Water rates increase by 11 % Property rates to increase by 10 % Property owners in Walvis Bay can expect a property rates and taxes increase of 10 % on the value of their land and a further 10 % on improvements [buildings] for the 2018/19 financial year. In addition, consumers will also pay 11 % more for water and related services. These announcements were made on Tuesday at the tabling of the Municipality of Walvis Bay's Budget for the new financial year.

Body still unaccounted for Financial problems were the apparent cause of a man taking his own life by walking into rough seas and drowning on Monday. At the time of going to press yesterday the man’s body has not yet washed ashore. The man reportedly walked into the ocean after writing a name on the sand. He disappeared into the waves at Vineta Beach. Only hours before that, the man apparently told a friend by text message that he was about to take his own life by walking into the sea.
A local angler told the police at 16:00 on Monday about the incident he witnessed when the man walked in to the sea and disappeared. The angler’s report came only hours after a another man notified the police about a text message he received from his colleague who informed him of his planned

According to the Chairperson of Council's management committee, Clr Samson Nghilumbwa, in his budget speech, the local authority of Walvis Bay expects to generate a revenue of N$491 million in the 2018/19 financial year. The anticipated expenditure is set at N$491,5 million, therefore a revenue shortfall of N$500 000. “About 78 % of the total estimated revenues are obtained from water and related services, property rates and taxes, refuse removal rates as well as sewer service rates”, explained Clr Nghilumbwa. Hence the proposed increase of 11% in water supply and related services rates, 10 % on site values and 10% on improvement values of sites. The budget awaits final endorsement from the Minister of Urban and Rural Development.

Immanuel Wilfried confirmed this week the Walvis Bay municipality is prepared to contribute to the fight against crime by providing a capital budget for the acquisition of security cameras at strategic positions across the harbour town. Clr Wilfried called upon residents though not to sit idle and wait for projects like these to be pro-active in the fight against crime. He gave local neighbourhood watches and a vigilance to report suspicious or criminal activities as examples how the public can assist. “It is high-time for our communities to become bolder than the criminals by regenerating neighbourhood watch groups and other methods to get rid of criminals. Let us look out for one another and report any suspicious behaviour to the law-enforcement agencies. As Council, we also hope to contribute to fight crime through the provision of CCTV-cameras in strategic places”, Clr Wilfried stated in his statement during the Ordinary Monthly Council Meeting on Tuesday night. Also on Wednesday night the Chairperson of the Management Committee of the Walvis Bay town council, Clr. Samson Nghilumbwa, in his Budget Speech confirmed a portion of council's N$41 million budget for community and social projects will be spent towards the installation of CCTV cameras across Walvis Bay to boost the fight against crime. An official after the meeting said the budget for cameras would be around N$2 million. The time frame for the implementation of the project could however, not be confirmed.

The Police has the name that was scribbled on the sand and it is believed to be the identity of the same man who text over his planned suicide and who was seen by the angler walking into the sea and disappearing. According to the regional spokesperson of the Namibian Police in Erongo, Deputy Commissioner Erastus Ikuyu, the description which the angler gave the police, matched that of the first report. The police, Sea Rescue, Neighbourhood Watch members and paramedics rushed to the scene. Unfortunately, divers could not do much as the sea was very rough, caused by the winter weather.

The system became clogged up and subsequently the pumps could not function properly. The recent rains did little to assist the situation, as large volumes of sand washed into the system and many residents illegally opened manholes to sweep water away. Walvis Bay mayor Clr Alderman Immanuel Wilfried in his monthly mayoral address on Tuesday night urged residents not to abuse the sewer system, as it has a negative effect on service delivery and it is also severely hampering ongoing efforts to maintain public hygiene. “People quite rightly are concerned about the current state of the area. The source of the problem is the high volume of sand and garbage that ended up in the sewage network. It caused some major
obstruction at the central pump station”, the mayor is quoted. Adding: “the typical manageable solids occurring in raw sewage are human waste and organic matter in the form of gross solids or sludge. However, the regular increase of litter such as rags, fishing nets and an assortment of other materials has severely compromised the network”. The accumulation of these materials in the sewer system, the sand and the influx of water after the rains led to an overflow at the central pump station and a huge body of water accumulated around the area, the mayor explained. He confirmed the pump station was cleaned up by 18 June and the restoration of the flooded area is also picking up momentum, according to mayor Wilfried.

