Michaely Pienaar lost her little boy, Alex Pienaar, at the hands of someone she trusted and regarded a friend. Pienaar took her friend, Rose in to live with her and her son, and she would eventually become Alex's caretaker while Pienaar was at work. One fateful night in February 2020, changed everything.

At the time, Alex was only a year and 10 months old when he was allegedly beaten and thrown to the ground, resulting in him becoming paralysed. His injuries completely altered his life and led to his subsequent death two years later. In an interview with the Namib Times, Pienaar shared she only wants justice for her little boy. “I had my suspicions, because
before that night in February, he would have a bruise or a mark. And she would always provide an excuse for what happened to Alex.” Pienaar narrated that she left for work around 17:00 on 18 February 2020. She was employed at a local nightclub. “It was around 22:00 that I received the call. Rose called me, telling me she found Alex lying on the floor uncon-
scious. We rushed with him to the hospital, where he was placed under oxygen. While the doctor was examining him, they came across bruises extending over his chest. There was a shoe mark on his chest, which implied that he was stepped on. The next day we were rushed to Windhoek for a CT scan. Alex was still unconscious. When we Continues on page 2

The governments of Namibia and China recently launched the China-Namibia paired hospital cooperation mechanism at Walvis Bay state hospital, in the port town of Walvis Bay. The event also marked a medical equipment donation, valued at N$1.07 million by the Zhejiang Provincial Hospital of Traditional Chinese Medicine. The donated items include essential medical equipment like ventilators, patient monitors, defibrillation monitors, baby incubators, portable suctions, a telemedicine collaboration platform, and a cloud imaging system. This initiative aims to enhance healthcare services
in Namibia and will help install a CT scanner at Walvis Bay state hospital, as well as establish a telemedicine facility for collaboration with Hangzhou, Zhejiang's capital. The collaboration was celebrated at an event attended by officials, medical experts and the 15th Chinese medical team, emphasising the cooperation between the two nations. Continues on page 2

Namibia, China Launches Continued from page 1 Namibian Ministry of Health and Social Service (MoHSS) earlier this year began an initiative to enhance healthcare quality with support from the World Health Organisation (WHO), US Centres for Disease Control and Prevention (CDC) and other partners. The Hospital Quality Standards (HQS) were developed and launched in 2021, with the goal of accrediting selected hospitals by next year. HQS implementation involves identifying and addressing gaps in healthcare functions, processes and structures through continuous improvement interventions. Phase I was concluded last year and targeted Grootfontein, Katutura, Onandjokwe and Swakopmund hospitals. The second phase began in April this year and covers six facilities, two of which are receiving funding from the government of Japan. Training in HQS, baseline assessments and quality management are integral components intended to improve healthcare quality and achieve universal health coverage. Wei Jinming, counselor for Economic and Commercial Affairs of the Chinese Embassy in Namibia, said the two parties' full co-operation culminated in the successful launch of the China-Namibia paired hospital co-operation mechanism in Walvis Bay. "This year is a significant year for the medical communities in China and Namibia. Co-operation between the two countries in the field of medical and health services continues to deepen," he noted, adding that this year marks the 60th anniversary of the Chinese
government's dispatch of medical teams to Africa. Chinese Embassy in Namibia Economic and Commercial Affairs, Counsellor Wei Jinming, said that this year is a significant year for the medical communities in China and Namibia. Jinming said, “cooperation between the two countries in the field of medical and health services continues to deepen.” Meanwhile, Wang Renyuan, head of the Health Commission of Zhejiang Province, stressed that this cooperation will advance the highquality development of cooperation between China and Namibia, urging both sides to continue their joint efforts. Namibian Chief Medical Officer of the Erongo Health Directorate, Leonard Kabongo highlighted the cooperation between the two hospitals to implement medical projects to bolster the provision of high-quality healthcare services in the southwestern African nation. The initiative also seeks to install a CT scan at the Walvis Bay state hospital, anticipated to be operational by the first quarter of the upcoming year. Additionally, a telemedicine facility will be set up to facilitate collaboration between Walvis Bay and Hangzhou, the capital of east China's Zhejiang Province, he added. According to Kabongo, the Walvis Bay Hospital had long been without a CT scan, and all patients had been referred to intermediate hospitals in Windhoek.

