Massive fuel price increase The price of petrol is set for a 50c increase on Wednesday and diesel is set to increase by 70c per liter. The Ministry of Mines and Energy made the announcement yesterday and explained the increase is necessary as it still cost far more to bring fuel to the fuel pumps than what the consumer actually pays for it (underrecovery situation). Since the last fuel hike a month ago, the playing field has reshuffled on the international fuel market, states the Ministry. A recovery of the global economy increases the demand for processed fuels, hence a heightened demand for crude oil. The heightened demand pushed up international market prices for crude oil. This increase in the demand for crude oil is reflected in the price increases in the two global benchmark crude oils - Brent and West Texas Intermediary. Brent crude oil’s market price rose to the highest since October 2018 and West Texas increased to the highest since October 2014, states the Ministry in a media release. Simultaneous, the Namibian Dollar also weakened against the US Dollar. During September the Namibian Dollar averaged N$14,58 against the US Dollar and in October it averaged N$14,81. The weakening of the Namibian Dollar against the US Dollar fuels an under-recovery situation. Hence the need to subsidise it to enable affordability, to the consumer (fuel equilisation levy). The burden is carried by the National Energy Fund. A price increase will assist to lift the burden. During November the National Energy Fund has to subsidise petrol at N$1,32 per liter and diesel at N$1,54 per liter. The increase of 50c and 70c will reduce this burden. At Walvis Bay (where fuel is the cheapest in the country as it is the closest to the point of import) petrol will cost N$14,95 per liter and diesel N$14,88.

Explained......

How to have headaches with a freight container Eileen van der Schyff

The mysterious sign that appeared near Walvis Bay’s entrance this week stating “Welcome to Saudi Arabia” can be explained. A movie team is currently shooting a movie in the area. The movie is titled “The Power” and partly plays off in Saudi Arabia. The desert surroundings of Walvis Bay was selected for these scenes. The B2 coastal road was closed at time during the filming this week, but local residents welcome the movie-maker, as all economic activities bringing income from outside the country’s borders are more than welcomed.

If you own or rent a freight container, and it occupy public spaces like side walks or open lots, it could become troublesome come mid-November this year. The Department of Roads and Building Control in the Municipality of Walvis Bay announced this week it would remove all containers that occupy public spaces without the owners having official authorisation for it. As from 15 November the local authority will remove such containers to a location where the

owners will have 14 days to claim it and pay for the removal and storage cost. Unclaimed containers will be auctioned off. The reason for this step follows after many months of pleas. The containers are unsightly. In many instances these containers also pose traffic dangers (obstruction).

The late Mrs Gisela Allen

Gisela Edelgarde Karola Lily Elisabeth Rosemarie von Goldfus was born in Grootfontein, Namibia on 21 December 1930. She grew up on a farm, Gai-Kaisa, and spent her Primary School years mainly in Grootfontein. She learned to ride horses on the farm and mostly played with the local children. Her high school years were spent in Swakopmund, where she lived in the girls' hostel, today called 'Altes Amtsgericht', and matriculated in Swakopmund in 1949. As a young lady she be-came a dental assistant under Mr Mylo to Doctor Alfons Weber in Swakopmund. Here she learned to work with metals. In Swakopmund she met Carl Helmuth

Rubow and they were married on her parents' farm in 1953. She made their wedding rings herself. Helmut and Gisela had three children, the eldest called Thilo, and twins named Kai and Jürgen. They moved to Walvis Bay in 1957 and Gisela worked for different companies in town. After the divorce from Helmut in 1964 she married Alex Joosten. She and Alex were divorced in 1972. In Walvis Bay the Ru-

bow boys learned to sail and Gisela became an avid and loyal member of the WB Yacht Club. Sadly, Gisela's eldest son Thilo died under tragic circumstances. Gisela was a devoted member and secretary of the WB dramatic Society in the early seventies. The society staged several one act plays in German, English and Afrikaans, held mostly in the Mission to Seamen's hall. They performed to

