He further said that given the enormity of substanceabuseintheregion,themosteffective tool to combat drug abuse is to strengthen prevention programmes because prevention is theonlycure.
“We,therefore, need to ensure that we develop effective treatment centres, and we need to do that as a matter of urgency It needs to be our highest priority to work together with all concerned parties to prevent drug abuse and the harmthatdrugscancausetofamiliesandsociety ingeneral.”
He urged everyone to treat drug and alcohol abuseasaseriousproblem.
“Known drug dealers in our communities must be reported to law enforcement authorities. We alsoneedtoworktogetherwithlawenforcement authorities to enforce drug laws and seize the flow of illicit drugs and strengthen regional cooperation to combat the cross-border flow of illicitdrugs.”

“By offering this invaluable service, we are building a support system that can help break the cycle of suffering, provide guidance, and foster resilience.”
Census to commence in September
Namibia Statistics Agency (NSA) the Census implementing agent, is conducting the 2023 Population and Housing Census from 18 September to 3 November. The census is a national project which is a collective effort that demands the support and cooperation ofeverycitizen.
NSA's StatisticianGeneralandChiefExecutive Officer Alex Shimuafeni said, “at our last media engagement on the census, we confirmed that the 2023 Population and Housing Census field work will commence from 18 Septemberto3November
This time-span will includetheenumeration aswellasthePostEnumerationSurvey(PES). The Post Enumeration Survey (PES), which is a quality assurance exercise,isacriticalaspect of the census as it aimstoensurethatNSA disseminates quality statistics.”

TheNSAkickedoffits census advocacy in March 2023 after the Minister of Finance confirmed that funds had been availed to
conduct the 2023 Population & Housing Census.

Shimuafeni said NSA started off with relevant stakeholder engagements such as the Namibian Police Force, the Namibia Defence Force, all 14 regional councils, all 14 regional governors, all 121constituencycouncillors, major local authorities in all 14 regions, Government offices, ministries, and agencies, United Nations, Embassies and High Commissions, private sector, national youth council, gated residents, Chamber of Mines and various mines, Farmers' unions and Small farmers, Fisheries ObserverAgency, the Office of the Prime Minister, and many more. “The idea was to share with them the implementation plan of the census so that they are awareoftheupcoming exercise and will be able to provide the necessary support needed. NSAis also makinguseofvariousplatforms, such as television, radio, newspapers, and social mediatospreadthecensus
message. Various census videos, and radio jingles, in all local vernaculars, have been airing on these platforms since July and will proceed until the census enumeration ends on 3 November,” statedShimuafeni.
CensusTrainingforthe 2023 Population & Housing Census officiallybeganon24July and will conclude with the mass enumerators trainingon16September
According to Shimuafeni,theaimofthe training is to equip participants with the knowledge needed to conduct and successfully implement theenumerationphase. Itisalsotheaimtotrain those who will be trainingenumeratorsin all constituencies throughout the country when the time has come. Currently, there are training sessions taking place in Swakopmund and Otjiwarongo for the PES Master Training and Training of Trainers 1 (ToT 1), respectively

from 24 July to 4 August while the PES Master Training is currently underway Thistrainingstartedon 7 August and will conclude on 18 August.
The 2023 Population and Housing Census requires approximately 13 000 suitably qualified persons to be employed on a temporary basis to carry out the work in the different phases of thecensus.
The temporary positions for the 2023 Census are Human Resources Officers, Enumerators (ENs), Team Supervisors
(TSs), IT Field Technicians, Community Mobilisers, and Constituency Supervisors (Css).
According to Shimuafeni, all Census vacancy advertisements were sent out through various platforms such as newspapers, NSA website, and social media. A total of 101 009 applications were received for various field staff positionsalonethrough the NSA Online Recruitmentsystem.
A further 10 485 was received for the officebased positions The recruitmentoftheEnumerators who will be trained from 8 to 16
September will be finalisedinduecourse. The NSA will inform successful applicants by publishing their names on the NSA website, Social media platforms as well as to the various ConstituencyOffices.
According to Shimuafeni, census is sending outSMSstoensurethat thenationisawarethat there is a census, NSA is using SMS's as a meansofspreadingthe message to the nation to inform the nation that there is a census this year, what the census is all about and to request the nation to play their part and indeedbecounted.

