Urban and Rural Development Minister Sophia Shaningwa pictured with members of the Council of Traditional Leaders and passed on to previous President Hifikepunye Pohamba, and is now with incumbent President Hage Geingob. Shaningwa called on all local authorities in the country to allocate one plot per person. Moses Pakote, Deputy Executive Director in the Office of the Vice-President said in a statement issued yesterday, that the council, being concerned about the potential turmoil and unnecessary loss of human life should the youth continue with the plan to illegally grab land, had requested an audience with the Vice-President to seek an appropriate way in which the matter could be addressed. Earlier this week, Attorney-General Sakeus Shanghala asked for the names of all people who applied for land under the AR in order to advise the president and Government, including security agents and law-enforcement units. Shanghala explained that the names of land applicants are needed to advise President Hage Geingob and Government, including security agents and law-enforcement units. The Council of Traditional Leaders held the urgent consultative meeting with Vice-President Dr Nickey Iyambo yesterday morning to discuss the issue of land grabbing mooted by the Affirmative Repositioning (AR) youth movement.
The traditional leaders via their chairperson Omukwaniilwa Tatekulu Immanuel Kauluma Elifas had requested the meeting, fearing the repercussions of the movement’s plan to occupy land by the end of this month. The Chairperson of the delegation, Chief of Topnaar Traditional Authority, Seth Kootjie told the media after the meeting that the main purpose was to advise the government on issues of land and other issues that hamper community development. Kootjie said they discussed the issue of land grabbing, which is a concern of all Namibians, especially the traditional councils. “We are worried that this issue might reach the traditional, rural and commercial areas,” he said. The chief advised Government to continue engaging with the youth and solve the problem as soon as possible. He urged the youth to adhere to the rules and regulations of the country by not grabbing land instead use appropriate channels to acquire land. “We are advising them to carry out their wishes through the government consultation and engagement in order to reach positive solutions,” Kootjie reiterated. He said the meeting also discussed the issue of drought that is affecting the economic development of the country.
“We all know that climate change is affecting the country and we are appreciating the plans and actions taken by our government to serve the Namibian communities, and all sectors to support the government and the community in addressing the issue of drought,” he said. Delegates of the traditional leaders’ council and Iyambo also discussed the problem within the traditional authorities all over the country that are dealing with disputes in traditional leadership and communities, which hampers the development of the country. The chief called on the government to assist the traditional leaders and council of leaders, and empower them on how to carry out their functions and duties on reaching the amicable solutions on issues of traditional disputes in the country. Kootjie was accompanied by the Deputy Chairperson of the Council of Traditional Leaders, Chief Immanuel /Gaseb; Special Advisor to the Minister of Urban and Rural Development, Phillip Tjerjie; Chief of the Maharero Traditional Authority, Tjinani Maharero; and Senior Traditional Councillor of Ondonga Traditional Authority, Naeman Amalwa. Minister of Urban and Rural Development, Sophia Shaningwa also attended the meeting. NAMPA
reasons for the strike. The statement reads that Walvis Bay Salt Holdings did not make any attempt, nor demonstrated its willingness to redress the perceived salary discrimination, except putting restrictive and prescriptive principle conditions in their cross pollinated draft agreement in the context such as: “1. In principal, the affected employees to pay for the damages they suffered i.e. the Company want to get this rectified at no cost or minimal cost to Company. 2. Whatever is agreed on should be the ever end about Salary discrimination i.e. no future claims of such nature but the Company doesn’t commit not to implement such practices ever again in future, nor demonstrating in wanting to change such discriminatory system or behaviour. 3. Promoting deliberate salaries anomalies by making deliberate attempts of systematic migration of workers from current placement within the bandwidth for them to migrate to or beyond maximum
of their grade at no additional cost to company, hence the proposed distorted increments to move people beyond the maximum with no monetary benefits.” The Union demands that the Company must demonstrate its intent to redress the supposed discrimination. “We shall not heed to the capitalist mentality of exploitation through systematic discriminatory practices for now or the future as a point of departure, we demand a fair, equitable, transparent and consistent salary structure,” the media statement continues. The Union and striking workers also noted that they are committed to comply with the strike rules. The company’s management instituted the court application after striking workers allegedly tampered with company property electricity and pumps) amongst other. In a notice to all staff members (in namib times’ possession), Walvis Bay Salt Holdings’s Managing Director, Mr Andre Snyman, warns that “employees who
have made, or continues to breach the strike rules and the disciplinary code, will be subjected to disciplinary action, and if found guilty, might face dismissal.” A 32-page affidavit (also in namib times’ possession), submitted by Mr Snyman, notes that if this matter is heard in the ordinary course, it would probably only be heard by the end of this year. He noted that the losses and damages the company will suffer, should the application be brought in the normal course, would be substantial and probably impossible to recover. The behaviour of the striking workers is according to the affidavit becoming “very unpredictable and radical.” Picketing outside the agreed strike area, unpermitted and unauthorised movement onto the premises and intimidating of employees who do not participate in the strike is some of the said unlawful practises taking place, according to Mr Snyman’s affidavit.

