Aboriginal Khoe-San condemns AR Movement Marshallino Beukes
With President Hage Geingob meeting with the leaders of the Affirmative Repositioning (AR) Movement today to discuss the burning land-issue, the Aboriginal Khoe-San of Namibia Renaissance Movement this week also joined the party. In a press statement they condemn the AR and note that it appears to be a long-planned strategy of Swapo.
This movement is a nonprofit organisation which lobbies for the recognition of the indigenous status, identity and First People’s natural earth rights of the Page 6 aboriginal Basters, Coloureds, Nama and San people of Namibia. In the statement the movement claims that the vast majority of the aboriginal Khoe-San, who are the real land-owners (accord-

ing to the press release) still do not own land and are increasingly displaced by Swapo’s protégés, foreign and domestic. The main aim of this press release is to provide historical context and perspective in order to determine who the actual beneficiaries of land resettlement ought to be. “The AR movement and others who wish to obtain
land through corruption, land grabbing, illegal fencing, resettlement and other means, are a threat to national reconciliation, unity, equality, law and order, national security and political and economic stability,” the statement reads. The statement also touches on environmental matters and natural resources. “How fair is it that the
nomadic San and other aboriginal Khoe-San do not benefit from the country’s natural resources, but invaders and former colonial masters have access to ancestral aboriginal KhoeSan property?” it is asked. They furthermore demand for new land reform, based on a whole new paradigm that will have all land and natural resources considered for equitable redis-
tribution. The Movement also demands for both financial empowerment and compensation as an alternative for non-farming aboriginal Khoe-San. It further reads, “We demand nothing less than US$100 billion in cash from the State of the Republic of Namibia, which is similar to the recent proposed approach by President Jacob Zuma
to compensate the Khoesanoid aborigines of South Africa.” They warn that, should land continue to be estranged from the aboriginal Khoe-San, unspecified action will be taken, which will lead to the greatest uprising ever witnessed in Namibia. Meanwhile, the DTA of Namibia has proposed that Government and the Continues on page 2
Hage Geingob calls for Unity in Swapo
Swapo leader Geingob made the call yesterday, at the opening of the party’s Central Committee (CC) meeting in the capital, aimed at For the love of discussing the party’s Politburo Report and current developments concerning the land issue in the country, and in order to address the pressing needs for all people. He said the Swapo Party Government will be better placed to deal with the larger task of nation building and addressing the pressing needs of our people such as food, clothing,
decent shelter, medical care and education. The Swapo Party Politburo on 17 July 2015 recommended to the party’s CC to expel Swapo Party Youth League (SPYL)
Secretary-General (SG), Elijah Ngurare, as well as the three suspended league members - Job Amupanda, Dimbulukweni Nauyoma and George Kambala, who now lead the Affirmative
Repositioning (AR) movement. Geingob said the decision to expel Ngurare was taken some time ago before the party’s Extraordinary Congress, which took place at
Swakopmund in 2013. The decision, Geingob said, relates to matters of discipline and respect. He said Ngurare’s expulsion was halted, as a result of intervention by the
Swapo Party President, Hifikepunye Pohamba and a decision was taken to monitor his behaviour. If he repeated the same actions then he would be expelled. NAMPA

