Parliamentary standing committee applauds Swakopmund prison
Staff of the Swakopmund prison was applauded for the prison's cleanliness and good maintenance by the Parliamentary Standing Committee on Foreign Affairs, Defence and Security led by Chairperson, Honourable Leevi Katoma, while addressing prison officialsonMondaythisweek.
During the visit to the facility, Katoma explained to prison officials it is the responsibility of the Parliamentary Standing Committee to oversee activities of the ministries and institutions dealing with security issues which includes correction services as per mandate of the constitution and the standing rules of parliament “We have decidedtocomeoverto visityourfacilityaspart of our oversight function to acquaint ourselves with the programs that you are busy with, and to understand and appreciate the effort that you are putting in, and to know the challenges that you arefacedwithsothatwe
take it up and make a report,” Katoma said According to Katoma, the report will then be taken to parliament for discussions and adoption, after which the report will be handed over to the line ministry who is responsible for dealingwithandsorting out all challenges that have been found by the committee as outlined. Parliament will then continuously follow up on how far the recommendations have been implemented.Inthecase of challenges, the line ministry will have to report back to parliament.
Although the SwakopmundPrisonisknownas one of the best facilities in the country, the facilityfacesachallenge
of space/venue as they onlyhaveonehallthatis being used as a dining hall, personnel meetings, avenueforvisitors, and conducting programs The Swakopmund Prison also lacks transportforofficersand offenders During a briefingsessionwiththe parliamentarians, the Officer in Charge of the Swakopmund Prison, Violet-Frances Limon, said the beds of the offenders in the facility are also dilapidated Another challenge that Limon shared was the fact that there are more female officers than male officers in case of handling inmates, and this is a challenge because the prison only hosts male inmates and female officers cannot
guard male offenders alone without being accompanied by a male officer Limon recommended that prefabricated classrooms be erected for programs, that provisions be made for the transport of officers and offenders, and that the dilapidated
bed's top steel sheets be replaced with wooden boards. The facility is understaffed with 116 officers, whereas they are supposed to be 177 staff members. Furthermore, only 61 officers are currently employed as per the organisational structure. Swakopmund
Prison which only accommodates offenders who have been sentencedforaperiodof one month to a maximum of two years imprisonment has a capacity of 150 prisoners Currently, the prison houses 104 male offenders and two awaiting trial offenders of which 102 offenders are Namibians and two
are Zimbabwean nationals Most of the inmates are incarceratedforcrimesrelated to Housebreaking, Theft, Culpable Homicide and Robbery The facility offers Tuberculosis (TB) mass screening, HIV counselling and testing and Voluntarymalemedical circumcision upon transferandrelease.