UNAIDS goal of 15 million people on HIV treatment by 2015 reached The world has exceeded the AIDS targets of Millennium Development Goal (MDG) 6 and is on track to end the AIDS epidemic by 2030 as part of the Sustainable Development Goals (SDGs). The AIDS targets of MDG 6 - halting and reversing the spread of HIV-have been achieved and exceeded , according to a new report released today by the Joint United Nations Programme on HIV/AIDS (UNAIDS). New HIV infections have fallen by 35% and AIDSrelated deaths by 41%. The global response to HIV has averted 30 million new HIV infections and nearly 8 million (7.8 million) AIDS-related deaths since 2000, when the MDGs were set. "The world has delivered on halting and reversing the AIDS epidemic," said Ban Ki-moon, Secretary-General of the United Nations. "Now we must commit to ending the
AIDS epidemic as part of the Sustainable Development Goals." Released in Addis Ababa, Ethiopia, on the side-lines of the Third International Conference on Financing for Development, the report demonstrates that the response to HIV has been one of the smartest investments in global health and development, generating measurable results for people and economies. It also shows that the world is on track to meet the investment target of US$ 22 billion for the AIDS response by 2015 and that concerted action over the next five years can end the AIDS epidemic by 2030. "Fifteen years ago there was a conspiracy
of silence. AIDS was a disease of the "others" and treatment was for the rich and not for the poor," said Michel Sidibe, Executive Director of UNAIDS. " We p r o v e d t h e m wrong, and today we have 15 million people on treatment- 15 million success stories." How AIDS changed everything-MDG 6: 15 years, 15 lesson of hope from the AIDS response celebrates the milestone achievement of 15 million people on antiretroviral treatment-an accomplishment deemed impossible when the MDGs were established 15 years ago. It also looks at the incredible impact the AIDS response has had on people's lives and
livelihoods, on families, communities and economies, as well as the remarkable influence the AIDS response has had on many of the other MDGs. The report includes specific lessons to take forward into the SDGs, as well as the urgent need to front-load investments and streamline programmes for a fiveyear sprint to set the world on an irreversible path to end the AIDS epidemic by 2030. Dr Hage Geingob, President of Namibia, at the launch of this publication said, “Namibia is one of the countries that was most severely affected by the HIV AIDS pandemic, therefore, the topic is very close to

my heart. I have seen the ravage that this disease has caused to families across Namibia. I have also witnessed the resilience and courage of the Namibian people who have steadfastly confronted this disease. At the height of the HIV AIDS pandemic, the Government of the Republic of Namibia declared war on this dreadful disease. Through significant scaling up of resources on all fronts, I am proud to note that Namibia is one of the countries that have been successfully reversing the AIDS epidemic.” He said government's approach to fighting the disease was multifaceted. It included, awareness raising at a young age, HIV AIDS counselling, extension of medical infrastructure and personnel and aggressive rolling out of life-saving medicines. “Today, we have destigmatised AIDS in Namibia. It is no
longer the proverbial white elephant in the room. As a result of this, our people opened up to voluntary testing, and embraced HIV AIDS treatment. The results were phenomenal. Over the past 15 years, we have seen a nearly 50 percent drop in new HIV infections. The results are even better for children where we have reduced new HIV infections by more than 60 percent. More than 132 thousand Namibians are accessing life-saving antiretroviral treatment. This translates into a coverage rate of 90 percent.” The President said with regard to prevention of mother to child transmission, the results are even better, and today, 95 percent of all women in Namibia have access to HIV medicines to prevent spreading this dreadful disease to children, thereby giving them a better shot at life. “The excellent results that I have alluded to, Mr. Secretary General,
would not have been possible, if it were not for the assistance of our international partners. I would like to, in particular, single out the United States President's Emergency Plan for AIDS Relief, in short known as PEPFAR. I have often lamented the fact that the unfair classification of Namibia, as a so-called upper middle income country makes it difficult for us to access grant funding and, therefore, hampers the speed of our development. In this connection, PEPFAR was different, by considering the realities on the ground. Equally, the assistance provided by UNAIDS to help Namibia combat this disease cannot be overemphasised. Thank you very much.” (See the latest on the HIV AIDS Awareness Campaign of Namib Times/PEPFAR (with smart partner The Corridor Group) on page 10.)

