Young ones treat senior citizens

For Swakopmunders and regular visitors to the coastal oasis it was good news that a ‘new Strand Hotel’ would arise on the spot where those of old had been such an integral part of life, and where visitors, friends and families made so many fond memories over decades. To replace an icon, a beloved Bladsy 13 beacon in this town with its “significant, clearly defined, historic and authentic building heritage, ” as one of Namibia’s most respected architects, Kerry Mcnamara, has once put it, would certainly prove not to be an easy task.

of the proud architectural heritage. But, after multiple schemes of the concept – some with several revisals - and several contractor challenges, including a short bricklayer strike, and a shortage

of skilled labour against the background of a robust economy and a high demand in the construction sector, the dream that O&L Leisure Hotels & Lodges envisaged for Swakopmund, finally took shape.

Erhard Roxin, principal at Erhard Roxin Architects, and the architect of Record, shared his thoughts and feelings about the process. “Swakopmund faces the harshest climate: wind, mist, dust and rust.

This hotel has to cater for the local community, tourists and business people. The successful concept of the design is that it serves all walks of life. It is the conciliation between the present and the past, be-

tween interior and exterior spaces, between Namibian and foreign guests. The Strand Hotel Swakopmund, with its restaurants at the Mole, will become the central meeting place in Swakopmund again, it will Continues on page 2

ACC investigating top Walvis Bay Municipality officials Marshallino Beukes The Anti-Corruption Commission of Namibia yesterday confirmed that some high-ranked officials at the Walvis Bay Municipality are currently under investigation. The nature of this investigation can however not be made public yet, as the investigation is at a sensitive stage. When asked, earlier this week, if he could confirm or deny allegations that this was the case, the municipality’s Manager: Public Relations & Customer Service, Mr Kevin Adams commented via email that confirmation should be obtained from the ACC. Meanwhile, eight individuals on supervisory or management level at the Walvis Bay Municipality have retired (four of whom are over 60 and the rest between 55 and 60) over

the last three months and members of the public voiced their concern in this regard. According to Adams all the individuals were within their rights – in accordance

with their relevant pension schemes – to retire. “It is therefore not an unusual situation, which would also apply to other resignations as people’s circumstances would dic-

tate.” He went on, explaining the procedure which is followed when a position becomes vacant at the Municipality. According to him such position is adver-

tised and applications are scrutinised, as to whether applicants meet the requirements or not. The Human Resources Division will then compile a list of candidates who

meet the requirements. This list is forwarded to the relevant Department to shortlist candidates, who will be interviewed. The Department agrees to have interviews on a cerContinues on page 2

is being sculptured in every single detail.” And that has been the case with each and every of the thousands of elements and concurrent processes involved. An opening dream team will manage the new Strand Hotel. At a visit to the pre-opening office at a later stage, stacks and stacks of applications were waiting to be processed. “The company engaged Namibians living abroad, through their ”Coming Home Campaign” on a special website, and widely distributed throughout the world using social media, all relevant hospitality job portals, blogs and facebook pages, PR newswire and eTurbo News. As Thomas Müller states, “We had a phenomenal reach. When the campaign was launched, in just 24 hours, the O&L Leisure Coming Home Campaign (http:// www.ol-leisure.com/cominghome) gained some 2 million impressions globally and reached some 180 000 people. 7 123 engagements (likes, shares, comments) have been registered and more than 1 171 people visited the landing page. By today some 120 applications/ registrations have been received so far. Applications streamed in on the Coming Home Campaign from all over the world, Asia, Europe, the Americas and the Middle East. “In our overall recruiting for Strand Hotel Swakopmund we have received more than 10 000 applications to all positions offered. More than 5 000 have been handed in personally at the Strand Hotel Swakopmund pre-opening office. But interviews have already started months ago. Senior positions, such as General Manager, Executive Assistant Manager, Executive Chef, Training & Quality Assurance Manager and HR Assistant have been working for months already” says Müller. “These Senior positions have been doing interviews with their potential team

members, to create their own team - from the senior position, to the head of department, to the supervisor and the general staff in segments. Each department is being structured and organised, thousands of standard operation procedures have been developed and put in place to start training the team members. “If you don’t have your standard operation procedures, there is no basis to train on” explains Training & Quality Manager Amalia Boshoff. “All new team members will also attend the O&L ‘World at the Strand Hotel Swakopmund’ - a 3-day interactive workshop run by the O&L group’s chairman, Sven Thieme, personally every month for a group of 50-80 employees, to transfer the O&L group’s purpose ‘Creating Future, Enhancing Life’ as well as our values, or in short, to transfer the O&L culture and philosophy to every single employee. Now we combine it with our FLAG program as part of our 4-Phase Softopening. FLAG means ‘Feel Like A Guest’. We actually split the 235 new employees of the Strand Hotel Swakopmund. While one group checks in as a conference delegate and enjoys the rooms, the restaurant and other facilities and being a conference delegate, the other part of the team is serving their colleagues. Then the teams are swopped. This way we make sure all employees can actually feel, smell and inhale the Hotel and its sense of place to be able to communicate the uniqueness of Strand Hotel Swakopmund to all our guests with passion and pride, she says. “The Company’s mission is to offer its guests warm Namibian style Hosting, a true sense-of-place in all it does and an inspirational sojourn. To achieve this aim its mission is to develop passionate team members to Host all visitors as if they were their own guests and to constantly enhance their skills and knowledge in the Hotel Industry.”