Walvis Bay Cluster Schools Science Fair At the time of going to press yesterday afternoon learners from various schools in Walvis Bay were competing in the finals of the Walvis Bay Cluster Schools Science Fair. Vehicle wrecks removed during July Floris Steenkamp
The municipality of Walvis Bay commits July this year to the removal of vehicle wrecks all over the urban area. The project will start on 1 July and end on 31 July, according to the mayor of the harbour town Clr Alderman Immanuel Wilfried. During May this year the municipality answered the national call for a countrywide clean-up. The clearing of vehicles is a continuation of the project. The municipality will remove vehicle wrecks free of charge from premises during July, provided ownership of the wreck is proven. The owner will sign a waiver and declaration form and indicate the site from where the wreck must be removed. Once the end of July comes, the clearing of vehicles will continue. Albeit it will be accompanied by cost to the owner and prosecution under relevant legislation, as it is illegal to dump vehicle wrecks on your premises. On the pictures herewith: what seems to be an abandoned boat trailer is a sight for sore eyes at the municipal parking area at the Walvis Bay Angling Club. The nearby slipway is used by a number of vessel operators. In this instance it is clear the trailer has seen the end of its lifespan, as the wheels are removed as well as the towing mechanism.

Rubbish dump growing on edge of Walvis Bay lagoon
Tour operators and hospitality operators in the Walvis Bay waterfront area say they are embarrassed at some citizens dumping garden refuse and even household garbage behind the garages of the Walvis Bay Yacht Club. “The heap of mess is growing by the week. It is now becoming and eyesore and an embarrassment, as the area is frequented by visitors. It reflects bad on our town and on us as Namibians�, said a resident who reported the matter to namib times. He urged Namport, as the owner of the land, to take the matter up with those in charge of the yacht club premises.

Narraville residents say they are left desperate over ongoing sewer troubles Residents of Begonia and Kokerboom streets in Narraville are desperate, as a flooding sewer system has now become a permanent problem. Residents are now fearing for their health. They decided this week they cannot continue the situation where the problem is reported and known to the local authority, yet no one works on the problem. Or at least explain the reasons why the system cannot cope in the area. “On behalf of the residents of the above mentioned street would like to express our concern regarding the sewage water that floods our street. The manhole discharging sewage water in these streets started many years back. It is a pity that to this date, no solution could be found. Maybe people don't care about this problem? We are worried about our health and that of our children. Cars drive in the spilled sewage water. The vehicle tires carry the germs into our garages. We are at risk of diseases like hepatitis, cholera, and typhoid that might break in our area as a result of this unattended pollution. The smell is unbearable. These photos were taken this morning (26 June) and by that time, the manhole was still overflowing, raising concern that this street might flood further. We know measures were made to ONLY remove the sewage, which is only temporary, but what we need is a lasting solution to this problem. Please we need a lasting urgent solution to this problem�, concerned residents said in a statement to namib times.

Kafulafuta Water Supply Treatment Plant consignments for Zambia transported via Port of Walvis Bay As an entrance to and from SADC countries via sea to Namibia, Nam-port recently received various building materials that will be used for the construction of the Kafulafuta Water Supply Treatment Plant in Ndola, Zambia. The 3336 tons of shipment arrived earlier this month from China, which will be transported via road to Zambia soon. Zambia, being a landlocked country makes frequent use of the Port of Walvis Bay to carry out its commercial activities that are conducted via the sea. Such working relationships between the two countries are not new but are as a result of the Memorandum of Understanding which both governments signed in 2007 to establish the Zambian Dry Port at the Port of Walvis Bay. The presence of dry ports at Walvis Bay opens up the regional body's trade opportunities with the world. A dry port is a piece of land given to a landlocked country by a country with a harbour, this is to enable the landlocked country to
be directly connected by road or rail to a seaport and operating as a centre for the transhipment of sea cargo to inland destinations. More and more landlocked countries within Southern Africa are looking towards Walvis Bay as an ideal harbour for their import and export needs. Last month Namibia via Namport exported 205 life animals to the Democratic Republic of Congo.
Namport continues to make its presence felt in the Kunene region The Namibian Ports Authority continues to leave noteworthy footprints in the Namibian society through its Social Investment Fund. This time around the fund donated one movable structure valued at N$86, 000.00 to the Outjo Municipality. The structure will be used as a dual facility for an office for NAMPOL and as a separate office for the Ministry of Health. Speaking at the handover, CEO of Namport and Chairperson of NSIF Mr Bisey /Uirab, said that Namport remains committed to assisting the Namibian community where possible. He further said that “as an entity we have adopted the notion of being present, it is in this spirit that moving forward we will support the renovations of the Frans Frederick School in Fransfontein to the value of N$300 000 as well as procurement of ICT equipment for the Cornelius Goreseb High School valued at N$36 000 in the Kunene region�. NSIF also donated N$300 000 towards two more containers to the Seringkop commu-
nity on the same day. The donation valued at over a total amount of N$430 000 was made possible by the collaborative efforts between Namport Social Investment Fund, Standard Bank and the Rotary Club. The containers will be used as a health facility as well as to provide housing for the local nurse. This donation aims at complementing government's effort of providing essential needs such as health to the communities. In the past years the Fund has spent 11.2% of its sponsorship budget in the Kunene region, placing this region the second top most funded region across the country by the Namport Social Investment Fund.

