A media statement says, prior to deployment of the SEOM, a pre-deployment assessment mission was undertaken by the SADC Electoral Advisory Council (SEAC) to ascertain the readiness and preparedness of the country in holding the elections. Based on the foregoing, the SEOM was launched on 10 November, by South Africa’s Maite Nkoana-Mashabane

(MP), Minister of International Relations and Cooperation, and Head of SEOM to the Republic of Namibia. To date, the SEOM has deployed 95 observers constituted into 23 teams in all the 14 regions of Namibia. Usakos' Hakhaseb settlement

According to the town’s Mayor, Mr Gustav Hoaëb, the housing backlog in Usakos is one of their biggest challenges, with many people still living in shacks. He commented that the Town Council did apply to be part of the Mass Housing Scheme, as they have more than enough land available for this venture. However, the “bigger” cities and towns seem to get preference, but the Mayor is positive that this development will

The Government’s Mass Housing Project is making waves all over the country, with many low and middle income residents now being able to afford a house of their own. Today marks a historic day in Walvis Bay, as the first official handing-over of ±80 houses from the Mass Housing Project will take place. President Hifikepunye Pohamba will hand over the keys of these houses to the first beneficiaries. This ceremony will take place in Kabeljou Street, Kuisebmond. Meanwhile, the town of Usakos is still awaiting response from the line ministry in order to also benefit from this project.

polling processs, especially with the final counting, tabulation and announcement of election results. The delay in the counting and announcement of results as experienced in the elections of 2004 and 2009 will be something of the past. Most importantly, every vote cast will be counted as there will no longer be spoilt or rejected votes.” The ECN will deploy a total of 2 080 EVMs for the Presidential elections and the same number for the National Assembly elections across the country. A comprehensive first level check was executed on all the EVMs by the Bharat Electronic Engineers in the presence of political parties to ensure that all components were functioning properly. A total of 31 engineers from Bharat Electronic, the Indian State-owned company that manufactured the EVMs has also arrived in Namibia. The engineers will be strategically deployed in the various regions to provide high-level technical support. The entire national voters roll will be loaded on each voter verification device with all the biometrics and biographical data of the voters. This technology allows faster verification of voters and will immensely shorten the time voters have to spend in queues and inside the polling stations. Furthermore, all voters who cast their votes at Walvis Bay and Lüderitz, as well as

at Namibia’s foreign missions abroad on Friday, 14 November, will be marked ‘voted’ on these devices and therefore will not be able to vote for a second time. “The technology thus enhances the ECN’s ability to detect fraudulent voters with a view to uphold the OneMan (Woman)-Vote-Principle. In addition to that, using the voter verification devices will also enable the ECN to produce more accurate data for example on voting trends based on gender and age as well as voter turnout at various polling stations on polling day as well as in the post-election review period for statistical analysis.” The ECN will operate a total of 1 255 fixed and 2 711 mobile polling stations, totaling 3 966 across the country. Similarly, the ECN will deploy 1 255 fixed teams and 825 teams to serve the 2 711 mobile stations, making a total of 2 080 teams across the 121 constituencies nationally. President Hifikepunye Pohamba will also be stepping down as President for this term. Nampa reports that he yesterday bode the Traditional Authority Leaders farewell. Pohamba said he would get out from State House straight to his village, Okanghudi. He also said that he would have three months to coach the soon-to-be-elected President. Environmental Fund reaches out Piquet Jacobs

The Walvis Bay Municipality Environmental Fund has again donated funds to projects aimed at improving aspects of the local environment. The Environmental Fund was established in 2003 in order to finance local activities and initiatives that facilitate the proper management of the environment and natural resources within the territorial jurisdiction of the Municipality of Walvis Bay. The fund further aims to provide financial support through grants to environmental management activities in the form of projects identified by the community, municipal staff and stakeholders, institutions and the general project. The fund is budgeted for each financial year by the Municipality of Walvis Bay. Project proposals are submitted on a yearly basis by invitation through the media; only projects within the territorial jurisdiction of Walvis Bay Municipality are considered. Each project proposal is considered on merit. In 2013, more than 15 projects have benefitted

