Pensioners' "train still on the move"
The unfinished structure of the Ocean Key luxury penthouse development at Langstrand Residents of Langstrand near Walvis Bay expressed their grave concern over the complete lack of progress at the Ocean Key 24 luxury penthouse complex which has been standing in limbo since the end of last year. Even the Municipality of Walvis Bay seems to be in the dark and when they were questioned about the lack of activity on the development site, they merely responded, “The Municipality is
currently in the process of establishing what has led to the cessation of construction activities at the site. There were indications from the developer that work would have
resumed about three weeks ago. Until all the relevant information is available, however, the Municipality is not in a position to respond sufficiently at this stage.” Efforts to get comments from the
two major shareholders, Messrs Günther Heimstadt and Etienne Weakly also proved futile at the time of going to press. The namib times called Mr Heimstadt yesterday but the con-

Time limit reason for Geingob’s The “forgotten” people of DRC silence at AU summit Marshallino Beukes Marshallino Beukes President Hage Geingob’s decision not to present his prepared speech at the 25th African Union summit in Johannesburg, South Africa, on Sunday raised some eyebrows. He was supposed to give his speech, but opted not to, as the meeting was already running behind schedule, the president commented on his social media page. “I opted not to deliver my speech. The reason for my decision is due to the fact that the meeting was already running behind schedule, something that was highlighted by several other Heads of State during their interventions. This, coupled with the fact that speakers were required to deliver their statements within a specified time limit, which would not have allowed me ample time to highlight the substantial topics contained in my statement, made me decide to opt out
of delivering the speech,” Geingob’s statement reads. He however did provide the media with his speech, beforehand. In this speech President Geingob lashes out at the International Criminal Court (ICC), saying that this body should stay out of Kenya’s domestic affairs, referring to the ICC’s case of crimes against humanity, against Kenya’s president, Uhuru Kenyatta. He stands accused of allegedly enflaming the violence after the country’s 2008 elections, where
more than 1 200 Kenyans were murdered. “No institution or country can dictate to Africans, who and by whom they should be governed,” President Geingob’s speech reads. He also re-confirmed Namibia’s unwavering commitment to the total liberation of all Africans. Geingob notes that Namibians still have an unequal distribution of resources, with not enough of the citizens economically empowered. He further remarks that Continues on page 2
While the coastal town of Swakopmund is booming with development, and being described and advertised as the ultimate holiday destination, residents of the DRC informal settlement on the outskirts of the town have to walk two kilometres and more to relieve themselves in the open.
It truly is a shame that, after 25 years of independence, Namibians should still not have access to decent toilet facilities. After numerous complaints and pleas from DRC residents, this reporter visited the area on Saturday and was shocked to witness the true nature of these people’s dilemma. No running water, no electricity, no lavatory facilities and living in tiny shacks, the people of DRC have to make ends meet in order to survive. In stark contrast with
the shacks, just a stone’s throw away, one notices the beautiful, brand new houses of the government’s Mass Housing Project, unoccupied… “They [local authorities] demanded us to move our shacks to this side, because they wanted to build new houses for us. Now, it looks as if they have forgotten about us,” one disheartened DRC resident said. Men, women and children have no choice but to relieve themselves behind a small mound, in full view of motorists using the
back-road to Henties Bay. This is humiliating, but what other option do we have?” this reporter was asked. The stench of human defecation at this “outdoors-toilet” is unbearable and the dire consequences this unhygienic practice could have, especially to children, is unthinkable. The current “toilet” behind the mound is running out of space and residents of the area are now forced to walk all the way across the road, in the airport’s direction to get relief. “We went to the hospital and contributed some clothes. What was really noticeable was that all the maternity ward nurses were at the reception and their attitude was so positive when we walked in. They immediately took us to a mother who had given birth.” The baby, Faith, was born last week Tuesday. She was born prematurely. We asked the mother how she felt and she commented “This is my third child. I prayed to God to help my baby get through this pregnancy,” said Senoria Dausas, Faith’s mother.

