town this week, reportedly told the Governor to sit down and keep discussing the matter with the two parties until an agreement was reached. In financial terms, the strike has been costly to all stakeholders, including the country, the company

and the employees. The strike initially started after the workers accused the company’s management of a discriminatory salary structure, illegal reduction of leave days and illegal reduction of medical aid, as their main concerns.

At the two-day meeting with the Governor as arbitrator it was established that the allegations of salary discrimination proved to be unjustified, and no adjustments in this regard were made as part of the agreement.

The agreement ensures that employees will receive an annual basic salary increase of 6,5% for 2015. The annual wage increase will be backdated to 1 March 2015. A means for a salary progression mechanism was also agreed upon,

and adjustments relating to this will be backdated to 1 May 2015. Previous conditions, laid down by the company, which initially infuriated the employees, were set aside and are not enclosed in the signed agreement. MUN Branch Continues on page 2

After construction on the controversial Ocean Key luxury penthouse complex at Langstrand was stalled since the end of last year, all indications are that construction will start again, soon.

After President Hage Geingob’s visit to Walvis Bay on Tuesday morning, contractors have started with the servicing of the land in Narraville and are in dire need of volunteers to help A spokesperson at the Muthem with the project. The servicing of the preferred land started on Wednesday. Contractors were servicing the land when namib times visited. A spokesperson at the site (contractor) said that they currently have no volunteers but would need a lot of volunteers to start helping immediately.

“Such meetings are illegal in nature as it violates the law requiring that prior approval be obtained before a public meeting is convened. It must be further understood that such law aims to protect society from criminal elements who would target such gatherings to commit crimes and hence the need for police presence and protection. As such, I want to urge all organizations, unions and clubs intending to convene public meetings to do so within the confines for the law in order to avoid public disorder and ultimately chaos.”

Pensioners awaiting their higher grant

Pensioners in Erongo will receive their first, bigger pension cheque in the first week of August, including a payback amount of N$1 600, for the previous four months. Mr Samuel Thaniseb, of the Elders Association of Walvis Bay says the pensioners are excited and grateful for the relief because they really need it. Earlier this year the pensioners asked for a raise in the pension - the increase was granted from N$600 to N$1 000. On a recent meeting of

the Elders Association of Walvis Bay with the pensioners in Kuisebmond and Narraville, social workers addressed the pensioners and they were also briefed about several issues that influence their lives, under which the new electricity tariffs. Mr Stanley Norris, from Erongo Red, said that they

had investigated the amount of amps each registered pensioners uses. “We are here to help those, who uses 30 amps or less, not those who use more than 40 amps. Many did not know of this limitation.” He said that they had 'budgeted' for about 2 000 pensioners in the Erongo

Region but after the investigation, it transpired that the region has about 4 500 pensioners. Mr Norris also gave a few examples to explain to the pensioners that the fewer units used the less the increase would be on their electricity bills. He also gave a few tips to the seniors to save more money, either by using

energy saving bulbs or and a geyser blanket. The social worker from the Ministry of Health and Social Services, Ms Adelheid Lekobane, told the pensioners at the meeting that the pension grant was there to help keep them healthy and alive. She also said that for those 60 years and older, treatment at State Hospitals and Clinics are free. “This places a lot of strain on our Government, that's why it is our responsibility to keep ourselves healthy”. She also spoke about alcoholism and drugs usage in Walvis Bay, especially amongst the youngsters, and told the elders of the community that they needed to be more rigorous towards the youth. “We need to motivate and empower the youth to do something with their lives. We need to encourage them to go and

study or work. Our elders play a huge role in our community and society”. She reminded them that they as social wokers were there to listen to all the elders' grievances and problems. “We are here for you, and our doors are always open.” Mr Samuel Thaniseb also briefed pensioners about the refuse charges on old age statements. They wrote a letter to the Municipality of Walvis Bay to reduce the existing tariffs of N$7.50 to N$5.00. They also asked the Municipality to decrease the existing water

We are also going to have a committee which will help the locals with food and daily necessities, Mr Thaniseb said. The Erongo Director of Education John /Awaseb thanked Omeva Yerongo Fishing CC for their donation of 30 computers with a server to Immanuel Ruiters Primary School in Kuisebmond, at the inauguration ceremony of the School's Resource Centre on Wednesday. According to /Awaseb, computer technology has enabled teachers to make their lessons more interactive and therefore more interesting and rewarding. “Education is no more limited to classrooms as it has reached far and wide, thanks to the computer technology”. He added that the use of Information and Communication Technology (ICT) such as internet applications, CDROMs, video technology and various com-

puter attachments and software programs have caused many changes in society. /Awaseb said that the impact on education is just beginning to be felt, as teachers integrate this new technology in their teaching. “Many teachers will benefit from the use of powerpoint and other computer programs to improve their presentation of material to class. The Director of Education admitted that the resource centre for the school, especially the computers, has come at the right time.

“The Ministry is implementing the new curriculum right now for all the phases as part of the new reform; this includes technology as an integral component and schools are now going to offer a subject (ICT) for all the learners as from next year”. /Awaseb further added that full implementation is being hampered by insufficient development funds necessary to create fully integrated learning environment in all schools. He stated that mixing technology in the

classroom supports learning and builds the students' confidence and that incorporating technology in the curriculum gives students a sense of purpose and their attitude towards their education becomes positive. “All these benefits I have mentioned just now are possible at Immanuel Ruiters because of the computer centre that has been generously donated by Omeva Yerongo”. /Awaseb concluded by thanking Omeva Yerongo on behalf of the School

Man in court for perjury – after ‘stealing his own bed’ Mavourlene !Gaës

Festus Tjiuorokiza (32) made his first appearance in the Walvis Bay Magistrate’s court yesterday for opening false cases to the police, and lying under oath. The police have opened a case of perjury against Tjiuorokiza for making false statements and opening false cases, after he had filed a case claiming someone had stolen his bed.

Tjiuorokiza was granted bail of N$2 000 by Magistrate Sindano Liwoyo and will return to court on 9 September after he case was postponed to give him time to gain legal representation.

