Namport scouts for international port terminal operator Rudi Bowe The Namibian Ports Authority (Namport) announced on Thursday, 14 April, they are scouting for an International Port Terminal Operator for the new N$4-billion-dollar container terminal at Walvis Bay for operations of the next 25 years. This announcement finally put to rest the speculation around the leasing of the new container terminal. Namport CEO, Andrew Kanime said that the outsourcing of the container terminal has became a reality when the dynamics in the shipping industry significantly shifted on the back of depressed macro-economic conditions which negatively impacted industries across all sectors. Kanime said, “after it's inauguration in 2019, the new container terminal never handled the amounts of containers it was expected to. The decrease in the volumes of containers that have been handled by Namport can

be attributed to two main factors: container vessels growing in size, and declining global economic conditions hampering imports and exports through Walvis Bay.” Kanime said they have appointed international consultancy firm Maritime Business and Transport Solutions (MTBS) to assist with the process to solicit reputable operators for the container terminal. MTBS has advanced significantly with the process of solicit proposals as eight international port terminal operators have up until last week Thursday, positively responded. The closing date for proposals is early May 2022, with the new operator to start as early as January 2023. According to Kanime,

the N$4.2 billion investment will not be sold, but they will enter into a specialised lease arrangement, where the operator runs the terminal and handles the containers in lieu of an upfront payment to Namport. “The 300 people employed at new container terminal have been briefed about the development, and that they will be employed by the new operator. The signing of the agreement will also see to it that jobs at the new container terminal will not be affected, although the terminal will be operating independ e n t l y, ” K a n i m e continued. Executive Director of the Ministry of Health and Social Services (MoHSS), Ben Nangombe confirmed this week, medical aid funds, on behalf of their members, are financially assisting the government by making payments directly to finance for the purchase of Covid-19 vaccines, and only reflects on members' statements for audit reasons. Several confused and infuriated residents contacted the Namib Times this week after seeing the indication on their statements. One resident presented the newspaper with an explanation letter from her medical aid. The letter reads: “The industry met with the MoHSS to discuss the vaccination campaign. The Board of trustees of the medical aid agreed to pay N$713.68 for each member who receives the vaccine. The indication on member's statements is purely for auditing pur-

poses as well as data collection. No member will pay for the vaccine and the cost thereof will not be deducted from the member's day to day benefit. The board of trustees felt that due to the fact that Namibia is going through a pandemic, and its serious economic effects, that it has a social responsibility to assist the Ministry of Health and all medical aid members. The cost of N$713.68 is for all vaccines and does not necessarily include a cost for the vaccine itself, it is for main-

taining the cold chain, all the consumables required and to financially assist the government in rolling out this extensive campaign, in an effort to prevent deaths due to the virus of all Namibians.” The statement concludes: 'Members should remember they themselves, nominated and voted for the Board of Trustees to make decisions on their behalf, this decision was made by the whole industry and include all Boards of all Funds.

Namibia International Energy Conference 2022 'Positioning for Investment Industrialisation and Growth Eileen van der Schyff The fourth edition of the Namibia International Energy Conference, founded and convened by Rich Africa Consultancy and led by the Minister of Mines and Energy, Tom K. Alweendo, in the two-day flagship event, brought together various perspectives from across the energy value chain to serve as a catalyst for crucial conversations shaping the future of energy in Namibian and the rest of the continent in the era of transition at Droombos Estate, Windhoek this week.

Convened by RichAfrica Consultancy MD, Ndapwilapo Selma Shimutwikeni, the conference themed, 'The Energy Mix: Positioning for Investment, Industrialisation and Growth', that started on Wednesday, 20 April and ended on Thursday, 21 April, called energy stakeholders with investors and international partners to drive industry growth and development and promote Namibia and Africa as the destination for energy investments. Moderated by African Energy Chamber Executive Chairman, NJ Ayuk, speakers during the panel included Hon. Tom Alweendo, Minister of Mines and Energy Namibia; H.E. Gabriel Mbaga Obiang Lima, Minister of Mines and Hydrocarbons, Equatorial Guinea; Hon. Peter Chibwe Kapala, Minister of Energy Zambia; and H.E. Dr. Omar Farouk Ibrahim, Secretary General of the African Petroleum Producers Organization. In his keynote address, Energy Minister, Hon. Tom Alweendo presented some questions on how to best navigate the reality of the energy crisis causing havoc on social and political issues in Namibia. “We therefor need to start asking ourselves some difficult, but necessary questions on how best to navigate the rocky shores of reality and arrive safe on the other side,” Alweendo said. The somewhat difficult questions in Alweendo's opinion, included; 'How do we navigate the geopolitics of energy?' and 'How do we go about navigating the energy environmental issues?' Alweendo went on by explaining Africa's energy gap is huge with over 600 million Africans do not have access to electricity. “The main issue here is infrastructure deficits, insufficient critical investment in the energy sector and times unhelping regulatory frameworks that do not encourage investment in the energy sector.” In the opinion of

