sobel, who managed to facilitate this. Our respected American coach says that the Namibian inline hockey playing kids are truly amazing. Hard work paid off, and our Namibians won Gold in the Silver division with a 3-0 score. Fans were kept on the edge of their seats the entire final match as the first goal was scored with only 2 minutes and 50 seconds game time left. Talking to the kids afterwards, they all complained that their legs had been "shaking" from nervousness - just another reason to expose players to this kind of competition early in their lives.

The U8 team was a complete surprise. Seeing that this team only had 5 players and a goalie, made up mostly from the siblings of the U12 players, the aim was to just expose them, allow them to compete and to learn from their experience. An additional player from the USA was added to the Namib Sidewinder's team to complete the numbers. The U8 team managed to win or draw all their games, except for one, which was against the top platinum U8 team in the USA. Our U8 team was promoted to the gold division. In the Gold Division match final the winning goal was scored with only 23 seconds to go before the whistle,… with the Namib Sidewinders winning Gold in the U8 NARCh finals Gold Division with 5 goals to 4! The Namib Sidewinders brought back two enormous trophies in the U12 and U8 division, together with a beautiful gold medal for each kid. Justin Hanssen won the top goalie award in the U12 Silver division, Mati Laporte won the top scorer award in the U8 Gold division and Christine Röttcher won top sniper award in the U8 skills competition. Each of these kids return to Namibia with their individual trophy. Even though the U12 team managed to score the most goals of all the teams in their division, the top Scorer in the U12 division was won by a kid from another team. This shows complete team work for the Namib Sidewinders, as every player on the team scored goals during the run of the tournament, and the team did not have to rely on a single player to score the goals. All our Namibian players (and parents) came back exhausted but rich in experience. The Namib Sidewinders tricots were high in demand and kids from other clubs came begging just to be able to swop their team tricots with a Namib Sidewinder tricot. The Namibian kids managed to impress everyone with their polite ways and good manners, keeping Namibia's name high. We are extremely proud of our young players, and realize that Namibia can make a big mark in terms of inline hockey in the international arena!

Free admission for scholars to second test The Namibian Rugby union has invited all scholars in Namibia to watch this Saturday's second test match between Namibia and Russia in the Windhoek Draught Friendship Series at the Hage Geingob Stadium in Windhoek for free. All scholars wearing their schools uniform or school/sport tracksuits and come in as a group will get free admission. These seats will be available on the open stands only and scholars in groups need to be seated together. The NRU has encouraged schools to make banners and posters in support of the Namibian National team and to let the crowd know from which school they are. The school with the most original banner and slogan can win a prize of N$2 000.00 and three rugby balls. The handover will be done after the Man of the Match handover. Schools who want to make use of this invitation are encouraged to contact the NRU at info@nru.com.na by Thursday 12:00 to allow them to make the necessary arrangements.

Namibia sinks Russia in first test

Namibia beat Russia 39-19 in the first of the two-match Windhoek Draught Series at the Hage Geingob Rugby Stadium on Saturday.

Namibia won its first match of the ICC World Twenty20 Qualifier 2015 on Monday after beating the United States of America by seven wickets in a Group A clash at the Civil Service Cricket Club in Belfast. Namibia opted to field first after winning the toss, and its bowlers managed to restrict USA to 113 for 8 in 20 overs. Thereafter, the Namibia openers, Stephen Baard and Gerrie Snyman, put on 97 to make short work of the chase, which was completed in 12.5 overs. Akeem Dodson, the opener, was the USA's top scorer, with a 41-ball 49. However, the rest of the line-up was unable to offer him the support needed – the next highest score of the innings was Alex Amsterdam's

27-ball 18. USA lost its first wicket in the third over when Jason Davidson, the rightarm speedster, induced an edge off Fahad Babar that was caught behind. Dodson then farmed the strike and put on a quick 35 for the second wicket with Timothy Surujbally, but the stand was broken when the latter was run out after scoring 3 off 7 balls. Nicholas Stanford didn't last long thereafter, trapped in front by Bernard Scholtz, the left-arm spinner, as USA was reduced to 57 for 3.

Dodson fought on though, and put on 25 for the fourth wicket with Amsterdam. But he was then felled by Scholtz, one run short of a half-century, and USA didn't recover after that setback. At the time it was 82 for 4, but the rest of the batsmen could only manage 31 runs off the remaining 41 balls. In its chase, the Nambia openers were relentless. They put on 97 runs in 10 overs, with Snyman taking the attack to the bowlers. He scored a 36-ball 62, including five

fours and five sixes, even as Baard sealed up one end, scoring a 28-ball 34. Such was the ferocity of Snyman's hitting that USA's total was soon dwarfed. The stand was eventually broken when Amsterdam had Snyman dismissed in the tenth over. Baard was then bowled by TK Patel, the legspinner who also had Raymond van Schoor, the new man, scalped in his next over. But it was too little too late, and Namibia eventually completed its chase with 43 balls to spare.

