have agreed to embark on a massive urban land serving program, which will lead to the servicing of 200 000 plots countrywide, in line with the “war on poverty” as declared by President Geingob during his inauguration in March this year and during the 2015 State of the Nation address in April. There shall be a massive

nationwide project earmarked towards servicing of urban land and land allocation. Identified land in Windhoek, Walvis Bay and Oshakati will be serviced first. It was further resolved that the period between 29 July to 5 August, will be dedicated to a nationwide clearance of identified urban land. The aforemen-

tioned cleared urban land will be serviced, and is for future allocation. Under the Massive Urban Land Servicing Project, Namibians will be called upon to voluntarily participate in servicing identified urban land for future allocation. To that effect, a technical committee will be established to work out all

modalities regarding the Massive Urban Land Servicing Project. The AR is part of the Technical Committee that will iron out all details and begin with the implementations of Land Servicing. It was resolved that Amupanda will serve on the established technical committee. This means that the Housing backlog, currently

The threat of illegal land grabbing was successfully averted, when President Hage Geingob took the bull by the horns and reached an amicable agreement with the Affirmative Repositioning (AR) movement on Friday in the capital city. The AR on Sunday issued a statement suspending the land occupation. After the Namibian nation and Government had been on the edge over the past few weeks as the 31 July deadline drew closer and law enforcement agencies convened to discuss a plan of action should members of the youth forcefully occupy land in support of the AR, tensions have now subsided. The Government and AR

MET update laws on transportation of dangerous substances The recent spilling of sulphuric acid after a train derailed near Walvis Bay is forcing the environment ministry to re-examine the rail transportation of dangerous substances. The incident took place at point 176, en route from Walvis Bay close to the popular tourist hot spot Dune 7 on 13 July at around 15:30. In a statement availed to the media yesterday, the Minister of Environment

and Tourism, Pohamba Shifeta noted that the incident served as a wake-up call for the ministry, warning that the transportation of these dangerous substances and other chemicals need to be controlled and regulated. Continues on page 2

President Geingob acknowledged the fact that the affordability of land, as well as access to it, is a problem. President Geingob yesterday inspected the available land in Windhoek’s Goreangab and Cimbebasia areas where the servicing of urban land will commence tomorrow. The Goreangab area is located on the outskirts of Katutura where over 300 people attempted to occupy land in the morning hours of 12 July, while Cimbebasia is a suburb situated in southern Windhoek. Walking around and inspecting the area, Geingob was briefed about the available land based on the area maps by Mayor of the City of Windhoek (CoW) Muesee Kazapua, CoW Councillors and other CoW officials. “This specific incident has caused great concern for our ministry as the custodian of Namibia’s natural environment. I therefore want to re-emphasise and urge all organs of the State, as well as other participating entities in this industry to ensure that they are in compliance with our laws. If they fail to do so, the law will be left with no choice but to take its course on them,” he warned. Shifeta made specific reference to the Environmental Management Act of 2007 and its Regulations of 2012, which provides for identification and the listing of activities that may not be undertaken without an Environmental Clearance Certificate (ECC) 2. Transportation, storage and handling of hazardous substances including sulphuric acid and other

chemicals, especially in bulk, forms part of the listed activities and an ECC must be obtained for the handling thereof. An ECC is to be issued by the Environmental Commissioner as provided for by the same law. The ECC is issued after an Environmental Impact Assessment is done. The minister issued a stern warning to all companies that do not comply with Namibia’s laws, saying he instructed environmental inspectors through the Environmental Commissioner to intensify the inspection programme by starting with on-the-spot inspection. Through this integrated approach, the Ministry of Environment, “will ensure that no stone will be left unturned” in terms of addressing non-compliance. Sulphuric acid is a very corrosive and poisonous

substance to both human and environment. One of the most important industrial chemicals, it can lead to permanent blindness if splashed into someone’s eyes and irreversible damage if swallowed. Principal uses include mineral processing, fertiliser manufacturing, oil refining, wastewater processing and chemical synthesis. Meanwhile, Rio Tinto Rössing Uranium in a media statement issued after the incident, assured members of the public that the situation was under control and that the necessary precaution measures were taken. Sulphuric acid is used in Rössing’s extraction process to produce uranium oxide. NAMPA

Kauandenge said there are many problems confronting the people of Namibia, amongst them the high unemployment rate especially amongst young people.