filled to capacity, enthusiastic audiences. An original member, crew member and Life Member of the National Sea Rescue’s Station 1 in Walvis Bay, Gisela served actively for twenty years. She was also instrumental in founding the WAC Fest, which is a yearly week-long event when artists and craftspeople display their work and merchandise in a hall in town. Gisela attended different markets in Windhoek, Swakopmund and Walvis Bay to showcase her products of stained-glass ornaments, Hobbytex paint and various other hand-made products. A truly marvelous monument of her art are the big arched stainedglass windows of the Mission to Seafarers Chapel and the German Lutheran Church or Jona Kirche in Theo-Ben Gurirab Str downtown. She was well traveled visiting amongst others, South Africa, Angola, the USA, Europe and Norway in her life. In 1980 Gisela married Les Allan. They lived happily in the house in Conradie Street for 14 years, working at their craft for which they had learned the necessary skills in England. Les passed away in November 1994. Gisela volunteered 50 years of service to the Mission to Seafarers in Walvis Bay. First in the

(Pictures herewith): Giesela Allan Harbour Lights Guild and then as a hardworking volunteer, then as a committeemember. She was honoured with Life Membership and later received a certificate from Princess Anne acknowledging and giving thanks for her 50 years service. She also became involved in catering for the twice-yearly bird count in the wetlands of the WB Lagoon, which was sponsored by WB Salt Refiners. Already over 80 years old, she ordered, purchased and prepared provisions and - with one or two helpers drove to the Keith Wearne Station out in the Lagoon to serve lunch for some 80 bird counters from all over the country and overseas. During the Corona

Pandemic she sewed more than 200 threelayered face masks from cloth remnants and donated them to hospitals and clinics, friends and family. At night, because sleep failed her, she crafted cards and gift tags and donated them to a church.

From the prickly pears which she harvested in her garden, she cooked cordial and donated the funds raised to the church or other benevolent causes. This remarkable woman had many friends and family members who grieve the loss of her life, among others her granddaughter in Canada and her son Jürgen who is trapped in New Zealand due to the Corona Pandemic. Till recently he sent Gisela photos of his travels around the world on his yacht which made her feel part of his journey. Last but not least, Gisela was a caring friend to her neighbours and acquaintances in Huis Palms and to Walvis Bay at large. We mourn the loss of her life, but will be forever grateful for the service she devoted to the WB community at large. A life with so many highs and lows, and her ever-diligent character to do ever more in life, must truly be celebrated. She had a fine sense of humour and a zest for life which was astonishing! MEDIA RELEASE