According to court records the accused allegedly opened a case at the Tutaleni Police station on 20 July this year. He claimed someone had broken into his shack in Swael Street Kuiseb-

mond between 17 and 20 July, alleging he was out of town at the time, and that his double bed worth N$5 600 was stolen. The report further states that the police, during their investigation, spoke

to Tjiuorokiza’s neighbours and heard from one of his neighbours, that it was the suspect himself who had been seen carrying his own bed out during the night.

Meanwhile, the other two Chinese nationals - Li Xiaoliang, 30; and Pu Xuexin, 49 - alongside the 40-year-old Wang Hui whom the

local police believe to be the kingpin in one of Namibia’s biggest rhino horn smuggling cases, denied any knowledge of all the allegations contained in the three main charges and the alternative counts. The three accused each entered a plea of not guilty to all the charges. Li Zhibing’s case is now being separately dealt with by the court from that of his fellow countrymen in order to allow the prosecution team to call witnesses to give evidence on behalf of the State. Earlier reports carried by local daily ‘Namibian Sun’ had it that Wang was arrested in May this year at the Windhoek Country Club Resort and Casino. Upon his arrest, accused Wang was immediately linked to the three Chinese men who were arrested with the 14 rhino horns at the

Hosea Kutako International Airport. In 2014, Li Zhibing, Li Xiaoliang and Pu gave evidence during their formal bail hearing that they would stay at the home of Wang in the town of Otjiwarongo if they were released on bail. Their bail request was, however, denied. Wang is also being investigated in connection with other poaching cases in Namibia. He has apparently been travelling between China and Namibia regularly, and when the investigating officers learnt that he was back in the country, they tracked him down at the Country Club in May this year where he was busy gambling. Wang is originally from Jang Su in China. While in Namibia, Wang was staying in Otjiwarongo where he owns the Happy Life

The three men were arrested by members of the Namibian Police Force's (NamPol) Protected Wildlife Resources Unit while they were on their way to Hong Kong via Johannesburg, South Africa in 2014. The 53-year-old Li Zhibing entered a guilty plea to the first main charge of contravening Namibia’s Controlled Wildlife Products and Trade Act (Act Number Nine) of 2008, in this case unlawful exportation or attempts to export controlled wildlife products (14 rhino horns worth more than N$2.3 million) out of the country. Li pleaded guilty to the second main charge of contravening the same Act, in this case of unlawful exportation or an attempt to export wildlife products (a leopard skin valued at N$50 000) out of the coun-

“The community must be warned” Madelaine Laubscher Complaints surfaced this week regarding alleged cases where dogs are being used for money making schemes in Walvis Bay that the community should be alerted of, immediately. A trusted source said that the community of Walvis Bay, especially domestic workers and gardeners, must be made aware of a specific trend. “Chinese people are walking through different neighbourhoods, asking domestic workers or gardeners at the houses to buy dogs. There have been two such incidents since last week. Too many dogs go missing and too many suspicious persons are trying to make extra money this way, knowing that the Chinese will buy the dogs,” she said. A second case allegedly entails two homeless persons somehow finding dogs and then wanting a reward before returning the dogs. Another source said this has become a huge problem for the Walvis Bay SPCA. “A member of the SPCA was on her way to work when she noticed the two homeless men walking with a Labrador that she could clearly see did not belong to them. Since she is from the SPCA, she asked them what they were doing with the dog. In their response they said they found the dog and are looking for the

The two suspect persons allegedly demanding rewards owner in order to get a reward. She told them she is from the SPCA and will take the dog and find the owner. They demanded that she should give them a reward if she takes the dog. She stood her ground and took the dog to the SPCA. The owner of the dog fetched it soon after. informed that they cannot get a reward from the SPCA. They subsequently left her a rude message on the SPCA clipboard containing foul language,” the source said. According to these sources the community must be warned about these trends as too many dogs are suffering the consequences. “Please inform the Walvis Bay SPCA immediately if any such activities are suspected,” she concluded.

Walvis Bay Council Approvals for July Leandrea Louw

At an ordinary council meeting held on Tuesday at the Kuisebmond Council Chambers, the following recommendations made by the Management Committee for July were approved. The Management Committee recommended that the Mayor, Ms Uilika Nambahu, be granted approval to serve on the 2015-2018 International Council for Local Environmental Initiatives (ICLEI) Africa Executive Committee. Recycling Stalls: The Management Committee recommended to the Municipal Council new lease conditions pertaining to the recycling stalls at the landfill site. The lease agreements of all the recycling stalls presently being leased, that expired on 31 March 2015, were extended through a Tender Board meeting to 30 May 2015 and then again to 30 June 2015. The current practice is that the water and electricity consumption is included in the tendered amount. Some recyclers used the stalls for processing purposes which resulted in water – and or electricity costs that were more than the lease amount payable to Council. The original purpose of the stalls was to be a temporary collection point from where materials could be moved to a recycling plant and in most cases this is not the practice anymore. The recommendations made were that the current lease agreements of three existing recyclers, as well as future recyclers, be amended as follows: Recyclers must pay the Council approved tariff for an unserviced leased area, which is N$0,48 per m². Standard water metres and pre-paid electrical metres should be installed, if so required and on request, to allow each recycler to be responsible for his own water and electrical consumption and account. The amendments will be effective from 1 August and a presentation on the lessees that still owe Council in rentals, must be made to Council. Proposed township: The Management Committee also recommended that the Municipal Council approves of a proposed township establishment on Erf 5761 Kuisebmond (Extension 13). Erf 5761 is situated north of Kuisebmond and east of the planned

main Kusiebmond collector road. The erf is zoned as 'undetermined' and the size is approximately 10Ha. Erf 5761 is currently unserviced and not connected to any bulk infrastructure service networks. Water, sewer and electrical connection can be linked to the existing services of the adjacent existing and proposed residential erven. It is

currently undeveloped. There is no vegetation on the site. The area will need to be levelled through earth-works in order to bring it up to the same height as the existing Kuisebmond residential erven. Developing this site will therefore be cost-effective as there will be existing infrastructure on Erf 5765 Kuisebmond (extension 13).

