the state whist Lichtenstrasser is currently defended by Albert Titus. Lichtenstrasser is being held in custody. Lichtenstrasser, 57years-old at the time of
his arrest, is being prosecuted for the murder of NIMT Executive Director, Eckhart Mueller, and his Deputy, Heimo Hellwig. The two were gunned down at the

Municipal debts to the amount of over N$107 million accumulated in the domestic, business, developer and government departments as jobs were lost because of the Covid-19 pandemic. In an interview with the Namib Times this week, Helao !Naruseb, General Manager of Financed at the Swakopmund Municipality and the person responsible for debt collection, said, “it is really true that the covid situation has affected the consumers in the town most, because we are a tourist destinated town, thus for the first two years after Covid, the council have not approved any tariffs for the account holders of the Swakopmund Municipality, simply for the reason of unemployment. The council has also lifted the levying of interest on service accounts as from April 2020 to date, we are not levying any late fees on non-payment of accounts.” According to !Naruseb, council, in November last year requested his office to provide them (council) with categorised debt analysis of outstanding debts, “so in total the outstanding council debt as on 23 June stands at over N$107,8 million. That includes all account holders of Swakopmund, domestic, businesses, government accounts, developer.” !Naruseb further said at the council management committee meeting of June this year, council again requested the finance department to investigate ways of recovering the debt and come up with a debt recovery

Seven-year-old found dead with wounds on forehead Eileen van der Schyff A 7-year-old boy was found dead in a riverbed meters away from Dibasen High School at Okombahe settlement on Tuesday this week. The Erongo police reported that Capricorn Tsamaseb sustained wounds on his forehead and a suspected broken neck. A case of murder has been opened. Deputy Commissioner of the police in the Erongo region, D/C Erastus Iikuyu said the the boy's body was found buried in a shallow grave in the riverbed by a search team at 15:00 on Tuesday, only hours after his family reported him as missing. According to a police report, it is alleged the victim was seen following a 17year-old mentally challenged family member and never returned home. The 17-year-old and a 26-year-old (both relatives of the victim) were detained in connection with the incident.

Swakopmund Municipality account holders over N$107 million in debt Continued from page 1 plan. “The debt recovery plan we have in place now, is that we have started with government accounts, we have looked at what the government owes us in total, and then we are going to make a submission to council to inform them of the situation with government accounts. We will list all of them and brief council on what we want to do. In total, all the ministries and government agencies owe council N$7.1 million to date. For the month of July, we were dealing with only government accounts, a submission was prepared for the management committee meeting of August, and we will request council to allowed to give them time till the end of August for those ministries who are responding and those not responding, we will also seek consent that we start disconnecting water.” Debtors have been divided into categories, so for the month of August, the finance department will be dealing with businesses and developers, “we will select the account from age of analysis report of July, and then we will send out letters of demands and follow the same procedures as we did with government accounts and thereafter make submissions to council and disconnect water of those not responding. We recently received a ministerial directive that yes, we can start implementing our debt collection credit control policies.” !Naruseb urges members of the community to come on board and make payment arrangements. “Seeing that consumers consume the bigger portion of our debt book, we want to use the month of October and November to engage with domestic accounts where-after we will follow the same procedure. Currently we are not disconnecting any water.” !Naruseb said the council is very concerned about the increasing debt, “it will accumulate if we don't start acting now.” According to !Naruseb, Swakopmund council is also looking into the implementation of the pre-paid water system and finding the right system that will work.