Aboriginal Khoe-San condemns AR Movement
Continued from page 1 Affirmative Repositioning (AR) movement agree to lift the AR’s 31 July 2015 deadline and place a 90day moratorium on any activity, legal or illegal, that relates to the acquisition of public urban land. Speaking at a media conference in Windhoek yesterday, DTA President McHenry Venaani urged both parties to engage in open, public and consultative discussions on a range of issues related to the availability of urban land, and to commence with legislative and policy reform in this regard. Further proposals by the DTA include that within 60 days of 31 July 2015, Cabinet should table an additional budget in respect of the Medium-Term Expenditure Framework (MTEF) to allocate an amount of no less than
N$3.7 billion for the servicing of urban land throughout the country, so as to ensure that serviced land is delivered in order to meet the needs of the Namibian people. Venaani said use of contingency funds should also be made available for the servicing and allocation of urban land during the interim period. The information and mobilisation secretary of the Swapo Party Youth League (SPYL) in the Oshikoto Region has meanwhile urged the youth in the region to not heed the Affirmative Repositioning (AR) movement’s calls to grab land. Speaking to Nampa in a telephonic interview on Wednesday, Eddy Gabriel said people of the Oshikoto Region, particularly young people, should shun
the ideology of the AR Movement in the name of stability in the country. “The AR ideology is a personal intention, which is merely to destroy the good image of the Namibian Government,” Gabriel said. At the same time, he alleged that “certain forces” are behind the AR. “The AR leaders should come out and tell us who is behind them,” he said before asking whether the movement’s intention is to bring civil war to Namibia. He further stated that he believes unauthorised occupation of land will result in chaos which will affect the whole nation. Professor of Law and Dean of the Faculty of Law at the University of Namibia (Unam), Nico Horn, is of the view that Namibia should be thankful that the
Affirmative Repositioning (AR) movement has brought the issue of urban land to the forefront, as it has changed the understanding of the utilising of such land in the country. Horn said earlier Namibia should be thankful that AR placed the issue of urban land on the table. It changed Namibia’s understanding of the utilising of urban land. He noted that as AR has pointed out, agricultural land as discussed at the 1991 Land Conference, is not the big issue. Horn said the issue is the right to a decent living in the capital and the big towns. Horn also commended the AR and local media for exposing corruption, saying own interest and deals with family members and friends made land allocation subjective in Nami-
Local Authorities blamed for housing, land row Marshallino Beukes
Local Authorities are to be blamed for the land and housing backlog, Namibia is currently facing. This was the words of the Ghetto Assistance Centre’s (GAC) Chief Executive Officer, Mr Fritz Gowaseb, at a press conference in Swakopmund, yesterday. According to Gowaseb, some Town Councils have so many internal squabbles, resulting in them to become economically stagnated. The press conference was conducted in line with the current land and housing crisis the Namibian government is fronting. “Once in office, these people [councillors] are forgetting about us. They acquire land for themselves and their families and friends,” he fumed. He challenged reporters and the Anti-Corruption Commission of Namibia to investigate councillors throughout the country in order to get familiar
with how many plots the councillors own and also at which ridiculous prices they got hold of it. Gowaseb also suggested that local authority councillors should submit a monthly progress report and declare their assets. Another thorn in his flesh is some developers who supposedly pay bribes to councillors and Chief Executive Officers, in order to acquire land on which they build flats, renting it out for exorbitant prices to the people. According to him some Municipalities and Town Councils are narrow minded and visionless, as they are of meaning that devel-
opers are the only solution to service land. In this regard he pointed out that, if people are given land for rent, with the option to buy, the monthly rent can be used to service the erven, without the help of developers. He agreed that the Government is partly to be blamed for the current land- squabble, as they allowed the situation to get where it currently is, by not acting promptly. Mr Gowaseb emphasised that the Ghetto Assistance Centre want to eradicate the total existence of shacks in the country through the provision of affordable housing to low income Namibians. Ac-
Madelaine Laubscher After rumors surfaced that the erven of the Walvis Bay SPCA are in a process of being sold/will be sold by the Municipality and that the SPCA will relocate, namib times established that it is incorrect. but pay for the water and electricity every month,” she said. Another member of the SPCA confirmed to the newspaper that “it is absolutely absurd that the erven will be sold and also untrue that the SPCA will be reloca-
ting.” The Public Relations Officer of the Municipality, Mr Kevin Adams said, “the Municipality is not selling the erven. The erven belong to the Municipality and the SPCA is making use of it,” he said.
Prof. Nico Horn through until Government address the housing shortage. The local brokerage and securities company said a positive response from Government, especially President Hage Geingob, to the Affirmative Repositioning (AR) movement’s demands will likely lead in both parties finding a middle ground, which might lead to the positive addressing of the land and housing issue in the near future. Under its leadership, about 50 000 applications for land have been submitted by landless youth to local authorities and municipalities countrywide. (additional reporting:NAMPA)
cording to him, GAC has developed a system which can sustain itself, in comparison with other housing projects, such as the Namibian Housing Enterprise (NHE), Mass Housing and Build Together, which all, according to him, have failed. He noted that GAC has applied for land to build houses all over the country, but until now, did not get any positive feedback from local authorities. “The land is there, we should just begin to take action,” he stated and also urged for the Government to put their system to the test.
“Rumours that SPCA will relocate are false”
The Kennelmaster of the SPCA, Mrs Bernice Grobler, has told the newspaper that she is unaware of any rumors that the erven will be/ are sold. “We are not aware of the erven being sold. We do not pay rent,
bia. It has contributed to the high price of land for people without contacts in high places, he said. President Geingob has acknowledged a need for engagement and consultation with all parties to avoid unnecessary disruptions in the country. The president said land and poverty are the biggest problems in Namibia. ‘‘Collective ideas are needed to alleviate poverty and address the land issues. Young people have the democratic right to demand land, but they must avoid causing war in the country,” Geingob said. He added that the illegal occupation of land is a criminal offence that must be avoided. The Head of State added that it is not the Swapo Party’s duty to address the land issues in the country, but that of the State. Meanwhile, Simonis Storm Securities expects house prices to remain high with a limited supply of low cost housing filtering
Demonstration at Memorial statue Marshallino Beukes The organiser of “Operation Back 2 Germany”, Mr Laidlaw Peringanda, this week informed the Swakopmund Municipality of a peaceful gathering at the Marine Denkmal statue near the Statehouse, as part of their appeal to remove this historical monument.
The Walvis Bay SPCA
The statue in memorial of fallen German marine soldiers supposedly reminds a group of Swakopmund residents of their families who was killed, raped, forced laboured, died of malnutrition, exposed to harsh weather conditions and medical experiments between 1904-1908. Peringanda earlier warned that if the statue was not removed within thirty days, he himself will get to the task. The latest on this issue is the peaceful gathering, planned for Sunday, where the disgruntled people want to assemble and pray with burning candles in remembrance of their massacred forefathers. A petition in this regard was also signed by more than two hundred residents. Sunday will mark exactly 107 years since the
statue was inaugurated, states Peringanda’s letter. “That monument has no place on African soil and should be removed and shipped back to Germany,” says Peringanda. This scenario follows after the removal of the sacred bull horns of the late Ovaherero paramount Chief Kuaima Riruako from the Ovaherero memorial monument at Swakopmund by the town’s municipality. The removal of the horns followed after a Swakopmund resident complaint about it and it was removed by the town’s municipality because “correct/proper procedures were not followed,” as per the municipality. The newspaper contacted the Swakopmund Residents Association for comment on this issue, but it proved futile.