Mutorwa launches food safety policy The Ministry of Agriculture, Water and Forestry (MAWF) on Monday launched the Namibia Food Safety Policy that aims to guarantee safety of all food products traded nationally or exported to other countries. The policy proposes the establishment of the National Food Safety Council as the main and official coordinator of food safety matters. If and when the Act comes into force, it will replace a 96-year-old law dating back from 1919 and 1920 of the Public Health Proclamation of South Africa. This Act makes provision for the prevention and control of infectious diseases, venereal diseases and epidemics, and also regulates sanitation, food and public water supplies. Speaking at the ceremony, MAWF Minister John Mutorwa emphasised that the Bill will at a later stage be introduced to Parliament by the Minister of Health and Social Services, Berhard Haufiku. “The drafting of the policy has been preceded by ex-
haustive consultations from all five line ministries, including several stakeholders’ consultations from as far back as 2007. “It also benefited from technical expert inputs from the Food and Agriculture Organisation (FAO) of the United Nations. Subsequently, the final draft of the policy was approved by Cabinet on 15 July 2014,” he noted. The line ministries are agriculture; health and social services; fisheries and marine resources; industrialisation, trade and small and medium enterprise (SME) development; as well as urban and rural development. Stakeholders included
farmers, traders, fishers, food business operators and traders. In an official document on the policy, Acting Permanent Secretary in the MAWF, Abraham Nehemia said: “Namibia adopts a ‘farm-to-fork’ principle in managing food safety throughout the value chain.” “Even though effective official control systems are critical to the establishment of a national food safety system, food safety happens at producer, processor, trader, handler and consumer levels. In this regard, this policy lays special emphasis on the role of the private sec-
tor in maintaining verifiable traceability systems,'' he said. Meanwhile, speaking to this news agency on the sidelines of the policy’s launch, Executive Director of the Namibia Consumer Trust (NCT), Michael Gaweseb, called on the public to study the policy and to be on the lookout for any loopholes in the document as to advise Government accordingly. “The biggest challenge now is the coordination among the various ministries. If that is not happening, then we might not benefit from the Act as consumers,” he warned.

“The train is still on the move” - Pensioners Support Organisation Leandrea Louw
The Pensioners Support Organisation held a meeting Thursday morning in Narraville to discuss their way forward. The Pensioners were up in arms early this year when they fought for an increment to their pension, from a mere N$600 to N$1 200. The President, Dr Hage Geingob announced later that the pension would be increased from N$600 to N$1 000. This increment is still pending in Erongo, being implemented from region to region. Pensioners complained that the
Government should let them know, when exactly the N$1 000 will be fully implemented. In the words of the Chairperson of the Pensioners Support Organisation, Mr Chris Kleinsmith, “the train will move forward,” after it came to light that many pensioners and supporters lost the will to fight after the announcement of the increment. They
addressed numerous issues at the meeting, such as the poor service delivery by hospital staff, and the attitude of some nurses and doctors towards pensioners. “Some of the doctors of the medical institutions only treat the symptoms of the sickness or problem we have and not the actual sickness. All they ever do is give us medicine. Sometimes we even have to travel
Swakopmund Municipality happy with property auction Bernabé Blaauw The Municipality expressed its satisfaction with the sale of 53 residential erven that took place on Friday, 5 June. The sale was done in terms of Council's Cost Limited Average Price (CLAP) Method. All 53 erven are situated in Swakopmund's Tamariskia, Extension 3. According to a spokesperson of the municipality, all erven had an upset price of N$220.00/m² and only bids to a maximum of N$330.00/m² were allowed as advertised. The average price obtained for the 53 erven was N$275.00/m², meaning Council will raise an income of around N$8 781 393.04 after 120 days. It was stated that the sale was done in terms of Council's CLAP system which allows Council to sell land to the public at an affordable price (which means well below the market price for the area) in a very open and transparent manner. None of the people who participated in the sale had ever owned land before and had been resident in Swakopmund for more than 12 months. The successful bidders have 120 days to finalise the transaction by having their building plans approved, obtain a bank loan and have the property transferred to them. From comments received during and after the sale everyone who participated was very happy and left the hall satisfied although they didn't necessarily obtain an erf. The next property auction will take place on 3 July when another 50 residential erven will be put up for sale again in the same area. The auction was split in two for administrative purposes. Those who failed to get an erf can bid again because the registration is still valid under the same conditions namely one erf per person. Those who bought an erf on the 5th cannot bid again. Council wanted to convey their appreciation to the public for their patience and the manner in which they participated in the sale.

of us, when we are sick, at the Old Age Home?”, was one of the concerns heard. Other complaints heard, were the high bank charges, the high amount that has to be paid for the use of post boxes, as well as electricity charges. It was also said at this meeting, that a fund would be established, where the pensioners would con-
tribute N$10 each month. This fund will be handled by an elected committee, and the monies used to help pensioners in whatever form is deemed necessary. An office has also been opened in Narraville, where all pensioners in the area can bring their problems and queries.

Suspect denies stealing building material Madelaine Laubscher
According to a trusted source a case of theft was recently opened against two men for allegedly stealing building material from a well-known construction company in Swakopmund. Members of the Swakopmund First Response Security Services apprehended the driver of a bakkie (N147080W), after they noticed that the bakkie,
which is registered as a private vehicle, was fully loaded with building material. The owner of the vehicle is believed to be a sub-con-
tractor for the construction company. The newspaper contacted the owner of the vehicle about the allegations against him and the driver.
“The bakkie belongs to me, but I was not driving it when the building material was collected. I told the driver to fetch building material from the company that I work with, to transport it to Walvis Bay. He did not steal anything,” the owner of the bakkie alleged. However, according to a trusted source, the building material does not belong to either of them. “The man who drove the bakkie apparently works with the owner of the vehicle, who is a sub-contractor of a construction company. Neither of the two men had permission to take the building material. The driver of this specific vehicle was warned on a previous occasion not to take any-