Child marriages should be abolished in SADC: Forum
The Southern African Development Community (SADC) Parliamentary Forum has called for the abolition of child marriages. Speaker of the National Assembly, Peter Katjavivi said this during the media briefing on Wednesday in Windhoek, on the outcome of the 37th Plenary Assembly of SADC PF, from 5 to 11 July in Durban, South Africa. Katjavivi said the Plenary Assembly noted that about 40 per cent of children in southern Africa are married off before they are 18 years of age. He said early and forced child marriages are a violation of human rights and are not in conformity with the human rights obligations and commitment of SADC member states, which must promote and protect the rights and freedoms of women and girls by preventing and eliminating these practices. “We urge our government to adopt integrated approaches towards preventing and eliminating child marriages, including engaging with women and girls themselves and their families, traditional authorities, faith-based organisations and legislators,” said Katjavivi.
He said the Assembly took a resolution that the Forum should expedite the development of the SADC Model Law on Child Marriages and ensure that this is approved by the 39th Plenary Assembly session. As a practical approach, Katjavivi said, the Plenary Assembly implored parliamentarians to ensure that appropriate legislation is enacted at national levels to outlaw early and forced child marriages. The Assembly further urged SADC countries to consider the adoption of gender-inclusive electoral systems, especially the proportional electoral system, as this has proven to guarantee the election of women. Katjavivi said the participants applauded Namibia’s ruling party for adopting a zebra-style
gender representation system to ensure equal representation of men and women in politics. However, the Assembly took a resolution to prioritise targeted programmatic interventions to ensure the participation of the youth in politics and beatification from economic activities. He said the youth should be mainstreamed in the political and economic governance of SADC countries. Katjavivi said the SADC PF was satisfied with electoral democracy exercised by Namibia, Mauritius, Lesotho and Zambia. He said elections in these countries were adjudged by a Mission of the SADC PF as well as other international missions to have been free, fair and democratic elections. Katjavivi said while the
Plenary Assembly noted that funding has decreased particularly for elections, there is a need to continue the Forum’s participation in election observation as elections are at the centre of democracy. “In response to the need to sustain one of the flagship programmes of the Forum, namely election observation, we should find innovative ways to fund election observation missions,” he said. SADC member states are Angola, Botswana, Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. A child playing with rubbish covered in flies
‘We want land for our ghettos’ Madelaine Laubscher A local resident who has been residing in Kuisebmond for 30 years wants to start a project to ensure a better future for Kuisebmond after he has been witnessing “the dire state it is in”, due to an alleged lack of assistance from the Municipality. Mr Kenneth Iilonga wants to start the Namibia Organisation Housing Project and currently has 12 members supporting him in this initiative. “We are asking the Governor Cleophas Mutjavikua to assist us in making this project a reality. Please give us a date to meet so we can explain our main aim of forming ths organisation. We hope that a public meeting can be held soon,” he said. After a tour through Kuisebmond along with Mr Ilonga, he said he is furious about the state Kuisebmond is in, concerning the health and safety of children. He mentioned a few problems he witnessed. “Our ghettos are burning, people leave used condoms in the street, they urinate in the street because there are no toilets available and what makes it worse, these are all areas where children play during the day. People living in ghettos are forbidden to use toilets inside houses, thus they use the street. Some women are forbidden to have children when living in a ghetto due to a lack of space. If they fall pregnant, they are chased away. The municipality does not care about these people. For over 10 years I have witnessed how people defecate in the street. There are heaps of rubbish lying in the streets. We have contacted the municipality for assistance, but to no avail. People who earn an income by fixing cars, have to fix the cars in the street, because there are no suitable places made available to them such as those in town. Children are playing in the street because the cars are also being fixed where the children used to play. The fixing of the cars also result in paint and smoke stenches drifting into our homes. Some ghettos are standing in the street because the municipality is not monitoring the ghettos. It has gone to such an extent that cars drive into the
ghettos because the ghettos are standing where motorists are supposed to drive. We want land for ghettos. I hate it that children are exposed to dangerous areas where they are supposed to play. They play right in the middle of bacteria, urine, rubbish and faeces. They get diarrhea and could even get cholera. We want land for our businesses to be built in proper areas that will not expose children or anyone to danger,” he said. These people cry daily because they lose their ghettos and everything inside. Those who do not have a job, sell kapana. If their ghettos burn down, their income of selling kapana is also burnt. Where do they turn to? The municipality must listen. Long ago when Namibia was still known as South West Africa, Kuisebmond was clean and there were no fires. The municipality back then knew how to manage these situations. These days the staff of the municipality only sit in the office doing nothing,” he fumed. One of the areas that Mr Iilonga pointed out where people defecate in an old building, have already been reported to the municipality and covered by the namib times several times, however the problem continues. The Public Relations Officer of the municipality, Mr Kevin Adams, says he is aware of this complaint. “In order to combat illegal dumping/littering, the Council constructed a transfer station worth N$40 000 in Kuisebmond, behind the ‘Nam-port’ area for the purpose of disposing of building rubble and garden refuse. Another reason for the transfer station is because the distance to the landfill site is out of reach for many residents. However, the transfer station has been used for dumping domestic household refuse and rotten/ expired fish, despite clear signs that indicate that the transfer station is only

meant for building rubble and garden refuse. A transfer station has also been constructed in Narraville for building and garden refuse. Council is in the process of implementing a strategy that allows all households that require more refuse bins to apply for more bins. In addition, the Solid Waste Section is in the process of identifying littering hotspots, open areas and unused erven, and requesting owners of such hotspots to clean and keep such areas or erven clean,” he said. He says when these warnings are ignored, Council can clean up the areas in question and such owners will then be held responsible for the costs. “Council calls on the community to take pride in their neighbourhoods and keep their surroundings clean, by refraining from using open areas as dumping grounds for household refuse. The responsibility of keeping Walvis Bay clean does not only lie with the Municipality but also with residents. The Solid Waste Section of the Municipality embarks on several cleaning campaigns throughout the year, but these clean-up operations will have little effect if residents continue to dump household refuse or building rubble as they please. The Municipality also provides free refuse bags to schools and other youth groups who voluntarily conduct clean-up operations around the town. Despite numerous calls on the community to refrain from vandalism and theft, these criminal activities continue relentlessly. Most public facilities have been vandalised repeatedly, despite being replaced on numerous occasions. This has led to the decision to close some of these facilities. Often replaced items such as toilet pots, doors and basins are stolen the very next day after being replaced,” he concluded.