New parking management system for car guards The town of Swakopmund will be welcoming a new parking management system. This was confirmed after the council approved the application of Mr Norman McClune for the new parking management system which will benefit guards.

According to Melvin Cloete the Traffic Chief in Swakopmund, McClune will be having an information session with all the car guards' administrators/operators who register with the Swakopmund Municipality to encourage them to join his business as parking marshals. All the information on how the new parking management system will work will be shared at the meeting.

After nine years Izak accepted a position as trainee instructor at the Department of Transport where for four years he trained apprentice motor mechanics. He was promoted to the management team of the Main Workshop Division, but after six months decided to take on a new challenge in the Life Insurance Business and joined Sanlam for a career in the insurance sector. However his love for motor vehicles never faded. On 24 April 1997 he joined the then Datsun (Nissan) Dealer in Windhoek as Service Manager. Datsun/Nissan went through various ownership changes and eventually became Pupkewitz Nissan where Izak Smit worked for 15 years till June 2013. At the end of June 2013 Izak Smit accepted a position at VW Autohaus in Swakopmund as After Sales Manager. He joined Novel Ford in Walvis Bay on 21 May as Service Manager. Izak Smit has a passion for his work, and he brought with him a wealth of knowledge and experience and he offers his loyalty and dedication towards excellent service to all his clients. His aim is to build a high level of trust between the dealer and their customers in order for all to enjoy the benefits of a strong and good quality product.

Welwitschia Hospital donates Sanitary Towels to Pebbles Foundation Eileen van der Schyff
Welwitschia Hospital, as a responsible corporate citizen, donated 1000 packs of sanitary towels to the Pebbles Foundation on Tuesday, 26 June 2018. The Pebbles Foundation initiated the Sanitary Towel Distribution to school girls in the disadvantaged communities in Walvis Bay. Linda Schultz, Communications Manager of Welwitschia Hospital in Walvis Bay, organised and led the event and the handover of the donation. She started by raising the concern we are faced with by saying: “ It is true that some girls from twelve to eighteen years of age, espe-
cially in disadvantaged communities, not only in Namibia, but throughout Africa have to resort to old papers, rags, newspapers and sometimes anything they can lay their hands on, simply because they cannot afford sanitary towels.” It is a reality that in some households, tough decisions have to be
made between choosing food or supplying sanitary products for girls. The problem is very real, as a lack of access to sanitary towels often results in girls not attending school. “These disadvantaged girls are reported to be absent from school for at least four to five school days per month. This number can total up to approximately 24 weeks out of 144 weeks of a 4 year high school period. Now we can just imagine how that impacts their school career. The lack of sanitary products further keeps them at a disadvantage in terms of education”, proclaimed Shultz. To make matters worse, in some instances, these girls suffer from stress and depression brought on by the fear of staining their clothes not to mention the social embarrassment, which would accompany such a happening. “Consequently, the lack of sanitary products, prevents mobility and productivity as involved women in the community and further life.” By evading this essential, it is not just about providing sanitary products to young
women, it is about making significant life changing differences just by providing girls without this privilege, one of the most basic human needs, being sanitary towels, which as Linda Schultz says, will only better the county's economy as a whole in the long run. Schultz concluded by saying that they, at the Welwitschia hospital aim of reducing, if not curving completely, the experience of the loss of human dignity. Shultz went on by saying: “ We want the girls to remain in school with confidence during their menstrual cycle and this is why today, we are assisting pebbles foundation in availing these sanitary towels to these girls”. The effects should be greater in a sense, that this also contributes to the Government's goal
of making access to education simpler and eventually ensuring better economic exposure for girls and young women. To keep this initial alive, Mrs Schultz appeals to all the ladies in the community, to please keep in mind when doing their shopping - ONE BOX