Taxi Drivers Demonstrate Against Poor Road Conditions
Taxi drivers hosted a peaceful demonstration and handed over a petition to theWalvis Bay Municipality citing the poorroadconditionsonWednesday.
AnanisMbango,whoreadthepetitiononbehalf of the taxi operators stated that they are dissatisfied with the road conditions in Kuisebmond and the roads leading to the variousfishfactories.
“There is discrimination when it comes to budget allocation for road maintenance by our localauthoritycouncilwhenitcomestoroadsin Kuisebmond. We have observed with great concern, progressive and high standard road maintenance in town areas and Union Street plusmanymoreotherroadsintown.Something needs to be done as a matter of urgency.” He explainedthatmajorityoftheirclientsarefrom Kuisebmond,thusleavingthemnochoicetouse thedilapidatedroads.“Weappreciatethework done at the intersection of Hanna Mupetami Road and Sam NuyomaAvenue and we would like our local authority to extend such projects to Kuisebmund before the situation gets out of hand. We previously gave suggestions as to what could be done to pothole hot spot areas which was not considered. We are not making unnecessarydemands.”
The operators hosted the demonstration on the corner of Agaat Street and Volstruis Street in
Kuisebmond,toshowcasethepoorconditionsof the roads. “Our cars get damaged. We already mustmakedowiththelittleweget,andthenwe have use that to repair our cars, because that's howbadourroadsare.Thisstreet(AgaatStreet) hasaspeedhumpwhichisbarelyvisible.There are no road markings, and soon enough there willbeanaccident.”
Councillor Richard Hoaeb, the chairperson of the management committee of the Walvis Bay municipal council accepted the petition on behalfofthemunicipality “Weareallstruggling with the road infrastructure, for years. The municipality is not silent or ignorant about it. Budgetallocationhasbeenmadetotacklethese matters. Through the budget consultations we did in the different suburbs, we indicated the moneyallocated,alongwiththedifferentstreet names that will be tackled with this budget. It costscouncilalotofmoneytojustfixtheaging infrastructure.Additionally, our sewage system is very old, and needs to be fixed. This is also somethingwearebusywith.Pleasebearwithus, wehavenotneglectedanysuburb.Everysuburb willbetakencareof.Itisaprocess,notonceoff. Ittakestime.”
He also urged the rate payers to pay their accounts on time. “We have a huge number of outstandingdebts;ifwedon'thavethatmoneyin our coffers, how can we fix the various challengeswearefacing?”

