Dutch Victim of Swakopmund shooting notorious criminal in Netherlands Eileen van der Schyff
Dutchman, Roland Antonius Wilhelmus Masolijn that was shot dead while washing his car in front of his house at Ocean View, Swakopmund on Monday this week is notoriously known for his criminal activities in his home country, the Netherlands. In the meantime, Erongo police now has their attention on Masolijn's girlfriend for crimes related to dealing in illicit drugs and offences under the Arms and Ammunition Act. Namib Times spoke to Criminal Investigative Journalist, Chiel Timmermans of Eindhoven's Dagblad in the Netherlands on Wednesday, who confirmed the criminal activities of the 45-year-old precarious Dutchman. “Masolijn was incarcerated for the murder conviction of Michel Stuiver in Eindhoven, Netherlands, and was also a suspect in the disappearance of Henk Vierwind from Nederweert in the Netherlands in 2013,” According to Timmermans, Masolijn was also suspected in the disappearance of two people. It has recently come to light that the biggest fishing company in Namibia, Novanam Pty (Ltd), is staring down the barrel of a gun as Namibian police investigate charges laid against them in respect of possible transfer pricing which has allegedly made it possible for them to sidestep the taxman with close to N$12 billion including interest. The criminal case, as per case number Windhoek CR 330/09/21, was officially registered in September 2021 and takes an in-depth look at possible fraudulent activities which led to Novanam purportedly conning the Namibian government and the nation at large. The damning evidence portrays a clear picture of how these rumored activities link back to the 2014 bankruptcy scandal of Novanam's mother company in Spain, formally known as Pescanova SA, and may have played a pivotal role in what is believed to be an elaborate scheme orchestrated by disgraced former CEO and president of Pescanova SA, Manuel Fernández de Sousa. Fernández de Sousa was found guilty and convicted of several crimes including falsification of company accounts. Fernández de Sousa's management style is believed to have possibly been filtered through Novanam in Namibia, which despite declaring no profits and on close anatomization, was supposedly one of the main sources of income of Pescanova SA. According to an extract of Novanam's 2016 financial statements, it is clearly stated that Novanam had an accumulated loss of ±N$2.4 billion by that year, a presumedly finetuned tactic believed to have been created by Fernández de Sousa in order for Novanam to not pay tax in

Masolijn stated at the time of the Michel Stuiver murder, he panicked when he saw the man, who have threatened him for some time, grabbed his pistol and shot Stuiver on the street in Kruidenbuurt, Netherlands. The Brabant province native, known in Dutch criminal circles as “Puntkop”, is suspected to have been living in Namibia (for as long as he has known his girlfriend), of three years, of which for some time, his stay was illegal. Erongo Police Detective Chief Inspector, Johannes Mwatongwe confirmed Masolijn entered Namibia with a visa, but that for some time it has been expired. A good question to ask is - was this a local assassination or was a hitman paid from the Netherlands for the murder of Masolijn?
Masolijn's girlfriend After presenting the Erongo police with a 9 mm fire-arm license registered on her name, Masolijn's girlfriend failed to present the firearm. “The fact that the gun in question had been handed to a gun dealer by a third party to be sold, could land her in trouble,” spokesperson for the Erongo police, Inspector Ileni Shapumba stated and further said, “Investigation revealed the gun in respect of the license that the girlfriend owned, was traded at local gun dealers shop in Swakopmund this year. It was sold to a new owner who has submitted an application to acquire a license. Adding to this, Erongo police discovered 510 grams of cocaine valued at N$ 306 000 in the Ford Raptor, registered in Masolijn's girlfriend's name, three cellphones and a cash amount of N$2050. The fire arm license and 120 rounds of 9mm live rounds were found in the safe of the couple's house. “We are still investigating the matter, and can not reveal much of the details at this stage,” Inspector Shapumba said.
