Omburu solar power plant inaugurated Rudi Bowe
NamPower inaugurated its first renewable fully owned and operated 20 megawatts (MW) Omburu solar photovoltaic (PV) power plant, constructed at a cost of N$317 million on Friday, 24 June. The Plant, on the outskirts of Omaruru in the Erongo region, is a demonstration of NamPower's unwavering commitment to becoming the leading electricity solutions provider of choice in Southern African Development Community (SADC), a catalyst for economic growth in Namibia and in the region. The Omburu PV project which took 15 months to complete was constructed through a joint venture between Hopsol Africa and Tulive Private Equity and only covers 42 hectares within 300 hectares donated by the Omaruru town council. The total installed capacity of utility-scale solar PV plants with NamPower as the off-taker, currently stand at 146.5 MW, with capacity expected to increase in the short to medium term from customers within the Modified Single Buyer (MSB) Market Framework introduced by the Electricity Control Continues on page 2
ACC hands over Corruption Risk Assessments report Rudi Bowe
The Anti-Corruption Commission (ACC) handed over a Corruption Risk Assessment Report to the Municipality of Walvis Bay on Friday, 24 June. The ACC conducts Corruption Risk Assessments (CRA) of government offices, ministries, agencies and public enterprises with the aim to fulfill its mandate as per their strategic objective to prevent corruption. The risk assessment of the Municipality of Walvis Bay was conducted from 18-21 February 2020. The workshop culminated in the development of a Corruption Risk Mitigation Plan with eight corruption risks clearly identified. These are the private use of municipal vehicles, deliberate incorrect information on the financial system, and manipulation of overtime, deliberately understating property value, favouritism in debt management, favouring suppliers in approved contracts, collusion with service providers and favouritism in land, erven and housing sales. The Corruption Risk Assessment, Management and Reporting initiative is part of the municipal Council's fourth strategic objection, which aims at ensuring good corporate governance through the development of an integrated Management Information System and the revision of internal regulations, policies and procedures. ACC Deputy Director-General, Advocate Erna van der Merwe, commended the Municipality for developing measures to mitigate these risks. Van der Merwe indicated that some of these measures include regular internal checks for financial transactions, weekly progress reports with regards to the work of suppliers and pre-assessments and qualification of work to be done by suppliers. She said the only risk factor that still needs to be addressed by the Municipality is the establishment of an internal audit section. Van De Merwe also confirmed that the actions were implemented as per the mitigation plan, according to the feedback from the management of the municipality in the monitoring and evaluation session conducted on 11 March 2021, and supporting documents were supplied. “This emphasises the commitment of the management cadres to abstain from corruption in serving their residents. This will lead to a prosperous community where everybody can rely on excellent service from their local authority. As the main port for Namibia and the biggest town in Erongo, other regions also rely on the local authority which conducts business in a transparent manner. You are already a role model to other local authorities. We are proud to say that you are one of the exemplary stakeholders of the ACC,” van der Merwe said. ACC deputy director Erna van der Merwe said actions were developed to address the risks, and there were regular internal checks for financial transactions. Weekly progress reports with regards to the work of suppliers and preassessment and qualification of work to be done by suppliers were also submitted. She further applauded the councillors and management members who voluntarily signed integrity pledges promising to conduct their duties in a fair and transparent manner. Chief Public Education & Corruption Prevention Officer at ACC Tobias Amoonga said that the CRA is the main tool used by the ACC to prevent corruption in the public and private sectors including Local Authorities and Regional Councils. He added that the CRA further facilitates the identification of corruption risks and supports institutions in mitigating corruption risks. The Acting Chief Executive Officer at the Municipality of Walvis Bay David Uushona, said that the municipality's commitment, especially after it established its new strategic plan. Uushona said,“proof of our commitment to the execution of the corruption risk assessment report already started on Monday, with the signing of our commitment pledges to the strategic plan, which will further be cemented by the signing of the integrity plan pledges. This is proof of us walking the rapid talk and leading by example.” “The Corruption Risk Assessment, Management & Reporting initiative is part of Council's 4th Strategic Objection which aims at ensuring good corporate governance through the development of an integrated Management Information System and the revision of internal regulations, policies and procedures,'' Uushona said. The Deputy Mayor of Walvis Bay Saara Mutondoka said that the report will aid the municipality in preventing corruption. “Corruption is a national enemy that is crippling this country. I also want the members of the ACC present, to speed up investigations, as they sometimes take too long to conclude,” Mutondoka said.