Obtaining Fishing
Permits Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

Namibia defends seal harvesting Namibia has defended its annual seal hunt exercise, noting that no harm is caused to the sustainability of the seal population. Ministry of Fisheries and Marine Resources Permanent Secretary (PS), Moses Muarihungirire, said the seal resource in Namibia is sustainable and the population increases on an annual basis. Maurihungirire made the remarks during a media conference in Windhoek recently. Despite widespread condemnation from international animal welfare organisations on the way in which the country kill the seals, Muarihungirire said Namibia regards seals just like any other resource. He said seals are therefore protected and harvested sustainably. Namibia harvests seals to control the population as the marine mam-
mals feed on fish species and challenge the availability of Namibian fish for export and local consumption. In 2009, the European Union prohibited the import and marketing of seal products in the European Economic Community market, which incudes lavish leather handbags, wallets and jackets. The ban was fuelled by international animal welfare organisations condemning what they call ‘inhumane’ methods used to harvest the animals. Such organisations allege that seals are killed by being hit on the head with spiked wooden clubs. Muarihungirire said that when culling, the coun-

sources of imports for Namibia during the first quarter of 2015. in the first quarter of this year, compared to 65 per cent in the same quarter in 2014,” he said. Most imports were from Switzerland and China. The increase in imports from Switzerland was reflected in Namibia’s appetite for articles of plastic, vehicles and ores, while the growth in im-

Erongo RED explains Power Outages Madelaine Laubscher
At a media briefing on Friday about the approved tariff increase for 2015/2016, various complaints surfaced about two unannounced power outages since Monday in Narraville which caused damage to household appliances. After numerous complaints of damage to people's household appliances, under which television sets and decoders, due to unannounced power outages since Monday night, the Public Relations Officer of Erongo RED (ER), Mr Benjamin Nangombe, said, when Erongo Red restored the power after the outage on Sunday, they found an 11kV cable fault, which resulted in intermittent outages in Narraville. “ER decided to supply Narraville from an alternative supply point while electricians were attending to the cable fault. A few minutes later, the power tripped again on the alternative supply point, due to an over current. ER managed to restored the power around 22:30 on Sunday night. However, on Monday at around
17:24, we again experienced a loss of supply to Narraville due to a fault on another 11 kV cable in the suburb. Again our electrician responded immediately and only managed to restore the power at around 23:00. On Tuesday, power supply to Narraville was interrupted again, and this time it was due to medium voltage switchgear that was faulty. However, the power was restored again around 19:15,” Nangombe explained. He said all the outages were due to unforeseen breakdowns on the electrical apparatus and not due to negligence on ER's part. “During these exceptional circumstances, it is not possible to give a warning or to notify the customers in advance. Neither should ER be held liable for the damages incurred as a result of the outages.
We would like to urge all our customers to install surge protection devices to protect their electronic equipment from voltage spikes. When there are planned outages, consumers are usually notified timeously through the media. The outage in Narraville was not loadshedding. It was just a fault on the network. Our electricians are working hard to repair the faulty cables and to install new switchgear at the affected substation. At ER, we deeply value our relationship with our customers and we are committed to providing the highest level of service to our customers. Although, the last three days, events were beyond our control. On behalf of ER, we express our regret for the inconvenience our customers may have experienced as result of the recent unplanned

We once again urge all our valued customers to provide us with their cellphone numbers, so that we can send them notifications via cellphone of any power outages, and update and progress thereof,” he said. Chief Executive Officer, Mr Robert Kahimise, says the media briefing of last Friday was convened to update all on the approved tarrifs for 2015/21016. “Erongo RED applied for 8,3% tarriff increase for the 2015/ 2016 period, however, after reviewing the proposed tarriffs, the ECB (Electrical Control Board) granted Erongo RED only an effective average tarriff increase of 7,7%. From 1 July Erongo RED passed on an average to the consumers. The 7,7% average increase is the weighted average of different tarriff categories applied to different groups of consumers in the Erongo Region.” He says all registered pensioners on up to 40amps circuit breaker size, will only receive a 3% increase while the low income segment on 30amps breaker size and below will receive a 5% tariff increase. “Social tariffs are aimed at subsidising electricity to the pensioners and low income segment on the 30amps and less circuit breaker size. When we started with this arrangement we anticipated to have around1000 pensioners on the scheme. However, this number has increased rapidly to 4500 connections, costing ER approximately N$13 000,000 per year. The reason for this increase is to ensure cost reflectivity and also to recoup N$28 million for the ongoing Walvis Bay Bulk upgrade. I would like to draw your attention to the winter period, namely June, July and August.
During this period people use more electricity. This can translate into a higher electricity bill,” he said. Erongo RED will continue with some projects, namely the Walvis Bay Bulk Upgrade, the Electrification (Power to the People) Projects and the Swakopmund Upgrade Project. The construction work will commence on 19 July where out-ages are required to commence with preparation work, to make the substation availabale to NamPower. “During the following 6 weeks (20 July – 30 August) the Swakopmund infeed supply point will not be available for the town. During this period the entire town will be supplied from Tamarisk substation. Erongo RED has done all
CEO Mr Robert Kahimise necessary preperations to ensure that the network will be stable to supply electricity to the town. It should however be noted that this arrangement does not allow for any network redundancy and any fault on the network could result in unplanned power out-
ages between 4 to 8 hours to certain parts of the town. ER is committed to supplement government efforts to build a robust sustainable and prospering Namibia by the year 2030 by ensuring uninterrupted supply of electricity in the region of Erongo,” he concluded.