in either of the towns she was visiting. On the issue of the food bank, she said that the Ministry is still working on establishing food banks around the country. She also mentioned that, so far, three towns in the Northern Region of Namibia has availed themselves for this purpose. “We are here to identify in the different towns where to establish a food bank, as a place for collection and distribution of food. This also won't be a case where the people will only sit and receive. We will educate them and develop their skills.” She was also here to gather information, on what the different municipalities of the towns have done for 'their people'. Upon her
Back pay for pensioners and disability grants Pensioners and persons living with disabilities will receive a once-off grant payment of N$2 600 for the month of August 2015 alone, which includes four months of back pay. In a media statement issued last week, Permanent Secretary in the Ministry of Poverty Eradication and Social Welfare, I-Ben Nashandi said the back pay will include N$400 each for the four months, which spans from April to July 2015 accumulating into N$1 600. “The ministry hereby informs all the beneficiaries for old age and disability grants that the payment of the increased grants will be paid from the month of August 2015 to all the eligible beneficiaries. From the month of September 2015 onwards, the eligible beneficiaries will receive N$1 000 per
month. The ministry urges all beneficiaries to ensure that these grants are used for the welfare of the recipients and their families,” he said. The Ministry of Poverty Eradication and Social Welfare is mandated under the National Pension Act (Act 10 of 1992) to pay a pension grant to those that attained the age of sixty years and a disability grant to those that reached the age of sixteen years and have been certified as disabled by a State Medical Officer. The Government in the latest budget announced that social grants paid to registered old age persons and persons living with disabilities will in-
crease from N$600 per month to N$1 000 per month with effect from1 April . This was the biggest increase ever recorded since Namibia's independence in 1990. President Hage Geingob in his State of the Nation Address in April this year said one of the first priorities of the new government was to increase the old age pension by 66.7 per cent, starting this 2015/2016 financial year. Further increases will be affected so that old age pension grants reach N$1 200 by 2017. The announcement comes after years of campaigning for a substantial increase in the old age pension, with politicians and advocates saying, the social grant is not enough for pensioners to sustain themselves under the constant increase of rates for basic services such as water, electricity and food. Police ask security officers to do the work they are recruited for Mavourlene !Gaës
Sergeant Ileni Shapumba of Nampol’s Erongo Police Community Affairs Office, as part of Interpol’s Turn Back Crime campaign, has urged security officers in shopping complexes to keep an eye out for the “reader machines” which criminals use to steal from unsuspecting shoppers. Shapumba explained that the criminal minds, in charge of running these type of scams, are recruiting and contracting people from different towns and different shops to help them run these activities. “These incidences occur mostly in supermarkets and clothing stores. The recruits are given reader machines by the criminals that they bring along to the shops. When you give your ATM card to swipe and pay for the product that you are buying from the shop, the person will just bend down and swipe your card on the reader machine.”
He said the reader machine reads all the numbers on the card, which is basically everything they need to reproduce a similar card and go and withdraw your money at the nearest ATM machine. He pleaded with the security guards that are searching the employees at entry points, to question employees on suspicious items they are bringing into the shops. “What is so difficult for a security officer to ask ‘what type of machine is this?’ What is the use of this machine?” Why can we not arrest these people through the security officers?”
Court
Shapumba urged the security officers to be alert and do the job they were recruited for, which is to provide security to the properties and to the customers and their property that are coming into the shops. The Turn Back Crime campaign is Interpol’s global awareness campaign which highlights the dangers of organised crime and its effects on our day-to-day Nampol Erongo Police lives. The campaign Community Affairs Office, was launched in the Sergeant Ileni Shapumba Erongo Region last month by Governor, play a role in their Cleophas Mutjavikua, own safety, and protect themselves from on 20 June. Police still investigating armed robbery Madelaine Laubscher
The armed robbery that ocurred next to Kleinest Nest in Walvis Bay on Sunday night, is still under investigation and the suspects remain at large. A Korean man was injured after five men broke into his house and escaped with his belongings. The newspaper spoke to the victim himself who said “I unfortunately cannot comment as I am very busy and will only be able to comment at a later stage.” Chief Inspector Matongo told the newspaper yesterday that Nampol is still investigating the matter. No arrests have been made yet. The newspaper visited the victim’s house on Wednesday where the incident ocurred and spoke to relatives of the Korean man, as he was not there for comment at the time. “He heard someone tam-
pering with the front door at around 22:45 Sunday night. Five men entered the house after they broke through the door. Two of them were downstairs, grabbing a laptop and a cellphone, while the other three suspects ran upstairs where the shooting ocurred. The Korean man hit one of the suspects with a wooden martial arts object. A suspect shot at the victim several times, and one of the bullets scraped his leg. The victim contacted his colleague for help. His colleague immediately
contacted the police. The men escaped through the front door,” a relative said. According to this relative there was another break-in last year at the same house, where robbers stole a television set and a briefcase. “We are in the process of installing maximum security to prevent this from happening again, as we are quite traumatised by what ocurred,” she said. “We suspect that the intruders were under the impression that we keep cash in the house, but we do not keep any cash here,” she concluded.
Pedestrian run over Madelaine Laubscher A pedestrian was run over by a truck Wednesday morning in the vicinity of Pupkewitz, Walvis Bay after he accidentally slipped and landed under the truck. According to a Walvis Bay traffic officer who was at the scene, the pedestrian sustained minor injuries when the incident ocurred at approximately 07:30. “The man was running on the pavement. The truck was in the process of parking next to the pavement.
The pedestrian in his stride turned his head to look at the truck and ran into a pole on the pavement, slipped and fell, landing under the moving truck. He was taken to hospital for further medical care. We believe the driver of the truck is not to blame,” he said.
According to the St Gabriel’s Ambulance Services’ spokesperson who was at the scene, the man was taken to the Walvis Bay State Hospital for further medical care. “We believe he has a fractured leg,” she concluded.