NIMT double-murder Liebenberg that Lichtenstrasser was being questioned by a group of police officers at Arandis on 18 April 2019, when he said he had not been happy about the way NIMT executive director Eckhart Mueller and his deputy, Heimo Hellwig, were running the institute. Maletzky said Lichtenstrasser was informed of his rights, including the right to have legal representation, before he was questioned, and his stance was that he was willing to answer questions from the police officers without having a lawyer present. He added that Lichtenstrasser told police officers questioning him, he had been “the shooter”, that he could not fool the police and that he was worried about his age if he went to prison and about what would happen to his wife shortly after the murder. Maletzky further testified that investigators decided to question Lichtenstrasser on 15 May 2019 after examinations done by the National Forensic Science Institute showed spent bullet casings found at the murder scene, cartridges found at a shooting range in the Tsumeb area where Lichtenstrasser had done shooting practice shortly before the murders, and spent bullets found at his house at Otavi which had all been fired by the same gun. Maletzky testified Lichtenstrasser also told him that he was happy Eckhardt Mueller, and Heinz Heimo Hellwig, was gunned down at the entrance of the Arandis NIMT offices on 15 April 2019. According to Maletzky, Lichtenstrasser also said Mueller and Hellwig had been forcing through his transfer to Keetmanshoop, which would have been a major financial burden for him, and that he was happy they had been gunned down, Maletzky recounted. He said Lichtenstrasser admitted he was the shooter in the murders of the two senior executives of the NIMT institute. Maletzky said Lichtenstrasser voluntarily made a confession to the police officers who were questioning him. After that, he was taken to a magistrate at Swakopmund to have his statement recorded in writing but did not go ahead after he told the magistrate he wanted to have a lawyer present. Albert Titus, the current legal aid lawyer of Lichtenstrasser, said his client had already indicated he wants a legal representative present when interviewed, and that he was interviewed without a legal representative, which makes the remarks at the second interview inadmissible. A former police reservist, Lodewyk van Graan, told the court that the confession made by Lichtenstrasser was recorded with a cell phone and video camera. Van Graan said after Lichtenstrasser had been informed of his

rights before the interview started, he said he was willing to proceed without having a lawyer present at that stage. Van Graan also told the judge that at one point, Lichtenstrasser made a remark that he wanted to be left alone in his cell with his shoelaces. Another police officer, Sergeant Mateu Mulauli, told the court, while escorting Lichtenstrasser back to his cell on the day of the questioning at Walvis Bay, Lichtenstrasser asked him to shoot him. He also said that if Mulauli shot him, Mulauli would become a hero, the witness said. Mulauli continued that he then took Lichtenstrasser to the office of a female police officer, who comforted him. While in that office, Lichtenstrasser said, “I should not have done it”, and that he wanted to tell the truth, Mulauli told the judge. Another state witness, Job Kauvi, who is employed in the Namibian Police force as a detective inspector under the forensic department, testified in court that his analysis has established some strong connections in the evidentiary materials collected from the murder scene. Kauvi testified that after they photographed all relevant evidence and were satisfied with their findings, the team drove back to the Arandis police station, to which they were handed over boots sealed in a forensic bag. “The boots were of a caterpillar brand, and in size 11. Such boots were photographed and compiled in a photo plan, together with the photos of the shoeprints and all other photographs taken from the murder scene. The photo plan was handed over to the investigator,” he
testified Whilst presenting his photo plan to court, Kauvi noted that the sole of the boot he received from the police in Arandis had some similar patterns to the prints of the boot photographed and compiled in the photo plan, which is the footprint of the suspected murder, recorded from the murder scene. The footprint in question was also recorded on the area where a firearm was discovered underground. Kauvi admits that the footprints were not exactly similar, but almost similar, as he was unable to see the murder scene footprints clearly. He further added that the heels of the boot in the hands of the authorities have three parallel lines and one horizontal line, which are quite similar to the heels of the boot print recorded on the crime scene. Titus probed on the accuracy of this evidence during cross examination, “The state alleges that there exists a strong connection in the proximity of the evidentiary materials adduced,” Titus said. Three of the Local Authorities in the Erongo region recently signed a Memorandum of Understanding (MoU) at Omaruru. The Omaruru, Karibib and Usakos Local Authority Councilors (OKULAC) agreed to cooperate and collaborate in matters pertaining to technical, economic, social, financial, human resources, and governance. Deputy Minister of Urban and Rural Development Natalia !Goagoses, at the signing of a MoU by OKULAC each one of these towns brings distinct characteristics while sharing similarities such as transportation corridors, tourism routes, landscapes, and cultural dynamics. She advised the councilors to put the needs and interests of their residents first. She said the cooperation agreement will ultimately lead to greater economic development and improved service delivery in their respective towns. “The corporation agreement will also see a united rotational annual festival, which is set to be the biggest economic equaliser for both SMEs and businesses for growth,” said !Goagoses. According to the deputy minister, the residents of the three towns can only start aspiring when their livelihoods have been impacted positively. “The MoU will remain a dream if the residents don't benefit from it. The leadership of OKULAC needs to ensure that the MoU is beneficial to the residents and that it indeed reach the intended beneficiaries'” !Goagoses said. The Mayor of Omaruru, Vincent Kahua is optimistic that the OKULAC agreement will unite and benefit the three towns.

