The Namibian fishing industry is facing a perfect storm in the wake of the increasing cost of fuel, should the government not urgently consider the dropping of all taxes on fuel for the fishing sector to safeguard both jobs and food security in the Southern African Development Community (SADC). In an email to the Namib Times, Burger explained; “From January 2022 to date, our fuel cost increased with approximately 35 %. Considering the increase from a year ago, the numbers are even worse. We use about 12 tons of fuel per vessel per day, which is N$250 000 per day. Times two vessels it is N$500 000 per day. This amounts to N$3.5 million per week and N$15 million per month.” Burger concluded, “We can only pray for a solution as soon as possible to rescue the fishing sector and what it brings to our country and people.”

The Minister of Fisheries and Marine Recourses (NFMR), Derek Klazen launched the first National Plan of Action (NPOA) for Small-Scale Fisheries (SSF) in Namibia for the period 2022 to 2026. This sector indirectly supports the livelihood of approximately 280 000 Namibians, which approximately 11% of the country's total population. Namibia, through the Ministry of Fisheries and Marine Resources (MFMR) has adopted the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries and developed Namibia's National Plan of Action for Small-Scale Fisheries (NPOA-SSF). According to Klazen, the plan is aimed at recognising the important role that the small-scale fisheries sector plays in socio-economic growth and economic transformation. NPOA-SSF strategies support small-scale fisheries development; build resilience for small-scale fishers (including fisherwomen, fishermen, youth, persons living with disabilities fish workers, and fish traders - the majority of whom happen to be previously disadvantaged riparian and coastal communities) to secure their livelihoods. The plan advocates inclusivity, promotes social equity, and provides empowerment opportunities for small-scale fishers, by advocating for equitable fisheries resource distribution. Klazen said he is convinced that small-scale fisheries are an important food and nutrition security pillar and calls upon strategic partners, the private sector, and key stakeholders to support the NPOA-SSF's strategic, social, environmental, and economic development intent to realise the human dimensions in fisheries management. Klazen said,

“by so doing, Namibia can ensure that the human rights of small-scale fishers remain central to the sector's development while maintaining sustainable resource management and utilization practices.” During her remarks, the Executive Director for the Ministry of Fisheries and Marine Resources Annely Haiphene said, the plan is developed against the framework of the Global Food and Agriculture Organization (FAO0 Umbrella Programme “enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods” which supports the promotion, application, and subsequent implementation of the small scale fisheries Guidelines, giving emphasis to empowering vulnerable and marginalised small-scale fisheries actors and their organizations to engage in relevant processes that affect their livelihoods. Commenting on the plan, Haiphene said, “we are talking about the sector that can provide livelihoods to our people in a form of income, employment, socio-economic benefits, food, and nutrition security at household levels. However, the value chain of Small-Scale Fisheries is not well established for them to fully benefit from the resource, and the sector has been under-estimated from a socio-economic perspective.” According to Haiphene, the plan provides special considerations and specific actions to move the smallscale fisheries sector from an under-estimated sector to one which recognizes the rights of small-scale fisherwomen and fishermen to play a significance role in the mainstream of their socio-economic development. “I am pleased to see that the plan has also addressed gender equality by ensuring that fisherwomen are now recognised as players in the fisheries sector.

The town of Arandis is showing signs of promising development, which might create job opportunities and uplift the living standards of locals. During the 2021/2022 financial year, the Arandis Town Council received capital project funding amounting to N$ 2 000 000 from the Ministry of Urban and Rural Development, and an additional N$ 2 600 000. This was revealed by the Governor of Erongo region, Neville Andre Itope during his State of the Region's Address last week. According to Itope, the funds were allocated for the servicing of 29 light industrial erven in the Logistics Hub area, as well as the construction of gravel Roads in Extension 5. Itope said, “the servicing of the Logistics Hub with water and sewerage was completed on 30 June 2022. This area is intended to serve as an extension of the port of Walvis Bay as a Dry Port and will also alleviate unemployment. Another project to service land and construct houses has been approved by the Council. It intends to service 330 plots and construct more than 330 houses in Arandis.”

