NIMT students advised to share HIV-status Marshallino Beukes An HIV/AIDS Media Campaign Workshop, under the theme “Share Your Status with Those You Love” was conducted at the Namibian Institute of Mining and Technology (NIMT) at Arandis, on Friday. The United States President’s Emergency Plan for AIDS Relief (PEPFAR) in partnership with the namib times are spearheading this countrywide campaign and Friday’s workshop was described as a huge success by the organisers. The campaign was initiated last year by Dorcas Mhungu while she was still with namib times. Approximately 800 students were present. In his keynote address, the Erongo Governor, Mr Cleophas Mutjavikua, noted that it was a fact that Arandis faces a high prevalence of teenage pregnancies from migrant workers, working in the mineral-rich Erongo region. Mutjavikua explained those workers from abroad and other regions are generally contract workers and during this time-frame, impregnate women and teenage girls before they leave. The upbringing of these children then solely rest on the mothers’ shoulders. He appealed to the students to behave responsibly and not to be part of the escalating teenage pregnancy figures in
Arandis. He referred to the 2014 HIV Sentinel Survey, conducted by the Ministry of Health, and the fact that overall HIV prevalence and infection rates for the country have gone down from 18,2% to 16,9%. But, according to this survey, Usakos is among the towns with the highest infection and prevalence rates in Namibia, with Karibib and Arandis also in the danger zone. Governor Mutjavikua also remarked that he encourages voluntary male circumcision and for people to share their status with the ones they love. The Mayor of Arandis, Mr Daniel Utapi Muhuura, noted that NIMT students
are part of a very unique team that will enable the country to achieve its objective of becoming an industrialised nation beyond 2030. He acknowledged the fact that young people are faced with serious problems, such as teenage pregnancies, alcohol abuse and the risk of being infected with HIV. Mr Muhuura warned the young people to focus seriously on their education, and if sexually active, to make sure that safe sex is practised with a single, tested and faithful partner. The Director-General of the Anti-Corruption Commission (ACC), Paulus Noa says corruption contributes to political instability and human rights violations as it exacerbates poverty. Noa said this during the opening of the three-day National Anti-Corruption Conference in the capital yesterday. The conference is taking place under the theme 'Building an honest Namibia together: People, Integrity and Action.'
The objective of the conference is to share information and discuss pertinent issues to promote principles of good governance such as increased transparency, openness, accountability and increased participation by citizens in

The 2015 deadline for submission of income tax returns for Individual Salaried taxpayers is end of June. The final product is a printable tax return which is ready for submission to Inland Revenue. TaxTim makes doing your taxes super quick and easy.” Good news is that employers can also buy these vouchers from PWC to help their employees to submit their tax returns. Electricity supply to Husab mine remains a concern Minister of Mines and Energy, Obed Kandjoze is concerned about the as yet uncertain power supply situation for Swakop Uranium's Husab mine, which has to start operating next year. Urgent measures are needed to ensure that there is adequate electricity supply for the mine, which is currently under construction. What will be the country's biggest uranium mine, currently consumes 10 Megawatts (MW) which will increase to 50MW once it starts operating. Should the supply of power which will be
determined by the introduction of a new power plant, fail before 2016, operations at Husab might be delay-ed. “I remain concerned about our ability to supply power to Husab mine and all other mines in the country. Without electricity these developments cannot function. “There has to be some quick action to ensure that we are able to provide electricity,”