NHE warns members on housing scams The National Housing Enterprise (NHE) has warned members of the public against falling prey to housing scams. These scammers have been reported that they pose as housing agents or as NHE employees. NHE spokespersonm, Tuafi Shafombabi said in a statement that they offer home ownership in exchange for money or solicit personal information using fraudulent NHE letterheads to unsuspecting members of the public. Shafombabi said, “the home ownership at NHE can only be obtained through the standard application process, which is done at the enterprises' various branches across the country. The company is in no way associated with any individuals or companies soliciting money.” According Shafombabi, NHE is guided by ethical and sound business principles and will never request payment, directly or through a third party to secure home ownership; request for personal information such as banking details through the phone; no official communication will be sent from Gmail, Live, Yahoo and any other internet-based email service provider account; sell houses directly through third parties that will guarantee home ownership. Shafombabi added, “we urge members of the public who have fallen victim to this type of activity to report such incidents of fraud and unscrupulous business dealings to the nearest police station providing as much information as possible, such as names and contact details.” For clarity or questions, the public is advised to contact the NHE. “Any individuals who have fallen to such scams will have no recourse through formal NHE channels as we do not endorse corrupt practices in any form,” Shafombabi said.

Possible tax evasion foreign selling price of ±N$23.00 per kg. These prices are almost 75% less than those recorded by local fishing companies in the same market category as Novanam, where these fishing companies sell to Spain at an average foreign selling price in the region of ±N$90.00 per kg. These numbers through comparison explains the losses made by Novanam annually and are a clear indication of possible transfer pricing practiced by Novanam which has been shifting profits from Namibia to their mother company in Spain for decades, who in turn subsidizes Novanams' operations through loans – another strategy to portray favourable financial feasibility. This practice was implemented to show the mother company in Spain to be more profitable than it truly was in order to lure investors, as it was found in the case against Fernández de Sousa. Fernández de Sousa, through his actions, managed to secure funding from several Spanish banks namely Caixabank, Banco de Sabadell, Banco Popular, Abanca, Banco Bilbao Vizcaya Argentaria (BBVA), Bankia and UBI Banca who ended up losing their money. On the flipside, the abovementioned banks, became majority shareholders of now Grupo Nuevo Pescanova following the judgement against Fernández de Sousa. The question which begs for an answer is whether these banks became aware, through due diligence, of the alleged fraudulent activities being conducted in Namibia? The banks, however, offered their shares to Abanca, in order to deal with the direct ownership of the company. This equity swap was seemingly done in order to not be implicated should the misconduct and knowledge of fraud become known. Although the exact details of the deal with Abanca is unknown, it can be accepted that by taking the heat on behalf of the other banks it must be a lucrative deal for Abanca. In response to the questions posed to Novanam, the managing director, Miguel Tordesillas, through legal representation denies link to Pescanova SA and connected criminal activity,

this is contradicted by the “Nueva Pescanova Sustainability-Linked Commercial Paper Programme 2022” which states “The Group is created after a corporate restructuring of Pescanova S.A. The result is a new company that inherited the history and achievements of its predecessor, keeping all its assets, material and human resources, which was relaunched as Nueva Pescanova, S.L. Financial institutions remain as creditors and shareholders: Abanca, Caixabank, Santander, Sabadell and Merrill Lynch.” Novanam also explicitly denies allegations of transfer pricing and stated, “our clients' prices for hake exports to Europe are in line with the export prices generally charged by the body of the Namibian exporters in the hake industry”. This, however, goes against calculations done as per the police file. In their response, Novanam also fail to address questions pertaining to their accrued loss of N$2.4 billion as stated within their financial statements of 2016, though admits to the possible existence of loan accounts from their mother company, as well as Manuel Fernández de Sousa being a director of Novanam and Skeleton Coast Trawling up until his trial. What is strange is that even though it is common knowledge that Novanam was directly linked with Pescanova SA, and many Namibians involved in the fishing industry were aware of Fernández de Sousa's trial in Spain, the authorities were never alerted nor investigated Novanam and CuviMarket SL (former 49% shareholder in Novanam) who, according to sources, were implicated in this case against Fernández de Sousa. In fact, little progress has been made in this case where it is clear that our natural resources are being plundered, and our economy crippled by foreign entities. This matter makes Fishrot pale into insignificance where N$12 billion is allegedly owed to the taxman alone. It further begs the question as to whether certain elites are above the law and their questionable actions being ignored.
