Langstrandresidentswhohavebeenleftwithoutwaterinthesix-daywater shutdown scheduled from Friday, 21 April to Wednesday, 26 April, expressed their frustration at a meeting with the Walvis Bay Mayor, TrevinoForbesattheresortonTuesdaythisweek.
Forbesmetwiththeresidentstoapologiseforthewatershortage.“Icame herepersonallytoexpressourapologiesforthesituationyouarein,andwe hopetofindapermanentsolutiontothis.”Themayorsaidinhisapology meeting of Tuesday, another meeting which will include the municipal technicalteamwillbescheduledonalaterdate.Themayorexplainedthe MunicipalityofWalvisBayreceivedshortnoticefromNamwateronthe situation and subsequent water shutdown to Langstrand. Residents used theopportunitytoairtheirfrustrations.“Wewereonlyinformedaboutthe waterinterruptiononFriday,21April,adayafterthewaterwasshutdown onLangstrand.Mytouristaccommodationlostalargebookingbecauseof this,”oneresidentsaid. Accordingtoanotherresident,justaswasthecase inDecember,AphroditebeachandDolphinBeachareminimallyaffected.
“Everything comes to a standstill, builders, plumbers etc., and nobody wantstotakeresponsibilityfornotnotifyingresidentsontheprogression of the situation,” another resident said. The mayor assured residents the reservoir was being filled as they spoke, and once the acquired level is reached, water supply will return to normal whereto residents suggested

A notice on Erongo Desalination Plant's social mediareads:“Plannedshutdownsareimportantto ensure optimum performance of all the plant equipmentandtoavoidunnecessarybreakagethat could lead to unplanned shutdowns. The shutdownsarecoordinatedcarefullywiththerelevant key stakeholders, including NamWater, the main uranium mines in the Erongo Region who are the bulkcustomers,aswellasthelocalauthorities.For example, the shutdown between the EDPand the two major uranium producers are planned so that miningplannedmaintenancecantakeplaceduring thesametimeastheEDPshutdown,thusminimizingtheimpactonthemines'production.Inaddition,Namwater,inconsultationwiththelocalauthorities, manage the water supply to ensure that interruptionsareminimisedtoresidentsandbusinessesinSwakopmundandArandis.Themajority of the maintenance conducted cannot be done whilethereisfeedwaterwithintheplant,soafull shutdown is required to drain the entire system. AnofficialstatementfromthemunicipalityofWalvis Bay, dated 21April 2023 reads:” The Municipality of Walvis Bay has been requested by Namwatertomanagewaterdemandintown(rationing), so that sufficient water can be supplied to Langstrand and Dolphin Beach. Thus, Kuisebmond should expect to be rationed occasionally until the matter is resolved. Furthermore, Namwater is also experiencing a temporary exacerbating factor, which is the planned maintenance outage at the Orano Desalination Plant, scheduled for the next fivedays. Oncethismaintenanceisfinalised,Namwater should be able to return to normal operation andsupplytoSwakopmundandthemines.Because ofthesecircumstances,theMunicipalityofWalvis Bay has been requested to implement a reduced/ limited flow approach, also known as water rationing, to low water demand areas of the town. We understandtheimpactthatthiswatershortagemay have on residents, but we have been assured by Namwater that they are doing everything in their power to address this situation as quickly as possible.Weappreciateyourunderstandingandassistanceduringthistime.”
Plots for Henties Bay residents
The Henties Bay Municipality handed over a total of 102 fully serviced low-cost plots/erventoresidentsofHentiesBayonMondaythisweek.
This initiative is part of the council's vision towards the decongestion of shacks to improve the quality of life and living standard of the residents through low and -ultra-low housing. The purchase price of a plot is N$1 735. Residents were asked to have an amount of N$173,50toaccompanythesigneddeedofsale. The deed of sale is expected to be signed by the owner and two witnesses and returned to the municipality within 30 days The balance purchase price being N$1561,50 is payable on thedateoftransferwithin90days.Thebuilding operation is expected to start within 6 months fromthedateofsaleandistobecompletedwithin 24 months from the date of the signing of the contract.Failuretocompletewillresultintheplot being given back to the council and the council shallpaythepurchasepricebacktothepurchaser, and the purchaser will be responsible for all the transfercostsinvolvedtotransfertheplotbackto thecouncil.
According to the Minister of Urban and Rural Development Erastus Uutoni the indicated lowcost plots are government funded which came because of N$15 994 744.87 that has been funded for servicing the land. The Henties Bay council then procured the services of Capital TechnicalServicestoservicethelandandEkondi Investment cc for Electrical works. The project was done in three-year phases: 2019/2020; 2020/2021;21/2022and2022/2023
Uutoni said, “I wish to indicate that our Government through the Ministry of Urban and Rural Development is very much committed to
thetaskofdeliveringaffordablehousingtoasmany Namibians as possible. I want to admit that due to the countless and competing priorities, we as a government are unable to provide houses alone. I cannot over emphasise that as stakeholders within the housing sector, we have been entrusted and haveasharedresponsibilitytoourcommunitiesin delivering affordable and quality housing with the highest level of commitment in the interest of improvinglivingconditionsofourpeople.” Uutoni also said he is aware of the cost of houses fallingoutofreachofmanyoftheNamibianpeople and that those in the category of middle to low income are really struggling to access affordable housing, and it is only fair that every income category is provided with housing products that correspondwiththeirfinancialposition.“Wehave also established that those in a good financial position are usually the ones who criticize our efforts, forgetting that these are tailor-made projectsthatameantfortheveryrecipientsweare givingheretoday Forthesecommunities,adream to shift or transition from a shack to a brick house willbeadreamcometrue.”