Alweendo, it is of utmost importance for Africans at large to start making radical, informed measures on how to tackle the energy deficit on the continent. “If we are going to make Africa's energy poverty a history, we need to start reimaging ourselves. We need to start to thing hard as to what needs to be done to attract the necessary investment in the energy space. Some estimates suggest that the continent needs an annual investment of US20 billion from not to 2030. I believe it is not impossible, but we need to think and act anew,” Alweendo continued. Another top of the agenda item regarding energy is renewable energy and the energy transition, with significant developments that has emerged within the renewable energy sector, like solar, wind, hydro and green hydrogen. “Here in Namibia, we have taken a conscious decision to make the country a global hub for green hydrogen. Our vast solar and wind resources provide us with a strong foundation for the development of green hydrogen hub on the continent. We also see domestic renewable energy generation and green hydrogen pro-duction as key vectors of national decarbonisation. While doing so, we are also focused on regional partnerships that will help transform potential surplus in solar and wind power into increased energy access in the region,” Apart from this t h e e n e rg y m i n i s t e r explained the increased potential to become an oil producing country after

the two offshore oil discoveries in Namibia. “The discoveries have increased our potential to become an oil producing country – a great economic opportunity for us.” After this discovery, expected questions were raised. One such question, why are we embracing both renewable energy and fossil fuels. In light of this, the minister concluded: “Our position is that it does not make sense for us to suffocate ourselves by cutting off potential hydrocarbon resources that could assist in solving our socioeconomic problems. It is more sensible to take a pragmatic approach in the energy transition conversation. Our concerns are more with providing livelihoods and supplying basic necessities to the country's growing population. It must also be remembered that Africa is only responsible for three percent of the global carbon dioxide emission. We suffer from energy poverty and this is despite the natural abundance of fossil fuels and renewable energy resources.” Following on from these discussions, A frica' s premier energy event, African Energy Week (AEW), which will take place from 18 – 21 October 2022, in Cape Town, will continue industry-advancing dialogue, while making a strong case for Namibian investment. Under the theme, “Exploring and Investing in Africa's Energy Future while Driving an Enabling Environment,” AEW 2022 represents the AEC' official energy event and the premier investment platform for the African energy sector.

Lifeguards now visible on Swakopmund beaches Sharlien Tjambari

Aquamund Academy (AA), a Swakopmund based water safety youth development community organisation, received 15 wetsuits and a rescue board from Reptile Mineral Resources and Exploration (Pty) Ltd (RMR) recently. Lifeguards are currently on Swakopmund beaches 24/7. Aquamund Academy's aim is to reduce the risk of drowning through proactive measures, such as lifeguard services, swimming lessons and water safety educational campaigns. AA has carried out successful rescues and recoveries on Namibian beaches over the past two years of their existence. According to the Founder and Project Manager of AA, Jonas Shiyavali, drowning is something that negatively affects the community, and explains it the reason Aquamund Academy was established. The academy trains young people to gain the necessary surviving skills in the ocean. During the handover of the wetsuits and rescue board, the AA lifeguards demonstrated what happens when they rescue an unconscious person from sea. Shiyavali said, it takes only two to five minutes for somebody to drown. Shiyavali said, “the rescue demonstration was so important to me with this rescue board because it has been a while since we used a proper rescue board, we have been using surfing boards to do our rescues and training with. The sponsorship of this rescue board, gives us the necessary boost that we need, because training will now be more practical for us and we just want to pass these skills on to our young generation so they can also help

save the community and nation at large in future.” According to Shiyavali, recue swimmers/ lifeguard is one career or profession that is not taken seriously in the African context, “and we would really want to be the ones to change that and make sure we have people who are properly trained on the beaches. During festive seasons, the coastal towns are always flooded, so we want to reassure people that their safety is taken into consideration, that we respect the human lives in Namibia and that we are ready to do something about it, “said Shiyavali. Erwin Gowaseb, a Senior Lifeguard at Aquamund Academy said a rescue board, which is also known as a rescue buoy is a most effective equipment in sea rescue, even better than a rescue boat. Rescue boats are more designed for recoveries, not rescues. Deep Yellow Limited with its wholly owned subsidiary, Reptile Mineral Resources and Exploration (Pty) Ltd

(RMR). is committed to supporting local community in sport, education, health, and sustainable environmental projects. In response to community needs RMR handed over lifeguarding equipment to Aquamund Academy before the Easter Holidays. Swakopmund is a preferred destination for holiday goers and with a variety of water related leisure activities like fishing, swimming, kayaking, boating, and surfing that sometimes result to emergencies. RMR responded towards the pledge by Aquamund Academy and donated 15 wetsuits and a rescue board. According to Katrin Kärner, the Exploration Manager at RMR, the equipment lifeguards have will dictate their ability to help in an emergency. Kärner said, “our company wants to make a difference in reducing drowning risks and incidents. We are committed to support our local communities in a sustainable and responsible way.”