Ek twyfel.

I have children of my own and trust me, losing a child can never be replaced by another as every child is unique in his/her own way, but it’s NOT the dog’s fault! Humans raise these dog’s to act. They were born without any thought to kill. Many people think they know a thing or two about pit bull history, but some of what they think are facts, are actually myths that have been perpetuated by media coverage that is slanted to make all pit bulls out to be vicious killers. When pit bulls first came to this country in the early 1800’s, they were used as farm dogs, not fighting dogs. They guarded the frontier homes of early pioneers and proved to make loyal and gentle companions for the entire family. Stories about pit bull attacks are tragic, but isolated incidents. Those stories
are blasted all over the news, but its stories like the ones that people never hear about. These are the stories of pit bull heroes – the dogs who selflessly defend their families from heinous crimes, save other animals from certain death, and pull their human guardians to safety in times of danger! YOU never hear or read THIS side of them! Never! Only the bad side! Which YOU as humanity tod them to do, the only thing they know to do…..is what YOU learn them to do! It only takes a glance through some of the icons of American marketing and media to find several examples that serve as proof that pit bulls were not always feared and despised in our culture. One thing that pit bull history has taught us, is that pit bulls are loyal. They will do whatever it takes to please their master. Throughout pit bull history there have been those who abused the dogs by using them to fight. It
wasn’t until recently that the public at large began to apply certain judgements to the entire breed of dogs based on the bad behaviour of man. Do pit bulls make good fighting dogs? Unfortunately, yes. When they have been taught that the way to please their master is to fight, then they will fight. But they also make good show dogs. They do wonderfully in agility competitions, as police dogs and as therapy dogs. Pit bulls are pretty much good at anything they are trained to do. Focus: trained to do! It is up to today’s pit bull owners to make sure that the reputation of the breed is repaired. So let’s make a stand for our 4 Paws with a Bark, let their barks be heard through our voice to the haters out there! We cannot rewrite pit bull history, but we can all learn from the mistakes of the past! Standing up for pit bulls

An Oasis for Learning Located in the harsh desert environment along the banks of the a dry Kuiseb riverbed, the !Khuiseb Arise and Shine Kindergarten is a loud testament of what perseverance and faith can bring about. Topnaar-food-hand-over Gertrude Bull and her family relocated to the Rooibank area in 2011 and as a teacher by heart she immediately saw the need for pre-school education in the Topnaar community. “I could see that early childhood development and pre-school education for school-readiness was sorely lacking. When I heard about the Amos Meercat programme on radio and the success those farm workers had with creating their own pre-schools, I knew I had to do something similar for our children. So we started presenting the Amos Meercat curriculum in a small shack.” As more children started attending the classes the Bull family built a small school building from waste material and signed up some 17 children aged 3 to 6. Many of the children live up to 3km away from the school, but are eager to attend. “We also provide meals for the children because they walk so far. We have approached various institutions for assistance, but very little help was forthcoming,” Bull added. The Amos Meercat pre-
school project was created by Amos Namibia, a ministry focusing on the Namibia farming community, and the Namibia LifeChange Centres Foundation, a non-profit organisation that aims to provide support services to other charitable organisations focused on alleviating the need of the poor and doing community upliftment work. According to the Managing Director of the NLCCF, Schalk Walters, the goal of the Amos Meercat project is to equip informal preschools that do not have access to any curriculum or formally trained teachers, with the necessary tools and assistance. “In this way we can ensure that the learners are educationally ready when they enter Grade 1. This project equips informal pre-schools and empowers teachers by way of a Namibian context curriculum, educational aids and stationery. The kindergarten is named after the !Khuiseb Arise and Shine centre that aims to assist the most needy people of Rooibank,” said Walters. The new building will also
be used as a coordination point for the !Khuiseb Arise and Shine Centre’s community upliftment work which includes caring and feeding the elderly, assisting and feeding orphans and vulnerable children, prayer groups and soon to be launched literacy classes. As part of its assistance to the centre, the NLCCF partnered with NamGreenwood, a Swakopmund producer of wood plastic composite building material, to construct a classroom. NamGreenwood supplied the building material for the walls and roof of the classroom, as well as the labour required to erect the classroom on the centre’s premises, while financial services provider Simonis Storm Securities provided paver bricks to create the flooring of the centre. Another building materials supplier, Betcrete also stepped up to the plate and contributed windows and doorframes. The new school building was officially handed over to the pre-school last month. The overjoyed children stunned the visiting delegation with a prefect rendition of the National
and AU anthems. During the ceremony Walters expressed his appreciation to the Bull family for their determination to provide preschool education to their community. He also thanked the sponsors for their contribution in creating a better equipped classroom. “We are deeply touched by your contribution, and we are especially proud of the courage and determination, Gertrude (Bull) and her family have created an oasis for learning and in turn help to uplift the Topnaar community,” Walters noted. As part of the classroom inauguration Manica Group Namibia and United Fishing Enterprises also donated dry food supplies (worth N$5 000) and 300 canned fish and bean products (worth N$4 000). Manica’s staff funded Pandula Trust also donated chairs for the classroom. Kuisebmond kindergarten gets help through a South African project Liesl Losper Kidz2Kidz Trust is the custodian of both the Santa Shoebox Project and the Kidz2Kidz Project. Its vision is to connect people through the ‘Joy of Giving’. Alexes Taylor, the co-ordinator of Santa Shoebox in Walvis Bay assisted the Trust recently in handingt out blankets to a ‘kindergarten’ in Kuisebmond. “A lady, Miranda who has kindly been collecting blankets in her own capacity, contacted the Santa Shoebox fundraisers as she wanted to donate blankets. The trust contacted me to assist with this donation,” Alexes said. She then identified a kindergarten in Kuisebmond to hand over these blankets to everyone,
each with their name tags and also a bag of sweets.” With our vision of connecting people through the central message “The Joy of Giving”, not only of your material or financial capacity but of your time, skills, knowledge, patience and love, we make an impact on children, letting them benefit from our pro-

