A female police officer is in a very serious but stable condition in the hospital in Windhoek, after she sustained serious injuries when hit by a car, driven by an alleged drunken driver (believed to be a woman). The incident occurred at the roadblock between Walvis Bay and Swakopmund on Sunday night. The driver was consequently arrested. The Mondesa community was shocked on Saturday, after the lifeless body of a 5-6-months-old baby girl was discovered in a solid waste container, in the area of Makiti Bar. According to Deputy Commissioner Ottilie Kashupuulwa, the baby was found by kids playing near the garbage skip on Saturday morning, whereafter the police was alerted. She noted that the body was wrapped in a cloth and afterwards put in two grocery bags. The cause of death are still to be determined and nobody was arrested by yesterday afternoon.

The Woermann Haus building is finally getting a new coat, this include the Woermann Haus Library, the courtyard, the whole Damara tower and all public passages. Currently they are busy with the Woermann Haus Library. The painting started on 13 April and is expected to last for three months. According to the Manager of Design office and Building Control at the Swakopmund Municipality, Martin Amedick, they are not only painting the building, they are also replacing locks, doing woodwork and everything that needed urgent attention. “Before the painting

The suspect is facing a drinking and driving charge, a charge of negligent driving, failing to stop at the accident scene, refusing to have blood drawn to test for alcohol and for fleeing the scene,” she said. She also confirmed that the patient’s condition is very serious, but stable. According to a person who also passed the roadblock, the officer was seen lying on the ground. The namib times later learnt that the accused driver was in a red sedan vehicle. According

to another source, the police officer was hurt very seriously and therefore transported to Windhoek for further medical care. “I was told that she sustained very serious injuries, under which a broken jaw and broken arms,” the source said. A third source said “Her injuries are worse than what was suspected initially. She has many broken bones. Any rumors that she had passed away are false,” he said. The driver was allegedly stopped at the entrance of Walvis Bay after the incident ocurred and was then arrested.

Our people are confused and want answers, now!” Nghimbwaasha remarked. The petition states that a mass demonstration will follow, should the CEO and Municipality not respond on their concerns within 24 hours.

Haus and converted it into a school hostel. It was later restored and transformed into the public library. Not only does this building host an adults’ and children’s library but also a gallery run by the Swakopmund Arts Association on the upper floors.

The Association of Local Authorities in Namibia (ALAN) received funding from the World Bank through Cities Alliance, to pilot a context specific Town Development Strategies (TDS) process that responds to the specific urban development challenges in Namibia. The official opening of the Namibian Town Development Strategies Project After Action Review (ARR) Workshop, started yesterday and will finish today. The project was implemented with the support of United Cities of Local Government (UCLG) and eThinkwini Municipality (Durban). The local support is provided by the Namibian Association of Local Authority Officials (NALAO). The project is innovative in that it seeks to enhance strategic planning capacity, not only in the participating local authorities, which is Otjiwarongo, Karibib, Usakos and Maltahöhe, but also in both the Association for Local Authorities in Namibia (ALAN) and NALAO. The project is also aimed at addressing national level urban developmental issues that cut across munici-

pal boundaries in Namibia. The purpose of the After Action Review (AAR) workshop is to gain a shared understanding of the Town Development Strategies (TDS) Project’s impact on improving urban strategic planning capacity in the pilot local authorities. It also aims to capture lessons learned from previous experiences of developing TDS. That will help refining and improving future TDS processes. They Key aims of the TDS project was to pilot TDS as an effective urban development planning tool, to enhance developmental and strategic planning in local authorities, to enhance the participation of public, private

and civil society role players in planning processes, and to address current integrated urban development planning and intergovernmental cooperation challenges. In his speech, Acting President of ALAN, Mr. Leonard Jona said, “It is evident that as the sphere of Government that deals with community, the traditional mandate of Local Authorities are no longer bound to provision of basic service of water and electricity, but as a whole spectrum of responsibilities towards the communities we serve - being it health, education to name a few - on behalf of Central Government. To achieve the goals of Vision 2030, local authorities need to

plan ahead to take up their changing roles. A call has been made to central government to fast-track the reform document that will do away with laws that hamper development in the local authorities, and also to find strategies to provide the much needed sustainable financial support for the Local Authorities, for development and effective and efficient service delivery.’’ The Town Development Strategies for the four local authorities were also handed over. The journey of the Municipal Institute of Learning, eThekwini Municipality, (Durban), with ALAN and NALAO in the implementation of the TDS project, started in July 2009.