A Phoenix Rising

The Strand Hotel executive focus group at work While the dream team is taking shape, so is the majestic hotel, before the eyes of the Swakopmund community, and every visitor from near or afar. Sometimes, moving through Swakopmund and its many places of hospitality, one catches a phrase from a conversation, and the tone is usually one of awe and often even pride. Some say the scale of the project of almost N$400 million is mind-boggling. On the website one finds an extensive list and description of amenities and facilities, from “a spa, to a micro-brewery and a beer garden, several restaurants and eateries under which you find a Restaurant and Oys-

ter & Wine Bar with a Sea Facing Terrace and a special and unique feature, a Show-Kitchen where diners sit at a counter watching the Chefs in action. Müller says they have appointed dedicated light, sound and acoustic designers for the public areas to create a mood and sound that fits to the brand of the venue, changes during the day or theme of an event and prevents having unwanted noise, while the light designers create different moods for every single location, depending on the time of the day, and weather, as well as a team of interior designers. From September, five “soft openings” will take place,

whereby every segment, every system and every element will be tried and tested, so that the grand opening on 9 October will ring in a fully-operational, charming, welcoming, and “gemütliches” “non-hotel hotel”, worthy of its place and of the town and its proud, architectural history, of the community, the region and the country it represents. As one architect of note put it: When life goes on at the Mole, and children play, people sit and walk and pass by, and somebody suddenly notices the new Strand Hotel and remarks that it looks as if it has always been there, then you’ll know that the project has succeeded.

Countries requested to manufacture own STBs Mavourlene Gaes The Southern African Development Community members hosted their week long ninth Digital Broadcasting Migration Forum in Walvis Bay that will end today to discuss challenges regarding the manufacturing of Set Top Boxes (STBs) and possible solutions. SADC Secretariat Representative, Dr George Ah-Thew indicated at the meeting that the subject matter regarding the manufacturing of STBs has been discussed on several occasions at the Digital Terrestrial Television (DTT) and the timing could not have been better for the member states to start manufacturing STBs. Dr Ah-Thew urged the SADC countries to start producing the STBs and generate economies of scale in the procurement of

the Set Top Boxes. “Furthermore member states with Conformity and Interoperability (C&I) test centres should collaborate for the testing of STBs so that they conform to certain quality standard and that SADC citizens get the best value for money for these electronic equipment” he said. Reminding the forum about their meeting with the Information and Communication Technology (ICT) in November last year Dr AhThew said Malawi encour-

aged the member states at the meeting to participate in implementing the SADC TV Bouquet by June 2015. “I am pleased that Namibia and South Africa have responded to this call and have set up a test-bed for the SADC TV Bouquet,’’ he added. He further indicated that this was a collective effort as it would not have been possible without the collaboration of other member states providing temporary rebroadcasting rights of their content.

If the latter is satisfied that the process has been fair and the applicable policies have been adhered to, the recommendation is approved and the successful candidate appointed or promoted. “Usually, a successful

candidate is required to give notice of 30 days to his/her employer. Considering the intricacies involved and because of the many role players, the recruitment process usually goes beyond three months,” Adams clarified. He noted that where applicable, other staff members have been appointed to act in the vacant positions. Regarding alleged irregularities occurring at the

sale of erven, the namib times asked Mr Adams to explain how this process works. He explained that erven are only offered to the public through public tender or private transaction sales. On the date of sale the prospective buyer is required to pay 10% of the purchase price and the balance is to be secured within 21 days from this date.

If the buyer cannot pay the balance within 21 days as per the Sale/Lease of Land Policy of Council the sale will be cancelled. According to our sources some of these erven are being sold, but some buyers do not adhere to the Council Policy and months go by, without them paying the balance and nothing is done by the municipality. Another source informed

the newspaper that erven which are advertised or offered for sale, allegedly suddenly become “not available” when inquiries to buy it is done, but after a while it is witnessed that the specific erven was purchased by a developer or other individual. The ACC investigation is almost completed and it was confirmed to namib times that some of the municipality officials were already interrogated.

Küska 'Mafia'-pret in Swakopmund Madelaine Laubscher The Küska week is an annual tradition that started last Friday night and will continue till Saturday afternoon in Swakopmund, under the theme “30 Years Küska with the Swakopmund Mafia.” The kiddies' carnival, namely the Küskika, that took place on Saturday, is basically a children's version of the other shows that are held during the Küska week. “We revealed the new royal couple which will "rule" for a year. The pro-gramme consists of speeches, dances and acts. After the show we opened a games tent for the children's entertainment. We had a successful Küskika once again - it was held for the 27th time this year,” a spokesperson said. On Tuesday night another show was held. According to a spokesperson, Mr Joachim Von Wietersheim, this is the 30th Küska Carnaval held in Swakopmund. “It is a German tradition celebrated between November and February in Germany, however we decided to host it this week so that not

Geniet! En – Küska!!! “Destyds was jou bank – jou bank. Deesdae is alles elektronies. Koud

As jy voor kom, ken niemand jou. Nou vra jy – ek wil vir my 'n nuwe kar wil koop. Of nog beter – as jy jou eie besigheid begin.

As alles klaar is, vra hy vir jou – kolateraal. Nog nooit van gehoor nie. Hy beskryf dit so : Jy sit N$ 100 in my bank end an leen ek vir jou N$ 90 terug. Nou weet ek – toe hulle my laas week bel oor my tjek – insufficient funds – dit was eindlik hulle nie ek nie. Of as jy vra vir 'n beter koers, dan trek hy daai gesig. Julle ken daai gesig. Tye is swaar – jy moet verstaan.

all carni-vals all over the world are celebrated are the same time. The inauguration of Prince Erich 1. Hinter Schloss und Riegel, and Princess Birgit 1. Die Mafiosendonna, took place on Saturday, and they will be representing the Küska for one year. Their duties are to visit carnivals in other cities for networking purposes. The Küska is not for gain, but to give. We support charity organisations, including children's homes, old age homes and various schools. The attendance is always a huge success. We chose the Mafia theme this year as there have always been rumours that Swakopmund has its own Mafia, and since it is our 30th anniversary, we decided that this theme would be suitable,” he said with a twinkle in the eye.