meet the country's power demand. The costs of developing the plant escalated from N$3 billion to N$8 billion, which Kandjoze earlier said is too high for a project of that nature. The minister noted that Government is prioritising the establishment of the Kudu Gas to Power project in the //Karas Region in an effort to boost the country's power supply and avoid a power crisis. On Friday, he reiterated the need for urgent action such as the establishment of the Kudu project and the use of other power generation methods such as solar and wind power before 2016. The minister also expressed his disappointment regarding the slow construction of the processing plant at Husab. “More work needs to be done on a processing plant as there is lack of human capacity. However, Government will continue to monitor and support this development so that it can be completed and start operating next year,” he told this news
agency. He further indicated that Swakop Uranium needs to rebalance future procurement at Husab in order to meet Government expectations on matters such as employment creation, skills training for local people and poverty reduction. “Erongo has massive development projects worth about N$30 billion, for instance the upgrading of the Port
of Walvis Bay and Husab mine. These investments of which our Government is part need to create an enormous number of employment opportunities for our people,” the minister said. Kandjoze also raised concern about labour issues in the mining industry which he said need to be addressed. These include issues such as work stoppage
and demonstrations at mines by employees who are unhappy that foreigners are employed to do work which can be done by Namibians; and who want increased wages and better benefits. “These issues have been appearing for quite some time now and could be a serious problem if not addressed,” he warned. After an armed robbery occurred during the early hours of Friday morning in Meersig Walvis Bay, the suspects remain at large. The newspaper contacted Nampol Chief Inspector Iikuyu yesterday for an update on what transpired after the robbery. He was however unavailable at the time. A source told the newspaper yesterday that “an armed robbery allegedly occurred in Main Road (Meersig). The suspects stole various items inside the house, loaded it into the homeowner’s Land Cruiser that
was parked inside the garage and fled with the vehicle. The vehicle was subsequently found in Kuisebmond later on Friday, but the suspects remain at large. They must have gained entry into the house by climbing over the fence. It is believed that the victims were tied up when their belongings were taken,” the source concluded.

An unknown number of suspects are alleged to have broken into a local bar in Narraville on Friday morning and stole two gambling machines valued at N$170 000. According to Nampol’s Detective Chief Inspector Erastus Iikuyu the incident is suspected to have taken place after midnight, between 2 and 3 in the morning. “It is alleged that the suspects gained entry through the roof which they cut open with an unknown object” Iikuyu explained. He added that the number of suspects remains sketchy, but that it is possible that some of them entered through the toilet
window. The suspects remain at large and the police are investigating a case of housebreaking with the intent to steal, and theft. None of the stolen gambling machines were recovered. In a related incident, a male suspect has been arrested in connection with housebreaking with the intent to steal, and theft. It is reported that the suspects allegedly gained entry through a small window in one of the classrooms at
Tutaleni Primary School over the weekend. According to Nampol’s Detective Chief Inspector Erastus Iikuyu the suspect stole photo copy paper, books and a small radio before fleeing to the north. He was arrested yesterday morning and will be transferred back to Walvis Bay. The stolen goods were recovered and the suspect will appear in court this week.
SA Denies plotting Omar al-Bashir’s exit South Africa’s government today denied secretly plotting a safe exit from the country for Sudanese President Omar alBashir, despite an international arrest warrant on war crimes charges. Bashir, who is wanted by the International Criminal Court (ICC) for genocide, war crimes and crimes against humanity over the conflict in Darfur, flew out of Pretoria last Monday despite a court order that barred his departure. South Africa’s Sunday Times reported a secret meeting of top ministers that mapped a deal to pro-
tect Bashir. It alleged that Bashir was escorted from Johannesburg, where he attended an African Union summit, to his plane in Pretoria by President Jacob Zuma’s personal security detail. But the authorities said no such meeting took place. Government spokeswoman Phumla Williams said in a statement ‘Go-

A reader wanted to warn the coastal community that criminals are circulating counterfeit money in the region, and warns that all businesses must be aware of this scam. According to a source, Natis Walvis Bay received counterfeit money for the second time on Friday. “This is the second time we have received counterfeit money but it is possible that other businesses have been conned as
well. It is quite hard to spot the difference between genuine and counterfeit money, thus the coastal community is urged to be vigilant when accepting money from customers,” she said.