“Turn back Crime” Campaign tackles organised crime The Namibian Police in the Erongo Region intend to launch the “Turn back Crime” campaign on Saturday at the Kuisebmond Sports Field, Walvis Bay. The “Turn back Crime” campaign is INTERPOL’s global awareness campaign, which highlights the danger of organised crime and its effect on day-to-day lives. It also aims to reduce the impact of crime by engaging people in the role they can play to keep themselves safe from crime and understand the wider implication of organised crime in society. The underlying theme of
Turn Back Crime campaign is that of organised crime and how it infiltrates many different facets of citizen’s lives. The campaign aims to make people aware of the extent to which crime networks drive many crimes today, how they can protect themselves and not inadvertently support it. At this platform, they further aim to raise awareness on crime that are pertinent to the region in
order to strengthen their intentions to “Make Erongo Safe.” Over the past few years, Namibia has been witness to an increase on cases related to violence against woman and children, drug abuse, dealing in counterfeit products, poaching of protected resources and other forms or organised crime. Other economic crimes such as housebreaking, stock theft, theft out of
motor vehicle, robbery and fraud are also prevalent in our region. This pose threats due to loss of precious lives, destruction of families, loss of properties and state revenues and attenuation of natural resources. Actions are therefore needed from all sectors of society, businesses, Government, private companies, spiritual leaders and individuals to play an active role in the prevention
of crime. The campaign targets a wide range of people across all sectors of society. With the support of police in Interpol’s 190 member countries, the campaign reaches right up to consumers, families and individuals and also the decision makers, business leaders and governments. As Namibians and in particular, as a region, we need to know that we can
each play a role. To fight organised crime effectively requires action at all levels. The Ohorongo Cement company donated 100 bags of cement to five schools in Swakopmund. The donation was handed over at the Regional constituency. According to the newly-elected Constituency Councillor and former Mayor of Swakopmund, Juuso Kambueshe, the cement was sponsored by Ohorongo Cement to Tamariskia Primary School, Swakopmund Secondary School, Swakopmund Primary School, Hanganeni Primary School and Atlantic Junior Primary School. Each of the five schools was awarded 20 bags of cement that will be useful to them in adding on extra classrooms to their schools. Kambueshe added that Ohorongo Cement has recognised that, in order for government to succeed on this endeavour, the private sector needs to reinduct its efforts towards strengthening co-operation and co-ordination between the government, private sector and society. “It goes without saying that the government alone cannot provide for the needs of our nation and it is imperative that we expand. We should expand gracious gratitude towards the private sector that does take the responsibility to contribute towards socio-economic development of our country” He said. Kambueshe further urged other companies to take their social responsibility seriously. “I would take this opportunity to request all companies big and small to follow the example of Ohorongo Cement. We have many different busi-nesses here that we all buy from, but what do they sponsor to whom? When? How? So let me not start and cause a revolutionary conduct, but I am telling you that we cannot continue to have people coming into our society and reaping benefits and run away. Permits Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

World Oceans Day celebrated Liesl Losper
The Namibian Dolphin Project hosted an Education day on Saturday. Invitations were sent out to all schools and the community at large to celebrate World Oceans Day by means of this Marine Education Open Day. It was held at the Walvis Bay Waterfront. It included educational activities, talks, and games. The children loved that they had to use their creativity on the day. “We have reached our aim for the day. It would have been nice to have more schools attending this open day. But the kids from Flamingo Primary School made full use of this day and all

The Ministry of Fisheries and Marine Resources hosted an award ceremony for scientists at the closing of the Annual Research Meeting (ARM) at the Ministry’s office in Swakopmund. The award ceremonies are customary with the ARM, where the Minister of Fisheries and Marine Resources Bernard Esau presents a few awards as encouragement and motivation to others to also give their best. According to Esau the most important resource of any institution is its human resources and the experience as well as institutional knowledge they possess. He says the forum through which knowledge is transferred and shared, is important. It also helps researchers to showcase their work, sharpen their skills and to acquire the necessary experience to elevate them to international scientific standards.
“Science forms the backbone of our management decisions and in order to sustainably utilise our marine resources as per the theme of the research meeting, it is essential that we understand the functioning of our marine ecosystem and the complex interactions and dynamics” Esau said. Recognising the involvement of other stakeholders in the ARM notably BCC, NACOMA, NSI, UNAM, the National Commission on Research Science and Technology, the Namibia Dolphin Project, and the fishing industry, the Minister urged them to become more involved and provide further support in organising the ARM on an annual