NSI Opens New Inspection Centre Rudi Bowe
The Namibian Standards Institute (NSI) officially opened its brand-new N$36 million Inspection Centre on Thursday, 21 July at Walvis Bay. The centre, funded by the Ministry of Trade and Industrialisation (MTI) will significantly improve the NSI's inspection and metrology capacity to a level that will be appreciated by the business community, and in turn benefit Namibians greatly. Additionally, the inspection centre has expanded its operations and ability to offer services to the fishing and related industries because of the large size and suitability of the inspection laboratory. The NSI is an Agency under the MTI and is responsible for the coordination and implementation of the National Quality Policy and promotion of quality in society, as well as the development, adoption, and publication of Namibian Standards (NAMS) in compliance to World Trade Organisation (WTO) requirements. The Minister of Trade and Industrialisation, Hon. Lucia Iipumbu said at the official opening of the new inspection centre, which has been operational for the past year is home to a metrology lab, fish processing labs, cans inspection and sensory labs which is a new addition to the new building. The minister hailed the facility as a remarkable milestone and is delighted the N$36 million that government expended on the project is money well spent and will go a long way in serving the country now and in the future. Iipumbu said, “this underscores our unyielding resolve to place Namibia in a convenient position within the frame-work of producing quality products destined for international markets.” According to the minister, the new facility provides for adequate space to conduct frozen and chilled fish inspections. “This means that the inspectorate can process a much more diverse product range and process an increased quantity of products, thus allowing the NSI to move beyond frozen fish inspection as its central focus.” Iipumbu added that the import inspection for canned fish and meat, fishery and related products can now be realized which contributes immensely towards food security for the Namibia consumer. “It is our wish and hope that more products will be accommodated soon.” She said, “It is important for those in the food industry to produce food for Namibia's own consumption. There is a lucrative market outside the country for our locally produced products. But as proud Namibians, we should have the motto of 'home first'. No Namibian should die of hunger while we know we are exporting galjoen to Spain while it is cheaper to sell it locally. We should investigate food sustenance as a critical element of our survival going forward,” Iipumbu said. Iipumbu highlighted that, the ministry officially launched the European Union funded twinning project titled “Support to the Namibian Standards Institution and the Ministry of Industrialisation and Trade” in May 2022. “This is an initiative aimed at rendering technical support in areas of Standardisation, Certification, Trade and Industry. Upon completion, this project will capacitate the Inspection Centre with technological compatible equipment to advance its operations, a move that will definitely increase Namibia's trade capacity and prospects.” According the Iipumbu, the metrology laboratory will be operationalised once the necessary equipment has been sourced through the same technical assistance project. “Once this is achieved, businesses in the Erongo region that require measurement services will be serviced for volume and mass metrology services from this metrology laboratory.” Iipumbu said, “as the ministry responsible for the implementation of the growth at home strategy, “It is pleasing to note that this project involved Namibians from start to finish as it was conceived by Namibians, designed and built by local companies, and now is being operated by Namibians for the good of the nation.” The minister reiterated that the government is committed to empower local businesses, especially Small and Medium Enterprises with the necessary skills and platforms required to grow their businesses. "We will continue to foster sound relations between the government and the business fraternity to ensure that we successfully pursue our trade and economic targets as outlined in our national development agendas such as Vision 2030, National Development Goals and the second Harambee Prosperity Plan 2021 – 2025,” she added. The General Manager of Inspection Centre, Paloma Ellitson explained the centre supports the fishing industry. “We give support and facilitate the moving of products from Namibia to other markets, and we need to do this competently.” Ellitson said, “the centre is already recognised through its accreditation. The building is thus complete because our testing laboratory is also accredited.” According to her, the metrology laboratory will soon be operational and will serve all industries in the country. “Inclusive of our testing laboratory, these labs will serve the Erongo business centre. Beyond testing and inspection, the centre will also execute several other functions. We host the technical committee for standard development, as well as facilitate training for the industry as well as our staff. We also host regional events that require this technical infrastructure,” Ellitson said.