It was recommended that Council grant approval for the layouts by the Townships Board in terms of Section 19 of the Townships and Division of Land Ordinance for the townships establishment on Erf 5761 Kuisebmond, comprising of ±217 erven and Remainder streets. It is also recommended that the power of attorney be issued for a

township establishment on erf 5761 to Stubenrauch Planning Consultants. Public Open Spaces: Lastly, the Management Committee recommend that the Municipal Council takes note of the current status of the Public Open Spaces in Walvis Bay. The public open spaces are new extensions and existing nei ghbourhoods are

created for the purpose of leisure parks for the communities. In terms of the layout guidelines, 6% - 10% of the total floor area of any new township establishment must be reserved for public open spaces. The existing public open spaces in the neighbourhoods must not be closed if no other public open space is found in the ratio of 100m².

It was recommended by the Management Council that Council take note of the current status of the public open spaces in Walvis Bay. A report will also be submitted to the Management Committee regarding all vacant erven zoned other than Public Open Spaces, belonging to Council.

Liesl Losper Albatross Task Force (ATF) Namibia held their 2nd ATF workshop on Wednesday on the implementation of the seabird bycatch mitigation measures. Representatives from all the fishing companies in Walvis Bay attended the workshop, to use this as a platform to discuss the regulations that will be implemented by the Ministry of Fisheries and Marine resources (MFMR), and to learn how the ATF could be of assistance. The speakers were Dr Hannes Holtzhausen (MFMR), Bronwyn Maree (BirdLife South Africa) and Clemens Naomab (NNF). “This meeting was intended to provide information on current options of mitigation measures, to develop a collaborative plan to support the implementation of the measures, to identify an industry feedback procedure and consider options and strategies for monitoring compliance,” Naomab said to the namib

The response has been overwhelmingly positive from the fishing industry side. More companies are keen to start using the mitigation measures on their vessels even before the regulations have been implemented. We see this as an extremely positive step towards reducing sea-

bird bycatch in Namibian fisheries,” Naomab said. Fishing industries say their main concern is that the mitigation measures on the fishing vessels will hinder or disturb the fishing process. Naomab replied, “The measures that are being implemented are based on globally recognised best practice and we are confident that they can be incorporated into daily fishery operations.”

The Case Against Marine Phosphate Mining Nowhere in the world has a marine phosphate project ever been undertaken. Any country - despite knowing the probable negatives associated with marine mining will have to accept that they have become guinea pigs if they choose to open up the ocean under its custodianship. It must be remembered: each nation has the right to determine what is in its interest, and not be forced to sacrifice its marine life and fishing industry. Proponents of these marine projects expect blind eyes to be turned to all the negatives despite an abundance of testimony by internationally recognised experts who are raising red flags about these projects. They are disturbed. They are on record with their opposition to marine phosphate mining in all aspects. Their scientific research is backed by substantive arguments, supportive facts and field evidence – not sensationalism. In short, they are all firmly of the opinion that this type of mining will radically disturb the surface of the seabed, and surrounding water columns, resulting in conclusion that supply lines in the food chain will be permanently warped. Public debate on marine mining, and specifically phosphate mining, is not in its infancy. It is growing and gaining momentum slowly, but surely - to ever higher levels and with greater community involvement. Equally important: it is beginning to be seen on the radar screens of world leaders. A quarter-century ago those who began to warn of global-warming and climate change were a handful, often ridiculed and maligned. Yet they have shown the world that the bottom-up movement for change is real, and a force not to be ignored. Tackling a cause is an opportunity and not a burden. Ocean and coastal ecosystems are major assets. Like any asset they must be guarded, protected and properly

managed. They must be treasured. They give fruit to crucial social issues that nurture a common heritage of present and future generations. An existential threat is not needed to move people into action. But some experts have already spoken out forcefully against seabed mining, like Xavier Pastor, Executive Director of Oceana in Europe, who put it vey potently: “It is not simply because we possess the technology to mine the seabed or because it has now become economically feasible, that we should necessarily do it. It is a major political decision that citizens have a right, and duty to participate in. Will deepsea mining ensure a healthy and productive marine environment in the long term? The undeniable answer, is no”. The Global Ocean Commission's statement of 30 April 2014 noted this: “We are hopeful that under the leadership of the Holy Father, the Church will step up its reflection and action to contribute to a wiser use of marine resources.” Say a prayer for those who have to prepare the Holy Father's intended Encyclical on the Environment. That they be abundantly blessed with foresight and wisdom. Not for nothing did he tell his own followers that he had taken his name after St. Francis of Assisi - since, in the words of the Holy Father, St. Francis "… teaches us profound respect for the whole of creation and the protection of our environment, which all too often, instead of using for the good, we exploit greedily, to one another's detriment.” Marine phosphate projects have become the subject of real concern to all those who are anxious about the negative effects to be brought about by such mining in

the marine environment and the fishing industry in particular. A basic fact must be faced. One that the owners of these projects refuse to understand or accept: the ocean can't accommodate both a viable fishing industry and a disruptive mining exercise. It is either the one or the other to thrive – not both. To believe otherwise and use that as a lynchpin argument, illustrates the shallowness of the case presented to advance the projects on a near couldnot-care-less approach. The inept understanding of the marine environment is deeply worrying. Equally so the claim by proponents of these projects that they are concerned about sound marine environmental management. Citizens are perfectly aware of the fact that a well-managed fishing industry represents sustainable utilisation of a renewable resource, whereas seabed mining is highly destructive of the entire marine ecosystem. It represents finite exploitation of a nonrenewable resource at the expense of the renewable fishing resources which are of cardinal importance to the entire economy of a nation. To allow any of these projects to proceed is to gamble with a national treasure by placing its well-being at risk and the future of all the people it employs in jeopardy. The Namibian Cabinet decided on 17 September 2013 to place a moratorium on marine phosphate mining in Namibian coastal waters and that environmental clearances can be granted only after adequate research had been conducted. The Norwegian-based Foundation for Scientific and Industrial Research (SINTEF) and the Institute of Marine Research (IMR) have been contracted to identify the scientific requirements to assess impacts of marine phosphate mining on the ocean environment. During its deliberations these researchers are