from this grant. The recipients benefitting this year, are Walvis Bay Bird Paradise, the Namibia Dolphin Project, Young Achievers, Walvis Bay Branch and Let’s try it: Urban Agriculture Garden Project. Walvis Bay Bird Paradise, which runs guided bird walks, received a grant of N$3 030 in aid of purchasing binoculars. A grant amount of N$9 000 was awarded to the Namibia Dolphin Project, a research and conservation project focusing on whales, dolphins and turtles in Namibian waters. The grant will cover expenses relating to a community outreach

programme. Young Achievers, Walvis Bay, received N$15 000 towards their solar jar project: an innovative solar-powered lighting device which provides reading light and is considered much safer than candles. By extension this solution could help reduce shack-fire incidents. The group is a platform aimed at bringing together the youth to discuss matters affecting them. The Let’s try it: Urban Agriculture Garden Project was awarded with N$30 000, for the preparation of soil on land they acquired to expand their gardening project.

Hy was Elrico Elton Nauiseb. Volgens ‘n betroubare informant in Karibib, wat verkies om anoniem te bly, was ‘n kers die oorsaak van die brand. Die bron noem dat die seuntjie alleen in die hut van ongeveer 6 vierkante meter gelaat is, terwyl die volwassenes in die huiseienaar se woning televisie gekyk het. Die brandende kers is sonder toesig in die plakkershut gelaat en

dit het tot die tragedie in die dorp se Usab nedersetting aanleiding gegee. ‘n Verbyganger het blykbaar die vlamme opgemerk en alarm gemaak. Met die brandweer se aankoms op die toneel, was dit reeds te laat om die seuntjie en die plakkershut te red. Drie plakkershutbrande is die afgelope jaar in Karibib aangemeld, met twee

Truck drivers speak out

Long distance truck drivers stand accused of slowing down traffic, driving irresponsible and are the cause of many road accidents. This allegations are unfounded and putting a negative stigma on these men and women, say some of them. The newspaper caught up with a group of long distance truck drivers at Usakos and wanted to learn more of this very important job and also the challenges they are faced with. The group's spokesperson “George James”, noted that one of the main challenges on the B2 highway is the road's narrowness. He expressed their appreciation for the current road constructions, which will see

double lanes becoming a reality in the not so distant future. The fact that no Truck ports are situated on the coastal roads is also of big concern to theses drivers. According to Mr “James” they have to drive all the way from Windhoek to Swakopmund, where the first Truck port, following the capital city's is located. “Some of us are driving from South Africa and even Mo-

zambique and need to get a good night's rest, a shower and nutritious meal to keep us awake an alert at all times,” says “James”. This, however is not the case, as the drivers have to pull over alongside the road, or at open parking areas in towns, putting themselves and their cargo in jeopardy. When the namib times caught up with them, the truckers were parked at an open space opposite the Engen

mind that we work on deadlines to deliver our goods and that these merchandises' delivery is vital to the country's economy. We leave our families

behind for months at a time in order to provide for them and also to the benefit of consumers in different countries,” the truckers commented.

Their advice to other truckers and road users in general is to try and keep patient and obey the rules of the road.

Another remarkable year for Henties Bay Sharlien Tjambari The Municipal of Henties Bay conducted a special elective council meeting for 2014 last week Thursday at the Council Chambers. The purpose of the meeting was to inaugurate council members for the year 2015. Councillor (Ms) Aila Maria Haufiku was re-elected as the Mayor of Henties Bay. She has served as Mayor for two years and next year will be her third year as Mayor of the coastal town of Henties Bay. The Deputy Mayor of Henties Bay will be Councillor (Ms) Willemina Mapanka who took over from Councillor Anna Hamutenya. The Members of the Management Committee are as follows, Councillor Michael Skini, who was re-elected as the Chairman of the Committee, Councillor Abel Iipinge, Councillor Anna Hamutenya and the additional member is Councillor Gisela Cramer. In her speech, Haufiku narrated that 2015 was going to be a remarkable year of democracy in Henties Bay; she also said that her team's main focus would be to maintain better living standards in Henties Bay.