Project Safety W.I.S.E officially launched

A safety project was launched by Rossing Uranium in collaboration with AREVA Namibia at the Swakopmund Go-Cart racing track last week, in order to improve safety awareness at schools and the Erongo Region. W.I.S.E stands for Wakey wakey, Informed, Sensible and Eager. The project was launched in order to empower learners from an early age with skills to consider their own safety and of those around them and to develop a safety culture from a young age. The Managing Director of Rossing Uranium, Mr Werner Duvenhage said “it is a sad reality that we read newspaper reports about children being injured in a way that could have been prevented. The idea of Project Safety W.I.S.E was formed after consulting with our neighbouring communities and specialists in various fields. If learners are exposed to safety awareness in small and progressive increasing quantities throughout their education it will become part of their inherent behaviour as they grow up. This project will also support teachers in the roll out of the new revised curriculum for
Junior Primary Education in the Erongo Region, thus increasing teachers’ capacity to deliver on personal safety education and in this way increase knowledge and awareness of identified safety topics for learners from Grade 0–7. Rössing and AREVA developed a plan that would strengthen the delivery of personal safetyrelated themes contained within Namibia's primary education curricula, by developing teaching materials,” he said. According to Mr Duvenhage the project will initially focus on Grades one to three in schools in Swakopmund, Walvis Bay and Arandis. “Toolkits will be distributed to 230 classes or 10 800 learners, 87 classes in Grade one, 73 classes in Grade two and 69 classes in Grade three.
The messages will reflect and incorporate environments and contexts relevant to the targeted age groups at home, on the way between home and school and school grounds. It focuses on risk assessment, overall fitness as it relates to alcohol, drugs and fatigue, danger of playing at heights, electricity and fire, danger of playing in confined spaces, road safety, safe cell phone usage, water safety and watching where they put their hands when doing tasks around the house,” he said. The success of the project rests on the shoulders of the teachers. We pride ourselves as responsible corporate citizens and as concerned neighbours within the Erongo Region. I applaud all for
assisting in making the world safer for our children. Let us work together for the safety of the children so they can become safety WISE.” The Governor of the Erongo Region, Mr Cleophas Mutjavikua, also delivered a speech at the launch. “I remind all about the importance of educating our children. Nelson Mandela once said education is a powerful weapon, which you can use to change the world. It is a lifelong process. The sooner it starts the better. I am also pleased to note that our learners from 52 schools in Namibia handed over a signed declaration of their commitment to road safety to the UNICEF representative in Namibia. I applaud Rössing Uranium and AREVA Namibia for initiating this project,” he concluded.

Permits Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. Namport heeds call for Namibianisation Bernabé Blaauw
The Namibian Government recently pronounced that poverty alleviation is one of the cornerstones of its goals and reiterated that it is the role of every Namibian to harness all their efforts towards meeting this objective. The Chief Executive Officer of Namport, Mr Bisey /Uirab issued a statement regarding the Namibianisation of the Namibian Ports Authority’s procurement policy which is in line with the Government’s request. In this statement he says that Namport’s Board of Directors, management and staff have heeded this call and acknowledge the obligation of the Authority to complement the Government’s efforts toward poverty alleviation. Pursuant thereto, Namport has taken a conscious decision to pursue a strategy to deliberately promote and facilitate the participation of Namibians in the mainstream activities of the Ports. Namport submits that it can only be through such a candid and outright overhaul of the approach to procurement of goods and services that historical econo-
mic imbalances can be bridged and that Namibians can meaningfully participate in the development of the country’s economy. He says that it can never be overemphasised that whereas redress of historical imbalances remains an imperative, Namibia can only develop self-sustainability through concerted facilitation and empowerment of the Namibian populace in the core activities of the economy. He added that Namport is committed to playing its part in this regard. He further stated that, as a humble contribution to the foregoing, the Namport Board of Directors has taken a strategic decision to ensure that Namibians as a whole, but specifically Previously Disadvantaged Namibians (PDN’s) and Small and Medium Enterprises (SME’s) participate and

benefit from the expenditure of goods and services which are procured by the Authority. As such, Namport tenders now require mandatory participation of Namibian registered entities whereby at least fifty-one per cent (51%) effective ownership of the tendering entity is held by Namibian nationals of which thirty per cent (30%) must be PDN nationals or joint venture formats. This does not preclude non-Namibian and/or PDN participation in the tenders, but rather promotes meaningful joint ventures and broader participation of Namibians and PDN’s in Namport’s procurement. Namport acknowledges that certain goods and services by their nature, and in light of the developmental stage of Namibia’s local capacity, can only still be supplied
by foreign companies. In such instances, foreign companies intending to apply for tenders are required to join with Namibian entities in one or other manner in order to comply with the mandatory Namibian and PDN shareholding. In so doing, skills are necessarily transferred to Namibian partners in the ventures and downstream, puts Namibia as a nation, in a better stead to be self-provisioning. A written commitment and strategy on social responsibility in Namibia is also required in such instances. He says that Namport is proud to announce that since implementation of this drive in August 2014, there has been an exponential growth in the value of goods and services now being procured from Namibian owned companies and entities in which PDN’s have direct own-
ership and participation. Historically complex activities within the Ports at Walvis Bay and Lüderitz are now being done by locals while meaningful and successful joint ventures have been conceived between local entities and foreign companies. The positive spin offs to the broader Namibian economy cannot be overstressed. He concluded by stating that a public forum, where the Namport procurement strategy will be further explained to the public, is scheduled to be held at a date that will be communicated through the local media. Swakopmund Pool klub het Saterdag heerlike ertjiesop en vetkoek aan ongeveer 300 behoeftige kindertjies in die DRC informele woonbuurt van Swakopmund verskaf. Volgens lede van die klub was die dankbaarheid en glimlaggies op die kleintjies se gesiggies, nadat hul magies vol geëet was, 'n riem onder die hart.