Küska- vreugde

anders kry jy 43%.Küska Schrott: Vielleicht zu gebrauchen??? Inflasie is baie laer as jou bankkoste. Financially I am set for life – provided I die next Tuesday.

Destyds as jy geld wou leen, moes jy by die Mafia gaan leen.

Former Karibib station commander acquitted of theft

A former station commander of the Namibian Police Force (Nam-Pol) at Karibib was acquitted of theft in the Karibib Magistrate’s Court in March this year. Court documents obtained by Nampa on Tuesday indicate that warrant officer Abraham /Goagoseb, now stationed at Keetmanshoop in the //Karas Region, received his judgment from Magistrate Lilian Mbaeva on 19 March this year.

Three more shacks burnt to the ground in Kuisebmond’s Twahangana Street, House no 54 on Tuesday around 20:48 in the evening. According to Chief of Fire Brigade Dennis Basson the fire was allegedly caused by a candle in one

of the shacks behind the house. “The candle was left on the table and when it burnt

out, the table cloth caught fire and that is what we are suspecting may have started the fire,” Basson said.

He added that there were no injuries as everyone managed to escape unscathed.

His bail was re-funded.

/Goagoseb was charged with the theft of N$10 320 from the Karibib Police Station’s tea club between July and November 2004 while he was in charge there. The money was collected from tea and food sold at the police station’s kiosk. After a lengthy trial, the court found him not guilty. When he appeared in December last year, the warrant officer denied stealing the money, saying he was assisting the government when he bought food and put fuel into his private vehicle with money from the tea club. The State argued that /Goagoseb did not officially inform the former Erongo Regional Commander, Deputy Commissioner Andrew Iiyambo that there was no money at the police station, nor did he ask

for permission to use the tea club’s money. /Goagoseb had argued that he did not use the money for personal gain but bought food for prisoners and filled up his private motor vehicle to transport prisoners to court and hospital. He said there was no official transport at the Karibib Police Station for a whole year because the designated vehicle was not repaired on time. The officer said prisoners also did not have enough food and started complaining of hunger. “I did what I could to meet the government halfway because it is my responsibility to make sure that the prisoners are fed and transported. “I never used the money for personal gain. It is so unfortunate that things turned out this way,” he said. LawyerAnnerie Keulder

represented the officer in the matter. The same officer appeared in the Keetmanshoop Magistrate’s court in April this year on a charge of assault with intent to do grievous bodily harm. Media reports alleged that /Goagoseb assaulted institutional worker, Willem Bezuidenhout, after an argument over food. /Goagoseb allegedly threw Bezuidenhout to the ground and kicked him several times after he (Bezuidenhout) refused to give him meat they were roasting at the inauguration ceremony of police accommodation barracks in Keetmanshoop. His last court appearance was on 21 May this year, when the case was postponed to 23 July for fixing of a trial date. NAMPA

He has been in custody since his arrest last year November. Petrus, who was charged with murder, read with the provisions of the Domestic Violence Act, and another count of theft of a fire arm, and possession of a firearm without a license read with the provisions of the Arms and Ammunitions Act, was granted N$4 000 bail. The bail conditions include, reporting to the Kuisebmond Police Station on Mondays, Wednesdays and Fridays. He may not leave the Walvis Bay district without informing the Constable assigned to his case, he may not inter-

fere with State witnesses, and he must hand in all his travelling documents while the matter is pending. His case has also been postponed to 22 July for plea. At the time of going to press, sources close to the deceased alleged that Petrus is indeed in the process of collecting the funds for his bail. The details of the murder was that Alupe died instantly after she was shot in the head, allegedly while the couple were seated in a bakkie at Kuisebmond Beach in Kuisebmond on No-

vember 10. It was also alleged that they were arguing and that Petrus fired two shots. He apparently tried to commit suicide immediately after the incident, but the gun allegedly jammed. He then tried to slit his wrists and was later rushed to Walvis Bay State Hospital in an ambulance. He recuperated and was transferred to the police holding cells under heavy police guard and has been in custody ever since.

Taking skills to the next level

Madelaine Laubscher COSDEF (the Namibia Community Skills Development Foundation), in collaboration with Vision 2030 Focus Magazine presented the COSDEF progress report yesterday in Swakopmund, to put in more effort towards training skills throughout Namibia. The namib times spoke to the executive manager of COSDEF, Mr Jeremy Muller, about their goal. “COSDEF’s vision statement is to be the preferred provider of community skills development training to increase the income-earning capacity of Namibia’s marginalised populations. “We look at unemployed youth, women and low skilled adults. We aim to develop their entrepreneurial and essential skills and to enhance their participation in micro and small enterprises,” he said. Mr Toffy Dube, the managing editor of Vision 2030 FOCUS magazine said

“our magazine is a monthly publication that believes in Namibia’s development through the promotion of relevant information that is within the mutual interests of our nation while promoting youth involvement in mainstream economic development, hence serving as a watchdog for economic emancipation and industrialisation.” According to him the magazine highlights the aims, objectives and redresses the current lack of awareness of the development plan amongst the generality of Namibian citizens, create publicity for many successes already achieved

by the government, and provide focused/planned communication platform to motivate keys players/stakeholders towards achievement of the remaining unachieved objectives. “We got involved with working with COSDEF/ Cosdec because we saw the need to complement their effort towards training and skills transfer by writing what COSDEF is doing towards nation building. It is not everyday where the mainstream media picks up developmental stories that seeks to promote youth empowerment and encourage community to help themselves.