“While Government pleads insufficient funds on one hand, we see, smell and hear of wasteful spending and enrichments of some heavy top earners. Our question is how long before the youth start demanding employment? How long before those with degrees start demanding employment? How long before those

Cabinet supports mass housing suspension Cabinet supports the remedial measures taken by the Ministry of Urban and Rural Development for the National Housing Enterprise (NHE) to halt construction of houses under the Mass Housing Development Programme. Deputy Minister of Information and Communication Technology, Stanley Simaata on Friday in Windhoek informed the media on the outcome of the seventh Cabinet meeting held on 21 July, saying that a further briefing will be provided to Cabinet once the legal opinion is received from Attorney-General, Sakeus Shanghala and the assessment report by the quantity surveyors team by or through the Ministry of Works and Transport is complete. On 27 May, Urban and Rural Development Minister, Sophia Shaningwa directed the NHE to suspend the construction of houses under the mass

housing scheme because of a lack of funds. Simaata said Cabinet also supported Shaningwa’s directive for the submission of contracts entered into by and between NHE and contractors, and other reference documents to the Office of the Attorney-General (OAG). The OAG will analyse the validity of the contracts and provide an opinion on legal and potential financial implications and claims that may arise from any changes that may be found necessary to put the programme in the right direction. Simaata further noted that Cabinet has directed the Minister of Works

and Transport, Alpheus !Naruseb to expedite the finalisation of the assessment by a team of quantity surveyors appointed by his ministry and for their report to be submitted in the shortest possible time, no later than the end of July. The deputy minister said Cabinet also took note of progress made in the implementation of Cabinet resolutions on land and related matters. Cabinet recognises that the Attorney-General is busy engaging various ministries and agencies on the legal implications of the proposed amendments with the view to finalise draft bills. NAMPA

German statue saga continues Marshallino Beukes Swakopmund community activist, Laidlaw Peringanda, says he is determined to see to it that the Marine Denkmal statue near the State House in the holiday town is shipped back to Germany, claiming that this statue is a reminder of imperialism. Peringanda and a handful of supporters gathered at the statue on Sunday at a peaceful gathering, where the displeased people prayed with burning candles in remembrance of their massacred forefathers. After this gathering, the group drew up a list of conditions, aimed at the Namibian government for response. They urge the Government to remove the monument on 30 July 2015 at 09:00. Failing to adhere to

their demand, the group warns that they will cover the statue with black plastic bags on 31 July 2015, 12:00. They further plan to hand over a petition to the German Embassy and also President Hage Geingob on 7 August. If no action is taken at that stage, they are threatening to remove the monument themselves and pack it in wooden crates in order to be airlifted to Germany, on 10 August. According to them,

The Deputy Minister of Finance, Natangue Ithete paid a visit to the coast to address important issues, yesterday. He highlighted that each individual of Namibia should work together as one nation to improve Namibia as a whole, and take each other into consideration at all levels.

managing the funds of this country. People should have confidence and trust in us otherwise we will contribute to the downfall of our economy. If the people believe in us we will be able to achieve and recover more revenue. Our behaviours contribute to the behavior of the community. Let me urge you to look into that and not only to act professionally at work places but also outside. It is very important for our country.”

According to a trusted source, three persons allegedly died in road accidents during the past weekend. “A French tourist passed away after an accident ocurred in the vicinity of Sandwhich Harbour. A pedestrian was reportedly run over and killed near the entrance to Walvis Bay. Another woman allegedly lost

her life in an accident near Langstrand, but the details are sketchy, and the death yet unconfirmed.” There were reportedly three more accidents involving a hit and run case in Kuisebmond, an accident at Trust Market where a motorist allegedly skipped a red traffic light, and an accident near the Weighbridge,” the source

said. According to social media reports the French tourist that passed away was inside a guided 4x4 vehicle that overturned in the dune girdle. “It appears that the vehicle went over the crest of a dune resulting in the driver losing control,” the report said. Nampol Chief inspec-

tor Uwu-Khaeb confirmed two fatalities in the Erongo region, one being the incident at Sandwhich Harbour and the other the incident at the entrance of Walvis Bay. “Mrs Justine Teofilus (26), whose next of kin had been informed, passed away after she was struck by a vehicle at the Walvis Bay entrance.

In addition, the Frensch tourist who had been visiting Namibia, Mrs Estelle Veronique Theron (36) passed away after the accident ocurred near Sandwhich harbour. Her next of kin had been informed. I have not been made aware of a fatal accident at Long Beach therefore cannot confirm that it ocurred,” he concluded.