Recovering uranium price observed with caution Marshallino Beukes Following the rise in the uranium spot price, which was announced earlier this month, Rössing Uranium's Managing Director, Mr Werner Duvenhage, commented that the mine “remains cautious on the sudden spike in the spot price, as in their view the market fundamentals do not support this price level yet.” Rössing adopted a curtailment strategy earlier this year, which focuses on producing uranium solely for its long term customers. Pricing on these contracts are mostly priced off the long-term price curve, which still remains higher than the current spot price, Duvenhage remarked. According to him there is no short term impact of the spot price upturn for Rössing, as it currently has no exposure to the spot market. Areva Namibia's Managing Director, Mr Hilifa Mbako, said that the rise in the uranium spot price signifies a positive return to normality in the uranium market. “The demand for uranium is strong and it is growing. If you take into account that 72 new reactors are currently being built, the future looks promising,” was Mbako's opinion. On a question regarding the long- and short- term implications of this welcome spot price hike, he informed the namib times that the Trekkopje Mine will only start-up once a steady and favourable uranium spot price has been reached. “We remain optimistic. A rise in the uranium spot price is good news to all in this industry but at the same time, one should understand the uranium supply chain,” Mbako further commented. He however warns that there is no "guarantee" when it comes to market and price predictions.

Du Plessis resigns as GM Tetelestai Mariculture (Pty) Ltd has confirmed that Henning du Plessis, General Manager of the company has resigned his position.

“He will stay on as a consultant at the company, whilst pursuing his private interests full-time. The position of General Manager of the oyster operations has been advertised.” Tetelestai is an oyster producing company based in Walvis Bay, part of the Namsov Group. They supply fresh and frozen oysters under the brand name Tetelestai to regional markets and markets in the Far East.” Tetelestai is located in the aqua park situated in the sheltered bay of Walvis Bay and in Patrysberg, an open ocean farm.

Caught redhanded Piquet Jacobs

Five men were caught in the act on Sunday, harvesting many more limpets than the allowed permit quota. Langstrand Neighbourhood Watch was contacted by residents alerting them about five men harvesting drumfulls of shellfish. When the neighbourhood watch arrived they caught the men redhanded with three 25ltr paint drums filled with limpets. When questioned, they

led the team to their employer’s home, who apparently had given them the orders to illegally harvest the shellfish. A Fisheries official was called in and accompanied the employer to the Police Station for the necessary penalties.

Pretorius has three criminal cases against him. He has been accused of assault against Mr Cornelius Vermeulen, also for the release of a vicious dog and for alleged kidnapping and assault involving three minors that according to him, wanted to steal his dogs. In the latest court proceedings Pretorius was released on bail to the amount of N$3 000 and the State presented that the case of the dog attack on a minor and the Vermeulen assault case will be handled today. On 30 August, Pretori-

us, along with his girlfriend Sandra Riobo (18), Curven Nathan Vries (21) and Andre Ashley Januarie (20) were arrested for allegedly kidnapping and assaulting three minors. According to Pretorius these minors had strangled one of his dogs ‘Micklo’. They were released on bail to the amount of N$2 000 each. With the court case not finalised yet, another incident occurred regarding Pretorius’ dogs. Later, a nine-year old boy was attacked by Pretorius’ dogs after

someone allegedly opened the gate on purpose while Pretorius was not home. Vermeulen allegedly visited Pretorius’ house the following day, which resulted in a call to the police for assistance. Pretorius was arrested two days later and charged with assault on Vermeulen after he and a friend had allegedly trespassed on Pretorius’ property and had hit Pretorius at the back of his head. He was released on bail to the amount of N$3 000. The case continues.

