N$5.5 Million Shortfall for Union Street Rehabilitation Leandrea Mouers
The Walvis Bay Municipality has reported a N$5.5 million shortfall for continuing the rehabilitation of Union Street. According to Richard Hoaeb, the Chairperson of the Management Council and the latest council agenda, a bid for the rehabilitation of Union Street closed on January 23, 2023. "During the bid evaluation process, it was noted that the budget was inadequate, even though the Individual Procurement Plan (IPP) was approved by the Accounting Officer on October 9, 2022," Hoaeb explained. The bid was intended to appoint a contractor for the rehabilitation of a section of Union Street, which would be the first road under the rehabilitation program the Municipality has embarked upon for 2023. "J-Basement Construction Trading CC was appointed on February 20, for an amount of N$8,618,052.00 (excluding VAT), and the project commenced on June 28."
"The project has no margin for delays due to financial constraints since it is located within a residential built-up area. The project timeline, specifically the critical path, cannot be delayed due to a lack of funds from the Municipality of Walvis Bay. Hence, a proactive approach is needed to supplement the budget from which the contract is funded." Hoaeb stated that the two sections were scheduled to receive trucks through the bid for the supply and delivery of heavy vehicles, which closed on 27 June. "After the bid evaluation process, it was noted that the two respective budgets were underfunded (N$700, 000) in comparison to the best-evaluated lowest bidder's offered price of N$864,110.80 (VAT excluded) per truck, resulting in a shortfall of N$164,110.80 each." It is requested to transfer funds to supplement the underfunded projects from Replace Play Park Equipment-Parks, where an amount of N$200,000.00 was budgeted and is still available, and Upgrade of the Indoor Sport Complex, where an amount of N$2,000,000.00 was budgeted and is still available. "The acquisition of trucks for both sections are of paramount importance as it will improve the general service delivery of refuse removal at public places and sports fields. Currently, each section has only one truck, which is insufficient to provide the required services.”

Etosha Fishing to Commence Operations Etosha Fishing is set to resume with its cannery operations on 30 October 2023 to process the Horse Mackerel relief quota allocated by the Ministry of Fisheries and Marine Resources in June this year. According to the statement issued by the company the intended purpose of the quota allocation, as approved by Cabinet, is to sustain employment at the company in the short term. “Operations are only commencing in October as Etosha Fishing had to first secure catch capacity, after which the Horse Mackerel quota could be landed for processing. The catching and processing of pilchards have tradi-
tionally been at the core of Etosha Fishing's operations.” Since the pilchard moratorium was implemented in 2017, keeping the company afloat became a demanding challenge. “This week, the Ministry of Fisheries and Marine Resources, during a Cabinet briefing, announced that the pilchard moratorium will remain in place until such time as the stock has recovered to a biologically sustainable level.”

Moratorium on the Harvesting of Pilchards Remains in Place Rudi Bowe
Increase in Minimum Wage for Construction Workers The Construction Industries Federation (CIF) and the Metal and Allied Namibian Workers Union (MANWU) have reached an agreement to increase the minimum wage for workers in Namibia's construction sector. This change will take effect upon the publication of the signed Collective Agreement between the CIF and MANWU in the Government Gazette. The minimum wage increase will only apply to the specific categories of workers listed in the Collective Agreement. The signed Collective Agreement has been submitted to Namibia's Minister of Labour, Industrial Relations, and Employment Creation, Mr. Utoni Nujoma, to initiate the promulgation process. For the first year, there will be a 5% increase in the previous minimum wage, and for the second year, an additional 4% increase on the previous year's minimum wage. In the first year, the minimum wage for an unskilled laborer will be N$ 18.72, and in the second year, it will be N$ 19.46. Most other employment conditions will remain the same as in the previously gazetted Collective Agreement. However, there is an emphasis on the quality of personal protective equipment (PPE), requiring it to meet SABS or similar standards. Some contractors had previously neglected the quality of PPE to reduce costs. Under the Collective Agreement, employees must be provided with two free overalls per year, as well as free safety boots, which should be issued every two years. Hard hats and gum boots are also necessary in