This project is entering its final planning stages. Itope stressed, “the social housing development program continues to be a huge success considering that about 17 affordable houses were built under this program during the 2021/2022 financial year. From the start of this project, 127 houses were constructed and completed. The initiative to make land affordable to the end-user paid off since land is sold directly to the customer at a subsidized price and not to the developer to avoid exploitation/inflated pricing.” Itope further said, the supply of water and provision of sanitation services to the Arandis community remains the responsibility of the Arandis Town Council. In this regard, the "ring-fenced" Prepaid Water Meter System project which the council rolled out during the 2020/21 financial year to ensure the supply of affordable and sustainable sanitation and water services to the residents remains a success.

Erongo towns continue delivering Sharlien Tjambari land to its residents Although town councils and municipalities are trying their best to deliver land to its people, the housing backlog remains a challenge in not only the Erongo region, but nationally. While delivering his state of the region's address on Friday, 8 July, Erongo regional Governer, Neville Andre Itope, gave reports on a few developments within the region, and how land and housing were being allocated in various towns of the Erongo region. According to Itope, Usakos Town Council (UTC) signed a Memorandum of Understanding (MOU) with the National Housing Action Group (NHAG), supported by the Shack Dwellers Federation of Namibia (SDFN) to decongest and formalise two of the high-density reception areas, namely Saamstaan and Onghulumbashe. Itope said, “this will lead to the preparation and servicing of at least 1 023 erven where people can be shifted, settled and resettled. This move will almost entirely solve the current problem of informal settlements and dwellings in Usakos. Usakos Town Council has also successfully engaged the National Housing Enterprises (NHE) for the construction of at least 150 new houses in the Erongosig area.” Itope further said, during the period under review (2021/2022), the Henties Bay Municipality reported that eight houses were constructed by the Shack Dwellers Federation of Namibia, trying to ease the housing problem, and decongest the informal settlements. The Henties Bay Council further allocated land in Omdel Extension 3 for 8 erven for low-income

groups, Omdel Extension 5 for 142 erven for lowmiddle income groups, Omdel Extension 6 for 172 erven for informal settlement, and Omdel extension 4 for 20 erven for lowmiddle income groups. The council also allocated land to seven private developers to construct housing units, agriculture projects, and tourism projects. Itope said, “there is no doubt that once these projects kick off- it will boost the local economy of the town in terms of employment creation and payment for municipal services. Furthermore, the Municipality also serviced Omdel Extension 7 for low-cost housing, with a total number of 332 plots.” According to Itope, council has made provision for the establishment of two new townships namely Omdel Extension 8 and 10. The new township will equally cater to all segment groups in Henties Bay in accordance with the new strategic plan in terms of sanitation, the Henties Bay Municipality constructed a sewer pump station in Omdel and the replacement of septic tanks in Omdel. Itope said, Karibib Town Council allocated approximately 50 plots of 2 hectares to a maximum of

20 hectares to promote urban agriculture in Karibib and allocated 27 residential erven through Development Workshop Namibia, which is currently being serviced. In addition, through an MOU with Namibia Housing Action Group, the Karibib Town Council is busy constructing a bulk sewer line in the Usab Informal Settlement, which is around 40% completed. The Council has also constructed Portable Water and semi-purified water at the agricultural plots for Urban Agriculture during the year under review for about 10.5km.”

She also called upon firearm owners to refrain from carrying firearms in public places such as bars, sports and other public events, to avoid posing danger to others or losing their firearms. Nainda warn those individuals that are using licensed firearms to threaten

A woman was attacked, pepper sprayed and robbed by two men while out jogging at the Walvis Bay lagoon on Wednesday evening this week around 7:00. The two perpetrators approached the woman from the front, casually walking past as she was heading in the direction of the Raft. Seconds later the woman was attacked from behind. The two pushed her to the ground, sprayed her with pepper spray and robbed her of her jacket and phone, it was revealed to Namib Times in a telephonic interview with the victim's father. The incident happened on the walkway next to the lagoon opposite Atlantis sport field. “By God's grace she was just shaken up and burning from the spray,” the father of the victim said. According to him, the matter has been reported to the police. Many joggers think that because they do not carry large sums of money with them as they jog, they are not likely candidates for an attack. Unfortunately, that's not true. Residents, especially women should take precautions to protect themselves while out walking or jogging. Always try to go out in a group, rather than alone, as this makes an easy target for attackers or thieves. Runners in pairs or groups are less appealing targets. Always be aware of your surroundings, even in a group. Do not run with your phone or other valuables in sight. Carry your ID. Carry a whistle or shrill alarm to summon help if needed. Jog in open spaces, away from bushes or alcoves where someone could hide.