The Cancer Apple Project digitalises in celebration of 21 years fighting cancer On Wednesday, 13 October, a revamped and digitalised 2021 Bank Windhoek Cancer Apple Project launched in Windhoek. Since its inception in 2000, the Project has become one of Namibia's major fundraising initiatives. It has raised N$30.5 million for the Cancer Association of Namibia (CAN), assisting the organisation in fighting the disease. Themed “Celebrating 21 Years of Hope”, the Project will commemorate its anniversary with an introduction of an e-Apple Platform, offering contributors the option to purchase physical or virtual apples and apple juice. The cost for apples remains N$5, the apple juice at N$8, and the virtual apples starts at N$5, and all proceeds from the sale of physical apples, juices, and virtual apples will be donated to the CAN in March of 2022. Bank Windhoek's Managing Director, Baronice Hans, said the Bank is proud to launch the e-Apple Platform. “With the introduction of the new e-Apple Platform, we are excited to kick-start the Cancer Apple project. At this juncture, we urge the public to support the Project; it has and will continue to save lives,” she said. “This innovation originated within our organisation and was conceived by the men and women who made up our NextGen Board, established in early 2019.” CAN's Chief Executive Officer, Rolf Hansen, said for CAN, the gentle giant it remains standing on, is the success of the Bank Windhoek Cancer Apple Project. “A giant that has been, for 21 years, been part of nearly two generations of school goers a project known by almost every Namibian. A project that has screened, aided, supported, and saved so many lives,” said Hansen. “Let us step wisely. Looking at where we have come from, learning, and improving our efforts. These efforts will inspire the people of our country who may feel left out where screening and health services are especially not readily available.” The e-Apple Platform is a web-based application that allows individuals and organisations to support the Bank Windhoek Cancer Apple Project from anywhere in the world. “It is accessible throughout the year. Individuals and organisations will be able to purchase on the e-Apple Platform using their debit or credit card. They have the option of selecting a preferred branch nationwide, from which they can collect their physical apples or juice,” said Hans. Working together to save lives during a pandemic GLOBOCAN 2020, the international cancer statistics registry currently estimate that 19.3 million new cancer cases and almost 10 million cancer deaths occurred in 2020 worldwide. The online database provides global cancer statistics and estimates of incidence and mortality in 185 countries for 36 types of cancer, and for all cancer sites combined. The database indicates that female breast cancer has surpassed lung cancer as the most commonly diagnosed cancer, with an estimated 2.3 million new cases, followed by lung, colorectal, prostate, and stomach cancers. Lung cancer remained the leading cause of global cancer deaths, with an estimated 1.8 million deaths, followed by colorectal, liver, stomach, and female breast cancers, said GLOBOCAN 2020 . Hansen shared that Namibia faces an ever-increasing burden of non-communicable diseases, including cancer, diabetes, heart conditions, and rare diseases. “In 2019 we saw the annual average of 3 780 new cancer cases duplicate from the previous year. In the last five years, Namibia's reality was a "back-to-back" steady increase of an estimated seven percent per year. Currently, more

than 54 percent of all Namibian cancers are reported in women. Childhood cancers also increase every year, still at an alarming rate,” He said. Hans said that the Bank believes that no organisation exists in isolation of its environment. “At Bank Windhoek, we live by our philosophy because of the community that supports us. This approach is evident through our contribution of N$7 million towards Corporate Social investment, and at no other time has Corporate Social investment been more needed than now, given the devastating impact of this pandemic,” she said. Hans shared that despite the challenges experienced in 2020, Bank Windhoek contributed N$500 000 toward CAN. “The Bank Windhoek Cancer Apple Project, and our partnership with the Cancer Association of Namibia, spans an incredible 21 years and is defined as years of hope, outreach, and collaboration for good. It is the most consistent demonstration that Bank Windhoek is a connector of positive change and an organisation that cares,” concluded Hans. Hansen on his part thanked the Bank for the support and a robust relationship in fighting cancer. CAN uses funds raised through this Project for its annual outreach programmes and pro-bono cancer screening across all 14 regions countrywide. The Bank will release a documentary highlighting CAN's annual campaigns fighting cancer in Namibia. The 2021 Bank Windhoek Cancer Apple Project comes with a brand new logo to signal the Project's progression towards a more digital future. The Project's key activities will include Branch/Department, School, the internal entrepreneurial challenge, ordering, and donations towards the Project via the eApple Plat-form. The partners of the 2021 Bank Windhoek Cancer Apple Project are: · Namibia Fresh Produce and Food Lovers Market source apples from South Africa. · NamPost Couriers and FP du Toit Transport distribute the apples across the country free of charge. · PricewaterhouseCoopers audits the school competitions results at no cost. · Safari Hotels hosts functions and accommodates representatives from the winning schools outside Windhoek to attend the handover ceremony at no cost. · PayToday Namibia and GiveToday have enabled the public and non-Bank Windhoek customers to donate funds towards the Project via its websites. · Solitaire Press supports the Project by printing project materials at a lower cost. · NBC Radio spreads the awareness messages in all local languages at no cost. · Maerua SuperSpar sponsors stationery vouchers to the winning schools. · Jaylo Production provides sound equipment for the project launch and funds handover events free of charge. · The Namibian Newspaper will provide print media coverage.