defined areas, and gum boots must be returned to the employer after the relevant activity in the designated area is completed. Bärbel Kirchner, Chief Executive Officer of the CIF, commented, "These negotiations took place under very challenging circumstances. Growth in the construction sector remains elusive, and many local contractors are in competition with foreign contractors, making it difficult for them to sustain their businesses, which has also led to retrenchments. I am genuinely pleased that we reached this agreement amicably, as it was not a given. We engaged our members four times to ensure our collective bargaining aligns with our mandate." The previously negotiated and gazetted Collective Agreement (Government Gazette No. 7675, 2 November 2021) will remain in force until 1 November 2023. The implementation date of the new Collective Agreement will be when it has been gazetted, and only then will the newly negotiated minimum wages and employment conditions take effect. Kirchner further added, "It is crucial that everyone in our sector adheres to the conditions in the collective agreement. This ensures a level playing field, with every contractor paying at least the mini-mum wages. This applies to every contractor in our sector, whether they are engaged by government authorities or the private sector, and regardless of their CIF
membership. "Having said that, we need to ensure enforcement. Clients should periodically request good standing certificates from the Social Security Commission and payslips from employees on sites, as well as evidence that workers on site are members of a pension fund. Labor inspectors should familiarize themselves with the new requirements once the new collective agreement is gazetted." Justina Jonas, SecretaryGeneral of MANWU, stated, "MANWU appreciates the conclusion of this agreement, particularly the efforts of CIF, who, despite economic challenges, have recognized and appreciated the importance of workers' well-being. As the sector faces numerous challenges, MANWU continues to advocate for fairness and justice for construction workers, especially those exposed to precarious work by foreign contractors who are awarded significant projects at the expense of local contractors. "We believe that this increase will make a difference in the working and living conditions of construction workers, and we urge all contractors nationwide to comply with the minimum wages and employment conditions. We will continue to strengthen enforcement to ensure that all contractors, especially foreign contractors and tenderpreneurs, adhere to the minimum wages. We thank the CIF leadership for bargaining in good faith for the benefit of the industry.”
The Minister of Fisheries and Marine Resources announced during a Cabinet briefing this week, that the moratorium on the harvesting of pilchards will remain in effect for another year due to the continued unhealthy state of the fish species. Fisheries Minister Derek Klazen stated that his ministry has set a zero Total Allowable Catch (TAC) for Pilchard since the acoustic survey conducted in March 2023 indicated that this stock remains in an unhealthy state. "We will continue our
research programs to closely monitor pilchard stocks and will reopen the fishery once the stock has recovered to a biologically sustainable level." In addition, Klazen addressed the request from the fishing industry, specifically the
Wet Landed Horse Mackerel Association, which has requested permission to conduct fishing within the 200-meter isobath during the winter. He noted that with climate change, lower water temperatures are being experienced earlier than before, and larger-sized horse mackerel fish are moving to shallower waters closer to the shore. "The 200-meter isobath restriction on trawling and longlining is one of several management and control measures enforced in Namibia to regulate fishing activities. Therefore, the imposed moratorium on the
pilchard stock will continue while the Ministry carries on with its research program to closely monitor it and will reopen fishing activities once the stock has recovered to a bio-ogically sustainable level," emphasised Klazen. "Even if pilchards are caught as by catch, it does not automatically mean that pilchards have recovered. It's only through our scientific research that we can determine the sustainable yield and biomass. If the biomass is insufficient, we cannot open up and allow a Total Allowable Catch (TAC) for pilchards." Klazen also mentioned that during the 2023 fishing season, his Ministry, through a Cabinet Decision, allocated a TAC for six commercially exploited species: Hake, Monkfish, Horse Mackerel, Seals, Crab, and Rock Lobster.