Sunshine Centre handed over a certificate of appreciation, a table and chairs made by the centre's woodwork program (young men living with disabilities) and a handbag made by the centre's young girls living with disabilities. Everyone at the centre is grateful for the financial contributions Mr De Gouveia has made towards the centre through the years. At the handover, Director of the Sunshine Centre, Luzelle Lestrade said, “thank you so much for contacting the centre via your appointed consultant representing you, Mr Hubert Mukosho.” Mr Mukosho's role in Mr De Gouveia's projects, is to see donated funds get used for the right purposes, and once accountability has been established, these relationships are sustained. Lestrade said, “of late, we have been hoping to reach your offices to express our sincerest gratitude and appreciation for the consistent and much needed support that you have been providing the centre for many, many years. We are thankful for this opportunity.” Mr Mukosho said,” it is very special that this token of appreciation comes from the hands of the very children Mr De Gouveia is supporting.” Mr Mukosho further said,” businessmen like Mr De Gouveia are very rare. He is a philanthropist in every sense.” In Mukosho's opinion, if more businessmen were like him, community development will be attained. “As a specialist in community development, people like Mr De Gouveia are essential, as they work side by side with the government to make sure community develop-
ment is reached in a country where marginalised communities need all the assistance they can get.” Established in 1996, the Sunshine Centre has become a place of hope and strength for many individuals living with disabilities, which has only been possible because of the help from the public in the form of donations. The centre, in addition to their own efforts to generate an income, relies on the support of private and public donors to keep going. “Mr De Gouveia gave his first donation in June of 1996 and has donated at least N$138 500 up to now,” Lestrade said. Mr De Gouveia's monthly contribution towards the centre benefits two children per month from the centre's services. This includes two warm nutritious meals per day, special needs education/training and/or therapy and social work services, music and movement instruction, life skills development through educational excursions, life skills lessons and practical training in gardening, self-care, and other interventions to help the child or individual become as independent as possible, reaching their own highest potential. “For this we can not say thank you enough, and we honour you for your continuous contribution,” Lestrade concluded. Pewa's Ocean Adventures newly published children's booklet is the brainchild of Hedwich 'Pewa' Kanghutia a 10-year-old girl from Walvis Bay that approached local journalist Taati Niilenge with the idea to write a children's booklet about the ocean.