Two white rhinos killed at Farm Okamahoro The Namibian Police Force (NamPol) are investigating a case of illegal hunting of protected game, after two white rhinoceroses were found dead at the weekend. The rhino carcasses were found inside Farm Okamahoro, situated approximately 30 kilometres west of Okahandja in the Otjozondjupa Region. The game farm is a privately owned commercial entity, farming with game like rhinos. The Otjozondjupa Regional Police Chief Inspector, Michael Maikudumu told NAMPA in an interview yesterday that two big white rhinos were shot and killed at Farm Okamahoro, possibly between Thursday and Saturday last week. “The two big white rhinos were killed by unknown suspects and were only found dead at the weekend, with their horns all removed,” Maikudumu said.

Maikudumu said two other smaller horns of the same rhinoceroses were found on the slaughter scene at the farm and were recovered by the police. He said the bigger horns were most likely taken by the perpetrators. The total value of the horns that were recovered and those missing is yet to be determined, Maikudumu said. No suspect has been arrested in connection with the case and police investigations in the matter continue. This incident comes at a

time when Namibia and other African countries are struggling to cope with rhino and elephant poaching, and the act of illegal hunting has taken a prominent spot under the spotlight of nature legislation. In Namibia, the Protected Areas and Wildlife Management Bill, which proposes tougher fines for wildlife crimes, is scheduled to go for public consultation in the next two months. This consultation will take place before the end of June 2015 or early July 2015.

Minister of Environment and Tourism, Pohamba Shifeta at a media briefing on the Bill in early May, said his ministry is in constant discussions with the Prosecutor-General with regard to issues related to courts and prosecution thereof. The minister also noted that his ministry will continue providing communication, education and community awareness programmes, although much is still to be done in this regard. NAMPA

The race for a new Swakopmund Constituency Councillor is on and namib times interviewed two of the four candidates, to get a glance on their profiles. Four political parties, DTA, Nudo, Swapo and UDF will part-take in the by-election, scheduled for 29 May . In today's issue we focus on the first two party's candidates (alphabetical order). DTA’s Candidate Christa Magrietha Hochobes (36) Q: Please provide us with a brief summary on your political background and community involvement. A: I started way back in 1992, when I was a Nanso activist throughout my political career. During 2000, I was the Henties Bay community representative for the Build Together Program. I played a pirotal role in stop-

ping the eviction of low-cost housing home owners by the Municipality, and also had a hand in the demonstration, which led to the provision of an ambulance for the Henties Bay community. I was one of the people who ensured that the AntiCorruption Commission perused investigations against the members of the Henties Bay Town Council for irregular activities in the Build Together Program, which resulted in the suspension of some members. My role in the socio-economic empowerment and development of vulner-

able woman and children, through various forums, was also vital. I am currently employed at the Ghetto Assistance Centre. Q: If elected, what will be your key focus areas? A: I have two main focus areas: the first is addressing the current land and housing crisis in Swakopmund and the growing need for serviced land and dignified housing at reasonable prices. The second is addressing the health, safety and food and water security concerns of the most marginalised members of our

Swakopmund community, with a specific emphasis on targeting the informal neighbourhoods, like DRC, to name just one example. Q: If elected, what will you do about the housing crisis in Swakopmund? A: Over 10,000 applications for erven have been handed to the Municipality of Swakopmund by local (low income) residents and the Municipality has remained silent on their progress with regard to processing these applications, despite continuing to hold auctions to sell

numerous erven to rich property developers. I will ensure the Municipality of Swakopmund not only becomes more responsive and accountable to the public by creating an open communication channel, but I will also work with all relevant stakeholders to slowly but surely erode this pervasive culture of self-enrichment and shift the focus away from selfenrichment and back to uplifting the lives of those we are meant to serve, the voters. Q: In conclusion, why should residents vote for you in this

Christa Hochobes by-election? A: Fellow Namibians, I am proud to announce that I am the only female candidate contesting. As someone who has grown up in DRC, the informal settlements of Swakopmund, I am well acquainted with the harsh living conditions and the daily challenges faced by many residents of Swakopmund. It is for that

reason that I submit that out of all the candidates, I am the one who is best placed to not only know what the challenges and issues are - but more importantly to bring about meaningful change that will positively affect and transform the lives of the residents of Swakopmund as we together MOVE NAMIBIA FORWARD.