The safety and well-being of tourists are paramount, and any such incident affects not only the individuals involved but also the overall reputation of the region as a tourist destination. These were the words of the Chairperson of the Hospitality Association of Namibia (HAN), Hermann Kalipa when asked to comment on the recent attack of a female tourist in Swakopmund. On Saturday, 14 October, it was reported that a suspect unlawfully and intentionally threatened a 58-year-old female German national with a knife. The suspect allegedly cut off the strap of the backpack which the lady had and took the bag from her. The incident happened at about 19:15 on Rhode Alle Street. According to the Head of Community Policing Sub-Division in the Erongo Region, Inspector Ileni Shapumba, the suspect got away with one backpack containing various items, two mobile phones, an undetermined amount of US and Namibian dollars, and Euros estimated at N$65,280. Police investigations into the matter continue. Kalipa told the namib times that incidents like this one are indeed a cause for concern. "Such events can have a negative impact on our coastal economy, as they can deter potential tourists from visiting our beautiful region
or the country as a whole." Kalipa further said a decline in the number of tourists choosing other destinations due to safety concerns would result in economic repercussions. A drop in tourist numbers means a reduction in revenue generated through tourism, which directly affects businesses, job opportunities, and overall economic stability, especially in our coastal towns. Kalipa stated, "We need to work collectively to address these safety concerns and reassure potential tourists that our region remains a welcoming and secure destination. It is in the best interest of all stakeholders to ensure that our coastal towns continue to thrive as tourism hubs and that visitors can enjoy a safe and memorable experience in our beautiful area." Commenting on the issue of how tourists display their belongings for everyone to see, which in most cases result in these attacks, Kalipa said
it is important for visitors to be vigilant and not openly display valuable items like cameras and cell phones. This practice can unfortunately attract unwanted attention. "Encouraging tourists to use discreet carrying options or lock their belongings securely when not in use can help mitigate the risk of theft," Kalipa stated. Additionally, Kalipa strongly recommends that tourists explore the Erongo region in groups rather than walking alone, especially in unfamiliar areas. Traveling in groups not only enhances the overall experience by fostering a sense of security but also acts as a deterrent to potential criminals. As for self-drive or individual tourists, Kalipa said they can either get information from the front desk of the establishments where they stay on where to walk, what time, and ask for a reliable shuttle/taxi to transport them around. They can also request local guides to take them around.

The Veteran's Pub at the MOTH Centre in Walvis Bay hosted an Oktoberfest, not only for fun but also as a fundraiser for the Society for the Prevention of Cruelty to Animals (SPCA). Danelle Duvenhage, the event organizer, explained that the event went very well. "People were pleased and very happy to be a part of such a great event. We had about 400 to 500 people through our gates. There were 12 vendors who all made the most beautiful handmade goods, five stalls at the kiddies' corner, and two significant food stalls." Duvenhage further explained that they are still working out how much money will go towards the SPCA. "However, 20% of all gate fees go to the SPCA. I never undertake any work without contributing to a charity, so two of our members
decided to support the SPCA, as everyone should be covered." "I want to express my gratitude to all our sponsors, vendors, workers, and everyone who took part in the festival. The Minister of Environment, Forestry, and Tourism, Pohamba Shifeta, has encouraged communities to plant trees. The minister said this at the official National Arbor Day celebration at Osona village in Okahandja. Arbor Day (the Latin Arbor, meaning Tree) is a special day celebrated in many countries around the world to honor and promote the importance of trees in our lives. This year, in Namibia Arbor Day is celebrated under the international Arbor Day theme: "Forest and Health”. In Namibia Arbor Day is observed in October to coincide with the onset of the rainy season and is celebrated on the 2nd Friday of October each year, and in 2023. Arbor Day was celebrated in all political regions on 13 October; however, the official event took place at Osona vil-