Secondly, the formation of new relations we were very happy to have collaborated on a piece with the Strings Attached and hopefully that is the start of many great collabo-

rations. As was mentioned, this repertoire was very new to the audience as the pieces sung were most of the pieces we could only do in such a wonderful venue such as the church. It's always great to see our hard work realised with all the clapping, some tears, and many inboxes on how many we touched with our concert. Additionally, for a conductor to see growth in your singers is one of the most important things and I think I speak for many but the highlight was the piece TAKE ME TO THE PLACE written by Jesaya Namalemo and arranged by (T. Cookson). It's moments like those
where a young singer puts all his emotions into a piece. This song was written to express the hardships that he went through, and realising that nobody will take you to that place you want to be; you need to take yourself there. (This piece was written in Memory of his loving grandparents who passed away and he is going to do all he can to take himself to that place with his network of support). He wanted to share this piece with the choir as through his Journey he realised that through music he is going to that place. So, that was an amazing highlight to see something come together so beautifully and clearly
touch so many people in the audience. However, all in all the entire concert was a great success, the programme worked very well and all the hard work from all parties involved paid off. Up next for the Mascato Youth Choir we will be competing in the final round of the National Choir competition in September, so we are working hard towards that. There are a few more concerts in the pipe line for us as well as some visiting choirs that we will be having concerts with. We will be running a series of concerts. The dates will be made available soonest.”

Obtaining Fishing
Permits
WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

Fisheries Minister Bernhard Esau in Brussels Mavourlene !Gaës
The Minister of Fisheries and Marine Resources, Bernhard Esau, has recently highlighted the issue of the growing hitches of fisheries management, and identified it as an issue of international concern, at the annual gathering of ACP (Africa, Caribbean and Pacific countries) ministers of Fisheries in Belgium. Esau singled out the problem of Biological science not having been able to consistently predict future exploitable quantities. According to him as a result quotas have in some cases been set above those recommended by biological science. “We know that in some areas the overcapacity in fleets prevails with few alternatives to employment particularly in coastal rural areas highly dependent on fisheries. Furthermore fishermen in many regions have shown a marked reluctance to adhere to regulations established by management agencies.” He says they as ministers are challenged
from the management point of view and as cooperating partners under ACP countries to prudently look at challenges at hand and mobilise human and capital resource in fighting these glitches. “Exploitation of environmental resources should be hinged to an effective valueadding regime for purposes of sustainable extraction and employment.” Regarding value addition, the Fisheries and Marine Resources Minister has stressed adding value to fisheries products is one of the key activities to be enforced by this programme under the ACP countries’ Strategic Action Plan. “Adding value allows

for better margins to be made at local level, which will add to [the] betterment of the economic position of ACP countries as players in fisheries. This consequently contributes to development [the] development of our respective people.” Esau suggested that, if the exploitation of wild fisheries has reached its potential as is the case now, and margins cannot be exceeded, there is the opportunity to recourse to fish husbandry. He also noted smallscale fisheries and aquaculture’s critical contribution to development in the areas of employment,” with over 41 million people worldwide, the vast majority of
whom live in developing countries, under which ACP states resort, working in fish production; food security and nutrition with fish constituting an important source of nutrients for the poor, and often being the cheapest form of animal protein, and trade, with a third of fishery commodity production in developing countries destined for export. With most capture fisheries worldwide considered fully exploited or overexploited, aquaculture has become imperative to meeting the demand of fish, which will continue to increase with population growth as well as rising incomes and increasing urbanisation”.
In conclusion Esau said the ACP States’ aquaculture which has grown much more slowly than in other regions, is facing numerous challenges, including resource conflicts, difficulties in accessing credit, quality seed and feed and information. “Also the key to meeting growing demand will be improvements in post-harvest processing to reduce fish losses.” But the minister ended on a positive note, expressing his confidence that ministers responsible for Fisheries and Aquaculture would be able to adopt a roadmap for the implementation of the Strategic Ation Plan.

2015 Winter Bird Count - smaller numbers, but still impressive BernabĂŠ Blaauw
Bird counters recording the numbers at one of the designated points at the lagoon
The bi-annual bird count was again successfully and professionally led and organised by Mr Peter Bridgeford of CETN and he expressed his gratitude for those who supported the winter count here in Walvis Bay, some of them from as far as Windhoek. Participants from the Henties Bay campus of the University of Namibia, Namib High School, Voortrekkers and Dolphin Project were also there to assist. Mr Bridgeford said that there were not many birds this winter, but the numbers were fortunately not the lowest number counted over the past 32 years. A total of 56 448 birds were counted in the lagoon and salt works and 7 606 at the sewage ponds. The Flamingo numbers were also not as high as expected and the Black-necked Grebe and Cape Teal
numbers were also low. A good count of Chestnut Banded Plovers were fortunately recorded. The numbers were as follows: Grebes 5 516 (Little Grebes 9, Blacknecked Grebes 5507), Pelicans 68 (Great Whites), Cormorants and Darters 685 (White-breasted Cormorants 40, Cape Cormorants 645), Herons and Egrets 134 (Grey Herons 62, Little Egrets 52, Cattle Egrets 20), Flamingos 33 814 (Greater Flamingos 21 734, Lesser Flamingos 10 850, Unidentified Flamingos 1 230), Geese and Ducks 3 035 (Cape Teals 3 021, Cape Shovelers 14), Waders and Shorebirds 9 714 (African Black Oystercatchers 207, Black-winged Stilts 1 147, Pied Avocets 1 754, Blacksmith Lapwings 12, Grey Plovers 223, Common Ringed Plovers 5, Three-banded Plovers 9, Whitefronted Plovers 679, Chestnut-banded