Nuclear energy is coming back into global favour and 2022 saw much of the world reverse its antinuclear stance and embrace nuclear-based green energy ''We anticipate the positiveoutlooktocontinueascountriescontinuetopursuedecarbonisation andenergysecurity',Rouxsaid.

Educators meet to discuss teachers' education act
StakeholdersintheeducationalfraternitygatheredinSwakopmundrecentlyfora regionalconsultationaimedatestablishingaprofessionalteachersact,whichwill enhance the status of the teaching profession, through the registration of professionallyqualifiedandcompetenteducators,manageandqualityassuretheir continuingprofessionaldevelopment,safeguardstandardsofprofessionalethics.
During the opening of the consultation meeting, theGovernoroftheErongoRegion,NevilleAndré Itope said, “this conference takes place after we had a very successful intro-spective workshop in the Erongo Region, where we looked critically at theeducationintheErongoRegionandespecially after the 2022 exam results.” Itope said he appreciatestheimportanceofateacherintheeducation system. “The teacher is indeed pivoted to the education system, and that is why our National Policy on Education recognises that no education systemcanriseabovethequalityofitsteachers.In otherwords,anynationthattoyswiththeteaching profession can never attain its educational or nationalgoals.”
The Chief Education Officer responsible for Continuing Professional Development (CPD) for teachers within the Directorate of the National InstituteforEducationalDevelop-ment(NIED)in theMinistryofEducationArts,andCulture,Basilius Haingura said they have been traveling from regiontoregiontocarryoutregionalconsultations ontheintendededucatorbillorteachers'education act. This week the group was in Khomas region where the last regional consultation was held
before the validation comes in. Haingura said the fact that teaching in Namibia not really being registered as a profession, prompted the consultations. “Teachers in this country must also be professionalised,unlikethecurrentsituation.Atthis moment there is no legal framework that professionalisesteachers.Therefore,itisverymuch important to consult stakeholders in education, including the teachers themselves to give their views on what will be the content of the particular act, that is the initial state of preparing the bill to becomeanact.”
The Deputy Director for Programs and Quality Assurance in the Ministry of Education Arts, and Culture Nicky Eiman gave educators in Erongo regionsevendaystosendintheirinput,“Isawalot ofprincipalsandheadofdepartmentshear,thisisan opportunityforyoutogobacktothestaffmembers andmakesuretheyalsounderstandwhatthisisall aboutandiftheyhaveanyinputtoprovidetheycan doso.Wehavedecidedonsevencouncilmembers sogoandseewhoshouldbeonthatcouncil.Thatis veryimportantsothatwecangetapoolofexperts fromthoseinstitutions.”