The community of Walvis Bay is urged to report any suspicious activities associated with the removal of erf beacons (iron pegs) to any of the Municipal Offices or the nearest police station. The Walvis Bay Municipality in a public notice, said erf beacons (iron pegs) on recently surveyed areas at Walvis Bay are being unlawfully removed. “The deliberate removal or damage

of beacons, without the supervision of a registered professional land surveyor, is against the law. Any such person shall be found guilty of an offence and liable on conviction to a fine not exceeding N$2 000 and/or imprisonment for a period not exceeding six months, in accordance with the Land Survey Act, 1993 (Act No. 33 of 1993), as amended.” The notice says.

Dr Kawana handed 51 Identity Cards (ID), and 86 full birth certificates to shack fire victims at Kuisebmond, Walvis Bay. The recipients that consisted of men, women and children who lost their national documents in fires were exempted from payment by treasury to be issued with their lost documents. Dr Kawana said when he handed the documents to the victims that he is relieved that they, who had lost everything could received their national documents as it is vital in seeking a job, accessing your pension or during elections. At the handing over ceremony the minister called on the fishing industry to comply with one of the requirements of the scorecard, which is to provide houses for employees. “During my tenure as fisheries minister, the scorecard was implemented and some fishing companies have heeded this requirement.” Kawana said, “fishing companies should see to it that their employees are accommodated in houses. Employees of fishing companies must have

access to houses. The natural resources of Namibia, be it fish or minerals must benefit the Namibian people.” Kawana emphasised his ministry was keen to improve its services. "Gone are the days of long queues. We will continue to improve on our services.”

Solution for faulty Voltage Regulating Relays NamPower engineers and technicians were very instrumental in finding a remedy for the evermalfunctioning transformers at the Walvis Bay Substation in the Erongo region. The Protection, Telecommunication, Metering & Control (PTM&C) team has designed, tested, and successfully implemented a simple, but reliable Automatic Voltage Regulation (AVR) solution for the Walvis Bay Substation Transformers. Three years after its commissioning in 2016, the AVR devices, with which the transformers were equipped, started malfunctioning and failing. These failures were not only observed at the Walvis Bay substation, but also at other substations namely Okapya and Kuiseb. The device regulates and keeps the voltage on the load side within an acceptable margin, while it also ensures equal transformer loading during parallel operation and block tap changer operation under abnormal and system fault conditions to prolong the lives of transformers. During the period 2020 to 2021, at the Walvis Bay substation alone, more than five units were replaced due to failure and sent for repairs. However, even the replaced units began failing after a few months of installation. The major problem was the lengthy turnaround time of repair, which takes almost a year, thereby leaving the burden with power system controllers and operators to manually monitor and regulate the voltages of these transformers in the Walvis Bay substation and other sites. The Walvis Bay substation is a very important station, as it has a three-fold role in the Erongo region with its heavy energy-consuming industries such as mining, fishing, and tourism, among others. The substation is essential in supplying a wide range of electrical loads in the residential, commercial, and industrial sectors in and around the town of Walvis Bay. The substation also provides auxiliary power supply to the ANIXAS and Paratus Power Stations and at the same time dispatching power from these power

stations into the network. There are five (5) 40MVA 132/11kV transformers operating in parallel to provide a total power capacity of 200MVA. Seeing the importance of the substation and the inconvenience on the system controllers and operators as well as the huge financial burden on the company and the engineers at PTM&C Projects and Multidisciplinary started looking into the problem. They discovered a potential solution involving the functional extension of the alreadyinstalled SEL 2411 transformer monitoring device to implement voltage monitoring and on load tap changer control. The device has a high reliability and is very costeffective, as the solution costs NamPower about N$ 4 500 per device as the engineers had to procure, install, and programme a three-phase voltage input card into the SEL2411 relays, while previously it would cost NamPower approximately N$ 50 000 per device repaired. In addition, the solution employs the IEC61850 standard for data exchange over the ethernet to communicate with other devices in the substation, which eliminates the need for auxiliary devices and copper wiring which might be costly and prone to failure. Commissioning time is also shorter, as the solution was developed in 2021 and first implemented on transformer 1, 2 & 3 at the Walvis Bay substation on 17 – 20 August 2021. Despite this being the first installation, it took engineers four days to implement and commission this solution on three transformers. This has not only resolved the persistent failure of the initially installed Topcon AVRs but could also serve as a benchmark for future AVR solutions on most of NamPower transformers. The PTM&C section is responsible for installation, testing, maintenance and faultfinding of protection, telecommunication, metering, and control equipment in NamPower substations to safeguard the continuity of supply. The section is also responsible for implementing Capital and Operational projects