Letter from mother with Cerebral Palsy
The namib times has followed my son's journey, a 6yr old cerebral palsy little boy in a wheelchair, as well as my new venture- JJ's Care Centre. We have wonderful news regarding the education of the special needs children in Walvis Bay. My son, Justin, now six years old was born two months premature. This later resulted in his diagnosis of Cerebral Palsy due to lack of oxygen to the brain at birth. Justin has had two operations already. He attends horse therapy and occupational therapy. He has recently begun sitting. When he is put in a sitting position then he balances on His own. He could never do this before. This is a big step forward for him. We are originally from South Africa but relocated on 2 July 2014 to Walvis Bay. I followed my husband here. I soon realised that there aren’t any educational facilities to children with special needs. After much research, I offially opened JJs Care Centre on 1 September 2014. The name is taken from my son's initials Justin Joshua. The centre now has 22 children registered. All the children are different autism, cerebral palsy and some with speech delay and delayed milestones.
We also have 2 blind children. There are no children that we will not consider taking. We are unfortunately limited with space. Pastor Bennie and Karen Smith have blessed us with their church building, Lewende Water Kerk in Hermes. This has been an amasing start for us and we will always be extremely grateful to them. We unfortunately are in desperate need of a house or an alternative premises that can be used for the Centre. We need something with rooms that we can use as classrooms. We have been very blessed this Winter. Many people have helped with donations of blankets for the children which we are very grateful for. We are so thankful to the community for all their help. We are still running our pledge campaign. We are trying to encourage companies and individuals to commit to donating N$500 per month towards our pledge campaign. It does not have to be that
amount, anything will make a difference to us. Should we get enough persons supporting our pledge then we can move into a house. We can’t afford rental at the moment thus the reason for our pledge campaign. Another option is to find someone that will sponsor us a house but we also understand that this may not be possible. Our greatest step forward to date is that we are now officially registered through Impak. This means we are now registered as an Impak tutor centre. This allows us to now offer grades 1 to 12. This is a special needs syllabus. We currently have 5 children in our grade 1 class, the children are not all the same age. A normal mainstream school will not allow children to do a specific grade if they are older than what they are supposed to be in that grade. This new syllabus of ours allows older children an equal opportunity to an
education. We can provide a national senior certificate once they complete grade 12. We would like to encourage all families with special needs children t enrol their children with us. We will do individual assessments to determine which grade the child will be in. I could be mistaken but I believe we are the first centre in Walvis Bay to ever offer grade 1 to 12 for special needs children. This is a wonderful milestone for us and the special needs children of Walvis Bay. We plan to introduce a special school uniform to eventually when funds allow it. Once we can find a bigger premises then we can accommodate many more children. We will also be opening an eduational charity shop on 28 July 2015. This will be run from the Centre itself. All goods are from South Africa. At the moment we are only stocking puzzles, tons of different kinds. Once we are better known
in the public then we will expand our range of stock. All monies made will be donated to the Centre towards school textbooks and stationery for the children. We would like to continue to plead to the public for support. We also would like to encourage parents to please come see us about their special needs children.
We now offer grade 1 to 12 for special needs children. For those children who are unable to learn, we will still provide an edu-therapy centre for them where they will receive the ongoing therapy and stimulation needed for them to develop to their fullest potential. Please contact us at jjscarecentre@gmail.com or 081 479 0725
A warm thank you to the community of Walvis Bay for all your support. We would not be able to provide for these children if it weren’t for you. namib times, I graciously ask that you please publish an article about our newest milestones. Thank you, God Bless Kim Koch - founder and owner of JJs Care Centre.

Namibia’s Week That Was – 24-30 July At the end of July 1911 there were still numerous Ovaherero who subsequent to the Ovaherero-German War of 1904-1906, lived in many inaccessible areas of Namibia. Two Ovaherero men after having escaped the military actions of the Germans, established a resistance group of about 200 men at Omatako from where settler farms were raided. Many were later captured and hanged. In July 1914 Heinrich Fedder from the Rhenish Missionary Society and Carl Frey undertook an expedition into the Kaokoveld in order to establish mission stations. On 26 July 1922 a San group fought the police on the farm Alexeck near Gobabis where the town’s magistrate, Captain Van Ryneveld was killed. On 25 July 1924 inhabi-
tants of the Vaalgras section of the Tses reserve offered resistance to the branding regulations with a number of community leaders arrested and convicted. The next day the National Party of SWA was formed in Mariental. The party was initially restricted to the southern farming sector . On 26 July 1940 the east-
ern Caprivi Strip became a reserve administred by die SA government. In July 1949 South Africa informed that it would stop reporting to the UN on the administration of SWA. By he end of July 1963 further extensions to the Walvis Bay port were completed.