As per the National Integrated Recourse Plan (NIRP), Namibia is targeting to increase the commercial installed renewable energy generation in the country from the current 150MW to 760MW by 2025. The plant which occupies 40ha is expected to supply 67,8Gwh of clean energy annually, NamPower added. Deputy Minister of Mines and Energy Kornelia Shilunga, said that government is committed to expanding local power generation capacity from 624MW to 879MW by 2025, using 50MW of independent power projects and the additional 220MW that NamPower will generate by 2025. Shilunga, said, “this includes providing power to 213 new schools and health facilities, while 600 rural and 13 000 urban homes will receive power. Namibia continues to make strides towards transitioning to the use of renewable sources for energy supply.We are all aware that Namibia is heavily reliant on importing electricity from South Africa, Zambia, and Zimbabwe, but the picture is changing, step by step and that solar and wind are the answer to electricity independence.” Namibia is committed to increasing the local electricity generation capacity from 624 to 879MW by 2025, through commissioning 50MW of IPP projects and an additional 220MW generation by NamPower by 2025, Shilunga concluded. The Managing Director of NamPower Kahenge Haulofu said that to offer innovative power solutions, in a market that is constantly evolving, the Omburu power station was built to accommodate power storage in a battery system. Haulofu said, “last year, Namibia and Germany, through the KfW Development Bank, made a donation of €20 million (about N$334 million) available for the implementation of the first large-scale BESS in Namibia and Southern Africa. The utility adopted its Integrated Strategic Business plan in 2020 in which the company identified its strategic focus, application, and prioritization of resources over the next five years.” He added, “Nampower
ratified the implementation of the following projects, 20MW Omburu power station and a 40MW wind project which is currently in the bidding phase. We hope to award the EPC contract in the first quarter of 2023.” Haulofu further said a 40MW biomass power project is currently also in a bidding phase which is expected to be concluded in August 2022. Haulofu also announced that a 58 MW battery storage system (BESS) will be built at the adjacent Omburu substation. “This power storage system will be the first of its kind in Namibia and the subcontinent,” he said. Haulofu said, “NamPower is also building a 40MW wind turbine and is currently evaluating bidders, hoping to award a contract in early 2023.” The project to generate 40MW through the use of biomass is also in a bidding stage, which is expected to be completed in August. “We hope to award the contract in the first quarter of 2023,” Haulofu underlined. He added, “the 50MW power station, known as Anixas II Power Station, is now in the construction phase and construction is expected to be completed by December 2023.” The executive director of Alpha Namibia Industries Renewable Power Limited (ANIREP), owners of Hopsol and partners of Tulive, Iyaloo Nangolo, said playing a role to electrify the nation has always been his dream, especially during his days as a learner doing his homework under a paraffin lamp. “It has always been my dream to bring access to electricity to every African child; to ensure they do not grow up without electricity,” he said. Nangolo said if Namibia could build 1 080MW of solar power, 650MW of wind power and 600MW of energy storage systems for about N$30 billion, “we would have achieved a surplus, affordable and clean energy.” The Omburu Solar plant meanwhile is set to produce the cheapest clean energy in the country.

The Namibian Ports Authority (Namport), in line with the Port of Walvis Bay South Port Master Plan, started with the planning and design of the New Entrance Gate Project of 2010, and construction started on Monday, 27 June. Part of the New Entrance Gate Project involves the construction of a new road over rail level crossing opposite 15th Road and Railway Street. Capacity constraints at the current main gate, designed and built in 1999, necessitates the upgrade. Road users are requested to adhere to the traffic signage provided around the site during the construction period, which will last for four months.

Namport signs a MoU with the Port of Antwerp Bruges International The Namibian Ports Authority recently entered into an agreement with the Port of Antwerp Bruges (POABI) and Antwerp/ Flanders Port Training Center (APEC) collectively referred to as POABI/APEC. The purpose of the MoU is to allow all parties involved to explore the potential for a broad scope of collaboration and to further discover and discuss the possibilities of (long term) cooperation. Both parties will cooperate on various strategic issues and recognise the potential of hydrogen production in Namibia and export from Namibia, highlighted by the Memorandum of Understanding signed between the Ministry of Mines and Energy of the Republic of Namibia and the Federal Ministry of Energy of the Kingdom of Belgium, signed at Glasgow on the 3rd of November 2021. The agreement compels both parties to promote the development and improvement of port-driven green energy solutions, global waterborne transport infrastructure and enhancement of economic, environmental and social benefits and to be proactive in dealing with the impact of climate change. The MoU further encourages all parties to advertise the various services that each can offer by informing maritime companies of the advantages of making use of the respective ports, including its service quality and the handling of shipping lines. This working relationship speaks directly to the quest of the Namibian government in promoting the country as a potential producer and exporter of Green Hydrogen to European countries and beyond. In November 2021 Namport entered
into a collaborative working relationship with the Port of Rotterdam by signing a MoU which would position both ports in becoming green hydrogen export hubs and to facilitate the forecasted growth and flow of the green
hydrogen supply chain from Namibia to Rotterdam in the Netherlands. The MOU between Namport and POABI/ APEC shall be valid for a period of 5 (five) years and can thereafter be renewed if both ports wish to do so.