MVA Fund appeals to road users to keep children safe during the holiday As the end of the first school term approaches and most schools are expected to close for the winter holiday that started on Friday, 10 June 2012, the MVA Fund, urges all motorists, community members, parents, and guardians to maintain the joy in the hearts of all children by keeping them safe and creatively occupied during the holiday. Motor vehicle crashes are among the leading causes of injuries and fatalities for children between the ages of zero (0) to 14. The high road safety risks faced by children occurs mostly at night, early mornings, especially, before and after school hours, during weekends, public holidays, and school holidays as children are most likely to be playing outside in the streets. Statistics collated by the MVA Fund from 01 January to 31 May 2022 indicates that children aged 14 and younger accounted for 20% of total pedestrian-related fatalities while those between the age group of 15 to 35 accounted for 33%. Additionally, an increase of more than 100% of fatalities was recorded for the age group zero (0) to 14 during the period under review compared to 2021, with Khomas and Oshana region recording 29% and 21% respectively. The MVA Fund would like to urge all motorists to play their part in the #SlowDownAndSaveLives campaign by driving safely around residential neighbourhoods or other areas where children are more likely to be present such as, playgrounds and shopping malls, taking into consideration children's fickle nature.
Moreover, as much as it is imperative for motorists to be responsible on the road to elude preventable injuries and fatalities, parents, guardians and family members too have an obligation to ensure that children remain safe on the roads at all times by: a) Always accompanying minor children when they cross the road b) Reminding them to rather walk, than run when crossing or using the road c) Discourage children from playing in the street d) Encourage save crossing at demarcated pedestrian crossings and avoid jay-walking at all times. Furthermore, parents and guardians are reminded to be extra vigilant and always ensure that children are properly secured in a car seat, booster seat, or seat belt every time you drive. Let us preserve their excitement, by ensuring that our roads don't become a death trap to cut their future short. MVA Fund wishes all school going children a safe, warm and relaxing holiday. 32 Shack Dwellers move into their homes Sharlien Tjambari
A total of 32 beneficiaries of the Shack Dwellers Federation were officially handed their homes by the Minister of Urban and Rural Development (MURD), Erastus Uutoni, on Friday, 17 June 2022 at Swakopmund. Sixteen of these houses were funded by MURD. One house was sponsored by Standard Bank for their nonclerical staff, and 15 others through the revolving fund of Shack Dwellers Fund, which is availed by MURD, Standard Bank, FNB, Pupkewitz Foundation, Ohorongo Cement and MTC/ Huawei. Uutoni said, “I am thus informed that the entire construction process, from bricklaying, digging trenches, laying pipes, transporting sand and the actual building was done by none other than the beneficiaries of the houses we are handing over today. That
is very encouraging and shows a spirit of determination amidst the adversities that we are facing.” Uutoni further said, “this initiative also addresses Government's resolve to provide housing to the needy members of society and to restore their dignity as equals in society. I am, therefore, proud that the business sector has taken on this project in support of the Government's agenda for proper housing for all its citizens.” Uutoni said he have always advocated for all stakeholders to hold hands and work together toward the common good for all. “The Buy-a-brick
housing initiative really pleases me to see how much we can accomplish if we work together and put our resources together for causes that benefit a greater part of society. Our resources as Government will never be enough to address all of our society's needs. Swakopmund Municipality employees demonstrate against corruption Sharlien Tjambari
Disgruntled employees of the Swakopmund Municipality staged a peaceful demonstration against institutionalized corruption, illegal disciplinary policy, recruitment policy on Tuesday, 21 June. The employees marched from the Ministry of Labour, Industrial Relations, and Employment Creation Office to the Swakopmund Municipality to hand over their petitions. Reading the petition on behalf of the employees, Aloysia Kahuika the Namibia Public Workers Union (NAPWU) Representative at the Swakopmund Municipality said, “we are disturbed by the level of institutionalized corruption in Council. Just to put it into context, when we say Council, we mean the 10 Councillors together with the Management. We wrote a letter to you and requested you to review your decision to appoint a second candidate for the GM: Corporate Services and HC instead of the first and panel-recommended candidate but you have failed to deal with the matter almost 30 days after our letter. Our demands are clear: apply and follow the law. If you are not happy with the process; the law will direct what to do next. Implement the recommendation of the Interview Panel.” The employees have warned the Council not to abuse the taxpayers' money for their selfish interests. The employees are accusing the Mayor, Louisa Kativa of having implemented a Disciplinary Policy that is illegal, they say the policy is illegal because it was not vetted by the Attorney General, besides, it is not gazetted. The petition further reads, “we demand that Council drop all the charges against our members because of the Disciplinary Policy which is illegal. We are further disturbed by the fact that the Council is selective in the application of the Disciplinary Policy, only black employees are being charged. That is the racism of the highest order and that must STOP. Going forward, we demand the suspension of the Disciplinary Policy with immediate effect until it is legally compliant.” Concern about students on job attachments who