Kuisebmond Old Age Friday was a memorable day, both for Krönlein Primary School in Friday. The plight of a school that, after forty years does not have a hall, made a huge impression on the company’s board of directors when the situation

The Dolphin Project of Walvis Bay is one of four environmental projects that have benefited from the Walvis Bay Municipality’s Environmental Fund. But, the research team of the Namibian Dolphin Project is still worried, because no money to monitor the dolphins, has been made available yet from Namport, or construction companies at work in the harbour. “The common bottlenose dolphins found along Namibia’s coastline should be considered quite an important population and are locally threatened by coastal development, construction and shipping; big challenges faced daily by the small, isolated, precious, community of common bottlenose dolphins of Walvis Bay. Currently, there are only around 100 animals in the population. We are concerned for their long-term welfare and capacity to cope with these challenges,” says project leader, Dr Tess Gridley of the University of Pretoria and the Namibian Dolphin Project and Sea Search. They are conducting research on the dredging being done in the harbour of Walvis Bay, as they fear that noise from the development of the harbour may block the dolphins’ communication signals, making it harder for them to com-

municate with each other. “There is considerable construction planned for Walvis Bay now and into the future. The major issues that have been highlighted with this are pollution, habitat degradation and habitat removal. The possible impacts can be summarised as follows: - Broad band noise - most energy concentrated at low frequencies -under 1 kHz. - Increased sedimentation which in Walvis Bay could impact the lagoon area but this is being monitored carefully. - Contaminant re-mobilisation - increased pollution as contaminants re-enter the water column. - Effects on prey species - resulting in less food or contaminated food sources. - Increased food availability - positive effect.” She says it is unlikely that sound from dredging will cause any hearing injury to whales and dolphins

in Walvis Bay. Dredging activity and transport of dredging materials could cause displacement of whales and dolphins, though, from key habitats, and thus more likely cause behavioural changes. The container terminal and other planned developments in Walvis Bay are in the key bottlenose dolphin habitat. Therefore they are concerned about habitat loss. “It should be noted though that dredging has been ongoing in Walvis Bay periodically for many years and the dolphins may well be habituated to any sound generated. Turbidity generated during this process is being closely monitored throughout the construction of the container terminal. ” The team suggests careful monitoring throughout the construction process with a designated Marine Mammal Observer, to watch the behaviour of dolphins in the vicinity of the dredger

and construction areas. It is believed that sensitive individuals, such as bottlenose dolphin mothers with calves, may use the bay less frequently if disturbed too much. Other individuals, such as young males, may be less obviously affected. Therefore it’s important to conduct studies using photo-identification to look at individual habitat use and track the movements of individuals. Research has been conducted in Walvis Bay on the bottlenose dolphins since 2008, but the Namibian Dolphin Project is reliant on small grants and charitable donations to conduct its research, which causes a standstill when funds run low. Several large grant applications to conduct monitoring work of the dredging activities and other construction activities were not successful. The Dolphin Research team is still in need of

more funding to continue its research, specifically to investigate the amount of noise generated by these activities and to look at the genetic profile of the bottlenose dolphins. “We are studying the vocal behaviour of the dolphins and have recently published on their findings, we will continue this work to look at how sounds affects the vocal behaviour of bottlenose dolphins in Walvis Bay,” Gridley added. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. Daar gaan byna nie ‘n dag verby of hierdie vergrype verskyn in die pers nie….. En diegene wat nie ‘n Swapo kaart dra of openlik meedoen aan demonstrasies vir ‘rallies’ nie, tel net mooi NIKS. Hulle vorm nie deel van die “people’ nie. Die people bestaan net sover dit die ‘vuis ten hemele’ demonstrerendes aanbetref. Bank Windhoek Arts Festival to bring exciting entertainment to the Coast Swakopmund will be bustling with exciting, entertaining and family fun-filled performing art productions during December 2014. Holiday revellers in Swakopmund, Henties Bay and Walvis Bay can look forward to quality, Namibian, art productions such as ‘Genadendal’, ‘Race’, a Wine Expo and various musical concerts, presented by the Bank Windhoek Swakopmunder Musikwoche. “For the last five years the Bank Windhoek Arts Festival (BWAF) has brought various quality art productions to Swakopmund during December. We again decided to shift the focus of our December 2014 Arts Festival programme to the coast, as many people flock to the coast for the festive season and they have more time to attend the shows and appreciate quality art”, said Riaan van Rooyen, Head of Corporate Communication and Social Investment at Bank Windhoek. The BWAF and Aldo Behrens, Consultant of the BWAF, present a musical fantasy, of which the music is based on Mercy. This theatre production entitled ‘Genadendal’ will be performed on 26 - 29 December, at the Bank Windhoek NPS Kulturaula in Swakopmund at 20:00. Aldo Behrens crafted the story and text, which he based on the lyrics of Prof RK Belcher. Randall Wicomb was commissioned to compose the music for these lyrics and Jo Decaluwe, owner of the Tinnenpot Theatre in Gent, Belgium, was invited to direct the musical. Decaluwe is well-known in Namibia for past performances such as ‘Vincent van Gogh’; ‘Damiaan & Vandaag Geen Hamlet’; and also directed ‘The Defence of Socrates’, with Aldo Behrens as Socrates. Genadendal, a musical fantasy, starts with Peter, standing at the Pearly Gates in dialogue with the

