Fate of suspended municipal officials in the hands of Prosecutor-General 5th year in a row!

Namibia’s Anti-Corruption Commission (ACC) has wrapped up its investigation into the so-called “missing millions” of a Statefunded low cost housing scheme in Walvis Bay. The matter is now in the hands of the Office of the Prosecutor-General for a decision whether there is grounds for the criminal prosecution of four (and possibly more) Walvis Bay municipal officials in this matter. Due to the fact that the municipality of Walvis Bay was tasked to oversee the execution of this low cost housing scheme, the Town Council of Walvis Bay suspended the municipality’s Chief Executive officer, Muronga Haingura, the General Manager of Community Affairs, Agostino Victor, the Manager Housing and Properties, Jack Manale, and housing official Connie Summers when the ACC started its investigation. Allegations are that approximately N$24 million of the State’s funds earmarked for the said low cost housing development are unaccounted for.

Stakeholders praised for speedy reopening of rail line Praise went out this week to the various stakeholders involved in the recovery and clearing operations at the scene of a train derailment at Swakopmund. A freight train derailed around lunch hour on 16 March. A train operator was killed on impact, four locomotives were heavily damaged and at least eighteen railway wagons were also destroyed. Within four days after the derailment, the area was cleared on Saturday (20 March) and the line was opened again for train traffic. The operations included teams of TransNamib replacing the stretch of rail track that was destroyed in the derailment. Thanks to tireless work by both private contractors, emergency services and TransNamib, the accident scene was cleared of damaged rolling stock and the line was repaired and reopened. The first trains already used the line by day end on Saturday.

Deputy Minister of Works and Transport, Veikko Nekundi Namibia’s road network has been rated the best on the African continent for the 5th consecutive year, says the Deputy Minister of Works and Transport, John Mutorwa. The Deputy Minister of Works and Transport, Veikko Nekundi visited Walvis Bay yesterday to launch the second edition of a report on the state of Namibia’s Logistics. In his keynote address, on behalf of the Minister of Works and Transport, Nekundi said Namibians can be proud of the country’s road network. Also the country’s two sea ports (the port of Walvis Bay and the Port of Lüderitz) which has also received several accolades for world-class efficiency and safety. The “Namibia Logistics Plan” was launched in February 2015 with technical support rendered by Japan. According to Nekundi this strategic document provides the roadmap for Namibia to speed up and reach its goal of becoming a viable and successful logistics hub in Southern Africa by 2025. As part of this master plan, regular update in the form of a report on the state of the country’s logistics would be published. The first State of Logistics Report was launched in 2019 and the second edition was launched during a ceremony at Walvis Bay yesterday (Thursday 25 March).

Professionalism of accounting industry key in the fight against corruption The move to review Namibia's Public Auditors and Accountants Act, making it mandatory for accounting practitioners to register with the Public Accountants and Auditors Board (PAAB), is good news for the country, the profession and the public. It also comes at a time when Africa has been declared a free trade area, making it more important than ever for accountants to belong to professional bodies. South African Institute for Business Accountants (SAIBA) CEO, Nicolaas van Wyk, says the proposed change to Namibian accounting regulations is an important and necessary move. “There is a close history between South Africa and Namibia and the two countries have similar legislative frameworks, especially concerning their respective Companies Acts. “To date, only auditors have been regulated in Namibia, which is not sufficient, especially as the auditing process only occurs about

three to six months after the entire financial reporting process. This has led to accounting irregularities and instances of malpractice and corruption. The new law will facilitate comprehensive regulation of all accounting professionals,” he adds. SAIBA representative and TS Advisory Namibia forensic accountant, Lehana Nel, explains that the new regulations are expected to counter corruption in the country, such as the Fishrot scandal of 2019, and address the proliferation of fly-by-night accountants – operators in the industry who do not have legitimate qualifications for the work

they claim they are able to do. “There have been instances where individuals with a mere high school accounting qualification have conducted audits and signed CCs. Currently, there is no legal framework for the regulators to address this type of malpractice and it is one of the main reasons the PAAB is revising the Act. Not only will the new regulations make the falsification of information a criminal offence, but it will protect public interest too.” Notably, accounting professionals in Namibia will now be required to be part of professional bodies such as SAIBA to