Mr Toffy Dube (middle) with Mr Jeremy Muller (right), presenting the COSDEF progress report We saw COSDEF as one of the institutions that people can be involved with to help educate the nation that one can make a living through using their hands. I hope the publication will go a long way to educate

the nation and the youth that formal through skills development one can a living, hence eradicate poverty. This project was rewarding in that my team and I were privileged to meet young

people who had their lives improved through COSDEF and there are able to take care of their families and themselves. I strongly hope that this progress report will change the perception of people to-

wards COSDEF and community driven initiatives and will embrace community projects such as COSDEF for the betterment of the Namibia.”

As part of the center’s vision, the children are often involved in organising events and volunteering for projects such as collecting clothes and money for shack fire victims. This year they decided to focus on helping the elderly during this cold winter. “We have discovered that these people are very lonely and therefore want the children from the centre to spend the day with them. said Taati Niilenge founder of the centre. The centre started with five children and now has 84 children from Grades 1-9, who come for afternoon lessons. They are taught by five teachers consisting of four Grade 12 graduates and an ex- teacher. The children are now among those who receive best educational awards

The Faith Education Centre in Walvis Bay recently hosted a winter day for the Walvis Bay elderly in the Kuisebmond hall. They served them meals and entertained them, with among others, a brass band. Councillor Benson Uakumbua, deputy mayor of Walvis Bay, had a special message for the day.

from all schools in Walvis Bay. The deputy mayor explained a variety of reasons why this kind of interaction is of importance. “What makes this most special is the fact that we get a chance to see the elderly and the young within the same hall and with the same idea of spending a day interacting with one another. When senior citizens spend time with children they are

reminded of their roles as parents while at the same time they are reminded of the beautiful memories of their own childhood. I would want to point out that this gathering is proof that as a society or community we do not forget or neglect our senior citizens and that we believe that given the fact that they are our parents, although perhaps not biologically, they are our elders and as such worthy of our love, care

and support. The children, too, will get a basic lesson about human biology in understanding right as this time that they will not remain young or children forever, and that, when they grow old in years, they too, will need love, care and support. Furthermore, the children will get a chance to source wisdom from our seniors because as senior citizens you have lived through a variety of challenging life

experiences.” The deputy mayor also encouraged events of this nature within the community as it will remind them of just how human they are and that our society’s strength and development rests on every single individual member, both young and old. The Navy brass band blessed the senior citizens of Kuisebmond, with their music.

Obtaining Fishing Milestone moment for EBH Namibia's Namdock 3 First Panamax docking signals new era for ship repair on the west coast

WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

In October 2013, Elgin Brown & Hamer (EBH) Namibia launched its new Panamax-size third dock (‘Namdock 3’) in Walvis Bay. Now, the company has welcomed its first appropriately sized vessel to the new floating dock, signalling a new era in ship repair for the company and its capacity to service the international market. At 195 meters in length, and with a lifting capacity of 15 000 tons, Namdock 3 has opened the doors for EBH Namibia to provide a service for the Panamax vessel market, which includes container/general cargo ships and tankers. The company celebrated this milestone when the Bold Voyager, a general bulk vessel owned by Navigation Maritime Limited, was docked alongside Namdock 3 on 1st June, 2015. “As the first Panamax-size vessel to be lifted and docked in Namibia, at the only privately-owned floating dock of its size in western Africa, this was a truly ‘milestone moment’ and an occasion to go down in history,” says Hannes Uys, Chief Executive Officer of EBH Namibia.

For Uys, the event represented the fulfilment of the next stage in the company’s vision of becoming the preferred shipyard in Africa. “This successful docking and completed project work amply demonstrate our capacity to handle a vessel of this size. Namdock 3 has opened up a whole new segment of the market for EBH Namibia, and we believe the success of this project will give our other international clients the confidence that our infrastructure and people are more than capable of handling such vessels,” he says. Bold Voyager, which operates in West Africa between South Africa, Namibia and Nigeria, set sail for Cape Town on 12 June, from where she will go to Nigeria for a steel delivery before returning to Walvis Bay for a salt loading consignment. The scope of work, completed in 11 days, included painting and blasting. “With a length overall (LOA) of 185 meters and a beam of 30 meters, the

I am exceptionally proud that

EBH Namibia rose to the challenge with flying colours.” Several enquiries have been made from similar calibre vessels, according to Uys, and the company is gearing up for a busy period as ‘Namdock 3’ comes into its own. “We believe our capacity to service the Panamax-size vessel market gives us a

critical competitive advantage, allowing us to service a broader sector of the market. ‘Namdock 3’ has effectively given EBH Namibia ‘another string to our bow’, significantly boosting our reputation on the west coast as a ship repair destination of choice, and a major global player,” Uys concludes.