are being employed as contract workers without following recruitment regulations was also raised, “Job Attachment Students are here for experiential learning. They are here to learn and go and not to take up the job opportunities of our members and the community”, said Kahuika while reading the petition. They say it has become a norm for Council to appoint Job Attachment Students without following the Recruitment Regulations. Employees demand the immediate withdrawal of all the contracts of the Job Attachment Students who were illegally appointed as contract workers. The employees are dumbfounded that the Industrial Relations Officer (IRO) now dictated to Heads of Departments on issues of management. According to the employees, the IRO dictates to Heads of Departments who to charge and who to protect and that is very worrisome. We demand that the office of the IRO be neutral to both the employer and employees. They do not only want to see the IRO when there is a disciplinary hearing, they want to see the IRO during peacetime, giving training on various discipline-related matters. Issues on the grading process, recruitment policy, outsourcing of services to contractors were also raised during the peaceful demonstration. NAPWUS's Regional Coordinator in Erongo region, Richard Kayimbi gave the Swakopmund Municipality 48 hours to respond to the petition. The Deputy Mayor of Swakopmund David Am-!Gabeb received the petition on behalf of the Swakopmund Municipality and said council will seat on Monday to discuss the issue and get back to the workers. The Chief Executive Officer Alfeus Benjamin was also present.

ACC briefs Erongo media In his speech, read on his behalf by the Chairperson of the Erongo Regional Council, Benitha Imbamba, the Governor of the Erongo region, Neville Andre Itope said the annual media briefing is a smart partnership with the ACC in the Erongo region, to show the commitment of the office of the Governor to efforts aimed at raising awareness on issues relating to corruption in the region.

Itope said, “to demonstrate my office's seriousness to combat corruption, earlier this year our office submitted a case to ACC relating to the suspicious misuse of petrol cards of government vehicles and investigations are in progress.” During the briefing, it was established that the ACC experiences challenges and setbacks when it comes to investigating and finalizing cases. Challenges include hostile witnesses, the delay of trials at court, delay or non-response from stakeholders among others. According to Felistas Kavara-Nghwada, an Investigator at the ACC, ACC's Erongo regional office has registered 315 cases since 2012. Currently, they have 74 active cases. These include matters that have not been finalized, matters still pending in court, ongoing investigations, or cases sent back by the prosecutor general's office with further instructions for investigations. Of the 74 cases, 10 are pending the prosecutor general's decision. Kavara-Nghwada said, “during the year 2021/22 we have recorded some successes. We have recorded two successful sting operations, of which, one is still ongoing, in court. Then we have 16 investigations concluded, four convictions, of which one is the case involving a Pakistan national which derives from a rape case where a Pakistan national ended up bribing the prosecutor to give him his passport and probably to get rid of the docket, he was then convicted for both rape and corruption case.”
Two former immigration officials were allegedly also convicted and were fined N$20 000 or an option of five-year imprisonment term, and another was fined N$25 000 with an option of a six-year imprisonment term. Kavara-Nghwada said another conviction involves a Walvis Bay Municipality employee who was sentenced for soliciting a bribe from a public member and the fourth member was a Karas regional council staff member who was convicted for misuse of office, she was soliciting from students of NIMT in Arandis and that is how it falls under the ACC Erongo region office. The identified corruption risk areas in institutions and government departments are in procurement, fuel card misuse, land sales, recruitment, revenue, and traffic. The Deputy Director-General of ACC Advocate Erna Van Der Merwe said corruption requires a multi-faceted approach. Van Der Merwe further said, combatting corruption does not entail investigation only, but education, awareness-raising on conduct that constitutes corruption as well as on the measures to be implemented to prevent corruption are equally important. Van der Merwe is calling on all stakeholders to participate in the fight against corruption, and said it is crucial for regional and local authorities to develop policies and programs that expressly reject corruption and other forms of unethical conduct.