Ocean conservation and its impact on the world's economy Earlier this month, the World Wildlife Fund released a study on how ocean conservation can impact the world's economy. Done through VU University in Amsterdam and funded by the WWF, the study's findings show that thousands of jobs could be created and billions of dollars could be generated by 2050 through ocean conservation alone.
Better yet, the benefits to our oceans would exceed the costs involved. All this information comes at a great time, too. The study was conducted and released prior to the UN's post-2015 sustainable development agenda in September and the Pope's Encyclical on the Environment due to be released in a few days' time. The report recommends ocean conservation items be one of the topics at this meeting in September. In the report, the WWF pushed for 10 percent of the oceans to be protected by 2020 and 30 percent protected by 2030. At the moment, only four percent of the oceans are protected. Current existing protection regions include the Mediterranean, Coral Triangle and coastal Africa. According to the
Director General of the WWF, Marco Lambertini, these areas already exhibit the positive environmental and economic impacts conservation offers. In Fiji, locally managed marine areas have been able to reduce poverty, benefit health, strengthen government and, of course, conserve the ocean. In particular, these added conservation jobs would offset damages to our oceans from pollution, overfishing and harsh environmental factors. Over the course of 35 years, the study estimates that US$490-$920 billion could be generated by expanding these protection zones. The number of jobs created falls somewhere between 150,000 and 180, 000. In the study, the organisation sta-ted that marine protected areas “are known to attract and sustain coastal tourism and recreation, supporting growth of
employment and commerce”. WWF's website lists a number of “priority places” for ocean conservation, which include but are not limited to, the Arctic, Black Sea, Madagascar, the Baltic Sea and Gulf of California. There are a number of alarming facts and issues — such as climate change and hurricanes — that prove we need to act on ocean conservation. Nature and climate change are not the only dangerous factors facing our oceans: we are as well. According to the Conservation for the Oceans Foundation, humans are currently practising habits that are significantly hurting our oceans. Human activities account for 97 percent of all coral disease. Unsustainable fishing kills more than five million sharks per year. Approximately 80 percent of marine
pollution comes from land. In Asia and Eastern Africa, 90 percent of human waste and sewage is discarded into the ocean. Particularly frightening is the number of “dead zones” in the oceans. These are areas in oceans that are larger than the United States and devoid of and unable to host life. Currently, there are more than 200 dead zones in the oceans. We already know the good ocean conservation does for the environment, the ecosystem and the creatures living within it. That should be enough as is. But now we have facts that show it's not only good for our environment, but it's good for our economy, too. Swakopmund Residents Association Newsletter Our AGM earlier in the month was once again well supported by the older generation. We are grateful for this continuous support and at the same time disappointed by the absence of the younger generation. We appeal to all those who have grown children in this town to encourage them to join our association and give us their support and ideas. Mrs Vera Leech and Werner Horsthemke are welcomed as new committee members. We look forward to their input. After having been a councillor for 11 years Mr V Steinkopff is preparing his exit from public office. He will however still take care of our finances and act as advisor to the committee. The audience was presented with a lengthy well detailed report on the building activities of the new controversial waterfront, which was very interesting and raised many an eyebrow. The meeting addressed the traffic chaos at peak hours and also the littering of plastic bags and empty bottles. Motorists approaching Swakopmund from upcountry are disgusted by the sight of litter in the desert next to the road. Lastly it is felt that the street paving programm should concentrate more on the old residential area around the previous Hansa Brewery. Some of these houses date back to the years before Second World War and have been paying their rates for generations. Public buildings like hostels, schools etc are in a disastrous condition, as no maintenance has been done for years. As these buildings fall within the jurisdiction of our local authority, council should apply pressure
on central government to have them renovated professionally. Mr J Kambueshe our last mayor liked to refer to Swakopmund as an international holiday resort. As far as the standard of public buildings and cleanliness of our town is concerned we are far away from that distinction. Painting of the Woermann Haus is well under way and looks fine from a distance. Electricity and plumbing installations were attended to preceeding the painters. Unfortunately the wooden windows and various other constructions were completely left out with no repairs being effected. Due to harsh weather conditions the wood is disintegrating and the window frames in particular are in a very sad condition. The putty holding the panes in position has dropped down in many places and the gaps are just hidden under white paint. Surely the contractor is a professional? What will the whole building look like in a few years? When the budget for the years 2015/2016 was presented at the last council meeting an amount of N$ 23.7 million was allocated for amongst others the renovation of the Woermann Haus. Hopefully a fair share will be allocated to deli-