Our cultural practices and HIV in our society By Bernhard Kamatoto It has been 29 years now since HIV was diagnosed in Namibia 1986. Though some myth claims HIV originated from Africa through animal blood contact between baboon species and human beings, the origin of HIV still remains a controversial issue, as different researchers still have different findings. But the reality HIV is living in Human Beings like me, Bernhard Kamatoto.

like a town like Usakos where truck drivers regularly park, making it vulnerable to the inhabitants of the region regarding HIV infection. However, various factors might have an impact on the high HIV prevalence rate recorded in the past years. The Caprivi region inhabitants do have a common culture of mystic powers of ancestors, witchcraft, spirits and polygamy as well. These cultural practices are exercised more by old people. Young people hardly discuss the aspects of sex and HIV. Such information is mostly disseminated through schools. For a friend, relative or family member having symptoms of AIDS, they will first opt to consult a witchdoctor for remedy. This, in itself, shows the absolute belief they have in black magic. Some witchdoctors in this day and age are schemers as they do it for money. So, what happens to this patient’s health? It deteriorates gradually in the process of these consultations. By the time the patient is finally taken to the hospital, their immune system would have been weaker and administering medication would be like climbing Kilimanjaro Mountain for recuperation. During those traditional consultations and due to a lack of proper
sanitation in our rural areas, a lot happens. Needles and blades are shared, even though this had been extensively preached against in campaigns - it still can be an existing factor in our communities. Homosexuality is highly condemned in Caprivi, yet there is greater migration of people from the neighboring countries and in such instances homosexual practices are bound to be there. There is a need to intensively educate our societies on our cultural practices and on the impact they bring towards HIV. Traditional leaders, families, individuals and friends need to re-consider our traditional norms in regard to the revolving culture that we are engaging in. These are issues we should not tire of. It should be preached over and over even if they get boring. Some cultural practices cannot be changed but rather, we can engage in preventative aspects to be better understood by our communities, through educating and informing ourselves and those we care for. The legendary music icon, Jennifer Rush (pictured), announced in a personal interview with the namib times that she will be visiting Namibia in November, performing in Windhoek during her stay. In a telephonic interview with the newspaper Jennifer mentioned that her visit to Namibia would be her second one. “I visited Namibia about 15 or 16 years ago, but I have never been to the coast. I would really love to see the coast if it would be possible during my schedule,” she said. When asked how she has been experiencing Africa and its people she said, “the people are really very kind. I think that music brings people together, therefore
it is always a very good experience to perform here and I believe the friendly culture adds flavour to the music and the industry,” she said. Rush expressed her excitement towards meeting her fans in Namibia. “I want to say ‘hi guys’ and I am looking forward to meet you all. I am very excited. I will definitely be performing my song ‘The Power of Love’. I really do not think I will be allowed in your country if I do not perform the song,” she said joyfully.
Rush will be performing in Windhoek on 6 and 7 November. “I enjoy the different cultures and am very excited about my visit and performance in Namibia. I enjoy the hospitality and I want to say that I am very grateful to all my fans for the support. I cannot wait to meet you,” she concluded. Rush is an International singing superstar and is set to perform in Namibia for the first time. “The Power Of Love” is listed in the Guinness

Book of Records as the best-selling single by a female solo artist in the history of British pop. The song has become a timeless classic. Her show in Namibia will feature an all South African band, which will add a fresh 21st century twist to her iconic
80’s songs as well as some of the more recent material. A special guest artist in Windhoek will be announced at a later date. During her career, Rush has sold over 50 million albums and has collaborated with many other artists.

According to a spokesperson, the park might relocate again in 2016 to new, purpose-built premises with much more space and outdoor exhibits. “The snake park opened in 1994 and some of the snakes that were there since day one are still with us – for example, a two meter Zebra spitting cobra. This snake appeared on numerous TV documentaries, and the snake is now quite tame. We have the most extensive collection of indigenous reptiles on show in Namibia. There are also some very interesting exotic snakes that were confiscated by the Ministry of Environment and Tourism. We conduct training courses on snake familiarisation/handling. We also conduct photo shoots for interested groups where we provide the animals on location in natural environments. For example, we
caught three Cape cobras in Swakopmund that arrived as uninvited travellers in motor vehicles. We also have a Mozambique spitting cobra that arrived under a truck at the truck port. We also have an olive sand snake we got from a container load of wood from Zambia, and a puff adder that had been injured at its head with what seemed like a big stone. This animal has a part on its jaw missing, has only one fang and one eye, but was hand-fed until it recovered well enough to start catching and eating by itself again. Most snakes eat about once or twice a month, while some only eat about every 10 weeks. We feed a few snakes each Saturday morning,” he concluded. The new premises is situated at 5 Libertina Amathila Street.