Interesting operation draws attention

The namib times has come across divers from Walvis Bay Diving busy with a cable operation on the main beach in Swakopmund recently. Tari Van Der Merwe, diver and skipper of Walvis Bay Diving’s boat gave us more information in this regard. “We are installing new AP (articulated piping) to the fibre optic cable which is laid in Swakopmund. The fibre optic cable is part of the WACS (West African Cable System) which runs from Southern Africa all the way to Europe. Most of the countries have small outlets which run to the shore and supply the country with

communications. The AP consists of 2 halves that simply clip into each other and are secured with SS bolts and lock nuts. One meter of this AP weighs 16 kg. This AP is a form of protection for the cable.” WACS is also the first direct submarine cable to link Europe, West Africa, and South Africa in over ten years.”

‘Reduce, Re-use, Recover, Recycle’

Leandrea Louw A national workshop was held on waste management during an oil spill, from Monday to Wednesday in Walvis Bay. Nearly 40 environmental, planning, transport and logistics, and ocean and coastal experts representing all the key stakeholders of the National Oil Spill Continguency Plan (NOSCP) attended this workshop. The general objective of the workshop was to develop waste management guidelines for Namibia This was a global initiative for Western, Central and Southern Africa.

The Global Initiative for Western, Central and Southern Africa (GI WACAF Project) that was launched in 2006, is a partnership between the International Maritime Organisation (IMO) and IPIECA, the global oil and gas industry association for environmental and social issues, to enhance the capacity of countries to prepare for and respond to marine oil spills. A key innovative feature is to emphasise the promotion of public and or private partnerships for effective oil spill response. The mission is to strengthen the national oil spill response capability in 22

West, Central and Southern African countries through the establishment of a local partnership between the oil industry and the authorities in charge of oil spill preparedness and response at national level. The Project is jointly funded by the IMO and 9 Oil Companies members (BP, Chevron, ConocoPhillips, ENI, ExxonMobil, Marathon, PERENCO, Shell and TOTAL) through IPIECA The GI WACAF Project is based on an effective management system comprising of six goals of preparedness to prepare for and respond to marine oil spills. These goals cover the re-

quirements of the OPRC 90 Convention. The first goal is legislation: a contingency plan, designation of authority, regional agreements to promote the exchange of information and the provision of mutual assistance for oil spill incidents, training, national capabilities and support for participating countries in developing their own national response system. In his opening remarks, Mr Peter Mwatile, Permanent Secretary of Works and Transport, expressed his gratitude to the International Maritime Organisation (IMO) and International Petroleum Industry Environmental Conservation Association

(IPIECA) for responding positively to Namibia’s request to management framework for Namibia. “This workshop is an important component of the process of reforming Namibia’s oil spill preparedness and response system. This reform process is imperative in the face of an evolving oil-spill risk profile and is spurred on by the increasing realisation, both within Namibia, the region and around the world, that coastal States must do more to manage the risk of acute oil pollution better, individually and in cooperation with their neighbours. “Experience has shown that the most time-consuming and costly com-

ponent of a response to an oil spill is often the treatment or disposal of collected waste. The volume of waste generated during and after a major oil spill can often be as much as, or even many times greater than, the volume of oil spilled. This creates serious challenges for the entire oil spill response operation especially the waste management process, and can quickly overwhelm existing infrastructure and disposal facilities.” Mr Mwatile also gave three examples of major oil spills, to indicate how much more waste is generated after an oil spill. “Therefore waste management must be incor-

porated into any oil spill contingency plan and be part of the response strategy right from the beginning in order to avoid secondary contamination and minimise costs. It is also important that response strategies are designed taking into consideration possible technical, logistical and legal constraints as well the general recommendations regarding the management of waste applicable to any pollution, that is reduce, re-use, recover, recycle, disposal, exactly in that order”. He highlighted that it is important to recognise that an oil spill waste management strategy is all the more important

for Namibia because of the special characteristics of its coastline, that it is long, rugged and sometimes bleak and largely uninhabited. It is classified as a protected area in its entirety and it is endowed with highly sensitive biological hotspots. “We therefore view our oil spill preparedness and response system as weak and incomplete without pre-agreed waste management arrangements. This is why I consider this workshop both timely and important.” The workshop ended on Wednesday.

Call to action

The recent exercise to pick up rubbish “along our roads and other areas” has had a noticeable visual impact next to the main road out of Swakopmund. However, should one just look less than a km away from the road it is shocking to see what our desert really looks like. As can be seen from the attached pictures, which were taken AFTER the recent clean-up on the south and north sides of the No-

nidas railway siding, we have a very long way to go before we can pat ourselves on the back. With the coastal winds the windblown plastic bags etc. get caught on our coastal bushes and stay there forever. Very unsightly!

This is all preventable if our Government could just pass legislation (as has already been done some years ago in other African countries including RSA) by enforcing a simple law for shops to charge a heavy fee for each plastic bag handed out or prefera-

Legislation has made a huge difference to the environment of the RSA. I also believe that the Swakopmund municipality can make a better effort at their dumping site to stop rubbish blowing into the desert for km’s on end. What to Do After Being Diagnosed As HIV-Positive

If you’ve just found out you’re HIV-positive, you may feel overwhelmed, fearful and alone. Know that you are far from alone. Countless people and resources are available to help you.