ver quality work. In general the tariff increases were moderate and council optimistically expects to fill the financial gap through the selling of erven. This was the last meeting for Mr J Kambueshe as mayor and councillor, as he was elected to the Erongo Regional Council a few days ago. We congratulate him on the achievement. Although differing on many points with him we still had a good relationship which we hope to continue with his successor, who will have to take over the many problems which most of the councils throughout the country have, like housing, crime prevention and job creation, etc. There is however still the one big issue which puts the credibility of democracy at stake: This is Erf 3486, valued at N$ ±2 million which the ruling party wants to rezone and sell to Swapo for N$30.000. This is a very bad example of self-enrichment and neglect of public interests. This issue has continued over a couple of years now but the Residents Association will not rest until the intended ”sale” has been cancelled to the benefit of the whole community. First solar car to cross the border into Sub-Saharan Africa leaves Johannesburg on 18 June 2015 The kick-off on the 18th of June 2015 of The 2015 African Solar Drive is the start of a subharan adventure which sees Ilanga II, the University of Johannesburg (UJ) Energy Movement’s solar powered electric car, cross the border into Namibia and Botswana. During the 4 160 km educational road trip, engineering students will also be collecting and analysing data to optimise the performance of the vehicle, which will later be used to attempt to set the solar-only land speed world record. Aside from the adventure of the drive, an important focus of The 2015 African Solar Drive is to raise awareness and promote green technology. By showcasing Ilanga II and hosting public lectures, the UJ Energy Movement aims share their experiences with schools, students, researchers and people that are interested in pursuing a career in the fields of science and engineering, specifically relating to alternative energy. The lectures will be taking place in Kimberley, Upington, Windhoek and Gaborone. Aside from the public lectures, the solar drive team is also visiting rural towns along the route to inform people about the importance of renewable energy and sustainability and easy ways to implement it in our daily lives. To complement the team’s efforts, they have partnered with Prof Vivian Alberts at PTiP Innovations, who have developed wholly local (and internationally patented) thin film photovoltaic technology, which they hope to pilot in rural communities in the near future. PTiP will be utilising The 2015 African Solar Drive route to identify possible
community outreach programmes that can utilise PTiP’s innovative product to vastly improve living conditions. Mechanical Engineering Science lecturer and the UJ Energy Movement Programme Manager, Nickey Janse van Rensburg says “The UJ Energy Movement programme was established in 2010 to help promote skills development, energy conservation and sustainability through technology innovation. We are really excited to be taking Ilanga II on its longest trip yet and introducing the programme to our neighbours across Africa.” Spectators can look forward to seeing Ilanga II along the route and at specific pit stops; the solar powered electric car was awarded the Technology and Innovation Award at the 2014 Sasol Solar Challenge and is one of the most advanced solar powered vehicles produced by UJ students and industry partners to date. Team and Technology Manager of the Energy Movement programme, Warren Hurter explains that there are a lot of logistical arrangements behind the 2015 African Solar Drive. “A team of engineers and academics has been involved in the technical planning of this twelve day road trip to make sure operations run as smoothly as possible.” Mitsubishi, the official transport partner for the
tour and supplier of a full fleet of vehicles for the 2015 African Solar Drive’s ground patrol team is delighted to be on board. Braam Faul, National Marketing Manager of Mitsubishi Motors and patron of the UJ Energy Movement says “We are proud to be involved with the 2015 African Solar Drive. In keeping with our motto of making every single drive an adventure through innovative design, the solar car project is a natural fit for us.” To add to the interest of the trip, Mitsubishi Motors has tasked the students to have their own Economy Run with the vehicles provided to them. Mitsubishi products like the Mirage are extremely fuel efficient, in fact the Mirage is touted as the most fuel-efficient non-hybrid petrol-engine vehicle in the United States. The fuel consumption of all the vehicles will be calculated on the combined trip of 4 160 kilometres. Namib Marimbas back after a successful tour to Switzerland and Germany The Namib Marimbas, a local group toured Europe from 21 May to 8 June. Their concert tour consisted of almost 20 concerts. We received the following letter from their organiser, Greta Holst. and schools in the Schaffhausen district. This was a totally different week, since we had many cultural exchange concerts with various music schools and church communities. The musicians stayed with host families and were spoilt. The last two concerts were in Ludwigsburg and Reichskirchen in Germany. Those two were the best-attended concerts. The musicians had great fun between the performances. Although we had eighteen concerts in fourteen days, they had still some time to make beautiful memories. We spent one day up in the Alps – having two concerts
but also time to play in a little bit of snow still up in the mountains. Mines were visited and they had fun in a playground with lots of trees. They also visited a chocolate factory where they could create their own chocolates.
After the two weeks in Europe the musicans are happy to be back home and they have many beautiful memories. To everybody who helped to make this tour a success, a very big THANK YOU!! Greta Holst