the dissatisfaction of Tenants and Landlords re breakages of some sort or the other where the parties are experiencing either discomfort or misfortune. Acting as the Managing Agents also sometimes lead to Agencies having to listen and receive the brunt of these scenarios as either or both the parties find the Agent as an avenue to express their inner emotional frustrations – it is like “someone has to take the blame and charge of the situation” – so, who better to choose than the Agency. Fortunately, in most cases, both the Landlords and Tenants are realistic and surmise for themselves that the Agency didn't break the Geyser element or, caused the old water-pipe in the wall to burst or, the leak at the sink, etc. In reality, the Agency has an obligation to both the Landlord and the Tenant where the one wants to receive the best return on investment from a secure reliable good paying Tenant and on the flipside the Tenant would like to enjoy the comfort of a dwelling with all features and facilities in tact and working – that's why they chose to rent it. Along this vein it is not only older houses that tend to require maintenance but also in new developments where the Developer is not the Builder/Contractor and the latter perhaps uses inferior finishes and materials to, at lower cost, generate more financial gain from a tendered price. To this end I would like to give, for example, a few pointers as ways to circumvent the direct inconvenience and cost of maintenance regarding possible later breakages. Firstly, it is wise for Landlords to have specifically the geyser(s) covered by their short term- or fire insurances – this will alleviate the surprising cost of having to buy a new geyser. Secondly, copper pipes are not all of the same quality as you get different “classes” of these pipes. Some merchandisers stock the “Class 0” which is the most basic and prone to be mostly used whereas a “Class 2” is a bit thicker and a bit more costly but not as prone to easily burst due to “scale” in the water that tends to erode the copper pipe over time.. With the installation of copper pipes it is not wise to leave the metal nails onto the pipe when it is secured to close it with plaster – as soon as the plaster has reached a level of “setting” – remove those steel nails as their contact with the copper through possible moist starts to erode the copper piping from the outside and cause eventual leakages. Also, any other fitting that is due to need future maintenance as a result of normal “wear & tear” such as basin taps, water inlets to toilets, showerheads, etc. could perhaps be of better quality and especially if maintenance is required steer away from finding the “cheapest” remedy – it is prone to not be a long lasting solution. In general you could request your builder or maintenance person or plumber to only use SABS approved pipes, conduits and fitting – by doing so, one shall find a longer lasting relief and “peace of mind”.

In Science-Slams treten Jungwissenschaftler gegeneinander an.

Welwitschias ready for second test against Russia The senior national rugby players are hard at work to win their last match against Russia here on Saturday.
Namibia beat Russia 39-19 in the first of the two-match series at the Hage Geingob Rugby Stadium in Windhoek last Saturday. The second match between the two sides will start at 15:00 at the same venue. “We are looking at improving all our systems on Saturday when we face Russia, because the team has been hard at work from Monday,” said defence coach Roger Thompson during a media briefing in the capital on Thursday. “We are taking it one step at a time, and at the moment we have good momentum to win our next game since we have been paying more attention to our strength, which is our counter-attacking and defence,” he added. Speaking at the same briefing, full-back Chrysander Botha said he is happy to be back on the rugby field. Botha, who plays for Exeter Chiefs in the United Kingdom, dislocated his
ankle and fractured his lower left leg in the eighth minute of a match against the Canadians during the Namibian team's tour in Northern Wales in November 2014. “It was a very difficult road for me going through recovery but I am happy that I will be turning out again for my national team at the Hage Geingob Stadium. “I am very fortunate to recover on time and get back onto the field to play the game that I love. What will make the day more fantastic is if supporters come out in large numbers again to rally behind the team on Saturday,” he said. Botha said it is fun to be in camp with 51 players who are all eyeing a place in the final 31 to represent the country at the Rugby World Cup. Namibia will participate in the International Rugby Board (IRB) Rugby World Cup 2015 in England in September this year, and face Argentina, Georgia, Tonga and New Zealand. NAMPA
Well we finally had that bit of eastwind that everyone had been promising - fortunately it disappeared before the club championships - which was great. Wednesday 8 July was a warm day but otherwise excellent golfing weather - there were quite a good number of guys out there strutting their stuff. Was great to have the German Guys in the clubhouse afterwards for a bit of "knobel" and a few shorts. The sponsor was Fruit and Veg City with some very welcome shopping vouchers on hand. Scores were close resulting in lots of countouts - however this was all in vain as Rina Knight came into the clubhouse with a well played 36pts to snatch the 18 hole prize from Athol McLean 35pts (c/o) unfortunately Piet Bierman was the loser. The front 9 winner was Martin Angula with a well played 21pts. Saturday 11/Sunday 12 July we played the Marsh Namibia 2015 Club Championships weather conditions were just
perfect, bit chilly at times but very little wind - with only 34 players accepting the challenge this year there was lots of prizes up for grabs thanks to the generosity of the sponsor. It was great to see that the junior players did not have it all their own way - prizes going to all categories of golfer which is what this day is all about. Eventually this years King (Kevin Wentzel) and Queen (Caro Els) of Golf @ Rossmund GC were crowned - well played. Overall Winners: Winner Gross: Kevin Wentzel 150; Runnerup:Lukius Nande 156 Winner Nett: Piet Bierman 144 (c/o); Runner-up Nett: Eddie van Wyk 144 (c/o). "A" Div: Winner Gross: Stefanus Bonifacius 160; Runnerup: Wayne Profitt 162 Winner Nett: Dennis Haimbondi 149; Runnerup:Gabriel Andreas 151. "B" Div: Winner Gross: Elias Uushona 170; Runner-up: Helmut Ndjendja 171. Winner Nett: Richard Matsi 150; Runner-up Nett: Bertie Saunderson 152.
"C" Div Medal: Winner : Clive Lawrence 182; Runner-up: Mark Jacobs 191. "C" Div. Stableford: Festus Haleinge 59pts; Runner-up: Gerhard Byleveld 47pts. Ladies Winner Gross: Caro Els 152. Once again a big thank you to Marsh Namibia for sponsoring this annual event we look forward to seeing you again in 2016. Remember: 25 July - Monthly Medal sponsor Novanam Augusts Calendar has something for all Individual Stableford; Betterball Stableford; a 3 Ball Aliiance + the Monthly Medal. I will be overseas for a few weeks but Bruce will be keeping you up to date with all the news from Rossmund. They always say you should talk to your ball:" Don't worry this isn't going to hurt a bit," I tell the ball under my breath. "Pappa is just going to give you a nice little ride," and remember "Real golfers go to work to relax".