Five-year strategic plan launched Rudi Bowe
The Municipality of Walvis Bay officially launched its five-year strategic plan on Monday, 13 June 2022 at the harbour town. The aim of the strategic plan that was done in-house with the help of the administrative staff and the councillors, is to achieve eight set objectives for the current period until 2026, with an emphasis on transforming the harbour town into an industrial hub. The eight strategic objectives will all be initiated and executed simultaneously with some projects taking longer than others. Some projects will need ministerial approval, while others won't. It is expected that the plan guide council, management and employees to transform the harbour town into Namibia's industrial hub of choice for integrated investment opportunities that will bring about economic wealth and employment opportunities for its residents. According to the strategic plan, council also plans to improve service delivery while at the same time ensuring financial sustainability by increasing its revenue streams through new initiatives and effective debt management. The Acting Chief Executive Officer (CEO) at the Municipality of Walvis Bay David Uushona said that the strategic plan contains eight objectives covering vari-ous areas within the town. Uushona said, “during the election campaigns various promises were made to the people of Walvis Bay. All these promises boiled down to about 63 'promises' to be kept. Keeping this in mind, we deliberated and came up with this strategic plan. Our plan aims to create a conducive business environment, which also includes an improved service delivery strategy to attract investment and increase economic and employment opportunities. “We also, under these objectives, want to provide sufficient service land infrastructure for housing at affordable prices to cater for the needs of our growing population. As you know, housing is one of our biggest challenges,
and we will be ad-dressed it through the strategic plan.”Uushona added that these objec-tives will be monitored over five phases which is initiating, planning and approving, executing, monitoring and closing. “It is essential that we do regular reporting, provide reviewed updates and to identify challenges faced. Reporting on progress will be done through quarterly reports, and the multiple avenues provided for in the communication protocol,” Uushona said. According to Uushona the strategic plan is a flexible working document and the inputs from the community will be appreciated. He also stated that all the information will be shared on the website of the municipality, and regular meetings will be hosted as stated in the communication protocol of the municipality. The mayor of Walvis Bay, Trevino Forbes said that when they came into office, the strategic plan of the municipality had lapsed and that they are now looking forward to the successful implementation, as well as execution of the new plan. Forbes said, “the strategic plan will allow the municipality to be proactive rather than reactive, especially regarding service delivery to residents. In addition, it will give the municipality a sense of direction. Most importantly, it will increase the operational efficiency of the municipality. We can finally claim that we were fully part of the strategic plan, as councillors from all political parties were part of the process that also included some management employees.” According to Forbes this process will allow council to assess with the current situation of the town, while also determining where they want to be within the next five years. “The plan will allow us to
be proactive and give us a sense of direction. There is nothing worse than heading an institution with no direction. However, this plan will guide us in terms of our challenges such as housing delivery and will also allow us to hold administration accountable for the implementation of the plan,” Forbes said. The strategic plan: The first strategy is aimed at creating a conducive business environment, including an improved service delivery strategy to attract investment and increase economic and employment opportunities. Under this objective, one of the initiatives to be tackled is to revise the Walvis Bay urban structure plan and rejuvenation of the CBD. The second strategy seeks to provide sufficient serviced land and infrastructure for housing and businesses, at affordable prices. A significant project to be tackled includes the backyard shacks and Tutaleni decongestion. Strategic objective number three is aimed at transforming the council staff into capable, committed, competent, compatible, compassionate and cost-effective human resources complement. The fourth strategic objective is to ensure good corporate governance through the development of an integrated management information system (MIS) and the revision of internal regulations, policies and procedures. The fifth strategic objective is aimed at ensuring financial sustainability by increasing revenue streams through new initiatives as well as increasing the collection of revenue and effective debt management and cost cutting strategies. The sixth strategic objective will serve the purpose of improving public safety and community resilience through emergency and disaster risk management systems. This will also