lage in Okahandja Municipal area, Otjozondjupa region. In honour of Arbor Day, Walvis Bay Mayor Trevino Forbes, along with the staff of the Parks Division of the Walvis Bay Municipality, the Lions Swakopmund, teachers, and learners from !Nara Primary School in Walvis Bay and Namib High School in Swakopmund, as well as a few community members commemorated National Arbor Day last Friday at Hanan Green Acres near Walvis Bay. Shifeta said that Arbor Day holds a profound meaning for all of us, as it emphasizes the vital importance of planting and nurturing trees. “Trees are not merely part of our natural landscape; they are life-givers, providers, and protectors. Thelma Numbala, one of the event organisers, explained that this marked their third annual fundraising event for the Cancer Association of Namibia. "We had many misconceptions about cancer, but now we understand better and have decided to contribute to the fight. This was our third year hosting this event, and it keeps getting better with each passing year." She mentioned that this year, the hotel chose to go "Pink Big" in support of the fight against breast cancer. "Get educated about cancer. We recently lost a young lady of 33 years to breast cancer. Let's avoid criticism and judgment and instead offer our support." Sanet de Waal, from the Cancer Association of Namibia Erongo office, was one of the event's speakers. "By attending this event and witnessing the support for the fight against breast cancer, it's truly phenomenal. Annually, we diagnose around 540 women with breast cancer in Namibia. Many people mistakenly believe that breast cancer only affects women, but among those

cases, there are also men diagnosed with breast cancer. It's the most prevalent cancer in the country." De Waal added that the Association, in cooperation with the Ministry of Health and Social Services and the AB May Centre, is diligently working to establish breast clinics nationwide. "This is to ensure quick diagnoses and regular checkups through permanent structures, aiming to reduce the number of cases." She mentioned plans to set up a breast clinic at Walvis Bay State Hospital, with the venue secured and only a few logistical matters to resolve before opening early next year. Furthermore, she emphasized the challenging journey for both women and men diagnosed with breast cancer. "I encourage those going through this to join support networks to help them through this difficult time. Cancer is not a battle to be fought alone; it has widespread effects. Reach out for help, be open and honest about your needs. You can receive the support you need when you ask. Future of Wlotzkasbaken Looks Promising Sharlien Tjambari The newly constructed settlement office at Wlotzkasbaken in the Arandis constituency, built at a cost of N$ 1.8 million, aims to bring services closer to the people with efficient service delivery. Erastus Uutoni, Minister of Urban and Rural Development, at the inauguration of the Wlotzkasbaken Office, stated that the idea behind constructing this office is to bring development closer to the people and to provide the residents of Wlotzkasbaken with effective and efficient service delivery. Uutoni said, “I applaud the Erongo Regional Council, leadership, and technocrats alike, and the Erongo Region leadership for expediting their mandate. I am not excluding the Local Authorities in the Region that play a major role in regional development by adhering to their 5% contribution mandate.” Uutoni further revealed that the Erongo Regional Council is currently busy with the Structural Plan of Wlotzkasbaken. However, the master plan for providing water to about 250 households has been completed, and the project is being implemented in six phases. “I am informed that in the current financial year 2022/ 2023, the Erongo Regional Council will continue with the construction of water connections.” This project will improve and lead to the effective and efficient delivery of public services. It will benefit the Community of the Settlement Area and the Erongo Region at large. “I wish to appreciate the implementation of phases 1 & 2 during the 2020/21 and 2021/22 Financial Years. The two phases were mainly to construct the water reservoir and a 5km PVC pipeline from the Namwater off-take to Wlotzkasbaken,” said Uutoni. According to Uutoni, the Erongo Regional Council, together with the Swakopmund Municipality and Ministry of Works (Erongo Office), has also recently commenced with the approval of building plans for Wlotzkasbaken Settlement. The re-approval of proposed township establishments and the subsequent creation of an additional 470 erven within Wlotzkasbaken
Settlement has also been obtained, together with the Proposed Structure Plan and Town Planning Scheme for Wlotzkasbaken Settlement. The regional council further approved the subdivision of the Townlands for the construction of a Namwater Desalination Plant, and the process is ongoing. Her deputy is Gabriel Rabanus from Kuisebmond Secondary School, and the Chief Executive Officer is Ellen Shitilwapo from Duneside High School. Mapalo stated that she is grateful for the opportunity. Westside High Celebrates Leandrea Mouers
