Grant Noble (36), a well known Walvis Bay resident who was arrested on Friday following the discovery of 412 kilograms of cocaine in a freight container in the port of Walvis Bay, made a first appearance before a local magistrate yesterday on a charge of drug dealing. At his side was his co-accused, a South African national identified as Dinath Azhar (62). The duo are due back in court on 20 September this year and neither brought any bail application. The Namibian Police and the Department of Customs kept the cargo container under surveillance since it was discharged from a ship in the port of Walvis Bay earlier this month. The container arrived from Brazil via Cape Town. Knowing that the container might contain drugs, the authorities only reacted when the consignee, in the person of Grant Noble, arrived in port on Friday to claim the container. In Noble’s presence the container was opened and soon a substance believed to be cocaine were discovered, neatly packed in carton boxes

meant for photo copy paper. After Noble’s arrest followed the arrest of Azhar. Samples were taken of the substance and it is now up to Namibia’s national forensic laboratory to confirm whether indeed it is cocaine. Soon after the news broke on Friday, namib times described the incident as the drug bust of the century. It also turns out now that this could be the single biggest drug bust of its kind on the African continent. Members of the Walvis Bay community turned out in significant numbers yesterday to witness the accussed Noble and Azhar’s first court appearance. Upon hearing they will not have a chance to see the accused in an open court in the dock, many vented their frustration over certain local families that are linked to the local drug trade, but seemingly are continuing with their activities unabated. Others were sceptical over whether Noble and Azhar could be the only person’s connected to this massive discovery of the drugs, whilst a third person expressed hope the Namibian Police keep the drugs in proper safeguard in order for it to be destroyed without delay after forensic results are available. “This is an astronomic amount of drugs. We simply cannot afford that even a percentage of the haul is stolen and re-introduced into the market”, this person said. Noble is represented by the well known lawyer Jan Wessels whilst Azhar was represented by an unknown legal individual.

For those dependent on taxi transport, shared transport between parents and learners having to walk the distance to school, the darkness not only poses opportunities for delays, but it is also dangerous. Learners waiting for daylight to arrive before taking the journey to school often then only arrive at school after the start bell rung. Hence the directive by the Ministry of Education and Culture through the Permanent Secretary not to start teach activities before 07:30, in order to afford everyone a fair opportunity to arrive in time at school for lessons to start. The same goes for the platoon system where due to a lack of classroom space many schools operate two school sessions, one in the morning and one in the afternoon, to end teaching activities no later than 16:30 to allow for parents to collect their children or for those having to return home on foot time to reach home when it is still light.

NBL Re-affirms Commitment To The Project Shine Environmental Campaign 2018 marks the 11th anniversary of the Project Shine campaign in the Swakopmund district, with Namibia Breweries Limited (NBL) – a subsidiary of the Ohlthaver & List (O&L) Group – once again on board as the main sponsor of the annual event. This year NBL, who is also the initiator of the event, donated N$ 80,000 towards the campaign which started in 2007 on World Environmental Day. Project Shine is a partnership project between the Swakopmund Municipal Council, main sponsor NBL; Bannerman Resources, First National Bank (FNB Namibia), and Plastic Packaging, and continues to grow from strength to strength. Project Shine comprises of two environmental activities namely a clean-up campaign and an awareness campaign. The main focus of the cleanup campaign remains on the main road between Swakopmund and Arandis (30 km outside) and the back road to Henties Bay from the B2 road, behind DRC. Through looking after our environment, we contribute to the health and safety of our people, which strongly supports the O&L group purpose of 'Creating a future, Enhancing life' for all Namibians.” According to the project coordinator, Paulina Engelbrecht, the clean-up campaign is focused on instilling mindfulness and understanding of waste management, as well as the risk involved in illegal dumping of waste along the roads and open spaces, and to put more focus on the importance of recycling the waste generated in municipal jurisdiction. Engelbrecht: “This project promotes cleanliness, recycling and contributes to the social upliftment of Swakopmund. Every year before the project starts we give the groups of volunteers basic waste management and health and safety training, this helps to change their mindset and encourage them to carry the message to their peers. Through this we aim to ensure that our Swakopmund residents become more environmentally conscious, especially when it comes to litter pollution. This project is really well-known by now, because of the positive impact it has on the environment. I often receive emails from other local authorities or town councils asking for assistance on how to go about starting their own project like Project Shine and I am happy to assist.” Initially, Project Shine was aimed at cleaning the main road from Swakopmund to Arandis of litter, but was eventually extended to the beaches of Swakopmund to Henties Bay, the Swakop River mouth area and certain sections of the desert, east of Swakopmund. Erongo’s people suspicious of “new criteria” for fishing rights Sharlien Tjambari The Ministry of Fisheries and Marine Resources heard the voices of Erongo on Friday, during an information session on the “do’s” and “don't’s” for applying for fishing rights. In a nutshell the Region feels the deadline for the application for fishing rights are too short, specifically given the fact that the only legal body accepted for the application of fishing rights will in future be companies. People are also suspicious over the new arrangement, as it does not serve the poor. Poor people as a rule are not shareholders in companies, as it is expensive to register companies. It also takes time to register and the annual duties and auditing fees are also unaffordable for the smaller businessman and the public at large. The information session was held at t h e Ta m a r i s k i a Community Hall. Members of the community expressed their disap-