For about a month, Alex lay unconscious in the ICU.” Alex eventually woke up after the doctor did an operation to help him breathe better. “After the operation, he woke up by himself. But he was not the same. He was not the same Alex I knew.” She said that for the past two years until Alex's death in 2022, she was in and out of hospitals with Alex. “Alex could not move by himself. He was blind. He had to be fed through a tube in his stomach.” Pienaar said that she has a lot of unanswered questions. “What was it that made someone so mad to hurt such a small child like this? I always had hope that the Lord
would maybe help so that Alex can sit on his own. But that never happened. I prayed every day. I cried every day. And had hope, just to have the strength to continue with life and just give him that love.” A very emotional Pienaar continued, “it was a struggle to see him in that condition. I used to blame myself, up to now, I still blame myself. Perhaps I was not a good mother. Or did I make a mistake somewhere? Or what went wrong? Maybe it's the plans of the Lord. I always thought about him getting older, his confirmation in church, I looked forward to the good things. I had plans for Alex; a lot of good things.” The distraught mother told the newspaper, all she
wants is closure. “A criminal case was opened when we were in the hospital in Walvis Bay that February 2020. But nothing yet has come from it. My statement was taken while in the hospital, but I know that she was never questioned. She is walking around freely, while I have all this pain.” Pienaar narrated that she knew Alex would not live long, but she still had hope that one day he would be better. “The doctors told me that the damage was too severe. He'll live to five years, but it did not even take five years. Within three years, he was gone. I'll be able to make peace if justice can be served. I want justice for Alex. Even if I am told that I neglected my child, I was at fault,

I will not stop until I get the justice he deserves.” Inspector Ileni Shapumba, the Head: Community Policing Sub-DivisionErongo region, stated that he is not fully aware of the matter. “We are calling on the complainant to approach our office, alternatively that of the Regional Criminal Investigation Division. We strive to always render professional and efficient service.” Pienaar has since visited the Erongo Regional Crime Investigation Coordinator's office, who promised to do everything in their power to find out what happened to the case.

Followed by a prolonged period of down-time, cannery operations commenced on Monday, 30 October with the process of canning Horse Mackerel at the Etosha Fishing. This after the company, Namibia's sole operational cannery received an allocation of 5 000 metric tons (MT) of horse mackerel relief quota as a shortterm relief measure by the Cabinet through the Ministry of Fisheries and Marine Resources as a governmental objective to sustain the cannery and preserve jobs in June this year Namibia's sole operational cannery. Due to a shortage of fish for canning, the company, which has been canning pilchards since the 1940s, was planning to lay off its employees by 31 July. The catching and processing of pilchards has traditionally been at the core of Etosha Fishing's operations. However, since the pilchard moratorium was implemented in 2017, keeping the ecompany afloat became a demanding challenge. To sustain its operations, the company has resorted to importing frozen pilchards from Morocco, as well as canning horse mackerel for the Mafuta Brand. The Minister of Fisheries and Marine Resources, Derek Klazen, visited the Etosha Fishing Cannery in Walvis Bay on Friday, 3 October. The visit provided him with the opportunity to observe operations and the processing of the relief quota first hand. Klazen said Etosha's cannery operations couldn't have started at a better time. "What is quite disturbing for us is the severe drought currently faced by our country. This year seems more severe than others because it's not just certain parts of the country that are affected, it's the entire country. In the past, we used to can pilchards
because we had an abundance of this fish in our waters. But now, due to over exploitation, the government has not allocated a Total Allowable Catch (TAC) on pilchards,” the minister said. Klazen added, “there are some signs that pilchards are returning, but the biomass is not enough to allow a TAC." According to Klazen, horse mackerel stocks are also starting to show signs of decline. “The scientists at my ministry informed me that the TAC of horse mackerel might also drop from year to year, so we need to investigate ways to protect our horse mackerel stocks. Etosha Fishing is canning Namibia's own Horse Mackerel,” Klazen said. Managing Director at Etosha Fishing Volker Paulsmeier said that the company will initiate a turnaround strategy aimed at securing the long-term sustainability of Namibia's sole operational cannery. Paulsmeier said, "we are extremely grateful to the government and the Ministry of Fisheries for this lifeline, which prevents the cannery from shutting its doors for good. The relief quota buys us a little time to refine and put in place our turn-around strategy to ensure extended employment terms for our workers as part of our long-term, sustainability strategy," Paulsmeier added. He further said that the whole operations will bring some changes as well as challenges, but they are confident that this will work and that they will take Etosha Fishing to higher heights in the future.