Uahimisa Kaapehi Q: Please provide us with a brief summary on your political background and community involvement. A: I have started during my school years with Nanso and was afterwards in the leadership of the Namibian Shebeen Association, where after I got directly involved with head-on politics. I am a resident of Swakopmund for approximately 20 years and have also worked for

the town's Municipality. In my career I have always fought for the rights of the socalled shack dwellers and have played a vital role in the protection of these people's rights, for example the DRC residents. Furthermore, I was one of the people in the forefront to erect a Multi-Purpose Centre in Mondesa, which will include a library for the kids and residents of the suburb. I am always available to listen to the

communities problems and they even come to my home, where I assist and advises them. Q: If elected, what will be your key focus areas? A: The housing issue, as well as the empowerment of SMEs will definitely top my agenda. The Swakopmund Constituency Office is included in the Government's annual budget, while the Municipality is not. Therefore, the Constituency Office must actively assist with the town's development. Currently there is a communication gap between these two entities and I am going to ensure that closer corporation between them is enhanced. This will definitely be of great benefit to the community. Q: If elected, what will you do about the housing crisis in Swakopmund? A: At this stage, there is

no way one can say that all the backyard shacks in Swakopmund should be relocated. Firstly planning must be done, in order to move the people to a proper area, where they have access to running water and toilet facilities. Right now, many of the Mass Housing Project's houses are finished, but

since no planning was done to provide electricity, the houses are unoccupied. The biggest problem is money. People should also learn to take ownership of provided houses, or land. Q: In conclusion, why should residents vote for you in this byelection?

A: It is time for change. I will see to it that different Committees are established in all the suburbs of the town. These Committees will gather information regarding the difficulties their suburb's residents are encountering and report it to the Development Committee. One can-

not expect from people who do not need development, to decide for those in dire need of development. Thus, the said comittees will consist of ordinary residents. SMEs, education and the tourism sector will unquestionably also get more attention from my side.

Local Ma/gaisa artist pleads innocence on assault charges Mavourlene Gaes

Walvis Bay based local Ma/gaisa musician Emanuel /Hara-#Gaeb (26) appeared in the Walvis Bay Magistrates court yesterday on a charge of assault with the intent to do grievous bodily harm. The accused is part of the well-known locally based ma/gaisa music duo called T-bozz n Staika in Walvis Bay. /Hara-#Gaeb was apprehended during the weekend after one of the police officers allegedly recognised him at the station and told him that he had a warrant of

his arrest regarding the assault charges that happened a month ago. According to a source, the incident took place last month where the victim and the accused allegedly got into a fight, where he apparently stabbed the complainant with a beer bottle in front of a local

bar in Kuisebmond over a woman. /Hara-#Gaeb appeared in front of Magistrate John Sindano Liwoyo where he pleaded not guilty on the charge. His bail was set at N$3 000 and the matter was postponed to 23 June for further investigation.

The two suspects that are being implicated in the robbery that took place during the weekend at the farm “Usakos-Wes” are still on the run. It has been reported that the two suspects allegedly tortured the farmer and his employee on Saturday before making off with the farmer’s

bakkie and other valuables. According to Nampol’s Deputy Commissioner Ottilie Kashuupulwa, they have so far recov-

ered the stolen vehicle and the generator that was left at the back of the bakkie. Kashuupulwa said they have not made any arrests

regarding the robbery and the two unidentified suspects are still on the loose. She said the police investigation into the matter continues.

Save the Rhino Trust (SRT), a proudly Namibian non-profit organisation, recently launched a pro-active antipoaching program which aims to protect the rhino of the Kunene Region and eradicate poaching.

WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

Save the Rhino Trust’s bank account. Nic and Riana aim to raise N$200 000 for the SRT, through the KPMG Brandberg Rhino Run. They also aim at having 100 participants in the Run and through entry fees alone hope to raise N$10 000. The vision of the Scholtz is to have the desert adapted black rhino’s numbers increase to carrying capacity of the habitat they roam in, and to financially support organisations such as SRT, to properly protect the desert adapted black rhino against any poaching activities. For them to reach their goal of N$200 000 they still need to collect N$134 000, so they encourage Namibians to step up as sponsors or to enter the race, all of which goes directly towards SRT. Total cash prizes for winners of the 25 km and the 12 km amounts to N$7000.00, and the overall winner of the 25 km will also receive a Mowani Mountain Camp accommodation voucher for N$20 530. Prize-giving will follow the event on 20 June at 11:00 am in Uis.

According to the Chief Executive Officer of Save the Rhino Trust, Simson Uri-Khob, between 2012 and December 2014, there have been 16 cases of Rhino Poaching in Kunene region, “but there is currently no poaching in Kunene because poachers have seen how serious we are with antipoaching” Uri-khob added. He said there are guys who are in the field 24/7 who need proper clothing and shoes as well as cameras, and that is where most of the money from the fundraising will go.

Visitors from afar

The past weekend namib times had the pleasure of the company of a group of media students, lecturers and professors participating in UNAM's Media Accountability Conference in Windhoek. The group, led by Professor Eno Ime Akpabio of UNAM, took the long road to the coast especially to visit this newspaper that has been serving the coastal community for almost six decades. They were very interested in the printing process, where older technology, namely computer-to-film (CTF), is still used. In CTF technology, the computer file output is onto a photographic film, which is still the modus operandi at the newspaper. This film is then used to make a printing plate, which resembles the process of a contact proof in darkroom photography. The following is an article written by two students participating in the conference.

UNAM conference on media accountability kicks off University professors, lecturers and students from the media and journalism departments in five countries, together with different media stakeholders are gathered in Windhoek for a ten-day conference under the theme “Accountability in the Age

of Social Media�. The ten day conference which is underway at the Safari Court Hotel in Windhoek is part of the activities of the Journalism for Change Network project under the aegis of the NorthSouth-South Program organised and financed

by CIMO (Centre for International Mobility) in Finland. The conference which was declared opened with welcome addresses from Professor Emeritus Ulamaija Kivikuru from the Swedish School of Social Sciences, University of Helsinki, Eber-

hard Hofmann, Chairperson of the Namibian Editors' Forum and Elisabet Kivimaki, Deputy Head of the Embassy of Finland has featured presentations from journalism teachers and students from Finland, Namibia, Tanzania and Zambia, as well as Namibia media stakeholders, such as the Media Ombudsman of Namibia, Clement Daniels, Media Institute o f Southern Africa (MISA) chairperson Natasha Tibinyane, and Elizabeth M'ule of the Namibian Editors' Forum. Academics presented the media landscape of their respective countries while students reported on the current ethical challenges facing journalists. Flowing from

discussions based on the theme of the intensive course, the most prominent challenge appears to be the tensions between citizen journalism and traditional journalism with diverse views and opinions being expressed on the role of social media and citizen journalism. Some participants believe social media is a great platform that encourages interaction between journalists and the audience which can increase accountability while also restoring the trust between audiences and journalists. Participants at the conference also encouraged professional journalists to abide by their ethical codes of conduct which would serve to distinguish them and their

productions. The question that participants are deliberating on is: how to strike a balance between accountability to the audience and leveraging social/new media to the benefit of traditional journalism practice. The Media Ombudsman of Namibia, Clement Daniels gave a presentation on the Namibian Code of Ethics and the complaints procedure, while Dr Heikki Heikkila, who presented on Media Accountability Measures in the Digital Era, encouraged transparency before publication and positive response to criticisms by creating platforms that encourage interaction between journalists and audiences. As the conference enters

its final lap, participants will deliberate on topics ranging from community media in the Nordic/European and African context, the Interface between citizen Journalism and professional Journalism, fact checking and data verification methods, online communities and ethical issues in electronic reporting. The conference will end on 20 May with a closing ceremony featuring Anne Saloranta, Ambassador of Finland to Namibia and Dr Fred Mwilima, the Head of Information and Communication Studies at the University of Namibia (UNAM). A man is being held at the police station in Walvis Bay for psychological evaluation after he walked completely naked in public on Wednesday morning in an alleged protest against the loss of his residence, after his shack was demolished. Namib Marimbas Next Stop Europe!