look at a new life guarding strategy, satellite fire station establishment and CCTV installation project. The Justice for Animals Trust Re: CrossFit Charity Throwdown for Justice for Animals – Sponsored by Hunter's CrossFit Windhoek hosted its fifth annual Charity Throwdown on Friday 17 and Saturday 18 June at the Hage Geingob Stadium in Windhoek. The event was held to benefit the Justice for Animals campaign, propelled by the Justice for Animals Trust and supported by Na'ankuse Foundation Trust. The event, organised by Brand Brokerage and sponsored by Hunters, was a huge success. More than 130 athletes competed over the two days. And there was plenty to do for non-athletes as well: a beer garden, live music, jumping castles for the kids and much more – to the delight of the attendees. The event raised a whopping N$40 000 for the cause! N$20 000 was generated by the event itself and the Na'ankuse Foundation Trust matched the funds raised by adding another N$20 000 to the donations. The Justice for Animals campaign started in 2019 when Adv Ronel Lewies initiated the project for legislative reform in Namibia. Animals are considered property in Namibia. The Animals Protection Act 71 of 1962 is the primarylegislationconcerninganimalwelfarein
Namibia, and it is some 62 years old. The Act has never been updated since 1962 which led to such absurdities as the maximum penalty for a contravention of theAct being a mere N$200 - irrespective of the severity of the offense. The Justice for Animals campaign advocates for legislative reform in line with international trends. Supporters of the campaign wants a law offers enhanced protection to animals and addresses a wide range of issues previously unregulated orinadequatelyregulated. The Justice for Animals Trust aims to promote and advance animal welfare legislation and animal rights through the legal system in Namibia, including the advocacy, development of legislation and case law, providing assistance to law enforcement agencies and prosecutors in animal law matters, providing a platform to connect legal practitioners with animal law cases, education and training in animal law. Shack fire victims in the Democratic Resettlement Community (DRC) need more help to rebuild their homes. Members of the Red Flag of Commando number seven at Swakopmund, under the banner of the Ovaherero Traditional Authority (OTA) on Saturday, 19 June han-ded over clothes, shoes and bedsheets to fire victims in DRC informal settlement, who lost their belongings to shack fires on 9 June. A total number of 12 shacks were destroyed. During the handover ceremony, Omuingona Uahimisa Kaapehi, the Representative of OTA at the Coast under the Acting Paramount Chief Vipuira Kapuwo, said shack fires have become rampant and a regular occurrence in the DRC informal settlement. He said shack fires will never end until people are provided with proper houses. Kaapehi said, “housing is a basic human need, and everyone deserves shelter and a roof over their head. Until when shall we continue to witness the loss of lives and properties of the poor; What Shack fire victims seen seated, with members of the Red Flag Commando number 7 under the Ovaherero Traditional have our people done to deserve this punishment?” Authority during the handover ceremony Kaapehi further said it is painful how those elected to serve the people are now only serving their selfish interests. “In fact, they do not care about the suffering of our people but their S&Ts and allowances. They have forgotten you, my people, you are on your own. We are here as the Ovaherero Traditional Authority to show you that we care, indeed, your pain is our pain.” The General, Oberst Omuhona Samuel Kavaa, leader of Commando number seven at the coast during his speech said, “injury to one is an injury to all, we heard about the news on the radio and decided to render assistance. This is just our first help; we might bring you more help depending on the help we get. The items you are seeing here were not easy to get, but with the effort from members of the Red Flag and the community, we managed. This is all thanks to the Lord who gave us the strength for us to be here today, for us to open our hands and hearts to present you with this donation today. So, wherever you go never forget to pray.” Ironically, the handover of the items to the fire victims took place on the same day the Paramount Chief of the Ovaherero Community, Advocate Vekuii Rukoro died last year. The shack fire victims are currently using three tents provided to them by the Swakopmund Municipality through the office of the mayor. They are looking into rebuilding their homes and need help, be it financial or materials from anyone willing to render assistance. Shack fire victims

Proper Land Reform Policy Promote Economic Transformation It has been stated that land is the primary source of inequality in contemporary society and in this regard, Namibia is no different. The concept of willing seller, willing buyer a policy adopted by the Namibian government under which those who owned land can sell it on their own will to those who want to buy it on their own will in the open market. The willing buyer, willing seller principle has not delivered results and Second National Land Conference calls to intensify implementing an accelerated land delivery method. The land reform is important from the social and economic viewpoints. From the social point of view redistribution of land and creation of small
farms is important for promoting not only equity or distributive justice but also for increasing efficiency and productivity of agriculture. The rural poor constitute a significant segment of the population. The inverse relationship between farm size and productivity implies that land reforms could raise productivity by breaking less productive large farms into several more productive small farms. If productivity under sharecropping is lower than the owner cultivated farms, then conferment of ownership rights to the sharecroppers will increase productivity and efficiency in agriculture.