Die kleintjies het geduldig vir hul kos gewag, terwyl die manne van die pool klub en 'n paar tienerseuns, vroegoggend, na die buitewyke van die woonbuurt gegaan het om rommel op te tel, as deel van hul Project Shine verantwoordelikheid. “Kinders wat in middelklas en gegoede huise woon sal moet waardeer wat hulle het, en self die volwassenes ook. Dit raak aan 'n ou se hart om soveel honger kindertjies te sien, maar die lig in hul oë en die glimlaggies op hul gesigte, nadat hulle klaar hul magies vol geëet het, is meer as genoeg beloning,” is die pool klubmanne se mening. Hierdie sopkombuis is sonder enige hulp van buite van stapel gestuur, met die manne wat uit hul eie huise bydraes voorsien het en die res is uit die klub se fondse aangekoop.

Healthcare Stakeholders, Cancer charity organisations & The Namibian Media Republic of Namibia Southern Africa 9000
RE: Proposal for enhancing nationwide cancer prevention and early detection in Namibia I am a Namibian-born and bred cancer researcher based in the United Kingdom. My work focuses on drug discovery specifically on identifying and validating targets for anti-cancer growth and anti-tumour metastasis drugs. As a proud daughter of the Namibian soil, I am deeply concerned about the ever increasing cancer mortality rates and late detection cases in Namibia. I would like to propose a solution to tackle the issue in a manner that will reach citizens in every corner of the country and deliver the much needed information to the public. I am therefore writing to appeal to you to partake in implementing the solution. Following my recent interview with BBC Radio World Services (available at: http://www.bbc.co.uk/news/world-africa-33072493) about my scientific war against cancer, many concerned Africans (mostly Namibians) contacted me and continue to do so, looking for accurate information on the early detection and prevention of cancer. This highlights the dire need for dissemination of accurate and comprehensive information on cancer prevention and early detection in Namibia and African at large. The solution I am aware of and am grateful for the many great efforts made by Namibian cancer organisations, the Ministry of Health, healthcare workers and other stake holders to fight cancer in Namibia. I compliment you on these efforts and the positive results yielded so far. I however think we need a bigger more effective solution that will reach Namibians in all corners of the country faster and generate instant impact. I propose collaboration between the Namibia Medical Society, Health Professional Council of Namibia, Ministry of Health and Social Services, University of Namibia School of Medicine and School of Pharmacy, cancer charity organisations, the Namibian Media (especially radio stations and print media) and other interested stakeholders. I propose that we compile a comprehensive booklet - not the tiny pamphlet type - but a more detailed, easy to read and understand booklet, translated in local languages (contents to be approved by HPCNA before publication), that enlightens the public about cancer. Contents could include amongst others: accurate information on anti-cancer preventative measures (where possible), common signs and symptoms of different cancers (early detection enhancing measures), screening centre contact details, which level of health care to approach with different symptoms and where such facilities are located, emphasis on the importance of early detection i.e. why it is difficult to find a magic bullet to cancer and why cancer is hard to treat at late stages. These contents need not be drafted from scratch as there are highly reputable international websites with accurate information (reviewed and by healthcare experts) that are keen for their contents to be reproduced, provided that proper referencing is applied and the organisation is acknowledged. I have a few such websites in mind whose contents can aid in the drafting of our booklet. Although in developed countries such as the United Kingdom and United States of America such information is disseminated on reputable websites monitored by healthcare professionals, I am aware that we need to “glocalise” our method of information dissemination to effective-