The Micro, Small and Medium Enterprises (MSMEs) from across the country convened in Swakopmund for the second edition of the K2G NextGen Entrepreneurs Showcase last week, hosted by the Namibia Investment Promotion and Development Board (NIPDB). The showcase event aimed at empowering youth and women-owned MSMEs, deliberately creating opportunities that enhance market access and capacity-building opportunities for these businesses, thus enabling them to contribute towards generating economic activities in the country. Dino Ballotti, Executive Director – MSME Development, Innovation and Acceleration of NIPDB said he thinks of entrepreneurs as people who stimulate the economy. The showcase included a knowledge hub with various business support organisations speaking to entrepreneurs. In his keynote address delivered on his behalf by Michael Jimmy, the Governor of the Erongo region, Neville André Itope said it is events like these that inspire and empower the
next generation of entrepreneurs to realise their full potential. Itope said, “today, we gather here to recognise and honour the young entrepreneurs who have dared to dream, to take risks, and to challenge the status quo. They represent the driving force behind economic growth and development, contributing not only to their personal success but also to the advancement of society.” Itope further said, “as we look to the future, we are witnessing a rapid transformation fuelled by technological disruption and innovation. The Fourth Industrial Revolution has opened endless possibilities and created new avenues for entrepreneurial endeavours. From artificial intelligence and blockchain to renewable energy and biotechnology, we stand at the nexus of limitless opportunities.” According to Itope, to seize these opportunities successfully, young entrepre-
neurs mus t equip themselves with a set of skills that go beyond traditional business acumen. The ability to adapt to change, embrace diversity, and foster collaboration across disciplines will be paramount. They must be willing to embrace failure as an opportunity to learn and grow, to iterate, and to pivot. The Mayor of Swakopmund, Dina Namubes, said the council recognises the fundamental role that entrepreneurs play in fuelling economic growth. Therefore, it is the council's goal to support and foster a conducive environment to entrepreneurship as it is crucial for the development and well-being of individuals and communities. The truck, boasting a capacity of 12,500 litres, will be utilised for the cleaning and maintenance of sewer lines and pump stations.

Mayor of Walvis Bay, Trevino Forbes, mentioned that the council procured the new truck to address sewage challenges faced in various townships. “It came at an exorbitant price, but we made some modifications to the truck and are delighted to have this new addition.” The truck was custom designed to meet the unique needs of Walvis Bay and is the first of its kind to be imported to Namibia from South Africa. It is branded with the Municipality logo, along with illustrations that educate residents on
the sewer system, dos and don'ts, as well as the Liquid Waste Standby number (081 128 8324). Thirteen employees received intensive training on the use of the truck, which has already commenced operations this week. Superintendent at the Liquid Waste Section, Sakaria Jafet, stated that the challenges of sewer blockages will not necessarily cease if residents continue to dump unwanted material into the sewage system. “With the newly acquired truck, we hope to improve efficiency. It doesn't
help that we have this new truck and still abuse the system. It will be of no use.” According to the Walvis Bay Municipality, sewer abuse remains the number one cause of sewage blockages. The Liquid Section handles numerous complaints of sewer blockages and sewage overflows in residential areas, primarily caused by sewer abuse, on a weekly basis. Residents are once again reminded to dispose of items that are not fit for the sewage system in dustbins with other household refuse.

Ambassador Berry opened with a powerful declaration: "The United States is all in on Africa." This affirmation, made during the U.S.-Africa Leaders Summit last December, highlights the U.S.'s focus on Afri-ca's future. Berry emphasised the significance of Africa's youthful population, with the median age on the continent being nineteen. By 2050, one in four people worldwide will call Africa home. The United States is dedicated to supporting the health and wealth of this emerging generation and working collaboratively to ensure a bright, safe, and prosperous future. "Our stories have always been intertwined," Ambassador Berry noted, highlighting the interconnectedness between the United States and Africa. He stressed that success on both sides of the Atlantic is interlinked, and the key to a prosperous future is mutual cooperation. Berry explained that the U.S. is committed to advancing trade that is accessible, fair, competitive, and resilient. To achieve these goals, the Prosper Africa initiative was launched. Prosper Africa is a U.S. government program designed to boost twoway trade and investment between the United States and African countries. By collaborating with the private sector and African government partners, Prosper Africa aims to create jobs for both African and American workers and promote shared prosperity. Ambassador Berry emphasised the significance of the African Growth and Opportunity Act (AGOA) in achieving this vision of shared prosperity. AGOA, in place for over two decades, has made a substantial difference for millions of Africans. By offering duty-free access to the U.S. market for over 6 800 different products, it has created jobs and new economic opportunities, particularly for women and youth. Ambassador Berry encouraged Namibian businesses to explore how AGOA can help increase sales, expand employee training, and benefit local communities. AGOA is a prime example of using trade as a force for good. Berry noted however, to maintain eligibility for AGOA benefits, countries must uphold core values like the rule of law, respect for human rights, combating corruption, and protecting workers' rights. In Namibia, the U.S. government has actively
supported the Ministry of Industrialisation and Trade in developing the National African Growth and Opportunity Act (AGOA) Utilisation Strategy. Since 2017, this colla-boration has enabled Namibian firms to unlock over N$30
million worth of exports to the United States under AGOA. Ambassador Berry highlighted that Namibia has witnessed an increase in exports to the United States in recent years, particularly due to charcoal
exports by The Good Charcoal Company, which utilises sustainably harvested Namibian wood. Key export categories include agricultural products, chemicals, minerals, metals, and other manufactured goods. To