Gender Mainstreaming Tackled
In an effort to combat all forms of discrimination against women, parliamentarians gathered in Swakopmund for a three-day workshop on gender mainstreaming and genderresponsivebudgeting.
Through the course of the two days, the parliamentarians were to reflect on gender equality, gender mainstreaming, genderresponsive budgeting, and empowering female parliamentarians in fostering legislation and policy to promote gender mainstreaming and affirmative action.
According to the Speaker of the National Assembly, Professor PeterKatjavivi,thisworkshopis under the auspices of the ConventionontheEliminationof all forms of Discrimination Against Women (CEDAW) and is being hosted by the National Assembly of the Republic of Namibia in partnership with the Inter-Parliamentary Union (IPU).
Katjavivi said, “as we all agree, the subject of gender mainstreaming is a key topical issue that transcends all sectors of our society as it deals with the empowerment of women, the amplificationoftheirvoices,therealisation of their rights as well as creating for them a justifiable spaceamongsttherestofthesociety to equally partake in all responsibilities like their male counterparts.”AccordingtoKatjavivi, Namibia's Parliament has shownthatitwantstotreateveryone equally, and it joined hands with others to break down the things that hold women back. “We've fought against unfair treatment, and we've moved forward together Namibia has takenadeliberatedecisiontoenforce affirmative action in equal parliamentary representation of men and women through the zebra-style. Although this practice was spearheaded by the governing party, SWAPO, it is being advocated to become the
norm across the political divide,” said Katjavivi. He further said, there is a movement to en-force women empowerment in all institutions in the country, especially in leadership positions Namibia subscribes to and believes in the UN Convention on the Elimination of All Forms of DiscriminationAgainstWomen.“We are therefore aiming for an equal andfairworldwhereeveryonehas thesameopportunities.”
Inconclusion,Katjavivisaid,“we are going to use what we learn to make sure everyone thinks about genderequality Weintendtocraft policies and legislation that will foster and facilitate gender mainstreamingtoenforcegenderequality Inequalmeasure,weintendto have gender-sensitive national and institutional budgets that are indicative of programs and projects aimed at facilitating affirmative action toward gender mainstreaming. Quite often, we might have a desire to enforce an action but we need to go beyond talkingaboutit,toactuallyappropriating funds which we can use onprogrammestodowhatwesay weintendtodo.Thatiswherethe concept of gender-responsive budgetingbecomesfundamental.”
The Governor of Erongo Region Neville Andre Itope commended the parliamentarians for always choosing to host their workshops in the Erongo region. Itope said although the presence of the parliamentarians in Erongo region hashelpedinthetourismrecovery strategy,extendingtheworkofthe parliamenttothelocalcommunity iscommendable,“becauseleaders intheregion,wehosted,presented activities relevant to the various standing committees and exposed the committees to the various projects implemented by the Namibiangovernment.”
Land Reserved for Residential Extensions in Meersig/Narraville
According to Richard Hoaeb, chairperson of the managementcommitteeoftheWalvisBaycouncil the land in Meersig Extension 3 measures about 123 263 m² and Narraville Extension 15 measuring 250 134m². “The Development Bank of Namibia requested land to be allocated in MeersigExtension3andNarravilleExtension9. However, Narraville Extension 9 was part of the expression of interest invited for private developers to submit their interest to service extensionsinNarraville.NarravilleExtension15 was then identified for DBN for the envisaged township extension instead.” He furthermore explainedthatintheirapplication,DBNindicated that they wanted to be allocated land in Walvis Bay to enable them to undertake a feasibility study “The DBN provides housing delivery financing to Local Authorities. This financing arrangementincludesthat,thelandtobeserviced remains council property and housing developmentwouldbefinancedbycommercialbanks. However,afterthefeasibilitystudy,theDBNcan finance servicing of the land. To kick start the
project in Walvis Bay, the DBN requires two piecesoflandtobeallocatedtothem.Thebank will provide Project Preparation Funds that will beutilisedforafeasibilitystudy Thesefundsare providedongrantprinciples,andcouncilwillnot havetopaybackanymoneyapprovedunderthis fund.Theonlyrequirementtoaccessthisfundis the allocation of land to the Development Bank ofNamibia.”
Hoaebaddedthatoncethefeasibilityassessment hasbeencompleted,afurtherreportwithrecommendations for the project will be submitted to councilforapproval.
“Thiswillincludepartnershipontheprojectand or retaining of certain erven for Council and building of top structures.” Conditions attached to the principal approval include that the feasibilitystudybecompletedwithinsixmonths from the date of council approval. “Once this matter has been completed a comprehensive report with recommendations be submitted to council for consideration of the final arrangementoftheproject.”

Walvis Municipality Rescinds Land Sold to Defence Ministry
The Walvis Bay municipality rescinded a decision made in 2013and2014toselllandtotheMinistryofDefence.
According to Richard Hoaeb,thechairperson of the management committee of the Walvis Bay council said thatatitsmeetingon7 May 2013 resolved to sell erf 4745 Walvis BaytoMinistryofDefence, at a purchase price to be determined after the valuation has beenreceivedfromthe Ministry of Lands and Resettlement, be approvedinprinciple.“A comprehensive report withrecommendations wassubmittedtocouncil after the valuation was received, for the sale of the erf to the applicant. Council at its meeting held on 18 November 2014 resol-
ved that Erf 4745 Walvis Bay, 9,0243 ha in extent, be sold by private transaction to MinistryofDefencefor N$7860000.”
He furthermore explained that the council resolution was communicated to the Ministry ofDefence.“Theapplicant did not accept the conditions of sale and did not advertise the sale by private transaction for objections in terms of the Local AuthoritiesAct,Act 23 of 1992. The applicant was further advised to execute the conditions asperourletterdated18 November2014,failure thereofthatcouncilwill beadvisedtocancelthe
proposed sale. In response, Ministry of Defence has requested for30daystorevertto council.” The councillor said that until now the ministry has not communicated with regards to the placements of the adverts andeventualsaleoferf 4745 Walvis Bay to them “Given the above poor performanceoftheapplicant, itisrecommendedthat Council rescind its resolutions dated 7 May 2013 and 18 November2014forthe saleofErf4745Walvis Bay to Ministry of Defence, and that the ministry be advised accordingly.”