The vessel owned and operated by Helix Energy Solutions Group is a well intervention semisubmersible vessel that is currently undergoing a maintenance contract with NAMDOCK before leaving for Nigeria. En wat moet jy doen as jy dink hulle het onwettig opgetree? Eiendomsagente moet hul dienste met redelike sorg en vaardigheid verskaf, binne 'n redelike tyd en teen 'n redelike koste. Die sorg en vaardigheid' wat jy kan verwag, sal dieselfde wees as wat van 'n redelik bekwame eiendomsagent verwag kan word. “In Namibia is daar eiendomsagente wat nie redelik en bekaam is nie. Hul doen soos wat hulle goed dink teen koste van die huurder. Dit lui waar veral hier in Walvisbaai en Swakopmund. n Voorbeeld van n insident wat nie te lank gelede gebeur het nie, was dat n huurder se kontrak gelees het, die eienaar van die betrokke eiendom, of die eiendomsagentskap wat aangestel is en verantwoordelik is vir die verhuuring van die eiendom, verantwoordelik is vir die vervang van die geyser se element. Volgens die Namibiese eiendomsagentskap se huurooreenskoms vir residensiele eiendomme, is dit verkeerd, maar tog is die kontrak geteken deur die agentskap sowel as die huurder. Die agentskap is van mening dat die kontrak foutief is, maar het nooit die fout reg gemaak nie. Die huurder se kontrak is vier keer hernu met dieselfde fout.” Die agentskap het die huurder gevorseer om vir die nuwe element en instalasie te betaal. In n ander geval het n agentskap vir vier maande versuim om die munisipalerekening op die huurder se naam te regestreer, wat veroorsaak het dat die rekening agerstallig geraak het. Die huurder het self die rekening op sy naam geregestreer. Die rekening wat die agentskap vir die huurder gee was toe eers een bedrag wat hy betaal het, daarna n groter bedrag en toe weer n Kleiner bedrag. Die huurder het toe hulp gaan soek by die munisipaliteit,en gesien dat hy n sekere bedrag moes betaal wat baie minder was as wat die agentskap van hom verwag het om te betaal.“Ons as huurders is verlee en eiendomsagente trek voordeel uit die wete da tons nie die huis of woonstel wat ons huur wil verloor nie. “Persone wat woonstelle deel en titelhuise in n kompleks, moet

korporatiewe fooie betaal. Die korporatiewe agente doen nie hul deel nie en die huurder sukkel om die kompleks in stand en netjies te hou. Aan die einde van die huurperiode is die agent veronderstel om die huurder 'n terugbetaling op hul sekuriteitsdeposito binne 30 dae (of vroeër) te gee, min enige aftrekkings. Dit laat hom/haar genoeg tyd om te bepaal hoeveel die herstelwerk sal kos indien die huurder se optrede, of nalatigheid enige skade veroorsaak het. Maar in Namibia moet huurders twee maande wag voor hul die deposito terugkry. “Nou ja ons as huurders sal maar altyd aan die verloorkant wees, want by wie gaan kla jy nou eintlik en as die agentskap uitvind dat jy hulle aan gaan gee het, gaan jy verseker uitgesit word, en wie wil nou op die straat sit? Baie van die eiendomsagente het met die uitbreek van Covid-19 vir hul huuders holiday payment gegee, sommige het vir drie maande geen huur betaal nie, tewyl

ander geen holiday payment gegee het nie, en ander weer gegee het en dan moet die huurders, as hul weer volle salaries kry die agterstalige huur betaal. Baie van die huurders moes skuld erkening kontrakte teken met die doel om binne n sekere tydperk die agterstalige huur terug te betaal. n Maand of twee na die kontrak geteken is, kry die huurder n kennisgewing dat hy binne twee maande die wooning moet verlaat. Die kennisgewing se ook dat as hulle n ander woning kry voor die twee maande om is, hulle maar kan trek en dat dit geensins teen hulle gehou gaan word nie. Die rede vir die kennisgewing is dat die eienaar die wooning wil opknap en self wil gebruik. Dit is op die einde van die dag nie die geval nie, na die opknapping word die woning vir dieselfde bedrag verhuur. So ons as huurders gaan maar net met die vloei van sake, en verloor dan so op die langtermyn. Nou dit is nou naar maar waar!