Namibia and Germany sign N$2.7 billion Financial Cooperation Eileen van der Schyff Agreement Namibia and Germany signed a Financial Cooperation Agreement provided by the German government, and forwarded to KfW Development Bank for implementation, in interest-reduced loans in support of the economic development between the two countries at the German Embassy in Windhoek on Friday, 24 June. The Namibian Minister of Finance, Ipumbu Shiimi and German Ambassador, Herbert Beck signed the N$2.7 billion agreement that comprises three major areas of GermanNamibian development cooperation, namely: NamPost Funding facility of up to N$334 million investment in support of Micro and Small Enterprises (MSE) and low-income households in overcoming the Covid-19 crisis; Water Sector Support Program II of N$1.2 billion; Renewable Energy program of up to N$1.1 billion. In a statement, the funding support is explained; “The NamPost funding Facility in support of MSE and low-income households, aims at providing microcredits to predominantly rural customers, mainly women. The interest-reduced local currency loan to NamPost/PostFin, addresses the high demand for credit of vulnerable groups and provides access to loans specifically in order to alleviate the negative consequences of the Covid-19 pandemic. The Water Sector Support Program II is an additional funding for the ongoing Namibian Water Sector Support Program. The continuation of support intends to make a direct contribution to Namibia's adaption to climate change. The program aims at the implementation of new water projects to improve access, quality and sustainability of water supply and sanitation in Namibia. Against the backdrop of more frequent droughts, the program strives also to reduce water losses thereby contributing to resource conservation and increasing the resilience of the population. The Renewable Energy Program aims at expanding NamPower's production capacities of renewable energy. The project will establish the first major windfarm in Namibia with a capacity of 40 Mega Watts (MW) located 30 km north of Rosh Pinah. This windfarm provides a valuable learning experience for NamPower, supporting the ambitions targets of NamPower to increase the supply of renewable energy and to improve the energy independence of Namibia. In addition, the project contributes to Namibia's aspirations of becoming a hub for the production of green hydrogen. Ambassador Beck said, “I am confident that the agreed areas of our bilateral financial cooperation will make a real difference to the people of Namibia, as they will contribute directly to the implementation of the Harambee Prosperity Plan, the government's economic recovery and development plan.” The enduring and bilateral development cooperation is a central component of the special relations between Namibia and Germany and a continuous support to the Namibian government. In 30 years of Namibia's independence, Germany has always assisted in strengthening the country's social and economic growth. To date, German development cooperation with Namibia amounts to 1.6 billion Euros (roughly N$26.8 billion) Minister Shiimi said, “Namibia is very grateful for the continued support from the Federal Republic of Germany. The agreed financial support is for strategic investments in critical areas that will help the economy to recover and it will come in handy to help us build back better.”

Swakopmund Rotary Food Program reaches its end Eileen van der Schyff The power of Rotary networking and friendships ensured an international source of income from German Rotarian clubs and friends who financially contributed to the Swakopmund Rotary Club's successful Food Program that supports the under-privileged community of the town. Alas, with the effects of the Covid-19 pandemic, the Rotary Club now faces ending the program and its food supply to struggling families. “The Namibian charm and attraction saved us. Our food parcel outreach began in March of 2020 and will probably end in July 2022 when funding finally runs dry,” Vera Leech of the club told the Namib Times. “Sometimes the problem with success is that the win is not always free and clear of responsibility, and this is a reality which must be common to many Rotary Clubs with the work that they do.” The success the Swakopmund Rotary Club achieved is bittersweet as there is no end-date for poverty or the devastating aftereffects of Covid. “We are now faced with ending the food supply to families who will continue to need help; who will still have no employment; and whose prospects of finding jobs remain extremely low.” Leech said. In the two years the Food Program was running, the program provided food to 60 families on a weekly basis. “Because of our generous Rotarian donors, we, as a small club, spent over N$600 000 on food parcels, and provided food for a much longer period than we thought possible.” This is often the dilemma Rotarians are faced with in struggling communities as Leech explained with an example: “For instance, Rotarians enthusiastically donate boreholes, and when they break or run out of water, the problem and expense are relayed back to the donor. We supply books or furniture and the upkeep becomes our problem. There are many examples of donations that become burdensome or worrying, but the alternative of not being involved at all is unthinkable. It is, of course, what is referred to as the ying-yang of life.”

This week, the coast was shrouded in a thick haze, and everything outside was coated in dust as the wind once again battered coastal towns. Coastal residents shared photos of the damage the east wind caused this week.