pointment in the ministry and alleged that the Ministry of Fisheries and Marine Resources is “busy playing games”. Commenting on the new rules imposed by the ministry, Mr Kenneth Iilonga, Chairman of Kenneth Human Rights Association of Namibia said this makes it very difficult for the ordinary individual to apply as gaining access to these legal entities is not affordable to the poor and it takes time to register. “Children of the liberation struggle and members of the San community will be excluded, because it is impossible for them to apply”, Iilonga explained. The Governor of Erongo Region, Clr Cleophas Mutjavikua opened the information session where he explained this is the eighth opportunity fishing rights are issu-

ed since 1990. He explained this time round the application process is different, as the Namibian Government wants to have a more inclusive approach so that fishing rights can benefit more Namibians. Also that the new system will ensure the end of corrupt practices when it comes to the application for fishing rights. Other criteria includes the companies applying for fishing rights may not be listed on any stock exchange, as ownership changes rapidly. The companies applying for rights may also not be owned by foreigners. Those companies already having fishing rights may also not apply. duals only. This time only by means of a smoke screen in that they are now becoming directors of companies. The closing date for application for fishing rights is end-July. It is expected of the 500 companies that would apply for fishing rights, only 96 will be awarded the ultimate

rights. It was explained applicants’ business plans need to be complete and innovative, in order to stay competitive in the award of rights. Another person attending the meeting expressed hope that once these 96 applicants were awarded the rights, all companies’ details as well

as the names of directors would be made public. “I sincerely hope there will not be a system of nominees where people reserves shareholding on behalf of individuals who form part of the country’s political elites and their network of patrons”.

Walvis Bay: A CCTV camera led to the tracing of valuable goods after it captured two thugs from Windhoek stealing valuables belonging to American tourists, from a rental car and sped off in a getaway car. It is alleged that on Thursday, 14 June at around 14:10 the two suspects, Gerson Kalombo (20) and Linus Alweendo (38), smashed the back window of the rental car which was standing at Seaside rental in Walvis Bay when the camera was recording their every move. “The footage led to the tracing of the blue To y o t a s e d a n , which was impounded. The stolen goods were recovered and the thugs were arrested�, confirmed the spokesperson of the Namibian Police, Deputy Commissioner Erastus Ikuyu. Ocean month at the Scientific Society Swakopmund 8 June Ocean Day was celebrated all over the world, also in Swakopmund in the Aquarium and the Swakopmund Museum. In fact the Scientific Society did not only show a movie about the incredible journey of a turtle on 7 and 8 June, but dedicated the whole month of June to Ocean awareness. Ocean Month started with a new temporary exhibition in the Swakopmund Museum by the “Marine Spatial Planning” Project in Namibia. This project falls under the regional MARISMA project (enabling sustainable ocean use in the Benguela Current Region), which is supported by GIZ and the Federal Republic of Germany. Supporting documents such as the “Current Status Report – National Overview for Marine Spatial Planning & Knowledge Baseline for Namibia's 1st Marine Spatial Plan” are available in the Sam Cohen Library. Here also a variety of ocean related documents, especially focusing on Namibia, are available. The latest addition to the library is “Living Shores - Interacting with southern Africa's marine ecosystems” by George and Margo Branch. The wellknown and loved classic of Marine Biology in Southern Africa has been revived and thoroughly reworked. It is a beautiful, educational book about our marine ecosystem and the science conducted in Southern Africa. In the Museum there are, next to the regular ocean and coast related displays, talks covering topics of our ocean offered. Last week Dr Paul Kainge gave a most interesting presentation about Fisheries Management in Namibia. He shed light on the functioning of the Ministry of Fisheries and Marine Resources, where he gathered his experience over the past 20 years. 28 June, 18:00 Mr Peter Schneider will give a presentation in German about ocean pollution, while the Namibian Dolphin Project will inform about local whale and dolphin species on 5 July, 19:00. Landing craft calls at Walvis Bay