The move by Development Bank of Namibia to consider financing land and inputs- agricultural enterprises should be applauded. DBN recognises agriculture as one of the critical enablers to significantly grow the Namibian economy and for job creation. Thank you for a job well done! With job creation, the sector is one of the biggest employers in the economy as it is more labour intensive than other sectors. Notwithstanding the positive impact of the developmental funds introduced by the Development of Namibia in addressing market entry and concentration levels, it is evident that these interventions and remedies alone will not address the issue of persisting high concentration in this sector. Further, as this is the mandate of Agricultural Bank of Namibia, it is important to understand how financing in the sector operates and what the challenges faced are. Therefore, given the fact that Development Bank of Namibia provide financing to farmers to acquire land and inputs the DBN can play an active supplier role by acquiring and supplying these inputs and land to farming enterprises that they can negotiate through coordination of resources. The development in Namibia is guided by the Vision
2030 initiative, the Fifth National Development Plan, the zero-hunger strategic review and the Harambee Prosperity Plan, which all recognize the importance of food and nutrition security and support the Zero Hunger initiative in contributing to Namibia's drive to achieve Sustainable Development Goals 2 and 17. The land plays a central role in the economy. Russia's Invasion of Ukraine Increases Food Insecurity in Africa. The Food and Agricultural Organisation estimates that as many as 13 million more people worldwide will be pushed into food insecurity as a result of Russia's invasion of Ukraine. With Ukrainian supplies cut off, food prices are on the rise across Africa. The food Namibia imports includes various categories of vegetables, potatoes, tomatoes, apples, tea, spices, seed of wheat, maize, roasted, malt, sunflower seed and oil, margarine, prepared foods, bulgar wheat, sweet biscuits and all types of juices and water. Little attention is vested on communal farmers and their indigenous knowledge on food production.
The Zambezi and the two Kavango regions are by far the best options as hubs for food security in Namibia. This whole dependence on South Africa and other countries for everything, especially food is going to cost us a lot. If our own people, government and whosoever is concerned does not invest on these things soon, we as a nation will be labelled as the begging nation. The government should first focus on land reform and make it part of its agenda. The potentials of improving the economic situation of Namibia if the right policies are made and implemented. The Namibian Constitution has been described as a transformative constitution because it was designed to heal the divisions of the past and establish a society based on democratic values, social justice and fundamental human rights, and to improve the quality of life of all citizens and free the potential of each person. Land provides sustenance for current and future generations, it is connected to spiritual beliefs, traditional knowledge and teachings, it is fundamental to cultural reproduction, moreover, commonly held land rights reinforce nationhood.
Land reform is a major means of attaining the goals of social justice and economic progress in Namibia. It is critical not only in terms of providing historical redress for centuries of settler dispossession, but also for resolving the national democratic revolution in Namibia. Therefore, addressing the Land Reform matter will not erode property rights, but will instead ensure that the rights of all Namibians, and not just those who currently own land, are strengthened.Furthermore , agriculture sectors have to become more productive by adopting efficient business models and forging Public-Private Partnerships. And they need to become sustainable by addressing greenhouse gas emissions, water use and waste. The risks malnutrition, hunger and even conflict. Without stable and long-lasting food security, there will be a continued negative effect on human capital and this will raise government fiscal costs, with negative consequences on government public spending. This will also lead to stagnated economic growth in the long term. Thus, food security is central to both short- and long-term economic growth and it needs to be a central part
in a larger cross-sectoral strategy at the national, regional and global levels. To this end, land reform is a much more complicated process than realized by the general public, and also the majority of politicians. It is an involved process requiring much in terms of finance, intellectual manpower, organization, planning and execution. It requires serious research into the whole process, something in which the Namibian bureaucracy unfortunately does not appear to be interested in. Therefore, the process also needs some understanding and sympathy in the international arena. Ultimately the main requirements are perhaps comprehension and the political will on the part of policy makers, coupled with commitment and perseverance on the part of those who have to do the job. Local athletes make a mark Sharlien Tjambari Six Namibian athletes, including three from the coast, will leave for Germany in September this year to further their sporting careers. The three athletes from the coast are Queen Gam-Khaises, Jonas Moses, and Dwyane Ludwig. Five years ago, Finkeldey started an exchange program with the Allgemeiner Sports Club Göttingen (ASC) to introduce local athletes to the international sports arena and to also send Namibians to Germany for one year in sports development. This year, for the first time, Finkeldey is sending six sports individuals to Germany, three from Windhoek and
Ongwediva and three from Swakopmund. Finkeldey said, “these are the future trainers of Namibia, Queen started with me about seven years ago as an athlete and is now a qualified personal trainer. She is going to Berlin, Germany to play rugby and be a junior coach for rugby.” Jonas Moses is going to Hannover, and is also an athlete of the Athletic Development Club (ADC). He is a junior coach and a trainer. Dwyane Ludwig, a very fast sprinter in Namibia, is also a qualified coach with ADC and a trainer. Finkeldey congratulated the athletes on their achievement toward a bright international future in the sport field.