Westside High School, based in Swakopmund, was among the many schools to host their annual valedictory and prizegiving ceremony. However, this school had another reason to celebrate when their principal, Veneza Rheeder, also graduated with her Master's in Education (English Language Teaching). Rheeder shared with the learners all the challenges she had to face. "This is my story: A girl, born to a destitute and marginalized mother, faced hardships and separation but learned resilience, piety, hope, and perseverance. Her mother worked her way up from a

Emilio Maboh Wins Fishing Company Golf Day

Emilio Maboh shot a remarkable 25 on the first 9 holes and followed it up with 17 points on the second 9 to win the FISHING COMPANY's individual Stableford competition with a total of 42 points. This achievement came in a large field of 42 players at the Walvis Bay Golf Club over the past weekend. Second place was secured by Sam Nel, who scored 22 and 19 points on the nines, totaling 41 points. The third prize went to Peter Davidson, winning on a count-out with 40 points. Only two players, Johnny Borges and Steven Johns, managed to score two clubs. Sandro de Gouveia won the closest-to-the-pins competition but missed out on the two clubs prize. There were seven juniors in the field, and two of them performed admirably, with one taking the top spot and the other securing second place. Thanks to the sponsor, there was also a Junior prize awarded to Emery Maboh, making it a successful day for the Maboh boys. In addition to the competition, the second round of the BATTLE OF THE CLANS, a seven-leg event, was played. With two of the juniors emerging as winners, it was the junior team that claimed this round with 10 points. The Monkeys took the second spot with 9 points, and the Wednesday School team came in third with 8 points. Teams should keep in mind that only the best five points/scores from the seven rounds will be used to determine the overall winner of the N$10,000 prize. The Monkeys made a strong comeback after a lackluster first round, while the OLD BOYS had a less impressive performance in round two. With an increasing number of juniors participating in competitions and the BATTLE OF THE CLANS, members are reminded of their responsibility to play alongside the juniors. This may result in allocating juniors to your group or 4-ball, creating a 5-ball group. Please cooperate, and we'll share this responsibility among all players. The first Omaruru Street Mile was held in 2013 with around 500 participants and a sponsorship of N$30,000 from Erongo PowerSave. This year, the PowerSave Street Mile marks a decade milestone. This year, about 1500 runners from all 14 regions in Namibia, as well as athletes from Zambia and Botswana, will compete for a total of N$120,000 up for grabs in their respective divisions. The Director of Sport at the Ministry of Sport, Youth, and National Service, Jo-Anne Manuel, emphasised at the launch that it is time for the government to recognise the role sports play in national development, including education, employment, the tourism and transport sector, hospitality, peace, and more. 19th Edition of the Nedbank Desert Dash Launched Rudi Bowe The longest single-staged mountain bike race in the world, the Nedbank Desert Dash, is scheduled to take place on 8 and 9 December, starting from Grove Mall in Windhoek and winding through the challenging Khomas-Hochland Mountains to Platz Am Meer Mall in Swakopmund. The 19th edition of the Nedbank Desert Dash will host more than 1000 cyclists from around the world. There will be 160 cyclists participating in two-man teams, 624 in four-person teams, and 190 cyclists riding solo, embarking on a 373kilometre journey through the Namib Desert. A total of 38 participants will partake in the new half-dash category, specifically designed for cyclists over 50 years of age. The race will also feature a first-ever e-bike category for fourperson teams, where each cyclist will be required to ride an e-bike. The Minister of Sport, Youth, and National Service, Agnes Tjongarero, emphasised the significance of sporting events for the nation's growth, uniting people, promoting well-being, and fostering a sense of national unity. She described the Nedbank Desert Dash as a prime example of how such events not only showcase Namibia's beauty but also motivate Namibians to lead active lives and overcome personal challenges. Tjongarero called on other corporations to follow Nedbank Namibia's lead in supporting the sports sector by investing in athletes, facilities, and events. She commended the organisers for their
tremendous efforts, stating that the event contributes significantly to the development of sports in the country.