LocalNarravilleresidentCharlezeFarmer,aregisteredPsychologicalCounsellor and Employee Wellness Specialist recently hosted a free ladies event with the theme'InvestinginMe'.
Farmerexplainedthat she has experienced an increase in the number of people reachingoutforcounselling.
“Many do not understandwhattheyare going through and howtogetthroughit.I believeitisimportant that one should take thetimetounderstand yourselfandthenseek helpforbehavioursor illnessesthatyoucannottreatbyyourself.”
She explained that events such as these creates awareness on mentalhealthwhichis important.
“Weneedtotalkmore aboutmentalhealthso that people become more used to the term andtheideaofhaving a healthy state of mind More imporantly, when they realise that they are
experiencing mental health issues, that it is as easy as making an appointment to see yourdoctorforaflu.”
Aside from creating awareness, there is a lotthatcanbedonefor peopletobemoreopen when it comes to their mental health and that ofothers.
“We can start with the youthandchildrenand teach them about the concept. Make it part of Health Education. Also, we can educate ourselves on these issues and then educateothers.
Lastly, donate your time to a charity or organisation that is involved in assisting peoplewiththeirmental health. See how they do things and get involved.”
“We need to destigmatise mental illness.
Do not label the person as the illness, rather see them for whotheyareandshow your support Then people will be more open to seek help as opposed to being afraid. If we talk more andspreadacceptance, then we will break the silence that surrounds mentalhealth.”
At the event, Farmer shared alarming statistics pertaining to suicides.
“According to official local government figures provided to Voice of America by the relevant authorities, Namibia recorded 512 cases of suicide in the year 2020, 496in2021and510in 2022. That averages nearly 10 deaths per 100 000 people. In 2022,thistranslatesto about 1.4 deaths per
day.”
“Suicide is a sad reality It is one of the deaths that is 100% preventable. I believe support is key in this instance. As a community we can show support through support groups at for example local institutions and churches, highlighting places of support and where people can go for help.”
Farmer explained that in Namibia, the prevalence of mental illnesses is estimated at 25.6% and is expected todoubleby2025.
“The main drivers of mental illnesses in Namibia have been attributed to abuse of illicit drugs and alcohol, chronic infections as well as socio-economic factors among others.”
“Mybigdreamisthat our community will one day have centres that cater for those who need help with their mental health, institutions that will cater for everyone, whether they have access to medical aid ornot.”
Sheaddedthatitisnot a weakness to seek help, but rather a strength.
“Sometimes the stig-
ma around mental health is bigger than the mental illness. Let us support each other, it is the only way we willwinthisbattle.”
Additionally, she said that although she hosted the event and was the speaker the community of Narraville really jumped in tosupportthecause.
“The Lutheran church hall where the event was hosted was offe-
red for free, along with the sound equipment by Kayo Investments, the décor by Jannie Bouwers and the catering was also sponsored. It is all deeply appreciated, even the dry and canned food donations made to the Home away from Home charity organisation.”

TheErongoRegionalDebateTrailssaw a total of 15 schools participating for a spot to represent the region at two National Schools Debate Championships slatedforSeptember
At the trails Duinesig High School clinched firstplace,followedby Martin Luther High School and in third placewasKuisebmond SecondarySchool.
Selma Kayawala from Duinesig High School was the overall best speaker, followed by Isira Kandetu from Martin Luther High School and in third place was Mwadinohamba Nghimwatya from Kuisebmond SecondarySchool.
The Erongo Regional Debate Team was selected at the trails and includes Selma Kayawala, Isira Kandetu, Mwadinohamba Nghimwatya, Adele Mkunguana Vivienne Rukira, Panduleni Karongee and Paulus Sethie with Mr Sakarias, the Debate Team Coach.
The top ten debaters were also announced and are Selma Kayawala, Isira Kandetu, Mwadinohamba Nghimwatya, Adele Mkunguana, Vivienne