The Namib Marimbas, a local musical group are on their way to Europe. The group will leave on 21 May and will be back in Namibia on 8 June. The concert tour will consist of 16 concerts throughout the two weeks. Their hosts in Switzerland and Germany are responsible for all their accommodation, meals and transport costs. “This will be a tour of a lifetime for the musicians. We will be good ambassadors of Namibia and will invite everybody to come and visit our country,” said Gerta

Holst, the organising leader of the group. For this tour the Namib Marimbas recorded also a new CD, “The sounds of the desert,” their fifth CD. They have been performing for the past two years to save some money for this concert tour. “With our music we

want to build bridges between the different cultures and to explain the love for our country, its people, our deserts, flora and fauna”. Each year the Namib Marimbas choose a community project to give something back to the community. This year, however they

chose to upgrade the memorial site of Nathaniel Maxuilili. “We feel he was a very important person in Kuisebmond, especially before independence. We decided to do this as he always assisted Kuisebmond Secondary School and since all past and present, musicians

of Namib Marimbas are learners of Kuisebmond Secondary School, we felt we needed to do this,” she said. The group cleaned the memorial site and also planted new trees. The site was quite neglected.

Nujoma will never be forgotten: Hishoono

He was speaking at the fourth 12 May Movement celebrations at Otjiwarongo’s Mokati Stadium in the Otjozondjupa Region on Saturday, 16 May. The event coincided with Nujoma’s 86th birthday on 12 May. The celebrations were delayed until Saturday because 12 May felt on a Tuesday this year. Hishoono said he met Nujoma for the first time in 1976, in Angola. “He (Nujoma) found the peace we are enjoying today in the country,” he said, adding that Nujoma also established the ruling Swapo Party, as well as the party’s military wing and other departments. The Founding President, Dr Sam Nujoma at his 86th birthday celebrations at Otjiwarongo in the Otjozondjupa Region on Saturday “Nujoma made it possible for the liberation struggle of this country to become true. You are our hero, a symbol of peace and we wish you good health and many more

years to come,” he said. National Union of Namibian Workers (NUNW) Secretary-General, Job Muniaro praised Nujoma for establishing the national workers’ union. He said the union will

continue to fight for the workers’ rights and continue to remain part of Swapo. Several international youth leaders were present at the mass birthday party. These included youth

leaders from Angola, Mozambique and Cuba. They too praised Nujoma for his visionary leadership for Namibia, Africa and the world. Nujoma was presented with several gifts.

Nujoma portrait sells for N$100 000

A black and white portrait of Founding President Sam Nujoma fetched N$100 000 at an auction at Mokati Stadium on Saturday. The portrait is a graphically enhanced photograph and portrays Nujoma during the early years of the liberation struggle for the independence of Namibia. joma’s legacy and heroic role he played in the liberation struggle of Namibia, as well as his outstanding leadership during his reign as Namibia's first president. joma at prices between N$35 000 and N&48 000. The portraits were made by Namibian graphic designer, Max Shiimi. He told Nampa shortly after the auction at the Mokati Stadium on Saturday that he made a total of N$343 000 out of seven portraits, all graphically manipulated. Shiimi noted that the

portraits tell the story of Nujoma’s bravery and triumph over the South African colonial apartheid regime. “The portraits also represent the legacy of what the Founding President stood for, as well as the peace, solidarity and justice he brought to the country,” he said. Shiimi said 20 per cent of