Speaking to the media after the game Namibian captain, Jacques Burger said he was proud the team won its first test match against Russia. “There are a lot of things we still need to work on but we will get all that right ahead of the World Cup and at the moment, the boys' attitude in the camp is positive; it is exciting. “Credit should also be given to the fans who came out in large numbers to cheer on the team,” he said. Namibia opened the scoring in the third minute with a penalty kick by Theuns Kotze. Russia then took the lead

with a try in the sixth minute after Igor Galinovsky beat the Namibian back row and Yury Kushnarev's conversion. Namibia regained the lead a few minutes later after Russel van Wyk scored the home team's first try and Kotze converting. Kotze then scored a penalty in the 21st minute but failed to extend the score when he missed a penalty in the 32nd minute. Before the half-time break, Russia scored their second try of the game through Viktor Gresev but Kushnarev failed to convert. The score at the interval was 13-12 in favour of the home team. Namibia came back like a

house on fire in the second half, with Eugene Jantjies, Van Wyk, and JC Grey-ling scoring tries. Kotze converted twice and missed once. By the 75th minute, the score was 32-12 for Namibia. Danila Chegodaev then scored Russia's third and final try of the game in the 79th minute and Kushnarev converted to take the score to 32-19. Namibia's final try of the game came in additional time through Johan Deysel and Jantjies' conversion took the final score to 39-19 in favour of the hosts. The Welwitschias will play their second test match against Russia on Saturday at the same stadium. Namibia will participate in the International Rugby Board (IRB) Rugby World Cup 2015 in England in September this year, and face Argentina, Georgia, Tonga and New Zealand. Namibia played under the guidance of caretaker coach Phil Davies after head coach Danie Vermeulen resigned two weeks ago. NAMPA

Para-athletes in action The Namibia Paralympics Committee has embarked on an athletes' promotional tour that started in Walvis Bay, last week Thursday and ending on Sunday.

The seven athletes who qualified for the 2015 Doha Games will from part of this tour. The seven athletes are: Johanna Benson, Lahja Ishtile, Johannes Nambala, Elias Ndimulunde, Rosa Manjoro, Ananias Shikongo, Martin Aloysius and Ruben Soroseb. The aim of this promotional tour is to educate the Namibian

nation about para-athletes and what it takes to be one. The athletes had a mini promotional event, on Saturday at the Seagull Shopping Mall (Pick 'n Pay) where Ruben showed off his impressive bench press skills and Johanna her gold and silver medal she won at the Paralympics Games.

The Namibian Bowling Association hosted the Champion of Champions tournament in Walvis Bay on Saturday and Sunday at the Namib Park Bowls Club. The tournament saw 14 of the best players of seven different clubs battling it out against each other for the title of best male and female players of the year. The participating clubs were, TransNamib Bowling Club, Eros Bowling Club, Windhoek Country Club, Tsumeb Bowling Club, Namib Park Bowling Club, Windhoek Bowling Club and Rossmund Bowling Club. The winners for the tournament - best male player for the year were none other than all-time favourite in bowling circles, Will Esterhuizen from TransNamib Bowling Club and the best female player for the year was Marietjie van der Berg from the Tsumeb Bowling Club, who is also the Namibian Closed Champion. Table Tennis Action at Coast Leandrea Louw Walvis Bay was the host of the first ever table tennis tournament at the coast this weekend. The Namibian Open tournament took place on Saturday at the Walvis Bay indoor complex.

The development officer of the Namibian Table Tennis Tournament, Mr Roger Beukes said that this is only the beginning for many other tournaments of this magnitude to be hosted at the coast. “We will work through the Mayor’s office to involve all schools in the under 18 and cadets tournament next year. In her opening remarks, the Mayor of Walvis Bay, Mss Uillika Nambahu, said, ‘tennis in general and in particular table tennis is a sport that test human limits such as physical strength, handeye contact coordination and reflex which in turn reduces the prevalence of non-communicable diseases such as cancer, diabetes and hypertension to mention but a few. By contrast, many young people these days have resorted to consuming high energy foods without the matching physical activity to burn fats resulting in the prevalence of obesity and lack of fitness. The male and female winners of the open singles, with the Mayor of the Narraville Primary School was the Plate winner. Kaitlyn Beukes was third, second place went to Bregida George and 12-year-old, Reese Saunderson took the first place. In the men’s single open, the plate winner was D Strauss. In the men’s final, the last match of day, it was Heiko Fiedl and Reinhardt Stanley, where Heiko Fiedl rose victorious as the winner, beating Reinhardt with a score of 4 – 0. Mr Derrick Rooza, from the Walvis Bay Table Tennis Club, said that he is happy with the standard of table tennis here at the

coast. “All development we wish to see, is the growth of the club and most definitely a more fixed venue for the juniors, but I am happy with the results here today.” Training for the senior table tennis players takes place at the Moth Club, Tuesdays and Thursdays, at 18:00 under the leadership of Derrick Rooza. For the juniors, training takes place at the Narraville Primary School Hall, on the same days, at 15:00 under the coaching of Ms Elamoreen De Koker.