New leadership for ISWB The International School of Walvis Bay (ISWB) welcomed its brand new and dynamic Student Council for 2024. The council consists of Trinity Simasiku, Nathan Britz, Teniell Sowden, Yaro Kakonda, Melissa Deyzel, Meagan Wilson, Dawid Bisset, Connor Gibson, Patience Moses and Ndafalenga Nangolo.
The International University of Management (IUM) recently held its groundbreaking ceremony for its state-of-the-art N$38 million Coastal Campus. The new campus will cater to students in Walvis Bay, Swakopmund, Henties Bay, and Arandis. Professor Richard Namwandi, the founder of the university and board chairperson, stated that the institution has, in the last two years, shown an impressive trajectory in student numbers as well as investment and infrastructural development. “IUM has decided that education should not be offered in faraway capital cities but close to where the community resides to reduce the costs of higher education and make it more accessible to all groups in society.” He added that the governing council has made a principal decision to invest heavily in infrastructural development “which will make the institution compete with the best and not be second best in the world. Every promise we have made, we keep,” referring to the groundbreaking ceremony of the Swakopmund Research, Training, and Conference Centre currently being constructed at a cost of N$35 million. This centre will be inaugurated in the second half of 2024. The Governor of the Erongo region, Neville Andre, added that education is the cornerstone of progress. “This new campus will undoubtedly play a vital role in advancing the educational landscape of our region. By empowering our youth through education, we empower our region and set it on a path toward sustainable development. The Namibian government is committed to widening access to institutions of higher learning in the country.” He called upon the youth to seize the opportunity provided by IUM and enroll for various academic and professional qualifications offered. Sara Mutondoka, the Deputy Mayor of Walvis Bay, added that the council's commitment to the residents of the town is evident, as it makes land available to institutions that would benefit the town. “Gone are the days when parents sent their children to Windhoek for studies, where they faced rent, transport, and food challenges. The university is now right here at our doorstep. We take our hats off to Namwandi and the IUM leadership for taking tertiary education throughout the country. This development will contribute greatly towards the growth of our economy by creating jobs during and after construction.” IUM is currently operating from a rented building in the CBD of Walvis Bay, which will remain operational. Once construction is completed on the new campus, the university will boast amenities such as a sports stadium, 10 lecture halls, a multipurpose hall, along with ample parking space.

The Walvis Bay Child and Family Centre (Sunshine Centre) children and young adults had their Christmas party this week, where Walvis Bay Private School prefects joined in on the fun. The school hosted a Toy Drive, and decided this year that the Sunshine Centre are the recipients of the gifts received. Much to the delight of the Sunshine Kids, Santa Claus was dishing out toys, and cupcakes.
The prefects, under their Communities Portfolio, ensured that each child received a personalised gift, catering to their needs. The Sunshine Centre is a non-profit organisation that caters to more than 100 children and youth with various disabilities.