An der Atlantikküste,in der Namibwüste Potpourri der (Geistes-)Blitze
Auf das Foto „Lappiesfontein“ in der Ausgabe vom 08. Juni erhielten wir folgende Zuschrift unseres Lesers Herbert Schier: Swakopmund (mw) Lieber Herr Weigand, der Kommentar zu dem Lappiesfontein Photo am letzten Freitag lässt mich zurückdenken an die sechsziger Jahre hier in Swakopmund, als ich mit meinem Fahrrad fast jeden Nachmittag die Strecke Swakopriviernordufer und Mole abgefahren habe. Bademeister Schüller zählte gegen Spätnachmittag die Einnahmen der Badeanstalt, er konnte die Zwölfereihe aus dem ff, waren doch penny, tickey, sixpence und shilling im Spiel. Naja, ob die plaasboere, welche mit ihrer ganzen Familie plus “ousie” per Dreivierteltonner Chev, Ford, Fargo, Dodge oder International angereist waren, Rohware mitbrachten, um diese bei der Swakopmund Tannery zu verkaufen, sei dahingestellt. Macht auch nichts, denn erstens nahm die “Tannery”, wie sie im Volksmund hieß, gerne Rohhäute zur Weiterverarbeitung von Geschirr und Schuhoberleder ab und gleichzeitig war der Erlös dieser Transaktion wohl genug, um erstmal ein paar Lebensmittel für die Familie zu kaufen. Die Rundzelte waren alle überschüssige und/oder gebrauchte Khakizelte aus SA Armee Beständen, welche günstig angeboten wurden. Eine Stange in der Mitte, festgehalten von Hanfseilen an Holzpflöcken, welche im Boden eingerammt waren, gaben der ganzen Sache Stabilität, bis eben der starke Südwestwind kam. Die Wäsche, eben die lappies, flatterten im Winde und die Zeltplanen schlugen aufeinander. So ist eben lappiesfontein entstanden, wo eben sich die Inländer, meist Farmer, an dem kühlen Atlantikwetter erfreuten bevor die Kampierstellen Meile 14, Jakkalspütz, Meile 72 und Meile 108 staatlich eingerichtete Übernachtungsmöglichkeiten wurden. Hentiesbaai entwickelte sich im Nachhinein zum Fischerdorf, was es noch heute darstellt. Unweit von lappiesfontein, dort wo heute die Ferienanlage “Alte Brücke” sich etabliert hat, hauste zwischen den mit Dornbusch bewachsenen Dünen in einem Lastwagenaufbau ein Herr Müseler mit seiner Frau und vielen Hunden. Das Areal war umringt von einem Zaun aus Palmenwedel. Es war also eine primitive Behausung. Wind und Sand traktierten die Struktur. Er angelte auch zwecks Nahrungsfindung öfter in der Swakopmündung. Einmal zeigte er mir seine Waffen, u.a. eine Walther PPK Pistole, welche er in Sekundenschnelle zerlegen und zusammenbauen konnte. Ja, er braucht sie zur Selbstverteidigung, sagte er. Von dem nördlichen Swakopufer startete auch Charly Gürtel seine beliebten Fahrten in die Namib. Entlang der Hochwassermarke ging es erst durch den Tamariskenwald entlang der Brückenpfeiler zur Badewanne und Vierkantklippe, beide Felsformationen am Strand und dann durch den Dünengürtel entlang der Eisenbahn Richtung Mondlandschaft. Heute ist diese pad nicht mehr befahrbar.Als Angelstelle war die Bucht direkt unterhalb lappiesfontein gut bekannt. Ich erinnere mich noch an einen Samstagnachmittag, als Fritz Ewald - er fuhr mit seinem grünen VW Beetle überall hin - und ich riesengroße Steenbrasse dort an Land zogen. Für ihn war es einfach die Beute nach Hause zu fahren. Ich stülpte jeweils links und rechts die Köpfe über die Enden des Lenkers meines Fahrrades und den dritten ausgenommenen Fisch balancierte ich auf dem Lenker und schob die ganze Sache nach Hause in die Leutweinstraβe 5, wo unsere Familie neben der Swakopmunder Tannery wohnte. Meine Eltern waren hocherfreut: viele Stücke bekam die Bekanntschaft und die Reste verarbeitete meine Mutter zu curryfisch. Das waren noch Zeiten! Mit freundlichen Grüβen Herbert Schier