aware that this is a new industry with little knowledge or experience regarding impacts on the marine ecosystem from bulk seabed mining for the Namibian phosphate deposits (which a r e d i ff e r e n t f r o m marine phosphate deposits in other coastal areas in the world, including those off New Zealand). Concerns that have been raised by Namibian stakeholders are effects on sustainable fisheries, food safety, marine protected areas, and other marine species. And on the unknown long-term impacts this industry may have on the functioning of the marine ecosystem. The Confederation of Namibian Fishing Associations has declared marine phosphate mining “a serious threat to the marine and land environment, people and to the Namibian fishing industry as well as other sustainable industry.” The Namibian scientific studies are being carried out independently of any industry players: clearly to ensure that all assessments are based purely on science and not influenced by interests from any of the industries dependent on the marine environment. In no way will these institutions allow their studies to be influenced or undermined by comments that are scientifically irrelevant and questionable. Once the Namibian Government has a sound scientific foundation it will be well-informed for a political decision on the management of the Namibian coastal waters. On 11 February 2015 the Environmental Protection Authority (EPA) of New Zealand refused an application by Chatham Rock Phosphate Limited (CRP) for a marine consent to mine phosphorite nodules on the Chatham Rise. Namibia has a direct interest in this CRP application for the following reasons: it faces the same threat to its marine resources, and in Namibia CRP has a subsidiary company which has a clear focus on the nation's marine phosphates.

This is a profound decision. It is of monumental importance. It hammered home vital truths. It made incisive observations and pronouncements. The significance of this decision will not be realised immediately. Once it has been carefully read and digested, especially by those who still want to continue venturing into this unknown activity, all concerned will be struck by the thoroughness of this comprehensive analysis of all the issues at hand. Its impact will be felt far beyond New Zealand. For all involved with this issue it will give much food for thought. The bottom line was very simple: the evidence of impact was not persuasive enough as the research, although in many cases good baseline science, did not directly address the

impacts. Throughout CRP trivialized the impact on ocean ecosystems. CRP's reputation and what it stands for are now in tatters in New Zealand. With the baggage CRP now carries all in Namibia will be even more apprehensive about its involvement in Namibia and its intentions. CRP must thus rest assured that there will be no scope for it in Namibia to try and recover lost ground. For scientists the answer is: do what Namibia is doing - assess the impacts as thoroughly as possible beforehand, and then make a decision. New Zealand has already bravely led the way. These projects will have serious implications if they were to be allowed without proper and in depth research. They will make a mockery of the UN's slogan of "the oceans are the very foundations

of human life". The environment is not a disposable resource to be exploited and mined, and discarded. It must be preserved. FOREVER. Of all the threats looming over the planet now, one of the most alarming is the seemingly inexorable descent of the world's oceans into ecological perdition as human activities alter the basic chemistry of the seas. It is tragic. Action is essential to avoid future generations blaming us for our apathy in the face of well-reasoned warnings about the potential destruction of their heritage. If we are responsible we do know how not to disappoint them. Letter to the Editor CALLING ‘SWAKOPMUND MATTERS’ TO ORDER The brief statement by Swakopmund Matters that appeared in the Namib Times dated 28 July 2015 (page 7 above) has reference. I had observed that on numerous occasions that the faceless and cowardice grouping calling themselves ‘Swakopmund Matters’ took upon themselves a duty to create confusion amongst the community of the coast. With this I am making reference to their question why the public participation of the Desert Rose development is to be held in Kuisebmond Community Hall, Walvis Bay. Firstly, the Desert Rose development is to be built within the Walvis Bay Jurisdiction, hence the meeting in Kuisebmond, Walvis Bay. I must add that for logical thinking by nature Kuisebmond stretches from the current Kuisebmond until the middle of the Swakopmund bridge, that include Dolphin Beach, Long Beach, Vierkantklip, and the beautiful Namib Desert. The mission of the so-called ‘Swakopmund Matters’ is either to criticizing and wanting to be leaders in matters of environment without due regarding to the economic developments of the coast. My humble advice is firstly to unmask themselves before the nation and engage the populace of the coast in constructive debates that lead to mutual understanding and good cooperation. I request the Owners and Editor of the Namib Times that for media good governance and democratic ethical standards not to allow the publication of the articles by

‘Swakopmund Matters’ until we know with whom we are dealing. Allowing them to continue with this will in future lead to anarchy and unnecessary stagnation in our economy. In the same breath you must not in future allow any article and/or letter by outside contributors without an authorised person and/or person who will be the contact person. I am also calling all progressive political parties, including the SWAPO Party, the governor, regional and local councillors, my progressive white friends, active lawyers and the youth to guard against the enemies of the state and progress. WBCG officially joins hands with the namib times-Pepfar HIV-Aids Campaign Liesl Losper

Yesterday the Walvis Bay Corridor Group (WBCG) took hands with the namib times-Pepfar HIV-Aids Campaign to promote HIV-Aids awareness in Erongo.The Group has availed its HIV-testing facilities to the community where the people of the coast can get tested, to know their HIV-status. At this event, Mr Johny M Smith, CEO of the WBCG, and one of the Directors of namib times, Dr Dean Kock, had themselves tested to know their status. Afterwards, Smith said, “Between the Walvis Bay Corridor Group and the namib times we have been very fortunate that we can do this campaign together in partnership to create awareness.