Keeping Up with the Walvis Junior Town Council
TheWalvis Bay JuniorTown Council (JTC) is a force to be reckoned with.With variouseventsinthebagandalotmorestilltocome,the2023councilwillsurely leaveamark.
The Namib Times satdownwiththeJTCJuniorMayor Taimi Nghuutola and JTC Chief Executive Officer (CEO) Mary Vries. Both are learners at Flamingo SecondarySchool.
The duo explained that the council have hosted a few eventsthusfar
“WalvisBaydoesnothavearecreationalcentreforthe youthandwe'vedecidedtofillthatgap,bybringingthe youth together and having fun without resorting to alcoholordrugs.We'vehostedamovienight,whichwas a big success, and a Learners Representative Council (LRC)'slunchwheretheleadersofthedifferentschools cametogether.”
The biggest fundraiser each year for the JTC is the Mr andMissTeenWalvisBaywherePreciousNangolowas crowned as Miss Teen Walvis Bay and Gabriel ShikongowascrownedasMrTeenWalvisBay
“Atotal of 17 contestants participated and our Mr and MissTeenisdefinitelyenjoyingtheirreignthusfar.” Additionally, the JTC got to work in the community wheretheygaveaplayparknearDunesideHighSchool afreshcoatofpaint.
“Wealsovisitedafewschoolstotellthemmoreabout what the junior town council is and how the different schoolsandlearnerscangetinvolved.”
ForSeptember,anumberofeventsarelinedup,withthe firstonebeingamentalhealthseminarsettotakeplace on20SeptemberattheNarravilleCommunityHall.
“Othereventsincludeaspellingbeeon22September,a debatecompetitionon23Septemberandafoodfairon 30September,settotakeplaceattheWalvisBayCivic Centre. This is for the learners to come together, have fun and showcase their entrepreneurial skills. In October, we'll be hosting a ball dance, although we haven'tsetadateyet.Thiswillthenbeourfinaleventas thecouncilfor2023.”
On a more personal level, as junior CEO, Vries stated thatwhensheinitiallyjoinedthecouncil,shewasseton becomingajuniormayorbutlateronaseniormemberof
thecouncil.
“But later on I challenged myself to do something I haven'tdonebefore.It'sbeenabusyyetveryproductive year I will definitely miss all the bonds we've created overtheyearsascouncil.It'sbittersweet,knowingthatin afewmonthsIwon'tbeCEOanymore.”
The junior mayor added that it's all about getting out of yourcomfortzone.
“ThiswasoneofthethingstheformerjuniormayorJasmineSitzer,alwaysemphasised:getoutofyourcomfort zone, there is beauty beyond the comfort zone. When I firststartedoutIdidnotseemyselfasthejuniormayor, but before I started working towards becoming junior mayor I asked myself whether I wanted this position to helppeopleorjustforthesakeofcarryingafancybadge. Beingonthejuniortowncouncil,looksgreatonyourCV butitneedstobetakenseriousbecausealotofpeoplecan behelpedandyougettorepresenttheyouth.”
Vries advised her fellow learners to be determined and simplybethemselves.

At the camp the learnersreceivedtraining, hadtoworkingroups, andalsohadsomefun by playing paintball andabseiling. This camp usually takesplacebeforethe head prefects for
grade seven is announced. The criteria includes whether the learner has respect for themselves, their peers, teachers and train-
ers,respectforother adults, food, nature and the environment. Other important characteristics are being cooperative
and helpful, wellmannered, and responsible. Confidenceisalsoof the utmost importance.“Thegradesix class really enjoyed
thecampandlearned alot.

Namibia Karate Do GoJu Kai successfully hosted its 33rd Karate Do GoJu Kai National Karate ChampionshipsattheJanWikenIndoorSportsComplexinWalvisBaylastFridayandSaturday.
The amazing, well-organised, and disciplined annual National Do GoJu Kai Karate Championship saw over 230 karatekas from Otjiwarongo, Windhoek, Swakopmund, Khomasdal,andWalvisBayDojosperformbeyond their abilities for bragging rights and top honours. The Grand Champions of the day for the Senior MalecategorywereBrandon-LeeMartinandZaid Ely, while Requelle Rickerts and Ava Izaks were the Senior Female champions. The Walvis Bay DojowascrownedasthebestGoJuKaiDojointhe country with a total of 80 medals - 27 gold, 19 silver,and42bronze.TheWindhoekDojocamein secondwith7gold,8silver,and12bronzemedals for a total of 27 medals.