New Jeep Renegade Achieves Euro NCAP 5-star Rating The all-new Jeep Renegade has been awarded the prestigious Euro NCAP 5-star rating with an overall score of 80/100. The newest addition to the Jeep vehicle line-up, due for launch in S outh Africa in early 2015, achieved a score of 87% for adult occupant protection, 85% for child occupant protection, 65% for pedestrian protection and 74% for the driving assistance safety systems. Thousands of hours of virtual simulations have permitted the development of the innovative "4x4 Small Wide" architecture - Renegade is the first FCA vehicle to adopt it - which offers a monocoque making extensive use of high-strength, ultra-high-strength and hot-pressed steels, with the final result of exceptional torsion resistance. The three loadline front structure guarantees uniformity of response in the event of frontal impact regardless of the type of obstacle or vehicle encountered in an accident. What's more, despite the clear off-road vocation of the model, which is also

expressed in the robust, square front end, the new Renegade ensures good pedestrian protection. The quality of the virtual design was then tested physically on the cars produced at the SATA factory in Melfi with 300 tests on components and subsystems, more than 100 impact simulations and more than 100 crash tests taking into consideration the various types of impact - front, side, rollover, rearending and pedestrian impact - as well as the various speeds at which they can occur and the physical characteristics of the passengers. For comprehensive protection, the new Jeep Renegade comes as standard with 6 airbags (driver, front passenger, side window bags for all rows and side bags for front seats) and ESC (electronic stability control) with ERM (electronic roll mitigation). The safety equipment, depending on market and trim level, features as standard or on

The first uses the camera's optical sensor to establish the road position of the vehicle with respect to the horizontal markings present on the road surface. In the case of an unintentional lane change, which the system recognises if the vehicle changes trajectory without activating the direction indicators, a visual alert is issued along with a tactile signal sent by the

electric power steering (EPS). If the driver does not react promptly, the system issues a second visual alert. The "Blind-spot Monitoring" system, on the other hand, uses ultra broadband radar sensors to assist the driver during lane changes, indicating the presence of other vehicles in blind spots by lighting up icons on the door mirrors and activating an acoustic signal

Ahrens wins South African Championships Gaby Ahrens is the new South African Championship in the Olympic Trap discipline after triumphing over Sam Pennells during the two's gold-medal match in Johannesburg last weekend. Namibia's best female shooter hit an impressive 13 clay pigeons compared to Pennells’ 10 in the final. “I'm very happy with this result. After getting my personal best at the World Cup in Cyprus at the beginning of the month, this is another step in the right direction. It shows that the hard work and dedication of the last weeks have paid off”, a delighted Ahrens said. Ahrens had already dominated the qualification round, although her campaign didn't get off to the best start. The 34-year old scored 21 and 19 points during the first two rounds, being on equal terms with her competitors. But a fantastic 24 in the final round gave her the best overall score of 64 and the first place. Pennells came in second with 62.

The Namibian then squared off against Leonore Botha in the battle for the final. Ahrens used her momentum to outclass Botha with 14:10 before eventually taking gold against Pennells. Her main aim of the season is the African Championship in November where the Commonwealth bronze-medallist of 2010 hopes to walk away with another win and therefore secure her ticket for the Summer Olympics next year in Brazil. To realise that dream, Ahrens plans to compete at the last World Cup of the year in Azerbaijan in August as well as the World Championship in Italy in September.

2015 Coastal Bridge Tournament

The annual Bridge Tournament hosted by the Swakopmund Bridge Club was held on 9 - 10 May at the Rössmund Golf Club. The excellent facilities and catering provided by the Golf Club ensured the success of the event which was enjoyed by all taking part. Participating players came from Windhoek, Omaruru, Walvis Bay and of course Swakopmund. The winning pair was Karl Hartmann and Johan Botha from Windhoek with an excellent score of 64.0%, while in second place were Dominique Roberts and Allan Walden also from Windhoek with a score of 62.9%. Windhoek players Surayya Dinath and Antionette Vrugt took third place on 52.9% The chief sponsor of the event was Latitia Ruiz of Ultra Travel in Walvis Bay with co-sponsors Rössmund Golf Course and Distell Namibia. The Swakopmund Bridge Club meets every Monday evening at the Lions Old Age Home and new players are welcome.