We still believe there is a lot of awareness that needs to be created amongst the community in Walvis Bay. But this community of Walvis Bay also includes a lot of people coming from outside of Walvis Bay and in this process we are able to create a message about the HIV-Aids-test, and other types of tests you can do at this mobile clinic.” The WBCG is the prime

driver of self-sustaining HIV and AIDS/Wellness Workplace Programmes in the Namibian transport sector and across the SADC region. The WBCG has established a network of roadside wellness centres across the country, in collaboration with industry partners and the Ministry of Health and Social Services to provide HIV/AIDS and other primary health care related

services to mobile populations such as long distance truck drivers, sex workers and general border communities within close proximity of cross border areas. The wellness centres are established in the form of a container and attend to the health needs of the mobile populations and are conveniently located and occasionally open during hours when the mobile

An electronic health passport system links all of the centres, so that treatment information can ‘travel’ with their clients. Part of their services include HIV Counselling and Testing (HCT), CD4 Count Measurements/Tests, STI screening and Treatment, Risk Reduction, Counselling, Social Behaviour Change and Communication Tools, Basic Primary Health Care, Hypertension/Blood Pressure Testing, Glucose (Sugar/ Diabetes) Testing, TB Screening, condom distribution and referrals to appropriate care and support services. “We realise that some people are not aware of

this facility, and our partnership with the namib times is to tell people that there is a facility that some of the community members, especially from the transport sector, that is easily accessible within the surrounding area where we are located. At the same time, though, the local community have access to this information in the local newspaper and that is why we have set up this partnership. If you want to get tested, you can come to our facility, and there is a very able and qualified nurse and team to assist with this process,” said Smith Kock says they’ve identified synergies between the two companies and realised that their objectives are the same. “The net effect of our combined efforts will render a more effective and comprehensive message reaching far beyond the borders of the Erongo region.”

NID launches series of civic education workshops The Namibian Institute of Democracy (NID) in cooperation with the United States Agency for International Development (USAID) started a series of civic education workshops countrywide on 23 July. community members as key building blocks of Namibian civil society and democracy. Amongst others, participants will learn about Namibia’s political structures and how to participate in civic processes through NID social networking sites. They will also be trained in the use of email and social platforms such as

Govt considers Okavango River and desalination of sea water There are currently 14 water supply networks of the national water utility, Namibia Water Coporation (NamWater) which include: Berg Aukas-Grootfontein scheme; CaluequeOshakati canal; Dreigratsdrift-Skorpion Mine scheme; Grootfontein Omatako canal; Koichab Pan-Lüderitz scheme; Kuiseb-Mile7 scheme; NauteKeetmanshoop scheme; Omafo-Eenhana scheme; Omatako-Von Bach scheme; Omdel-Swakopmund scheme; Swakopmund-Langer Heinrich scheme; Swakopmund-Rössing scheme; Swakoppoort-Von Bach scheme; and Von BachWindhoek scheme. At a public meeting last week on long-term water solutions for the central areas of Namibia and the Cuvelai, Chris Brown from the Sustainable Solutions Trust said there are four short- to medium-term solutions or options, if implemented now, which will provide central Namibia with water for about eight years only. “There are just two longterm solutions or options for the central area, which is the abstraction from the Okavango River and desalinated sea water from the coast,” he noted. Desalination, also called desalting, is the process of removing dissolved salts from water, thus producing fresh water from seawater or brackish water. The Ministry of Agricul-

Government is considering and investigating both the Okavango River and the desalination of sea water to determine the most secure and reliable long-term water sources for businesses and residents up to 2050. It is estimated that water taps in Namibia could run dry by June 2016 if urgent measures are not put in place to solve the problem.

Some Namibians have no toilets, no electricity and they have to draw water from great distances ture, Water and Forestry (MAWF), the Namibia Water Corporation (Namwater) and the City of Windhoek organised the event. Similar meetings already took place in Rundu and Oshakati last week. The objective of these events were to examine all feasible options for securing long-term water supply to the central area and the Cuvelai area of Namibia, where existing sources might become inadequate in the near future. Namibia needs about N$ 1, 5 billion to provide water to the country’s about 2.3 million inhabitants. Abstraction from the Okavango River was modelled to be activated only when shortfalls are expected from other sources such as dams, aquifers and reclamation plants. On commissioning during the year 2023, the river could withdraw about 25 million cubic metres. The maximum abstraction by 2050 for the Windhoek area would be about 61 million cubic metres, with additional demands from Otjiwarongo, Otjinene, Omaruru contingencies of 21 per cent. Developmental needs of the northeast of the Otjozondjupa Region and north of the Omaheke Region means that the abstraction from the

Okavango River by the year 2050 would be between 82 and 105 million cubic metres. This does not include any other branching lines or impacts of climate change, according to Brown. About desalination of sea water from the coast, Brown stated that it was not seriously considered before because of the costs involved in pumping water for up to 1 600 meters. Another constrain is also because Namibia does not have enough energy to pump the water from the coast. The volumes of desalinated water to Windhoek will be about 17 million cubic metres in the year 2023 and about 57 million cubic metres by the year 2050 – less than via the Okavango River because of fewer losses along the transfer system. “If the international community would be prepared to invest in Namibia but avoid abstraction from the Okavango River, then it could be feasible. “There are thus a number of important questions and challenges around abstraction from the Okavango River, and if another solution was available, that would be worth serious investigation,” Brown added. Choir Music Back at School Level The Directorate Arts in the Ministry of Education, Arts and Culture has in a media release announced that it has managed to rejuvenate choir music at school level with their freshly introduced Regional Choir Competition. This competition has infused fire into this dying art form at school level, hoping to get school learners to give it the same interest as sport is getting. The competition has categories for Primary, Secondary and Youth Choirs with cash prize awards of N$10 000, N$5 000 and N$3 000 for the first three winners in each of the categories. “This is a huge investment the Directorate of Arts is making, hoping to buy back the passion and priority which choral music amongst young singers deserves as it is a Namibian tradition. The competition already delivered its first smiling winners in the Otjozondjupa, Omaheke, Zambezi, Kavango, Erongo and Oshana Regions.

The Omaheke Region can be singled out as the region showing the best interest and turn-up, with an exciting audience jostling for seats to enjoy what the Region's best choirs had to offer. With the competition road soon reaching its end, Oshikoto, Omusati and Ohangwena were in line on 17, 18 July, Karas and Hardap Region on 25 July, with Khomas Region on 1st August at the National Theater of Namibia in Windhoek. The Regional Choir Competition will have its Grand Finale scheduled for 12 September 2015 in

Windhoek with the Youth and Community Choirs Category battling for the Best Youth Choir status. Blue Moon July 31, 2015 The Mt Karaktoa eruption caused blue moons. When Mt Karaktoa erupted in 1883, the moon looked blue. The term ‘once in a blue Moon’ means that that something is very rare. But just how rare, depends on your definition. In astronomy, a Blue Moon is a full Moon, which doesn’t quite fit in with the months in our calendar. However, there are two completely different ways of calculating which full Moon is a Blue Moon. Blue Moon: The Full Explanation Two definitions 1. Blue Moon = The third full Moon in an astronomical season with 4 full Moons (versus the normal 3). 2. Blue Moon = The second full Moon in a month with two full Moons.