Unemployed Okombahe youth open bakery Ten unemployed young people from the Okombahe settlement in the Erongo Region last week received training from Namib Mills company in Windhoek on how to bake and run a bakery successfully. The youngsters plan to open a bakery at their settlement next month in a bid to create employment for themselves and others. Daures Constituency Councillor, Ehrnst Katjiku told Nampa last week that the building and equipment are already in place and the actual production of bread will start early August. The project was made possible by the National Youth Council (NYC), which availed N$200 000. Katjiku said the young people approached his office last year with a proposal to start a bakery and make money for themselves.

He said apart from creating employment for the residents, a bakery is a necessity because people here currently buy bread from Omaruru, which is 70 kilometres from Okombahe. The envisaged bakery already has agreements to supply bread to the three schools in Okombahe - Martin Luther High School (MLH), Willem Borchard Primary School and Dibasen Junior Secondary. “I have also spoken to local business owners and they agreed to buy bread from the bakery; as such we are ensured the project will succeed,” said Katjiku. He said his office also

assisted one young person with more than N$15 000 to start a printing studio at Okombahe, which is currently operational. Okombahe has close to 400 young people who are unemployed. The councillor said his office will try hard to assist them in starting small businesses and create employment. Community warned against opportunistic arsonists Mavourlene !Gaës The namib times recently learnt about complaints from several residents living in Kuisebmond claiming that criminal elements have discovered a new way of looting – by setting fire to shacks, and then looting the shacks. One of the residents who refused to be named for fear of victimisation explained that some of the criminals set shacks ablaze and then pretend to help carry the fire victims’ belongings outside before stealing some of the property. There were previous reports of arson in Walvis

Bay and one such incident was when the Public Prosecutor’s office at the Walvis Bay Magistrate’s Court was allegedly set on fire earlier this year. Nampol’s Community Affairs office’s Sergeant Ileni Shapumba warned residents in the Erongo Region to be aware and cautious.

“Setting fire to immovable property is a crime and people should immediately notify the police about arson.” The police are further urging residents - both witnesses as well as those who are or have been directly affected, to report the incident at the nearest police station.

Credit scheme promotes self employment Mavourlene Gaes

Muhata Elisabeth Vishoni, the owner of Vyamundunge Tailoring in Kuisebmond is one of the 15 youths who have been granted a loan by the Ministry of Sport, Youth and National Services through the Namibia Youth Credit Scheme (NYCS) programme recently. Vishoni was granted a loan of N$20 000 along with 14 other selfemployment Namibian youths. She explained that it was thanks to her friend Ella that she ended up at the centre and became a beneficiary of the credit

scheme programme. “When I started out, I was only having a small machine and was facing financial problems. My friend Ella told me to go to the Multi-purpose Centre and register for a loan.” Following her friend’s

advice, she made her way over to the centre and wrote down her name and contact details, Vishoni further explained. Two weeks later she received a phone call informing her to return to the centre for mobi-

lisation. “I attended the basic business management training for five days, after the training I was called back to apply for my first loan.” In 2012, Vishoni received her first loan of N$4 000 and bought herself material, started sewing clothes and selling them in Walvis Bay. With the income she made from tailoring clothes, she managed to pay back her loan within six months. “After paying back the loan, I went and applied for the high loan of N$20 000. I used that loan and bought myself a brand new sewing machine, four rolls of material for school uniforms for a tender I was awarded and an additional five rolls for tracksuits”. bour town were awarded loans amounting to N$260 000. The beneficiaries received their second, third and high loans from the Namibia Youth Credit Scheme (NYCS). The loans of N$260 000 were divided amongst the youth following the different phases in the loan awarding process. According to Aili Megumbo Shigwedha, the Regional Youth Officer

from the Ministry of S p o r t , Yo u t h a n d National Services, two entrepreneurs received second loans of N$8000 and six more received their third loans totalling the amount of N$52 000 and lastly seven more promising young entrepreneurs received their high loans of the total amount of N$200 000. The program was started in 2011 by the Ministry of Sport, Youth and

National Services, Namibia Youth Credit Scheme and the Namibia Rural Development Project is the implementing agency for the program at Walvis Bay. The Namibia Youth Credit Scheme allows the youth of Namibia between the ages of 18 and 35 access to capital, thereby enabling them to play a significant role in the socio-economic development of the country.