One highlight in Luzern was the Namibian dinner with music at the Tropenhaus in Wolhusen. The menu included ‘mieliepap’ ordered from Namibia, lots of meat and other vegetables. The dessert was ‘koeksisters’ and ‘melktert’. This the guests enjoyed very much and we do think some of the guests will come and visit Namibia. At all our concerts we had a little table with traditional food like Mahango, Mopani worms, !Narra pips, Empe, etc. It was part of our program to sing about the traditional food. The second week we performed at various churches

Dear Readers After a very long wait and hard work we at last arrived in Switzerland. The first week we spent in Luzern and Weggis. Kurt Imgruth and Barbara Puder organised many concerts and that included four concerts at old age homes – that was our social responsibility part of the tour. The other four concerts were mainly open-air events, and the sun was shining all the way. Rainer Huber, and Gabi and Phillip Hirt also assisted us a lot. All the concerts were well-attended due to the fact that all concerts were free entry.

First-ever Chinese film festival launched The Chinese Embassy in Namibia this weekend launched the first-ever Chinese Film Festival in Windhoek. Chinese Ambassador to Namibia, Xin Shunkang, officiated at the official opening. He said the Chinese film industry has been developing at a fast pace over the past few years. He noted that many Chinese films are shortlisted at major international film festivals. The ambassador expressed hope that the screening of Chinese movies will accord Namibians a chance to learn more about the Chinese culture. “I hope this event could be a chance for our Namibian friends to further understand the Chinese culture, customs, history and society,” Xin said. The festival will run until Thursday at the Mearua Mall Ster Kinekor Cinema. He commended the
management team of Ster Kinekor for their arrangements and involvement to host the film festival. The movies are classic works of different themes and styles, aimed at showcasing China’s culture and history. Minister of Land Reform Uutoni Nujoma, senior United Nations (UN) officials, members of the diplomatic corps, as well as several Chinese nationals residing in Namibia attended the screening of the festival’s first movie ‘The Partners’. Official Commemoration of the Day of the African Child
Today, the 25th Silver Jubilee of the Day of the African Child (DAC), is being celebrated officially at the Groot Aub Primary School, Groot Aub, under the theme “Accelerating our collective Endeavours to end Child Marriage”. Namibia's Minister of Gender Equality and Child Welfare, Hon Doreen Sioka; UNICEF Representative, Ms Micaela Marques de Sousa; Garriel Haugh, Junior Mayor City of Windhoek, Advocate Ingrid Cupido, Children's Advocate; and Arrie Frederick, Junior Councillor of Windhoek are all reportedly attending the celebrations. This year's DAC is
unique in that it coincides with the 25th anniversary of the adoption of the African Charter on the Rights and Welfare of the Child (the African Children's Charter or the ACRWC). The aim of this year's DAC is to call attention to child marriages which still remains a sad reality for millions of girls across Africa. The celebration also aims at highlighting the role of Com-
munity-based Organisations and collaboration between the Committee and other organs of the African Union. The Government of Namibia, led by the Ministry of Gender and C h i l d We l f a r e (MGCW), in partnership with UNICEF and in collaboration with Civil Society and children, is seizing the opportunity of this year's Day of the African Child (DAC) to raise awareness for the urgent need for effective prevention and response to all forms of violence against children and adolescents, including harmful social and cultural practices including child marriage, which clearly violate the
rights of children. Reports show that thirty-nine percent of girls in sub-Saharan Africa are married before their 18th birthday; thirteen percent are married by their 15th birthday. It is obnoxious to learn that 15 out of the 20 countries with the highest rates of child marriage are in Africa. This practice impedes on the full development of the girl child in Africa. . As per the African Children's Charter, child marriage violates all four cardinal principles of child rights and a number of other rights protected under the Charter. Apart from infringing the fundamental human rights associated with child marriage, girls aged 15 to 19 are faced with maternal mortality and morbidity as a result of pregnancy and childbirth. They are prone to disabilities associated with early childbirth:
obstetric fistula, Sexually Transmitted Diseases (STDs) including HIV and incontinence. Studies have also shown that early sexual debut among girls – particularly those with little or no access to education – increases their vulnerability to child marriage. Consequently, girls with better access to education tend to delay sexual experience so as not to fall pregnant, drop out of school and jeopardise their future educational and career prospects. Although the cases of child marriage have not been well researched in Namibia, it is important to highlight the negative consequences of the teenage pregnancy on the various rights of children. Teenage pregnancies therefore place a heavy burden on the health and social system of the country with harsh consequences for both the teenage mother and
her child including pregnancy-related illness, high infant and maternal mortality, babies with low birth rates, vulnerability to STDs, malnutrition and stunted growth . The DAC official day will today be commemorated in all 53 African countries with events that will mobilise alliances for urgent and effective actions to respond to the challenges child marriage, including emphasis on customs and practices that are prejudicial to
the health and life of the child and those that are discriminatory to the child on grounds of sex or other status. The DAC was adopted on 16 June 1991 to honour those who had laid down their lives for the cause of freedom in South Africa. By adopting this day, the African Union has drawn attention to the plight, not only of children in South Afri ca, but also to the plight of children across Africa.