29 OCTOBER 2021

Namibia’s special offer at COP26 AT the onset of COP26 next week in Glasgow, Scotland, Namibia can be assured that it will be properly represented and that its delegation will be equipped with a fairly complete set of plans for the energy future of the country. President Hage Geingob leads the delegation and his right-hand man is the Minister of Environmental Affairs and Tourism, Pohamba Shifeta. Other members of his delegation are the Minister of Energy, Tom Alweendo, and the Director-General of the National Planning Commission, Otniel Kandjoze. They will also be accompanied by Mr. James Mnyupe, Namibia's Commissioner for Green Energy. COP26's main objective is to ensure that global warming is contained by 2050 and that participants in the Paris Agreement sign firm agreements on it. During the conference, side line negotiations are likely to play the crucial role in achieving nations' goals of achieving zero pollution by 2050 or earlier. Namibia, however, has a special offer to make at COP26. As a net importer of electricity, a long coastline along the Atlantic Ocean, sunshine and wind, two usable ports, a lot of minerals and mining products and trainable human materials, there are great prospects for Namibia. Especially the power crisis in South Africa and consequently in the sub-region, and Namibia's relative access to European markets, positions the country to be a role player in new energy flows globally. Green energy is a work in progress and Namibia is ready to do its part. At COP26, investors and participants must be found and connected. Since the Namibian government requested that project proposals be submitted to the Commissioner of

Green Energy for evaluation by mid-September 2021, much has happened in various fields. Namibian participants in the extension of Harambee Prosperity Plan II (HPPII) have indeed burnt the midnight oil, because deadlines are getting shorter and new plans, rather than new science, are the driving force behind the global climate plan. Project leaders identify (countries) sites, financing and outlets for new energy flows and sell them under the banner of social responsibility, economic progress and balance between rich and poor countries. In each of the plans presented, the multiplier factor for a host country like Namibia is simply greater. Namibia has a special offer to the global seekers of new energy streams. The country's nature is still intact and it is a net importer of electricity. Namibia is democratic, peaceful and politically stable, endorses a mixed economic system and is receptive to foreign direct investment. This is clear from the perception of prospective partners. Governments and private investors stand in line to grab Namibia's attention. Significant memoranda of understanding and agreement have already been entered into between, for example, Germany and Namibia, America and Namibia and South Africa and Namibia. At the private investor level, Australian conglomerates, Saudi Arabian investors, Russia and others have all lined up. Namibia in turn, announced its willingness. Among the most important documents in this regard are the spelled out policy of readiness encompassed in the HPPII plan, Vision2030

and draft legislation submitted by the Ministry of Industrialisation and Trade to establish Sustainable Special Economic Zones between now and 2026. These are comprehensive documents, positioning Namibia to make full use of the energy revolution and a rapidly changing economic order. This is indeed the Fourth Industrial Revolution. What's on the table? * While South Africa, Africa's biggest economic power's, electricity supply is collapsing and the country urgently needs to get rid of its addiction to polluting coal energy, two things have emerged in Namibia. Domestic self-sufficiency in electricity supply and the role of the national power supplier in it. Nampower's mandate as

a supplier and distributor of power has never been as important as it is now and capacity needs to be urgently added to meet even the minimum needs. The event was spotted by a group of investors with ties to Saudi Arabia. Under the name, Power Invest DMCC and BW Energy, a plan was submitted to Cabinet on 21 September that could contribute 586MW of electricity to the Namibian grid. The plan involves the Nataniel Maxuilili power station at Dune 7 outside Walvis Bay and includes the Blue energy source from the Kudu gas field along the coast at Luderitz. The project could be fully operational by the end of 2022. If it does happen. * Meanwhile, a handful of project proposals

have been made to produce hydrogen energy at Lüderitz, with spelled out sales potential in South Africa and Europe. These include desalination of seawater, the production of ammonia for the agricultural industry and even power generation for metallurgical processes. * The third major prospect is an Americansponsored project to build a solar farm, perhaps the largest on earth, in the Kalahari, on the border between Namibia and Botswana. It will also provide power for own use and export to South Africa in particular. * The role of solar power that has already been installed should also not be overlooked. In places like Grootfontein, Gamm in Northeast Hereroland, Outapi and several others, solar farms with considerable capacity shoot up and within ap-