EBank warns of fraudulent behaviour

EBank has warned the public of several banking and financial sector scams that are currently taking place. Fraudsters call or SMS members of the public claiming to offer services or sell goods based upon a deposit to be paid into an EBank account. Once the deposit is made, the fraudsters disappear without providing the goods or services promised. “We have experienced a few cases where members of the public are tricked into handing over their hard earned money to these

con-artists” said Jerry Elago, EBank’s Public Liaison Officer. “This is a concerning trend and we would like to warn ALL

members of the public to be on the lookout for such scams and always be vigilant when engaging in any such transactions,” he

added. One such scam involves the sale of goods, such as cars or cattle, advertised in the newspapers and on social media platforms. On calling the number advertised, the potential buyer is asked to deposit an amount into the ‘seller’s’ EBank account using a (legitimate) 8digit EBank ECode at a participating EBank retailer. Once deposited at the retailer, the money is immediately transferred into the ‘seller’s’ account, whereupon the fraudster disappears without the exchange of the promised goods or services. “We have also experienced a number of cases regarding bail money payments for trial awaiting prisoners. Family members are notified that a relative is in jail and request for urgent bail pay-

ment using an EBank ECode provided by the fraudster. Upon doing the deposit, the money disappears and no bail is settled or granted,” explains Mr Elago. “Sometimes the relative is not even in jail but the family are deceived into believing so.” More recently, scams have focused on individuals who have lost their loved ones and have placed an advert in the local newspapers for a tombstone unveiling or a death or funeral announcement. Once again the fraudsters will call the family and introduce themselves as employees of a reputable financial institution, bank or insurance company. They request for a deposit to be done into an EBank account in order for a funeral policy or death benefit claim in the name of the deceased to be paid out.

EBank has urged its clients and the general public to be vigilant at all times, specifically noting the following: ● Do not deposit money into any bank account in return for goods without knowing the seller and having the goods in front of you. ● Be cautious in all cases where you are requested to deposit funds using an ECode supplied by someone unknown to you. ● If you have been called by someone claiming to be from a bank or insurance company, first call that company and check the legitimacy of that policy or benefit, as well as the credentials of the person who called you. If in doubt or if you suspect you may have been defrauded, call the EBank Client Service Centre on 061 297 11 00 for assistance.

Many people of the DRC informal settlement in Swakopmund received blankets and food on an event called “A Day of Giving.” According to Mrs Salimi Gerhard, who organised the event at the Democratic resettlement community (DRC) project centre, the event turned out to be a great success. “The Women in Entertainment (WIE), together with volunteers, fed a group of up to 100 people, both children and adults. WIE also surprised me. The group donated blankets and food to the little children that are being taken care of. The WIE initiative was born from an idea of Ms Suzan Opute and a few amazing young women in the entertainment industry. This initiative is a platform where

women can network and build relationships, support each other, and thus empower and inspire one another, while maintaining a positive attitude and becoming the tools of social change and transformation for a better Namibia,” she said. She said the ultimate goal of the Day of Giving is the empowerment of women in Namibia. “This initiative forms part of the Namibian women’s mission to reach out to communities and assist others in realising their highest potential, and also to declare war against poverty, by empowering women as role models for the next generation,” she said.

– A Token of Love and Care

A handful of personnel of the New Strand Hotel decided to share a little warmth and kindness with members of the community of Swakopmund, on a cold Friday morning. They collected some sausages and bread, and paid for the ingredients of a hearty soup themselves, and shared the tasty meal with the kids of a crèche in Thulinawa in Swakopmund. Dallas Orr, the Executive chef of the new Strand hotel told namib times he and other members of the staff at the pre –opening office of the Strand Hotel, decided on this initiative, to reach out to the Swakopmund community. He says it is something that he has done many times while he was a chef in Zambia, sometimes cooking for up to 200 kids on open flames, and finding it an utterly great and

gratifying experience. So, they decided to reach out to this part of town they would not usually visit, get to know the people who live there, and do something special for the community. Orr says, this specific project came from themselves, “from the heart”, and from their own pockets….but he’s envisaging that many such projects will follow, that will also carry the support of the

new Strand Hotel, once it’s opened. The owner of Top Kids Day Care Centre, Magreth Haoses, was delighted with the initiative, and the kids en- Dallas Orr checking the soup joyed the soup – so much that some came back for third helpings. Me Haoses has been a day care centre teacher since 2000. Around 60 children, aged 2 – 6, visit the day care centre.

An der Atlantikküste,in der Namibwüste Musikfreunde Zornheims unterstützen Swakopmunder Musikwoche

Swakopmund (sk) Anlässlich ihres 50. Jubiläums in diesem Jahr erhält die Swakopmunder Musikwoche Unterstützung von den Musikfreunden Zornheims. Der Verein wurde 1972 als „Freier Fanfarenzug Zornheim“ gegründet und hat sich seitdem stetig weiterentwickelt. 1979 wurde der Namen dann zu „Musikfreunde Zornheim“ geändert. Neben der jährlichen Teilnahme an verschiedenen Fastnachtsumzügen sind sie auch jedes Jahr beim Rosenmontagsumzug in Mainz zu sehen, wo sie für die Mainzer Kleppergarde spielen. In diesem Jahr findet eine Konzertreise statt, die diesmal nach Namibia führt. In der Zeit vom 27. Juli bis 12. Das Eichhörnchen Minsk

Ein mitleidiger Soldat der Weißrussischen Armee rettete ein Baby-Eichhörnchen vor dem sicheren Tod. Stabsfeldwebel Pyotr Pankratow diente in der Wehrmacht, als er ein winzigkleines, bewusstloses Eichhörnchen unter einem Baum entdeckte. Das Mäulchen und eines der Augen waren mit Würmern übersät. Ungeachtet seiner soldatischen Verpflichtungen, nahm Pankratow das Nagetierchen mit zum Militärstützpunkt,

Minsk ist gut trainiert. Hier schläft das kleine Eichhörnchen in Pankrataus Wagen auf seiner blauen Mütze. dem kleinen Kerl, dass Minsks Herrchen aufpassen muss, damit sein niedlicher Freund auch genug Ruhe bekommt. Minsk liebt Hüte, auf denen er gerne schläft, und wohnt nun mit Pankratow zusammen in einem Haus.