ensure the same standards and quality of services are provided and that people and businesses are protected in the event of malpractice. Nel says the benefits of accountants belonging to a body such as SAIBA include support, training and protection. “ It benefits Namibian businesses and the economy too as they benefit from standardised and higher quality services.” SAIBA is the second largest accounting body in Namibia, with about 400 members. Nel works closely with several government departments to keep members up to date, including the Legal Assistance Centre, Business Intellectual Property Authority, Inland Revenue and the Financial Intelligence Centre. Van Wyk explains SAIBA's history in Namibia. “SAIBA was awarded accounting officer status in South Africa in 1987, allowing its members to sign off on financial statements for close corporations (Ccs). Because Namibia had a similar CC statute to South Africa, SAIBA members were able to obtain legislative recognition in Namibia in 1990.” This year, SAIBA will run a Continuous Professional Development (CPD) programme in Namibia, which includes support webinars for members regarding changes to legislation, updates on technical standards, and advice on practice management. In addition, the organisation offers free legal support by qualified attorneys to its members, as well as dispute resolution support, professional indemnity insurance and participation

in various local stakeholder forums. Van Wyk says the changes to Namibian law are timely, especially given the commencement of the African Continental Free Trade Area (AfCFTA) agreement, which will create the largest free trade area in the world and connect 1.3 billion people across 55 countries. The change in Namibian law and the free trade agreement are aligned with SAIBA's view that services in Africa should be liberalised. “Most African countries have enjoyed independence since the 1950s, so the free trade agreement is long overdue. South Africa alone imports a mere 12% from its neighbouring African counterparts,” notes van Wyk. With markets opening up on the continent, he says the profession has a significant role to play in ensuring accounting and reporting integrity on the continent. “CFOs, in particular, can play a major role in

making sure Africa has strong representation at the World Bank, the UN or other international financial reporting boards where they need to adopt a position that protects the continent's economies. “SAIBA recently joined forces with similar organisations in Lesotho, Morocco and Tunisia to found a new association, namely the Finance Executive Institute Africa (FEIA), which represents and regulates CFOs across Africa,” adds van Wyk. Van Wyk says CFO involvement in corruption on the scale of the Fishrot scandal in Namibia or state capture in South Africa is difficult to understand. “At a listed company level, all the regulatory requirements should be in place, with qualified CFOs and accountants involved.” This is one of the main reasons SAIBA pioneered the concept of a standardised competency framework for CFOs and established a set of criteria – or com-

petencies – that they need to master before being able to achieve an official SAIBA CFO (SA) designation. “Importantly, the position of CFOs also needs to be strengthened through statutory means. They need to have an official officer position and their duties (or some of them) need to be described by sta-tute – then when they are pressurised by ministers or municipal managers or CEOs to sign-off on questionable transac-tion, they are protected by an Act that requires them to report corrupt transactions,” adds van Wyk. Van Wyk says as a profession, the accounting function has made great strides in improving its branding and image. “There is, however, still more we can do and this is why bodies such as ours are so important for standardising the accounting value chain and promoting widespread ethical behaviour – in Namibia and throughout Africa.”

Joint Walvis Bay Residents Association elects its Committee The Joint Walvis Bay Residents Association (JWRA) held its Annual General Meeting on Tuesday night, the first official business since the Association won one seat on the Town Council during the November 2020 Regional Council and Local Authority Elections. During the proceedings a new Committee was elected: Mr Gavin Brasler was elected the new Chairman, taking over from Cllr Buddy Bramwell. The Constitution of the JWRA stipulates a member of the Association serving on the Town Council may not hold a position on the Association’s Committee. Cllr Bramwell is the JWRA’s representative on the Walvis Bay Town Council. Mr Bramwell has extensive experience in local authority management and is also a former mayor of the town. He also serves on the Town Council’s Management Committee. The Deputy Chairman is Mrs Marlene de Witt; the Treasurer Mr Bertus Venter; the Deputy Treasurer is Mrs Sharon Roodt; the Secretary is Mr Gert Kruger and Deputy Secretary is Mr Ziggy Hentze. Additonal members are: Floris Steenkamp, Linette Booysen, Ziska Mostert and Eugene Slippers.

Theft and violence Uncle arrested for oral sex with a minor nephew

A 38-year-old was arrested and was set to appear in the Magistrates Court of Usakos yesterday after he sexually violated his 11year-old nephew while alone with the boy at his flat. The incident happened on 23 March at Usakos. Police in the Erongo Region confirmed the arrest.