The reason for the book the was recently launch is that many children in remote areas of Namibia hear about Walvis Bay, sea animals and the lagoon, but they have never seen a boat, dolphin or flamingo, among others. Kanghuti said at the launch of the booklet that she approached aunt Taati because she thought there are a lot of children, in Namibia, especially those in the villages, who have never seen the ocean. She said, “With this booklet, those children can see and experience the ocean and see what its animals also look like. My favourite part of the booklet is where I saw my favourite animals, dolphins.” Kanghuti said that she's very happy that the booklet is finished. “I've learned that writing and publishing a booklet takes a long time. Now that it is done, I am happy that even children in the villages will know what the sea and its animals look like.” Kanghuti said she was excited to be a character in a booklet, but is mostly happy that other children will see a dolphin, seal, flamingo and the Walvis Bay lagoon. The booklet that was officially launched by Walvis Bay mayor Trevino Forbes follows Pewa and her family during a morning catamaran boat ride. The adventure starts at the Flamingo Villas Boutique Hotel where Pewa and her family stayed before their catamaran ride. Niilenge said, “we took a day trip with Lady Victoria and Walvis Bay Tour Guides out to sea where I captured real life pictures of everything that she experienced on the boat tours.” Niilenge explained that aside from bringing the ocean to children who have not seen it before, the aim is also to help promote the Namibian tourism sector. “We want to bring the Walvis Bay lagoon closer to those who are far and cannot travel to Walvis Bay and to attract
those that would want to visit Namibia. We also want to revive the reading culture amongst children, as the world has changed a lot from reading books to being addicted to electronic devices.” Niilenge said that the 40-page booklet has been translated into Oshiwambo, Afrikaans and Spanish and will soon be available in these languages. “Our wish is for companies to adopt schools in their towns and sponsor at least ten booklets for the school's library so that every child can experience the beauty of the ocean. If the booklet sales go well, we would like to channel funds towards starting a project that tackles drug abuse among learners in Walvis Bay.” Niilenge said that she hopes that the booklet will motivate more Namibians to write about their own country. “I see so many writers from other countries writing our stories. We are the citizens and should be telling our stories. It was truly a joy working with Pewa and the tourism companies. Kaas en Wyn wins ‘THE 100 Social Rudi Bowe Cricket League’ ‘THE 100 Social League’ final was full of action, as top of the four-team social league, Blue Water lost against second on the log, Kaas en Wyn, with three wickets on Saturday, 23 July at the Oval in Walvis Bay. Blue Waters won all six their league games for a place in the final against Kaas en Wyn who won three and lost three after six games. Sparta 2 ended third with Original Gangsta's, fourth. Blue Waters won the toss and decided to bat first. With some great bowling efforts by the bowling attack, Blue Waters was restricted to 131/6 after their 100-ball limit reached. Kaas en Wyn reached the winning score
of 132/7 with 28 balls remaining to win THE 100 Social League. The 100 Social League that started on 4 June 2022, was sponsored, and hosted by Trust Market. Blue Waters, Kaas en Wyn, Sparta 2 and Original Gangsta's participated in the tournament that ended on Sunday, 24 July. Kirsty Brits (42), who is currently training for the upcoming Comrades ultramarathon was the last lady standing after completing eight laps and 54 km with. A total of 48 runners took part in the event: the very first backyard ultra in Namibia. Of these, 23 were signed up for the ultra (they were free to run an unlimited number of laps), with 12 in the challenge category (up to six laps), and 13 for the fun run (one lap only). In a backyard ultra race, athletes need to complete a lap of 6.706 km course every hour, starting on top of the hour. Should they make it back before the hour is up, they use the remaining time to rest before the next lap starts exactly on
top of the following hour. As the backyard ultra rules dictate, runners who fail to complete a lap within an hour are disqualified. The aim of the race is to have only one person remaining to complete a final solo lap. This person is then crowed the winner. Agterlangs het Kudus n agterlyn volspoed wat a groot kop seer vir opponent kan wees. Die skakel paar behoort Billa en Paket te wees met Bulle en Darren in die middeveld. Die agterste trio kan bestaan uit Algernon, Nathan en Zane. Die span wat se dissiplinne die beste gaan wees se kanse is soveel beter om as wenner aftestap . Hoe dit ook al sy 2 opwindende wedstryde is op die spys kaart. Die eerstewedstryd vir die dag is tussen die FNB Kudu bokkies en FNB Wanderers se dames. Ook hier word n tawwe stryd verwag met albei spanne wat graag wil kwalifiseer vir die semi finaal. Die bokkies sal swaar steun op die ervaring van hul Nasionale spelers Tammy, Faiza, Robyn en Candida om die knoop vir hulle deur te hak.