Minsk weicht nicht von Pankrataus Seite. säuberte es und fütterte es alle vier Stunden mittels einer Spritze mit Milch und Babynahrung. Erstaunlicherweise erholte sich das Eichkätzchen bereits nach zwei Wochen vollständig und wich während der zwei Jahre Militärzeit nicht von Pankratows Seite. Später bekam der kleine Nager Zähne und begann selbst zu fressen. Ein halbes Jahr später ließ Pankratow seinen speziellen Freund im-

pfen und offiziell registrieren. Pankratau nannte das Tierchen Minsk - nach der Weißrussischen Hauptstadt. Inzwischen ist der Weißrusse als Taxifahrer tätig, und wenn er Passagiere in der Stadt herumfährt, ist Minsk immer dabei. Der kleine Begleiter weiss genau, wo er sich im Fahrzeug aufhalten und dass er die Fahrgäste nicht stören darf. Allerdings sind diese meist so begeistert von

Minsk als aufgepeppeltes Baby.

Swakopmund (sk) Zum ersten Mal hat der Flohmark der Organisation Caring for People with Disabilities (OCPD) im Haus der Jugend - und nicht bei der Little Foot-Gärtnerei -stattgefunden. Obwohl die Besucherzahl sich in Grenzen hielt, waren so gut wie alle Brötchen und Kuchen ausverkauft, und es wurden etwa 70 Erbsensuppen ausgeschenkt. Es herrschte eine gemütliche Atmosphäre. Die Mitglieder des Vereins OCPD sind seit vielen Jahren ehrenamtlich engagiert, um Menschen in Not zu unterstützen. Die Vorsitzende der Behindertenhilfsorgani-

Er erzählte, wie schwierig es damals war, die hölzernen Rundbögen an der Decke dieses Saals zu platzieren - so mit Spezialleim, der sehr schnell trocknete, weshalb dementsprechend hurtig gearbeitet werden musste.

Was gibt es heute zu berichten, außer dass die Sonne es endlich mal hin und wieder schafft, diese verdammt dicke Nebeldecke an unserer Atlantikküste zu durchbrechen, die seit Wochen wie ein Röntgenschutzmantel schwer auf unseren Küstenortschaften liegt? Das Thema Hunde und Hundeleine kommt mir spontan in den Sinn, nachdem mein Mann kürzlich im Krankenhaus landete. Wie das kam? Tja, er war mit unseren beiden Hunden an der Leine spazierengegangen, als ein unbefestigter Rottweiler auf sie zustürmte. Mein Mann trat mit dem Bein dazwischen, und eine Woche später lag er mit einer Zellu-

chen direkt am Swakoprivier zurück nach Hause, als ich in der Ferne einen weißen Bakkie sah, neben dem ein Mann hin und her lief. Um ihn herum wuselten drei oder vier Hunde. Ich nahm meine Vierbeiner an die Leine und überlegte, ob ich lieber rechts oder links an ihm vorbeilaufen sollte, da ich kein weiteres Hundeschlamassel wollte. Als ich in Hörweite war, sah der Mann mich und rief mir empört zu: ,,Sag mal, können Sie nicht woanders entlang gehen?” Da ich mich sowieso schon die ganze Zeit im Zickzack dem Gang dieses Herren angepasst hatte, meine Bellos im Gegensatz zu seinen an der Leine waren und ich das operierte Bein meines Mannes noch sehr frisch in Erinnerung hatte, wurde ich auch pampig: ,,Sag mal, was denken Sie sich eigentlich? Gehört Ihnen etwa die Welt, oder was?” Daraufhin packte der Herr, dem ich ganz gewiss freundlicher hätte begegnen

Sie können sich nicht vorstellen, liebe Leser, wie oft mein Bekannter von just denjenigen Autobesitzern beschimpft wurde, die die Regel übertreten hatten. Statt sich selbst zu verfluchen, weil sie einfach einen privaten Parkplatz beschlagnahmt hatten, projezierten sie ihre Wut auf denjenigen, dem sie Schaden zugefügt hatten. So auch dieser Hundebesitzer, der seine Hunde einfach nur an die Leine hätte nehmen können, und das Problem wäre gelöst gewesen! Ihre Susann Kinghorn, die dafür plädiert, dass man sich in unserem Land, das alle naslang mit neuen Gesetzen aufwartet, die man nicht gleich verinnerlichen, geschweige denn verstehen kann, wenigstens die allgemeingültigen Gesetze der Höflichkeit beherzigen sollte.