Three arrested for illegal hunting Four suspects face charges of Illegal hunting after they entered private farms in the Omaruru district and hunted an Oryx valued at N$ 5 000. The four suspects also face Trespassing and Possession of game meat without a permit. The suspects tracks were followed, which led to the arrest of three of the four suspects. They were found with the oryx carcass/meat at their houses at Ondama village in the Omatjete area. Nangoi Mbiundjamuje (39) Ludwig Kambombo (33) and Eliaser Tjiombe (21) appeared in the Omaruru Magistrates court on Monday this week. In another incident a 59-year-old suspect faces charges of stock theft after he was arrested for stealing a goat valued at N$ 1 500 at the Omururu Town Land-Farm grazing area. The suspect slaughtered the goat and took the meat.

Stolen cell phone recovered in Zambia A stolen cell phone of a complainant was found in Zambia and was returned to its rightful owner after Marcello Willem grabbed the phone from the complainant and ran away. The incident happened at Kuisebmond's Parks Lounge a week ago. Willem was arrested and appeared in the Magistrates Court in Walvis Bay. Willem was not given bail.

Mondesa woman wanted for arson A Mondesa woman who set fire to her 55-yearold boyfriend's ghetto is still at large and police are trying to locate her for her arrest. The incident happened on Saturday, 20 March. Contents to the value of N$90 000 were destroyed.

One-year-old dies from Zebra snake bite One-and-a-half-year-old Alberto Antonio started crying uncontrollably in the early morning hours and after a little while became very weak and died at the Omatjete Clinic the same night.

While at the clinic, close family of the parents found a Zebra snake inside the room and informed the parents. Police in the Erongo Region confirmed the incident. The baby boy was sleeping in the same bed as his parents at their place of residence at Otjohorongo village in the Omatjete District on Tuesday, 23 March when the incident happened.

Hits man with brick- steals his cell phone, wallet and chain A case was postponed for further investigation after George Moses hit a man with a brick and fled with a Samsung A5 cellphone, a silver chain and a brown wallet. The total value of the items amounts to N$4 950. None of the stolen items have been recovered yet. The incident happened in Kuisebmond.

Four arrested in Theft out of a vehicle at the Port All four suspects in a theft out of motor vehicle charge, reported by the Port Police, appeared at the Walvis Bay Magistrate Court. The case was postponed to 14 May for further investigation. The suspects were not granted bail. The incident happened at the Immigration office area. Marilena Bosch (29), a German National fell victim to the thugs and lost a gray backpack,a black Sonly Alpha camera, a Amor cellphone, a pair of sunglasses, two German passports, and cash of N$2 000. The total value of all goods stolen is N$16 000. Bosch explained the suspects opened the vehicle, reached inside, grabbed what they could and fled away in a getaway car. None of the goods have been recovered yet, the four suspects were arrested as follows: Lasarus Iiyambo, 28 years of age

Cellphone of taxi victim recovered Mondesa: Investigations continues after Immanuel Vatilifa (20), grabbed a cellphone valued at N$4 400 and N$600 in cash from a taxi driver while he was sitting inside the taxi. Vatilifa grabbed the goods through an open window of the taxi and fled the scene. Only the cellphone was recovered.

Stolen cellphone recovered 21-Year-old Denzil Britz appeared in the Swakopmund Magistrates Court after he forcefully took a Samsung cellphone and a Huawei media pad from a 16-year-old boy at Mondesa on Friday last week. Only the cellphone has been recovered.

Car overturns near Usakos A man faces a charge of Reckless and/or Negligent driving after he lost control of the vehicle he was driving causing it to overturn on the B2 road near Usakos early on Monday morning of this week. According to police in the Erongo Region, the 27-year-old man sustained back injuries when he allegedly lost control of the white Volkswagen Jetta he was driving, causing the vehicle to overturn. The accident happened approximately 50km from Usakos.

12-Year-old boy raped by uncle A 12-year-old boy informed one of his close relatives his uncle raped him when he had to share a room with his uncle when he traveled to Omatjete to attend a funeral on Saturday, 20 March. The boy had to sleep in the same room as his uncle and when he was told the next night to go sleep in the same room again, the boy refused and informed his relative about what had happened. The suspect was arrested and was set to appear in the Omaruru Magistrates court yesterday.