It may help to remember that being HIV -positive is not the virtual death sentence it once was. HIV (human immunodeficiency virus) causes AIDS (acquired immunodeficiency syndrome). But being HIV-positive does not necessarily mean that you already have AIDS. New treatment regimens have turned being HIV-positive into a chronic condition for many people. With a healthy lifestyle and the right medical care, many HIV-posi-

tive people are living long, productive lives. Still, learning that you are HIV-positive may leave you reeling. Where should you turn for help? Who should you tell? What should you do first? Here are a few guideposts to help you through this difficult time. See a HIV/AIDS Doctor Right Away After finding out you have HIV, fear about the future may make it hard for you to take action. But once you know you’re HIV-pos-

itive, see a doctor with experience in HIV and AIDS as soon as you can. Don’t put it off. Your AIDS doctor will run tests to see how well your immune system is working, how fast the HIV is progressing, and how healthy your body is overall. With this and other information, your doctor can work with you to develop the best treatment plan, including when and how to begin treatment. HIV drugs can often slow

or prevent the progression of HIV to AIDS. Left untreated, though, HIV can lead to serious illness and death. Learn What It Means to Be HIV-Positive Information is power, especially when that information can save your life. These steps will allow you to take an active role in your care. • Read about HIV in other sections of this web site. • Seek information from government or non-profit educational

organizations with a focus on HIV and AIDS. • Learn about both experimental and standard HIV treatments, as well as their side effects. • Talk with others who have been diagnosed as being HIV-positive. Seek HIV-Positive Support Services A wide range of people can help provide you with the emotional and physical support you may need to cope with your diagnosis of HIV. Seek the help you need - whether it’s getting a

ride to doctor visits or simply finding a sympathetic ear. Here are some steps you can take right away: • Ask your doctor about local HIV/AIDS support groups. Or, ask for a referral to a mental health professional, such as a psychologist, psychiatrist, or clinical social worker. • Find message boards or chat rooms online. Discuss with your doctor the information you get from these sources. Some are accurate; some are not.

• Find a hotline by looking in the yellow pages of your telephone book under “AIDS, HIV Educational Referral and Support Services” or “Social Service Organizations.” A person at the hotline can provide you with practical advice or emotional support over the phone. They can also refer you to local HIV/AIDS self-help organizations. WebMD Medical Reference

Top ten myths regarding HIV/AIDS Myth No. 1: I can get HIV by being around people who are HIV-positive. The evidence shows that HIV is not spread through touch, tears, sweat, or saliva. You cannot catch HIV by: •Breathing the same air as someone who is HIV-positive •Touching a toilet seat or doorknob handle after an HIV-positive person •Drinking from a water fountain •Hugging, kissing, or shaking hands with someone who is HIV-positive •Sharing eating utensils with an HIV-positive person •Using exercise equipment at a gym You can get it from infected blood, semen, vaginal fluid, or mother’s milk. Myth No. 2: I don’t need to worry about becoming HIV positive -- new drugs will keep me well. Yes, antiretroviral drugs are improving and extending the lives of many people who are HIV-positive. However, many of these drugs are expensive and produce serious side effects. None yet

provides a cure. Also, drug-resistant strains of HIV make treatment an increasing challenge. Myth No. 3: I can get HIV from mosquitoes. Because HIV is spread through blood, people have worried that biting or bloodsucking insects might spread HIV. Several studies, however, show no evidence to support this -- even in areas with lots of mosquitoes and cases of HIV. When insects bite, they do not inject the blood of the person or animal they have last bitten. Also, HIV lives for only a short time inside an insect. Myth No. 4: I’m HIV-positive -- my life is over. In the early years of the disease epidemic, the death rate from AIDS was extremely high. But today, antiretroviral drugs allow HIV-positive people - and even those with AIDS - to live much longer, normal, and productive lives. Myth No. 5: AIDS is genocide. In one study, as many as

30% of African-Americans and Latinos expressed the view that HIV was a government conspiracy to kill minorities. Instead, higher rates of infection in these populations may be due, in part, to a lower level of health care. Myth No. 6: I’m straight and don’t use IV drugs - I won’t become HIV-positive. Most men do become HIV-positive through sexual contact with other men. However, about 16% of men and 78% of women become HIV-positive through heterosexual contact. Myth No. 7: If I’m receiving treatment, I can’t spread the HIV virus. When HIV treatments work well, they can reduce the amount of virus in your blood to a level so low that it doesn’t show up in blood

tests. Research shows, however, that the virus is still “hiding” in other areas of the body. It is still essential to practice safe sex so you won’t make someone else become HIV-positive. Myth No. 8: My partner and I are both HIV positive -- there’s no reason for us to practice safer sex. Practicing safer sex -- wearing condoms or using dental dams -can protect you both from becoming exposed to other (potentially drug resistant) strains of HIV. Myth No. 9: I could tell if my partner was HIV-positive. You can be HIV-positive and not have any symptoms for years. The only way for you or your partner to know if you’re HIV-positive is to get tested. Myth No. 10: You can’t get HIV

NIMT students waiting to be tested at a the namib times/Pepfar HIV campaign day. The HIV/AIDS Media Campaign Workshop, under the theme “Share Your Status with Those You Love” was conducted at the Namibian Institute of Mining Technology (NIMT) at Arandis from oral sex. It’s true that oral sex is less risky than some other types of sex. But you can get HIV by having oral sex with either a man or a woman

who is HIV-positive. Always use a latex barrier during oral sex. Source: WebMD Medical Reference

raak.” Sabine gaan ook tot by haar kliënte se wonings veral wanneer dit vir troues, matriekafskeid of vir enige funksie is. “Ek gaan doen op aanvraag my kliënte se hare by hul huise.

Winter Knights 2015 On 5 June the Swakopmund Round Table organisation was part of a Round Table Southern Africa initiative to collect donations, blankets, warm clothes and food for people less fortunate, who is bearing the winter nights without warm clothes and food.