„In der Namibwüste, in Swakop am Strand....“ wie ein roter Faden zieht sich der Ohrwurm durch den sehr gelungenen deutschen Büttenabend, der Jubiläumsveranstaltung 33. Küska. Das Prinzenpaar Prinz Nico 1. mit dem Gummiarm und Prinzessin Weibi 1. die Brauhausblüte begeistern immer wieder mit ihrem natürlichen Charme, der sich dann auch in den Auftritten der Formationen zeigt, sei es im Puppentanz von Carmen, dem 6er Tanz von Netti oder den Mysteriösen Frauen von Mirja. Jede einzelne Show löste Stürme der Begeisterung aus. Unbestätigten Gerüchten zufolge hat man an diesem Abend in Walvis Bay ein Erdbeben registriert! Vielleicht waren es aber auch „nur“ die Beifalls- Raketen der Zuschauer. Bei solch einer Stimmung haben es die Büttenredner leicht, sich zu Höchstform tragen zu lassen. Chef des Protokolls Acki legt quasi den Grundstein dieses Potpourris mit seinen Sticheleien gegen die lokale und internationale Politik, Vonny wird dann scheinbar recht anzüglich (Zuschauer: „Unser Karneval muss sauber bleiben“), bis sich alles im kalten Atlantik-Wasser aufklärt, und die sehr verborgenen und menschlichen Seiten der Herren der Schöpfung werden bei der Elferratsvorstellung dann plötzlich doch sichtbar, obwohl sie Holger und Karl-Andrè vorher einen nach dem anderen auf ihre lustige Art haben verschwinden lassen. Unser Möchtegern Politiker Erwin gründet schließlich die KPP – Küska Peoples Partyund findet auch gleich die passende Hymne dazu :„Oh Alkohol, Du edler Geist, wie oft Du mich zu Boden reißt!“, während SFC-

Und dann ist da noch Bauer Lütte, der gemäß dem Motto „Wichtig ist, dass beim Kuss ein Geräusch entsteht, als wenn 'ne Kuh durch Sch... geht!“ endlich seine Frau fürs Leben gefunden hat. Und das diesjährige Motto „Lasst die Puppen tanzen“ haben sich die Garden und Mariechen wirklich zu eigen gemacht: was sie da aufs Parkett zaubern, ist wirklich einfach Spitze! Namib Diesel Social Squash League It may have been a bit chilly in the past week, but the heat on the courts were on, even reaching boiling point at times. That heat has to go somewhere, so what gets burned, yep, you've got it, the racket, which in the long run could prove to be quite costly if one is not careful. The socialising of the teams after play boosted the enjoyable atmosphere of the clubs tenfold. Mother Nature may not have cooperated earlier this month, but that's not enough to keep the Oval racing stars away from the possibility of a record-breaking day as the second annual showdown between Namibia and South Africa gets underway from today and tomorrow at the Desert Raceway in Walvis Bay. Excitement will be an understatement for the spectators as 36 drivers with their modified vehicles, and 12 quad bikes will entertain the spectators. In an all-out battle for the Chequered Flag in the V8s, Hot Rods, Super Midgets and the Quads Bikes classes. Local drivers like Gino Meyer and Rudi van der Westerhuizen are in the V8 class and with their driving skills, they will entertain everyone.
The 2017 Dirt Oval Champion, Allan Martin, will again amaze the young and old with his “never say die” racing style in the Hot Rod class. Raymond du Plessis Martin Kruger and Jos Dekmon will show their skills with their quad bikes. The gate will open today at 15:00 with the first race that will start 18:00 and tomorrow the gates will open and racing that will start at 17:00.

Five coastal teams are ready to 'Outplay Them All’
The teams representing coastal and northern Namibia will arrive in Windhoek on Friday, 29 June 2018, to join the central teams. For the competition, the 16 finalists will be divided into four groups. The top two teams in each group will advance to the knockout phase where competition is expected to be a tight affair. “Bank Windhoek is honoured to have been part of this exciting initiative. PC Blue Boys crowned Coastal Stream winners PC Blue Boys from Swakopmund won the Coastal Stream and will lock horns in a play-off match against Young Brazilians from Karasburg. The winner of the match will be promoted to the Namibia Premier League for the 2018/19 season. The matches will be played on a home and away basis and the first leg will be played on tomorrow with the second leg scheduled for the weekend of 07 July. PC Blue Boys collected the maximum over the past weekend at the Kuisebmond Stadium in Walvis Bay. They beat Western Spurs 2-0 on Saturday and won the match against Northern Stars 2-1 on Sunday. In other matches played on Sunday in the Coastal
Stream, Khomas NamPol defeated Spoilers 2-1, while Western Spurs defeated neighbours Flamingoes 2-1. Coastal Stream winners PC Blue Boys finished with 18 points, followed by Khomas NamPol on 16 points with Flamingoes in third on 14 points, with Spoilers in fourth on 13 points. Western Spurs ended in fifth with 12 points, two more points than relegated Northern Stars. Rookies Northern Stars were condemned to the Erongo Second Division after just one season in the SSFD.