Suez Canal remains closed as stricken container ship blocks shipping traffic At the time of going to press yesterday (Thursday 25 March 2021) the Suez Canal remained close for all shipping traffic, as authorities pull out all options to refloat a mega container ship that ran aground in the canal on Tuesday late. Dozens of container ships, oil tankers and gas tankers are piling up on both ends of the Suez Canal hoping for quick success in refloating the mega ship, “Ever Given”. An unexpected strong gust of wind and a sandstorm steered the Ever Given’s bow into the shallows of the Canal on Tuesday at 17:40 (Namibian time). The strong water current then pushed the stern onto the shallows on the opposite bank of the canal. The stricken Ever Given is effectively obstruction the canal (see picture herewith). the vessel was en route from China to the Netherlands when the incident occurred. Efforts are ongoing to free the ship’s bow from the canal’s embankment and a small armada of tugs will attempt to pull the vessel off the embankment and refloat it. If the Suez Canal remains closed for shipping traffic, shipping operators between Asia and Europe/North America will have to sail around South Africa’s Cape of Good Hope and northbound in the Atlantic to offload and load trade

goods. It will come at a time delay, increased cost and bottleneck situations in dozens of ports on the eastern United States coast, Europe and Great Britain. The distance between Asia and Europe is 6 200km via the Suez Canal and 10 800km around the Cape of Good Hope. Note: the news channel Al Jazeera reported that an elite team of salvage experts from the Netherlands is now on the scene to coordinate the project to refloat the ship.

They are looking for an identity, strength and purpose as they don't know what it means to be a man. Some men are left with a responsibility to raise their sons and daughters, but don't know how. At one time in our society being a father and a leader was admirable. Therefore, Intense Men Namibian under the guidance of the Fatherhood Foundation of Namibia held their first father and son camp over the past weekend at Goanikontes Oasis to change the men with the call to Step Out and be the men we have been created to be. Intense Men was created by a group of men to equip and encourage men to take their places as leaders, fathers, husbands, and sons in society. The purpose is to gather men and equip them to lead in their homes, jobs, and step up to empower men, to man up and take responsibility for themselves, their families and communities. Pastor Patrick Britz from Intense Men said that the purpose of this camp is to bring fathers and sons away from the distractions of life, allowing them time to grow a closer bond together and where men compete, teach, learn, bond, and simply be men that come as they are but leave forever changed and where men become leaders, boys become men. Pastor Britz said “Maturity does not come with age, but excepting responsibility for yourself, your family and your community and that we as Intense Men have a big challenge ahead of us and are committed to create opportunities for a man to connect with his sons, to set the example of what it means to be a man”. Pastor Britz said “The cry is for the hearts of the fathers to reconcile with their sons and the sons to reconcile with their fathers. This is true reconciliation, which will lead to restoration and peace in our society. The effect is quite evident that most men in correctional facilities have had challenges with their fathers and or grew up without a father.” “Men, it is time for us to arise, take that first step to restore our marriages, bring healing to our families and peace to our communities.

The father and son camp taught us all that a man is only qualified to lead to the degree he is willing to serve, and when we start serving, we become great fathers and husbands, with the call to Step Out and be the men we have been created to be. Pastor Britz said, “With our first Father and Son camp, done and dusted, we witness the pain of men transformed into mighty men full of courage and boldness. We believe that men must connect in smaller groups, which is what we are doing, to build strong relationship and this weekend just confirmed it again.” “Men, we are the reason for, but also the answer to every problem or challenge we face in our communities. Some destroy and others builds up, which one are you? It only takes one man to make a difference. You are that man. If not now, when? If not you, then who?” Pastor Britz concluded. Rössing Uranium donates N$8 000 to the Catholic Aids Action Rössing Uranium donated N$ 8000 to the Catholic AIDS Action (CAA) Erongo Soup Kitchen on 17 March 2021 in Windhoek. The funds were collected from Rössing employees through the sale of cupcakes during the World Aids Day celebrations last year to support orphans who lost their parents due to AIDS-related illness. Initially, the support was meant for the CAA's Erongo soup kitchen but due to Covid-19 challenges, the CAA decided to allocate the funds to their soup kitchen in the Hardap region.

Rössing Uranium Managing director Johan Coetzee said although 2020 was challenging for all industries due to Covid-19, Rössing Uranium remains committed to supporting the community. “I'm proud of all our employees and contractors for their contributions towards the project. This is indeed a testimony that we are working for Namibia,” he said.

NSAA National Trials Angling championships

The Namibia Surf Angling Association (NSAA) hosted the Namibian National Trials Angling championships at various fishing zones along the Namibian coast over the Independence weekend. Over 150 affiliated anglers participated in the National 3 day competition. Henties Bay Angling Club, with a total weight of 754.9kg are the winners of National Trials Angling championships with Penguin Angling Club with a total weight of 722.8kg in second place and Orca Angling Club in third, with a total weight of 655kg. All the fish that were caught were measured and returned to the water as quickly as possible. The National team will be announced at a later date.