This initiative forms part of a charity which is being driven across southern Africa, from all Tables. The local Round Table invited local businesses to buy street corners in towns such as our capital, Windhoek, Swakopmund, Walvis Bay and Rehoboth. Round Table encouraged local businesses to brand the street corners to show locals that they take these initiatives serious and that they as a company is serious about helping others. The slogan for this ini-

tiative comes from a recent spokesman for this campaign which said, ‘Help us warm Namibia’ and that was exactly what Swakopmund residents did. We are really happy to announce that we bettered last year's (2014) budget and raised just under N$57 000. With this not only being a money donation initiative we also received blankets and warm clothes. All proceeds will go toward buying blankets and only blankets. We would like to thank

our proud sponsors Alexander Forbes, Bits n Pizza’s, CamelThorn Freight and Swakop Uranium. We are proud to call you our partners! We would like to urge the public, if anyone want to get involve with Swakopmund Round Table between the ages of 18 – 40 to help ensure the growth and sustainability of such a great organisation, please do not hesitate to contact them on hjsteenkamp1982@gmail.com for further info. WALVIS BAY

Jean -Pierre Truter says when they called out his name that evening in April at the Mr Walvis Bay pageant, he could not believe it. Organisers of the Miss Walvis Bay had done something completely different this year, by giving the Walvis Bay guys a chance to ‘‘strut their stuff.’’ Jean-Pierre Truter was the one who won over the hearts of the judges, and was crowned as Mr Walvis Bay. But namib times wanted to know who the person behind the charm truly is, and what his reign has in store for Walvis Bay the next year. “Strangely enough I am a shy guy. The Mr Walvis Bay pageant was a whole different ballgame for me. I never thought I’d actually take part. I’m a model, and my passion is graphic design. I’m an all-rounder at Horizon Signs and Designs. I’m a dad, getting married soon and I’m a photographer. I know that answer is really random but I have such diverse interests and acti-

vities in my life, it might fill an entire page if I had to tell you who I am by the list”, he said with a twinkle in his eye. “I was born in Pretoria in South Africa but I’ve lived in Walvis Bay since I was two months old. No matter where I travel, this will always be our home.” Jean-Pierre is also by 4 minutes the elder of twins. His brother, Jean-Claude Truter, also took home the title of 1st Prince at the Mr Walvis Bay Pageant. On a question about his dreams and goals he said, “My ultimate goal would be that when I die people would stand next to my grave and say, because of him I didn’t give up, he helped wherever he could, he was a great, kind and truly loving man. So, my dream is something I want to do while I’m alive, and the answer to that is, I want to be a helping hand. I know most people

Solar car showcast in Walvis Bay

Photo contributed by UJ Solar Car Sports team Liesl Losper This week the University of Johannesburg (UJ) School of Engineering showcased its uniquely South African solar-powered vehicle. They are currently travelling through

Namibia and then to Botswana. They will

be in Gaberone on Saturday whereafter

they will be returning back to Johannesburg. The team named their solar car, Ilanga II,

which means sun in Zulu. This newspaper was lucky to get an exclusive interview with one of the team members, Bevan De Nobrega while they were showcasing their hard work of 2 years at the Walvis Bay International School on Wednesday. “ I am part of UJ solar, a group that is presently doing the African solar drive, we started off in Johannesburg, we traversed the country all the way through Windhoek and after our Walvis Bay journey we are planning to go around to Botswana as well. We are doing a whole 4 100km loop and we are testing the car everywhere we go and we drive it every day. We aim to do about 300 km a day. With that we are trying to raise awareness and show people what renewable energy is all about and also to show them what we have been working on so hard for about two years,” said Bevan. UJ engineering students have designed and built the solarpowered car which is capable of reaching speeds of 130km/h. “This project is to show the community about maths and science and how they engage people and

teach them what you are capable of if you set your mind on it. I think it is also a valuable lesson to teach young kids so that they will strive and want to do something technologically when they grow up.” The tyres of this solar car appeared very small in comparison to the work it must do and Bevan said, “Basically you just want to reduce the rolling resistance with the vehicle. You minimise the contact area of the tyre on the floor and the only way to do that is to increase the pressure, we pump the tyre to 8 bar. We use a certain type or tyre, which is primarily just for solar cars. It has a thickness between a bicycle and motor bike tyre and it is only 24 inches in diameter. The less rolling resistance you have, the more efficient a car you have.” The main question was actually what happens in the dark? “It has a backup battery. Solar panels charge the batteries so you can decide if you just want to drive on battery or only on solar power or you

can use a combination. If you want speed, you use the battery, for cruising you use solar.” More excitement to look out for is that every two years they have a Sasol Solar Challenge, where for 8 days different solar cars from different universities across the world compete. The race starts in Pretoria and ends in Cape Town and the whole idea is to do the longest stretch in the shortest time,” Bevan concludes, South Africa's renewable energy grid is growing rapidly and last year the country was ranked 10th in the world in terms of solar photovoltaic generating capacity according to WikiSolar.org. Mechanical Engineering Science lecturer and the UJ Energy Movement Programme Manager, Nickey Janse van Rensburg says about the trip, “It's been wonderful to see the great response from industry leaders, academia and scholars in all the towns we are stopping in – all excited to meet Ilanga II.” More on page 29 & 30

MOTORING Photo right: (Standing on the left side) Bevan De Nobrega with the other team members Josè Sequeira, Thato Nkosi, Munyaradzi Hluyo, Nicholas Harvey and Warren Hurter. UJ engineering students have designed and built the solar-powered car which is capable of reaching speeds of 130km/h using "less energy than is needed to power a kettle", said Warren Hunter, Team and Technology Manager of the Energy Movement program.