The Financial Planning Centre (FPC) sponsored, 2022 Namibian Closed Squash Champions, recently hosted by Buccaneers Squash Club at Walvis Bay, was won by Chantel de Gouveia from Walvis Bay and Max Enjala from Windhoek in the women's and men's sections respectively. Max Enjala from Windhoek beat Danie Greeff from Walvis Bay 3-2 in the men's final to be crowned the 2022 Namibian Closed Squash champion. In the third place was Brandon Grane after a good win against Emil Dorgeloh, both from Walvis Bay. Chantel de Gouveia from Walvis Bay had a good win against Carla Venter to be crowned as the women's champion. Michael Truter from Windhoek was the winner for the plate section.

Gilchrist dominates MX Rudi Bowe Young Moto Cross (MX) racer, Liam Gilchrist from Swakopmund, dominated all three divisions during the third leg of the National Moto Cross Championships on Saturday, 18 June at Swakopmund. More than 50 MX racers participated in various classes, which included the Kiddies Division, the first ever Ladies' Division, Veterans class, Clubmans Class, Open Class and King of the Dirt. Then

The long-anticipated 8 African Tug of War Championships will take place in Swakopmund next weekend, from 30 June to 2 July, at the Vineta North Sports Grounds. The championship was supposed to take place in 2020, but due to Covid 19, the event had to be postponed. This year the Namibian Sport Commission gave a go-ahead. Training Courses will be on 29 and 30 June, and the competition kicks off from 1 to 2 July. In 1999, Namibia became the first African country to host the Oceanic Tug of War Championships in Swakopmund, where Namibia ended up in 3rd position. Tug of War is a sport that directly puts two teams against each other in a test of strength. The Tug of War International Federation (TWIF) organizes World Championships for national teams, bi-annually, for both indoor and outdoor contests, and a similar competition for club teams.
According to Buttons Heyns, a Namibian Tug of War Representative, currently, there are 73 countries in the World affiliated with the Tug-of-War International Federation (TWIF), 13 of these countries are African countries. The African Championships consist of two components-an African “Open” Club Championships where any club of any country can participate; and the African Championships itself, where the national teams of the respective countries compete. Heyns confirmed that the following categories will be participated in (in BOTH the African Club Championships as well as the African International Championships): 640 kgMen, 520 kg Ladies, 580 kgMix (4 men, 4 ladies), 720 kg Men, and 560 kgLadies. The competition will be adjudicated by TWIF Officials as well as Grade 1 Officials from the participating countries. It is further planned to conduct a Coaches
course as well as a Judges course on 29 and 30 June 2022 prior to the competition. The following countries allegedly have already expressed their intention to participate: South Africa, Zimbabwe, Zambia, Kenya, Nigeria, Cameroon, Uganda, and Lesotho National Defence Force. A total number of participants in the region of 150. Heyns said,”we have various clubs that also entered the competition from different countries: Kimberley Pirates, Breerivier, (SA), GBZ, Glow Petroleum, Exide, JZ Moyo (Zimbabwe), City of Windhoek, and a Cameroon Club.” Heyns further said, “it is the intention of CPTP and the newly formed TOW Federation to focus the attention of the public and schools on the great sport of TOW. With this competition, we have a platform to do exactly this. With the right partners, our aim is to develop the sport within the school fraternity, as wide as possible.”