Response to online media reports regarding the recent visit of Prince Harry to Namibia The Ministry of Environment and Tourism (MET) would like to respond to certain statements and insinuations made in online media reports concerning the recent visit of Prince Harry to Namibia. The reports, published in the Mail Online, Express, The Beast and others, alleged that the Ministry, in particular the Minister Hon. Pohamba Shifeta, was critical of Prince Harry's visit to Namibia. It was insinuated that the Minister was "infuriated" by the Prince's visit since he did not get official permission from Government, and that the Hon. Minister had claimed that Prince Harry was merely in Namibia on a public relations exercise. The Ministry would like to make it clear that these insinuations are completely false and devoid of any truth. The remarks attributed to the Minister were taken out of context and have since been blown out of proportion. The Hon. Minister, and the Ministry as a whole, warmly welcomed the visit of the Prince, particularly his willingness to lend his support to our rhino conservation efforts. The Ministry further appreciates the fact that the Prince took time from his private schedule to meet with the Minister and senior officials from the Ministry during his visit. Amicable discussions were held with the Prince and we greatly appreciate his gesture to support the conservation efforts being undertaken here. Neither the Ministry nor the Minister has any objections to "prominent persons" visiting the country in their private capacity nor do they need special permission to do so. On the contrary, we encourage more tourists to visit the country and to enjoy its natural beauty.

My family does not understand why I am with an HIV positive man. We
want to get married and have a family of our own one day. I don’t care what he has, I believe that every human being deserves to be loved. I don’t want to lose a great loving man because of my family. People should learn more about people living with HIV and those who have HIV and love them. I think our society is not informed well. I don’t know to convince my family to accept him as he is, they are so hard-hearted, please please help us Answer by Bernhard Kamatoto Human beings are an odd bunch. Many of us have suffered the same problems you mention here- injustice because of our status, but the we apply the same prejudice to others. It amazes me that we are not able to fight prejudice by saying ‘I refuse to be judged by them for my HIV status and therefore I will not
judge another on that basis.’ I know it seems unfair to you who love your HIV positive partner and who wants to have a future together. My advice to you is that you must gather evidence and prove them wrong - love your HIV positive partner. Get information where and when you can, because we are all more empowered in our choice when we have the information. Your are the person who can make a decision to get married to your HIV positive partner, not you family. Tell your family and challenge them, you are willing to love him irrespective of his HIV status, because of your love for each other. Tell them about your feelings, how you feel, and that you want to move on with him.

Family and community stigma impedes HIV prevention and access to care, and also lowers the quality of life of us living with HIV.
When we know that stigma exist, we know little about its effect on HIV prevention and care, and existing interventions to reduce the stigma. I personially have come across people who have experienced the stigma in a very subtle manner. I am sharing it with you so that we can try to put a stop to it. I have come accross People Living with HIV in the community, understanding andTIMES having had 10 NAMIB experience of HIV stigma in Walvis Bay, Swakopmund, Arandis, Usakos, Omaruru, Otjimbingwe, Omatjete, Uis and Okombahe. I have seen people with whom I associate getting asked whether they are my friends because they, too, are infected or affected by HIV. In 2012 I shared my experience of five different families of Omaruru, Otjimbingwe, Swakopmund, Karibib, Usakos, who lost their loved ones to HIV. The families had disclosed their loved ones’ status to close friends and family. Share your status Share your status Now, as an effort to conwith those you love with those you love tinue educating and creating awareness, I was very close to the loved ones who died because of HIV. Some family member asked me to be part of the programme of the memorial service. I accepted the request www.namtimeshivaids.org from the family member www.namtimeshivaids.org SERVING THE COASTAL COMMUNITY SINCE 1958 SERVING THE COASTAL COMMUNITY SINCE 1958 with great humility, but to my shock I was informed that all these families

Question by “Maria” My sister passed away in July 2006 and I am bringing up her little girl. My niece is in Grade 1 and takes ARV treatment. The problem is she’s been falling asleep in class and as a result the teachers have put her back to Pre-primary school. I am very worried about her. She won’t talk about it so, I don’t even know if she did something wrong. I am struggling as I am also getting divorced. Answer By Bernhard Kamatoto Ask the doctor treating your niece to help you. Tiredness is a side-effect of ARVs. Have an urgent discussion with the school as your niece’s self-esteem could be affected. Also, explain to her why she is tired all the time. I think you may be overwhelmed by your divorce and the loss of a loved one, and therefore you may end up not