This week the Minister of Urban and Rural Development Erastus Uutoni expressed his dissatisfaction and dismay in the way some local authority councillorsaredishingoutvirginland/unservicedlandtoresidentsintowns.
Duringthehandingoveroflow-costplotsinHentiesBay this week, Uutoni said he has been receiving very disturbing information about some local authority councillorswhoaredishingunservicedandunsurveyed to residents. “A virgin land without water, sewer, no surveying, no layout. Now how is a person going to know that this is my plot? If there are those local authoritiesdoingthat,franklyspeaking,theyshouldnot continue doing that.You are going to create chaos and also going to create a situation whereby people have to now come up with pit latrine toilets and you know that thegovernmentistryingitslevelbesttodoawaywiththe bucketsystem.”
Uutoni said the most important thing that coucillors should consider when giving land is, the area should have a layout, then thereafter survey it, then water and sewerandthenelectricitylater.“Whenyouputasewer line, people can connect to sewer and then put up their own toilets. But, if there is nothing of that nature, what doyouexpect?Wheredoyouthinkpeoplearegoingto help themselves when nature calls?Where? It is a problemandachallengetothecommunity Theverysame peopleyouareallocatingonavirginlandwithoutthese servicesarethesamepeoplegoingtoaskyouthat-they
needsanitationandwater.”
Uutoni said some of the Local Authorities are just fighting, some because they do not know how to plan andsomeofthembecausetheyhaveactingCEOswho arethereactingforthreeyears.
“AnactingCEOisnotatthatleveltoadvisethecouncillorstosaynopleasedonotgiveavirginlandwithout those services as I have indicated. Now they are just fightingpolitically.Let'sdevelopNamibiatonotfocus onpolitics,todevelopthiscountryforourgenerationto come.Butifyouarethereintheofficejustfightingand youarebringingaCEOwhoisatthelevelofasecretary tocomeandactforthreeyears,youasamayor,whatdo you expect? Can you really be advised by somebody whoisatthatlevel?Whowillnotevenbeabletoread thebudget,thesearetheproblems.”
Uutoni said there are many local authorities without CEOs today because maybe they want somebody for theirpoliticalparties,“whatisthat?Ifyouwantsomebody from your political party, a person does not have thecapacity Bringsomebodywiththosequalifications and expertise to come and advise you properly If you bring somebody who cannot even advise you, you end updoingfunnythingsandthatisnotgood.”

Business Growth Scheme Launched
Mining Giant QKR Navachab Gold Mine launched its flagship Corporate Social Investment (CSI) initiative known as the Golden Egg Project, aimed at boosting the growthandsuccessofsmallandmediumsizedenterprisesin the towns of Karibib and Usakos and the settlement of OtjimbingweonThursday,20April.
The initiative was developed in partnership with Launch Namibia and is designed to empower entrepreneurs in key sectors by providingthemwithmuchneeded funding,training,andmentorship. Theaimofthisinitiativeisnotjust to provide financial support but to also help entrepreneurs develop theskillsandknowledgeneededto succeedandgrowtheirbusinesses.
To uplift and support small and medium entrepreneurs in the area themineisinvestingN$1.5million intotheproject.
TheGoldenEggProjectinitiativeis opentoeligibleentrepreneurswho want to participate. The eligible entrepreneurs must fill out an application form between 20April and 5 May 2023. The forms are available at the town council
offices in Karibib, Usakos and the traditional authority office in Otjimbigwe. Information sessionsinthespecifiedtownswillbeconducted face to face, after the launch. Invitations to the information sessions (activations) will be done throughradioandpostersinparticipatingtowns. A total of 30 candidates will be shortlisted and will be required to attend compulsory entrepreneurship and leadership as well as business financial management and pitch training. The Governor of the Erongo Region, Honourable Neville Andre-Itope said at the launch, “we see small business as critical to creating an economy that benefits all. Our point of departure is that small business can be the backboneofeconomicgrowth,povertyreduction andjobcreation.AhealthySMEsectorcanmake a massive contribution to the economy by creating more employment opportunities and generatinghigherproductionvolumes.”

Single parenthood is a common phenomenon in Namibia, and it isn't uncommon for disputes over custody or responsibilities betweenparentsorfamilymemberstobreakout,whichcanonlybe detrimentaltothechild'swelfare,butherearesomelawsparents, guardiansandchildrencanequipthemselveswithtoironoutsome oftheseissues.
Startingwiththeirrights,accordingtotheNamibianConstitution,Article15(1)“Childrenshallhavetherightfrombirthtoaname,therighttoacquirenationalityand,subject tolegislationenactedinthebestinterestsofchildren,asfaraspossibletherighttoknow andbecaredforbytheirparents.”
Childrenbornoutsidemarriagehavethesamerightsaschildrenborninsidemarriage, which includes the right to have contact with both their parents. Normally one parent willbethecustodianandguardianiftheparentsofthechildarenotmarriedandbasedon awrittenagreementtheotherwillhavearightofreasonableaccess.Butwhenitcomes tomaintenanceofthatchild,bothparentsmustcontributetothechild'smaintenance,in their own financial capacity, no matter who has custody This duty passes to other immediatemembersiftheparentsareunabletosupportthechild.
In the unfortunate scenario that the person who is a child's sole guardian passes on a guardian can be named for the child in a written will. But if there is no will naming a guardian,thechildcareandprotectionacthassimplifiedtheprocedureforappointinga guardianinthechild'scourt,whichwaspreviouslyonlydonebytheHighCourt.Ifthere ismorethanoneapplicationforguardianship,thechildren'scommissionerwillconsider themtogether,withthechild'sparticipationiftheyarematureenoughto.