Household debt increases: SSS Household debt currently stands at nearly N$41,9 billion for the month of April compared to N$41,5 billion last month. Total household debt and its components include mortages of N$28,7 billion; overdrafts of N$2,45 billion; instalment credit of N$6,23 billion, while other loans are estimated at N$4,46 billion, according to the Credit Report for April issued by Simonis Storm Securities on Friday. It emphasised that household debt increased by 0,92 per cent month-on-month compared to negative numbers recorded in March this year. “Household debt growth has eased to 9,96 per cent year-on-year as the rising interest rate environment continues to curb spending in major sub categories. “On a monthly basis, other loans increased by 2,39 per cent as consumers seemed to curtail spending and a negative growth of 5,95 per cent year-on-year,” read the report. Instalment credit recorded a negative growth of 8,02 per cent month-on-month resulting in a 3,51 per cent growth for the last 12 months. Overdraft facilities have grown by 11,18 per cent yearon-year, while mortgage growth stands at 14,41 per cent. Total Namibian debt (comprising of domestic and foreign government, corporate and household debt) stood at N$108,18 billion at the end of April, up from N$91,69 billion a year ago, which indicated a
growth of 16,50 per cent. Government debt increased by 15,71 per cent to N$35,74 billion in April on an annual basis. Estimated figures for foreign debt indicated a 3,81 per cent growth year-on-year mainly due to the South African Rand weakness. The credit report indicated that the Namibian Government has committed itself to a number of strategic infrastructure projects for which funding will be required. On corporate debt, the report indicated that it grew by 27,98 per cent to N$30,52 billion in April compared to N$30,17 billion in March. Instalment credit has grown by 47.65 per cent year-on-year and 13.16 per cent month-on-month, which amounts to N$5,17 billion; lower compared to N$6,47 billion the previous month. Mortgages growth stood at 24,50 per cent, while overdrafts grew by 8,83 per cent and other loans by 37,51 per cent on an annual basis, according to the report. NAMPA

Mannetti happy with players discipline despite loss Namibia lost its opening game of the 2017 African Cup of Nations (Afcon) qualifier 10 in Niamey, Niger on Sunday. Namibia is now third in Group K Senegal is leading the group on goal difference after beating Burundi 3-1 also on Sunday. Senegal and Niger are level on three points each, while Burundi and Namibia are both without a point. Despite the loss, Brave Warriors coach Ricardo Mannetti is happy with his players' discipline and tactical approach to the game. NASP archers ready for USA Seventeen Namibian scholars have been selected for the Namibian NASP team that will leave for Nashville Tennessee, USA from 22-28 July to participate at the biggest National Archery in Schools program competition that will attract thousands of archers from all over the world. Preparation and team building was held at Koës Farmers Associations Sport day on the 30th of May 2015. New friendships were forged and deepened and dedication from trainers and team managers Rudi & Marja Woortman ensured that these young archers are ready for the rest of the world. The farmers were very impressed to see all the talent of the young archers with some farmers lining up for archery lessons after the youngsters won the competition for the day. In the coming weeks before departure, the BAI trainers from the various schools, with the help of Marja Woortman, will ensure that all the archers are properly trained and prepared for the competition. NASP continues to be a vital development section of the Archery Association Namibia and continued with training new instructors in Otavi this past weekend. Four new BAI trainers qualified: Tamar Vucic, Elke Pusch, Anke Hoffman and Silmar Boshoff will ensure that archery is developed and enjoyed by school children in Otavi. Spur donates again Hickory Creek Spur Walvis Bay, hosted for the first time ever, a shadow shift a fortnight ago, where teachers of Walvis Bay Private High School, worked as trainee waitrons to generate funds for their Rugby team.

Spur and her team were the brain behind this idea. “What happens is we identify schools that are in need, in any area, whether it be in sports or with books. The whole idea, of what we are trying to do with this shadow shifts, is to give back to the community. We are not just here to take, but also to give,” Karel Esterhuizen said, one of the Managers of Spur Walvis Bay. The next shadow shift remains a mystery, but the public should be on the lookout for either teachers or learners of a school in the area.