Faced with a lack of l o c a l re s o u rc e s , Walvis Bay resident, Zelma Everson, has taken it upon herself to pilot a support group in aid of those living with neurodiversity. This initiative is meant as a resource-sharing group to better support children and adults with conditions such as autism, attention deficit disorder, Asperger's or Tourette syndrome. The term neurodiversity is a concept formulated around the belief that brain differences, are in fact, just that differences, rather than disabilities. This refers to conditions like dyslexia, autism and ADHD not being 'abnormal', but merely variations regarding sociability, learning, attention, mood and other mental functions. The

Meeting people who are going through the same issues, can help ease mental and emotional struggles. It can also help accessing resources that have helped others. This group is open for all parents, caregivers, siblings, and other family or friends who want to be a better resource for their loved ones and who need support themselves. A wheelchair for Mbahumua Rudi Bowe Seventeen-year-old, Delano Muller recently donated a wheelchair to eighteen-year-old Riliongeni Mbahumua at Outjo recently.

About 350 cyclists from all over Namibia, and of all ages, partici-pated in the various competitive categories, that included the 75km and 35km races (and a 20km fun ride), as well as a 5km and 15km trail run through the rough but scenic terrain of the Swakop River valley along the Namib Desert and within the Dorob National Park. Omaruru wins Governors Cup Rudi Bowe

The Omaruru Constituency is the overall winner of the 2022 Governor's Cup that ended on Monday, 18 April at the Vinita Stadium in Swakopmund. Volleyball champions for the 2022 governor's cup are Karibib Constituency as they beat Arandis constituency 2:1 in the final. The Netball team from the Swakopmund Constituency beat Omaruru Constituency 59-29 to be crowned as Netball champions, whilst Walvis Bay Urban Constituency are the Soccer champions after beating Omaruru Constituency 5-2 in the final. The Erongo regions Netball and Soccer teams for the Newspaper Cup were selected. The Erongo Governor, Neville Andre, said that participation by the region's various constituency teams in major sporting events such as these takes the region closer to its strategic objective of nation-building and social cohesion. Andre said, “I strongly believe that the Governor's Cup 2022 provided the stage for our own football, netball and volleyball players to

showcase their talents on home soil”. Andre noted that sport touches every aspect of our nation's ethos and forms a significant part of any nation's culture, leisure time, health and education. Andre encouraged young athletes to participate in this year's edition of the event. “Participation by our various constituency teams in major sporting events such as these bring us closer to our strategic objective of nation building and social cohesion. Sport unites us as people and brings peace to those who are in conflict. It keeps us healthy and also brings development to the less privileged. I want to commend sports persons who rose to the occasion and joined hands with the government in spreading the messages as part of the campaign and fight against the spread of Covid-19,” Andre said.

Bampton and Mukwilongo off to Kampala Rudi Bowe FNB Kudu Rugby Club players, Virgil Bampton and Aston Mukwilongo is part of the Namibian National 7's team that will represent Namibia at the Africa Men's 7's tournament from 23 to 24 April 2022 in Kampala, Uganda. The Africa Men's 7's, formerly the Africa Cup 7's, is an annual rugby 7's tournament involving African nations, organised by Rugby Africa. The tournament will feature 14 African nations, which is defending champions Kenya, hosts Uganda and Namibia, Ghana, Burkina Faso, Tunisia, Senegal, Mauritius, Botswana, Zimbabwe, Zambia, Madagascar, Cameroon and Burundi.

The showpiece is a qualifier for Commonwealth Games and 7's Rugby World Cup as well as the Olympic Rugby Sevens as required. The first two teams will make it to the Commonwealth Games scheduled for July in Birmingham whilst all the podium finishers will get tickets to the global event scheduled for September in Cape Town. 7's team has played in various ' rugby 7s tournaments, including the Commonwealth Games and the World Rugby Sevens Series. Namibia did not qualify for the Tokyo Olympics after finishing 5th at the '2019 Africa Men's 7s tournament. The program for the first day of the tournament: Kenya vs Senegal at 8:00, Uganda vs Burundi at 8:22, Zimbabwe vs Burkina Faso at 8:44, Madagascar vs BotAston Mukwilongo swana at 9:06, Namibia vs Ghana at 9:28, Zambia vs Cameroon at 9:50 and Tunisia vs Mauritius at 10:12. Meanwhile the FNB Kudus Premier and Reserve league teams as well as the Kudu Bokkies will be in Windhoek on Saturday, 23 April, where they will play against host Trustco United in their respective leagues.