Main activities:
· Attend to all Husbandry matters while vessel in port.
· Liaison with all Namport, Stevedores, Authorities, planning the vessel's call and ensure fast turnaround of vessels.
· Plan and oversee discharge and loading operations of containerized, break bulk, out of gauge, heavy lift, and project and bulk cargo onboard multi-purpose vessels.
· Preparing and working according to Cargo and container plans.
· Ensure efficient and cost-effective operations, check and compile all invoices related to vessel's Port call.
· Plan cargo stowage from Baplie/EDI files.
· Arranging all vessel formalities from berth space through to sailing clearance.
Requirements:
· Able to work overtime.
· Minimum Grade 12.
· Fluent in English.
· Computer literate
· Work in a fast pace, cost effective environment.
· Driver's license
· Own vehicle.

Ashburton Namibia through FirstRand Namibia recently boosted Cricket Namibia's grassroot level development Kwata Cricket programme with N$600 000 at the Hup in KuisebmondWalvisBay.
TheAshburton Kwata cricket was established in 2009 to create awareness of cricket among underprivileged communities in Namibia and contribute to the maintenance of a healthy and activelifestyleamongsttheyouth.
SpeakingattheAshburtonKwataCricketFestival held at the Coast, Ashburton Namibia Finance Head Andrew Rowles highlighted Ashburton's commitmenttousingthepowerofsporttocreate positive change that makes real impact in communitiesaroundNamibia.

AfterthebigfieldfortheWalvisBayHigh School golf fundraiseron Friday 21April itwasexpectedthattherewouldbeasmall field of Golfers on the Saturday club competitionatWalvisBayGolfClub. It was indeed the smallest field for a long time. Howeverthisdidnotdetractfromgoodgolfbeing played.JohnnyBorges,PieterFoxandWoutervan Wijkwerenotinthefieldallowingsomeoneelseto winforachange.

ScholtzaresidentfromUis, ,isthe asettlementlocatedinErongoRegion,Namibia ownerofNamibiaUltraTrailswhichhoststheannualBrandbergBackyardUltra inthisminingtownmarkedhersuccessfulentryintotheprestigious7Continents Club,bycompletingthegruellingAntarcticaMarathononKingGeorgeIslandin Antarcticaon23March.
Scholtz'sjourneybeganin2015,withherfirstmarathoninZermatt,Switzerland. Overtheyears,sheparticipatedinracessuchastheAfricanOtterTrailinSouth Africa,theTaraweraUltrainNewZealand,theGreatWallMarathoninChina,the Antelope Canyon in the United States, and the Ultra Fiord Trail in Patagonia, Chile.
Thisyear,on3JanuaryScholtzachievedherlong-standingdreamofjoiningthe prestigious Seven Continents Marathon Club comprising 306 men and 101 women. She completes the Antarctica Marathon on King George Island. This accomplishmentmarkedtherealisationofaneight-yeardream.
With her husband Nico and their two boys, she travels throughout the world to adventureinwildandbeautifulplaces.Nicoandtheboyshavesupportedheronall events(excepttheGreatWallMarathon).
“Theglimpsewehadoftheseventhcontinentdown thereatthebottomisjustincredible,”shesays. She and her family sailed through the treacherous Drake Passage, 1 000 kilometres southeast of Ushuaia,Argentina,toreachtheicycontinent.
She says the Antarctic marathon was a unique challenge for her, as she is accustomed to the arid climateofNamibia.
She recalls the bitter cold on race day: “It was only zerodegrees,buttherewasawindofabout30knots, whichwaschallenging,butdoable.”
The race itself consisted of six laps of 7km each (a marathon distance of 42km), between the Russian and Uruguayan research stations. Scholtz fondly remembers a unique start to the race, saying: “To havesixGentoopenguinspitchupatthestartingline just before we set off, that's something that you just can't explain, and you hope that your kids will remember.”