No Play Offs for Erongo Leandrea Louw The Erongo Second Division League has been declared ‘null and void’ by the Namibian Football Association (NFA), after it came to light that an interim Executive member had tampered with the Log Standings. An emergency meeting was called by all the member clubs earlier this month, after this very same executive member had sent out the 2014/15 log-standing for the league to the NFA and this newspaper, claiming that a certain club was the league winner. It came to light, that this log was sent without the necessary signatures of the member clubs that are required, before being sent to the NFA and for publication. The executive – who owns a soccer club - did not attend that meeting. This had been a lengthy battle, where incorrect points were allocated to different club members. Numerous clubs were dis-
satisfied with the points allocated, and the consequences of the log being sent to the NFA. The past weekend, the NFA sent a delegation, to give a decision in the final log standing for the 2014/15 season, and other issues such as protests, complains, disciplinary matters and the decision of the possible inclusion of the legitimate Erongo Soccer League winner for 2014/15 season. At this juncture, match reports were consulted, and correct points were allocated to the different club members. The league was however declared null and void and that the league’s team be excluded from play offs on the grounds of the
non-compliance by clubs and the League during players’ registrations and transfers, the un-procedural process followed during the handling of disputes, protest and complains, the incomplete and inaccurate log-standing submitted by the Interim Executive, and missing match reports, which suggest that some matches may not have taken place. It was also said that the NFA will ‘revert back in due course with regard to the way forward regarding the activities of the Erongo Soccer League’. Suggestions have been made that the NFA issues a media statement and that disciplinary measures be taken against that specific Executive member.
Shock and Disappointment - Desert Dash Discontinued Sport Reporter The cycling community is abuzz with the news of the yearly Desert Dash – the 369 kilometres, 24 hour, Mountain Bike Challenge - that will not be continued by its owner, Mr Aidan de Lange. “With my business and personal time heavily taxed by the event, I must acknowledge that there are greater opportunities for those with newer visions and inspirations for events such as the Desert Dash’’. “I believe that the time is right for a new event. There are a host of ‘young `n strong’ outdoor enthusiasts with the aspirations to push Namibian cycling further than what has been achieved by the Desert Dash. For those waiting in the wings, I wish them strength and good vision,” De Lange, originator, owner and presenter said, on Tuesday via Social Media. “After months of assessments, adjudications, meetings and forecasting, I have taken a tough and sincere decision to halt this premium Namibian cycling event.
I can only be thankful for the manner in which the many hundreds of cyclists, both Namibian and International, have supported my event over the last decade. From the humble beginnings in 2005 to the Swakopmund beach extravaganza in 2014, the success of the year’s event can only be based on the willing attendance and following of the participants”. He said, “It goes without saying that this is a very difficult decision for me to take. I know that many cyclists are already in preparation for the race date of middle December.
For their disappointment, I do apologize. However, I ask their understanding in my reasoning and decision. In the planning stages of the 2005 event, few believed that the event would grow to such popularity. I too, watched in disbelief each year as riders registered, rode and completed the ‘Dash’.” He says the event has introduced new parameters to Namibian cycling such as on-line registration and payment, equal gender prize values, and of course the overall challenge, the daunting solo route of 369km.
“For the beautiful outback of Namibia, the Dash took participants to areas never before visited by some, etching the uniqueness, vulnerability and sensitivity of our land in their minds and setting a benchmark for others to follow.’’ In his statement he thanked his team, who helped and supported him in the organising of the Dash each year. He also thanked the sponsors who ‘cemented the firm base, year on year, from which I could grow the Dash. To all my sponsors, it was an honour and a privilege to have worked with you over the past decade.”