Müller transforms lives Namibia's leading kickboxer and one of the country's foremost young sports stars, Delano Müller on Thursday, 7 July donate two wheelchairs and a walking aid (stroller) to Adelheid Afrikaner and Ivin Aebeb in Khorixas. Müller also delivered food parcels and gave boxing classes to the boxing club in Khorixas at the Youth and Sports Centre. Muller said that it is heart-breaking to see the people struggling to get to hospitals or pay points to collect grants. This initiative was funded by Müller. He thanked the Councillors for their assistance in this initiative. Eveline Mushina thanked Müller and was so grateful because she needs to take her husband to the hospital regularly and it was always a struggle.

Marsh Crown New Champion At Rossmund GC The Rossmund Golf Course played host to the 2022 Marsh Club Championships on 9 and 10 July. Weather conditions were good on both days. Despite the small field it was great to see golfers competing in all the divisions, especially the newly introduced Junior Division. Fritz Coetzee made his decision on the first tee, shooting a round of 74 gross followed closely by rivals Hans Naobeb, Douw van Wyk, Kevin Wentzel& Harry Botha, Sunday morning was a different day with all the contenders shooting in the 80's, eventually giving Fritz a two shot win over Hans Naobeb. Newly crowned champion Fritz Coetzee Jnr is no stranger to the Rossmund Golf Course having grown up playing on the course for most of his life, coming from one of our old golfing families, we are proud to see him succeed at this prestigious event, well done and well played. Up and coming young golfer Kevin Zhang played his way into the overall nett standings by shooting scores of 64 and 73 – well done and keep it going. Marsh has sponsored this tournament, for approximately 16 years. Thirty one players took to the field to spook it out for the MULTISAVE MEDAL. Playing good golf after a tour to South Africa was Pieter Fox, who shot a 67 nett to win the best nett. Runner up for the best nett was Kevin de Reuck on a good 69. The third best nett went to Lembe Niilenge on 71. Best gross was won by Kyle Johnson on just as good 73. The stableford event was won by Boel Grobbelaar on 36 points with Wynand Breytenbach junior second on 35 points winning a count out. Two clubs were recorded by Jaco de Witt and Andre Burger, both winning this for the second week running. Thanks to team MULTISAVE for their sponsorship of the medal. This coming weekend is the BAYWASH better ball competition, with 4 holes having both scores to count. WBGC will host a piggy back Windhoek Lager Pairs qualifier together with the BAYWASH betterball. The WBM FLAGS will be on 23 July. An OLD MAN RIVER v2.0 medal stableford is scheduled for the 30 July. There will be a club competition on 6 August and the monthly SAGES are on the 7 July. The last three games of the first round of the Erongo Netball League first Division action saw some very good Netball played in Swakopmund on Saturday 9 July at the Mondesa Netball court in Swakopmund. Swakop NC beat Sorento Bux from Walvis Bay 57-17 in the first game of the day. The girls from Swakop but up another good performance as the beat Maxuilili Netball Club also from Walvis Bay 40-23. The Sparta Netball ladies were too strong for Sorento Bux by beeting them 4925. The next round will be in Walvis Bay on 23 July.

Competitive darts made a much welcomed return with the first of several Dart tournaments hosted on 1 – 2 July by the Pelican Dart Club at De Duine Secondary School in Walvis Bay. The tournament, as a tribute to the late Christopher Julie, an “ex-Pelican” player, was played in a team, double and single categories.The tournament was a huge success as it brought dart players, family members and fans together. The Torpedo's Darts Club won the team category for men, while Ray-Mall won the women's category. Pelicans won the veteran team category. Franklin Moller and Diaane Ludwig won the single men and women's category respectively. Ray-Mal is the Double ladies winners with Torpedo's the men's double winners. Graham Knowles scored the most 180's and Clint Langenhoven the highest closure. The next tournament will be the Erongo Dart Union will be the host of the next tournament scheduled for 27 to 28 August. Ray-Mall Dart club will host the next tournament from 10 to 15 October in Windhoek. The last Dart tournament for the year will be hosted by the Falcons Dart Club from 19 to 20 November in Swakopmund. More Darts new is that the Erongo Dart Union recently held their first trails to select regional teams.