Foundation Empowers Coastal Schools As part of giving back to the community the Deon Hotto Foundation recently donated 150 sanitary packs, power tools, and equipment to Coastal High School (CHS) in Swakopmund. Hotto's professional journey began at Swakopmund's Blue Boys, where he played until 2011 from where he latter join African Stars and current Orlando Pirates (SA) and Brave Warriors winger, founded the Deon Hotto Foundation in 2018 to support underprivileged children and communities through sports development and demonstrates the charity's unwavering commitment to creating a brighter future for children. The foundation said in a media statement that the school holds a special place in the Brave Warriors winger's formative years (grades eight to 10) where he was nurtured. The statement further stated that Hotto's framed soccer jersey (valued at N$15,000) was donated to the school to inspire the next generation of young talents and pay homage. In its future endeavours, the foundation has decided to postpone the charity cup tournament in Omaruru due to Hotto's extensive preparations for Afcon and his commitments to club activities in December. Hotto is eager to actively contribute to this initiative and moving forward to 2024, as he is preparing to officially launch and expand its corporate social initiatives, with relevant information on these developments set to be announced in due course. He stated “Let us remember that our collective efforts can drive lasting change. Together, we will continue to do more for the underprivileged
children in our communities.” The foundation has made donations, supported sport clubs, old age homes and houses of safety, and recently inaugurated the Deon Hotto Charity Cup. The Foundation also made a significant donation to the Atlantic Junior Secondary School in Swakopmund, comprising 150 sanitary packs, a brand-new laptop, and a framed Deon Hotto soccer jersey. This act of generosity holds special meaning for Deon Hotto, as he himself was a student at this school during his formative years from grade 4 to 7. Carl Pesat, the chairperson of DHF, expressed the foundation's unwavering commitment to creating a brighter future for children. He emphasized the importance of collective efforts in driving lasting change and improving the lives of underprivileged kids in the community. Pesat highlighted DHF's mission, which centres on uplifting and inspiring underprivileged children and communities through sports development. The foundation has been actively pursuing this goal since its establishment in 2018. Their support extends to various sectors, including sports clubs, retirement homes, safety houses, and charitable initiatives. The 3 leg of the Medixx Occupational Health Services golf Day was played on Saturday 11 November at the Rossmund Golf Course. The Betterball Stableford format was played in great weather conditions and the course was playing well. The winners of the Medixx Occupational Health Services: 1st Place: Mariena Ludwig/Lynne van der Walt 48pts; 2nd Place: Clive Lawrence/Mark Jacobs 46 points c/o; 3rd Place: Bertie Saunderson/Hans Naobeb 46 points; 4th: Place: Pete Bergh/John Horne 43 points; 5thPlace: Steven Johns/George Murasiki 42 points. There were no two clubs recorded on the day – these funds were donated to the Junior Development Program. Scores were close – so a great day of golf was enjoyed by all. Prizes in the form of excellent meat packs were on offer – we say thanks to the sponsor, who ensured that all the players went home with something to enjoy. It was great to have Dr Saunderson in the field, who officiated at the prize-giving.

Support for Namibian Long Jump Record Holder The Frank Fredericks Foundation recently awarded a scholarship to the value of N$30 000 to Lionel Coetzee to prepare for the 2024 All Africa Games in Accra, Ghana and will proof valuable in his quest to qualify for the 2024 Paris Olympics. Coetzee represented Namibia at the 2019 All Africa Games where he reached the finals as well as the World Championship in Budapest during August this year, he is also a two-time National Champion including the record breaking 8.27m jumped at the Nationals in 2023. During the scholarship presentation Dr Fredericks advised Coetzee to stay humble, set and focus on goals and work hard to achieve those goals. Coetzee wants to coach professionally in the future and has already started the journey, currently coaching at Swakop Striders athletics club. A group of four ladies will be tackling the gruelling 397km Nedbank Desert Dash for the Ruach Elohim Foundation based in Swakopmund. The four ladies are Michelle Steenkamp, Beverley-Rae Henckert, Rene Strauss, and Loren Green, and the Ruach Elohim Foundation, founded by Ronelle Peters, is a voluntary association focusing on the awareness of baby dumping, as well as the care of unwanted, abandoned, abused, and neglected babies in Namibia. The Foundation is home to a 'baby box' that allows for babies to be placed in the box anonymously without judgment or prosecution. The safe allows a birth mother to place the baby where it will be collected immediately and will remain out of harm's way. Rene Strauss, one of the cyclists, told the Namib Times that she always had the desire to cycle for the Ruach Elohim Foundation. “When Michelle called me earlier in the year to talk about Nedbank Desert Dash, I said, 'The Baby Box or no Dash this year.' Michelle jumped onto that wagon with so much zest and positivity. However, we still needed two more girls. A few phone calls later and without holding anything back, the team was established. The catalyst in all this is the amazing work Ronel and her team are doing.” “We have been to The Baby Box, and we can confidently converse that this is passion driven. They work tirelessly to create awareness and prevent baby dumping. We all know raising one child can be quite expensive; they currently have 15 babies in their home. It is no easy task, and we realize that sometimes you just need someone to hold up your arms when you get tired. If we can make sure they can live their passion knowing that their financial and essential needs are taken care of, this will be a successful Nedbank Desert Dash.” Riding for this cause is a first timer for the ladies as a team. However, Rene has been a part of a team who cycled for a different charity cause in 2022. “The majority of us have done the Nedbank Desert Dash before, although this will be Loren's maiden Dash! For the rest of us, we have done a couple. This is Rene's 3rd in the 4-man format; Michelle has completed 2, 4-mans and a 2-man format. Bev is the most experienced in the group, as this will be her 7th Nedbank Desert Dash.” Strauss explained there are several ways to get involved. “There is through monetary donations; by