New Volkswagen Scirocco gets new engines The new Scirocco model range has been given power upgrade with the introduction of two new engines. The entry engine, 1.4 TSI 118 kW has been replaced with the 2.0 TSI 132 kW engine. Meanwhile, the 2.0 TSI 155 kW is now fitted with the new Golf GTI 2.0 TSI engine that delivers 162 kW. The latter also gets the exclusive GTS interior and exterior trim. The 2.0 TSI with 132 kW is available with a 6-speed manual transmission. Its maximum torque of 280Nm is delivered from 1,250rpm. The top speed is 227km/h and 0-100 km/h sprint is achieved in 7.4 seconds. The average fuel consumption is 6.1 litres per 100km. The 2.0 TSI

Scirocco GTS with 162 kW is mated to a 6-speed DSG transmission which accelerate it to 100 km/h in just 6.9 seconds. It has a top speed of 246 km/h. The combined fuel consumption is economical at 6.4 l/100 km. The first GTS was launched in 1982. The original Scirocco GTS was launched in 1982. First Two Contestants Eliminated From Ranger Odyssey 2015

The first two contestants have been eliminated from Ranger Odyssey 2015 following four days of intense action in the extremely remote and rugged Damaraland and Kaokoland regions of Northern Namibia. For Johan Henn and Xoliswa Nontanda the Odyssey journey has come to an end. While both contestants give it their all, they emerged as the lowest-scoring competitors over the first four days of the event. Each day the contestants are scored on their off-road driving abilities, leadership and team work, technical challenges, as well as their knowledge regarding the vehicles, locations and other aspects discussed during the trip. For last night's elimination, each of the 20 contestants also voted for the two people they would like to send home, and this was factored into the final scores. Xoliswa Nontanda was the first to be eliminated from the running. The 32-year-old quantity surveyor from Durban was judged to have not met the minimum requirements to proceed with the event. "I haven't done that well through the

competition so I'm feeling a little bit upset with myself at this moment," she said. "I didn't plan to go back so soon and I really wanted to stay for the 12 days, but now it's time to go back home. "This was my first time out of my comfort zone and I've never camped before. I really enjoyed the experience and this lifestyle, and it's something that I am going to start doing with my family and children." "The capabilities of the Ford Ranger impressed me a lot, and the 4x4 driving has been spectacular," she said. Johann Henn a 32-yearold farmer from Barberton was the next to be voted off. Henn said: "It came as a bit of a surprise to me to be voted off at this round. I thought I had done my bit to get on with my team-mates, but that's how the cookie crumbles. "This is the kind of trip I've been waiting to do my whole life, as Namibia is an amazing country with some of the best scenery and off-

road driving in Africa. It's been a really good experience, and driving the Ranger through this part of the world has been really special." The remaining 18 contestants continue their adventure, completing a Garmin GPS navigation task today in Purros, and then the convoy departs tomorrow for Palmwag followed by the aptly named Desolation Valley. The next elimination round will be announced in 31 July, which will see four contestants leaving Ranger Odyssey 2015. The competition runs to 4 August, and participants are required to register on the site, interact by viewing the content - including the daily blogs, photographs and videos - and book a test drive. Each interaction scores points, and the more times you visit the site the better the chances of winning.

There are a total of 16 prizes, a selection of which is awarded and then refreshed after every three days based on the highest scores as listed on the Back Seat Driver leader board. Entrants can only win one of the interim prizes, which include four pairs of Oakley sunglasses valued at over R2 000 each, a

Athletes

Namibia will have two athletes at the International Association of Athletics Federations (IAAF) World Championships set for Beijing, China from 22 to 30 August. They are long distance runner Beata Naigambo and 400 metre hurdles athlete Hardus Maritz. Naigambo was the only athlete to qualify for the event; Maritz was entered as a wildcard, said Athletics Namibia Secretary-General, Frank Slabbert. Upcoming title bout for Dannyboy Staff reporter Swakopmund's own boxing champion, Albinus Felesianu, better known as Dannyboy, is due to fight for the IBF Continental Africa Lightweight title during August. Dannyboy and Abraham "Energy" Ndaendapo, another elite Namibian boxer will lock horns with opponents to be announced soon. Ndaendapo will fight for the vacant IBF Continental Africa Junior Lightweight title. The tournament will take place in the Namibian Northern Centre of Ondangwa and will be promoted by the new Namibian boxing promoters, Salute Boxing Academy. The Walvis Bay based Western Spurs Football Club recently acquired first division status, simultaneously announcing their participation in the Namibian Southern Stream First Division for the upcoming 2015/16 season. This was implemented after Spurs decided to take matters into their own hands – after the Erongo Second Division League was declared ‘null and void’ earlier this month. This move is described by both players and management as an historic and exciting time for football lovers in Walvis Bay, especially for the Narraville community. Dating back a few years, the club’s vision was to create a team that will promote and protect the interests of the players from the community, as ‘Narraville is brimming with soccer talent and players’. “The mission was always to reach Premier League and this has just brought us closer to that goal,” said Ty-

rone Mouton, one of the founding members of the club. “At the moment, I can say the club is wellstructured with proper management and talented players. Youth development, through our academy, has already been implemented. With the new status comes numerous responsibilities, towards the players and the community, thus we have tasked ourselves to not only take but give back as well. One of the many priorities includes the restructuring of our home

grounds, which is the Narraville Soccer Stadium.” The motivation behind this decision was that it was alleged by trusted sources that the Spurs were the rightful League winners of the 2014/15 season. The league was declared null and void by the Namibia Football Association and that the league’s team be excluded from play offs on the grounds of the non-compliance by clubs and the League during players’ registrations and transfers, the unprocedural process

submitted by the Interim Executive, and missing match reports, which suggested that some matches may not

have taken place. The season will kick off in October, thus all current and interested players are invited to a gen-

eral meeting which will take place 9 August, 15:00, at the Narraville Club House.

Fun run introduced new athletic club Liesl Losper

The Directorate of Sport in the Ministry of Youth, National Service and Sport hosted a 1.6 kilometer street mile and fun run which took place Saturday in Walvis Bay. They started from Spar Supermarket, which was the main sponsor for the event. The launch of the new Namib Athletics Club also took place. Mara Kandjiriomuini, Regional Sport Officer, Ministry of Youth, Sports and Culture, said “Let us practise a healthy lifestyle and through this club you can surely achieve it. We invite athletes from Walvis Bay and Swakopmund to be part of this initiative.” Other sponsors, Namport (contributed the water), Subtech and the Municipality of Walvis Bay, also gave tremendous input for the success of the day. The categories were young males, young females, junior

males, junior females, senior males, senior females, veteran males and veteran females. Walvis Bay Mayor Uilika Nambahu attended the event, welcomed all the guests and the winners were honoured to receive their trophies and medals from her. Hendrik Kabooy, a wellknown runner for the coastal region also participated together with another athlete Erich Goeieman, and all of them are part of this athletic club.