Johanna N Amunjela ly reach all our citizens especially those in rural areas who have no regular access (or no access at all) to the internet or internet browsing devices. Hence, physical copies of a comprehensive booklet written in a language they understand will be a better solution. Funding the project As most of the cost will arise from designing, printing and distributing the booklets, I suggest that we apply for funding from various local and international organisations that provide grants for community projects in sub-Sahara African countries. I am aware of a few of these organisations with funding schemes we could potentially apply for. Distribution of Booklets The booklets can be distributed to citizens in all corners of the country via channels that are most effective for each community. The media (especially radio and print media) can inform the public about different collection points where booklets can be accessed. This could be done via healthcare columns in newspapers and educational radio shows to avoid incurring advertising costs. Distribution outlets could include clinics, hospitals, pharmacies, schools, churches and other places of social gathering in different communities. To enhance accessibility especially in rural areas, booklets could be distributed to pupils both in primary and secondary schools, to ensure that each family has a copy of the booklet in a language they can understand. First aid community health workers, pension collection centres and draught-relief food collection points could also disseminate booklets to maximise the accessibility. In very rural areas, other more effective means of distribution could always be improvised. Cancer organisations could also distribute booklets during outreach events. The need for collaboration I would like to humbly and sincerely appeal to you to please collaborate and contribute to the success of this project that can potentially save many lives and spare countless Namibians from the pain and emotional trauma of stage 4 cancers. I am doing my best research-wise but medical research requires time to ensure excellent validation of targets, accurate testing and formulation of drugs. I therefore appeal to you to render your valuable efforts in implementing this solution that can generate instant impact, while we continue to do our best in medical research. Coast celebrates World Music Day Mavourlene Gaes
Swakopmund hosted this year’s World Music Day celebrations in the town’s Amphitheatre on Saturday. Different artists from the coast came together and entertained the excited audience with not only their vocally unflawed voices, but also with dance moves that gave you no other alternative but to shake what your momma gave you. The All Stars, a local and extremely talented group
of Swakopmunders, welcomed the visitors to their town in style with their breathtaking dance moves. Odie - The Poet, also from Swakopmund, had the crowd screaming for more with her beautiful voice. When it came to traditional music, the Mbira
Queen did not disappoint as she played the Mbira (a traditional musical instrument consisting of a wooden board with metal keys on the inside) as she sang her song titled “Africa.” Hazzard, Dot Com and You Nic also did not disappoint as they made sure the Kwaito and Hip
Hop fans did not feel left out. The celebrations were closed off with a treat from Rasta Rebels, Ras Levi and L’Amour Isaaks. The World Music Day is celebrated annually with different themes and this year’s theme “Fête de la Musique” marked the
20th anniversary of the day and was celebrated in Windhoek, Swakopmund, Rundu, Katima Mulilo and in Oshakati where musicians from all walks of life came together to celebrate music.

Week 5 of the EBH T20 took place last weekend with the top 4 teams on the log booking their respective semi-final places. This coming weekend matches will be decided as to who will be facing off in the Cup semi-final play-off's taking place 27 June between, The Walvis Bay Wild Dogs, EBH 1, Swakopmund Engen Strikers and Exact Construction. EBH Development XI and NDF Oshiponga will face off in the Plate-Final scheduled for 4th July on Sparta at 8am, after that the winners of the Cup Semi-final winners will battle it out for the EBH T20 Floating Trophy.

We are having some really great golfing weather here at Rossmund - I believe the word for Saturday last was "just perfect.”
Mornings are a bit chilly so the seniors are all warmly dressed. Perfect however is not the case with our resident springbok who are really having a field day messing up the course and the surrounding gardens big time. Wednesday 10 June we had an old/new sponsor for 2015 in the driving seat. Fruit and Veg City with some shopping vouchers up for grabs. Looks as if our lady golfers were really on form as they took both prizes in the 18 hole competition - Rina came out tops after a countout with Bubble - both scoring a well-played 34pts - whilst the 9 hole prize went to our Vice Captain Jacque with 18pts over the front nine. Saturday 13 June the Novanam Monthly Medal Competition was contested with 33 players taking to the fairways in what I believe was fantastic weather conditions. Thanks once again to Novanam for the "feesh" and also to Roberta for being there to present the prizes.