where divided and fighting about whether Bernhard Kamatoto should speak at the memorial service and how it would affect the family`s reputation and social standing. I have mentioned this many times and I am saying it again, loudly and clearly: Family and community stigma impedes, obstructs, or hinders (whichever way you want to call it) the following: * The ability to discuss safer sex with a partner * Discussion about, and correct use of condoms. * Disclosure of one’s HIV status to loved ones. * Access to Mother- tochild-transmission prevention programmes * Accessing voluntary and consented counselling and testing services * Treating opportunistic infection and providing care and support. Whether intentional or not, this kind of behaviour still affects prevention and care, as well as the quality of life of people living with HIV. As soon as they disclose their status they are isolated and abused verbally, insulted, blamed, and denied love, especially the women. They often internalise the stigma, leading to self-isolation, self-hatred, giving up on their life aspirations, internalising guilt and blame and sometimes even suicide. We need to seek and strengthen families and community structures for
HIV programmes and Municipalities, Erongo Red, NAMWATER, Mines and other business people must take up this responsibility with us. This will affect our economics and our work force in Erongo region positively. HIV- prevention and care is so important. We need to tackle the stigma issue, too. This can only happen if we all take hands and start remembering our deceased loved ones as human beings who wanted to continue living but did not know how. One of the challenges with HIV is that it is invisible. The only real symbol is a test result. However, HIV is real. We should treat it like we treat TB, cancer, skin conditions, pneumonia, waisting syndrome, swollen feet. We focus on identifying and dealing with these illnesses and make it clear that HIV may be a key factor in their presence and treatment. HIV becomes relevant to those who would not normally be concerned. When we try to deal with HIV as a separate special entity, we are working with the unknown, but when we focus on our wellness, we are working with the known-families illnesses and health concerns that affect anyone. NCCI warns about abuse of currency exchange agreement The Namibia Chamber of Commerce and Industry (NCCI) has expressed concern over the abuse of the bilateral currency exchange agreement between Namibian and Angolan central banks by some businesses and individuals. and Santa Clara. The aim of the agreement is also to promote and facilitate trade between Namibians and Angolans. In a media statement issued on Tuesday, NCCI Chief Executive Officer, Tarah Shaanika stated that the agreement does not allow for any individual or business entity, apart from authorised financial institutions such as commercial
banks and bureaus de change, to accept and exchange Angolan currency (Kwanza) to Namibian dollars. “Any such person or business entity which exchanges the Angolan Kwanza is doing so illegally and may face some serious consequences. - Miss Teen Walvis Bay 2015 to be crowned tonight -
Liesl Losper
The Junior City Council presents Miss Teen Walvis Bay 2015 with the theme “We Could Be Heroes.” Tonight at 18:30 at the Walvis Bay Municipality Town Hall the 14 stunning contestants (aged between 15 and 19) are going to battle it out for the crown. The contestants are from four high schools in Walvis Bay namely Duneside Private High School, Dolphin Secondary School, De Duine Secondary School and Duinesig Combined School. Last year’s Miss Teen Walvis Bay pageant was described as a gigantic
success by the organisers. The theme was Ancient Greece and the contestants
were breathtaking in their Greek goddess attire. The profits generated from
the event helped fund their budget for the 2015 council, to carry through their
humanitarian, youth and environmental projects successfully.

I am smoking a snuff en I want to stop smoking it. Now I m asking if u have any pills/medicine that can stop me smoking. I realy need to stop it...I get yr number in the newspaper.” Nun wollte ich diese verzweifelte Seele nicht völlig ignorieren und schickte spontan eine SMS zurück: ,,No pills. Take chewing gum. Use your own will power and choose a day, where you tell yourself: This is my last smoke!” Prompt folgte die dankbare, willige Antwort: ,,Ouk, thank u a lot. I will do that!”
Namibia, quo vadis? Ihre Susann Kinghorn

New salesperson appointed at Autohaus Swakopmund Liesl Losper Wimpie Els joined Autohaus Swakopmund at the beginning of this month and with him he brought years of experience in good client service. Wimpie started his career in the vhicle trade at Crossroads in Swakopmund, after which he joined Dunlop Tyres and for the last year he was a sales executive at Pupkewitz Motors in Swakopmund. Autohaus Swakopmund is now his new territory to proof and to continue his excellent client service. “My work is very exciting for me, as no day is ever the same. I get the opportunity to meet people at all levels. When I see the satisfaction on my clients' faces, I know I'm on the right track and it makes me feel good. My move was prompted by the fact that Autohaus caters for a very large range of vehicles from the” starterpack” to the executive top of the range vehicles. This makes it easier to assist every customer’s needs whether it is a Golf, Commercial Vehicle, Kombi, Amarok or the exciting Golf R or a vehicle from our Master Cars Range. I will mainly be concentrating on our Master Cars. Master Cars (our used car
range) gets an 80 point check list before any vehicle leaves our premises and with this strict criteria we make sure to only sell the best to our clients. We will therefore also not just take in any vehicle.” Wimpie said he is impressed with Autohaus, how they equip their sales team to the benefit of their customers. “The sales training they give is a valuable asset for any salesperson. If you know your product, only then can you recommend it and the result will lead to good customer service. It is a wonderful opportunity to be part of the Autohaus group, everyone from the company driver up to executive level gives you an atmosphere of teamwork and all of them are extremely supportive,” says Wimpie. Autohaus has 3 salespersons that are part of this successful team and they are ready to be of service to you. Visit them at 39 Sam Nujoma Avenue in Swakopmund or give them a call at Tel: 064- 413 200.

All-New Volvo XC90 Launched in South Africa
Since the unveiling last August at an event in Stockholm, the XC90 has been attracting a great deal of attention thanks to its stunning design, innovative powertrain program and its redefinition of the connected in-car control experience. "The XC90 represents the future of Volvo Cars. It is the first step in our product renewal plan and reflects our commitment to deliver a new kind of luxury car experience. The XC90 is a result of tireless research and innovation made possible by a substan-
tial investment. We are delighted to see that it has been so well received," said Håkan Samuelsson, President & CEO, Volvo Car Group. The new face of Volvo Combining a distinctive and confident face, complete with the updated Volvo Iron Mark and the signature 'Thor's
Hammer' headlights, the XC90's connection to Volvo's past and homage to the Swedish lifestyle is entirely evident in the new design language. Strength of character Taking the best of Volvo's innovative safety systems and adding to that list, the XC90
comes fully equipped with the IntelliSafe package as standard, delivering two world firsts - Run-off Road Protection, and Auto Brake at Intersections. Performance Thanks to the efficient performance delivered by Volvo's 4-cylinder Drive-E engine pro-
gram the XC90 provides a broad range of power options. The South African lineup will consist of Momentum, Inscription, and R-Design derivatives. "In principle, we have replaced the previous top level with the Inscription and R-Design versions. Both of them feature an elevated content, carefully chosen to em-
phasise each of their distinctive individual
personalities," said Alain Visser.