Jaco Madjiedt het vroeg in die eerste helfte van die wedstryd die telbord vir die tuisspan geopen en op daardie stadium het dit voorgekom asof die Swakopmunders ‘n maklike sege sou behaal. Buffaloes het egter teruggeveg en kort voor halftyd die gelykmaker behaal, met Celtic wat maklike kanse voor hul opponent se doelhok verbrou het.
Met die omdraaislag was dit duidelik dat Buffaloes die fikser span was en hulle het dan ook vir ‘n tweede keer in die Celtic doelhok gaan kuier. ‘n Derde doel deur die Walvisbaai span was die finale spyker in Celtic se doodskis en humeure het begin opvlam. Die lynregter het sy vlag opgesteek nadat die Celtic doelwagter blykbaar die
bal buite die strafskop-area hanteer het. Een van die Celtic spelers het die NFA beampte bygeloop en ‘n gestoei het ontstaan, met die lynregter wat op sy rug beland het. The West Coast Sharks Netball Club is a newly-established netball team in association with the West Coast Sharks Rugby Club. We have acquired a new training field located at the SFC Sports Grounds, which is also our new and permanent training facility. The Walvis Bay Rugby Club defeated the Gobabis-based Eastern Bulls with a score of 27-11, Saturday. Walvis Bay’s outside center, Jason McAlpine scored the first try for his team, but his team mate, Ruan Kotze, unfortunately missed the conversion, score: 0-5. The Eastern Bulls however struck back, when their full back, Eastwynn Springbok scored a penalty, followed shortly thereafter by a try, by Adriaan Du Plessies, Number 8, and captain of his team. Full-back, East-
wynn Springbok, unfortunately missed the conversion, score: 8-5. The Eastern Bulls received another penalty, and Eastwynn Springbok, gave his team another 3 points, score: 11-5. The game seemed to be in the favour of the visitors, but the Walvis Bay team found a weak spot in the opposing team’s defence line, and Elton Renschke, flanker, scored the second try for
his team. This was followed by a conversion by fly-half Ruan Kotze, and together they set the score at 12-11. Walvis Bay’s, scrum half, Jannes Smith, scored another try shortly before half time, and followed by a conversion by Ruan Kotze. At half time the score stood at 17-11, in favour of Walvis Bay. During the second half of the game, substitute full-back
Jurie Loodts and substitute outside centre, William Jacobs scored the last two tries respectively for their team. Substitute fly-half JT Martins unfortunately missed both conversions. At the end of the game, the score was 27-11. Nico Van Der Westhuizen, Coach of the Walvis Bay Rugby Club, said that he is extremely satisfied with the win of his team, but a lot of hard work lies ahead.

Sowat 10 min in die eerste helfte het die agsteman van die West Coast Sharks, Martin Barnard, oor die doellyn gaan kuier van 'n 5 meter skrum af vir die eerste drie van die wedstryd. Die doelskop was onsuksesvol. Kort daarna het Deveranche Bedja, die slot van West Coast Sharks ook oor die doellyn gaan kuier nadat hy deur die voorspelers van Polytech gebreek het. Die doelskop was weereens onsuksesvol en die telbord staan toe op 10 – 0 vir die West Coast Sharks. Ploytech het weer afgeskop en het hier en daar ‘n paar goeie lopies gehad - maar hulle hande en die West Coast Sharks se verdediging was net te sterk vir hulle om ‘n drie te druk. Ploytech het beter vertoon in die tweede helfte, met goeie lopies en agterlynbewegings. Die Sharks se dissipline was egter baie goed en Polytech kon nie deurbreek deur hulle verdediging nie. Die skeidsregter wou egter die wedstryd stop sowat 15 minute in die tweede helfte in, nadat daar op die West Coast Sharks se spelers en die skeidregter gevloek is, deur mense wat aan die oostelike kant van die veld gesit en drink het en geraas gemaak het met hulle motors. Gelukkig het die skeidsregter gemerk dat dit nie West Coast Sharks of Poly-
tech-ondersteuners was nie, en die die spel laat voortgaan. Martin Barnard het nog 2 drieë gedruk in die tweede helfte wat sy totaal op 5 drieë te staan gebring het. Die skrum- skakel, Josh Wilkenson, het ook een keer in die 2de helfte oor die doellyn gaan kuier en die doelskop van Jaco-Martin Venter was suksesvol. Polytech het uiteindelik ook 'n drie gedruk in die laaste paar minute van die wedstryd, maar het met die doelskop misluk. Die eindtelling was 37-5 in die guns van die West Coast Sharks. Josh Wilkenson is as man van die wedstryd aangewys en hy het weggestap met N$200-00, en ‘n mooi drasak. Die Sharks se Winton van der Westhuizen het na die wedstryd gesê, “Ons wil ook vir almal dankiesê wat die dag suksesvol gemaak het asook vir al ons ondersteuners wat daar was. Ons wil ook net noem
dat met die volgende tuiswedstryde streng maatreëls in plek sal wees by die hek en langs die veld, wat betref drank, musiekstelsels in motors en die algemene gedrag van mense wat na die wedstryde kom kyk. Dit is om te verhoed dat, wat die naweek gebeur het, weer sal gebeur- en ons vra verskoning aan almal omdat ons nie sulke goed duld by ons velde nie. Dis ‘n famileklub en ons verwelkom glad nie sulke gedrag nie. Ons volgende wedstryd is teen Dolphins op 20 Junie, op Dolphins se velde en ons hoop om almal daar te sien. Ons oefen ook Maandag tot Donderdag by die SFC sportgronde om 18:00 tot 20:00, vir enige spelers wat wil deelraak van die West Coast Sharks. Ons is ook op Facebook onder West Coast Sharks, sou enigiemand meer inligting oor die klub wou hê.”