Namibia and Zambia have already signed a bilateral road transport agreement between themselves, which has in turn allowed us to harmonise all road related matters such as international transit fees and other transport related regulations, in line with international and regional protocols on transport. The DRC is yet to negotiate and sign

the bilateral transport agreement with Namibia and Zambia. As a way forward, the WBNLDC member states have agreed to prepare a trilateral road transport agreement draft which will be submitted to the respective Ministries of Justice of the member states for comments and guidance. The WBCG will call for a meting to deliberate and sign off on the agreement once feed-

back is received from these respective Justice Ministries. The WBCG has a branch office in Lusaka, Zambia, since 2005 to support its business development drive in the Zambian market and to provide quicker access to local service providers in the logistics industry who are interested in utilising the WBNLDC, including an additional branch office in Lubumbashi, DRC.

Team MS het ook aan die Sani2c in Natal deelgeneem en voltooi in Mei 2015. Buiten die groot geleenthede, neem ons aan soveel moontlike MTB en Padfiets-wedrenne in Namibië ook deel, om die bewusmakingveldtog onder die lede van diegemeenskap te bring en uit

3rd Trash Treasure Competiton launched Madelaine Laubscher

On Friday the Walvis Bay Municipality launched the third annual My Trash My Treasure competition, at the Kamwandi Junior Primary School in Henties Bay, representing various project partners that motivate school learners to build creative items from recyclable goods. According to spokespersons for the Walvis Bay and Swakopmund municipalities, Mrs N Amutenya and Ms P Engelbrecht, this competition targets learners to use their creative skills to produce any usable household item by using only recyclable materials. “The key objective is to raise awareness for the

value and usefulness of waste materials, thereby influencing learners’ appreciation for good waste management in and around their homes and in communities. Learners are in this way stimulated to take active interest in the environment while demonstrating their creativity,” she said. The competion is imple-

mented by a committee representing the Municipalities of Walvis Bay and Swakopmund, Rio Tinto Rössing Uranium and the Namibian Coast Conservation and Management Project (NACOMA). The competion is open to all schools and runs from 15 July to 11 September this year. Any type of recycled ma-

terial may be used. At least 80% of the completed item should be made from recycled material. Each school may submit a maximum of 10 entries per category. Items should be handed in at the municipalities from 7 – 11 September. Each item should be clearly marked (name of learner, grade and

school). The final round of evaulation will be done by an independent panel of judges on 18 September, where they will select the three winning entries from each category. The first prize is a CAN voucher valued at N$1 000, the second prize a CAN voucher valued at N$750 and the third prize a CAN

An intern at NaDeet said “We offer environmental education programs to schools and also to communites in the South. We are based in the

The Dolphin Schools hosted a Donkey Derby on Friday night at the Atlantis Sport Club. This served as a fundraiser for the school.

For the love of our fourlegged friends Leandrea Louw The namib times hosted their annual blanket drive for the third year, where blankets, food and toys were collected for our furry animals at both the Walvis Bay and Swakopmund SPCA. Mikkie Kriel, from the sales and marketing department of the namib times, was the brain behind this initiative three years back. “The SPCA solely survives on grants and donations. During winter time, they usually run out of blankets for the animals, hence why I decided to come forth with

this initiative.” Over 23 companies and individuals contributed to the blanket drive, in the form of donating blankets, food, toys and even cash. This year’s blanket drive was the biggest compared to what had been collected the previous years. The donations were delivered to both the SPCA in Walvis Bay and Swakopmund, and both were extremely grateful for the donations they had received.

Girls Soccer League

The under 13 girls' soccer league came to an end on a high note on Saturday at the Jan Wilken Stadium. Ms Leandri Luckas, convener of the league, said that this league served only as development for the girls.

Friday, we hosted the Municipality of Swakopmund's annual event to raise funds to send our Municipal sportsmen and women to Maseru, Lesotho, for the inter-municipal games. Thirty-three teams supported the event and a great day was enjoyed by over 60 golfers. The winning teams were: 1st Refuse Solutions, 2nd Pharlap Investments and 3rd Execumed. Well done guys. AREVA Walk and Run for Fun and Mountain Bike Fun Ride The AREVA Walk and Run for Fun and Mountain Bike Fun Ride 2015 of the past weekend is a clear indication that there is keen competition amongst stakeholders to donate their time and energy towards a good purpose. Members of CHAIN (Children with Handicaps in Namibia), completed the 5 km walk in their wheelchairs. The fund raise drew 226 entrants and 90 cyclists who participated in the 5, 10 and 20 km walk/run and N$3 200 was raised via the entry fees and handed over to CHAIN.

Cyclists did a 15 km and 45 km fun ride around Swakopmund. Prizes were handed out to the biggest family entry, funniest pet, wackiest dress code for a group and an individual. Thank you to all who have participated and especially to the AREVA ambulance