propriate rules, private entrepreneurs install solar power on centerand warehouse roofs. NamPower does this on a large scale to stabilize power supply lines. Namibia is busy, but also realizes it will have to change gears to stay relevant. Meanwhile, the economic power of a comprehensive future energy and electrification plan is central to the larger Namibian vision for the future from which quality jobs should be created for Namibians and from which better and relevant training for Namibian youth can flow. This is only possible if offers such as the latest from the German government for development aid, are taken responsibly and if all foreign interest is seriously considered. Namibia should not disqualify projects due to specific preferences and should in fact follow

Port Log

a very open policy regarding direct investment to the extent that it holds the maximum benefits for both the country and the investor. Namibia will have to judge realistically and be highly receptive to new ideas, but also have to be vigilant and be careful not to get bitten. In order to prepare its goals for economic growth and in a short time add electricity and green energy flows to its export basket, Namibia will now have to work day and night on the administration that can make the new economy possible. Legislation within the norms of a modern and responsible state is extremely important. Insight into what the future holds must be pursued by knowledgeable functionaries in both the public and the private sectors, as this is the partnership that can make Namibia succeed.

Swakopmund's urban gardening project harvests its first produce Sharlien Tjambari

To promote urban agriculture by encouraging the residents to produce their own food, stimulate food insecurity and economic growth, the Swakopmund Municipality initiated the Urban Agricultural Project on Wednesday. The first produce was harvested from the greenhouse garden which is located at the Swakopmund Municipal Nursery. According to Robeam Ujaha, the Environmental Health Practitioner – Health Services who oversees the project, the project was launched last year in August, “Today we are here to witness this milestone where we are harvesting. This project was initiated by council as part of council's strategic plan for urban agriculture as one of the pillars.” Ujaha said they have 30 beneficiaries benefiting from this project. According to Ujaha, the first phase of the project, the greenhouse, was sponsored by council. The second phase which will kick-off soon is sponsored by the UNDP under the Japanese embassy. Ujaha further said: “We are very happy to witness these fruits and vegetables being harvested. It is the work, effort, time and results of the committed beneficiaries.” According to Ujaha, the major challenge they face with the project is the fact that the beneficiaries are unemployed and the moment they get a stable job they leave the project, thus leaving a gab, but in most cases when a beneficiary falls out, they go back to the applicants who are on the waiting list and see who is available and who can fill in. “But with the commitment of the current group, I think we will remain with them for quite a while until we get this project in full swing. We want to reach our market, we want to sell to our local retailers,” added Ujaha. Ujaha said the project was inspired by Covid 19, when many people were retrenched and were benefiting from the Mayor's Office for food parcels, Council allegedly decided that it was time to start teaching the people of Swakopmund how to produce food with backyard gardening as the main idea. “With this project, we want to send a massage to the rest of the country that Namibia can become a food security country by using this smart agricultural concept and investing more time in it. I urge our community to support us, this coming Saturday we will be having an open market hear at the Swakopmund Municipal Nursery, you are welcome

to bring your family, come harvest. Abisai Nakalamba, a group leader and a member of the project committee said he joined the Urban Agricultural Pro-