Greenwise Namibia Invetment CC sponsored Theoder Hiambondi and his team, Richard Matsi and Sonny Ndabumo, to participate in the annual Swakopmund Municipality Corporate Fun Golf Day which is taking place today.
Peter Strauss, Howard Scholtz and Albert Rickerts, members of Greenwise Namibia Investment CC, can't participate in the corporate golf day due to the fact that they have to attend to other responsibilities. Thus they decided to support the Golf Day 'for the spirit of it', by forwarding their participation to some members of the community that would like to participated in the Corporate Golf Day but are unable to afford to do this. Entrance fee is N$2 000. “Theodor is known by one of the members and the members agreed that this will be a good gesture to forward this entry as a sponsorship to Theodor and his team, Matsi and Sonny,” Mr Peter Strauss said. Aside from the entry fee they sponsored, they also sponsored the trio with t-shirts. “Greenwise Namibia Investment cc is proud to play a part in the Annual Swakopmund Municipality corporate golf fun day.”

Namibia's A team win Tour to Botswana
Cricket Namibia's (CN) A side has recently returned from a highly successful Tour to Botswana. A week after their junior side dominated the eastern Neighbours, the Eagles made light work of Botswana. They won their ODI encounter by 105 Runs on day one. The victory was followed by a T20 win as well as another ODI success. In the two team's first 50 over match, Namibia won the toss and elected to bat first. A solid partnership between Helao Ya France (54/101) and Zane Green (80/87) quickly piled the pressure on the hosts. After Ya France was caught and Green stumped, Lohan Louwrens stepped up to the plate to add another fantastic 65 of 56 to Namibia's scoreboard before he was caught. With the help of Malan Kruger and (24/30) and Walter Fokkens (22/24), Namibia reached 263 runs in their inning. Botswana, on the other hand, never really looked like they could seriously threaten their Namibian counterparts. Rashaad Mosweu was their best batsman with 41 off 63, but the rest of the batting order never really lived up to expectations as the home side managed a mere 158 all out, crashing to a 105 runs loss at the Botswana Cricket Oval. The same day the two teams faced each other in a T20 match. This time Botswana won the toss and elected to bat first. Opening batsman Faizal Rana Rasheed was run-out after only 5 balls with no runs to his name. John Mokokwe quickly followed (6/8). The rest of the batting order fell at regular intervals, with John Mokokwe being Botswana's only player to reach more than 10 runs (30). Their inning was cut short after Botswana's last wicket fell at just 15.4 overs. Colin Peak was the stand out bowler, with his leg spin proving too good for the opposition, returning with figures of 3 for 4 in just 1.4 overs. Nian Grobler and Steven Berry kicked-off Namibia's inning with 22 runs of 14 balls. After they were bowled and caught respectively, Jason Bandlow (12) and Niko Davin (26) continued the chase which was completed by Colin Peak (2) and Bredell Wessels (4) to give Namibia a 6 wicket win. The following day gave Botswana a chance for revenge in another ODI encounter. The hosts were determined to give their spectators a something to celebrate. They started off well. Rashaad Mosweu got 39 for 56, while Rashaad Mosweu added 11 for 35. Faizal Rana Rasheed was dismissed after two balls only before Inzamam Master and Sooraj Kolley showed great composure to get 64 and 30 runs respectively. However, after that, Namibia's bowlers – led by MP Delport, Nian Grobler and Bredell Wessells who took two wickets each – made light work of their rival’s batting order. Helao Ya France started off Namibia's chase with 38 for 36 before he was caught. Lohan Louwrens added another splendid 39 of 50, while Shalako Groenewald and Niko Dawin both reached 20 runs. Walter Fokkens (29) and Bredell Wessells (33) – both not out – completed the chase in superb style. The A –team is Nian Grobler, Jason Bnadlow, Vernon Cloete, Colin Peake, Warrem Van Wyk, Zane Green, Lohan Louwrens, Coach – John Heyns, Shalako Groenewaldt, Tangeni Lungamene, Cricket Namibia CEO – Donovan Zealen, Cricket Namibia President – Richard Frankle, Team Manager – Steven Berry, Niko Davin, John – Eric Thierach, Captain – Holoa Ya France, Walter Fokkens, Malan Kruger, MP Delport and Bredell Wessels.

Cricket Namibia Receives Equipment for Development Cricket Namibia (CN) has recently generously received an equipment sponsorship for development from the Lord's Tavener's. The Lord's Tavener's is a UK based youth cricket charity dedicated to giving disadvantaged young people a sporting chance by creating opportunities for young people to play cricket within their local communities.. As part of Cricket Namibia's development strate-
gy, some of the equipment G a m m a m s P r i m a r y was donated to Auas and Schools. The rest of the equipment will be distributed to other regions of the country. Cricket Namibia has also partnered with Gammams Primary school to develop cricket nets and a cricket field at the school. It is envisaged that this venue should ultimately become the primary venue for Cricket Namibia's junior cricket development in
Khomasdal and Katutura. As such it will be the hotbed for the development of the new generation of cricket players. Cricket Namibia has over the recent past experienced some significant international success. “Our junior teams have also performed consistently well over the past few years, whilst we have also made tremendous strides in the development of girls and women's cricket. Cricket Namibia's development strategy aims at taking cricket to all corners of the country.
All our efforts aimed at giving our youth, the leaders of the future, an opportunity to develop into worthy and productive citizens and to inculcate in the youth, all the life values that flow from the great game of cricket,” said Dr Donovan Zealand, CEO of Cricket Namibia. Cricket Namibia would like to express its gratitude and appreciation for kind assistance from the Lord's Taverner's.