Angel of Death, diarising the latter’s assignments of the day. Their task is constantly sidetracked by a vaguely visible community – on mother earth - singing some heavenly music. Come witness how nature in a far-off desert tampers (and tempers) with voices and melodies, with harmonies, rhythms and incantations – in such a manner that the mandate of the Angel of Death is slightly affected. Do not miss the bells of Genadendal and even those of Jerusalem. Additionally ‘Race’ will also be staged. This play reflects the story of three attorneys, two black and one white, who contemplate whether to defend a white man charged with a crime against a black woman. ‘RACE’ will be performed at the Bank Windhoek NPS Kulturaula in Swakopmund, on 27 - 29 December at 15:00. To start the performances of the festive season, classical music lovers can look forward to the Bank Windhoek Swakopmunder Musikwoche from 16 - 21 December, also at the Bank Windhoek NPS Kulturaula. Permithias, welcome home Sharlien Tjambari Sunday, 9 November was the last day for Elliot Jeffrey Owoseb aka Permithias in the Big Brother Africa house. Permithias was representing Namibia in Big Brother Africa this year.

During an interview with the namib times, Permithias said the Sunday of his eviction was the happiest day of his life; he had much fun but felt relieved that it was “done-done”. When asked what he

missed most about the house, Permithias said he missed being there, “it was a good experience, learning about other people’s cultures and what I miss the most is the Jacuzzi, the singing and dancing”.

Permithias was on the nomination list week after week, and when asked how he felt every time he was saved, he said “It felt intense as an individual you know. The first time I was saved I thought I got

lucky, but the second time I started to realise that I had potential that’s why I have been saved.” According to Permithias, one of the reasons why he went to the Big Brother House was to have fun, entertain and learn about other cultural activities, and of course, the main idea was to win the money. “I resigned from my job as a chef before I went to the Big Brother Africa house because my boss wouldn’t let me go, so right now I am unemployed, but I want to pursue my music career and open a restaurant,” he said. Permithias also said he wasn’t exactly in a relationship before he went to Big Brother Africa house because he knew he had plans to

go there. “I was afraid of what might happen if I had commitments prior to that.” He arrived in Swakopmund on Thursday afternoon last week and received an overwhelming welcomehome ceremony, before he was escorted to his home in DRC.

Walvis Bay Private High School Senior & Junior prize-giving Walvis Bay Private High School paid tribute to their top sport

achievers at the Annual Senior Sports Prize-giving Ceremony. The Namibian Paralympic athlete and medal winner Johanna Benson, the guest speaker, inspired all and briefly recounted how hard sportswomen and men have to work in order to achieve success. Sixty-three learners received full colours for being included in Namibian teams. The focus we give to Sport at our School is one of continued improvement. To succeed, one needs to persist, to take another step, and another, and yet another. In truth, one step at a time is not too difficult‌.. Small attempts, repeated, will complete any undertaking. This year was once again proof that many attempts have been rewarded with great success. Mr Wynand Moolman, the previous Deputy Principal and General Manager: Sport, acted as the Master of Ceremonies and added a special spark to the evening with his humour and experience. Renate Potgieter was named Senior Sportswoman of the year. She represented Namibia at the Japan Shotokan Karate Association (JSKA) World Championships in Italy and was a member of the girls first Hockey team Andrew Moyce was named Senior Sportsman of the Year. He is an avid angler and participated at the Namibian Rock & Surf National Championships. He also represented Namibia at the Goju-Kai International Championships in India in December 2013. He participated at the Regional and the Coca Cola Private Schools Competition as athlete and was a member of the boys 1st hockey Team and the 2nd Rugby Team.