IpupaK Grow Leadership Summit Over the years, IpupaK Grow You remained committed to mentor and coach young professionals, women and the girl-child for optimum leadership capabilities. The program has seen numerous young Namibians benefitting from it. The tremendous growth and positive results are evident thus far. To ensure sustainability, an annual “Young Professional Summit” has been initiated to bring together young professionals within the Erongo Region and the country at large, to launch its very first annual “Young Professionals Leadership Summit” under the theme "Positioning yourself for global relevance”, in Swakopmund, 30 October, in partnership with Momentum Namibia: Asset Management, Wealth and CIS. According to its Founder, Ms Ipupa Kasheeta, the event will not only expand participants' professional network but will also witness the launch of the book titled "The inclusive leader: Embracing diversity and employee engagement" by Ms Nosipho Damasane, which the IpupaK Grow You foundation played a supporting role during its drafting at the time when the world was on lock down in 2020 by creating platforms with the author on issues of leadership and challenges brought about by Covid19 pandemic. The Summit is designed to harness participants' personal and professional development, as we bring speakers from different generations who will share their sentiments and experiences on how to lead and achieve sustained growth as an individual and as corporates. Talks will amongst others evolve around financial management, leadership of self, critical soft skills for professional excellence, positioning your institution and staff for global relevance, etc. Speaker's line up: Hon Emma Theofelus (Deputy Minister of ICT), Mr Jerry Muadinohamba (Business Leader), Ms Lisa Matomola, (Hito HR Founder & Consultant), Ms Evangelina Nailenge (MD: Momentum Assets Management, Wealth & Collective Investments) and Mr Alfeus Benjamin (CEO: Swakopmund Municipality). The IpupaK Grow You mentorship program is a non-profit-making initiative, and all efforts are done in the spirit of “what can I offer to my community” and to this end, our speakers/mentors have volunteered their time to speak at this maiden event at no cost. Sparta overcame their nerves as they defeated rivals UNAM III 32-52 in the final of the first league. At full time the scores were level at 19-19 and it extra time Sparta went over for a converted try and a successful penalty kick to separate the teams at the end of extra time. Sparta Rugby Clubs coach, Frans Beukes, said that this is all about hard work and commitment by the players. “A a Rugby Club, we are very happy and proud of how far we have come as a team, given the challenges we had. From here, we just want to see growth and would like to participate in the Reserve League, but the league composition I believe will not allow it,” Beukes said. Beukes invited prospective young rugby players to join the club, “as Sparta Rugby is well managed and we try to put the player's interests first. We believe in hard work being rewarded and striving for justice, equality and trust among ourselves. “I would like to thank the players and my fellow coaching staff for a job well done,” Beukes said. The try scores for Sparta were Jennery Xamseb, Zwandre Viviers, Shaun White, Darren Esterhuizen and Curyn Blizzard with Giovanni Isaacs successful with two conversions and one penalty. Zwandre Viviers also won the man of the match award.

Bronze for Mighty Birds - AWEH Rudi Bowe

Coastal outfit Blue Waters edged Young African 3-1 in the third and fourth place play-off on Saturday to win a bronze medal in the 2021 MTC Namibia Football Association (NFA) AWEH Cup at the Vineta Sports stadium in Swakopmund last Saturday 23 October.

The Mighty Blue Birds from Walvis Bay standing from left to right: Calvin Spiegel (Goal Keeper), Malakia Gabriel, Arend Abubakir, Kandjamba Pandeni, Aprocius Petrus and in front from left to right: Damaseb Steven,Tjiueza Prins, David Kondjashili, David Tuhafeni, Aukumeb Gregory and Somaeb Hendrik (Captain)

Blue Waters, who lost in the semi-final against Civics a week ago, opened the scoring within the opening 20 minutes through a brilliant goal by Prins Tjueza with a goal by Moses David to make it 2-0 before Young African managed to get a goal back by Tjimbauja Kapuuofor a 2-1 half time score. Enrico Hoebeb scored the third and winning goal for the coastal side for the bronze medals and a cool N$150 000 with Young African consoled with N$100 000. Blue Waters coach, Paulus Shipanga, said he was happy with his team's performance. “It has been really long since Blue Waters won a trophy but we told the boys to enjoy themselves today and we should not allow other teams to come bully us at home, so winning the bronze is something we are proud of,” he said. In the final of the NFA AWEH Cup, Civics beat Mighty Gunners 3-2 to win the thrilling MTC NFA Cup AWEH and walked away with the N$500 000 price money also last Saturday at the Vineta Sports stadium in Swakopmund.