These strong, hot winds are lofting plumes of dust directly out into the Atlantic Ocean. Berg winds blow on a few occasions in winter, off all coasts of southern Africa.
Road users are advised to be cautious when driving in high wind speeds and sandstorms at Walvis Bay, Swakopmund, Henties Bay and Lüderitz. Ever wondered how east weather conditions form? As “Berg winds”, locally known as east winds, descends towards the coast, Mean Sea Level Pressures (MSLP's) drop to form either low pressure troughs (an elongated region of relatively low atmospheric pressure without a closed isobaric contour), or cut-off lows (a low-pressure system that forms about five to six kilometres above the ground) along the coastline. Such coastal lows of orographically trapped weather systems are associated with cyclonic (clockwise) circulation forcing because of the Coriolis force (the force that helps define regular wind patterns around the globe outside of storm systems). Wikipedia - “Coastal lows are initiated by the interaction of large scale weather systems such as the quasi-permanent South Atlantic and South Indian Ocean Anticyclones (high-pressure systems), the cold fronts that approach the subcontinent from the South Atlantic Ocean, as well as the pressure systems on the plateau, causing air that has been warmed on the plateau by 2–3 days of sunny weather to flow down the Great Escarpment on to the coastal plain either on the west or south coasts of the country (i.e. causing a berg wind). The descending air warms up adiabatically, heating up the coastal plain, while, at the same time, causing an off-shore wind which blows the surface water away from the land to be replaced by cold water which wells up from the depths. This upwelling of cold subsurface water from the ocean increases the ocean-land temperature difference, causing an on-shore wind. The on-shore airflow is strengthened by the fact that the berg wind is not only hot, but it is also “stretched” vertically due to the sudden lowering of the floor over which it moves below the escarpment. Its low density, therefore, lowers the atmospheric pressure on the coast. This low-pressure area caused by the berg wind draws the dense moist maritime air onshore to the right of the offshore berg wind.

Pro-Ed U/19 netball NAPSO champs The under 19 Netball and under 13 teams from Pro-Ed Academy were recently crowned as the 2022 Namibian Private School Organisation (NAPSO) league champions. The under 17 and under 12 Netball teams from Pro-Ed Academy came third in their respective leagues. The boy's hockey team came second and the girl'shockey team won the NAPSO league. The Academy also announced that three of their under 19 girls' cricket players were selected in the Namibian National under 19 girls Cricket Squad. The players are Jorinda Fourie, Kaylee Van Wyk and Estelle Van Der Merwe.

Club House was buzzing with lots of noise and banter especially when it came to the Most Golf for the Day – yes can you believe it a 5-way count out on 25pts - the loser/winner (depending on which way you look at it) was Marc Gregan. Our 18 Holes Winner was newcomer Fred Bossé with 40 points; this week's Front 9 belonged to Pete Bass 21 points whilst Gaby Adams also on 21 points won the Back 9. Thanks again for all the support.

First Junior Sailing Nationals The Namibian Sailing Association with Western Industrial Supplies and Laramon Tours hosted its Junior Sailing Nationals on 18 and 19 June at Walvis Bay Yacht Club. After a break for lunch the wind quickly increased and only 3 boats finished the third race, with Anna in first place and Tatiana get her first second of the series, the others took their sails down on the
water and were towed in by the rescue boats. After the wind on Saturday, Sunday was the opposite with no wind, the boats were on the water but race officer Peter Davidson had to postpone the start until 12 noon. The fifth race of the series was held in less than 3 knots and was very challenging for all competitors, but was won by Emily, leaving
Anna to take her first third place after dominating the series. In the last race Anna was confused by the circling wind and despite the course remaining as an Olympic course she led the first 3 boats around the 5th mark the wrong way. This would have ended in disqualification if she had not realised her mistake and rerounded the buoy in the correct

Sparta, total bragging right at coast Rudi Bowe
After Sparta 1 beat Kudus III 28-17 there second team put on a very good display showing that they are not just here to fill spots as they defeated Kudus III with a sweet 16-9 on Saturday, 25 June, at the Jan Wilken Stadium Walvis Bay. Our squad showed great courage and resilience and deserved every bit of this important victory, and they can only build on their achievement. The win also gave them a very necessary confidence boost. Sparta 1 will be kicking off Round ll in Outjo this on Saturday 2 July. On the same day at the Jan Wilken Stadium the Kudu Bokkies defeated the Okahandja Huskies 27-0. Kudu Bokkies try scorers were national team players Faisel-lee Tjivava (prop) and Tammy-Lee Roodt (second row). Emilyn Marais (second row), Ernistine GomKhaises (number 8) and Zenobia van Wyk (fly-half) also visited the chalked line. Flanker Nessckeenett Jansen converted one of the five tries scored by Kudus.