Elizabeth Rossouw won the Junior Sportswoman of the year title. She participated at the Regionals Athletics and Coca Cola Private Schools Competition in Windhoek. She represented Namibia at the Biathle World Tour hosted in the United Kingdom in September. She was also a member of the U/15A Netball Team and won a gold medal in Equestrianism at the National Championships. Henk Rossouw was named Junior Sportsman of the year. He represented Namibia at the Biathle World Tour in the United Kingdom in September. He participated at the Regionals as an athlete. He played hockey for the WBPHS 1st boys' team, Indoor Hockey and is a member of the U/15A Rugby Team. He competed at the Outjo Private Schools Winter Sport Festival as a Tennis 1st team member. The 1st girls Hockey Team was awarded the trophy for the best Hockey team of the season. The 2nd boys Rugby Team was awarded the best sport team for the season with their achievement as league winners! WBPHS would like to thank all BOD members, coaches, medical committee members, teachers, parents, learners and members of the community involved with sport activities at WBPHS throughout 2014 for their dedication and hard work. Congratulations to every athlete, player and participant for the commitment to make sport an integral part of the balanced life you lead as a learner at Walvis Bay Private High School. We are extremely proud of each sportsperson.

Swakopmund Strikers successfully defends T20 Cup

Swakopmund Strikers Cricket Club retained the Cricket Namibia Coastal T20 cup for the 2nd year, consecutively. The final was played between Swakopmund Strikers and Blue Waters cc, Blue Waters won the toss and opted to bat first. They managed to post 112 runs in their allotted 20 overs. Strikers’ opening batting pair, Kerneels Brockman and Pieter Groenewald started off at a blistering pace, which saw them at 68 runs after 5 overs. Brockman and Groenewald both lost their wickets, soon after the 5th over. Wikus Grobler and Sandro Tavares took over where they left off and were scoring boundaries at will. Wikus Grobler knocked the winning runs in style by hitting a big 6 out of the park.

Chrislene Klein-Nienaber (11) a high-jump and short distance athlete from Swakopmund is a young, vibrant girl with ambition and an appetite to be the best she can be in her sport code. Although she is only eleven years old, Chrislene started to compete in the girls under 13 category, around two months ago. In October she won silver and gold medals and also broke a high jump record at a competition in Grootfontein. Earlier this month, in Swakopmund, she was the proud receiver of three gold medals. She is a learner at Private School Swakopmund. Chrislene, her high jump coach, along with 3 other kids were recently invited to participate on 13 December in Parow, South Africa. Following this, they will receive 2 days in-

tensive training from Bennie Schlechter, a renowned high jump coach and trainer. This can make a huge difference in Chrislene’s athletics career. “I met this amazingly talented little shy girl about 1 year ago and recognised an amazing athlete. I have had the privilege to train her now for just over 1 year and she is growing into a leading athlete in Namibia”- this is how Ulla Finkeldey, Swakop Striders Athletics coach, describes Chrislene. Chrislene’s parents would hereby like to request the assistance of the community and businesses in the form of a donation or spon-

sor to help with all the expenses. Any amount big or small make a difference and helps. This is a wonderful opportunity for this young star of the future to develop her athletic

Die Walvisbaai span het teen Julinho Sporting en United Stars, albei van Rundu gespeel en ‘n totaal van ses doele ingeryg. Julinho Sporting was Saterdag aan die ontvangkant, nadat die tuisspan hulle met twee doele teenoor een geklop het. Sondag het Blue Waters die krane behoorlik oopgedraai en hul getroue ondersteuners met vier doele beloon, nadat hulle nuweling, United Stars, ‘n loesing van 4-0 gegee het. Voor die naweek se wedstryde het die kusspan die agste posisie beklee. Dit was egter nie ‘n goeie sokker-naweek vir FNB Eleven Arrows nie, nadat hulle albei hul wedstryde teen die twee Rundu spanne, op hul tuisveld, verloor het.