A rather unusual visitor to Walvis Bay, a seagoing landing craft, is expected alongside for ship repairs at the floating dock facility of Elgin Brown Hamer Namibia on Wednesday. The landing craft, Laetitia V, works off the West Africa coast and also on navigable rivers like the Cong River. The landing craft enables the loading and discharge of cargo and equipment, like mining or construction equipment, in areas where there is no ordinary port access. At previous occasions the landing craft, NP Glory 4, visited Walvis Bay on scheduled calls to transport heavy earthmoving equipment and other construction vehicles and tools to and from the mid-Atlantic island of Saint Helena when the island’s international airport was still under construction.

Royal Couple to visit Namibia soon Whether now as their honeymoon, or even a royal visit to Namibia some other time in the future. One thing is certain and that is the latest sensation of the British Royal House, the Duke and Dutchess of Sussex or better known to us as Prince Harry and his wife Meghan Markle, will be visiting Namibia. Perhaps the biggest attraction would be Prince Harry’s favourite charity: the Save the Rhino Trust of Namibia. The British High Commissioner to Namibia, Kate Airey (OBE), made reference to this royal visit earlier this month in Windhoek, on the occasion of the celebration of the Queen's Birthday Party. It is customary every year to celebrate Queen Elizabeth, the ruler of the British Crown's birthday throughout the United Kingdom and the Commonwealth. Reflecting in general on the Royal Wedding, Airey described it as a momentous occasion in which in a time of certainty it gave the world something different and during which not only Britain's historic traditions were celebrated but also human diversity. “I think just as importantly is also shown how well British traditions evolve and adapt to changes in our world at society. To see a black America Episcopal preacher and a gospel choir in the heart of Windsor Castle was a real celebration of diversity”, said Airey. Airey then referred to an earlier visit by Prince Harry to Namibia in which he developed a great friendship and special connection to the Save The Rhino Trust of Namibia. Hence, delegates of the Trust were also invited to the Queen's Birthday Party where an opportunity was available for a presentation on the great work The Trust is doing for rhino conservation in Namibia. Airey also expressed her hope then that the Save The Rhino Trust will feature later this year in October at the International

Conference on Illegal Wildlife Trade, hosted in the United Kingdom now for the fourth year running. And then, Airey was quoted: “To finish –

and just for the record – I have no doubt that in the future Prince Harry will want to bring his new wife to this part of Africa”. Leaving little doubt

that the special bond between the Royals and Save the Rhino Trust can in future ensure Prince Harry and Meghan Markle visit Namibia.

Breaking News UPDATE The Namibian Police has most probably made the drug breakthrough of the century, following the confiscation today of a cargo container in the port of Walvis Bay stacked with 412 kilograms of cocaine, valued at N$206 million. The container arrived via South Africa from Brazil and since its arrival in Walvis Bay was kept under surveillance by the Police. When it was cleared for release by the Department of Customs and Excise, law enforcement jumped into action. Two Namibians, believed to be linked to a Walvis Bay family associated with the drug trade in Walvis Bay already for several decades, were spotted with police and forensic experts at the Namibian Police's port police station. In fact the container was unpacked at the port police station, only a stone's throw from the port's main gate. What transpired in the meantime is the drugs were hidden in copy paper cartons. Fuel hike puts further pressure on consumers and agriculture sector On 6 June the Namibian consumer faced a hefty hike in fuel costs. Although this is the first increase in six months, compared to South Africa, it is nevertheless a steep hike, bound to affect all Namibians,” says Christo Viljoen, Head: Agri and Tourism at FNB Namibia. Both petrol and diesel went up by 60 cents per litre. The pump price