26 JUNE 2015

The solar panels they use for the vehicle are South African products which the team has found to be more efficient than other imported counterparts as they use sunlight at up to 19% efficiency, which is relatively high, and at lower light quality. Featuring on the photo are students at Walvis Bay International School

The car looks more like a rectangular terrestrial catamaran, and with its orange UJ colours and solar panels with a small glass bubble for the driver, it looks like the kind of vehicle that the first citizens of Mars will one day drive around in.

WIN: The 2015 African Solar Drive Twitter competition: If you spot the Solar Car along the route don't hesitate to upload a photo on Twitter by using @UJSolarCar and #AfricanSolarDrive or the UJ Solar Car Facebook page. Hoffmann outshines shooting champion Ahrens Junior clay target shooting athlete, Oliver Hoffmann, outshined trap shooting champion, Gaby Ahrens at the third national trap shooting trials held at the weekend.

Tuesday said Hoffmann won the first place at the trials held at the Luiperdsvallei

military base shooting range south of Windhoek on Sunday. The 15-year-old Hoffmann won two medals at the South African Grand last month and took the win in the Olympic trap discipline after beating former Commonwealth medallist, Gaby Ahrens in the gold medal match. Hoffmann hit 14 out of 15 clay pigeons in the final to secure the win, while Ahrens managed to score 13/15 hits. She has however managed to make it to the podium at all three trails so far this year. Meanwhile, Gielie van Wyk - the winner of the first two events - broke the Namibian record as well as equalising the African record after recording a score of 123/125 during qualification. After missing two targets in the first round, he did not miss again – securing a perfect 100 in the process, giving him a total score of 23, 25, 25, 25 and 25. Van Wyk could however not keep the momentum in the finals and

was beaten by Hoffmann. He still managed to make it to the podium in third position, with Ahrens in fourth position. The statement said for Ahrens, the tournament was the last competitive shot ahead of the Wo r l d C u p i n Azerbaijan in August. The international showpiece is aimed at preparing her for the African Championship in Johannesburg in November, where she hopes to walk away with a win, thus qualifying for the Olympic Games in Rio de Janeiro, Brazil next year. “I accept my score, and I'm looking forward to intensifying my training sessions heading into the next Wo r l d C u p i n August,” said Ahrens. Meanwhile, winner Hoffmann left for Italy on Monday to participate in a youth training camp focusing on the Olym pic trap shotgun discipline.

Namibia Ship Chandlers De Duine Secondary School put on stellar performances in the u/17 leagues at last weekend's games of the Bank Windhoek Schools Netball Super League. De Duine Secondary School, who were last year's champions in the u/17 B Division, won their first game of the day by defeating Elnatan Private School 32-11. The girls from Walvis Bay then went on to defeat Tsumeb Gymnasium 38-9 and MK Gertze 28-11. The cheering from fans certainly had a positive effect on their performance. The school, however, struggled to make the same impression in the u/19 league, winning their match against Pro-Ed Academy by a narrow margin of 40-39 and achieving a 19-19 draw against Concordia College. Paul Sham and Namibia Ship Chandlers sponsored a somewhat different format last week. We played a better ball Stableford with two hidden multipliers. This format kept the players on their toes as the multipliers holes was only drawn after play. Forty players took on the sorry partner format in nice winter weather. Quinten van Wyk and Richard Davidson proofed that they cannot only play scramble drives games, but also the true golf game.

They played very well on the day and the multipliers also helped them a lot to end on 54 points. Peet Poggenpoel and Bertie Coetzee was close behind and also had some luck on the multipliers with 49 points followed by Heinie Franken and Linda Loots, also on 49 points. Paul could not attend

last Saturday, but in your absence we kept the fires burning Paul. Big thank you for your sponsorship. This Saturday many of our players will be in Swakopmund to play the Swakopmund Open. Good luck to you all and keep it in the fairway. Back home we have the ever popular WBM Flags. See you in the fairway

DIPC in action this weekend The Desert Inn Pool Club will battle it out against the Windhoek Officers on Saturday at the Narraville Club House. This will be their fourth league game, and their second ‘‘at home’’ game. In all four games they have been victorious, as they

have a reputation to uphold, as Defending Champions of the Namibia Billiards and Pool Federation. The team, consist-

ing of Raymondo Plezens, Dudley Smith, Vernon Beukes, Frank Beukes, Howard Brown, Barend Van Wyk, David Van Neel,

John Claasen, Reginald Van Wyk, Albert Claassen, Warren Smith, Clifton Beukes, Anden Benjamin and Graham Mathews, en-

courages everyone to come and support them. The game will kick off at 11:00.

NCCDS hosts winter tournament in Walvis Bay Mavourlene Gaes Nella Catering Cleaning and Deco Services (NCCDS) will be hosting their first ever winter soccer tournament at the Kuisebmond Stadium tomorrow. The following 25 companies will compete against each other for N$10 000, a floating trophy and 20 gold medals. Friday at 20:20 Guan’s Packaging vs Omaulu. 21:30- Sea Works vs Ross-

15:10- Quality Tyres vs Sunset Brokers and Fuard Fresh 16: 20- EBH Namdock B vs Navy A The winning teams from this line-up will then compete at 17:30 until Sunday when the final is going to take place. The team that will make it to 2nd place will walk away with N$5 000 and 20 silver medals and the team coming in 3rd place will be awarded N$2 500. According to Erastus

Petrus from NCCDS, who is also also one of the organisers, the reason behind the tournament is not only to make a name for themselves but also to organise a “never been seen” tournament in the harbour town. He adds that although this is the first time they are organising a tournament, it definitely will not be the last and hopefully by next year the prizes will be bigger and better.