for fuel at Walvis Bay went up from N$ 11.70 per litre for 95 Octane

Unleaded Petrol to N$12.30, as well as from N$ 11.73 to N$12.63 per litre for Diesel 500ppm, while the Diesel 50 ppm increased to N$12.68 from the current by N$11.78 per litre. “We all know that an increase in the fuel price has a snowball effect on everything, leading to price increases on all basic necessities as well as food, impacting not

only the man on the street but also the businesses which try to recoup costs from the already hard-hit consumer,” says Christo. Impact of increases on agriculture in SA and spin-off to Namibia In South Africa it is estimated that a R1/ litre increase in fuel costs equates to a R1 billion rand increase in input costs per year to the agriculture sector. These costs

m a n i f e s t d i ff e r e n t l y across the various industries from planting, harvesting, distribution and packaging. The higher crude oil price is a double whammy due to the direct influence on the fuel price and the indirect influence on oil derivatives such as fertilizer, pesticides and herbicides all of which are inputs in crop farming. The summer crop season has

ended, and harvesting is in full swing with a total of 3.85 million hectares and an additional 500,500 hectares of wheat is currently being planted in the Western Cape. This could easily translate into additional cost of over R153 million rand. Bear in mind that the distribution of agricultural produce is dominated by road transport, so the net effect of fuel increases is reduced

Christo Viljoen profit margins for producers. Logistics companies in the agriculture value chain will also be hard hit, for example, over 80% of grain is transported by road. These costs will eventually be passed on to the consumer up the value chain. Namibia imports a bulk of its goods and services from South Africa “Of course, this includes products from and for the agricultural sector and any increases will also be applicable in Namibia,” says Christo. Imports in Namibia increased to 18972.40 NAD Million in the fourth quarter of 2017 from 18341.30 NAD Million in the third quarter of 2017. Imports in Namibia averaged 9124.62 NAD Million from 1999 until 2017, reaching an all-time high of 23731.50 NAD Million in the second quarter of 2015 and a record low of 1991.60 NAD Million in the first quarter of 1999. Impact on consumers: Erosion of disposable income For low income households, transport costs account for a large portion of household expenditure and the consequence of a sustained fuel price increase will further erode disposable income and cause financial stress. This will force a change in spending patterns with a cut in spending on luxury items and frequency of visits to eateries. As businesses face additional costs in transport, packaging and distribution, they eventually pass these onto the consumer which ultimately feeds into rising inflation. The concern remains that given the state of current inflation that remains relatively low compared to 2017, the cost pressures that are likely to emanate given the fuel price adjustment will negatively affect the consumer. The recent decision to keep interest rates unchanged brings no relief to consumers who will have to buckle up and ride the current tide in the economy. Wise spending and better money management will have to prevail.

Regional Shooting Competition During the weekend of 8 to 10 June the NHRSA hosted the fourth leg of their Regional Competitions on the farm of Wathy v/d Wath, Zonnewaldt near Stampriet. On Friday, 8 June the 223 class competition took place, the course consisted of a variety positions from free-hand, using dropper tri-pods and short synthetic sticks. The open competition was held on Saturday 9 June with the wind again an ever present factor which had to be taken into account with every shot. The course consisted of shooting at a Dassie target while standing and using long synthetic sticks, Rooibok shooting from a kneeling position using a dropper tri-pod; gongs from a laying down position making use of a bag filled with pods; shooting at an Oryx from a laying down position making use of a tar pole piece and cushion support, Hartebees shooting from a sitting position using short synthetic sticks; gongs from a sitting position making use of a shooting bag and wood pallets. During the ceremony on Saturday evening the

winners in the different classes were announced: .223 Class, Francois Marais JR was first, Niklaas Marais were second and Lollie van der Wath third. Dulux Second Qualifier We thank Johan le Riche and Johan Smit for representing DULUX for attending the second qualifier. DULUX has indeed come up with an exciting series of events. The winners of last week were, Pieter Van Aarde and Francois Champion in the first place with Danie van Antwerpen and our man of steel, Pikkie Champion, second. David Peake and Karl- Heinz Beukes came third. Alan Alchin and Shane Weserdale were in fourth position. These 4 groups stand a chance to be selected for the final event to be played at OMEYA GC later this year. The course is almost back in shape after the recent rain damage.
